No link between bombing suspects and land owners – MinDA

DAVAO City -- There is no direct link between the perpetrators behind the Christmas eve bombing of Tower 25 of the National Grid Corporation of the Philippines (NGCP) in Lanao del Sur and the family who has unsettled claims with the government over this land, an official of the Mindanao Development Authority (MinDA) said on Monday.

Speaking in Monday’s Kapehan sa Dabaw at SM City, Romeo Montenegro, director for Investment Promotion, International Relations and Public Affairs, told reporters that it is not conclusive whether the owners who were recently identified by NGCP as Johnny Sambitori, Intan Sambitori, and Naguib Sambitori have hands in the

incident, which resulted in the isolation of the Agus 1 and Agus 2 hydroelectric plants from the Mindanao grid.

He said Lanao del Sur Gov. Mamintal Adiong Jr. will convince the family to allow the NGCP personnel entry so that they can start the reconstruction works on the toppled tower and construction of emergency restoration tower (ERS) to temporarily connect Agus 1 and 2 to the grid.

Montenegro added he has no information yet how much is the Sambitoris’ unsettled claims with the National Power Corporation (Napocor), which was then in charge of generation and transmission of electricity, but it may go over millions of pesos.

He said Tower 25, located at Ditsaan-Ramain in Lanao del Sur, was built 60 years

ago by Napocor.

In 2001, the year when Republic Act 9136 or the Electric Power Industry Reform Act (EPIRA) was passed into law, the grid operation was relegated to the newly created National Transmission Corporation (TransCo). When privatization came in 2007, the TransCo concession was awarded to the National Grid Corporation of the Philippines (NGCP).

Montenegro added they are yet to verify whether the land the Sambitori claimed as theirs has a title.

Energy Secretary Zenaida Monsada, in an interview with reporters during the inauguration of Therma South Inc.’s (TSI) 300-megawatt coal-fired power plant in Binugao, Toril, this city, told reporters that they are still verifying whether some of the claimants, including

the locations of the other NGCP towers in Mindanao, have been paid already for the right of way.

She said most claims have already been paid, but they are still looking for the records for those that have not been paid yet. “We still have to check if the claims are still valid, and as to how much, and if the amount is reasonable,” she said.

Monsada said that in the case of Tower 25, the Sambitoris refused NGCP personnel entry, demanding that they be paid first with their claims.

She added that the cost of repair works on damaged towers will be passed on to the consumers through the electricity bills.

Southern Mindanao, Monsada said, will not be that affected because of TSI’s operation.

In an interview with Milfrance Capulong, NGCP spokesperson for Mindanao, she said that 16 towers were bombed in 2015, of which nine were toppled and seven were damaged, in Lanao del Norte, Lanao del Sur, Cotabato City, and Maguindanao.

She said the rest of the towers, except for Tower 25, have been restored with the construction of emergency restoration structure (ERS), a temporary foundation made of steel that is propped See link, page A11

CAGAYAN de Oro City -- Protesters at the Court of Appeals (CA) here on Tuesday doubled in number following the granting of the writ of preliminary injunction (WPI) that allowed ousted City Mayor Oscar Moreno to stay in office permanently.

The Ombudsman has dismissed Moreno and the City Treasurer from service for Grave Misconduct in November 12, 2015. The CA, however, granted Moreno a 60-day Temporary Restraining Order (TRO), which supposedly expired on January 12, 2016.

Moreno filed a petition for WPI in order to stay permanently in office after the expiration of the TRO amid protest that started Thursday last week urging the CA to deny the petition.

The protesters, now led by former City Mayor “Dongkoy” Emano, head of the opposition Padayon Pilipino, were also joined

by the majority members of the City Council who denounced the CA for issuing the WPI allegedly without “due process.”

City Councilor Leon Gan, an opposition lawyer, said that the WPI issued by the CA last Monday was suspicious in character because the signatory Associate Justice Edgardo A. Camello was one of the justices included in the petition to inhibit from hearing Moreno’s WPI. Gan said that while the decision of the CA has to be respected, the people become suspicious because the court did not hear the petition for inhibition against the CA justices.

bition should have been heard first before Associate Justice Camello penned the WPI decision, “Gan said.

