DAVAO City––Ten Years. Still no justice.

Family, friends and colleagues joined photojournalist Rene Lumawag in lighting candles at the the grave of photojournalist son Gene Boyd Lumawag late Wednesday afternoon, November 12, at the San Pedro Memorial Park, on the anniversary of his killing 10 years ago in Jolo, Sulu.

Justice has remained elusive even as in the records of the police and Task Force Newsman, Gene Boyd’s case had been stamped “solved” as a case had been filed against the

suspects – the Sailani brothers – Iting and Omar, days after the killing.

The brothers were initially reported at large, one of them later reported killed but “resurrected” after the reward money for their capture was increased to P6 million and killed again.

Gene Boyd, MindaNews’Photo Editor, was gunned down in Jolo, Sulu on November 12, 2004, while taking photographs of the sunset at the pier. He was to celebrate his 27th birthday on December 14 that year.

claimed Gene Boyd was killed by members of the “Urban Terrorist Group” of the Abu Sayyaf.

Five days after the killing, the police filed a complaint of murder against the brothers and the following month, the prosecutor’s office charged the brothers in court.

Task Force Newsman, the body tasked to look into the killing of journalists, immediately stamped Gene Boyd’s case as “solved” because “it is now in the courts.”

Davao launches Ebola info drive

DAVAO City - Mayor Rodrigo Duterte of Davao City has ordered an intensified campaign about the Ebola in an effort to educate the public about the deadly virus, state media said on Tuesday.

It said Duterte ordered the distribution of pamphlets to enable residents to take precaution and learn more about the virus that has killed thousands of people in Africa.

“It is important that the people must avoid getting in contact with individuals afflicted with the virus,” the Philippine Information Agency quoted Duterte as saying.

It said Duterte reminded citizens to always wash hands and to avoid rubbing their eyes, nose and mouth which are the entry points of the virus to the body. He also ordered the purchase of temperature scanners which will be installed in government hospitals here.

He said the local government has provided ambulance personnel with gear that includes an impervious gown, goggles, mask, head cover, gloves and booties to protect them from the Ebola virus.

AMBOANGA City The Bangsamoro Basic Law should ensure that thousands of employees of the Autonomous Region in Muslim Mindanao (ARMM) will not be displaced once the Bangsamoro entity replaces the current regional government Senator Ferdinand Marcos Jr. said.

Marcos said the ARMM

employs around 36,000 people, and they fear losing their jobs as “collateral damage” once the ARMM is abolished and replaced by the Bangsamoro.

“One of the concerns raised in all the places we go to conduct hearings (on the proposed Bangsamoro Basic Law) is the worry of the employees as to what

will happen to them since ARMM will be abolished,” Marcos said in a press conference here.

He said the same concern surfaced during the public hearing on the BBL Tuesday in Tawi-Tawi.

Marcos heads the Senate public hearings on the proposed BBL as chair of the Senate committee on local

government.

“I think we can strengthen the language (of the BBL) so that the guarantees are made explicit. We need not re-state the guarantees as laid out in the Civil Service Code but we can probably say that the guarantees on tenure, pay grade, etc. are maintained in this reorganization,” he said.

Oroquieta City - A total of 1,469 agrarian reform beneficiaries (ARBs) from the 14 municipalities and 3 cities of Misamis Occidental had finally received the titles to the land they till. About 755 Certificates of Land Ownership Award (CLOA) were distributed to them covering a total area of 1,382 hectares.

The CLOA distribution was done on the occasion of the 85th Provincial Anniversary Celebration of Misamis Occidental and the “5th Pas’ungko S’g Mis Occ Festival”, an annual celebration of thanksgiving for bountiful harvest held every month of November.

The joint celebration was held on Nov. 6, 2014 at the Misamis Occidental Provincial Capitol in Oroquieta City.

The event dubbed as “Agri-Aqua Day” is a joint LGU-DAR-DA-DENR activity attended by the provincial officials headed by Governor Herminia M. Ramiro, Vice-Governor Virginia Aurora M. Almonte, Municipal Mayors, DA and DENR regional and provincial officials and employees, farmers organizations, agrarian reform beneficiaries and employees of DAR Misamis Occidental who came in full force.

In his speech, USec. Grageda encouraged the ARBs to make their land more productive and reminded them of their obligations as the new owner of the land. He however stressed that land distribution is not enough and added that support services should also be provided.

