Duterte calls on NPAs to stay away during Palarong Pambansa

AGUM City, Davao del Norte Regional Peace and Order Chair (RPOC) Mayor Rodrigo Duterte has called on the New People’s Army (NPA) and other armed groups to stay away during the duration of the 2015 Palarong Pambansa.

He, however, confirmed there is no present threat to disrupt the holding of the national games.

Amid his war ning , Duterte however assured that the NPA will not create disorder in such kind of event. He also emphasized

his warning is not only addressed to the rebel movement but also to other armed groups that are operating in Davao region.

“If there is trouble – it will not be from the NPAs. They do not want to do it,” the mayor told reporters

during the RPOC meeting in Tagum City Monday.

The RPOC was convened to tackle the security plan for the Palarong Pambansa which will kick-off on May 3 in Tagum City where some 10,000 athletes and coaches are expected to converge. The organizers have also invited President Benigno Aquino III to grace the opening ceremony on May 4.

In a scale of 1 to 10, Duterte gave Davao Region a security level of 3 in Davao region with slight disturbance. He promised Davao City’s full support in terms of funds and manpower. “We will be utilizing

available security forces,” he assured.

Duterte said a low security threat level does not mean reduction of government forces. “The gathering here requires protection… we expect for anything… but we don’t expect for bombings,” he said further.

He said he would respect any security plan for the Palaro. He said his policy for Davao City also applies for Davao del Norte for which the decision of the military and police on matters connected to security and public safety cannot be questioned.

Vicente Danao said they have already committed 30 police officers from the Public Safety unit while 350 will secure Davao City especially during the arrival of the delegates.

Davao City will be the converging point for those coming from Luzon, Visayas and some parts of Mindanao. People are also expected to tour around the city as side activity of the Palaro.

The commanding officer of 10th Infantry Division, Maj. Gen Eduardo Año also assured the full security of the delegates. He said checkpoints in all strategic areas will be established. He

also assured full coordination with other army forces in Region 12 and 13.

Año committed the 103rd company to augment the police and army forces to secure the Palarong event.

Davao del Norte Governor Rodolfo del Rosario had earlier announced “it’s all system go” for the national games. He said there will be 18 delegations arriving before May. Delegates from Davao region, for example, are already in Tagum to prepare ahead of the games opening.

Aside from athletes and coaches, relatives and friends are also expected to arrive in Davao. (PNA)

"China should not be allowed to use its military and economic might to bully smaller countries like the Philippines," Duterte declared in previous statements on the issue.

Duterte said now is the right time for the United States to show to its partners in South East Asia, especially the Philippines with which it has a Mutual Defense

Treaty, that it could provide them protection against a military giant like China.

Duterte's trip to Mindoro island is part of his nation-wide "Listening Tour" during which he advocates for a shift from the Presidential to a Parliamentary form of government.

His visit to Mindoro, however, comes at a time when the Philippines' dispute with China is at its tipping point.

The Armed Forces of the Philippines released Monday new photos of the reclamation projects being done by Beijing in islets and atolls which are already well within the country's 200-kilometer Exclusive Economic Zone (EEZ).

The reclamation, according to the AFP, has destroyed coral reefs with total damages placed at $100-M. Vessels belonging to the Chinese Coast Guard were also involved in a water-hosing incident with small Filipino fishing boats which sailed in the country's traditional fishing waters.

China is apparently turning coral reefs in the area into airstrips and small ports capable of handling military aircraft and ship, a move which has created tension among other claimant countries like the Philippines, Vietnam, Taiwan and even Malaysia.

Duterte had earlier pointed out

that China's imaginary 9-dash line which stretches from its territorial waters deep into the West Philippine and the international waters violates the territorial rights of smaller countries.

"This is no longer just about the small atolls owned by the Philippines which are now being occupied by China. This is already an international issue because China's 9-dash territorial sea claim in the vast South China Sea will restrict the movement of international shipping and trade and commerce," Duterte earlier said.

He said the 9-dash Line that China has drawn in the South China Sea will effectively close

the international sea lanes to other countries.

In a similar visit to Palawan, two months ago, Duterte said that the problem with China should be approached using three strategies.

The first would be to continue the Philippines appeal for arbitration with the United Nations, he said.

The Philippines could also engage China in bilateral negotiations, Duterte suggested.

However, if everything else fails to resolve the issue, the next President of the Philippines should take a more assertive action to defend the country's sovereignty, Duterte stressed.

CAGAYAN de Oro City––The Diocese of the Iglesia Filipina Independiente (IFI) in Malaybalay City in Bukidnon is calling on the government to protect the five Higaonon minors under the church’s custody from harassment by any person or group.

