rom Kalinga in the north and Jolo, Sulu in the south, independent filmmakers converged in Cagayan de Oro City for the Arts month’s biggest celebration of cinematic multiplicity and regional voices.

Under the leadership and auspices of Xavier University-Ateneo de Cagayan’s Xavier Center for Culture and the Arts (XCCA), the five-day festival was packed with left-and-right film screenings, a menu of seminars and workshops conducted by filmmaking stalwarts, a number of special features and a rodeo party, from February 1822.

A detour from Manilacentric films With the theme, “Filming the frontiers,” this film harvest is one of the few festivals in the country seeking

to educate and empower the Filipino audience with pride for local culture and artistic works that exist outside the realm of the capitalistic mainstream cinema.

The director of XCCA and festival head, Hobart Savior believes in the power of independent films in shaping our nation’s psyche and reflections to social atrocities.

“Cinema Rehiyon 6 features filmmaking frontiers that could give positive impact and transform our lives for the better. These films educate us about disaster risk reduction management, climate change, cultural solidarity and other societal issues,” Savior said.

Over the years, Cinema Rehiyon has attracted a growing number of participants, especially students to delve into expressing their creativity through film medium.

A

midst my busyness and making sure I get into my classes and catching up gigs here in the city one friend asked me “Are you not tired of what you are into?, why not just focus on teaching?”

For awhile I was silent and I just smiled and said well believe it or not I find balance in doing both and it’s just a big bonus that I earn from both.

I feel that if I lose one I get suffocated with one area which would mean burnout.

When I was still in college I was juggling with my schedule between my majors and music.

Tough as it is only by His grace I was able to manage it well and finished with very good grades.

With that moulding I believe self discipline was deeply instilled in me and what I am doing now is application and becoming a good influence to the younger generation.

The deeper question I raise within me is that How do I find

balance between my career and personal life? I admit finding balance is hard and I’m His work in progress so here’s my testimony.

We all have priorities in life right? But which is which? In His word He said “Seek ye first the Kingdom of God and His righteousness and all these things shall be added unto you”.

This is also a line in a song but the very first principle we should consider in our priorities.

My relationship with God is the most important because He is the source of everything so He is number one.

My second priority is my family. With this honestly I’m struggling because at times it is also competing with priority number three that is work.

There is a very thin line between the two when it comes to time so I guess this is now the most challenging.

Priority number Four is ministry. I am also made to be

able to reach out to others in my case through music.

No man is an island therefore if you are my friend then you are part of my priority number Five.

Before coming up with this list I really had to weigh things in my life but knowing this helps me a lot because it reminds me of the things that I value in life.

While I was doing my exercises finding balance is hard because I have to endure the pain likewise in life pain might be there at times to achieve the balance or bring us to where we are suppose to be .

I followed this priority list ever since I started working, I still make mistakes but His grace never runs out. His provision is always there right on time.

What more could I ask for?

‘GO NEGOSYO’ TO RID POVERTY: BAM AQUINO February 24-March 2, 2014

CAGAYAN DE ORO CITY – Senator Paolo Benigno “Bam” Aquino laid down the meat and mechanics of Senate Bill No.2046, otherwise known as the “Go Negosyo Bill,” which is now up for amendments in the Senate.

S e n . Aq u i n o, aut h or of the Go Negosyo Bill, has identified five major functions of the proposed Negosyo Centers,which will each be put up in four pilot areas in Luzon, Visayas and Mindanao of which Cagayan de Oro has been chosen.

Sen. Aquino said the five major functions, but not limited to, are (1) promote ease of doing business by integrating a single business processing system for MSMEs and coordinating/facilitating government processes and requirements related to the reg ist rat ion, s et-up and management of MSMEs; (2) Facilitate access to grants and other forms of financial assistance, shared service facilities and equipment, and other support for MSMEs; (3) Organize mentor ing programs for prospective and current entrepreneurs and investors,and offer services on training, financing, and marketing. This includes mapping out information and services related to key value chains and economic sub-sectors within the LGU’s jurisdiction; (4) coordinate with schools and organizations

on the development of a y out h e nt re pre n e u r s h ip training program; and ( 5 ) bu i l d l o c a l s upp or t networks and establish market linkages for MSME development;support private sector activities relating to MSME development; and conduct other programs or projects for entrepreneurial development aligned with the national MSME development plan.

Senator Aquino met with various business groups here n Northern Mindanao, first in Bukidnon province and later in Cagayan de Oro City, last Saturday (Feb.15) and discussed business prospects through the “Go Negosyo Bill” and other measures pending in the Senate.

