Bantan said that since last year they made series of briefings to employees by clustering the offices either for public or private or a total of 40 companies were given briefing.

It is important that they should know their entitlements so that they could make the necessary claims once something happen to them in line of work.

He mentioned among others that for private sector workers double recovery of benefit will apply meaning the qualified worker can claim both from the Social Security System and with the Employees Compensation Commission.

In the case of government, he said, there is a clause as to exclusivity of benefits with the Government Service Insurance System (GSIS) the claimant is entitled to whichever benefit is higher between GSIS and ECC. He added that part of the claim is the reimbursement of medicines as well as if there are implants as to broken bones and other related parts. The computation will be based on

the degree of what the worker suffered in case of accident and the ECC will also shoulder expenses for those needing therapy including transportation allowance.

Franscheline Orvette B. Domingo, regional program focal person of ECC-XI, said part of the benefit is the granting of livelihood assistance where five workers availed of this in 2014.

She said that four were engaged in meat processing while one into soap making.

She stressed that before they are given assistance these beneficiaries were enrolled in accredited programs of the Technical Education and Skills Development (TESDA).

On the other hand, Bantan said one of their beneficiaries is the family of SAF Fallen 44 member Lover Inocencio.

He said after they get the necessary information and conduct interview with the wife of the officer, processing of claims will immediately follow.

He said among the claims would include a pension in the name of the wife and an allowance for the child. (PNA)

Comval scholars reach out communities through services

NABUNTURAN, Compostela Valley -- The Compostela Valley Scholarship Program (CVSP) scholars reached out to communities and proved that true scholarship is not only about studying hard for themselves, but also working hard to reach out to communities whom they owe their chance of getting their education.

For the past years, the CVSP scholars have been walking their talk by realizing their Adopt a Day Care Center Project, Adopt a Mangrove Project, and Adopt a Scholar Project which were implemented with the aid of the provincial government through Gov. Arturo. T. Uy. In 2014, the CVSP’s Adopt a Day Care Center Project has rendered Day Care Center repainting, school supplies distribution, feeding and gardening benefiting roughly 664 pupils from around 22 Day Care Centers in ComVal. Also, with the aim of helping determined high schools students finish their secondary education, the

CVSP’s Adopt a Scholar Project has provided scholarships to six high school students in this province.

Now on its third year, the CVSP continued its annual commitment to help improve the environment with their Adopt a Mangrove Project which started in 2012.

Since 2007, the CVSP scholars have been involved in several community services such as free tutorials, story-telling, tree-planting, clean-up drive, GK Bayani Challenge, Typhoon Pablo relief operations, and among others.

The CVSP is a program of the provincial government which aims to provide tertiary education to poor and deserving students and to help materialize their educational pursuits in relation to the specific labor force needed by the province.

As of school year 20142015, the CVSP has a total of 542 baccalaureate and technical and vocational scholars studying in different colleges and technical/ vocational schools in this province and in Davao del Norte. (PNA)

Stop talking: Charge the City Treasurer The controversy between the City Treasurer and the City Council in Cagayan De Oro City could not be settled unless the issue is clarified by a competent court. The City Council maintained that the Ordinance that extends the filing and payments of business taxes on March 31, 2015 is legal and should be implemented.

The City Treasurer, however, maintained that the Ordinance is not legal since it is only the City Treasurer who can recommend for the extension of the filing of business permits and payment of business taxes. The City Treasurer maintained that his authority is provided for under the 1999 Local Government Code.

L i ke w i s e, t he C it y Council maintained that, under a reasonable condition, the Local Government Code authorized the local august body to extend the deadline of the filing and payments of business taxes for six months.

The City Council approved City Ordinance

No. 12904-2015 extending the filing of business permits and the payment of business taxes to March 31, 2015 after the January 31, 2015 deadline.

The City Treasurer insisted that it extended the deadline set on January 20, 2015 to Jan. 31 2015. Unless the taxpayer could present a statement of billing prior to Jan. 31, 2015, the taxpayer would be made to pay a 25 percent surcharge and an additional penalty of 2 percent.

It is of public knowledge that the City Treasurer is under the city’s Executive Department.

