NBI arrests cop in slay of Iligan broadcaster CAGAYAN de Oro City––A police officer assigned at the Iligan City Police Office was arrested Monday as one of the principal gunmen in the slaying of a radio broadcaster here last August.

Ricardo Diaz, regional director of the National Bureau of Investigation (NBI) here, said that two witnesses had positively identified Police Officer P.J. Capangpangan responsible in the shooting to death of radio blocktimer Fernando “Nanding” Solijon in Iligan City on August 29.

He said that Capangpangan and a companion identified as Edward Tucaran shot Solijon six times in various part of the body using a .45 caliber pistol.

Diaz said that an unidentified gunman also shot and killed Tucaran two days after the killing of broadcaster Solijon.

According to Diaz, Capangpangan and Tucaran were known gun-for-hire killer in Iligan City.

He said that Capangpangan has been placed under house arrest as the NBI continue to gather evidences that would corroborate with the allegations of other witnesses.

Solijon, a known hardhitting radio commentator of an FM radio station in Iligan City was shot dead on his way home after attending a birthday party of a colleague on the night of August 29, Diaz said.

75% of C. de Oro’s 265,000 registered voters cast votes

CAGAYAN de Oro City––About 75 percent of the city’s 265,000 registered voters cast their votes during the barangay elections here on Monday, the Commissions on Elections (COMELEC) said on Tuesday.

City COMELEC Supervisor Aleli Ramirez said that despite the perennial complaints in polling places during elections, the barangay elections here were generally peaceful.

She said that the COMELEC received reports of alleged flying voters, vote-buying, and missing names in the voter’s list during the barangay election on Monday.

Ramirez said that the COMELEC personnel addressed the missing name issue and the issue on alleged flying voters.

She said that there were no flying voters at all since the new voters from other places have already transferred their registration in Cagayan de Oro City.

According to Ramirez, some voters in a downtown polling center earlier had complained that voters from Lanao area cast votes in their precincts although these voters did not come from their barangay.

She said that the poll watchers had also reported alleged vote-buying in some barangays here from P 20 to P 300.

Ramirez suggested to complainants to file formal charges with the COMELEC so that disqualification proceedings against the violators could be undertaken.

Disorder, money rule brgy polls, says advocacy group

MALAYBALAY City––Disorder and money politics marked the conduct of the barangay elections on Monday and on events that happened during the campaign, an advocacy group said.

“Generally the polls showed a lot of disorder,” Emma Molina, chair of Barog Bukidnon said, citing the perennial problem of missing names of voters and vote-buying.

Molina said the Commission on Elections (Comelec) only based its assessment that the polls were generally peaceful on “reports of no untoward incidents.”

She said it is unacceptable for Comelec officials to treat as normal the scenario of voters who could not find their names on the list on election day. “They have to find ways and means to ensure this won’t happen again.”

She said the problem was causing a lot of trouble for affected voters, some of whom ended up not being

able to vote.

Molina also said money politics was evident in the run-up to the elections and on election day itself.

She cited the sight of drinking sprees along the city streets during the last days of the campaign. “It’s just anywhere. Only God knows where this will lead us.”

She said candidates for village council gave P20-50 per voter while aspirants for village chair shelled out P50-200 per voter.

Candidates did not limit their handouts to cash. Some gave non-cash incentives like free rides to polling places, free breakfast, free accident insurance cards, noodles, and in many barangays, matchboxes pasted with names of candidates.

Those who did not give cash gave freebies instead.

For instance, a candidate for barangay council offered “free entrance” to the family-owned swimming pool, and issued a card per household good for five persons and valid only for

two weeks.

Supporters of a candidate who handed P50 bills to voters said the money was for snacks on election day.

Some voters were delighted to see that aside from cash, a candidate for village council supplied their precinct number.

“Good that we don’t need to look for it,” a resident of Barangay Kalasungay in Malaybalay City told MindaNews on Monday.

