Police hunt inmates who bolt jail in Lanao Norte

CAGAYAN de Oro City-The Regional Police Office in Northern Mindanao has launched a manhunt operation against eight escapees from the provincial jail of Lanao del Norte, located in (RDM/PIA10) Pigcarangan, Tubod town.

The eight escapees managed to bolt jail around 3:00 early dawn of September 3, Thursday.

New minimum wage starts implementation this month

HE new minimum wage of P318 will start implementation this month.

This, after the implementing rules and regulations of Wage Order No. RX-18 was published in

a local newspaper last August 19.

It was learned that a new wage order can only be implemented once its IRR has been published.

The P318 new minimum wage covers the cities

of Cagayan de Oro and Iligan and the adjacent municipalities of Tagoloan and Villanueva. Wage Category II of P313 covers the cities of El Salvador, Gingoog, Malaybalay, Ozamiz and Valencia and the municipalities of Maramag, Manolo Fortich and Que-

zon in Bukidnon. Rates in Wage Category III are P308 for non-agricultural workers and P296 for agricultural workers in the cities of Oroquieta and Tangub and the municipalities of Lugait and Opol in Misamis Oriental; and Mambajao in Camiguin.

Workers in the rest of the region will receive P303 for non-agricultural sector and P291 for the agricultural sector.

An increase from Wage Order No. RX-17 that was implemented last June 2013, the new wage order was issued last May.

This, as RTWPB 10 issued an advisory stating that distressed and new businesses may apply for exemptions on or before November this year at any of the Department of Labor and Employment (D OLE) offices in the region.

With this statement, investment bank Barclays, in a research note, said Tetangco's statement "is consistent with the central bank's stance that while activity levels remain healthy, its main concerns centre around volatility and market liquidity."

"We think the BSP is comfortable with the policy stance, but we acknowledge outside risks of easing in the reserve requirement ratio for banks if liquidity conditions deteriorate due to capital outflows," it said.

The last time the BSP adjusted banks' RR is in 2014 when it was hiked by a total of 50 basis points, 25 basis points each in March and May, as growth of domestic liquidity grew stronger than in the past years at a level of more than 20 percent.

To date, universal and commercial banks' (U/KBs) have 20 percent RR rate, one of the highest in the world, which is the reason why some analysts consider a possible cut as domestic inflation continues its deceleration.

CAGAYAN de Oro City -- Officials of the Bureau of Customs (BOC) in Region 10 yesterday said closed-circuit televisions (CCTVs) will soon be installed in the agency’s key areas to enhance security measures and for transparency.

Once installed, BOC10 Intelligence Officer II Alvin Y. Enciso said the CCTVs will prevent any employee from committing any wrongdoings such as harassing importers.

Enciso, after his assignment to the BOC, has long been proposing the installation of CCTVs for transparency “at para mawala ang duda sa amin.”

Since the CCTV can be viewed online, he said even officials from Manila can monitor how the port of Cagayan de Oro and BOC-10 employees do their respective tasks.

Deputy District Commander Sa-i Roman N. Moscoso of the BOC-10 said at last 10 CCTVs will

be installed at its main office in the port of Macabalan in Cagayan de Oro, including its sub-port, the Mindanao Container Port Terminal in Tagoloan, Misamis Oriental.

Moscoso said the CCTVs will be online twenty-four seven.

Enciso said it will not just serve as “risk management” for the bureau, but it will also help the agency track down the flow of containers and that the examination is done in the designated area.

QUEZON City--Leaders of cooperative federations meet here last Thursday to plan out actions on moves to abolish their privilege of tax exemption.

In a meeting called by the Philippine Cooperative Center (PCC) yesterday, leaders of cooperative federations from around the country agreed to campaign against provisions in the proposed law on the Rationalization of Fiscal Investment Incentives, now pending in the House of Representatives and the Senate.

The cooperatives are particularly wary on the provision of the proposed law that seeks to repeal sections 60 and 61 of the Cooperative Code of the Philippines (RA 9520). These provisions give cooperatives tax exemption privileges. Among the nontaxable income of cooperatives are those derived from business transactions with members.

Also cooperatives with assets of not more than P10 million are exempt from “all national, city, municipal or barangay taxes. They are also exempt from customs duties, advance sales or compensation taxes on their

Payoyo said the tax exemption privileges is a social justice measure and can never be considered as fiscal incentive to businesses.

