CAGAYAN de Oro City––A 54-year-old man suspected of raping her daughter’s daughter was nabbed by the police on Monday. The suspect, identified by the police as Virgilio Hemostra of barangay Dayawan, Villanueva, Misamis Oriental, was arrested in barangay Lapasan, Cagayan de Oro City. Sr. Insp. Rogelio Labor, chief of the Villanueva police office, said Hemostra was the subject of a complaint by his daughter who reported to the police that her daughter, the suspect’s granddaughter, was raped by her father. CAGAYAN de Oro City-Despite some concerns, the proposed Bangsamoro Law is receiving overwhelming support from residents in Northern Mindanao, the chair of the House of Representatives Ad Hoc Committee on the Bangsamoro Basic Law said. “I saw the universal support for the proposed Bangsamoro law. It is undeniable,” Rep. Rufus Rodriguez, (2nd district, Cagayan de Oro City) told MindaNews . Makabayan bloc calls for probe on violations of children’s rights

AVAO City - The Makabayan bloc has called for the investigation on human rights issues in several areas in Mindanao allegedly effected by the Department of Education’s Memorandum 221, series of 2013, or the “Guidelines on the protection of children during armed conflict.” In a statement emailed to MindaNews, the bloc supported the call for investigation and pullout of troops by convenors of the Manilakbayan 2014 movement, a group traveling to Manila to protest alleged human rights violations by the Armed Forces of the Philippines in various areas in Mindanao. The protest caravan kicked off in Davao City in November. In a statement, Manilakbayan spokesperson Fr. Christopher Ablon said the AFP memorandum allowed the military to conduct “surveillance and military operations” in schools. “Republic Act 7610, also known as the ‘Special Protection of Children Against Abuse, Exploitation and Discrimination Act,’ establishes that schools are to be zones of peace, being primarily inhabited and functioning for the use of children,” Ablon said.

“Unfortunately, the same cannot be said in practice as well as in policy. Especially in rural areas, the military and paramilitary forces have been known not only to encamp in and around schools and communities, but have also attacked schools, with multiple cases of threat, harassment and intimidation of students and teachers, indiscriminate firing, and arson.” Ablon cited the following cases: - In Sitio Kabuluhan, Agustin, Surigao del Sur, a community cooperative school was reportedly burned down by the AFP’s armed paramilitary group. Villagers who approached the soldiers and told them to put the fire out were indiscriminately fired at. In addition, the community cooperative store was ran-

sacked; - In Sitio Kabalawan, Lianga, Surigao del Sur, in a school under The Tribal Filipino Program, a school building with two classrooms was also burned down by paramilitary and state forces; - The B’laan Literacy School and Learning Center in Malapatan, Sarangani was occupied by military units for three months; - Salugpungan Ta Tanu Igkanogon Community Learning Center Inc., in

Center, revealed that 1,014 persons were accounted as afflicted with HIV-AIDS in Davao City as of September this year. In Davao Region, there were a total of 1,220 persons afflicted with the illness. Ramiterre said the number of recorded cases comprises only of people tested by the CHO. “The number may multiply by five or six because it takes time for the symptoms to manifest to patients before they avail of our services,” Ramiterre said during Kapehan sa Dabaw at SM City Davao in time for the commemoration of the World AIDS Day Monday (Dec. 1). She said that Davao Region contributes six to eight percent to the national figure

Church, military joins burial of unknown communist rebel Bukidnon • Camiguin • Lanao del Norte • Lanao del Sur • Misamis Occidental • Misamis Oriental

CAMP EVANGELISTA, Cagayan de Oro City-The military and church officials on Tuesday joined hands in burying an unknown rebel whose skeletal remains were recovered in the mountain trails of Bukidnon two days ago.

Maj. C h r i st i an Uy, spokesperson of the army’s 4th Infantry Division, said that the army’s special forces retrieved the skeletal remains of the unknown rebel in the mountain trails of Silipon, in Libona, Bukidnon last Sunday morning. He said that the skeletal remains were wrapped in a mosquito net that was left along the mountain trail in the farming village of

Alawon in Sil-ipon. Uy said that Lt. Col. Nasser P. Lidasan, commanding officer of the army’s special forces, together with Church officials led the simple burial rites in the public cemetery of Sil-ipon. He said that the local residents and government troopers also witnessed the burial rites of the unknown remains of a person believed to be a combatant of the New People’s Army (NPA). Uy said that residents in the village told military and village officials that they noticed a group of armed men bringing along with them some wounded comrades about two months ago. The military, police, and local residents are still trying to establish the identity of the skeletal remains, Uy said. He said that the simple

but decent burial of enemies killed during gun battle is part of the Christian values that the military respects continue to uphold. Last month, the military has also worked for the identity and decent burial of a communist rebel who was killed in a firefight in the hinterlands of Claveria in Misamis Oriental. Uy said that the government troopers carried the remains of Francisco Mansiguiao, a member of the tribal community, who was killed during a running gun battle in the dense forest of Misamis Oriental. Relatives later claimed Mansiguiao’s body. Provincial Governor Yevgeny Vincente Emano has extended support in providing Mansiguiao a decent burial, in the traditional tribal rites.

