A LAWMAKER blamed the top officials of the National Food Authority (NFA) and the Department of Agriculture (DA) for their failure to control the price increases on agricultural and poultry products.

“Now they we are forced to admit their failure to achieve rice self sufficiency by justifying the rice price

CAGAYAN de Oro City–– The Congress Committee on Ways and Means has adopted a resolution to conduct a probe on the alleged illegal activities of rice smugglers in the country.

Maximo Rodriguez Jr. filed the resolution seeking for an investigation on the actions taken by the National Food Authority (NFA), and the Bureau of Customs (BOC) to address the issue of rice smuggling in the country.

Police official dragged to King’s murder case comes out DAVAO City––Police Supt.

Leonardo Felonia, of the Regional Intelligence Unit XI who was dragged to the murder case of businessman Richard Lim King, came out to Mayor Rodrigo Duterte last Monday evening.

Duterte accompanied Felonia to the National Bureau of Investigation (NBI) office here after their meeting to tell his side of the story.

“I’m not an investigating person,” Duterte told reporters at the office of NBI-XI regional director Dante Gierran. The mayor said he did not bother to ask anything from Felonia but told the latter to clear himself and tell his story.

But he is entitled to remain silent and avail the services of a lawyer, Duterte added.

The mayor said that as

a policeman, Felonia’s performance was okay, adding, “Let the NBI handle it first.”

“Tama ang ginawa nya (What he did was right),” Duterte said, referring to Felonia’s coming out after the mayor learned about the latter’s implication to the case.

“It could be good at this time to explain why your name was dragged to the killing of King,” Duterte said when asked for his advice to Felonia.

Meanwhile, Felonia told reporters that he was there to seek counsel. The journalists did not ask him further questions.

NBI’s Gierran refused to comment on Felonia’s status, saying that he did not have any idea yet.

“The point is he surrendered to the mayor, and as

the mayor said he is not an investigating person that’s why he brought Felonia here,” Gierran said.

The reporters left while Gierran and Felonia had a closed door meeting in the former’s office.

Felonia was not the suspect as of this time, according to the mayor.

Also on Monday, the three suspects – Paul Dave Molina Labang, and brothers Rommel and Rodel dela Cerna – were submitted to the court for inquest proceedings.

Section 43 of RA 6985, otherwise known as the Department of the Interior and Local Government Act of 1990 as amended by RA 8551, which provides that the sangguniang panlungsod/bayan in every city and municipality shall create such number of PLEB, as may be necessary. Provided that there shall be at least one PLEB for every 500 city or municipal police personnel and for each of the legislative districts in a city.

The ordinance, which was authored by Councilors Tabor and Nadya EmanoElipe cites that Cagayan de Oro has now two legislative districts.

The PLEB was created in 1991 to receive and adjudicate all citizens complaint or cases formally filed against any uniformed member of the Philippine National Police (PNP).

The authors said there is a cogent need to enact an ordinance creating the PLEB one for each district to ensure the efficient and effective operation of the PLEB in the two districts.

Section 4 of Napolcom Memorandum Circular 2002-010 provides that upon enactment of a resolution formally organizing the PLEB, a copy should be given to the city/municipal mayor who shall, within five days from receipt thereof, issue the appropriate executive order adopting the resolution of the sangguniang concerned.

WHEREAS, the Municipality is facing traffic problem by the increase number of vehicles and public utility vehicles plying in the streets of the Municipality;

WHEREAS, the purpose of providing rules and regulations for the safety of the pedestrians and passengers to lessen the danger and hazards of transportation and to assure a continuous flow of traffic;

WHEREFORE, on motion of Hon. Arnulfo A. Canda seconded unanimously, it was resolved as the Honorable Body hereby RESOLVED, to enact and adopt.

MUNICIPAL ORDINACE NO. 2011-08 “AN ORDINANCE OF TRAFFIC RULES AND REGULATIONS IN THE MUNICIPALITY OF BACOLOD, LANAO DEL NORTE”.

SECTION I. PURPOSE In order to facilitate the effective implementation of said ordinance: 1. to strengthen traffic system and to adapt safety; 2. to hasten the implementations of ordinances promulgated by the SB relative to the traffic management, and safety program of the Municipality; 3. to provide for the safety of the public and to lessen the dangers and hazards of transportation and to assure a continuous and orderly flow of traffic; 4. to relieve the critical traffic congestion of the Municipality by classifying public transportation vehicle by providing for their orderly transit;

