CAMP RAFAEL RODRIGUEZ, Butuan City – One person was seriously injured when a pick-up vehicle of the Department of Agriculture (DA-13) collided with a cargo truck, Tuesday morning, along the national highway of Barangay Osmeña, Bayugan City, Agusan del Sur. Police said the accident occurred when the pick-up vehicle driver, Roniel Ayon Lantaya of Zone 8, Cugman, Cagayan del Oro City, lost control of the steering wheel, while cruising the highway towards south. The truck, registered to Micro Kinetics Incorporated,

was driven by Rey Alcoverez Destreza, 27, single, of Barangay Sangay, Buenavista, Agusan del Norte. It was then travelling in opposite direction. Lantaya sustained injuries and was rushed to New Bayugan Medical Hospital for treatment and later referred to the Butuan City Medical Hospital. Destreza and the cargo truck were placed under custody of the Bayugan City Police Station. UN says: ‘Do more to reverse marine environment degradation’ UNITED Nations––In observance of World Oceans Day, experts highlighted the impact of climate change and degradation of the marine environment at the UN headquarters on Monday, in an effort to raise global awareness of the challenges faced by the international community in connection with the oceans. The world body had partnered with the New York-based American Museum of Natural History for a panel presentation by Alex de Voogt, curator of African Ethnology, and Jennifer Newell, curator of Pacific Ethnology. Researchers were witnessing the changing relationship of Pacific Islanders to their waters due to climate change. Many cultural transformations were under way because of the impact on communities of sea-level rise, water salinization, and even drought, Newell said at a press conference earlier in the day. “Life is becoming quite untenable, especially in low-lying areas,” she said. Newell noted that several island nations have already elaborated plans to move their entire populations elsewhere. It was predicted that tens

With the goal to promote environmental stewardship among youth with disabilities, the Young Voices of the Philippines-Iloilo Chapter conducted a clean-up drive along the shorelines of Barangay Sto. Niño Sur in Arevalo district recently. Young Voices is composed of PWDs aged 15-24. The group aims to mainstreaming them to society and give them an avenue to express their concerns with the concerned parties. The Deaf Association of Iloilo (DAI) and Association of Late Deaf, Hard of Hearing Deaf for Education, Advocacy, Research Support, Inc. (ALDHEARS) also participated in the cleanup activity together with barangay officials. The participants enthusiastically cleaned a particular area by collecting and gathering garbage through the genuine principle of “bayanihan” which generated numerous sacks of trash out of the shores. Intl energy agency report seeks action on climate change LONDON -- The International Energy Agency (IEA) on Monday published its latest report which calls for urgent action by the global community to be on track in limiting temperature increase to two degrees Celsius. “Climate change has quite frankly slipped to the back burner of policy priorities but the problem is not going away - quite the opposite,” said IEA executive director Maria van der Hoeven at the launch of ‘Redrawing the Energy-Climate Map’, the latest IEA World Energy Outlook special report in London. The IEA report says current global action is not yet sufficient to achieve the temperature goals of limiting increase to two degrees Celsius from temperature at start of the nineteenth century. The report noted the energy sector accounted for around two-thirds of global greenhouse gas (GHG) emissions. Van der Hoeven said: “Much more can be done CHANGE | page 8

Lacson as anti-corruption czar During a state visit to the United States toward the end of 2012, President Aquino no less announced that he is bent on inviting two graduating senators, Panfilo Lacson and Francis Pangilinan, to join his cabinet when their terms expire June this year. Recently, talks have it that Lacson will be given the task of curbing, if not eliminating corruption, as the country’s anti-corruption czar. Pangilinan, on the other hand, is groomed to be the presidential adviser on agriculture. When Aquino sought the presidency in 2010 he rode on the issue against corruption which was very pervasive in practically all levels of government during Gloria Macapagal-Arroyo’s

