DSWD seeking partners to instill cultural trainings to lumads

AVAO CITY – The Department of Social Welfare and Development is open to a partnership with academic institutions in instilling cultural trainings to indigenous groups, some of whom are beginning to forget their own culture.

Audrie Perez, DSWD XI indigenous peoples focal person, said they could integrate the idea into their family development sessions of their beneficiaries under the modified conditional cash transfer (MCCT) of the Pantawid Pamilyang Pilipino Program (4Ps).

He said the agency’s thrust leaned towards cultural sensitivity for its programs for IPs. However, there were IPs who were starting to be unaware of their own roots, he lamented.

CAGAYAN de Oro second district Rep. Rufus Rodriguez is backing the Armed Forces of the Philippines (AFP) in its plan to conduct an investigation into reports that the Moro Islamic Liberation Front (MILF) has built a camp outside of the Autonomous Region in Muslim Mindanao (Armm).

Law (BBL) in the House of the Representatives, said an MILF training camp outside of the Armm is a violation to ceasefire agreement.

Even a new training camp inside the Armm is no longer allowed under the BBL, said Rodriguez adding, how much more with a training camp outside the Armm.

He pointed out that Barangay Rogongon is one of the nine barangays near the Armm that can be used during the BBL election.

However, the MILF Coordinating Committee on the Cessation of Hostilities (CCCH) Chief Rashid Lidasan denied the report that the MILF has training camp in Barangay Ragongon in Iligan City.

Lidasan even called the report as a “scam.”

He explained that a certain Abdul Amoran is behind the scam apparently to swindle the Higaonons.

“Amoran claimed he is a fighter of the MILF 103rd Infantry Brigade when he is not. He is not even a com-

Statement of Gingoog City mayor on Bagaipo killing At around 8:30 last night, former City Councilor Mark “Archie” Bagaipo was fatally gunned down by two unidentified gunmen in Brgy. Talisay while attending the wake of the late Bruno Condeza, husband of Brgy.

Capt. Alicia Condeza. The tragic incident unfortunately claimed the life of former Councilor Mark Bagaipo.

I am very saddened and outraged by this injustice, a nonsensical waste of precious life. I along with the City Councilors strongly condemn this dastardly and atrocious barbaric act.

This is not the first time that an attempt on the life of a public official, former or current, in our city has

been made. Two years ago, criminal elements also tried to assassinate the former mayor of our city. These acts of senseless violence and murder should have no place in our community, and should be denounced by every decent Gingoognon.

My family and I extend our condolences to the family of former Councilor Mark Bagaipo for this very tragic loss. And in behalf of the people of the city, we would like to express our gratitude for the years of valuable service given by former Councilor Mark Bagaipo to our city.

As of this time, I have asked the assistance of our law enforcement agencies, and I have called on them

Statement to do everything under the law to solve this crime and all other killings in the city. No stone should be left unturned to solve these crimes. We have formed a 12-member Special Investigation Task Group (SITG) to investigate the slaying of former Councilor Mark Bagaipo, and also to resolve the other past killings. Among its members are police officers from investigation, operation, intelli-

gence, law and community relations departments, and CIDG and SOCO. Also, at our behest, the Philippine National Police is assigning an additional 10 police officers to our city to help us in this effort. However, the people of the city must also do their part. I therefore urge all Gingoognons to help our law enforcers in solving these crimes. Anyone who has any information must come forward and report to the law enforcers so that we can put an end to these murders and bring the perpetrators to justice.

Padayon’s mayoral bet in Gingoog City killed Since last year, the more than 40 unsolved killings have become an issue of concern among residents in the small city of Gingoog, east of Misamis Oriental, 122 kilometers east of Cagayan De Oro City.

The killings reached its height at the end of March 2015 when unidentified suspects shot and killed one of the city’s known opposition candidates in the 2013 mayoral elections. . The shooting stirred the entire province of Misamis Oriental that the news wire service breaks the story.

The suspects pumped bullets on Marc Anthony Bagaipo, 44, in front of a crowd who were shocked at the daring attacked dur-

ing a vigil in the house of a political ally in Talisay, an outskirt village, east of Gingoog City.

I did not know Bagaipo pretty well until he called on me one time, while on coverage of the Capitol in Misamis Oriental. I thanked him when he told me that he always follow my column.

Since then, we became informal friends and we simply nod our heads whenever we met elsewhere.