SECTION II. COVERAGE

All Tricycles, Habal-Habal motorcycles, Pedicabs, and all types of vehicles that traverse the municipal roads and national highway of Municipality of Bacolod; SECTION III. DEFINITION OF TERMS a. Driver – refers to a person actually operating, running, controlling or maneuvering any vehicle in the public highway or in the Municipality. b. Operator/Owner – a person who holds the legal title of the vehicle. c. Operator and Driver’s Permit – is a document granting franchise/provisional authority to any person, who is physically and mentally fit to operate motor vehicles or tricycles within the Municipality. d. Tricycle- a three-wheeled public utility vehicle. e. Pedicab- a modified bicycle with side car which granted a permit by the LGU to transport passenger. f. Habal-Habal motorcycle- a modified single motorcycle with permit from the LGU to transport passengers. g. Registration – documents similar to that issued by the Land Transportation Office to applicants to operate motor vehicle. It shall contain full name and address of the applicant, blood type, issuing Municipality, proper or designated office, date of effectivity and expiry date of the documents. h. Franchise – a privilege granted to a person by the LGU to operate motor vehicle or tricycles. i. Proper Attire – acceptable and decent dress or attire by wearing long pants, t-shirt, shoes or sandals with straps. j. Main Street- any place or street in the Municipality where traffic is usually heavy and busy. k. Parking or Parked- is the condition of any vehicle brought to stop on the edge of a road of public place where it remain inactive for an appreciable length of time, otherwise than temporary for the purpose of and while actually engaged in the loading or unloading either freight or passenger. l. Parking Zone- is any place, part, space or portion of any public road, duly designated by the proper authorities, as ascertained ordinance of the Municipality, where a vehicle maybe allowed to stop or remain for longer length of time than merely to discharged passenger or to take in waiting passenger to load or unload a small quantity of freight with reasonable dispatch. m. Loading and Unloading Zone- a place or any part of the street designated for loading and unloading. n. Street- is any public road throughout the Municipality. o. Light Vehicle- vehicle having four wheels or less. p. Heavy Vehicle- vehicle having more than four wheels or a four-wheeled vehicle. q. Peak Traffic Hours- the prescribed time limit during morning and afternoon hours designated by official signs, and during the stopping or parking of vehicles would create hazardous condition, or would cause unusual delay of traffic, otherwise impede the flow of traffic. The usual peak traffic hours are from 6:30 a.m. to 7:30 a.m., and 11:30 a.m. to 1:00 p.m., and from 4:00 pm to 5 pm. r. Warning signs- every sign, signal, markings, barricade, device erected or place upon the street, road, highways or side walls, which is under construction or being repaired for the purpose or regulating, warning or guiding motor vehicles or pedestrian traffic by motor vehicles or pedestrian maybe had the streets, road, highway, or sidewalk. A warning sign shall include but not limited to a flag man place upon the street road or highways for the purpose of directing traffic around or upon the street, road or highway.

SECTION III. REQUIRED LICENSE/ FRANCHISE/ PERMIT a. Every driver shall retain in his possession necessary documents such as registration franchise or permit to operate from the Municipal Government with necessary sticker/s, ID, and a Certificate of Inspection issued by traffic chief of the Philippine National Police. Likewise, all drivers of Public Utility Vehicles or tricycles must possess a valid and unexpired Driver’s Licensed duly issued by Land Transportation Office. b. Every motor vehicle shall retain in his possession an ID issued by the Municipality. The said ID shall contain among others the name of the vehicle driver, with signatures of the Municipal Mayor, Chairman on the Committee on Public Utility and the Chief of Police. The ID must be in the possession of the driver at all times and the same shall be display inside the PUVs or tricycle for security purposes. c. Issuance of Certificate of Safety Inspection by the Traffic Chief of the PNP. A safety inspection shall be conducted or required every year for tricycles, Habal-habal motorcycles and Pedicabs. The issuance of Safety Certificate shall be in accordance with safety requirements as herein provided, and after payment of an inspection fee of php 70.00/ year which shall be charge against the operators. d. Tricycles, Habal-Habal motorcycles and pedicabs without necessary license or permits/franchise issued by the LGU are not allowed nor authorized to load passengers in the municipal and national roads. e. The operator/driver of the Public Utility vehicles shall paint the route number with authorize route description in the front portion of the roof top of the vehicle. The lettering shall not be less than 3 inches. For the Municipal or Poblacion operator, the lettering shall be in white color with orange background. For Barangay operators such as from south-bound, the lettering shall be white with green background; For north-bound vehicles shall be printed in white lettering with maroon bakground.

SECTION IV. TRAFFIC SAFETY REQUIREMENTS All public vehicles must be in good running condition or in safe mechanical condition.

A reflectors, taillights, signal lights and headlights must be properly attached or mounted, and functional.

A backseat guard made of belt or steel for a hand grip must be installed in all tricycles as safe device for passengers.

All tricycles and Pedicabs must possess a garbage can as requirement in Solid Waste Management program.

Every driver must wear proper attire and must observe proper hygiene.

A no smoking policy shall be observed at all times.

Drivers are strictly prohibited from using cellphone while driving.