Cmte on ethics to probe incidents involving two dads

VICE Mayor Caesar Ian E. Acenas yesterday tasked the City Council committee on ethics and blue ribbon chaired by Councilor Leon Gan Jr. to conduct a probe on the incidents that took place between Councilors President Elipe and Zaldy Ocon on two occasions. This is in response to the special manifestation of Councilor Adrian L. Barba, during the regular session Monday presided over by the vice mayor. The councilor reminded his colleagues that the House Rules of the 17th City Council was approved in July 2013. “Gikan niadto hangtud karon walay ni-object adto nga house rules. The booming city is wilting Cagayan De Oro City, the trading capital of Northern Mindanao, is fast becoming the largest natural dumpsite in the country. With noticeable waste and filths that clutter around the city’s downtown and the suburbs, the people now start nitpicking. What is happening? The local officials are projecting the city as the “City of Golden Friendship,” but it seems nothing is left of that moniker anymore. Once, in an effort to sway domestic and foreign tourist to come to the city, City Mayor Vicente Emano coined the catchphrase: “The City of Bloom, Bosom, and Boom.”

For instance, on Nov. 2011, the New 7 Wonders launched a search for the New 7 Wonders Cities in Southeast Asia. The competition lasted until December 2012 with 1,200 cities from 220 different countries around the world submitting nominations. In the final months from November 2012 to December 2012, only 300 cities from 77 countries have been initially shortlisted until the remaining 28 cities were chosen as the finalist. In the Philippines, Vigan City was listed at the top while Cagayan De Oro City took the fifth rank. Anyway, whether Cagayan De Oro really won the competi-

If the airline company could have such grandiose airport terminal, imagine how their upkeep is of their aircrafts. This fact can be experienced by any air passenger taking any of the local flights of AirAsia. Their crew, from their pilots to their cabin crew, are well trained in flying their aircraft and in dealing with passengers on board, respectively. So far, I have never experienced any bumpy landing in all the flights I have taken with the airline and have never witnessed or experienced any mishandling of passengers by their ground personnel and

Works on multimillion bridge in Caraga nearing completion BUTUAN City--A massive bridge project of the Department of Public Works and Highways (DPWH) in Surigao del Sur will soon be completed; its current accomplishment rate is 78%. This was disclosed by DPWH-Caraga regional director Danilo E. Versola, citing the construction of P738-million Tago-Lapaz Bridge, a 12-span, 320 lineal

meter bridge, connecting Barangay Poblacion, Tago, and Barangay La Paz in Bayabas. Versola said Secretary of Public Works and Highways Rogelio L. Singson ordered the DPWH-Caraga office to fast track the completion of the much delayed project which faced several stoppages in its phases of construction since 1991.

Singson, when he assumed office as DPWH Secretary, ordered all the bridge projects taking years to complete be finished under the term of President Aquino. One classic example of these bridges is the Aluling Bridge in Cervantes, Ilocos Sur, which was conceptualized way back in 1978 with construction activities started in 1990.

Feeding dreams to success

The bridge finally opened to traffic in March 2013. The final stage for the completion of the TagoLa Paz bridge costing P60 million involves the furnishing and launching of portions of span 7, 8 and 9; construction of spans 5, 6, 7, 8, and 9; construction of concrete railings both sides from pier 4 to pier 9; and the repair and construction

of craneway. The final stage of work may be finished this December if the weather permits, said Versola. Situated near the Pacific Ocean, the project area usually experiences rainy weather condition during “ber” months, which hamper the progress of works. Upon completion, the Tago-Lapaz Bridge shall

