ZAMBOANGA City––The daily rotational brownouts in this city have further increased to as long as 10 hours brought about by the worsening power situation in the Mindanao grid. Omar Sahi, Zamboanga City Electric Cooperative (Zamcelco) president, said Wednesday that Zamcelco is now receiving only a total of 47 megawatts power supply when its daily peak-load demand is 85MW. The 10-hour brownouts came barely a week after Zamcelco’s 130,000 member-consumers started experiencing power outages of six to eight hours daily. Traders not happy over Cepalco’s long brownouts By CHENG ORDOÑEZ and CRIS DIAZ with RUEL PELONE MDN Editors

AGAYAN de Oro City- Bu s i n e s s men here are complaining over the long hours of rotating brownout which Cagayan Electric Power and Light Cooperative (Cepalco) has implemented since May 6.

From four hours of rotating brownout, the city is currently experiencing seven and a half hours of daily brownout. Oro Chamber President Efren Uy said the 7.5-hour brownout affects small and medium Enterprises the most since they are not equipped with generating sets to sustain electricity

when the power is cut off. Cepalco said its allocation has been further decreased by the National Grid Corporation of the Philippines (NGCP). From a normal load requirement of 140MW, NGCP has earlier decreased CEPALCO’s load to 70, and yesterday to a level between 25 and 34MW only. Cepalco is currently operating from the following sources with corresponding load: Minergy - 42 MW, Interruptable Load Program (ILP) - 9MW, Solar power - 1MW and Bunawan hydropower plant - 2 to 3MW Minus these sources, NGCP’s current load distributed to Cepalco can only light up equivalent to four villages out of the city’s 80 barangays. Currently, Cepalco divided the city into two groups in its power curtailment with Group 1 from 8 a.m. to 3:30 p.m. and Group 2 from 3:30 p.m. to 11 in the evening.

Cepalco said power consumers have to make do with more or less 20 percent of the normal requirement they usually enjoy. Beth Ladaga, spokesperson of NGCP, said there is 250MW current shortfall in Mindanao, and has to allocate the remaining load from the National Power Corporation (NPC) to balance the needs of Distributing Utilities (DUs). “In fact,” Ladaga said, “allocation is being monitored on an hourly basis, so that DUs will not exceed their allocated loads.” Marilyn Chavez, of Cepalco’s communication and public relations department, said that the NGCP supplies only about 38-megawatt to Cepalco that has resulted in the rotating and extended brownouts in the city. She said that with Cepalco’s own power generators, the power company is only able to accumulate a total of about 72 megawatts

which is distributed to power consumers in a city of about 800,000 people. Before the power curtailment, Cagayan De Oro City’s power supply was pegged at 142 megawatts, Chavez said. The Cepalco laments the present power situation, but it could not do otherwise, she said in a local radio program here. She said the power company has issued the scheduled three to four hours rotating brownouts last week. However, Cepalco has issued a disclaimer saying the power company could not determine the exact time of the “switch off and switch on”during the brownouts. Also not happy “We are happy no more of the daily brownouts that have become longer this week,” Jaime Ruiz, a trader who is engaged in frozen products, said on Wednesday. Ruiz was one among the many a trader who was

severely affected by the rotating brownouts that started last week of April 2014 here. On Tuesday, the brownouts in Cagayan de Oro City have gone up to as long as 12-hour in some areas in the city. Local residents in Bitanag village in Barangay 35, also in Cagayan de Oro City, grumbled over how Cepalco implement its rotating brownouts. Many of them said they are confused over the supposed schedule of power interruptions being implemented by Cepalco. A local resident in the area recalled that on Tuesday Cepalco cut the power supply around 10 in the morning, but the electricity was restored around 9 in the evening on the same day. Steag to resume operations The STEAG Power Company, a coal-based power plant in the industrial zone in Villanueva, Misamis Oriental, expects that one of its power turbines with a capacity of 105-megawatt will operate on Thursday. Jerome Soldevilla, the STEAG spokesperson, said that the company has two power turbines with a total capacity of 210 megawatts. He said that the two turbines went on emergency maintenance after the sudden power blackout in Mindanao sometime in February this year. According to Soldevilla, STEAG has scheduled one of its turbines to operate on Thursday while the other one would be in the first of June. Soldevilla, however, said that the 210 megawatts that the STEAG generates would be distributed throughout Mindanao – leaving only about 20 megawatts for the power plant’s operations. Even if STEAG operates fully, there is no guarantee that the brownouts in Cagayan De Oro City in particular and in Mindanao in general could be resolved, Soldevilla added.