Every driver shall carry with him their professional driver’s license.

All drivers shall observe the routing and rerouting during peak hours on school days to avoid traffic and to prevent accident.

All vehicles shall, at all times, obey traffic signs.

All vehicles shall park their vehicles at designated parking areas.

All kinds of vehicles are prohibited to blow its horn within the vicinity of the school during school days and where classes are ongoing. Likewise, all kinds of vehicles are prohibited to blow horn within the premises of a church or any house of worship when there is an ongoing adoration or mass. m. No vehicles shall drive, operate or conduct any vehicle in any street or highway when such condition is overloaded or in any way dangerous or likely to meet accident or cause injury or damage to a person or property. n. No vehicles shall load a vehicle with iron steels or other materials that may strike together without proper loading that would cause unnecessary or allow any portion of the load to strike or drag upon the street or road. a. b. c. d. e. f. g. h. i. j. k. l.

SECTION V. SUMMON OR CITATION a. There shall be a citation provided by authorized Police or Traffic Officer a form of summons or citation for use inciting violators of those traffic laws, which do not mandate the physical arrest of such violators. Said summon or citation shall be printed in a form of other summons and/or citation in modern form, so designated to include all necessary information to make the same valid and legal within the traffic laws and regulations. The form and content of such summon or citation shall be prescribed by the Office of the Municipal Mayor. b. There shall be confiscation of the registration paper and franchise or permit to operate by the apprehending traffic officer after a traffic citation ticket is issued for any violation and the same shall be submitted to traffic officer for disposition appropriate to the citation. In the absence of any said documents, such motor vehicle shall be impounded by the proper authorities. c. In every case when citation is used, the original copy shall be given to the violator, and be consecutively numbered. d. FAILURE TO OBEY. Any person who fails to appear at the place or within the time specified at the summon or citation issued to him by an officer during apprehension for any traffic violation is guilty of misdemeanor regardless of the disposition of the charge of which he was originally apprehended. e. Failure to comply with the above requirement, or the driver/operator does not appear or respond to summon, within a period of seven (7) working days, the driver and the registered owner of such vehicle shall be issued a final summons ordering their appearance in court.

SECTION VI. TRAFFIC ROUTES/SIGNS/PARKING/LOADING AND UNLOADING AREA a. It is unlawful to remove, alter, deface, injure or destroy traffic signs, signals and equipment in the Municipality or in any place of the Municipality or in any place of the Municipality where they are officially installed. It shall be likewise, for any person, except those authorized by Chief of Traffic Division, Traffic Engineer to remove, alter, deface, injure, knockdown or destroy any traffic signs, signed equipment or any traffic device officially installed in any street of the Municipality of Bacolod, Lanao del Norte. b. There shall be penalties and criminal liabilities for any unauthorized removal or alteration of traffic sign, signals and equipment installed in any street, or in any place in the Municipality of Bacolod, Lanao del Norte where they are officially intended. c. Designated parking zone for tricycles, Habal-Habal motorcycles and Pedicabs shall be established by the LGU. All tricycles and Pedicabs shall park and load passengers at market area, and all Habal-habal motorcycles shall park and load passengers at Laubach road near the Laubach Institute.

All drivers/operators of motor vehicles shall pay parking fee of php 2.00 per day at said designated parking areas. d. A One-way traffic scheme in all school zones must be observed at all times specifically at ingress and egress point of students, during peak traffic hours of school classes. Traffic enforcers shall be responsible for the establishment of appropriate signs indicating such regulation. e. Habal-Hahal operators are only allowed to traverse from and to Laubach Institue and upper barangays of Mate, Pagayawan, Delabayan, Alegria, Babalaya, and Kahayag.

SECTION VII. IMPOUNDED VEHICLE a. Traffic enforcers shall impound vehicles, including tricycles and Habal-Habal motorcycles, on the following conditions, to wit: a.1 Tricycles, Habal-habal motorcycles, or Pedicabs without franchise or permit issued by the LGU or “Colorum” vehicles; a.2 Vehicle on traffic accident which, pending investigation or court order, shall be impounded at designated impounding area. b. An impounding fee of php 10.00 per day for tricycles, habal-habal motorcycles, and pedicabs; php 50.00 per day for four-wheel vehicles; php 100.00 per day for heavy vehicles shall be charged against the operator/owner.

SECTION IX. ENFORCEMENT

The enforcement of traffic rules in the highway or street of the Municipality shall be under the supervision, control and direction of the Municipal Mayor as Honorary Chairman and the Public Utility Chairman of Sangguniang Bayan who shall act through the PNP traffic division of this Municipality.

SECTION IX. PENALTY Any person found violating any of the above provisions shall be imposed by the following penalties: First Offense - Confiscation of Franchise permit for tricycles, Habal-habal motorcycles, and Pedicabs, and/or fine of Php 100.00.