Emano said that the peaceful protest rally in front of the CA here would continue. ”The constitution guarantees the right of the people to express their sentiments on things that affect them,” Emano said.

He said that the protest rally at the CA demonstrate the frustrations of the people of Cagayan De Oro on the continued stay of Moreno although the Ombudsman dismissed him last year.

Emano said that it would also be in the best interest of the people of Cagayan De Oro if the Ombudsman decides on the Motion for Reconsideration that Moreno has earlier filed to contest the anti-graft court’s dismissal order.

COWD launches non-revenue reduction program in Oro today CAGAYAN de Oro City-The Cagayan de Oro Water District (COWD) will launch today (January 13) its non revenue water (NEW) reduction program funded by the United States Agency for International Development (USAID) through its Be Secure Project and Coca Cola Foundation Philippines.

The grant, which is in the form of a technical assistance for NRW Reduction Strategy and Implementation, will enable COWD to develop, manage, maintain and update its own Geographic Information System (GIS) Database, carry out “hydraulic modeling” as well

as design and form District Metered Areas (DMAs).

It is hoped to decrease the volume of NRW to an acceptable level, so that water produced will reach the taps and can be utilized rather than be put to waste.

COWD said, better management of NRW would mean improved water pressure, more water available for use and increased revenues for the water district that would redound to better quality service for the water consumers.

Currently, COWD is conducting surveys in all facilities and customers within the focus areas to update its records and appealed for

consumers’ cooperation on these surveys to be able to gather an accurate data.

During the course of the implementation, meter tagging, excavations and pipe-laying may also be conducted.

The implementation of the project was awarded to Miya, a global leader in optimizing urban water efficiency and is expected to be completed by 2017. By then, COWD is expected to continue the establishment of DMAs and implement the required improvements and make use of the various SOPs/manuals for NRW Management.

Flirting with anarchy THE injustice that had befall Mayor Oscar S. Moreno has had his political opponents exposing themselves. Truly, the plot thickens.

First to jump on the gun on the mayor was his erstwhile ally, second district congressman Rufus B. Rodriguez who thought the order of dismissal and perpetual disqualification from public office facilitates his entry as Cagayan de Oro’s helmsman.

The congressman, a respected lawyer, a dean in fact, was all over town calling for the mayor to step down when it was clear he still has legal remedies to stave off stepping down from office.

The Court of Appeals for Mindanao has been at the receiving end of pressure from those who want to shortcut the change of leadership at City Hall. The appellate court has been called names in November when Moreno sought a legal remedy to prevent an irreparable injustice. At first, it seemed he was knocking on empty hall when justices of the CA inhibited themselves.

Rodriguez thought that without Moreno in the mayoralty race, it would be easier for him to beat Dongkoy Emano, whom Moreno routed in 2013.

The courts of justice I wish to tell the Filipino people that our courts of justice decide on the merit of the cases brought to them and not on the number of people who stage demonstrations or rallies to influence the jurors. Only the courts can make pronouncements based on its finding after presentation of evidence during trials.

Sounds of gongs, tin cans, drums, etc. during rallies have no value. More specially if some participants are hauled, given food, drinks, etc.

Rallies and/or demonstrations are political gimmicks that have no bearing on the cases in courts and nothing else but a contempt of due process. These marchers may do that in other government institutions where their voice can be listened to, and never in the court of law. To be given time before a judge, one may engage the services of counsel to file a verified petition. And as soon as issues are joined, hearing can proceed. After the parties shall have rested their cases, the judge can render its decision. Authors or organizers of rallies should know the things that involved our justice system.

The alleged huge rally this week to drive away Mayor Oscar Moreno because the temporary restraining order has already expired was a fruitless move. The case is now in the upper court and everything will be decided there and not at the parade ground. I See emata, page A11

And so it seems NGCP, on its recent advert, admitted that more towers are to go down. Worse, uncooperative landowners are reportedly refusing entry of NGCP linemen inside their properties out to undergo emergency repair of toppled towers.