Supporters of some candidates in Valencia City were reported to have put up assistance desks near polling places to help voters find their precincts. They jotted down the precinct numbers on a sample ballot or a piece of paper printed with the names of some candidates.

A candidate who vied for the village council in Barangay 7 in Malaybalay City said it is difficult to run for a village post because the voters are just in your neighborhood.

The stage fright is one of the common problems of most students. This exists even on normal situations like oral recitations or answering query from the teacher.

This fright may be present on a student perhaps because she is normally shy. Definitely, students in class have distinguished variations where there are outspoken or very silenttype of student.

Silent type is typically a shy one. Once a person is shy, he is not open to the public. Instead, he just lurks in the corner and considers being alone. If not, his friends are only selected individuals to whom he can show him-

self and comfortable to be with.

In situations like this, teachers have a very large role in lessening the anxiety and shyness of a student. She should be able to push him to interact with his fellow students by introducing him to a group or let him speak and make him feel that he belong. There is something that lacking in this kind of student. It is whether he resists to be known other than people he likes or he just lack self-reliance. The latter might be the reason why he has no confidence for himself. In this, the only key is to make him realize his value as a person by appreciating each good

thing he done. Further, a teacher would know that it is a very big help to him.

Stage fright is something that everyone experienced like the one each of us has feel on our first day of school.

Later on, we realize it’s just a matter of fighting between you move forward or backward. Once you move forward, you face everything in front of you and you build confidence in yourself. Eventually, you will realize that it’s already a habit and you have finally overcome your stage fright.

And this is some kind of motivation that a teacher should put in the mind of the students.

‘BahandiCaraga’ at center stage in Kabuhayan 2013 in SM Mega

BUTUAN City––Lo cal producers and exhibitors from Caraga Region will take part in Kabuhayan 2013 Trade Fair and Exhibit on November 7-10, 2013 at the Mega Trade Hall 2 of SM Megamall in Mandaluyong City.

In an announcement, Eldie David , spokesman of Rep. Lawrence Lemuel Fortun (1st District, Agusan del Norte), said Kabuhayan 2013 Trade Fair and Exhibit is an annual event organized by the Congressional Spouses Foundation, Inc. (CSFI) that features regional products.

According to David, Caraga’s participation in this year’s event will be the region’s first through the effort and initiative of Ms. Marie Therese F. Fortun, the CSFI Caraga

The region will carry the brand name “BahandiCaraga” which will display its wealth of arts and crafts as well as food products seen as its comparative advantage.

“Although this is the first time that Caraga as a region will participate in this trade fair, we look forward to becoming a regular feature in this event,” Ms. Fortun said. “After this, we hope to send our local producers to an international trade fair

in the United States early part of next year. In this manner, we will be able to help our local producers find their niche in the international market,” she added.

Ms. Fortun’s active involvement in CSFI’s activities is her way of helping her husband in delivering services to constituents and in promoting Butuan City and Caraga as a whole.

She has lined up several projects which she wants to implement in the next few months including “Lakbay

Aral” of CSFI members in Caraga with Butuan City as entry point.

The region’s participation in the annual trade fair was also made possible through the assistance of Butuan City Mayor Ferdinand Amante, Jr., Agusan del Norte Provincial Governor Rosedell M. SURIGAO City––Two candidates for barangay chair in Surigao del Norte never thought they would win in Monday’s village elections not by leads in the vote but by sheer stroke of luck.

The lucky candidates are from Barangay Sto Nino in San Isidro town and Barangay Sta. Cruz in San Benito town, both in Siargao Island.

Comelec says polls in Bukidnon towns ‘generally peaceful’; supporter ambushed

ALAYBALAY CITY – The conduct of Monday’s barangay elections in Bukidnon was “generally peaceful” based on the reports from the election officers of the province’s 20 towns and two cities, the Commission on Elections provincial office said.

Most election precincts closed by 3p.m. without any untoward incident except in Dangcagan town where polls in two of its 14 villages closed at 3:20 p.m., according to Anna Leah, Yabes, election assistant at the Comelec-Bukidnon.