Second Offense - Confiscation of Franchise permit for tricycles, habal-habal motorcycles and pedicabs, and/or fine of Php 200.00.

Subsequent Offenses- Cancellation of franchise or permit for tricycles, habal-habal motorcycles and pedicabs and and community service for Six(6) hours, and /or fine of Php300.00 SECTION X. EFFECTIVITY. This ordinance shall take effect fifteen days (15) days after publication in Three(3) conspicuous places and upon approval by the Sangguniang Bayan.

SECTION XI.REPEALING CLAUSE.

All ordinances and regulations or part thereof, whose provisions are in conflict with, or contrary to, the provisions of the ordinance are hereby repealed, amended or modified accordingly.

SECTION XII. APPLICABILITY CLAUSE.

All matters not specifically provided in this Code shall governed by the pertinent provisions of existing and applicable laws and ordinances.

According to Fortun, it would be ironic in that the three lawmakers, who sat as senator-judges in the impeachment trial and voted to convict then Supreme Court Chief Justice Renato Corona on May 19, 2012, are now facing charges before the Sandiganbayan with

maximum penalties of life imprisonment if convicted.

Corona was found guilty of Article II of the Articles of Impeachment filed against him pertaining to his failure to disclose to the public his Statement of Assets, Liabilities and Net Worth (SALN).

Fortun said that should the Sandiganbayan eventually issue an arrest warrant and jail Enrile, the detention of the three senators would be “unprecedented” in that top elected officials were charged and incarcerated during “normal times”.

Fortun used the term “normal times” in contrast to “abnormal times” in reference to President Ferdinand Marcos’ declaration of Martial Law on September 21, 1972 when he jailed opposition leaders including then Senators Benigno Aquino, Jr., Jose W. Diokno and others following what other historians described

as “a fake attack” on then Defense Secretary Enrile.

While he did not discuss the three senators’ cases, the neophyte solon took issue with the accusation that the Aquino administration was into “selective justice” by targeting opposition leaders and protecting administration allies allegedly embroiled in the pork barrel misuse. Fortun stressed that the Department of Justice and other government agencies were thoroughly looking into documents and other evidence that may establish the involvement of Technical Education and Skills Development Authority (TESDA) Administrator Joel Villanueva and former Customs Commissioner Ruffy Biazon’s in the scam.

MARAWI CITY, Lanao del Sur - The Integrated Provincial Health Office (IPHO) warned the public anew on the harmful effects of smoking.

“Smoking can cause a lot of diseases because a cigarette stick has over 4,000 chemicals in it,” said IPHO chief Dr. Alinader Minalang.

He said cigarette smoking causes, among others,

cancers of the lung, skin and throat. It can also lead to higher healthcare expenses and productivity loss due to smoking-attributable diseases or deaths.

Experts say that ten Filipinos die every hour from smoking-related illnesses.

“That is why it is important to raise public awareness on the bad effects of smoking to encourage smokers to give it up,” Minalang said.

The IPHO chief mean-

while underscored the efforts of the government to discourage smoking.

He said the imposition of sin tax, which made cigarettes expensive, is proving to be effective because smokers now realized that they are losing big portions of their income to cigarettes.

Minalang is also optimistic that legislators will pass the law on graphic health warnings in cigarette packs. (APB/PIA-10)

O R O Q U I E TA C I T Y, Misamis Occidental – All heads of Local Disaster Risk Reduction and Management Offices (LDRRMO) must be holders of a bachelor’s degree with Career Service Professional, 2nd Level Eligibility.

They must also have the required number of years of relevant experience and number of hours of training before they can be made to fill up the positions of LDRRM Officers.

This is pursuant to the Joint Memorandum Circular (JMC) No. 2014-1 issued by the Department of Interior and Local Government (DILG), Department of Budget and Management (DBM) and Civil Service Commission setting the guidelines on the creation of the LDRRMO’s in the local government units (LGU’s).

Meanwhile, JMC 20141 has placed the LDRRMO

under the Office of the Governor, City or Municipal Mayor and the Punong Barangay (Village Chief ) in case of the BDRRMC, said Randy P. Batiller of CSC, region 10, during the recent Provincial DRRM Summit for the Misamis Occidental Local Chief Executives (LCE’s).

Batiller said the LDRRMO shall be initially composed of an LDRRM Officer to be assisted by three staff or one each for administration and training, research and planning and operations and warning.

In the case of Misamis Occidental, the Provincial DRRMO and City DRRMO’s of its three component cities will be headed by an LDRRM Officer IV with salary grade (SG) 22, the 1st3rd Class Municipalities by an LDRRMO III with SG 18 and the 4th-6th Class, by an LDRRMO II with SG 15.