Reason? No Pay, No Entry.

Meanwhile, somewhere in the hinterlands of Mindanao, the bombings of NGCP towers continue unabated. As of last count, there were at least 18 steel towers which have been toppled --- and still counting.

Whoah, power line terrorists like today’s mantra of the street -- bombings pa more!

Let’s go by the stats. How much does it cost to repair a fallen NGCP tower? Roughly, it could run to Php1-2 million. This amount could be peanuts to NGCP, but diamonds to the millions of power consumers in Mindanao who take the brunt every time there is brownout.

What matters most, if we may ask: Is NGCP, with all its resources, helpless (read: inefficient) in finding the right solution to put an end to this enduring problem?

Letter to the editor

If we are to read the weather forecast, this year’s El Nino phenomenon will be much disastrous than the one we experienced in 1998. And the initial blow can be felt as early as now.

Not only the agri sector will be affected, the island’s major source of power supply, the Agus hydro complex in Iligan City is now taking its tool as the water level of Lake Lanao continues to recede at an unprecedented pace.

Napocor, the country’s major power generator and operator of Mindanao’s hydro-electric plants remains mum, keeping its mouth shut, hiding its inefficiency under dirty corporate linen.

On one hand, NGCP appears on a panic mood, grappling on ways how to put a stop on the bombing sprees perpetrated by the so-called lawless elements cum economic saboteurs.

It will not be surprising to note however that Napocor and NGCP will eventually clash on right-of-way issues.

“We are aware of the potentials in developing the local rubber industry as strategy of developing idle land resources and providing better livelihood opportunities to the farmers,” said City Agriculturist Alberto Buca, who leads the Butuan City team in facilitating the approval of the project.

Buca noted the huge

domestic demand for natural rubber as raw materials for slippers, mattresses, tires and laboratory supplies which the country imports 92 percent from Thailand and Indonesia for its demand for production.

The Km. 7 Farmers Producers Cooperative is an establishrf farmer’s organization engaged in diversified farming activities. Its leading lucrative sources of income are rubber seedling production and sale of cup lumps.

Butuan City has a growing number of hectares planted with rubber.

“We have already covered more than a thousand hectares of rubber trees and have helped around 250 farmers in Butuan

New PSA director in Region 9 vows to improve agency ZAMBOANGA City -- The Philippine Statistics Authority (PSA) is set to introduce improvement in a bid to better serve the agency’s clientele here in Region 9.

Dr. Mewchun Pamaran, OIC-regional director, made this announcement Monday citing the improvement is geared towards the comfort of the clientele of the agency.

Pamaran said among the improvement she will introduce is the queuing and the civil registration systems. A canopy will also be installed while more chairs will be added for the comfort of the people processing their documents with the PSA. Pamaran is eyeing to transfer to a more spacious building to house the regional office “so that the people especially the senior citizens will no longer have to climb stairs in processing their documents.”

Pamaran has assumed as the new regional director effective Jan. 1, this year. She replaced Ronaldo Taghap, the interim PSA regional director.

Dr. Lisa Grace Bersales designated Pamaran as the new regional director since Taghap did not apply for the position.

As new agency, all regional directors should file their application papers for the position, which was declared vacant after the creation of PSA. ZAMBOANGA City –Troops of the Joint Task Group Sulu (JTGS) have arrested two people for violation of the election gun ban in the province of Sulu, a top military official announced Monday.

Brig. Gen. Alan Arrojado, JTGS commander, identified the arrested gun ban violators as Nadzfar Imnaji, 19 and Atlano Sahidjuan, 25, both residents of Barangay Bagsak, Talipao, Sulu.

Arrojado said the violators were arrested around 7:35 a.m. Sunday in Barangay Tiptipon, Panglima Estino, Sulu.