Closing of polls was delayed in Barangays Dolorosa and Miaray due to a power interruption caused by a lightning that busted the electrical system of their polling centers, she explained.

The provincial police office, however, received reports that a supporter of a candidate for village chief was ambushed by followers of a rival candidate in Bagong Silang, Barangay Sta. Inez, Malitbog town at 11:15 a.m. on October 27, a day before the polls.

The police spot report said a certain Jerry Eballe, 32, was hit in his left thigh and has been declared safe at a hospital in Cagayan de Oro City.

In Kalilangan town two villages were included in the election watch list areas.

But election officer Perlita Tranquillero told MindaNews via telephone the elections went peacefully in Barangay Public (Don Jose) despite the reported “intense political rivalry”.

She said the police sent enough personnel to the area to provide security.

Another Kalilangan village, Barorawon, was included in the list due to the alleged “influence by a separatist group specifically Bangsamoro Islamic Freedom Fighters (BIFF).” But Tranquillero said the area was “under control”.

She added that only one candidate, Roel Ampatua, ran for village chief after his supposed opponent gave way, and only 12 candidates aspired for the seven-member village council.

“This could have helped ease the situation,” she opined.

Along with Public and Barorawon in Kalilangan, Sta. Inez in Malitbog is among the 135 villages in Bukidnon included in the election watch list areas.

Bukidnon has 464 barangays.

‘Usual problems’ Yabes admitted that “usual problems” like missing names of voters still happened but considered them “normal” election scenarios.

Nicepura Talines, election officer from Malitbog who was detailed in Malaybalay City said the voters would soon find their names listed in other precincts.

“It’s a problem that could be

addressed,” she added.

The City Comelec reported that they received no complaints about voters who voted more than once in a precinct at the Malaybalay City Central School where voting for the poblacion barangays took place.

However, Joy Echano, a candidate for village councilor of Barangay 4, told MindaNews that some voters were able to vote more than once.

“They just changed clothes so as not to be identified. That’s the building where they changed clothes,” Echano said in Cebuano, pointing to a school building.

“That’s the reason why I lost in the previous barangay elections. I approached a policeman, but he said their job is only to maintain order so I have to go to the Comelec,” she added.(Walter I. Balane with a report from H. Marcos C. Mordeno/MindaNews)

Same rotten problems

Monday’s barangay elections were no different from those held in the past under different presidents and different elections chairperson.

From the moment the vot ing pre cinc ts were opened all over the country, the same problems such as missing names of voters in the voters’ list, elections paraphernalia not arriving on time in voting centers, vote buying, the brazen violation of election laws by the candidates and or their supporters marred as usual Monday’s barangay elections.

As usual also, the Comelec announced a peaceful, orderly and fraud-free election of village officials last Monday compared to past elections. There was nothing new that happened last Monday because as far as the Comelec is concerned all the mentioned problems that marred Monday’s elections are no longer unusual.

If those problems did not mar the barangay elections, perhaps last Monday’s elections would be the most unusual electoral exercise ever held in our country.

Probably this is the basis for the Comelec’s claim of a clean, peaceful and orderly election because it’s the same old rotten way of

When will we ever see an electoral exercise held without the usual problems? Will it ever happen where voter’s names are not lost thus no one is ever disenfranchised against the voter’s will?

Even with the automation of the electoral process, the preparation of the voter’s list remains archaic. Or is this being purposely done by the Comelec so that those they don’t want to be exercising their right to vote are deprived of such right?

Until now I could not imagine why the Comelec cannot come up with a perfect voter’s list. Indeed I am puzzled by this phenomenon of voter’s names found missing in the list of voters prepared by the Comelec. Is the Comelec this inutile that it can’t perfect its job?

Comelec encourages every voter to go out and vote for it is their civic duty.

But to the consternation of hundreds of thousands of voters, when they go to their assigned precincts, they could not find their names in the list of voters. The Comelec’s call for voters to go out and vote is a bankrupt call given their failure to ensure that indeed every voter is able to cast his vote.