It is not true that the City Treasurer could act on its own without the consenting knowledge of the City Executive. After all, the City Executive is part of the Local Finance Committee, whose members are handpicked by the City Mayor.

the Department of Finance that endorses the names of candidates for approval by the President prior to the issuance of the appointment of the Treasurer. Whether this is the process, one thing is certain: It is the City Executive, or, in the case of Cagayan De Oro City, it is the City Mayor who endorsed, for approval, the name of the possible City Treasurer under his watch.

The reason why the City Mayor has to hand pick the City Treasurer is “self-explanatory.” For instance, why would the

City Mayor has his own hand pick Local Finance Committee when there is already an existing one?

Thus, the City Treasurer, Budget Officer, and City Accountant are the members of the Local Finance Committee. Prior to Moreno’s incumbency, the city has already filled up the position. Why create another one? Your guess is as good as mine.

Anyway, whether the City Treasurer is culpable for violating the City Ordinance, is for the court to decide. But, this issue could not be resolved unless the local court settles the conflict. The people do not need the arguments of both the City Treasurer and the City Council, what the people need is a swift resolution of the issue.

They better stop talking!

Until the issue is settled, the business community would continue to suffer the consequences. The condition is not advantageous to the both the City Executive and the City Council.

And yes: gender, location and in some areas caste have long limited upward mobility in South Asia. But Martin Rama, told in an interview, that jobs and migration are offsetting these disadvantages.

Despite not being the poorest region in the world, South Asia has some of the worst human development outcomes, with millions lacking access to services like clean water, electricity, vaccinations and schooling. For centuries, upward mobility has often depended on aspects such as gender, location, or caste. But a recent World Bank report has found that substantial upward mobility in the biggest countries in the region is now being driven by jobs and migration, even among socially disadvantaged groups.

stan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. It credits this change largely to an abundance of nonfarm jobs available in the region ever-expanding urban areas.

However, and many are agreeing with Martin Rama (and count me in!), that unless governments can raise more tax by broadening the base and spurring private sector development, South Asia will not end poverty and boost shared prosperity.

Some of these inequalities have receded over time. For instance, the coverage of primary education has become almost

universal in the region and there is solid progress in secondary education as well. Inequalities in education are increasingly related to the quality of learning, and to access to education in the case of teenage girls.

It is the opposite in health, where the gap in outcomes between the better-off and the worseoff is widening. As for monetary indicators, the metric emphasized in the report is the Mean Log Deviation, which can be interpreted as the distance in income or expenditure between a person randomly chosen and the average person. Based on this metric, inequality is gradually increasing in most of the region, but decreasing in the richest (and smallest) countries in it.

Indeed, countries in the region spend considerably less in health and education than other countries at similar development levels. But inequality in relation to inherited circumstances matters as well. Children born in rural areas have a clear

A strong investment climate, vibrant cities and integration into global value chains, are needed for South Asia to build on its already remarkable mobility story. Basic services and social protection programs are thus part of the story, but they are not the whole story. Those who care about inequality must pay attention to jobs and cities.

Raps readied versus mayor, city treasurer

AGAYAN de Oro City––The City Council is readying charges against the City Treasurer and the City Mayor here for violation of a duly approved City Ordinance, City Councilor Leon Gan said Saturday.

Gan urged the city’s business groups, individual, or organization to file complaint directly to the Secretariat of the City Council every time the City Treasurer collects surcharges and penalties.

The City Council has approved Ordinance No. 12904-2015 extending the filing and payment of business taxes to March 31 2015 after the January 20, 2015 deadline.

City Councilor Adrian Barba earlier said that the City Council acted on the request of the business community to extend the deadline of the filing and

payment of business taxes to March 31 2015.

City Treasurer Glenn Bañez, however, rebuffed the City Ordinance, saying that only the City Treasurer could recommend the extension in the filing and payment of business permits and taxes.

He said that the City Treasurer already extended the filing and payment of business permits and taxes until January 31, 2015.

Dads act to speed up ‘rehab’ of the burned Hall of Justice

CAGAYAN DE ORO CITY – The City Council here has adopted measures to speed up the rehabilitation of the burned Hall of Justice in a bid to continue the services of the affected courts.

City Councilor Ramon Tabor, chair of the city council committee on police, fire, and public safety, said on Friday that the council has adopted three important resolutions that would, hopefully, speed up the rehabilitation of the Hall of Justice and restore the administration of justice here.

