Suspect in slay-try of Iligan lawmaker charged By CRIS DIAZ Executive Editor

CAGAYAN de Oro City-One of the three suspects in the ambush-slay attempt of Rep. Vicente “Varf ” Belmonte of the lone congressional district of Iligan City has been charged in court, the police said Friday. Charged with multiple murder and frustrated murder was Dominador Tumala, 52, of Sergio Osmena, Zamboanga Del Norte. Tumala was collared 48 hours after the ambush-slay of Belmonte in Laguindingan, Misamis Oriental shortly after leaving the Laguindingan Airport two weeks ago. Two other suspects, “Tata Dokumentado,” of Iligan City, and Rene Jariol, 37, of Maigo, Lanao Del Norte, who were also nabbed separately were reportedly released. The Criminal Investigation and Detection Group (CIDG) in Northern Mindanao filed the case against Tumala after the suspect reportedly led law enforcers in the recovery of the alleged firearms used in the ambuscade. Rufus turns over infra projects worth P109m By CRIS DIAZ Executive Editor

CAGAYAN de Oro City-Rep. Rufus B. Rodriguez, of Cagayan De Oro City, on Friday turned over 18 infrastructure projects worth P 109 million in the city’s second congressional district here. The projects involved river control, water collection facilities, and road concreting in various urban and suburban villages in

this trading hub of Northern Mindanao. Rodriguez said that the various government line agencies, like the Department of Public Works and Highways, the Department of Agriculture, and the National Irrigation Administration has funded the projects here. With the abolition of the Priority Development Assistance Fund (PDAF), the congressional district forwards its various in-

frastructure projects for approval and funding by the concerned national government agencies. Rodriguez said that the funds for the newly turned over infrastructure projects here were taken from the annual budget of the national government line agencies. Aside from turning over the regular infrastructure projects, Rodriguez also turned over various projects worth P 1.5 million such as

pathways in the suburban villages here. He said that the P 1.5 million was taken from his congressional fund in a form of construction materials, which were distributed according to the needs of the village residents. “The village residents provide manpower by helping each other or through “Bayanihan” for the construction and completion of the project in their areas,” Rodriguez added.

Labininay said the earthquake was of tectonic origin with 12 kilometers depth of focus, located at 08.35 degrees north, 125.04 degrees east or 17 kilometers Northwest of Malaybalay City. The Provincial Disaster Risk Reduction and Management Council here, however, reported no damage to structures and properties. Phivolcs further reported that the tremor happened two days after another earthquake of Magnitude 4.6 at Intensity II jolted the cities of Cagayan de Oro and Iligan including some areas in Misamis Oriental and Lanao del Norte provinces. Labininay clarified that “Intensity” is determined on the strength of shaking produced by the earthquake at a certain location. 2 Army soldiers held by NPA freed

ONTEVISTA, Compostela Valley – The Christmas wish of the families of two Army soldiers held by the New People’s Army (NPA) since December 2 has been granted: Pfc Alvin Recante and Cpl. Benjamin Samamo were released by the NPA to Davao City Mayor Rodrigo Duterte on Sunday afternoon. Duterte arrived here with two helicopters to fetch Private First Class Alvin Ricarte and Corporal Benjamin Enot Samano, both members of the 60th Infantry Battalion of the Philippine Army. FREED. Ruby, who hails from Tampakan, South Cotabato appealed to the NPA during a press conference on Thursday to release her husband in the spirit of Christmas. Nograles visits inmates, distributes gift items &

Davao City- House Committee Chair on International Labor and Relations, 1st Congressional District Representative, Congressman Karlo B. Nograles visited the Davao City Bureau of Jail Management and Penology (BJMP) in Bartangay Maa to personally distributes gift packs to inmates, yesterday morning. The gift giving (food packs) is already a tradition long practiced of the then congressman and former Speaker Prospero Castillo Nograles and is continued by his son now congressman Karlo. "The visit to BJMP is part of Nograles' program to help uplift the jail facilities and also take time to exchange pleasantries with davao inmates", according to congress official photographer, Nono Sumatra. Meanwhile, hundreds of Nograles scholars of the University of Mindanao (USEP), Obrero Campus, have their chance to dine and dance the night away with Karlo during the Christmas Party intended for scholars. The party was held at the USEP gymnasium and recreational center. Gift certificates and Noche Buena food packs were raffled off for added entertainment. Nograles is noted to be the sole representative in the region to have the biggest number of scholars not just in Government Universities but also from private institutions as well. The scholarships program dubbed as "Oplan Edukasyon" was intended for the poor but deserving college students whose parents cannot afford to send them to school.