It was because of the corruption issue against Arroyo that Aquino ran his campaign under the platform of kung walang korap, walang mahirap thus the need for everyone to tread on the daang matuwid. his administration hence his intention of naming Lacson as anti-corruption czar, though at this point this matter is a mere speculation until an official announcement to the effect is made by Malacanang no less. Now if the anti-corruption drive is the centerpiece of the Aquino administration, Aquino must have so much faith in Lacson to entrust this centerpiece of his administration to the guy. Lacson may have his own detractors but his track record as national police chief and as an honorable member of the Senate speak volumes about his incorruptibility. Inheriting a bankrupt provincial govt THE provincial capitol in Misamis Oriental is reportedly bankrupt. At least, that is the initial findings of a “transition team” of incoming Governor-elect Bambi Emano. This corner had the purported documents two weeks ago detailing Capitol’s alleged transactions involving unpaid millions of financial obligation. The document disclosed of a provincial treasurer’s official report of a Cris Diaz “depleted cash fund” at the Capitol. The report also disclosed efforts of the incumbent provincial capitol officials to “clear” all its financial obligations prior to assumption of the newly elected provincial governor. Outgoing provincial Governor Oscar Moreno wants to clear the province of all financial obligations before he leaves the Capitol building at the end of June. Moreno is serving his last term as provincial governor. He then ran for mayor in Cagayan de Oro City and won the hotly contested seat against incumbent city Mayor Vicente Emano. Moreno is also facing disqualification protest with the Commissions on Election (COMELEC) for allegedly rigging the result of the mayoral polls. Anyway, winning the mayoral post in Cagayan de Oro City is graceful exit of Moreno’s administration at the provincial capitol. With allegation of squandering millions of taxpayers’ money through alleged unsettled cash advances amounting to about P 120 million, one would suspect Moreno’s handling of the affairs of the provincial government. Now, he initial findings of Bambi Emano’s “transition team” that detailed alleged “misuse of public funds” at the provincial capitol during Moreno’s watch. A lawyer and

a certified public accountant purportedly reviewed the document where an official at the provincial treasurer’s office reportedly supplied. The report disclosed of a P220 million Philhealth Premiums allocated under the “indigence enrolment” program. The amount is for payment in 2013 at P 50 million per quarter. Aside from this, the provincial government has to pay this month the P 50 million unpaid arrear Philhealth premiums in 2012, carried over to 2013. Misamis Oriental has also a payable amounting to P 72 million from previous years, which are due for payment in June this year. The provincial government has also applied for a loan at the Development Bank of the Philippines (DBP) intended for the Misamis Oriental Telephone. Some P 40 million loans are due for release this month increasing interest payable and loans payable. Gov. Moreno has also reportedly withdrawn P 14 million “confidential fund” two weeks after the May 13, 2013 elections. Moreno allegedly withdrew the fund claiming the money was “his confidential fund.” Knowing the tight financial status of the provincial Capitol, the incoming administration would want to defer all financial obligations of the provincial government pending a “review of all transactions.” The idea is fine. However, with Moreno still at the helm of the provincial capitol until end of June 2013, Gov.-elect Bambi Emano could not do anything. Most certainly, incoming Gov. Emano would inherit a bankrupt provincial capitol administration. Emano could not do anything but scour on the spoils left by Moreno’s administration. DENGUE remains to threaten the lives of people around the world not necessarily franchised in the Philippines. Like cancer, the disease continues to take lives indiscriminately and if only man and science could battle this war with success we may just have more lives to add the growing population of the world now standing as some 7+ billion Harry Tambuatco people. Sarcasm is but part of the narrative that plagues the multiple issues surrounding man in 2013 and in the Philippines. Commercialism of course has taken its toll with less than one percent enjoying the benefits of luxury and authority while the rest of humanity suffers till death is realized. A virus that has no cure will obviously threaten mankind. Is dengue such a virus? Hospitalization is but a stop gap measure to ease the burden of sudden death but comes with a hefty fee. And should you not come up with the monies after pawning

your properties and even lives death becomes you. Hospitalization and the industry that succumbs to this commercialism called the pharmaceuticals and the medial authorities have found a sustaining demand to cover their sustained incomes by maintaining their relevance; withhold any information about a cure. Can you imagine--should I tell you there is a cure for dengue and now in the Philippines that is affordable but is denied information to same lives, would you like to believe this? If not, then you must be insane or a terrorist somewhat. There is no measure of money that can equate human life and so I think but obviously lives are no longer a measure other than the monies born out of the misery of others. Hospitalization can only monitor if not ease the burden of the dengue fever. Statistics have it lives are lost in great numbers but who cares about numbers if only one life is lost when there is hope? I am ashamed to be a businessman deriving profit out of commercialism should life be lost in turn for a profit. Shame on our government hospitals, our doctors and