This, after Bishop Raul Amoricillo of Malaybalay complained that the Department of Social Welfare and Development (DSWD) and Philippine National Police (PNP) personnel from Libona, Bukidnon trooped to the church’s regional office in Cagayan de Oro City last Sunday searching for the minors.

The minors were among the 13 persons arrested by PNP-Libona at a checkpoint in Barangay Sil-ipon in Libona town last April 5 having been suspected of being members of New People’s Army (NPA) rebels.

Heightened security assured despite low threat level to Palaro TAGUM City––Strict security arrangements will be observed for the duration of the Palarong Pambansa on May 3-9 in this city even if the threat level to the event is considered low, Davao City Mayor Rodrigo Duterte said on Monday.

Duterte, chair of the Regional Peace and Order Council of Region 11, assured the athletes and spectators of an intensified security for this year’s Palaro.

Duterte, who addressed reporters before the closeddoor RPOC meeting here, said that on a scale of one to 10, the threat level is three.

But the mayor said the low security threat level did not mean the government will reduce the deployment of security forces.

He assured that the government will utilize all available security forces for the duration of the event.

“Even if the scale is 10, three or two, the intensity of security should be the same. Every gathering here requires full attention. I don’t expect bombing but we have to be prepare. God

forbid,” he said.

On Friday, Davao del Norte Gov. Rodolfo del Rosario emphasized that security measures have already been drawn out for the national games.

In a press briefing in Davao City, del Rosario assured that security will cover the delegations and spectators from petty crimes.

He added the police and military have identified strategic places for checkpoints.

“We are very much ready to hold the Palarong Pambansa 2015,” he said.

At least 50,000 people are expected to arrive in the city for the Palaro, del Rosario said. About half of the visitors are athletes, crew and their families coming from 18 regions across the country.

The games will be held at the Davao del Norte Sports Complex except for the gymnastics which will be held at the Panabo City gymnasium.

Duterte also asked the public to be courteous whenever the police or soldiers conduct inspections at checkpoints.

Everybody including government officials must submit for inspection, he stressed. “If you have questions, don’t argue with the soldier on duty, look for the commander. But I want the police and soldiers to be in full uniform with nameplates.”

The City Government of Davao may provide additional financial assistance for the beefing up of security as well as augmentation forces for the event, he added. (Keith Bacongco/MindaNews)

Why BBL? THE ongoing peace process between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) is among the measures being pursued to substantially reduce threat to security and peace and order in Mindanao from armed groups that foment lawlessness and instability in the South according to Presidential Adviser on the Peace Process Teresita Quintos Deles.

Peace between government and MILF means peace with the largest, most organized armed group which has been fighting government for decades. Ending this armed conflict means that this organized armed body ceases to fight the government and instead becomes a partner in addressing the problems facing the country, including problems of lawlessness in the South.

We could agree to that provided that there would be a sure and effective exercise of the rule of law over areas previously outside its reach and were ungovernable.

Deles’ statement came after a published news report quoted a study funded by the World Bank which noted that political

violence related to rebellion and insurgency inflicts the “largest human cost” that affect Philippine development.

The government had already concluded that negotiating with the MILF, which has concluded with a peace Editorial agreement and its legal iteration, the Bangsamoro Basic Law (BBL), would make efforts to address the root causes of the conflict in Mindanao more effective.

That the BBL could address the threat from armed groups in Mindanao, and the peace agreement with the MILF and the establishment of the proposed Bangsamoro in the BBL would be an indispensable big step towards disarming not just the MILF but other threat groups in Mindanao is an acceptable argument. However, realization remains to be seen.

Deles is positive that the decommissioning process will cover not only the MILF but also other armed groups, thus, the BBL will have a multiplier effect. We hope so.

Under the Comprehensive Agreement on the Bangsamoro which the government and MILF

signed on March last year, the MILF agreed to decommission its firearms and weaponry and its 11,000-strong Bangsamoro Islamic Armed Forces (BIAF) in exchange for the establishment of a political entity with genuine autonomy to replace the Autonomous Region in Muslim Mindanao. Its fighters would undergo a normalization process so they could resume lives as ordinary citizens, and not as combatants anymore.

The CAB -- a product of more than 17 years of peace negotiations between the Philippine government and the MILF -- has also made the MILF, the biggest armed group in Mindanao, to undergo a transformation from a secessionist movement to a political group with intentions to participate and field candidates in the coming elections.

We agree with Deles that the challenge is tough but unavoidable and doable through a combination of MILF cooperation and government law enforcement, but the rule of law begets trust and vice versa.

We can only hope that both will encourage people to choose lawful ways to resolve conflict or to sustain life.

The phenomenon of local government units, or cities and municipalities in the country having two mayors, seems to have afflicted even the far-flung town of DitsaanRamain, in the province of Lanao Del Sur. In a motion for clarification that was filed with the Ombudsman on Friday, April 17, 2015, the acting Mayor who was installed after the elected Mayor was suspended is complaining, through her lawyer, that the suspended Mayor reassumed his office even if the six month-period of his suspension is not over yet.