Then, I have the rare opportunity to meet and talk to Bagaipo when I was covering a relief operation for the flood victims sometime in January this year in Gingoog City.

free medicines (mostly for cough, fever, and vitamins for children), food packs, and rice to flood victims.

The flood was the result of the Low Pressure Area (LPA) that persisted until January after the typhoon

Seniang sometime in the end of Dec. 2014.

Personally, I could not detect any trace of a threatened man in Bagaipo’s face.

When we met, he talked and chatted with the less fortunate who walked miles, with tattered and muddy slippers, just to have their share of the relief packs distributed by the provincial government of Misamis Oriental.

Bagaipo’s shooting took place in Talisay, a sleeping village that borders in the town of Magsaysay, the last municipal town east of Misamis Oriental. Police recovered empty shells from a .45 caliber pistol at the crime scene.

CHR 13 to conduct probe on governor's ambush in Agusan del Norte Butuan City -- A top regional official of the Commission on Human Rights office here in Caraga Region said Monday morning, that their office will conduct its own investigation on the ambush of the five-vehicle convoy of Agusan del Norte Governor Maria Angelica Rosedell Amante-Matba on Thursday about noontime last week.

Atty. Marilyn Pintor, CHR-13 regional director, in a media interview on Monday morning, said that their office had not started yet their investigation on the incident, but said that eventually, their probe would focus on ascertaining whether there was a violation on human rights law applicable during armed conflict under the so-called Comprehensive Agreement on Human Rights and International Humanitarian Law (CAHRIHL).

"We will look into the incident if there were violations of the human rights standards based on the international humanitarian law," Pintor said.

Pintor, who was the guest of honor and speaker during the DSWD 13's "Korambusan 2015," a culmination

rite of the Women's month celebration of the agency, cited the ambush incident earlier during her message for the occasion as "alarming since the governor and party were just returning from a remote village implementing a government project which was a turnover of a school building to the educational institution and local government unit of the place."

The governor's service vehicle bore some bullet holes and a police escort, assigned to the Provincial Police Public Safety Company, was hit on the right shoulder during the incident.

She said that this could be among the topics of a regional forum today here in the city which will discuss on "Women Peace and Security: Issues Affecting Women In The Conflict Areas," to be held at a local convention center here.

Pintor discussed other issues such as women empowerment, women education and the ending of violence against women whom she said constituted one-half of the world and the country's population.

He also grew animals like goat and poultry like chicken, turkey, ducks and other fowls.

With all his perseverance, Ragas earns monthly the same as a middle manager of a government office.

That without him going to office or reporting to a boss.

He proudly narrates that with this earnings, he was able to send all his children to school to provide them better education, feed them well enough and sheltered his family in a bungalow he dreamed all his life.

But he never missed to thank the Department of Agrarian Reform, who made him a more dignified farmer with the land

SLF in Salaan is off limit to scavengers

AMBOANGA City -- There is money in garbage, so the saying goes. Thus, garbage dumpsite never fails to attract scavengers and their number keeps increasing wherever the garbage is being dumped. But not anymore, this time at the newly completed Sanitary Landfill Facility in Barangay Salaan, which started operation on March 31, 2015.

Engr. Reynaldo Gonzales, department head of the Office of the City Environment and Natural Resources (OCENR), said the law strictly prohibits scavengers on the landfill site, mainly for safety reasons.

“But they (scavengers) can still be allowed at the Material Recovery Facility (MRF) of the old garbage dumpsite in Lumbangan.

“What we closed is the garbage dumpsite only or area where the wastes were dumped.”

Gonzales further explained that the SLF in Salaan will have its own MRF, now under construction. “It is a separate facility within the facility, but an MRF is not necessarily located inside the landfill facility. It can be put up somewhere else.

However, for the city, the plan was to have in inside the SLF,” he said.

Meanwhile, the OCENR chief said the initial opening of the SLF in Salaan yesterday went smoothly

with one garbage disposal cell that can accommodate a total of 240,000 cubic meters of wastes in three years, or the equivalent of 200 tons (about 400 cubic meters) per day.

The facility, which cost the city government about P75 million in almost six years of planning and actual construction, will gradually shift to full operation once the MRF is completed. Three more cells are yet to be constructed at the landfill site.