serve as an alternative bridge to the existing 200-meter old Gamut Steel Bridge along Surigao-Davao Coastal Road. It will also shorten travel time within Surigao del Sur’s coastal municipalities, and eventually, improve the peace and order condition in the area boosting the economic activities in the whole province. “LIFE is better when you get to buy commercial rice and you won’t have to eat NFA rice anymore,” bragged Lilibeth Polinar, 50 years old, President of Mararag 2 SKA of Barangay Mararag, Marihatag, Surigao del Sur. Libeth recalls how she used to loan money just to pay her debts. “It was a never ending cycle,” she reminisced. Until, the Sustainable Livelihood Program (SLP) came in 2013 when she saw that light of opportunity. Having been a hog raiser and a tenant rice farmer for many years, she and her husband Cirilio, 54, had always dreamt of owning a piggery and their own land to farm. However, they don’t have the capital. In March 2013, the SLP came into the picture, the said Program lent money to Libeth as a start up capital to set off her Project amounting to P7, 000. With the borrowed money, she purchased three sacks of feeds for her hogs. After a month she sold her fattened hogs for almost P20,000, with this big return of investment Libeth and Mang Cirilio decided to finance a rice paddy. And the fruit of the harvest they’ve decided to venture into another, the Multi – grains retailing business. Libeth opened the Polinar Agrivet Supply located at the Poblacion, along the hi-way. Libeth now enjoys an average monthly income of P440,000. From the earnings and incentives, she was able to

But what do we look for as a people in a candidate who we want to lead this benighted country from 2016 to 2022? And do these likely candidates possess the qualities we are looking for in our would-be president? The vice president is very aggressive in his intention

to succeed Aquino. But his aggressiveness does not necessarily mean possessing the qualities the Filipinos are looking for in their wouldbe president. Miriam, on the other hand, is a good news copy, a good news source but this does not mean she walks her talk. In fact, there is a wide disconnect between her talk and her ways. Cayetano, for his part, presents himself as an alternative to all, but up to this point he still has to show something more solid and more concrete to convince the electorate that indeed he has the wares of a good president who could lead this country out of the mess it is in. Roxas is timid in admitting he is salivating the post now held by Aquino that before the 2010 elections he wanted to covet if not for the death of Cory that catapulted her son to the limelight up to his election as a reluctant president. We are looking for somebody who truly understands the dynamics of poverty and thus provide much needed solutions to it. We do not need somebody who because of his skin color claims he is of poor descent therefore has the monopoly of understanding poverty’s dynamics. We do not need a politician who is only good at spewing sound bites solely for the purpose of landing on the news much more somebody who is fond of using official functions in aid of media mileage. And we do not want somebody who still has to understand the dynamics of poverty on account of his aristocratic pedigree. Bottom line is, not one of the four deserves to become president of the land hence the compelling need for us to look for that person who can lead this country out of poverty because he has no regard for statuses in life. Paduganan, it was resolved as the body does hereby, RESOLVED, to enact as the body does hereby enact the following Ordinance: ORDINANCE NO. 23, S. 2014 “AN ORDINANCE AMENDING CHAPTER III (Municipal Investment Council) AND CHAPTER V (INCENTIVES) OF ORDINANCE NO. 02, S. 2005, OTHERWISE KNOWN AS THE INVESTMENT INCENTIVE CODE OF THE MUNICIPALITY OF TAGOLOAN, MISAMIS ORIENTAL, IN THE MANNER PROVIDED FOR HEREIN.” BE IT ORDAINED by the Sangguniang Bayan of Tagoloan, Misamis Oriental, that: SECTION 1. Chapter III (Municipal Investment Council) and Chapter V (Incentives) of Ordinance No. 02, s. 2005, otherwise known as the Investment Incentive Code of the Municipality of Tagoloan, Misamis Oriental, is hereby amended, to read in full as follows: CHAPTER III The Municipal Investment Council SECTION 5. Local Investment Council. There shall be created a Municipal Investment Council (MIC) for the purpose of overseeing the implementation of this Municipal Investment Code. SECTION 6. This Ordinance shall take effect after its complete publication in local newspaper of general circulation and information. SECTION 2. EFFECTIVITY CLAUSE. Lighting of Christmas lights rolls out “Pasko sa Iligan” ILIGAN CITY - The City Government’s annual Christmas festivity dubbed as “Pasko sa Iligan ” formally kicked off, on December 1, 2014. The opening salvo , switching on Christmas lights on adopt a tree project at City Hall and the lighting of the giant Nativity at City Plaza and releasing of balloon highlighted the ceremonial opening of the Christmas festival in Iligan City. John Codilla, focal person for Human Immunodeficiency Virus (HIV)/AIDS of the South Cotabato of the Integrated Provincial Health Office (IPHO), said Tuesday the nine fatalities were among the 53 new HIV/AIDS cases that emerged in the area from January to September this year. He said the nine deaths all involved males who were already suffering from full-blown AIDS and the late stages of the disease when they submitted themselves to testing. “By the time their results came out, it was too late for them to undergo treatment as the disease already progressed