It is the Comelec’s responsibility to the nation also of ensuring that every vote is cast and counted in a manner that is immune from any influence either through force and intimidation or by vitiating the people’s will through vote buying and other forms of bribery or inducement.

Sadly, however, until now the Comelec remains the same old rotten Comelec that does not know how to count, a Comelec that

does not know what clean, honest and orderly election is. This is the kind of Comelec this country has at the moment and had in the past. There is really no improvement in the kind of Comelec that we ever had.

It is the same Comelec since elections were introduced in our country.

Bleeding heart Many a heart bled when that 7.2-magnitude earthquake devastated Bohol two weeks ago. The damage it left is inestimable especially the damage to centuries-old heritage churches in several towns in Bohol.

But I have wanted to ask this question but retrained my self from asking this question afraid that I might hurt the sensibilities of those from the Roman Catholic Church denomination. The question I have been longing to ask is if a natural calamity such as earthquake is considered an act of God, why would God allow his very own house and not just one house huh, flattened by an earthquake?

I am really puzzled by this especially in light of Jesus’ threat to destroy the Temple and have it rebuilt in three day’s time. What is in the Temple that See rotten, page 11

by God with victory in the just-concluded 2013 barangay elections, the time has come to prove your worth. Serve your constituents like you are serving God Himself, and you will never go wrong.

After all, you owe your victory to no one else but God. Honor God, therefore, with your new positions, by putting Him first and foremost as you do your work.

For those who lost, accept the defeat, for it is God’s will. No matter how you may want to believe that the results did not reflect the true vote of your constituents, it is God who willed your loss. The better thing to do now is, find out God’s message in what took place, and then act accordingly. Then, show grace in defeat by serving God all the more, through a service of love for the people around you.

Who knows, God may yet see that you truly are a better person.

-oooPREACHING TO THE DEAD TO SAVE THEM FROM HELL: I have been challenged to prove that the Bible contains verses about the need to preach the Word of God to the dead. Let us point to just one verse today, while we will tackle the other verses in our succeeding issues. The first verse is 1 Peter 3:10.

This verse says: “For Christ also suffered once for sins, the righteous for the unrighteous, to bring you to God. He was put to death in the body but made alive in the Spirit.

After being made alive, he went and made proclamation to the imprisoned spirits---to those who were disobedient long ago when God waited patiently in the days of Noah while the ark was being built…”

Surely, this is a powerful verse about saving those who already died, even if they died in sin.

There is hope for the dead sinners, for as long as we, the living, will continue to proclaim to them the Word of God. That is why, it is very important that we should read the Bible everyday, and make a conscious effort to address the verses that we read to the dead. Who knows how many souls we will save by this act!

The thing that can suppress all kinds of pollution WHETHER Provincial Board Vincent Pelaez of Misamis Oriental was innocent of the alleged “payoff ” that transpired leading to the unanimous passage of the resolution allowing the construction of a coal plant in the province does not matter at all.

Pelaez, the majority floor leader, of the provincial board in Misamis Oriental is the only lawyer among the elected legislature in the province.

Cris Diaz He said that he was handpicked by Vice Governor Joey Pelaez to act at the spokesperson relative to the “payoff ” issue for the construction of the P 30 billion coal plant in the province.

There is nothing strange about choosing the young Pelaez to be the provincial board’s spokesperson and for his Vice Governor cousin. What makes people doubt was Pelaez claimed that he was innocent of the “payoff.”

There were insinuation ‘though that Vice Governor Pelaez and the 12-member provincial board accepted “lobby money” from Filinvest Development Corporation. Granting without admitting that the “payoff ” did not exist, the people could not be blamed for casting doubts against the integrity of the members of the provincial board.

It all started when Vice Governor Pelaez made a sudden 360 degree turned against his stand of the coal plant. Pelaez, as an educator, had campaigned against the coal plant because the plant was admittedly a rich source of deadly pollutants.