Sen. Aquino pointed to unlocking of inclusive growth through MSME development as one of the key measures to business development in the country.

Sen. Aquino is the chairman of the Senate Committee on Trade, Commerce and Entrepreneurship.

He said his Committee has identified several keys to unlocking inclusive growth, among them comprehensive and meaningful support for micro, small, and medium e nte r pr i s e s ; u n h i nd e re d access to inclusive finance; support for social enterprises through inclusive supply chains; the K+12 educational system geared towards enterprise development and job placement; and clear pipeline for the 4Ps program towards productivity.

“Under pinning a l l of these is the development of our micro and SME sector, which accounts for 99% of all businesses in the Philippines and at least 66% of all jobs in the labor force. The numbers show that boosting the MSME sector will help us create more decent, sustainable jobs that can lift many Filipinos out of poverty. We also need to look at MSMEs as a pipeline for development, instead of seeing the micro, the small, and the medium enterprises in silos. We need programs that will enable micro enterprises to enter the formal economy; our goal should be to help them ‘graduate’ into SMEs so that they grow and generate revenue and jobs for our communities. MSME development is a continuum that needs support at each stage from the government

and the private sector,” Sen. Aquino said told the business groups and some national and local government officials led by Representatives Malou Acosta (1st District), Florencio Flores, Jr., (2nd District), Jose Ma. Zubiri III (3rd District) and Oneil Roque (4th Ditrict).

Later in the evening,Sen. Aquino told another business group representing Camiguin, Iligan and Cagayan de Oro City what the Go Negosyo Bill hopes to achieve.

At its core, the Go Negosyo Bill addresses this current gap in government support systems, and by empowering and supporting MSMEs, which comprise 99% of all businesses in the countr y, it means setting them on a pipeline for development. “Hence, this bill, is a “foundational” and necessary aspect of our country’s inclusive growth agenda,” the Senator said.

At the heart of the Go Negosyo Bill is infrastructure and support for MSMEs at the city and municipal level so that each local government is able to boost MSME growth and provide jobs and livelihood for their constituents.

G o Ne go s yo Bi l l h a s been designed to connect to and complement t wo existing laws: The Magna Carta for MSMEs and the BMBE Law. It deepens the Magna Carta for MSMEs by establishing Negosyo Centers supervised by DTI in each city and municipality as a hub for MSME registration and development. Entrepreneurs of all sizes will know they have a partner in starting and growing their businesses, and getting access to the right kind of training, mentoring, and value chain linkages.

“When we initially conceptualized Cinema Rehiyon in 2009, there were a lot of people who were skeptical about it growing but over the years, due to the dedication, love and passion of the filmmakers, curators and others who believe that regional voices must be heard, Cinema Rehiyon has wonderfully grown,” outgoing chairman of National Committee on Cinema Dr Miguel “Mike” Rapatan said in his speech during the opening ceremony at SM City Cagayan de Oro Cinema 3.

The event offered a total of 98 films (84 short flicks and 14 full-lengths), shown at three different venues— Xavier University Little Theater, SM CDO Cinema 3 and 4. This is the highest number of entries since the inception of Cinema Rehiyon six years ago.

“Every year, the number of films is getting bigger and this shows the vitality of stories from the regions. Cinema Rehiyon has provided opportunities for directors, actors and technical staff to explore, nurture and develop their talents for the love of Philippine cinema,” Dr Rapatan said.

“We need to get the word out that our culture— the Filipino culture— is much more complex, much more diverse and richer than those being shown in the commercial films.”

Bending the classic tale Among the most anticipated films of this year’s Cinema Rehiyon was “Angustia” (Out of the Depths/Anguish) which director Kristian Sendon Cordero described as a bold love story during the time of Spanish colonization in the Philippines, marred with unconventional elements and explicit twists.

“We have been taught that the colonizers desired us. But here, I wanted to show that we conquered desire and we desired the colonizers also, and that’s the reason why they stayed here for almost four centuries. If we didn’t desire them it wouldn’t last that long,” narrated Cordero, a Palanca winner and assistant professor at Ateneo de Naga University.

“Angustia” is the first movie directed

by Cordero, set in 18th century Bicol and formed part of CineMulat-Luzon, the festival’s platform for controversial films (containing ‘obscene’ scenes).

“Hindi lang ‘yung isa and naghahangad, hinahangad ka rin ng hinahangad mo and that would be the source of your anguish, dahil hindi kayang tumbasan ang iyong pagnanasa,” the filmmaker explained.

“It was the native woman who was looking at the colonizer and not the classic thing na sila ‘yung tumingin sa atin, tulad ni Salve na siya’ng tumitingin kay Maria Clara (in Jose Rizal’s “Noli Me Tangere”). Dito ‘yung babae ang naninilip,” he added.