The activity, which will end on October 31, 2015, includes the registration of new voters, taking of biometric records or information and the reinstatement of inactive voters. Teacher’s Attitude towards ICT Implementation

Bullying is an improper activity that occurs commonly in schools. In a research done by American Psychological Association, bullying could happen to anyone regardless of grade level, socio-economic status, gender, religion or sexual orientation. This practice may be in physical form which include punching, pushing, kicking, hazing, inappropriate touching, tickling, pinching, school pranks, teasing and fighting. It could be also in emotional form like spreading malicious rumors about people, keeping certain people out of a “group” , making fun of certain people, ignoring people on purpose, harassment, provocation, pretending the victim is non-existent, saying hurtful sentences, belittling and others. The effects of bullying are long-term, reason why it is considered as a very serious problem among children and teens. In an article published

on an online portal promoting the stoppage of bullying, these long-term effects are not just on bullied people but also applicable to bullies. Bullied people could at times feel depression, anxiety and increased feelings of sadness and loneliness. It will also result to changes in sleep and eating patterns, and loss of interest in activities they used to enjoy. Being long term, these issues may persist into adulthood. It will also complicates health and decreases academic achievement and school participation, encouraging students to miss, skip or even drop out from school. Bullies could also be victims of their own doings for it is possible that they will engage in violent and other risky behaviors into adulthood. They are more likely to abuse alcohol, get into fights, vandalize property, drop out of school, engage in early sexual activity, have criminal convictions and traffic citations as adults

and be abusive toward their romantic partners, spouses or children as adults. Bullying is a serious problem that calls the attention especially of education department. They should respond to this call. Further, schools can conduct intervention programs and integrate bullying prevention strategies. It is also one of the best solutions that Anti-Bullying Act of 2013 is enacted. It is a proposed law that requires all elementary and secondary schools to adopt policies to prevent and address the acts of bullying in their institutions. Through it, bullying will be at least be minimized in places where such practice is common. This harmful act is threatening physical, mental and emotional health of teens and children. Moreover, it can cause negative impact to their learning in schools. Thus, the best thing in order to address this problem is to stop before it starts.

Many immediate & complex issues overwhelm educators today. With positive global influences, educators must look beyond the surface of education. Today’s educational technology ranges from the use of E- classroom, LRMDS, text to teach on which the Philippine Government has committed to reform and modernize the Philippine Educational System. Teachers are the most important person who can influence the learning of the pupils in the school, apart from the pupils themselves. While teachers certainly have the capacity to learn, grow, implement & improve over the careers in the public service the essential characteristics to perform their individual functions well ( Abad, 2005). Dr. Vicente Sinco, one tine president of the UP once said, Show me the kind of teachers that you have today and I will tell you the kind of nation that you will have tomorrow. This makes the teacher a very essential person that it must

follow that he must be a good teacher. The teacher occupies the center stage in the imparting of learning. Through his hands passes all the future citizens of the country .The kind of citizens that the country will have tomorrow depends upon the kind of teachers we have today. The teaching profession has been struggling to keep the pace with changes in society and accompanying challenges of technical world, because the making of the teacher is a development process. It passes so many stages to become an effective & efficient teacher. But still almost of the teachers rely on traditional way of teachinglearning process which is the book-chalk-talk. Despite all the equipments, orientations and programs given by the Philippine government like LRMDS, E- classroom and text to teach but still the full implementation was not materialized. Since they resist for a changes. That’s why the need of the of the iron hand of the

administrator is needed to fully implement such ICT program and skills. Everything on ICT is already provide by the government but still the teacher’s attitude towards ICT Implementation is very weak. There are reasons behind why teachers cannot fully implement the said program; children’s behavior, classroom management, time management and lack of knowledge on ICT. If only the teachers will have the commitment, determination and dedication in serving young minds to be globally competent. Probably their will be a positive outcome on the ICT Implementation. Good integration of the technolog y with content knowledge changes instruction. The more technology tools that pupils and teachers can avail of the better their learning can be facilitated and enhanced. Acquiring skill in the use of technology will help students ensure attainment of competencies they need to survive and complete in a complex highly technology knowledge-based.