On the other hand, the LGU’s may augment

the staff of the LDRRMO by designation or assignment of personnel to the LDRRMO in concurrent capacities with their existing positions, said Margarita S. Villamala, Chief Budget and Management Specialist of DBM, region 10, said.

She said the LGU may also reassign personnel to the LDRRMO, full-time or part-time or personnel of other government agencies to the LDRRMO and/ or transfer existing vacant positions from other units to the LDRRMO, and accordingly abolish such vacant positions and create appropriate positions for the LDRRMO. However, if an LGU is financially capable and has not exceeded the personal services (PS) limitation, the local Sanggunian may elevate the organization and staffing of the LDRRMO guided by the minimum qualification standard set by CSC, Villamala added. Traffic distractions?

Car accidents has undoubtedly risen since the number of roadside distractions, more particularly billboards and highway signages which have became more commonplace. In fact, a survey carried out in 2005 found that a total of 83% of motorists are affected by roadside distractions when driving.

Dis tasteful billboards have mushroomed along major thoroughfares of cities. What happened to the movement that wants to control them for destroying the landscape of our cities?

Billboards unnecessarily infringe on public space such as the landscape, and highway sides. What more horrible is the fact that they are undeniably traffic hazards, aside from issues on aesthetics, offensive content, and structural safety.

With the influx of billboards invading our highways, motorists complain that they are visually suffocated, calling the billboards as eyesores! It is visual pollution and visual clutter that disorient onlookers.

hoodwink the public and take advantage of their trusting nature. Many enticements are offered to violate one’s oath of office, including bribery and intimidation. And of course, there’s so much money that can be misused, mishandled, or stolen.

Government officials are only human, subject to needs that may be difficult to deny or suppress. They have to cope with insistent demands and could give in

to pressure, thus susceptible to the tendencies or weaknesses that everyone is heir to simply by being human.

For these and other reasons, citizens must be attentive to government officials and participate as much as possible in the governing processes. To repeat: so much is at stake.

And the people’s welfare is involved.

The installation of advertising billboards must be totally banned or strictly regulated to protect life and property, especially too that strong typhoons and super-storms are frequently occurring due to climate change.

Tune Hotels reaffirms tourism growth in PHL

ANILA - Malaysianbased hotel brand, Tune Hotels, remains optimistic with the growth of the Philippine tourism sector as it sets to expand to ten hotels this year.

cementing our position as the largest internationally owned and operated hotel brand in the country,” Red Planet Hotels countr y head Sahlee Zaldivia said.

With the continued robust tourism sector here, the company will be constructing six more Tune Hotels within the next three years, investing USD 10 million to USD 12 million per hotel.

Tune Hotels started its business in the Philippines since February 2012 with its hotels in Cebu and Angeles City.

Other Tune Hotels in the country include Cagayan de Oro, Davao, Ermita, Makati, Ortigas, and Quezon City.

Opportunistic traders behind chicken, pork price spike - DA

he Department of Ag r i c u lt u re ( DA ) said traders triggered the “price rise” bandwagon which caused the prices of chicken and pork in the markets to rise.

A g r i c u l t u r e Un d e r s e c re t a r y f or Livestock Operations Jose Reaño in a statement said “traders and retailers with opportunistic attitudes are taking advantage of the spiraling price of other commodities.”

to rise, since both supply, and farmgate prices for chicken and pork, have been relatively stable.

During the last three weeks, chicken’s farmgate prices range from P92 to P97 while pork was pegged at P115 to P129.

As of this week, price of live pork is reduced

by P1.00 (one peso) in Mindanao.

In some areas, “ there’s almost a 100 percent jump in prices from the farm to the market. There seems to be large profit margin in marketing.”

ZAMBOANGA CITY - The government authorities have foiled a kidnapping attempt and arrested four suspected Abu Sayyaf brigands including a financier in separate raids in this city, military and police officials announced Monday.

Those arrested in two separate raids were identified as Sattar Abdulla alias Abu Sattar, Jerry Intimani alias Jumong, Sammara Akbaw, and Gaber Masturan.

Army’s 1st Infantry Division acting commander Col. Aminkadra Undug said that Abdullah, the alleged financier, was arrested by combined military and police forces in

a raid around 2:20 a.m.

Sunday in Barangay Tumalutab, this city.

Tumalutab is one of this city’s eight island barangays and is located 40 kilometers east of this city.

Undug said that Abdullah is facing six counts of kidnapping and serious illegal detention charges before a Court in Pasay City and corresponding warrant was issued for his arrest.

Zamboanga City police officer-in-charge Senior Supt. Angelito Casimiro said the other three suspects -- Intimani, Akbaw, and Masturan -- were arrested in a raid Sunday evening in two safehouses

at Sitio Caragasan, Barangay Maasin, 13 kilometers west of this city.