Aside from the steamy shots and ironies, this 2-hour film tackles the plight of the indigenous people of Bicol.

“The film also represents the indigenous people of Bicol, the Agta because they have been marginalized since the time of colonization. Gusto kong maglahad ng kwento tungkol sa kanila.”

Meanwhile, London-educated filmmaker, Gray-em Erezo, 25, joined this year’s fest with “Lugdang” (Drowned), inspired by a distressed girl he met at CDO’s Divisoria in 2012.

“She was like mentally drowned,” Erezo emphasized. “I used the word ‘drowned’ because she was drowned physically, mentally and emotionally. She could not even talk. She lost her family during the flash flood brought about by [Typhoon] Sendong.”

For tackling the aftermath of the catastrophe, “Lugdang” received the 2014 Cinemagis Special Jury Award for Social Responsibility on Climate Change.

For first-time actress Madelyn “Madz” Garcia, acting for Arnel Mardoquio’s “Riddles of My Homecoming” was challenging and daring at the same time.

The role demanded 22-year-old Garcia to bare skin which she dealt artistically and professionally.

“At first, I don’t want to do it but later on I have to decide for myself; this is my life. This is what the role required me and I wanted to do it,” she said while eliciting

a smile.

Filmmakers’ flair On the second night of the festival, the delegates had a street flair around the city with Elite Touring Club (ETC) of CDO. A rodeo party followed at Manresa Farm where the XU Rodeo showcased an exhibition and ceremonial cattle branding.

The party was hosted by Ed Cabagnot, capped with pumping and groovy performances from Upstart Band, Daryl Obelido and Murielle Lomadilla.

It was the first time for a Cinema Rehiyon party to be held at a rodeo arena.

In addition, 6th Cinema Rehiyon paid tribute to the birth centenary of National Artist for Cinema Gerry de Leon through a special film-showing of one of his masterpieces, “Banaue,” starring Nora Aunor and Christopher de Leon at SM CDO Cinema 3.

A mythical story, “Banaue” was set in the millennial period featuring the Ifugao tribe and the world-renowned Banaue Rice Terraces.

The story plot: “After a long search, Banaue (Aunor) and the Ifugaos made the lush mountains of the northern Philippines their new home. They cultivated the land with their bare hands, carving the mountains into stairwaylike rice fields. After years of toiling, the wondrous rice terraces were finished, but tribal wars erupted when the Kalingas invade their territory. In the final confrontation, Ifugao Sadek (de Leon) fought Kalinga Aruk (Ronaldo Valdez) for Banaue’s affection and the right to claim the promised land.”

Including “Banaue,” de Leon has made a total of 71 films before his death on July 25, 1981 with the latter as his last piece.

For the finale of the festival, a remastered version of National Artist Eddie Romero’s magnum opus “Ganito Kami Noon, Paano Kayo Ngayon” was screened at SM CDO Cinema 3.

The film chronicles the picaresque adventures of a young, naive country bumpkin named Kulas and his whimsical encounters with denizens of various nationalities – Spanish, American, Chinese, indio – is a metaphor for the Filipino quest for identity at a time when nationhood was still an imagined concept.

This 1976 film was set during the luminal period when the Philippines was in transition from Spanish to American colonial reign.

It swept most of the awards at the 1976 Metro Manila Film Festival, and was subsequently voted Best Picture at the First Urian Awards in 1977.

Behind the scenes This event would not be possible without the dynamic people who put the activities and logistics in place.

Precious Faye Manit, Development Communication student at XU described her experience as a liaison officer as enjoyable and inspiring.

“At first, I was so hesitant to join.

Seeing the schedule, it was very loaded but later on we realized that it was really fun,” she said.

Manit added: “Cinema Rehiyon allows the independent filmmakers from different regions to showcase their talents and skills. This is also a way to promote Cagayan de Oro City and Mindanao.

Because of Cinema Rehiyon I was total inspired to make a film one day.”

More than 50 student volunteers, performers and staff joined took part to make this national fest a big success.

“What pressures you is what you’ve promised,” the festival director said, expressing his gratitude to all the people behind the event. “This is the fruit of our labor as a team.”

A mosaic of different cultures With screenings expanding every year, local audiences are also growing to level with the rise in film quality.

The festival also featured a menu of seminars and workshops for aspiring moviemakers and actors in CineLikha with veteran actors Leo Martinez and Rez Cortez as resource speakers and mentors.