to the end stages,” he said in a media forum in Koronadal City. Three deaths were recorded in Sto. Nino town; two each in Koronadal City and Polomolok town; and, one each in Tantangan and Surallah towns. The victims died of severe complications of “opportunistic infections” or diseases like tuberculosis, pneumonia and Kaposi’s sarcoma, which is a cancer that develops from the cells that line the lymph or blood vessels. Of the 53 new cases, Codilla said 13 were already full-blown AIDS while 40 were asymptomatic HIV. He said most of these cases were detected by the IPHO’s HIV screening and testing center based in Koronadal City later confirmed by the Department of Health’s Sexually-Transmitted Diseases (STD)/AIDS Cooperative Central Laboratory (SACCL) in Manila.

A total of 48 cases involved males, 11 of whom were former Overseas Filipino Workers, he said. Codilla said 25 of the new HIV/AIDS victims were aged 25 to 34 years-old and 16 were within the 15 to 24 years-old age range. He said the youngest victim was aged 15 years-old and among the latest cases involved two male students of a university in Koronadal City. “There has been an increasing trend in terms of (HIV/AIDS) infection among young professionals or those within the productive ages,” he said. With the detection of the 53 new HIV/AIDS, Codilla said the province’s disease incidence now stands at a total of 194. He said 184 of these cases were only recorded from 2010 up to the present. “So far, we’ve been detecting

an average of one case every week and we receive inquiries for screening and testing on a daily basis,” he said. Dr. Rogelio Aturdido Jr., IPHO chief, attributed the rise in confirmed HIV/AIDS cases in the province to the increasing awareness among various vulnerable sectors. “Our current rate of HIV/ AIDS detection is quite alarming but were also looking at it as a positive sign that our awareness campaigns and calls for voluntary testing have been gaining ground,” he said. He said they consider the 194 confirmed cases in the province as just the “tip of the ice berg.” “We expect to detect more cases in the coming months as more people are now aware of it and submitting themselves to testing,” he said. Aturdido said the IPHO has a special unit that conducts HIV/

AIDS testing and counselling for free and in confidential manner. Those found positive are immediately referred by the IPHO to the Southern Philippines Medical Center (SPMC) in Davao City to undergo maintenance or antiretroviral drug treatment. Antiretroviral drug treatment mainly stops the multiplication of the infected person’s viral load and eventually prevents them from further spreading the disease. In some countries, the use of antiretroviral drugs has helped effectively lower the incidence of HIV infection to about one percent and eventually stabilized the detected cases. Aturdido said 52 of the HIV/ AIDS victims are currently receiving antiretroviral from the SPMC, which is the DOH’s main treatment hub for the disease in southern and central Mindanao. (MindaNews)

prehensive and inclusive consultations in the history of the House of Representatives.” Rodriguez added that the Ad Hoc Commitee “will then deliberate on the bill when we resume session on January 19.” Plenary debates are “expected starting Feb 2 and approval by end of February,” Rodriguez said. Future Bangsamoro can enact laws for protection of Lake Lanao

ARAWI City, Lanado del Sur -The future Bangsamoro government has the authority to enact laws for the management and protection of Lake Lanao which is classified as an inland water, Government of the Philippines legal team head Anna Tarhata Basman said during a public consultation of the House of Representatives’ Ad Hoc Committee on the Bangsamoro Basic Law in this city. Basman addressed the issue on Lake Lanao which is among the top concerns of local executives, members of academe, religious sector, federation of sultanates, and youth who generally cited support to the

passage of the Bangsamoro bill, which is also known as House Bill 4994, OPAPP said in a statement. Basman cited a provision in the Bangsamoro bill that pertains to Lake Lanao as inland waters. Article XIII, Section 22 of the bill says: ”The Bangsamoro Government shall have exclusive powers over inland waters, including, but not limited to lakes, marshes, rivers and tributaries. The Bangsamoro Parliament shall enact laws on the regulation, management and protection of these resources. It may create a Bangsamoro office and authorities for specific inland bodies of water that shall exercise management

powers over these bodies of water.” It further says that “the Bangsamoro Government shall ensure that the utilization of these waters shall primarily be for the benefit of the people in the Bangsamoro and shall ensure that communities in the Bangsamoro in whose territory these waters are found are given an equitable share from the revenues generated from such utilization.” However, Basman clarified the distinction between Lanao Lake as an inland water and as an energy source. She noted that as an energy source, existing hydropower plants in Lake Lanao which are connected to the national grid will remain un-

der the concerned national government agencies. According to Section 3 of Article V of the bill, “when power generation, transmission, and distribution facilities are connected to the national transmission grid, the Central Government and the Bangsamoro Government shall cooperate and coordinate through the intergovernmental relations mechanism.” Lake Lanao falls within the provincial boundaries of Lanao del Sur, one of the five provinces in the current Autonomous Region in Muslim Mindanao (ARMM) and is part of the envisioned core territory of the proposed Bangsamoro political entity.