Arrojado said the troops led by 2Lt. Primo Passion, executive officer of the 32nd Infantry Battalion,

were conducting checkpoint when they were intercepted Imnaji and Sahidjuan who were traversing the municipal service road linking Panglima Estino and Talipao towns.

Confiscated from their possession were a caliber .45 pistol with six rounds of live ammunition.

The suspects were turned over to the police in Panglima Estino for the filing of appropriate charges.

PPA privatizes PTB operation at Zambo port ZAMBOANGA City -The Zamboanga City Integrated Port Services, Inc. (ZCIPSI) is set to introduce improvements once it will take over the management of the Passenger Terminal Building (PTB) at the local port.

ZCIPSI is set to take over the management of the PTB on Saturday, January 16, after the Philippine Ports Authority (PPA) has decided to privatize the operations of the facility.

president, told the Philippines News Agency on Monday that among the improvement they will introduce include the cooling system of the facility; new chairs; first aid station; and, other things needed for the comfort of the traveling public.

Simon disclosed they have a llo cate d PHP12 million for the first year of operations of the PTB under the management of ZCIPSI. “We will do our best to

improve the service of the PTB,” he said.

ZCIPSI is a locally-based cargo-handling firm with an existing contract with the PPA. Simon said the passenger terminal, which caters to more or less 3,000 passengers daily, will be handled by 60 ZCIPSI personnel to be headed Jenny Piñanola as the PTB manager.

He assured the traveling public that the terminal fee will remain at PhP11 per passenger.

“The terminal fee will remain at PHP11 for a period of two years. It is part of the contract (with PPA),” he said.

He said they can request for an increase in the payment of the terminal fee after a two year period.

PAGADIAN CITY, Zamboanga del Sur -- Senior Supt.

Michael Nicolas, provincial police director, announced that the first day of the election gun ban enforcement yielded zero arrest and confiscation of firearms in this province.

The gun ban took effect midnight of January 9 in time for the start of the election period for the May 2016 presidential and

local elections pursuant to Commission on Elections (Comelec) Resolution No. 3328.

Nicolas said no one was arrested when they simultaneously conducted checkpoints in the entire province at the start of the gun ban.

Nicolas’ area of responsibility is the entire province that consists of one component city and 26 municipali-

ties.

Nicolas said that random checkpoints will be conducted along the national highways to ensure compliance of Comelec Resolution No. 3328.

The Comelec resolution stated that only policemen and soldiers including security guards and other security government agencies are allowed to carry firearms during work hours in their

areas of responsibility for the duration of the election period.

ZAMBOANGA City -- The 12,000 hectares Pasonanca watershed and the Sta. Cruz Islands are soon to be declared as among the protected areas in the country.

Second district Rep. Lilia Nuño announced this during the State of the City Address (SOCA) on Tuesday citing both the House and the Senate passed their respective versions on the proposed Expanded National Integrated Protected Areas System Act of 2015 (ENIPAS) which will strengthen the conservation of 97 protected areas in the country.

Nuño said the ENIPAS will be submitted for bicameral conference committee

meeting when Congress resumes its session on January 18.

“I am happy to report that we were able to include the two Sta. Cruz Islands— Greater and Small—in the list of protected areas in the ENIPAS bill,” Nuño said.

“Along with other local bills in the House, my measure on the Pasonanca Park was incorporated into the ENIPAS omnibus bill,” she added.

The ENIPAS bill, once signed into a law, would convert the 12,000-hectare Pasonanca watershed into Pasonanca Natural Park.

It would be then be maintained for conservation purposes and would

be developed for scientific, educational and recreational use.

“Once this bill (ENIPAS) is passed into law, the Pasonanca Natural Park and the Sta. Cruz Islands will be used to educate the public on the importance of conservation and the protection of its rich biodiversity,” she said.

The Pasonanca watershed and the Sta. Cruz Islands are home to diverse species of fauna, including the endangered species of Philippine raptor, notably the Philippine eagle.