Casimiro said that Intimani and Akbaw, both natives of Patikul, Sulu are the team leader and spotter, respectively, while Masturan is the speedboat operator.

Casimiro said the combined police and military raiding team led by the Criminal Investigation and Detection Unit (CIDU) has confiscated from the suspects two caliber .45 pistols with ammunition, a fragmentation grenade and a three-engine speedboat locally known as “jungkung.”

He said the arrest-

ing team also recovered a sketch plant from the suspects’ possession indicating their targets for kidnapping.

He said one of the suspects’ targets to be kidnapped is the 12-yearold son of the owner of a shipyard known as “Tong Baradero” in Barangay R e co do and a cer t ain Mr. Saavedra, who owns a chain of pharmacies in this city.

Casimiro announced during Monday’s weekly press conference of Mayor Ma. Isabelle ClimacoSalazar that the CIDU is readying charges to be filed against the suspects.

Pollution, food and water scarcity in oil palm feared

AVAO CITY — Declining food and water supply, pollution and worsening poverty are possible effects of converting agricultural land in Paquibato to oil palm expansion, an environment group says.

The Panalipdan (Defend) Southern Mindanao issued a statement urging the local officials especially Mayor Rodrigo Duterte to look “at the perils” of oil palm plantations being eyed by Malaysian and Thailand companies in Paquibato District. “(We) urge the Local G overnment of Davao City to look also at the perils of foreign corporatecontrolled palm oil plantations based on people’s experiences and not only the companies’ mere promises of economic development,” the group said.

The group said Paquibato hosts an important water resource area for the city.

“Paquibato is supposedly one of the important

water resource base areas of the city while palm oil is not grown organically but dependent on chemical inputs which might pollute the local water resources in the uplands and affect the water supplies in the lowlands,” they said.

Panalipdan said there could be a decline in rice and corn production as oil palm plantations expand by thousands of hectares.

“In fact, Davao City is one of the major rice importers in the country due to the continuous decline of 21% of local rice production since the expansion of pesticidesd e p e n d e nt m o n o c r o p farms in watershed areas,” they said.

The st atement a ls o cited the experience of

neighboring S outheast Asian country Malaysia.

“In Sarawak, Malaysia, the people have experienced its negative impacts such as biodiversity loss, degradation of forest and watershed areas, unequal profit-sharing, poor working conditions, water pollution, and soil erosion and nutrient depletion.”

The group also cited t he exp er ience in another region Agusan del Sur where the Malaysian government took over a government project in the 1980 and expanded into a 4,000-hectare oil palm plantation into the towns of Rosario and Bunawan.

More than three decades have passed and farmers have suffered by shouldering costs and losing access to their land. “ There is not much evidence to show that local communities benefited from the agribusi-

ness ventures with foreign companies. In fact, poor working conditions, lack of health and other benefits, and low wages are prevalent in existing plantations which led to workers strikes such as in Malaysian-controlled Agusan Plantation, Inc. (API), Filipinas Palm Oil Plantation, Inc. (FPOPI), and AGUMILL in Agusan del Sur in November 2012,” they said.

Panalipdan also cited that oil palm expansion in Opol, Misamis Oriental has led to violence with the killings of indigenous people leaders who resisted the plantation’s expansion, such as Gilbert Paborada in October 2012 and Rolen Langa and December 2013.

TEACHES CHILDREN TO EAT VEGETABLES: Our very own classic nursery song “Bahay Kubo” has immortalized vegetables that they are the single food group that children memorized early in life. But come dining time, only very few children appreciate and eat vegetables. The song is not enough to propel eating vegetables to stardom in the dining table.

But with UCG, children learn to take care of vegetables and appreciate them and their nutritional values. Besides, UCG is helping landless urban families contribute to food (nutrition) security and help them diversify their income aside from helping fight hunger.

The 2013 Global Hunger Index (The Challenge of Hunger: Building Resilience To Achieve Food and Nutrition Security), published jointly by the International Food Policy Research Institute (IFPRI), Concern Worldwide, and Welthungerhilfe, ranked the Philippines in 28th Place with a 13.2 percent hunger index in 2013, which is 0.8% lower than the 14.0% hunger index in 2005 and 6.7% lower than 1990’s 19.9% hunger index. But despite this significant reduction in hunger in the country, “hunger in the Philippines is still serious,” the 2013 GHI said.

On the other hand, the Statistics Division of the FAO (FAOSTAT) said that there were 15.6 million undernourished Filipinos in 2013, or an undernourishment prevalence of 16.2%.

Worldwide, about 870 million or 1 in 8 people still suffer from hunger.

BOOSTS FOOD RESILIENCY: “Despite the progress made, the level of hunger in the world remains ‘serious’ with 870 million people going hungry, according to estimates by the Food and Agriculture Organization of the United Nations,” the 2013 GHI said, adding that in order to fight hunger, people should have food resiliency, which involves boosting food and nutrition security.