Genuine autonomy Local executives and sectoral representatives in Marawi expressed support to the passage of the BBL and the establishment of the Bangsamoro as Basman conveyed assurance that it shall “embody real autonomy” to address the Bangsamoro’s right to selfdetermination. “Bulk of devolved powers will be provided to the future Bangsamoro government, because we Bangsamoro people know how we will govern our areas,” she said. She cited genuine political and fiscal autonomy for the Bangsamoro government as the essence of the proposed BBL.? Cagayan de Oro City

The signature campaign aims to rally support for, and sustain the gains of the program through, a legislative measure that will institutionalize grassroots participation in the annual budget process. The program, a budget reform initiative of the Aquino administration, was intro-

duced by the late Jesse Robredo. It is now being pursued by Secretary Mar Roxas of the Department of Interior and Local Government (DILG), which acts as the program’s project management. Under the program, local government units (LGUs) receive funding support from various national government agencies. In 2014, the National government had allocated over P20 billion for various antipoverty projects in 1,266 cities and municipalities. Next year, under the proposed National budget, P20 billion will benefit more than

1,600 LGUs, under which, a city is entitled to P30 million while a municipality will get funding support amounting to P12.5 million. Marco Polo Ferrer, National Secretary of Kilos Mamamayan, said people in Mindanao support the call to make the program a part of the budget process by law because it will ensure continuity. “This will protect the people’s budget, ensuring that similar anti-poverty projects identified by the people themselves in partnership with local governments will get funding support and implemented in

the communities where they matter,” he said. “It is a matter of letting the people in the communitieshave a say in what kind of programs or projects they want implemented in their communities,” he said. Many communities in farflung areas in Mindanao still have no access to basic social services, including access to clean, drinking water which has been identified as a priority under the 2013 and 2014 Local Poverty Reduction Action Plans (LPRAP) prepared by LGUs and CSOs sitting as members of the Local Poverty Reduction Action Teams (LPRAT). Halving the number of people with no access to water and sanitation is one of the targets under the Millennium Development Goals (MDGs) by 2015. The DILG is implementing the Sagana at LigtasnaTubig para saLahat (Salintubig) program which aims to provide access to clean water for the 455 identified “waterless” barangays all over the country. The summit, a CSO-led initiative was organized by the DILG Region 12 Office or SOCCSKSRARGENwhich stands for the provinces of South Cotabato, Cotabato, Sultan Kudarat, Saranggani and General Santos.

Some 300 members of civil society organizations and LGU representatives in various towns and cities in the region took part in summit, making it the first multi-sectoral, multi-faith, all regions, Mindanao-wide initiative. During the event which paved the way the sharing of success stories on the program’s implementation in Mindanao, DILG Region 12 - Regional Director Reynaldo M. Bungubung gave participants an update of the status of various projects being implemented under the program by the DILG in the region. Kilos Mamamayan, a national network of basic sector organizations, is spearheading the signature campaign. It has launched similar “MilyongLagda” campaigns in Nueva Ecija for Central Luzon, Naga City for the Bicol Region last October; Iloilo City for Western Visayas, Cebu City and Dumaguete City and Tagbilaran City for Central Visayas early last month, and Tagaytay City for the CALABARZON Region last November 29. Ferrer said the manifesto of support signed by the people will be submitted to the DILG chief and lawmakers once the desired number of signatures has been achieved.

Fraudsters also request payments to be transferred via remittance to specific individuals, and not to Cebu Pacific. Once apprehended and proven to have violated the Cybercrime Law(Republic Act No. 10175), fraudsters may face imprisonment of up to 12 years and penalties of at least P200,000; or both. Fraudsters may also be prosecuted and held liable for violation of other penal laws. "We encourage the travelling public to book their flights through the official Cebu Pacific Air website or reservation hotlines, and to transact with legitimate sales agents to prevent fraud and inconvenience. We are working closely with the PNP Anti-Cybercrime Group to protect our passengers from fraudsters whether online or in other channels," said Atty. Dato Arroyo and then Tourism Secretary Richard Gordon. Kuya Rupert was at the farthest end of the picture.