Of course, the Filinvest Development Corporation would claim that their coal plant is safe and equipped with anti-pollution devices. However, no amount of antipollutant device could suppress pollution. Yet, there is one anti-pollution device that could suppress pollution of all kinds. And, that is “money.”

NOTICE OF WATER RATES ADJUSTMENT In its desire to provide its existing customers with even better service and at the same time address the city’s fast growing demand for water, COWD intends to pursue its NRW reduction program and expansion projects. For these to be realized and brought to completion, it is necessary for COWD to implement the rates adjustment approved by the Local Water Utilities Administration (LWUA) per Board of Trustees Resolution No. 84 dated June 17, 2011.

However, putting the welfare and interest of the water consumers in mind, the approved 30% water rates adjustment shall be implemented on a staggered basis with an initial adjustment of 10% starting on November 1 this year. This adjustment will merely cover for the inflation of the cost of all consumables used in its operations like fuel, power and materials which have increased over the years since 2007 when COWD last implemented a rates adjustment.

This brings the minimum charge of residential/government accounts from P168 for the first ten cubic meters to P184.80. Succeeding adjustments will be carried out on February 1, 2014 and May 1, 2014.

IGOS CITY, Davao del Sur – The Commission on Elections in Davao del Sur has imposed a curfew starting October 27-29, following the explosions of Molotov bombs in two polling centers and strafing of a barangay hall in Digos City at late evening of October 26.

Provincial election supervisor Atty. Ma. Febes Barlaan has asked the Comelec En Banc on Saturday, the declaration of curfew hours between 10:00 pm to 4:00 am the following day on October 27, 28 and 29, 2013 in order to tighten securities in the entire province

during the barangay polls and simultaneous with the conduct of plebiscite for the creation of Davao Occidental province.

In a memorandum, Barlaan directed the Philippine National Police and the Army to exert extra efforts for the proper implementation of the

curfew hours, with the observance of humane treatment of those violating the curfew policy.

Barlaan said staff and employees of hospitals, clinics and Red Cross and those deputized by Comelec like the Department of Education, are exempted of the curfew ruling.

The Davao del Sur Provincial Police Office reported that a fire incident occurred at one of the rooms at Don Mariano Marcos Elementary School in Barangay Zone 3, Digos City, after an alpha Molotov bomb ex-

ploded at about 10:50 pm on October 26.

The PNP report said that the bomb was thrown by two unidentified suspects riding a Neo Yamaha motorcycle.

A window curtain and a plastic chair were damaged by the fire, and that a broken bottle of beer was recovered in the crime scene, the PNP report said.

Another fire incident occurred at Isaac Abalayan Elementary School in Barangay San Jose, also in Digos City, following an alpha Molotov bomb explosion at about 11:20

Each student considers her school as her second home where he can find comfort, care and love.

That is the reason why most people call classrooms as classhomes. Definitely, it is not just a room but a home as well.

Classhomes are students’ residence more than eight hours a day. Further, it is very important for a child to feel what is classhome. The teacher as the lead in that home should also show something beyond a teacher can do, she should also be a mother and a father while students are at her hands.

A teacher should, of course, be a model to her students. Being one, practicing good moral character is a must. Her students are looking up to her and respect her, as well. In each action she make, abide is being careful in performing it.

She should also be very observant as a mother.

She sees to it that students are practicing values and right attitude in and out the classhome. She makes sure that what has been taught inside the class must also be applied outside.

She should also extend her love to the students as what a father do. Teaching without love for the students is like a human body without soul, it is nothing. The love to teach and the love for students make her a true teacher. Being inlove with your work also pushes you to do your best in it. In addition, a teacher should also show care and passion on her students.

A teacher should also be someone whom one can turn to like a guardian. Being an understanding teacher is someone who don’t just make the students understand her lesson but as well someone one who can make her students understand something he don’t understand. That is maybe about conflict, personal life or complex situations.

Being a teacher is a being a public servant, a servant to people she doesn’t even know since. However, it is a good thing one should exercise because teaching school lessons to the students also meant molding young minds about life in reality. before handing out cash and non-cash incentives.