“A tragedy befell on the city. No less than the building that house the administration of justice, the bulwark of democracy is gutted down by the fire,” Tabor said in defending his resolutions.

He said that the fire burned 25 offices and completely stopped the administration of justice here. The Hall of Justice, housed the Prosecutors Office, Clerk of Court office, Regional Trial Courts, Municipal Trial Circuit Courts, Public Attorneys Offie and the Probation Office.

Resolution No. 119412015 requested the National Bureau of Investigation

(NBI) to conduct an investigation in coordination with the Bureau of Fire and Protection (BFP) in order to establish the cause of the fire, Tabor said.

He said that the fire raised some questions and doubts from the public, especially that some courts at the Hall of Justice handled high-profile cases such as the assassination attempt of Iligan City representative

Vicente Belmonte, drug cases, pyramid scams, and summary execution cases involving police officers.

“I don’t want to speculate, it is not right for us to speculate, but we need facts and concrete action to address the issue,” Tabor said.

UTUAN CITY – Businesses in Bacuag, Surigao del Norte can now register their business names at their own locality with the municipal government’s implementation of the OnLine Business Registration Hub, a media release issued by the Department of Trade and Industry-Caraga said.

The project is under the Bottom Up Budgeting (BUB) Program through the Department of Trade and Industry.

D T I - S u r i g a o d e l No r t e Provincial Director Celestino Negapatan thanked Bacuag Mayor Sheila Mae Cebedo for her effort and cooperation in implementing the On-Line Business Registration Hub Project.

It is the first of its kind in the province aimed at helping the local business community since business name registration is processed only at the DTI provincial office in Surigao City which entails more time and cost on their part.

Negapatan explained that the initiative is in support to

the Business Permit Licensing System (BPLS) streamlining program to reduce the processing time and costs in registering local permits.

Through the project, one unit of internet-ready computer station was purchased and installed along with a printer and other accessories at the Business and Licensing Office (BPLO). The equipment will be used to process business name applications through the DTI’s Enhanced Business Name Registration System (e-BNRS) which allows online processing

of business name registration including electronic payment of fees through the use of Glove G-cash.

To capacitate the LGU personnel in using the online system, personnal from DTI-Surigao del Norte Provincial Office (DTI-SDN) recently conducted a skills training hands-on session of 12 LGU personnel including the staff of the office of the BPLO. A parallel session of local business people was also conducted to teach them how to use the equipment and the online system in applying for the

renewal and new registration of their business names.

At the end of the activity, three business names were registered. Business Permits and Licenses Officer Luz Besande processed each applicant in less than 15 minutes.

The trainings were conducted by DTI-SDN technical staff composed of Supervising Trade and Industry Development Specialist Rodrigo Matabanan, Business Registration Officer Fame Fazon and Trade and Industry Development Specialist Ninebeth Romo.

The first group of people that a child has communicate with is his family. In addition, they are the ones that made him feel loved and cared for.

It is in them that a child first learned and further appreciate gaining knowledge.

This first step of learning of a child took place through

observing, listening, seeing people around and interacting with. It is a continuous receiving of knowledge, adjusting of attitudes and discovering acquired values. Thus, once he began to step out from that home, he will be bringing these learnings wherever he go, such as in school.

Fact be told, family has a great influence to the learning development of a child.

The kind of relationship in-

side his home affects him and his learning progress. For an instance, a peaceful home could provide good impact to the child’s education because he could concentrate in his studies. Contrary to this, a family where conflicts reside will cause negative impact to the student not just in his studies, but also his behavior, interaction with other people and his physical, mental and emotional health.

It is true that family relationship and also parental involvement in child’s learning are key factors in improving his academic attainment and achievements. In a site of a young people and social change organization, it is reported that over 3.2 million students worldwide are victims of bullying each year.

In fact, 1 out of 10 students drop out of school because of repeated bullying.

Bullying is a harmful activity that occurs in different places like schools.

It could happen to anyone regardless of grade level, socio-economic status, gender, religion or sexual orientation.