The United Nations Conference on Trade and Development (UNCTAD) identified the top two causes of global hunger and malnutrition as the people’s lack of self-sufficiency in food and the inability to grow their own food.

And that is what UCG is all about, said the technology’s developer Perfecto “Jojo” Rom. Rom said that empowering families to become food resilient is the aim of UCG as it enables poor families who are always expose to manmade and/or natural shocks cope with these shocks while allowing them to also improve their lot through a diversified sources of income.

Thus, UCG contributes to food security, nutrition and livelihood in a combination of ways, such as providing for family self-consumption, allowing for saving on food expenditures, providing a source of income, improving the supply of local markets with fresh and nutritious organic food at competitive prices, among others.

“Urban container gardening is the only doable strategy of democratizing agriculture — where peo ple will now have a form of control in the area of food security.

Through container gardening, social enterprises flourish and more jobs are generated and lessen migration to other countries. This will also result in lower incidences of food-

borne diseases or illnesses. It is also a system of turning waste into a resource, thus building the resiliency of people,” he explained.

UCG practitioners said that investing in UCG will ultimately reduce poverty and hunger in the Philippines aside from contributing to increasing the food security of the nation and thus help promote economic diversification and growth.

“Increased agricultural activity generates higher incomes and creates income-generating opportunities for otherwise destitute population groups, offering a recog-

nized way to escape the poverty trap,” the FAO said.

And the mothers in Sitio Puntabon, Barangay Bonbon — whose houses and UCGs are built on stilts on top of water — growing the ubiquitous, delicious, and nutritious organic vegetables not only contribute to the maintenance of a healthy life but also to the city, regional and national economic health.

“Wala gani mi yuta pero nakaya namo, unsa pa kaha sila nga naay mga luna (We have no land yet we were able to do it, how much more they who have parcels of land),” said the younger Monsion.

about procedures, or ignorance of some rule or regulation. Bad habits and bad influences also play a part, driving them to do unauthorized or irregular acts.

That’s why we say, “Government is everybody’s business; if you’re not involved, no one can expect good governance.”

Another thing to keep in mind is that it is not always possible, especially for an individual citizen, to be mindful of the entire government. Minding one’s immediate, government— the barangay’s—is all that can be realistically expected of everyone.

In any case, it is not necessary to snoop into the operations of the upper-level governments. Our political system already provides mechanisms for vigilance and oversight over high officials, municipal and above.

At the upper level, the need for vigilance and oversight is fulfilled by the nature and operation of the system of separation-ofpowers, i.e. the executive branch is separate from the legislative and the judicial, each one having power to check the other two, to question their decisions and acts, or to neutralize any wrongdoing by them.

Each branch of the higher units of government is headed by a separate official: the chief executive, the legislative head, and the judicial head with their own set of powers and duties.

In contrast, the functions of these three branches of the barangay government are not separate. All three are presided over by one and the same official: the Barangay Chairman. He is chief executive, chairman of the Sangguniang Barangay (legislative), and chairman of the Lupong Tagapamayapa (judicial).

In other words, the barangay has a parliamentary form of government: no separation of powers and no built-in checks and balances to assure transparency or accountability to its operations. It is a system that requires citizens or constituents to be responsible for their own government, providing it the checks and balances necessary for good governance.

Un for tu n ately, t h i s unique system of government in every community is not well understood and no one bothers to explain it.

Consequently, it is generally ignored, overlooked, distorted, and blithely violated.

As a result, Filipinos— citizens and officials alike— remain unfamiliar with the parliamentary form of government. Worse, because the powerful grassroots parliament (Barangay Assembly), which is every community’s legislative governing body, has never been properly activated. It has remained inactive since

it was ordained by the Local Government Code in 1991.

It is such a great pity that this has remained neglected!

General ignorance of the barangay’s unique system of government has deprived our society of a mechanism whereby the people themselves can check corruption in the community. This is the one institution that can enable any Filipino if he so desires to review and legitimize the acts of his immediate government.

It is an unforgivable bastardization of an otherwise sound local government system, a parliamentary form of the grassroots.

Successive administrations have condoned this malfunctioning of the barangays, distorting the implementation of the Local Government Code year after year. And so there is nothing to temper the barangay chairman’s exercise of his powers and no formal body to approve or disapprove his acts. They cannot even perform their role in legitimizing the acts of their community’s chairman and sanggunian, effectively turning the barangay into an oligarchy ruled by petty dynasties.

Millions of pesos are handled by barangay leaders; amounts that ought to be reported, explained, and accounted for. But there is no transparency or effective accountability in handling these.

So you can’t really trust government. And as long as the system is dysfunctional, there’ll be no end to corruption and horrible scandals involving dishonesty in our society.