PNP-Sibugay beefs up drive vs kidnapping

IPIL, Zamboanga Sibugay – Police Senior Superintendent Jose Bayani L. Gucela, officer-in-charge of the Zamboanga Sibugay Police Provincial Office said the police force is now doing its best to curb kidnapping incidents here through massive information campaign among teachers and other vulnerable sectors in the community.

In a recent interview with the media, Gucela said that anti-kidnapping symposiums/forums have already been conducted in the different areas of the province with IEC (Information, Education and Communication) leaflets/ materials being distributed to schools and other sectors in the society to raise public awareness on kidnapping.

“It is one of the important tools we consider to prevent kidnapping incidents from happening and educate our teachers how they can avoid it,” stressed Gucela.

Other than teachers, school supervisors and personnel from the local government units attended the said forums.

“We wanted to establish an open line communication with these people, particularly the teachers as they are the most vulnerable group with the recent kidnapping incident in the island municipalities,” said

Gucela.

“In the event of kidnapping, the victim could unknowingly be a contributor and participator for he/ she might have flaunted his/her wealth in public, provoking the kidnappers to commit the crime,” he explained.

Gucela said the effort of the PNP in conducting information drive would enable the teachers and other vulnerable groups to identify preemptive signs if a kidnap-for-ransom group is targeting them.

“In the context of law enforcement, there are only two factors that co-exist in order for a crime to be committed –opportunity and the desire. The former is being contributed and participated in by the victim,” emphasized Gucela.

A recent report from the Police Regional Office (PRO-9) disclosed that two elementary school teachers of Tuburan Elementary School in Talusan town were allegedly abducted by Abu Sayyaf Group (ASG) last March 5.

According to Gucela, a special investigation task group has already been activated to look into the case.

This is to enhance the students’ and teachers’ skills, and hoped to pave the way towards digital literacy. Misamis Oriental to develop Medina’s Alibuag Spring

HE renovation of the Alibuag Cold Spring is now underway as the Misamis Oriental provincial government broke ground last Monday for its improvement.

It can be recalled that Alibuag Cold Spring was one of the many tourist spots in the province that Gov. Yevgeny Vincente Emano has targeted to develop when he first set foot as governor in mid-2013.

Medina Mayor Ken Uyguango thanked the governor for including the Alibuag Cold Spring in the latter’s tourism priorities and welcomed him during the groundbreaking rite which also served as the weekly flag raising ceremony of the municipality.

The Emano administration has been vigorously pushing for the development of its tourism potentials – around 50 of them – to encourage more investors and tourists in the province.

Alibuag Cold Spring is just one of them. Other tourist spots targeted for development are Aya Aya Falls, Civoleg Falls, Sagpulon Falls, Philippine Sailfin Lizard Park and a lot more. It was further learned that there are still several unexplored tourist destinations in the province such as waterfalls, hot springs, water rafting, natural mountain resorts, white sandbars, outdoor adventures and sports and diving spots and the above are

just a few of them.

Located in barangay Duka, Alibuag Cold Spring is known for its crystal clear water for swimming. Its original source comes from the mountains of that barangay which is contained in a 100-square mter pool.

Meanwhile, Aya Aya Falls is a multitiered alluring architecture of falling water uniting two barangays of the municipality of Lugait. Its water springs from barangay Aya Aya cascade into 20 individual waterfalls ending its trail at barangay Upper Talacogon. Travelers can enjoy the thrill of trekking and adventure climbing to its peak, free diving to extreme plunging, a little fishing and boating in between steps or

simply having a picnic, relishing on the grace and character of the falling water, ultimately communing with nature. On the other hand, Civoleg Falls is located at barangay Lunotan, Gingoog City and ideal for wrapping up an outdoor experience by taking a dip into the cool water cascading into a 20-foot deep lagoon. And Sagpulon Falls located at barangay San Isidro in Jasaan town is a short uphill trek from the highway. Then the Philippine Sailfin Lizard Park which is located in barangay Solana, also in Jasaan is the home of the species – 54 of them – which interact with human visitors who feed them during their visit.

Emano expressed confidence that a highly developed tourism industry could entice more investors and provide more opportunities to the people of Misamis Oriental such as employment, thereby increasing the province’s revenue.

“Our objective is to make the province as an irresistible tourist destination in the coming years. When fully developed, these would certainly earn a gem in the country’s tourism roadmap,” Emano said. “We must grab the opportunity in the development of the exciting tourist destinations. Any tourist stakeholder is assured of the provincial capitol’s full support.”