Practice of such action could be in physical form such as punching, pushing, kicking, hazing, inappropriate touching, tickling, pinching and school pranks. It could also be in a form that attacks on emotions such as teasing, spreading rumors, attacking someone by yelling at them, keeping certain person out of a “group,” making fun of a specific person, ignoring the person on purpose, harassment, provocation, pretending the victim is non-existent, saying hurtful sentences, belittling and others.

The effects of bullying is not that simple, reason it is one of the major problems among children and teenagers. It is possible that effects will last because it could be long term. Worse, these long-term effects are not just on bullied people but also extends to bullies.

For, bullied people, ef-

fects will make them feel certain depression, anxiety and increased feelings of sadness and loneliness. It will also result to changes in sleep and eating patterns, and loss of interest in activities they used to enjoy. These issues may persist into adulthood. It will also complicates health and decreases academic achievement and school participation, encouraging students to miss, skip or even drop out from school.

Bullies are also not exempted on the effects of bullying. Such practice will push them to engage in violent and other risky behaviors into adulthood.

They are more likely to abuse alcohol, get into fights, vandalize property, drop out of school, engage in early sexual activity, have criminal convictions and traffic citations.

Bullying is a big and serious problem that is a threat to student’s health and life. Thus, it should be addressed, especially in schools which play a big role on its stoppage.

Intervention programs and bullying prevention strategies should be integrated.

Moreover, the creation of Anti-Bullying Act of 2013 is also one of the best solutions, for it requires all schools to adopt policies in preventing and addressing the acts of bullying.

Bullying is indeed harmful to children and a threat to their good future. Thus, it should be stopped before it starts.

CDO nets P434.3M in biz fees; collection rises to P65.7M

CAGAYAN DE ORO CITY -Cagayan de Oro City’s collections in business taxes and fees have remarkably increased by P65,725,516.58 millions after the annual business permit renewal ended last January 31, 2015.

City treasurer Dr. Glenn C. Banez reported that the c it y gove r n me nt c ol l e c te d P434,343,112.04 millions during the renewal period covering

the whole month of January, this year.

He cited that the figure is 18% higher as compared to the same period in 2014 which only amounted to P368,617,595.46 millions.

Some 12,189 commercial and business establishments were also registered during the renewal period which started on January 5 and extended until

January 31, 2015.

Dr. Banez attributed the significant increase on collection during this year’s business permit renewal period to the faster, efficient, modernized and computerized business permit processing and licensing system (BPLS).

He further said the Philippine Army earned the Institutionalized Status in the Performance Governance System (PGS) Pathway and received the Gold Governance Trailblazer Seal after the Public Governance Forum last year, where he delivered a presentation on the Army's journey towards transformation, particularly in achieving the Gold Governance Trailblazer Seal, including the breakthrough results in the Army Transformation Roadmap's (ATR) five strategic perspectives: Stakeholder Support, Finance and Logistics, Human Resource, Internal Processes, and Constituency; the integration of the PGS in the Philippine Army; how the Army embraced the culture of governance; and the sustainability of the ATR. The Public Governance Forum is a regular event convened by the Institute of Solidarity in Asia (ISA) twice a year, in cooperation with the National Competi-

tiveness Council (NCC). It features public performance reports from national government agencies and local government units who are looking to advance to various stages in the good governance pathway.

Seems just like a moment ago to my reverie, I can still vividly recall, waking up at early dawn hour of prayer,

I heard the muezzin’s call emanating from Chinese Pier mosque, resonating in my ears, as it assailed my senses. The reverberating sounds (of adhan and the Herald’s shout) pitted to hound each other simultaneously like the speed of sound and light. (Was it because my mind was hazily asleep from abrupt wakefulness? Or my mind in its juvenile state was indeed soporific not merely out of drowsiness?)

The montage of war is still vivid in my mind; of

mortar shrapnels and bullet shells whizzing by to deadly thud on the ground.

How many coconut trunks were devastated? How many human bodies were strafed down by stray bullets and shrapnels? How many old and young people, men and women alike? Was there anyone who even bothered to count? Roaring thunder rolled across Lupah Sug’s sky as well as across the horizon of Sulu’s Ocean; not borne by Nature but by the AFP (Armed Forces of the Philippines) during Marcos’ regime. We were bombarded by airplanes from above and by navy

boats from across the seas.