Fortun’s Scholarship Program for Academic Year 2015-2016 opens

BUTUAN CITY – The Office of Representative Lawrence Lemuel Fortun has announced the opening and acceptance of applications for scholarship for Academic Year 2015-2016 for the First District of Agusan del Norte (Butuan City and Las Nieves).

The scholarship program is under the Student Financial Assistance Program (StuFAP) Tulong Dunong program of the Commission on Higher Education (CHED) in partnership with the Office of Representative Fortun.

Last year, at least 1,810 students coming from the different barangays here and Las Nieves, Agusan del Norte, were awarded scholarship grants under the same scheme. An orientation and awarding ceremony was held at the Caraga State University (CSU) Gymnasium in Barangay Ampayon on March 20, 2014 and graced

by Rep. Fortun.

For this year, the bulk of the grant through the Tulong Dunong scheme ranges from P6,000 to P12,000 depending on the student’s tuition needs and rank. All applications for the program are ranked based on the applicant’s latest grade and income bracket. The scheme also prioritizes courses identified by CHED. Fortun encouraged the students to make good of the assistance since all are given the opportunity to avail themselves of the government assistance.

“Let this be a tool in attaining your success in life. Take advantage of it.

Make good in your studies as your way of giving back to your parents their hard work in order to send you to college,” he said.

Deadline for filing of application is on April 30, 2015.

It's better that we have to prepare especially in response to national security," emphasized Rabusa.

Rabusa reiterated that the duty of the AFP is to develop our citizenry to take responsibility and join the unit as reservist. They will form part of the noncombatant force to defend families and the country especially during disasters/ calamities/war.

Also, BGen Paolo Leo Ma G Miciano, Commander of Army Reserve Command disclosed that the AFP continues to advocate for more incoming reservists that could extend help to the citizenry in times of disasters/ calamities and emergencies.

"I'd like to point out that as far as the AFP is concerned, we are continuously looking for potential reservists from different sectors. Not only in the schools where we trained students in the ROTC program but we also want to train those retirees who want to join the forces, as well as other individuals who already have jobs but want to serve the citizens as reservists," stressed Miciano.

DENR sets Earth Day activities today in Zamboanga del Sur

AMB OANGA CIT Y – Thousands of mangrove propagule planting will be the main highlight in the observation of the 45th Philippine Earth Day here in the region.

The observance of the Earth Day in the country, which falls on April 22 each year, is in line with the Presidential Proclamation 1481, series of 2008.

DENR Regional Director Arleigh Adorable said the mangrove propagule planting will

be held in Barangay Bulanit, Labangan, Zamboanga del Sur. Adorable said the activity will be participated in by the DENR personnel, people’s organization and beneficiaries under the National Greening Program (NGP), L abangan municipal government employees, youth, residents and other stakeholders.

Adorable said it will be followed by a beach clean-up activity at Tukuran Beach, Tukuran,

Zamboanga del Sur. He said they have linedup several other activities in line with the obser vance of the Earth Day and these are: wildlife trafficking meeting of the technical working group; bird identification/orientation and organization of bird club; attendance to the wildlife conservation society of the Philippines symposium; attendance to the national caving congress; site visits to Mount Timolan

protected landscape; wildlife handling; permitting and enforcement training workshop; and, the conduct of a local bird festival.

This year’s obser vance is anchored on the theme: “Earth Day Every Day, Everywhere, for Everyone.”

Adorable said the same theme had been use for the past three years “to remind the citizenry that all our actions would have a direct effect on the environ-

ment.”

The celebration of Earth Day is an international event with founder U.S. Senator Gaylord Nelson who began its movement in 1970.

It is the largest civic event in the world celebrated simultaneously by people of all backgrounds, faiths and nationalities.

The E ar th Day Network (EDN) reaches over 22,000 organizations in 192 countries.

Dipolog gets above ideal functionality level on children’s protection and welfare

DIPOLOG CITY – The city government here got an above ideal level of functionality in the protection and welfare of children, according to the Regional Inter-Agency Monitoring Task Force on the functionality of the Local Council on the Protection of Children (LCPC).

The task force led by LGOO Jaber Jamani of the Department of Interior and Local Government (DILG)9 on Wednesday was here to conduct an assessment to the provincial government on its programs and projects for the protection of children.

The LCPC, which is composed of the DILG, Department of Social Welfare and Development (DSWD), National Economic and Development Authority (NEDA), Department of Health (DOH), National Nutrition Council (NNC), Department of Education (DepEd) and the Philippine Information Agency (PIA), is a council organized at the provincial, city, municipal and barangay levels, serving as the umbrella organization for all children’s concerns that advocates child’s rights and the implementation children’s programs at the local levels.