Araling Panlipunan: In encouraging culture appreciation among society members

It is typical for one to be curious about his roots, such as his Culture. The appreciation of the culture and as well, the practices and beliefs is one way for an individual in accepting his self and being proud of what he is. To achieve such thing, learning about it is step one.

Culture is defined as a way of life, in terms of behaviors, beliefs, values, and symbols that they accept, generally without thinking about them. It is an important part of a nation, race or ethnic group or simply, group of people.

Culture is passed along by communication and

imitation from one generation to the next. Thus, it is essential to conduct studies and researches regarding culture. In this manner, people of a generation would know why such culture exist, how it began and what are the changes it has undergone along the process.

This is one of the reason behind the existence of Social Studies subject in schools. Social Studies is an integrated study of the social sciences and humanities to promote civic competence.

In general, it discusses various topics including about family, community, history, economics, culture and traditions, religious studies and civics, among others.

In schools, it is important to cover the study of social studies or in other terms, Araling Panlipunan, and for prime grades, HEKASI (Heograpiya, Kasaysayan at Sibika) because it discusses on culture, and students should be taught about their culture and as well, the culture of others. It is because the position that the ideas, meanings, beliefs and values people learn determines them as members of society.

Being a member of society abides responsibilities and roles to serve.

This includes learning and digging the evolution of things existing inside the society, because after all, it is the same to digging one’s own roots that define him for who he is.

Meeting the challenges of a complex environment famous to their students as “terror.” It is because being tight or strict is already in her personality, or she choose to in order to discipline her students easily.

This is considered as one strategy for classroom management. It could be seen, for example, in a noisy classroom which will turn silent when the teacher enters it. There is authority and control.

There are also teachers who choose to discipline their students in a person per person manner. Example for this are managing the silent type of students, or the introvert ones. This kind of students are also always present in a

classroom setting and are mostly shy in nature. They are actually challenge to teachers because they are not showy of what kind they are. Teachers have to understand them in a way that is comfortable for the student.

It is typical for a classroom to have a complex environment. The ones mentioned are just few on how teachers must handle a diverse classroom and students that are partly different compared to the whole class. Teachers, however, should recognize the diversity and find best ways to make them all appreciate learning. It is, after all, the prime reason why schools exist.

AMUSEMENT PLACES - It shall be unlawful for any person operating places of amusement and entertainment in the Municipality of Buug, including, but not limited to, bowling alleys, theaters, pool halls, dance halls, or places having amusement devices such as pin ball and video internet cafes game machines, to permit any minor below eighteen (18) years old to enter such places of amusement and entertainment during the hours prohibited by the terms of Section 3; provided, however, that the provisions of this section do not apply when the minor is accompanied by his or her parent, guardian or other adult person having the care and custody of the minor.

SECTION 6. CUSTODY - Any minor found by any police officer in violation of Section 3 of this Ordinance shall be taken into custody by said police officer and delivered as soon as maybe to the parents guardian or other adult person having the lawful care and custody of said minor.

SECTION 7. NOTICE TO PARENTS - Whenever any minor shall be taken into custody, as hereinbefore provided, written notice shall be given to the parent, guardian or other person having the lawful care and custody of said minor in the form hereinafter provided, which notice shall be served upon such person by handing said person a copy of the same personally or by leaving a copy thereof at his or her place of residence and informing any person upon the premises of suitable age and understanding of the contents thereof. Such notice shall be in substantially the following manner: To: __________________________ You are hereby notified that on the _________________ day of _________, 19 ___, your ___________ minor child _________________ named ___________ was taken into custody for being upon the streets of the Municipality of Buug in violation of the “Municipal Disciplinary Hours Ordinance.

You are further notified that failure to observe the provisions of this Ordinance may result in your liability for the penalty provided. You are hereby requested to come to Buug Municipal Police Station upon receipt of this letter for consultation.

SECTION 8. PENALTY - Any person who violates any of the provisions of this Ordinance shall be fined of the following, to wit:

First Offense - minors below eighteen (18) years being in custody or apprehended are advised to go home and are advised not to repeat violation.