Not contended, the suspect pumped bullets on Bagaipo’s breast as he, probably, staggered to the ground.

Certainly, the killers are professionals. One thing, however, the killers did not come from the place because the people failed to recognize them. At least, some witnesses have provided a vivid description of the assailants because they did not wear masks other than a ball cap and a jacket. The killers fled on two motorcycles that probably split as they rush toward the highway in order to deceive the would-be-chasers.

Who killed Bagaipo?

Why now, when the local election is approaching?

Was the killing politically motivated? Was Bagaipo a political threat that the only way to resolve the threat was to eliminate him? Why kill a man whose only weakness was the desire to serve the people? Why kill a man who was only known to be friendly and has no known enemy?

In 2013, Bagaipo ran for Mayor in Gingoog City under the opposition Padayon Pilipino political party. He lost by a slight margin of about 6,000 votes. Upon inspection, Mr. Rodriguez discovered that Jica’s plan that would be implemented by DPWH could be altered a few more meters inland rather than the original 30 meters so only a few houses could be demolished and their inhabitants be relocated.

For his part, project engineer Leowald Pacore of DPWH in Region 10 vowed that they would meet with Jica next week to address the concerns of the affected residents.

Mr. Pacore likewise assured that no structures would be demolished until the affected residents have all transferred to relocation sites set for them by DPWH. Mr. Roa then said that the relocation site must already have electricity and water supply and elementary and secondary schools ready for use once the new residents settle in.

Under the plan, parts of the P5.011-billion megadike will consist of a 12-foot flood wall made of sheet piles, tourists’ walkway, parking area and six-lane road.

Parts of the megadike have already finished construction particularly in the riverbanks of two more barangays here.

But upstream, it is met with opposition by a huge conglomerate development here – the Paseo del Rio which is building a hotel, a mall and several commercial complexes in a 12.3-hectare area.

That same area is under Jica’s plan to be a catch basin for the megadike.

berto maintained that the area is not suitable for a catch basin because it has less storage capacity and a steeper riverbed slope.

But Governor Yevgeny Vincente Emano, his ally, refused to speculate that politics is behind the shooting, saying it is too early in the probe to determine the motive of the crime.

“Marc was a very peaceful person. He had no known enemies,” Mr. Emano said.

Below normal rainfall was projected to hit areas like Gov. In Davao City alone, City Agriculturist Rocelio T. Tabay said earlier that the dry spell could potentially damage about 7,000 hectares of crops especially in the farm lands at Paquibato, Marilog, Toril, Tugbok and Baguio Districts.

This, Tabay said, could affect 11,151 farmers.

‘Rights’ group decries massacre of farmers

CAGAYAN de Oro City -- A human rights group has denounced the massacre of farmers in the borders of Bukidnon and Misamis Oriental last Sunday and called an investigation into the alleged participation of the military.

Four far mers, including a woman and a 17-year-old boy, died while three others wounded when fired upon by heavily armed men in the boundary of Manolo Fortich in Bukidnon and Tagoloan, Misamis Oriental Sunday morning.

A police report identified the fatalities as Rosalie Neri,37, Bernabe Sarucam, 40, Nemesio Casas Sr. ,56, Fiel Casas,17. Wounded were Jessi Myomyo, Elejio Nakongos and Nemesio Casas Jr. Julia Sarucam, wife of Bernabe Sarucam, told police that about 30 heavily armed men clad in military uniform swooped down the farming village of Bugna in Casinglot, Tagoloan, Misamis Oriental last Sunday morning and started firing at the farmers who were taking coffee at that time.

“She said that she and other farmers ran away and hid in a fig tree nearby. The armed men ransacked our houses, and stole everything, including the small amount of cash, representing the sale of our store,” Sarucam said.

Infantry Division has refused to confirm or deny the accusation after receiving reports that the farming community in Bugna are members of the communist New People’s Army (NPA).

Sarucam asked the military to conduct a background check on them as she denied that they are members of the NPA. Fr. Christopher Ablon of the Human rights watchdog – KARAPATAN Northern Mindanao, has asked the government to conduct a probe on the killings of the farmers.

Ablon said that the farmers in the area have been harassed for the past two years by private groups who are alleged henchmen by those who are resisting the “Certificate of Ancestral Domain” claim by the indigenous group in the area.

Like the other farmers, Sarucam said, that they settled in a farm lot in Bugna many years ago at the invitation of Rogelio Neri.