We, young and old civilians, were merely crammed between the firing exchanges of two factions of combatants: we were sandwiched in the middle by our freedom fighters on one side and by government-soldiers (the civilians’ so called defenders) on the other side.

Nevertheless, it was us-vulnerable civilians-- who were severely devastated, oppressed--- because we did not have weapons to defend ourselves, we did not have the means to defy them and fight back; our fate was akin to animals

whose destiny were to be slaughtered in the abattoir, stripped of choice. Qadar ALLAH! These memories indelibly clung inside our hearts as Time fleeted by.

Scurrying civilians were overwhelmed by fatigue as they wearily trudged the shorelines of Sulu Sea. The strength of their arms and limbs were too overcome by defeat to issue a protest: “Enough please!” Well, the burden that they were lugging in the course of fleeing was sufficiently heavy as well. Cumbersome loads of personal belongings that they carry on their head,

hunching their napes, not to mention the burdensome weight that they carry inside their heads as well as the weight they heave inside their chest. Notwithstanding, they willfully trekked and traced the shorelines as they scampered away from their Home, burning aflame.

Others have said that it (burning) was the machination of the government so that the freedom fighters would be shooed out of their sanctuaries. Still others have said that the culprit was the military who initiated the burning but

Pundato said that while the government announced the killing of Marwan during a surprise raid by a 392-man Special Action Force (SAF) of the Philippine National Police (PNP) in Mamasapano last Jan. 25 that also resulted in the killing of 44 SAF troopers, there are persistent reports that the wanted terrorist leader was reportedly alive despite the DNA confirmation by the Federal Bureau of Investigation (FBI) of the United States that the DNA test belongs to Marwan.

However, the FBI said it would conduct further tests using the cut-off finger of Marwan the government sent to them.

that the only way to settle this swirling controversy is to exhume the body of Marwan which was buried somewhere in Mamasapano.

“If it is true that Marwan was buried in Mamasapano, his remains are there,” Pundato said.

At the same time, Pundato pointed out the need to continue the ongoing peace process between the government and MILF because “an all out war as some sectors are calling would be disastrous to the country.”

He urged the government peace panel, headed by Prof. Miriam Coronel-Ferrer and Mohaqer Iqbal, chair of the MILF peace panel, to coordinate more closely to avert the outbreak of an all-out war in Mindanao.

“There must be close coordination and full trust between the two panels,” Pundato said.

He warned that an all-out would mean more Filipinos would be killed.

Pundato said that while full trust and sincerity must be observed from both sides, he urged the MILF to show its sincerity by helping the government locate the grave site of Marwan, who was reportedly buried in Mamasapano immediately after the 12-hour fighting between the SAF troopers and MILF and elements of the Bangsamoro Islamic Liberation Front (MILF).

He explained that in the Muslim tradition, their dead must be buried within 24 hours after death.

Pundato said that he was pretty sure that some MILF and BIFF men knew where Marwan was buried, adding that “I believe more or less 20 rebels and BIFF elements recovered the body of Marwan.”

At the same time, Pundato questioned “why the SAF troopers failed to bring the body of Marwan, instead of cutting only a finger that was sent to the FBI for DNA test.” “ T he y shou l d have brought the whole body of Marwan as he dismissed the claim by SAF troopers that they could not bring the terrorist’s remains because they were in the midst of the fighting.”

“They could have easily done that,” said Pundato, a veteran of the fighting in Mindanao in the ‘70s between the MNLF and government forces.

The killing of Marwan was confirmed by the Federal Bureau of Investigation (FBI) of the United States through a DNA test based on the cut-off finger of the slain international terrorist, tagged as the Bin Laden of Southeast Asia.

The government has also announced that Marwan was killed by SAF troopers but some sectors have disputed the claim, saying Marwan is still alive and reportedly hiding in Lanao.

Though the FBI had already confirmed that Marwan was slain, yet it said they would conduct further tests for reconfirmation.

“The finding that Marwan was indeed killed must be conclusive to erase all doubts and the MILF and BIFF must be asked where is Marwan buried?” Pundato said. (PNA)

PNoy accepts Purisima resignation; blames ex-SAF chief for Mamasapano debacle MALAYBALAY City––President Benigno Aquino III on Friday announced he had accepted the resignation of suspended Philippine National Police chief Director General Alan Purisima, who had come under fire for his alleged role in the Januar y 25 clash in Maguindanao that left several police commandos dead.