2nd Offense - parents/guardians are summoned to the Municipal Police Station (MPS) and violators together with their parents/or guardians to undergo counselling by DSWD & PNP or penalty plus costs, damages, expenses and other sanctions as herein provided, for each civil infraction.

3rd offense - a fine of PI,500.00 or penalty plus costs, damages, expenses and other sanctions as herein provided, for each civil infraction.

Authorized Municipal Officials for the purpose of issuing municipal civil infraction citations and municipal civil infraction notices under the provisions of this Ordinance shall, in addition to police officers, include the CVO’s

SECTION 9. REPEALER - Any Ordinance of the Municipality of Buug enacted prior to this Ordinance, which is in conflict herewith, is hereby expressly repealed.

SECTION 10. SEVERABILITY CLAUSE - Should any section, subsection, sentence, clause or phrase of this Ordinance be declared by a Court to be invalid, the same shall not affect the validity of the Ordinance as a whole, or any part thereof other than the part so invalid; it being the intention of the ordinance that each part, paragraph, sentence or any part thereof is separate from the rest of this Ordinance.

SECTION 11. EFFECTIVITY. This shall take effect upon its approval.

TAGUM City--Over 500 crablets of the Scylla serrata specie of the King Crab, also known as Mud Crab, were ceremoniously released last January 8, 2016 at Tancuan Creek, Barangay Bincungan during the 1st Crab Seeding Ceremony spearheaded by the City Government of Tagum, through the City Agriculture’s Office.

The hatchlings were released in the mangrove reforestation area of the said barangay to undergo a grow-out phase where the young crabs would be raised and grown for a period of three to four months until they reach marketing size and weight.

City Agr ic ultur ist, Engr. Harold S. Dawa stated that the crablets would grow to about 1.5 kilos to 2 kilos in a matter of seven months and would fetch an income of P400 to P600 per kilo before adding that the ceremony would serve as

the start of the production of king crabs by the city government.

The newly-released cast of crabs were hatched from the newly inaugurated 3-million peso worth Liboganon Multi-Species Hatchery which is said to have a capacity of hatching and producing a total of 76,800 crablets per quarter.

The city government intended to extend the knowledge of crab culture and technology to the fisherfolks after the initial crab disposal activities.

A NEW Asian Development Bank (ADB) report raised urgency for fast-tracking Southeast Asia’s greenhouse gas (GHG) emission reduction, warning limited impacts of climate change arising from these discharges can already reach some 11 percent of this region’s GDP by 2100.

Launched Monday (Jan. 11) in Metro Manila, the report ‘Southeast Asia and the Economics of Global Climate Stabilization’ highlights need to mitigate GHGs as it cites the region as among areas most vulnerable to climate change due to geographic, demographic, economic and other conditions prevailing there.

The report also said Southeast Asia registered - at nearly five percent annually between 1990 and 2010 - the fastest relative growth in emission of carbon dioxide,

one of the climate changedriving GHGs. “It finds that mitigation is in the region’s economic interest,” ADB Knowledge Management and Sustainable Development VicePresident Bambang Susantono said at the report’s launch.

He noted adapting energy efficient (EE) measures and addressing deforestation are among mitigation activities for significantly reducing Southeast Asia’s GHG emissions.

“EE is the largest source of potential emission reduction while addressing deforestation is critical to mitigation especially in the medium-term,” he said.

According to experts, GHG emissions accumulate in the atmosphere and trap heat so global temperature rises, resulting in climate change.

Increasing onslaught of extreme weather events as well as sea level and tem-

perature rise are climate change’s impacts on the Philippines and other Southeast Asian countries, they said.

Last year’s climate agreement in Paris targets stabilizing climate by keeping global temperature rise below 2¤C. To help achieve such target, ADB Climate Change and Disaster Risk Management Division Dir. Preety Bhandari said the bank will double its climate financing to USD6 billion by 2020.

She noted USD4 billion of such financing will be for mitigation.

Some USD2 billion will be for adaptation so countries can better cope with climate change, she also said.