The Mass and the Roman Catholics The Christinedome celebrates the nine-dawn masses that would culminate during the “Misa De Gallo” on Christmas Eve every Dec. 24 of the year. The nine-dawn masses is one of the symbol of Roman Catholicism that the Filipinos inherited from the Spanish colonizers who introduced the belief more than 300 hundred years ago. Many wondered about what could have had been the country’s dominant religion where it not for the Spanish friars. Perhaps, the religion in the country three major islands of Luzon, Visayas, and Mindanao would be a mixture of various beliefs. There is the belief that without the Spaniards, the religious belief in the country would depend on the dominant group who might have control of the community then. Perhaps, the belief of the tribal groups would have persisted in many areas in the country like the tribes in Mindanao, Visayas and Luzon, who still practice

the ancestral rites of varied beliefs. Some also believed that, like the other countries in Asia, Islam would have become the dominant religion in the country. It is noteworthy that the Philippines is the only Christian country in Asia. Being the only Christian country in Asia, makes every Filipino Roman Catholic becomes a part of the traditional nine-dawn masses prior to the observance of the Misa De Gallo. Yet, how many Roman Catholics know about the

essence of the nine-dawn masses? While the faithful in Roman Catholic churches around the country overflows every dawn Mass, one cannot but wonders on what business these people are doing. Do these churchgoers really understand why they have to hear the nine-dawn Masses? With due respect to the few believers who understand the purpose of the dawn Mass, most churchgoers do not really understand why they are in the church other than simply joining others to be there. Let’s face it. Most of those who attend the dawn masses were simply obliged because of friends, neighbors, and even for the sake of boy friends and girl friends. Some also attend the mass to show off. Some people attend the dawn Mass and other Masses in order to impress others of being pious Christians. There are lots of hypocrites in the Roman Catholic Church that the priest could not but throw banter of jokes during the Homily. And, the Christians laugh with relish every time

the priest joke about them. More often than not, one becomes apprehensive of the real motive of the priest. However, the priest just wants to be sincere in sharing his observations. Perhaps, to remind the churchgoers to be true in their intentions every time they attend the Mass. The priest wants to impart his personal observation that as Roman Catholics, the hearing of the Mass is not only during the nine-dawn masses, Misa De Gallo, New Year’s Eve or fiesta celebrations. During my call on former President Fidel V. Ramos recently in his Makati office, he wondered what kind of security contingency measures were in place for the Pope’s visit. He recalled how “Operation Bojingka” of foreign terrorists from the Middle East planning to assassinate Pope John Paul during his visit in the Philippines in the 1970s, was timely discovered and aborted. ***** ACCIDENTAL -- The assassination attempt was accidentally discovered when the improvised explosives the foreign assassins were starting to assemble in a hotel room in Metro Manila prematurely ignited causing fumes and smoke coming out catching the attention of the hotel staff. They called the police. The security forces immediately went into action. The hotel smoke led to a more sophisticated -- and deadly -- plan to knock off the head of the Catholic world. And in all places, right here in the Philippines! Arrests were made and the assassination plot was scuttled. MILF is going full blast in its work to organize the United Bangsamoro Justice Party. This is the clearest signal that Kagi Murad and his rebel followers are dead serious and dead set in pursuing the Bangsamoro aspiration by joining the mainstream political process and putting the fate of the MILF in the hands of the democratic process. UTUAN CITY – The National Democratic Front (NDF), said eight members of the government security forces now under the custody of the New People’s Army in Mindanao will be released soon. In a press release in Cebuano received by Mindanao Daily News-Butuan Bureau, Ka Oris, spokesperson of NDF-Mindanao, said the eight captives will be freed following the signing of their release papers by the National Executive Council of the National Democratic Front of the Philippines. While he did not name what he described as “Prisoners of War”, Ka Oris said the captives are three policemen and a Civilian Armed Force Geographical Unit (CAFGU) member of Northeastern Mindanao Region from Mali-

mono, and Alegria towns in Surigao del Norte, and Bayugan, Agusan del Sur; two soldiers from the Philippine Army’s 8th Infantry Battalion and a CAFGU member of the 26th Infantry Battalion in Northcentral Mindanao; and two Philippine Army soldiers in Southern Mindanao. According to the NDFMindanao spokesperson, the captives will be released by their respective NPA custodial units in the three regions. Ka Oris said the captives will be freed without passing through the People’s Court because of humanitarian considerations and in keeping with the Christmas celebration. Ka Oris stressed that the NDF has decided to release the POWs without conditions in its “genuine desire

to achieve peace through justice and to clear the path for serious peace talks with the Philippine government.” He said the captives’ release will be in consonance with the celebration of the 46th Founding Anniversary of the Communist Party of the Philippines on December 26, 2014 and what he said the “triumphs and advances it achieved in the Protocols of War.” Ka Oris pointed out that the captives behaved well and cooperated with the NPA custodial units. Former MNLFs in Basilan get PAMANA livelihood support from gov’t