In a televised national address delivered in Filipino, Aquino said it was a difficult decision to make given his long-time association with Purisima. He said that even when he was still with the opposition Purisima never abandoned him despite the risks to his career [as police official].

In the same speech, Aquino vowed the government will continue to hunt down Basit Usman, who is said to be a lieutenant of suspected Malaysian bomber Zukipli bin Hir alias Marwan, the primar y target of the Jan. 25 operation in Barangay Tukanalipao, Mamasapano town in Maguindanao.

Mar wan was believed killed in the Januar y 25 encounter in Mamasapano based on the result of the DNA test done on a biological sample taken from the clash site. The Federal Bureau of Investigation, which conducted the test, said the sample matched with the DNA sample taken from Mar wan’s brother who was being detained at Guantanamo in Cuba.

Aquino cited Purisima’s role in the plan to get Mar wan and Usman. However, he did not categorically say if the former PNP chief had a direct hand in the Jan. 25 raid.

The president placed the burden on sacked PNP Special Action Force commander Director Getulio Napenas Jr. to explain what went wrong with the operation.

He said that as a veteran of Mindanao, he expected Napenas to possess “situational awareness” and be the first to know what was happening ever y second.

Aquino asked why Napenas neither aborted nor changed the plan.

He said the need to either abort or change the plan increased since Napenas knew there was no coordination, and there was a slim chance for the armed forces to reinforce [the beleaguered policemen] for lack of time to prepare.

He added Napenas will have a chance to answer these and other questions before the board of inquir y that will investigate the Mamasapano clash.

It was the second time that the president addressed the county apparently to assuage public clamor for authorities to divulge what really happened on Jan. 25, when 44 members of the PNP Special Action Force were killed in a clash with Moro rebels in Mamasapano, Maguindanao.

The police commandos clashed with the Bangsamoro Islamic Freedom Fighters and the Moro Islamic Liberation Front. Eighteen MILF members and at least four civilians also died in the clash.

Aquino warned the government was determined to get Usman regardless of who was harboring the suspected terrorist.

Referring to both the BIFF and the MILF, the president said he was expecting either group to surrender Usman to authorities.

Southbank celebrates 10th anniversary

OUTHBANK, the rural banking arm of Zealep Group of Companies, celebrates today its 10th anniversary. Originally Kagay-anon Rural Bank before it became part of the Zealep conglomerate, Southbank started as a one-branch unit. With the recent opening of its branch in Bulua last January 28, the bank now has six branches, with four units based in Cagayan de Oro City and two in Bukidnon.

Setting its sight in the resource-rich province of Bukidnon, Southbank plans to open a fuel-fledged branch in Valencia City by middle of the year.

“It is but appropriate and timely that we have to participate in the economic boom that Bukidnon is experiencing, and thereby able to partake in the role that banks, rural banks included, in the inclusive

growth of our people,” said Southbank president Sonny Mendoza in a recent interview.

Southbank’s head office is located at Rodelsa Hall, Kauswagan, Cagayan de Oro where its main branch, RN Pelaez Blvd. branch, is co-located. Other branches in the city are located at Trendline Bldg. in Cogon, Southbank Plaza in Velez and Village Arcade in

Fresh grads - destination unknown IT’S that time of year again when college seniors are looking forward to the day they culminate four years of sweat and tears. (Never mind the blood, that’s gory cliché.) Batch yearbooks get printed, final exams are almost a compliance requirement, farewell balls are held.

Then there are the job fairs.

It’s quite busy for HR divisions of huge entities in the Philippines nowadays (both private and government). For this is the time of the year when they are eliminating the best of the best of the university batches to lure in to their respective companies.

Even HR folks from as far as

Manila and Cebu come to Cagayan de Oro and nearby places such as Bukidnon, Iligan and Ozamiz to scout for new and potential workers that will help carry the banner of their companies into more productive success.

And the graduating students, young and naïve as they are, are quite eager to enter into the adult workforce so they can taste their fortnightly wage for the first time. It’s sort of their baptism of fire.

From college teens begging for their parents’ allowances every day, they will transform into financially productive persons.