He hinted that land

distribution in Misamis Occidental is nearing completion and agrarian reform beneficiaries should get organized and build strong organizations.

USec. Grageda further informed that government support services are mostly channeled to agrarian reform beneficiaries organizations (ARBOs) and usually those who have availed of these services are the stronger ARBOs. During the same occasion, he likewise acknowledged

Blast hits Lamitan City

Lamitan City, Basilan Province - A grenade explosion hit a copra warehouse late Wednesday in this city in the troubled Autonomous Region in Muslim Mindanao, security officials said.

Marine Captain Maria Rowena Muyuela, a military spokeswoman, said the grenade was lobbed at the warehouse owned by businessman Efren New. She said there were no reports of casualties from the attack which occurred at around 7 in the evening at Quezon Boulevard.

“The grenade was thrown from the outside and there is no report of casualties. The investigation is going on to determine the motive and the perpetrator of this dastardly act,” Muyuela told the regional newspaper Mindanao Examiner.

No individual or group claimed responsibility for the attack, but authorities suspect the Abu Sayyaf could be behind this. In September, two men on a motorcycle also lobbed a grenade inside the warehouse owned by another trader, Bobong Yumul, in Lamitan City.

The blast occurred two days after police and military disarmed an improvised explosive left at a gas station in Basilan’s Isabela City.

Inspector Dahlan Samuddin, a regional police spokesman, said two masked men on a motorcycle left a plastic bag containing the explosive at the ASL gasoline station.

M A L AY B A L AY City––Police have filed charges against a suspect in the bombing of a passenger bus last week in Maramag town in Bukidnon.

Four passengers were injured when an improvised explosive device went off inside bus number 204 of Rural Transit in Mindanao, Inc. on November 6 in Barangay Dologon, Maramag.

In an interview on dxDBMalaybalay Thursday, Insp.

Jiselle Longakit, spokesperson of the Bukidnon Provincial Police Office, identified the suspect as Dawting Dindang.

Longakit said Dindang is an active member of the Bangsamoro Islamic Freedom Fighters.

She said a description by a witness fitted Dindang’s facial features.

She added police have posted the suspect’s photos in public places, although the warrant for his arrest was yet to be issued.

Longakit said the explosive was fashioned out of a 60mm mortar rocket with a cellular phone as triggering device.

She said police have assigned marshals to buses plying the route from Maramg to Damulog, the southernmost town of Bukidnon bordering Carmen town in North Cotabato.

Bank remains stable Majority owner refuses help for troubled SRBC

SURIGAO City––Manilabased businessmen had offered help to save the Surigaonon Rural Banking Corporation (SRBC) from possible bankruptcy after it was hit by a withdrawal frenzy since last month, bank majority owner Alfredo Bonpin said on Thursday.

But Bonpin said he refused help from his friends as the bank has become stable after he infused at least P60 million from his own funds to offset the mass withdrawals. He said

he would add P20 million within the month.

Mass withdrawals have hit the 14-year old SRBC here since last month after rumors spread it was going bankrupt.

“Yes, it’s true that they are willing to help me. In fact, I got several calls and mobile text messages from my close friends that they want to extend their financial support if I needed,” Bonpin said.

Ramon Mijares, a businessman who also hails from Surigao City.

“I thanked them but right now I still have financial sources,” he said.

Aside from SRBC of which he is the majority owner, Bonpin is also the major stockholder of other financial institutions like Frontier Bank in Cebu, Evergreen Lending Corp., and Rural Bank of Loreto.

He reiterated an earlier statement that his bank was stable and has not has not been put under the receivership of Bangko Sentral ng Pilipinas.

SRBC was established in 1998 and to date it has several branches in the cities of Butuan, Cagayan de Oro, Davao, Butuan, Cabadbaran, Tacloban and Cebu.

Bonpin confirmed that the bank has lost millions of pesos in their accounts but would not divulge the actual amount.

He alleged that some of the people he trusted “stole” money from the bank.

Wycoco, then director of the National Bureau of Investigation (NBI), promised the Lumawag family and MindaNews that his office would conduct a “parallel investigation,” a promise that he renewed when followed up but which went unfulfilled. Wycoco suffered a massive stroke and died in late December 2005.

Sometime in October 2005, MindaNews and the Lumawag family were told by a reliable source in Sulu that a military intelligence agent, acting on poor intelligence work, killed GeneBoyd. A reinvestigation was sought.