As we all know, Lake Lanao is the main source of the water that runs the Agus hydro-electric plant that in turn supplies the greater bulk of Mindanao’s power needs. If the volume of water that runs the hydroelectric turbines decreases, it goes without saying that the electricity it produces will likewise decreased. that is why the ecological balance had become greatly imbalanced. If only those millions of pesos in taxpayers’ money were not lost to the pockets of corrupt government officials, elective and appointive, these problems would have been greatly mitigated. The billions of pesos lost because of the pork barrel fund scam could have been spent to undertake massive tree planting not only in the two Lanao provinces but elsewhere as well where dams are located. Metro Manila’s water supply is likewise being threatened because the water levels in the dams where its water is sourced are likewise receding. Already before, most of us learned, that prevention is indeed better than cure. Let’s face it, if we don’t try to alter our lifestyle NOW, we may once again face to face with the disastrous effects of new typhoons and heavy rain. Much effort has already been undertaken by our local and national governments on how to segregate wastes properly. But many of us really don’t seem to learn! We are enthusiastic at the beginning, but we gave up halfway. Why can I still observe so many garbage at innumerable corners? Why remains indiscriminate dumping one of the causes of flash floods? Most of our drainage systems are still clogged with wastes of different

kinds, rendering them useless. Guys, try to become “intelligent consumers”, meaning to say: “we must be conscious of those products we consume and where they will go after we are done using them. Natural disasters indeed occur all the time. But, they are getting more and more worse. It seems, we are no more having control over our beloved Mother Nature, which is suffering death - because of us! There are a lot of environment destroyers! Already three years ago, I really got shocked being informed by the then director of the Protected Areas and Wildlife Bureau of the Department of Environment and Natural Resources (DENR), saying that the havoc wrought by poachers on coral reefs of Southern Mindanao is “much worse” than earlier estimated. How much more now in 2014? The damaged areas could reach almost five times the size of Manila and not just almost twice its size as former reports said in 2011. Poachers damaged a reef complex, almost twice the size of the city of Manila when they harvested more

than 21,000 pieces of black coral and killed (!) 161 (!) endangered turtles and other marine life. I also learned from Gary Williams of the California Academy of Sciences, estimating that the area damaged or destroyed could reach up to 190 square kilometers. The stuffed turles have been brought to the Ninoy Aquino Parks and Wildlife, while the black corals were taken to storage facilities of the Bureau of Fisheries and Aquatic Resources. Key NPA leader, girlfriend arrested in Davao City D AVAO CITY – Military and police agents have arrested on Wednesday a key leader of the New People’s Army in the southern city of Davao, a known strong hold of the communist rebel group fighting for a separate state in the country.

Army Capt. Alberto Caber, a spokesman for the Eastern Mindanao Command, said a composite team of intelligence agents nabbed Roy Erecre, the secretary-general of the communist group in central Philippines, and also his girlfriend Judith Niog. He said Erecre - who has a P5 million bounty on his head - and his girlfriend were apparently in a holiday vacation and had been to different beach resorts and hotels in Davao region and unaware that undercover agents and informants had followed them throughout the week until their arrest on a village called Sasa.