THINK a minute. Millions of children today come from broken families. But have you ever wondered if children of divorced parents totally get over it? Do they bounce back to live truly healthy, happy lives? Or are there any longterm damages done to kids by their parents divorcing? Recent statistics show that 90 percent of children from divorced families experienced serious shock, grief, and fears. 50 percent felt rejected and abandoned. One third of the kids feared being left even by the parent they were still living with. Two thirds experienced extreme loneliness for their other parent they were not living with. After the children of divorced parents grew up, 40 percent of them never married, compared to only 16 percent of children who grew up with both their parents. Children of divorce were more likely to use drugs and alcohol before age 14. They had less social skills

and confidence, and were less successful at university. They were also more likely to commit crimes. Girls whose parents divorced experimented with sex at an earlier age and were more likely to get pregnant as unmarried teenagers. In fact, the evidence is very strong that the damage from divorce in one way or another lasts a lifetime. You see, since marriage is the foundation of the family, it makes sense that if you destroy the marriage

you destroy the family. The old saying “Divide and Conquer” has been working to hurt and destroy millions of children’s lives. That’s exactly what divorce in a family does. But if you’ve already divorced, it’s never too late to start loving and putting your children first. In fact, the only one who can help you fix and heal the damage to your family is the one who created families. So why not ask Jesus Christ to forgive you for your mistakes and wrongs you’ve done to your mate and children? Then ask Jesus to help you start changing. Because of that, the question that really dampened the celebrations for 2013 is this: 115 years after our forefathers declared our independence from foreign domination, are we really independent now? We can answer this by simply looking around us. Who has control of big businesses here in the Philippines? Who has control of the government? Is there a native Filipino who owns department stores, or any airline company, or any other company that deals in hundreds of millions of pesos? Indeed, he was able to show that the lures of graft and corruption can be resisted by a well-disciplined man in uniform. When he had himself elected to the Senate in an election where to be identified with the opposition much more with disgraced President Estrada was the most unenviable situation to be in, Lacson continued to live up to his billing as an official who truly sneers at corruption. He refused to avail of his P200 million annual priority development assistance fund commonly known as pork barrel. His refused to avail of his pork barrel fund because of his reservations with regard the procedure that governs its use and disbursement. Lacson’s decision to forgo with his pork barrel saved for the cash-strapped government a total of P1.4 billion for the 12 years he has been senator since he always saw to it his annual pork barrel is reverted back to the national coffers. I have no doubt Lacson would be able to live up to Aquino’s and the people’s expectation as anti-corruption czar. I am certain he will succeed in this newest challenge of his public service career. But I am truly amused why Aquino would entrust such centerpiece of his administration to Lacson. Is he grooming Lacson to be his successor to ensure that his anti-corruption drive will continue even beyond 2016? BUTUAN CITY – The German International Cooperation (GIZ), a nongovernment organization, is into a series of orientations and planning workshops on Local Flood Early Warning System (LFEWS) in the provinces of Surigao del Sur and Surigao del Norte. First batch on June 6-7 was facilitated for Surigao del Sur stakeholders, another two-day set starts today in Surigao del Norte. As a jumpstart for the LFEWS project, said activities bring together relevant local stakeholders to a common understanding and appreciation about the LFEWS. It also allows participants to actively carry out their roles in managing the causal factors of disaster by flood and thereby reduce exposure to the hazards,

lessen the vulnerability of people, rationally manage land and environment, and improve preparedness for adverse events, said Olaf Neussner, Chief Advisor of GIZ-Disaster Risk Management. LFEWS is under the 8th Action Plan of European Community of the Directorate General for Humanitarian Aid (ECHO) within the Disaster Preparedness program (DIPECHO). Titled “Improvement of Disaster Risk Management Integration into Local Development Initiatives in the Philippines”, it is supported by DIPECHO Plans 5 to 8, and the German Federal Ministry for Economic Development and Cooperation (BMZ). “LFEWS is located within the GIZ intervention in Disaster Risk Management that contributes to the strategic framework of

the Environment and Rural Development (EnRD) Program of Improving the Institutional performance of government agencies in sustainability managing natural resources,” explained Neusser He added, LFEWS traces its origins from GIZ (then GTZ) cooperation with various government agencies and programs in the field of DRM since early 2005. The first generation of GIZ-LFEWS was piloted in the Binahaan Watershed of Leyte Province in 2008. The system has been replicated to seven other watersheds in Region 8,” explained Neusser. Neusser also recalled that in January 2012, the Office of Civil Defense (OCD) sent a proposalto GIZ through EnRD seeing support in replicating the good practices in LFEWS in Caraga. PECHO project has officially expanded its intervention in Caraga. “Concretely, the intended outputs until December 2013 is to establish at least two LFEWS in the region. The selected project sites are the river basins of Surigao River stretching from the municipality of Sison down to Surigao City in Surigao del Norte and the Tago River covering the municipalities of San Miguel and Tago in Surigao del Sur,” he said.