“We stand ready to assist,” she assured at the launch.

The report is an output of ADB’s five-year technical assistance project ‘Strengthening Planning Capacity

for Low-Carbon Growth in Developing Asia’ which UK and Japan governments co-financed.

Indonesia, Malaysia, Thailand, Vietnam and the Philippines are countries covered in the report.

“Emissions growth would need to fall substantially under a contraction and convergence framework” which has national shares of global emissions “transition from business as usual (BAU) in 2020 to an equal per capita basis by 2050,” the report said.

Achieving a 500 parts per million (ppm) climate stabilization target under such framework requires regional emission reduction of over 60 percent from BAU to a level some 30 percent below 2010 emissions by 2050, the report noted.

Suddenly, in what seemed to be an awakening, a lucid interval, Ian Acenas remembered he was mayor. No. he is mayor! And the people around him chorused, Yes and what now?

And then they thought of banging through the doors of the Court of Appeals. Accusing the appellate court of bias to Moreno, of being bribed to rule in favor of the beleaguered mayor. Putting up placards like TRO for sale, Buhis gisuhol sa huwis.

It is basic good manners and right conduct to show proof when accusing anyone of wrongdoing. But, obviously, the violet cult does plan to show any proof.

They claim in general terms that “Cagayanons” are rising up to demand justice from the CA. Congressman Rufus Rodriguez belied claims he had called on his supporters to rally at the CA, saying even his initials RR had been used without his permission in

some of the placards.

Now, this is one thing the violet cult cannot just ram down the collective “Cagayanons”. It is a fact that many, if not most of those in the CA rally cum vigil are hakot crowd. In barangay Bulua for example, beneficiaries of the 4Ps program of the Dept. of Social Welfare and Development were called to a meeting at the Barangay Hall only to be ferried to the CA premises when they arrived. No 4Ps meeting.

The violet cult leader is a mean political strategist that would make Machiavelli and great Nazi propagandist Goebbels suspect their brilliance.

Their plot is simple.

Create a scenario that 1) the CA will rule in favor of Mayor Moreno because “gisuholan” or bribed; 2) The CA should be pressured not to rule in favor of Moreno, thus the rally and vigil up to the 60th day or the lapse of the TRO. To egg on their followers, the violet cult leader has to show up in the rally; 3) If Moreno gets another reprieve in the form a Writ of Preliminary Injunction, they will be trouble; 4) Meanwhile, Ian Acenas asserts himself as mayor and at the same time plead the court for him to intervene in a case he or his violet cult has claimed to have nothing to do at all.

For all intents and purposes, this is not how civilized society maintains the rule of law and settle disputes, differences and conflicts. The Courts decide on facts, on laws and on the applicable merits. Court’s ideally should be shielded from external pressures, lobbyists and yes, even rallyists.

The CA may just be tolerant and liberal, which to me is good, in allowing the rally outside it, otherwise those who have bastardized the principle of shielding the courts from external pressure risk direct and/or indirect contempt of court.

We shall see in the next few days if the CA will crack its whip or not.

It is important to respect judicial processes, otherwise our society will fall into anarchy. That would be a tragedy the violet cult seemed all to willing to happen just to satisfy their lust and insatiable appetite for power.

Moreno sought refuge in the CA when he thought his right to due process was violated when the Ombudsman ruled to dismiss him and Banez without reading his counter-affidavit.

Due process, along with the right to free expression are inviolable Constitutional rights. Moreno validly sought reprieve from the CA to prevent the violation of his right to due process.

Now, while the violet rally at the CA could be construed as part of freedom of expression, there is one thing they have prove – what grievances do they want redressed? What has crystallized though is that

connection between the Guialani case and the violet cult.

With no tangible right violated nor needs redress, we can surmise power grab as the motive of these rallies at the CA. Election is just around the corner, why can’t they wait? We know fully well the consequences of their anarchic ends is not good for the city and our democracy in general.

Truly the plot thickens, but the soup certainly leaves bad taste in the mouth, it may need to be spit out.