It was not immediately known who were coddling or protecting Erecre in Davao City, but the rebel group is actively operating there. “The rebel leader was arrested with his girlfriend Judith Jaron-Niog after a week-long surveillance,” Caber said without further elaborating because security forces were still tracking down other rebels who were probably with Erecre in Davao City. Caber did not say how if weapons had been seized from the rebel leader, whose group has been blamed for the spate of attacks against police and military targets

in the central Philippines. “Erecre was arrested by virtue of several non-bailable warrants from Cebu and Bohol provinces for atrocities against civilians and government forces since the late 1990s and he was also responsible in the ambush that killed two army lieutenants in Bohol,” he said. Caber was referring to Lt. Socrates Que who was killed in March 2000 and Lt. Ronnie Bungaos in March 2003. He said Erecre also sits in the politburo of the Communist Party of the Philippines, whose chairman Benito Tiamzon, and secretary-general Wilma Tiamzon, were also arrested in Cebu in March this year. Lt. Gen. Ricardo Rainier Cruz, commander of the Eastern Mindanao Command, said Erecre is cur-

rently being interrogated. He also praised those involved in the operation and that led to the capture of Erecre. “There is really no way out for rebels, either they die fighting for a senseless cause or they can surrender peacefully and avail of the government amnesty program, or be captured and jailed for the rest of their life. Peace is the only way and it is the only path to freedom,” Cruz told the regional newspaper Mindanao Examiner. Just recently, security forces also captured a senior communist rebel leader, Felix Armodia, in the southern province of South Cotabato. Armodia, a regional NPA commander, was captured in his hideout in the village of San Roque in Tampakan town by police and military authorities. (Mindanao Examiner)

DENR uses drones to survey Compostela Valley tree plantations DAVAO CITY - The Department of Environment and Natural Resources (DENR) will fly drones over Compostela Valley province this week to survey an area placed under the government’s PHP1billion National Greening Program (NGP). This is the second time the DENR is flying drones to survey tree plantations in the region. The first was in Kapalong, Davao del Norte two weeks ago purposely to monitor and survey the survival rate of the trees, which the DENR have planted in collaboration with local government units. DENR 11 Regional Director Joselin Marcus Fragada said DENR spends PHP492,000 per service basis to operate the drones sanctioned by the Ateneo de Manila. Operating the drones will depend on the elevation, weather and flytime. So far, a total of 33,000 hectares in the region were already planted with different tree species, including

cacao, coffee, rubber and falcata. Fragada said DENR hopes to double the plantation by 2015 and help achieve the national target of 1.5 million hectares in 2016. The NGP is among the national programs of the DENR to combat climate change and global warming. Under the NGP, the government targets to plant one billion seedlings in a 1.5 million-hectare area in a span of five years starting in 2011. Fragada said the region gets about P300 million budget share from the P1 billion funds allocated for the program. NGP is aimed at increasing and preserving the forest cover of the Philippines. DENR hopes a survival rate of 80 percent of the total seedlings planted. In a mid-year assessment, Fragada said a 33,000-hectare plantation is equivalent to 16.5 million trees (500 seedlings for every hectare). (PNA)

This brokenness is something that we can’t afford to ignore anymore. To ignore this brokenness is pure folly on the part of humans. This is one problem that we all ought to address if we want to save ourselves from the wrath of nature that humans have abused in wild abandon. Next to the problem of lack of power and lack of potable water is the lack of food. Only the other night I watched with great horror the news on television that dealt with dried up rice paddies and dying agricultural products in northern and central Luzon such as vegetables due to summer’s scorching heat. It is high time now that we take concrete actions to address these concerns. We can’t continue playing blind and deaf to these very real problems. The least that we could do is put to good use the social media that is at our command to put pressure on the government, the Aquino administration specifically, to address these concerns permanently. But it is very saddening to see the potent power of social media as a tool to pressure the political leaders of the country to serve the common weal being used for stupid debates that are unproductive for being a waste of time, effort and energy, for being divisive and outright counter-productive. I don’t know how people could find time for inanities in social media instead of using this tool in galvanizing popular support for worthy causes such as addressing our numerous problems as a people. What I have so far noticed in social media are groups that for lack of anything better to do for their own selves and for society

He said PSALM’s capacity went down due to the decreasing water level at the Pulangi River in Bukidnon. Two of three turbines in the Pulangi hydropower complex were reportedly shut down. He said the other factor that affects PSALM’s capacity to supply power is that the repair works on the two generators of the Steag State Power, Inc. have yet to be completed. Steag operates a 210MW coal-fired power plant in Villanueva, Misamis Oriental. Reports, however, said one of Steag’s generators will be back online on Thursday, May 8. Mapalad, which also has a contracted power of 18MW, only generates 12MW.