Alcala, he said, lied when he said in June of 2012 that the country is already selfsufficient in garlic and officially declared that it will no longer be importing garlic.

This June, the DA announced that 29,000 tons of imported garlic arrived last April to meet the demand of 11,000 tons in the face of a shortfall in garlic supply which only amounted to 8,700 tons.

“In reality we are far from self-sufficiency in rice and even in garlic because we have been importing large volumes of the said products up till now, to the detriment of developing our local agriculture,” he said.

‘Palengke watch’ The National Food Authority (NFA) in Bukidnon is continuing its tight monitoring of rice in major markets to ensure that prices are reasonable and affordable during the lean season.

In an inquiry before the Sangguniang Panlalawigan Committee on Agriculture and Food, NFA Provincial Manager Juliet A. Obeso said commercial rice prices may increase during the months of July, August, and September because this is planting season, and traditionally, rice traders take advantage of this lean harvest time of the year to rake in more profit.

“Hence, ‘Palengke Watch’ teams have been mobilized to keep track of the supply and prices in the market and safeguard government rice against unscrupulous traders,” she said.

Cheap rice NFA rice in various accredited sales outlets province-wide is sold at P32 per kilo. In targeted barangays, however, P27 per kilo of NFA rice is also available.

This intends to give options to those who want it at a cheap price, as specified in NFA Targeted Rice Distribution Program (TRDP), Obeso said.

The agency regularly coordinates with barangay and municipal government in doing the rounds of visiting

public markets to ensure that subsidized government rice gets to the intended beneficiaries.

Monitoring teams should reflect in their reports the lowest, modal, and highest prices of commercial rice.

Accredited retailers must sell it at the prescribed price set by authorities and never resort to short-weighing or mis-labelling, she said.

The “Palengke Watch” teams also check whether every licensed grains retailer and wholesaler complies with NFA rules and regulations.

Licensed grain trader NFA advised every licensed grain trader to implement the prescribed facilities and equipment such as duly calibrated weighing scales, storage space, and whitepainted rice boxes. There should also be a display of prescribed signboards on the exterior wall of grains establishment bearing the name of the licensee, the NFA control number and the words “Licensed Grain Retailer” or “Licensed Grain Wholesaler.”

he Department of Environment and Natural Resources (DENR) teams up with the Department of Education (DepEd), the Department of Health (DOH) and the European Union (EU) to eliminate lead and mercury exposures in primary schools all over the country.

DENR Secretary Ramon J.P. Paje said the three line agencies and EU launch yesterday (June 24) a nationwide campaign that aims to “promote greater inter-agency and multi-stakeholder support towards lead and mercuryfree school environments for Filipino children.”

He said the launching of the campaign, dubbed as “Lead and MercurySafe Schools for Bright and Healthy Kids,” held at the Commonwealth Elementary School in Quezon City, which was the regional champion in the elementary school category of the DENR’s National Search for Sustainable and Eco-Friendly Schools in 2011 and 2013, and national champion in the same category for the Meralco Energy

They are expected to sign a so-called “Solidarity Statement” where they commit to

take concrete steps to protect school children from the hazards of lead and mercury exposures such as promoting the use of lead-safe paint and switching to mercury-free alternatives.

Ledoux and representatives of the Eco-Waste Coalition and the International POPs Elimination Network (IPEN), a global network of more than 700 non-government organizations whose common objective is to eliminate

persistent organic pollutants or POPs, also take part in the event.

Paje underscored the need for schools to manage lead and other harmful chemicals. “Chemical safety and security must be a priority of the schools. Administrators, supervisors, teachers and students alike must work together to ensure that these chemicals are handled with precaution and care,” he said.

Lead and mercury are toxic heavy metals being regulated by the DENR. Exposure to these chemicals has been found to cause irreversible neurological damage among children, leading to a decrease in intelligence and an increase in violent behavior.

Aside from promoting consciousness on the use of lead and mercury-safe alternatives within the education sector, the program also aims to bring attention to government policies on these chemicals.

Last year, Paje issued DENR Administrative Order No. 2013-24 or the Chemical

Control Order for Lead and Lead Compounds.

The directive prohibits the use of lead and its compounds in locally-produced consumer products, from manufacture to packaging, importation, sale, distribution and disposal. It also reinforces the ban on the use of lead as a fuel additive and sets a standard content of lead in locally-produced paint.

In October last year, Paje represented the Philippine government in signing the Minamata Convention during the United Nations Conference on Mercury in Japan.

The international treaty calls on all member states to regulate mercury and develop action plans to reduce and eventually phase out its use.

For its part, the DOH issued in 2008 an administrative order phasing out the use of mercury in Philippine healthcare facilities and institutions, including mercury-containing products such as thermometers, dental amalgams and sphygmomanometers.