SABELA CITY, Basilan, – Former combatants of the Moro National Liberation Front (MNLF) in Basilan received livelihood assistance from the government through the Payapa at Masaganang PamayaNan (PAMANA) program of the Office of the Presidential Adviser on the Peace Process (OPAPP). Beneficiaries from selected MNLF communities in Basilan initially got farm/ agricultural implements, post-har vest facilities, rubber and coconut seedlings, some livestock, and motorized “banca” (boat) as part of the PAMANAMNLF project during the launching and ceremonial

turnover at DAF-ARMM breeding station in Lamitan City, Basilan recently. Autonomous RREgion in Muslim Mindanao Governor Mujiv Hataman and Basilan Governor Jum Akbar led the project launching and ceremonial turnover of PAMANA-MNLF phase II project. This was still part of the P600 million allotted for 2011-2013 PAMANA programs for MNLF communities, according to ARMM’s Department of Agriculture and Fisheries. “Of the total P470 million worth of PAMANA projects, we are already on 50 percent of our disbursements and the biggest

chunk of this is implemented in Sulu,” Hataman revealed, adding “about half of those communities originally listed in the PAMANA projects submitted for the 2013 budgeting were set aside during validation period, as more and more MNLF communities were given utmost priority.” Hataman said the team validating the communities was very careful, as some of these were difficult to be identified, as “we are confused whether the community is still an MNLF community or those already of Abu Sayyafs. Thus, there was a need to do convergence with the military and other authorities to

validate the target areas.” “P431 million of the P470 million will fund community projects and P41 million is intended for operational expenses, training, and salary if we need personnel. And we need to complete the disbursements by the end of December this year,” Hataman added. He also apologized to the former MNLF combatants for the delay in the implementation and release of farm implements and livelihood materials, as he cited bureaucratic and government procedures (which are necessary) as the reasons for the delay. Miriam wants senate to probe alleged squandered P2.7b pork in 2013 SENATOR Miriam Defensor Santiago filed a resolution on Monday (December 22) for the Senate to conduct an inquiry, in aid of legislation, following the Commission on Audit’s (COA) report that some governors and mayors misused P2.7 billion in pork

barrel funds in 2013. According to COA, at least P1.035 billion of the allocations given by representatives and senators were used “inappropriately” through projects that were not specified in the special allotment release orders (Saro)

of the Priority Development Assistance Fund (PDAF). Further, a number of local government units (LGUs) exceeded the cash limits in paying cash advances for pork barrel projects, did not follow National Budget Circular (NBC) No. 537

which aims to enforce strict guidelines on the use of pork barrel funds, and did not return the PDAF funds after it was declared unconstitutional by the Supreme Court. Some of the LGUs mentioned were those in Metro

Manila, Western Visayas, Bicol, Calabarzon, Cagayan Valley, Central Visayas, and Ilocos, among others. Santiago said that whatever remaining PDAF allocations must be remitted immediately to the National Treasury, following the Su-

preme Court decision declaring the pork barrel system unconstitutional. She urged the Senate to strictly monitor public funds against ghost projects so that transparency can be practiced in all stages of the implementation of projects.

Globe Business bolsters public sector ICT infra with government data center co-location

LOBE Business, through its ITEnabled Services Group (IG), recently announced that the Department of Science and Technology (DOST), through the Integrated Government Philippines (iGovPhil) project, will co-locate the government files and resources in the telco’s advanced and highly-secure data center. The data center to be housed at the Globe facility is the second National Government Data Center, the government’s main information hub for all government agencies, being built by the iGovPhil. The said project is in line with the eGovernment Master Plan, which adopts a wholeof-government approach to information and communications technology infrastructure and shared government applications for better and more efficient public service delivery. “By co-locating in a commercial site, the government will be able to leverage the private service provider’s advanced facilities and long experience in the ICT business,” iGovPhil

project director Denis Villorente explained. The government, he said, adopted the strategy of establishing several data centers to ensure availability and redundancy for additional security and protection of government files and resources. “Two data centers are now up-and-running, with another one being built at a facility owned by the government,” he added. After the completion and formal acceptance of the Globe data center facility by iGovPhil, government agencies starting this year are required to co-locate to the National Government Data Center. Agencies with existing and new data center requirements are instructed to use this facility moving forward. Said facilities will serve as launching point for DOST-ICTO's other services through iGovPhil, including government email, web hosting and document management, among others. According to Globe Telecom Vice President for IG Reynaldo Lugtu, “Globe is more than ready to power

data and infrastructure requirements of the Philippine government. GENERAL SANTOS CITY - Tuna industry players here are upbeat over the impact to the area’s tuna exports of the recent decision of the European Union (EU) to include the Philippines in its Generalized System of Preferences Plus (GSP+) list. Richie Rivera, executive vice president of the RD Group of Companies here, said the EU’s decision would boost the area’s tuna industry, especially the processed and canned tuna exports. EU’s GSP+ mainly grants zero duty or tariff to over 6,000 eligible exports from the country to its memberstates. But Rivera said the GSP+ status only covered processed and canned tuna products caught by 100-percent Philippine-registered vessels. “If foreign caught, the

GSP+ won’t apply,” Rivera explained. RD Tuna Ventures, which is controlled by the RD Group, has shifted its fishing operations in Papua New Guinea where it also owns a tuna canning plant. Rivera nevertheless said they are supporting the trade agreement. The city, which is home to six of the country’s tuna canneries, is dubbed the “Tuna Capital of the Philippines.” The industry generates annual export receipts of around USD350 million and directly employs about 20,000 workers. In the first half of the year, the country’s tuna exports, which includes fresh, frozen, preserved or preserved in airtight containers, netted around USD125.65 million in total receipts.

Such figure was only based from the shipments during the period to the European Union. The other top tuna export markets are the United States, Japan and the Middle East.