In a position paper submitted by the CDA to the House Committee on Ways and Means chaired

by Rep. Romero Quimbo (Marikina, 2nd district), which is deliberating on three House Bills on the Rationalization of Fiscal Investment Incentives, it said that repealing the tax exemption of cooperatives “will defeat the very intent of the 1987 Constitution.”

It added that “cooperatives are voluntary organizations of people who want to improve their economic lives by their own initiatives and using their own resources.” Cooperatives primarily derive their capital from contribution of its members.

According to Hamilcar Rutaquio, chairman of the PCC, cooperatives movement is launching a nationwide campaign against

proposed Fiscal Investment Incentives law and intensify their lobby against the proposed law in both houses of Congress. Tens of thousands of co-operators would hit the streets in Manila and key cities nationwide next month as a show of force against the proposed law, he said.

The cabinets being selected by the president in any country must be based on skills and expertise needed by the situation. The past situation is not the same as the present situation. And, the present situation must be different from that in the future. All the cabinet members must be updated with their own attitudes and mind---that is a global mindedness.

When the cabinet mem-

bers are homogenouslyglobal minded but with different expertise in their responsibilities, they are the best team. They can come together with the same spirit to trigger the president’s vision and mission. Remember that coming together is a beginning; keeping together is progress; and working together is success (Henry Ford, 18631947). But, it does not mean that togetherness is based on political aspect. It can be built based on the same idealism.

When among the team members in the cabinet are not in the same tract, the nation as a whole will be in dangerous condition. All the people get the impact that they cannot be basically stable. The nation is led to the chaos in some aspects.

The most unique is the rise of any prices of the goods for the people daily needs.

So, this fact is in fact has become the evidence of the above problem. It is the problem dealing with a leader with no global mindedness. Again, it is a matter of idealism.

QUEZON City -- Agusan del Norte First District Rep. Lawrence Lemuel Fortun presented last week before the House Committee on Tourism his proposed House Bill 4823 declaring Butuan City as a heritage tourism zone as it took up the lawmaker’s legislative measure.

In August, 2014, Fortun filed the bill which was later referred to the Committee on Tourism.

In his explanatory note, Fortun said “Butuan has a vibrant and rich cultural heritage. Before colonization, it was called the Kingdom of Butuan and was known for its metallurgical industry and sophisticated

naval technology.”

Fortun argued that his proposed bill is anchored on Section 15 of Article XIV of the 1987 Constitution which provides, “The State shall conserve, promote and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations,” and Section 16 of the same

Article which reads, “All the country’s artistic and historic wealth constitutes the cultural treasures of the nation and shall be under the protection of the State which may regulate its disposition.”

It was in Butuan where the Balangay Boat, the first wooden watercraft in Southeast Asia, was excavated. The Balangay Boat is believed to have ruled the Southeast Asian waters in 320 AD. AVAO City--The Mindanao Development Authority (MinDA) and the Philippine Institute for Development Studies (PIDS) have formalized their development partnership with the signing of a memorandum of agreement (MOA).

The signing was made between PIDS president Dr. Gilbert Llanto and MinDA chair Secretary Lualhati Antonino today (Sept. 4) in Waterfront Hotel Davao.

The MOA will facilitate and promote policy research and knowledge sharing particularly in dissemination , holding of public fora and dialogue in support of Mindanao’s development needs.

The MOA also enables access to policy studies and materials produced by higher education institutions (HEI) in Mindanao and

also establish the Mindanao Knowledge Research and Policy Center (MKPRC).

MinDA executive director Usec. Janet Lopoz said that in the past there has already been exchange of materials between MinDA and PIDS. The MOA Lopoz says will go beyond just the exchange of research materials.

“We see MinDA as an excellent partner in promoting evidence-based policymaking at the local level and in increasing the relevance of our policy studies Llanto said of the MOA. Mindanao Business Council chair Vicente Lao lauded the partnership as he said that policy research can help influence policy makers in crafting laws that may be favorable to Mindanao.

No railway discussions during her term as RDC chair -- Sara

DAVAO City -- Former Davao City Mayor Sara DuterteCarpio clarified that there was no clear discussion yet with regards to the plan to rationalize the transport system in the city by coming up with a railway system for passenger trains that will cater to the residents from Toril to Lasang and Vice Versa.

She issued the statement during the Kapehan sa NCCC Mall Davao.

“There was no discussion

about the railway system even before and during my term as chair of the Regional Development Council 11,” Duterte-Carpio said.