On November 9, 2005, then National Security Adviser Norberto Gonzales promised Gene Boyd’s father, photojournalist Rene Lumawag, in front of other journalists in Davao City, that he would order a fresh probe into Gene Boyd’s case.

On December 10, 2005, Rene and MindaNews sent Gonzales a follow up letter.

No action was taken by the NSC. On September 4, 2006, MindaNews reminded Gonzales about the reinvestigation, Gonzales said he had given two orders already but neither the Lumawags nor MindaNews received copies of the orders.

On November 29, 2006, MindaNews reminded Gonzales about his promise a year earlier. Again, he promised he would look into it.

On January 12, 2007, MindaNews wrote Gonzales another reminder.

On the same day, MindaNews also wrote ARMM police chief Joel Goltiao for a follow-up on Gene Boyd’s case.

On February 23, 2007, NSC deputy director-general Milo Ibrado, Jr., writing for Gonzales, referred MindaNews’ request to Gen. Cesar Garcia, Jr., Director General of the National Intelligence Coordinating Agency (NICA).

The NICA report said Gene Boyd was killed by the Sailani brothers.

Goltiao in a letter on March 23, 2007 said “the investigators believe that he

(Gene Boyd) was suspected as a military intelligence agent and the identified suspects, Iting Sailani and Omar Sailani were known to be members of the ASG/ UTG in Sulu Province and not as Intelligence Agents of the military.”

Goltiao said Iting Sailani was killed on August 12, 2006 when the police discovered the safehouse of Sailani and company in Zone III, Tulay, Jolo, Sulu. A joint police-military team went to the place and engaged the suspects in a “firefight that lasted for an hour which resulted in the killing of Iting Sailani and three other unidentified persons.” A policeman was killed and five from the government forces were injured.

“The other surviving suspect, Omar Sailani, is included in the watch list and still subject for manhunt,” Goltiao wrote.

But in early June 2007, barely three months after Goltiao’s letter, Senior Superintendent Angelito Casimiro, then chief of the Western Mindanao Regional Police-Intelligence Division, announced in Zamboanga City that the reward money for the capture of the Sailani brothers had been raised to P3 million each, from a measly hundred thousand pesos each when Gene Boyd was killed in November 2004.

Iting Sailani, killed on August 12, 2006, according to the March 2007 letter of Goltiao, was, in Casimiro’s June 2007 announcement, “alive” with the reward money even raised to P3 million from P100,000 in November 2004.

Casimiro said the two brothers were classified as high profile criminals with the offer of P3 million reward each for information leading to their arrest. He said the brothers had topped the reward list of the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) for their alleged involvement, among others, in an October 2006 operation that led to the death of 11 persons.

Fire investigators who responded to the fire scene in Macabalan said that the fire razed only two or three houses with damaged estimated at about P 450,000.

There were no report of casualty or injury.

Retiquez said that the neighborhood narrated that Abecia help in putting off the fire by pulling and training the fire hose toward the houses on fire.

However, the party-list lawmaker assessed that after more than two decades of operations, the PCGG has had less than exemplary record as far as implementation of its mandate is concerned as evidenced by charges lodged against its officials and agents by various parties for “unlawful, abusive and unprofessional acts” including unaccounted assets and funds and the unwarranted disposition of such assets instead of their proper recovery and enhancement as provided for in its original mandate.

HR 1599 also noted that the PCGG has been taken to task for “negligence in the accounting of monies spent for its recovery operations in various jurisdictions including but not limited to payments made to lawyers, accountants and other ‘consultants’ in Switzerland, the United States and Singapore, among others.”

De la Cruz said that the PCGG has been under fire from its own partners in the said recovery effort, the latest being from a certain Robert Swift who claims to represent ‘human rights abuse victims’ during the martial law years.

According to the lawmaker, Mr. Swift assailed the PCGG for ‘grandstanding’ for its ‘precipitate and irregular action’ in claiming a number of paintings it alleged to be in the possession of former First Lady and now Ilocos Norte Representative Imelda Romualdez Marcos which, he asserted “...were never government property...”

“Mr. Swift intimated that the PCGG has in fact lost any claim on the said paintings, if at all, as it never ‘... filed any case for forfeiture of the said items...’,” De la Cruz added.

HR 1599 also cited an advice aired years ago by PCGG Chairman Andres Bautista that the agency should already wind down its activities and turn over its functions to other institutions chartered by law to do essentially the ‘ad hoc’ functions it has been undertaking for more than two decades of its existence.