This year’s CineTalakayan focused on the fusion of DRRM and films to compliment the CineBarangay filmshowings held in two communities ravaged by Sendong, Brgy Balulang and Xavier Ecoville, the XU-led resettlement village in Brgy Lumbia.

“Part of CineBarangay is giving the communities a multimedia forum on climate change resiliency and disaster risk reduction management,” Savior said.

For the delegates and guests, Engr Dexter Lo conducted a seminar on DRRM and Films, Leni Velasco on Film and Social Responsibility, Arnel Mardoquio on Film and Social Development and Ellen Ongkeko Marfil on Film Marketing and Distribution. The lectures were held at Pryce Plaza on Feb 19.

At XULT, Cinemagis product Jenriel Pons Lagat discussed on “Filmmaking Student: A Film Thesis and Learning Process” where he shared his experiences, struggles and techniques as a young filmmaker.

Dr Paul Douglas Grant and Radel Paredes also glued the audience to their seats with a talk about the history of Cebuano films.

On the edge Cinema Rehiyon formed part of the Philippine Arts Festival (PAF) celebration, “Arts on the Edge” of the National Commission for Culture and the Arts (NCCA), in line with Presidential Proclamation 683 of 1991.

Moviegoers were only required to bring personal care items for their admission to the screening venues, which will be donated to the Yolanda-lashed places in the Visayas.

The festival served as a platform for filmmakers not just to come together but also to share common struggles and challenges and interact with their audience.

Both Dr Rapatan and Savior believe that the interest for regional films among Filipinos must be ignited and rekindled.

The challenge now for Philippine filmmaking industry is how to engage the younger generations to Cinema Rehiyon and other festivals alike.

“We are a mosaic of different cultures and we should showcase that to our country,” Dr Rapatan stated.

DOLE-X releases P2.5M livelihood projects de Oro

In order to provide productive, gainful, and secure employment and at the same time combat poverty to marginalized and unprotected workers, the Department of Labor and Employment, Regional Office No. X (DOLE-X), through the DOLE Integrated Livelihood Program or DILP, has turned-over seven (7) livelihood projects amounting to PhP 2,575,900.00 to some 472 beneficiaries on 12 February 2014 in the Social Hall of the Polymedic Medical Plaza, Kauswagan National Highway, Cagayan de Oro City.

In time with the launching of the DOLE-X projects and programs for implementation for CY 2014, DOLE Undersecretary Ciriaco A. La gunzad, III encouraged the beneficiaries to do good in their respective livelihood endeavors to receive more assistance from DOLE the next time around. Together with Undersecretary Rebecca C. Chato and DOLE-X Regional Director, Atty. Alan M. Macaraya, they released the said assistance to the following associations: Senior High School Farmers and Entrepreneurship Association for their coffee production project amounting to PhP 425,000.00. Some 21

Senior High School students from the different schools of Lanao del Norte province aimed at developing their entrepreneurial skills and this is in line with the K-12 Program of the Department of Education.

Some 150 motorcycle riders of Naawan Riders Association from Poblacion, Naawan, Misamis Oriental, aimed at augmenting their individual family’s meager income through motorcycle parts Starter Kit Program, amounting to PhP 100,000.00. Naawan Mayor Jaime Roa of the Local Government Unit, represented the Accredited Co-Partner of the assistance.

The BLIND Living in New Direction, Inc. aspired in expanding their existing massage center project located at Capistrano Street, Cagayan de Oro City, amounting to PhP 162,700.00. Its 21 member Persons-With-Disabilities are also victims from Typhoon Sendong that struck the city last December 2011.

Likewise, the Differentlyabled Women Network, Inc. or the DAWN also received assistance for their mattressmaking and consumer store projects at Consolacion, Cagayan de Oro City in the amount of PhP

350,000.00.

Further, some 83 workers from the informal sector of the various barangays of Cagayan de Oro City and municipalities of Misamis Oriental province were granted the amount of PhP 500,000.00 as capital enhancement of their existing livelihood undertakings.

Similarly, the 170 Typhoon Sendong calamity stricken workers of Tibasak United Homeowners, Inc. were given the amount of PhP 148,200.00 to restore their washed-out livelihood on the mini grocery project at Tipolohan, Camamanan, Cagayan de Oro City.

And, the 27 DOLE-X retirees also received PhP 890,000.00 financial assistance for their rice trading project at Carmen and Cogon Markets, Cagayan de Oro City to augment their meager retirement pays and at the same time generate employment.

“Continuous campaign drives and linkages are being implemented by DOLE to spread out our livelihood assistance to those who are in need,” Director Macaraya added. The DILP assistance can be accessed through the nearest DOLE-X Provincial Field Office.