The railways system is looked forward by development planners in preparation to avoid traffic congestion as the city progresses in the future.

Duterte-Carpio also welcomed the support expressed by residents for her to take the city leadership during the

national and local elections in 2016.

She called the expression heart-warming and a big boost to her enthusiasm to serve the people again.

“They showed me their love and support and it will boost my interest to serve the community because of their trust and confidence in me,” Duterte-Carpio said.

She revealed that she has a lot of development concerns for the city.

However, Duterte-Carpio clarified that the direction of her

leadership will depend on the issues, concerns and projects left by her predecessor.

She also formally announced her assumption as ambassadress of the NCCC Mall Davao.

Duterte-Carpio said the mall shares with her the values of being close to the people.

MINDANAO’S oldest university seeks to leverage its newly forged links with the World Bank’s Knowledge Development Community to pursue its key advocacies especially for the environment in Mindanao.

“We hope to host a forum with an expert from Costa Rica talking about Payment for Eco-Systems Services and how that can help our own PES program here,” said Fr. Roberto C. Yap, S.J, Xavier University-Ateneo de Cagayan president during August 26 signing of the partnership agreement with the World Bank, which links the university as the 18th member to the Knowledge for Development Community (KDC) in the Philippines and the first in Northern Mindanao.

“We also hope to tap an expert in Mexico who can talk about their experience with conditional cash transfers, to help us with our own efforts along this line,” he added. “Through that interaction, using the power of technology, we will have a KDC not only based in Cagayan de Oro but internationally through the five areas XU is promoting: peace, food security, environment, health and

GENERAL Santos City--Tuna industry players here are pushing for the harmonization of fishing practices and standards in Southeast Asia in the wake of the commencement later this year of the region’s economic integration.

Joaquin Lu, president of the Socsksargen Federation of Fishing and Allied Industries Inc. (SFFAII), said Thursday there’s need for the 10 member-states of the Association of Southeast Asian Nations (ASEAN) to synchronize their fishery regulations to ensure better regional cooperation.

He said fisheries play a vital role in the growth of the ASEAN region as it covers some of the most productive waters in the world, contributing to food security and generating millions of income opportunities.

But he said the sector has been facing significant challenges due to the depleted state of various wild fish stocks, lack of

Specifically, the partners look forward to engagements in Transparent and Accountable Governance, Empowerment of the Poor and Vulnerable; Rapid, Inclusive and Sustainable

Economic Growth; Climate change, environment, and disaster risk management; and, Peace, Institution Building, and Social Economic Opportunity.

The new partnership calls for the partners to

jointly undertake knowledge sharing activities to discuss development challenges and solutions with grassroots participation.

“We are launching a relationship with XU and WB on the Knowledge Development Community,” Mr. Konishi said in an interview with Kagay-an.com. “Basically it’s WB interacting with knowledge institutions to exchange ideas, I heard XU is doing a lot on community outreach so the community has a better understanding of its environment, how to protect it, how to improve governance, how to get citizens involved. That’s what this whole knowledge exchange is all about.”

“This KDC is young and the Philippines is in the forefront of making what used to be a depository library where we would put our books and reports, and now into something more active,” he added.

Mr. Konishi cited one of the biggest projects the WB and EDC is undertaking for the next 18 months is the WB Mindanao Jobs Report, with XU among the project partners and Fr. Yap sitting as a member of the Advisory Group with a team of XU researchers conducting the value chain analysis on Mindanao vegetables.

3,000 Students from Public High Schools Receive Learning Materials from Caltex About 3,000 students from the highest-need, senior-ready public high schools in Metro Manila are now learning science, technology, engineering, and mathematics (STEM) with the help of brand new equipment received recently from the Caltex Fuel Your School (FYS) program of Chevron Philippines Inc. In order to make students understand and learn more effectively about the lessons, there is a need for a teacher to go beyond what books and lesson plans have presented. In some ways, he should teach children through differentiated instruction.

Differentiation means tailoring instruction to meet individual needs. Differentiated instructon gathers efforts of teachers to respond to variance among learners in the classroom.

This type of teaching reaches out to an individual or small group that is possibly having a hard time coping up with the class lessons and create the best learning experience. It makes use of four classroom elements based on student readiness, interest, or learning profile.

These elements are the content, process, products and learning environment.

Contents are lessons that a student has to learn. Differentiating it for example, is through using spelling or vocabulary lists at readiness levels of students.