Proposed courses/qualifications include Organic Agriculture NC II (National Certificate II), Masonry NC II cum Production, Motorcycle Repair, Plumbing, Carpentry, Cookery.

The Special Training E mpl oy me nt Pro g r am (STEP) will be adopted as implementation guide.

The capacity building initiative will be community driven and resource based to ensure clear market profitability and employability.

All proposed courses are based on the result of the participatory livelihood issues analysis (PLIA) which was earlier conducted in the identified areas by DSWD Project Development Officers.

TESDA will implement the training while DSWD covers the training cost which includes provision of starter kit per program participant.

Part of identified training participants are Pantawid Pamilya recipients to access them to better livelihood opportunities.

GENERAL Santos City -The Department of Labor and Employment (DOLE) in Region 12 is targeting to generate around 70,000 job vacancies for the upcoming Labor Day job fairs in the area.

Ofelia Domingo, DOLE Region 12 director, said they are currently finalizing negotiations with various companies as well as local and overseas job placement agencies that have signified to join the May 1 job fairs.

She said the activity will be conducted in two shopping malls in this city and one in nearby Koronadal City.

“We’ve already enlisted

80 employers for the three job fairs and we’re also receiving positive feedbacks from the other entities,” the official said.

In this city, she said the KCC Mall of GenSan has already agreed to host anew one of the scheduled job fairs.

Domingo said they have yet to finalize with the management of the SM City mall here for the simultaneous hosting of a similar event.

“We’re still evaluating whether we could hold it again at SM as our central office required that all venues for the May 1 job fairs should be labor law-complaint,” she said.

She said such requirement was earlier relayed to the regional office through a directive issued by Labor Secretary Rosalinda Baldoz.

THE EcoWaste C oali tion, a toxics watchdog, announced Saturday that parents, if not careful, may be unintentionally exposing their kids to health damaging chemicals lurking in some polyvinyl chloride (PVC) plastic swimming toys.

The group urged parents to take precautions after receiving the results of laboratory tests it had commissioned to determine if locally-sold kiddie swimming floats comply with national and international regulations on phthalates.

Phthalates are synthetic chemicals added to PVC plastic to make it pliable and hard to break. These chemicals, known to disrupt hormone functions, have been linked to reproductive and developmental health problems, especially among vulnerable children.

Product Safety Improvement Act of 2008, the European Union’s REACH Restricted Substances List, and the Department of Health Administrative Order 2009-0005 as amended in 2011 ban phthalates BBP, DBP and DEHP in amounts greater than 0.1 percent in children’s toys, and further ban phthalates DIDP, DINP and DnOP in concentrations above 0.1 percent in children’s toys that can be placed in a child’s mouth.

Test results from SGS, a global testing company, showed three of the four swimming floats bought by the EcoWaste Coalition from retail stores in Quiapo, Manila for PHP50 to PHP129 each and sent to the laboratory for analysis exceeded the 0.1 percent limit for phthalates in children’s toys.

“It’s lamentable that

some swimming toys containing excessive levels of toxic chemical plasticizers in violation of national and international regulations are being sold in the market,” said Thony Dizon, coordinator of the EcoWaste Coalition’s Project Protect.

“Children’s safety from drowning is a top priority as they frolic in the water to beat the summer heat.

We need to keep them safe from drowning, as well as from toxic pollutants that can put their health at risk,” he said.

As per laboratory test results: 1. A yellow and orange swim ring with sun design, costing PHP59, had 19.6 percent DEHP and 1.29 percent DINP. 2. A blue swim arm band, costing PHP50, had 19.4 percent DEHP. 3. A blue and white “baby boat” float with a yel-

low steering wheel, costing PHP129, had 17.5 percent DEHP and 0.78 percent DINP. The fourth sample, a yellow inflatable ring labelled “phthalate-free,” costing PHP99.75 and procured from Toy Kingdom Express at SM Department Store in Quiapo, Manila, passed the regulatory limit for phthalates.

“We’re happy that the product’s claim of being phthalate-free is true. This proves that swimming floats can be manufactured sans toxic phthalates and that parents have the option of buying safe swimming toys for their kids,” Dizon said.

The government had earlier warned that “phthalates in children’s toys particularly those made of soft plastic materials or PVC have been found to leach out from the toys when they are sucked or chewed

as commonly practiced by children.”

“Phthalates may cause adverse health effects such as liver and kidney wounds, reproductive abnormalities and immune system defects,” the government said.

To stop the trade of toxic swimming toys during the summer months, the EcoWaste Coalition urged the national and local health authorities to take swift action against manufacturers, importers, distributors and retailers of such toys that do not comply with the government’s toy registration, safety and labelling requirements.