“It is now necessary to bring the agency and its officials to task to stem the

It is also important for him to define the strategies that could be big help in his effectivity and efficiency, such as the kind of leadership framework he will be using. This matters because it will affect their performance as a group and as well the endresults of their goals.

Psychologist Kurt Lewin argued that there are three major leadership styles.

The autocratic style of leadership is a kind where decisions are made by the leader without consulting the group, even if it said that the contribution of the members could be useful. This is appropriate when decision is necessary to be quick.

Example situation for autocratic leadership is when a teacher chooses a representative for an inter-class contest.

Sen. Aquino said the opening of the first Negosyo Center, situated at Antolin Building, Tiano-Akut Streets in downtown area, is expected to ease the doing of business in the city.

“Hopefully, all the objectives of the law will be carried out by the center here, because the goal is to have all the services there,” Sen. Aquino said upon reaching the city from Manila yesterday morning.

Sen. Aquino is the author of RA 10644 or the Go Negosyo Act. “The opening of the first Go Negosyo Center in the country eases the doing of business in the city, as it will help fast-track government processes in putting up a business,” the presidential nephew said.

He said the Go Negosyo Center will boost the devel-

opment of micro, small and medium enterprises, creating jobs and livelihood in the community.

Aquino said the Cagayan de Oro Center is the first of so many, as RA 10644 mandates the creation of such in all provinces, cities and municipalities in the country.

“We are closely working with the Department of Trade and Industry (DTI) to establish more Negosyo Centers all over the country,” and in the case of the first Negosyo Center here in CDO, “we expect that we will be able to improve and improve as the months go on,” and achieve inclusive growth, added Sen. Aquino.

Negosyo Centers are expected to provide a unified and simplified business registration process, making it easier for entrepreneurs to register and start up their business and gain access to sources of financing.

“If we really want to help our kababayans na makaahon sa kahirapan, we need to generate jobs, nfd the best way is to support SMEs (small and medium enterprises). Yung SMEs naman simple lang ang needs niyan -- financing, capital -- and they need ways para maimprove nila ang kanilang mga negosyo by way of technology through better practices and ma-link-up yung products nila sa malalaking markets,” Sen. Aquino said.

Sen. Aquino said by making business registration simpler and more efficient, the government hopes to encourage more Filipinos to start their own small businesses to stimulate the local economy.

Pabillore said the Negosyo Center offers the following services: (1) Trainings: Entrepreneurship, Marketing, Technology, Financial Management, Productivity and Efficiency; (2) Business registration services; (3) Business consultancy/ Coaching; (4) Product Development; (5) Market Development and Promotions; (6) Business Ideas and Information.

Pabillore said roll-out for the full multi-phase implementation of the Negosyo Centers will begin in 2015, as provided for in the Transitory Provisions of the Implementing Rules and Regulations of the Go Negosyo Act. DTI also sign a memorandum of agreement with sev-

eral industry partners to provide technology and coaching sessions for MSMEs. Among the companies DTI has partnered with is Microsoft Philippines, which will provide infrastructure for the Negosyo Centers. Microsoft will also be offering MSMEs with relevant technologies (i.e. Office 365) to help them start their business.

“With the Go Negosyo Act finally in place, the Department

of Trade and Industry, through the Micro, Small and Medium Enterprise Development Council (MSMEDC), has begun establishing Negosyo Centers in a number of locations in the country,” Trina Villanueva, media relations manager, Ogilvy Public Relations, said.

The centers established by DTI aim to simplify business registration processes for aspiring MSMEs and help them gain access to a number of resources such as equipment, technology marketing assistance, training and capacity building programs, Villanueva added.

They tapped a group of 30 mothers from the XE community for the production of the recyclable bags. These women have been paid for each bag that they produce. Thus, more bags would mean more income for them.

“We chose to help Xavier Ecoville community because, like the Ecoville residents,

two of our group mates are also Sendong survivors. The Xavier Ecoville community is also close to our hearts,” said Anne Sebastian, the partner of Guantero in the camp.

XE is a resettlement community for the Tropical Storm Sendong survivors located at Barangay Lumbia, located 60 kilometers away from the city proper.

“We wanted to help the society and the community,” Guantero added.

They also admitted that they drew their inspiration from Arsenio Sebastian, Ann’s grandfather who takes his active involvement as the livelihood development consultant of the Xavier Ecoville Project.