Thus, if a client gets a clearance from the congressman, it is the duty of the DSWD to release the fund. The DSWD has no right to question or even comment about the client’s request.

Is there any difference if a lawyer runs a social welfare office? Perhaps, Araceli F. Solamillo, a lawyer, who heads the DSWD regional office, have more answers than one. It is only lamentable that the DSWD regional office in Cagayan De Oro City is swamped with discourteous, rude, and insolent workers.

It comes to mind that whatever rules the DSWD is currently adopting has been proven inefficient. It is time for Solamillo to correct this impression. It is time for Solamillo to strengthen, organize, and assign courteous and prompt social workers to attend to the impoverished clients that flock to the DSWD regional office. Solamillo should be aware that ineptness is pregnant with corruption. It is within the powers of the regional director to replace, reprimand and set the rules that would meet the expectation of the citizenry.

By the way, there is no intention to malign the DSWD regional office in its entirety. It only happens that things have to be ironed out in order that the services at the DSWD regional office in Cagayan De Oro City be rectified to the satisfaction of the common citizens. After all, it said that a government office is a public trust. It is the right of the citizens to complain on the doings of the government.

The call for support through expensive adverts, as it were, have landed in deaf ears. Why not then enlist the services of the aggrieved landowners as vanguards of power lines?

As the saying goes: if you can’t lick them, let them join the fray.

On the other hand, the military has expressed its support to protect power lines but it can’t secure the more than 5,000 steel towers scattered all over Mindanao. It lacks personnel on the ground to safeguard NGCP towers.

And to cry over spelled milk is not the call of the day either. Likewise, it would be a disaster if we have to pass the buck, or worse, play the blame game.

Not this time when Mindanao is facing alarming deficiencies in power supply brought about by the inefficient Napocor and the unabated toppling of NGCP towers.

Not this time when we are persistently harassed by the El Nino and the possible collapse of the integrity of the forthcoming elections because of massive power dearth.

A consensus effort must be made to immediately address this power dilemma.

industry players in Davao, 20 in the Visayas (10 are in Boracay Island), and 20 in Luzon who have so far signified their interest to be tapped as industry partners who will apply the principles and concepts of Halal in the production of their products and services.

Ampuan said that it would be best if the industry players will be granted with tax exemption while they are starting.

“For 2016, we want to increase the awareness of the people about Halal. We cannot tell them what to do without having the basic information about Halal,” she said.

In July 2015, the City Council amended the “Halal Ordinance” in order to advance and protect the rights, culture, and lifestyle of the Muslims.

Under the amended ordinance, food establishments that offer Halal-processed food and beverages should secure a Halal certification from an NCMF-accredited body.

“The common misconception with regard to Halal is that it pertains to food products that have no pork or other forbidden ingredients.

However, Halal is more than a word to describe food. It is a way of life, following the teachings of Islam to achieve a ‘holy’ or ‘blessed’ lifestyle. It goes beyond food and drink and is imbibed in everything they do,” City Councilor Mabel Sunga-Acosta said during the Halal Festival in July last year at Abreeza Mall.

Acosta added that NCMF provides more standardized regulations in Halal-processing that apply to all food and non-food establishments.

Ampuan said hotels in the city should have basic necessities for Muslim tourists like quibla, an arrow that points to the direction of Mecca; prayer mats during salat, a Muslim prayer which is done five times daily; and Islamic reading materials like the Quran.

“Our hotels must provide these basic necessities so that they will feel at home,” she said.

Among the hotels in the city that have agreed to comply with the basic requirements include Marco Polo Hotel Davao, Seda Abreeza Hotel, Park Inn By Radisson Davao, Grand Regal Hotel Davao, Waterfront Insular Hotel, Microtel, and El Bajada Hotel.

Davao City is poised to be a Halal-friendly city, Ampuan added.

Citing the need to develop more accredited businesses, she said that Halal is a $3.2-trillion global industry where the Philippines’s share is minuscule as compared to its ASEAN neighbors like Malaysia.
