CAGAYAN de Oro City–– Residents in a coastal village in this seaport capital urged local officials to investigate the perennial “fish kill” in the fishing village here. Village Chief Romeo Bacarro of Tablon, a coastal village north of Cagayan de Oro City, said that residents in the area reported Thursday morning of fish kill in the coastal village where hundreds of dead fish of various species were seen floating along the coastline. He said that the fish kill was the fifth to occur in the village where residents mostly earn a living through fishing and angling. “The incident has become alarming and residents started complaining about the local government’s failure to address the malady,” said Bacarro who vowed to conduct his own investigation on the incident. ‘No comment,’ says Alam Lim on gambling lord allegations By GERRY LEE GORIT, Correspondent

CAGAYAN de Oro City–– Barangay 40 chairman Yan Lam Lim, who won the presidency of the Liga ng mga Barangay election on Wednesday, said he would not comment on allegations that he is an “illegal gambling lord.” Lim said he would instead focus on helping the barangays improve as the new head of the 80 barangays in Cagayan de Oro City. “We will try our best to do what is best for the barangays,” he added. Lim has been previously tagged as an alleged “illegal gambling lord” for masiao and now for swertres. “No comment,” Lim said, saying the election is over and that issues are now irrelevant.

“Ila ran a huna-huna,” he added, referring to political opponents who brought up the subject now that he has been elected as the new president of the city’s Association of Barangay Councils. “Let us help each other,” Lim said. “This is the first time for me to sit as ABC president. Lim is serving a second term as chairman of Barangay 40. “We’ll look at how to improve the barangays,” he said. Lim won over his closest rival Barangay Nazareth chairman Jocelyn Rodriguez, sister of Cagayan de Oro City 2nd District Rep. Rufus Rodriguez. Lim is said to be allied to the Padayon Pilipino party.

BUTUAN City––The Department of Trade and Industry in Caraga has met and, in most cases , breached its targets this year as early as November. In his 2013 year-end briefing to media and civil society organizations at the DTI-Caraga conference room here Monday, Regional Director Brielgo Pagaran reported that based on preliminary data, jobs generated had already

reached 8,701 or 45 percent more than this year’s projection. Domestic sales posted P444.74 million or 11 percent more than the P400 million annual target, he said. According to Pagaran, the number of business registrants improved to 5,700 as of November, 3 percent higher than the 5,541 registrants in the same period last year. While the numbers for small and medium enterprises (SMEs) exceed projec-

tion, Pagaran noted that the 2013 figures are lower than 2012. He explained that this is because some of the SMEs targeted to be served through the shared service facility (SSF) programme have yet to receive those services due to delays in the procurement process. The DTI-Caraga regional director hoped “we will no longer face the same problem next year,” as he made the same remark during the agency year-end performance assessment last November 28-29.

“The over P50-million allocation for SSF projects and another P87 million of grassroots participatory budgeting (GPB) projects (formerly known as bottomup budgeting or BuB) have to be moved so we can help more MSMEs,” he said. Pagaran explained that while the GPB/BuB and SSF programs and the on-going climate change adaptation financing will take care of DTI’s “inclusive growth” objectives, the agency also needs to work on See TARGETS, p.11

DAVAO CITY - Sen. Ping Lacson is putting his neck on the chopping block by accepting the task of being “Yolanda” rehab czar. If you ask me, the work is herculean in that by the end of the Aquino administration the rehab efforts will not be completed by then. And for sure, there will be those who will endlessly complain and blame government — rightly or wrongly. If I were Sen. Ping, I’d look first before I leap. He must be given all the powers as rehab king and crisis manager, given the magnitude of the problem. He must directly access to the President no less and not get meshed up with the bureaucratic maze. For one, the title “presidential assistant” is not of cabinet rank. During my time in Malacanang, a presidential assistant was a “usec” position. If his is of cabinet level, it should be “presidential adviser”, unless they have changed the protocols there now. Then I heard Sen. Chiz Escudero downplaying his role by saying he is “merely a coordinator”. (Oh well, as they say, titles are not really that important. Powers are what matter.) The bureaucracy, for one, is full of institutional obstacles. He must short circuit them for quick substantial results. But Cabinet members are protective and jealous of their turfs. Then there are political rivals and carpet baggers lurking by the wayside who will pounce on any mistake or shortcomings. Victims facing TV cameras will overshadow whatever good deeds and accomplishments done. ORRY, MAR ROXAS — A glaring example of a casualty by force of circumstance is DILG Sec. Mar Roxas. Unfortunately for him, he was thrust by reason of office and function to be in the forefront of calamities, both natural and manmade to include “Sendong”, “Pablo”, Zamboanga siege, Bohol earthquake, “Yolanda”. He had no choice but to plunge himself into the calamities that were so daunting that even the best of him could not cope. Not anyone else, as a matter of fact, could handle better just by the sheer magnitude of the situation. Too bad for him, his challenges were beyond handling. What is tragic is that his public performance is being juxtaposed with his perceived presidential ambitions. He is the favorite object of public bashing today. His alleged mishandling and mistakes, projected in media, worsened the situation all the more. Unfortunately for him, his supposed run for the presidency is suffering from this beating. Social media is merciless for officials in similar situations. Whether he would be able to shake off those barnacles, only time and future events will tell. I have known him personally and I think he deserves a better assessment than what he is getting today. But failing in reversing this trend, I guess it’s time for him to kiss his presidential ambitions goodbye this early. DISARMAMENT? — Even before the ink dried

This will need creative handling because, one, the MILF will never give up their firearms at the signing of the agreement and two, the general public is now wary about allowing rebels to keep their firearms with a final agreement sealed, taking a cue from what is happening with MNLF and other violent incidents due to the presence of heavy weaponry in the hands of non-government forces. Let’s see what happens! ZAMBOANGA REACTION — I got word that a lady councilor in Zamboanga City got so peeved at some publications that she asked the council that I be declared “persona non grata” and barred from visiting Zamboanga City again. Wow I was almost floored there. But on second thoughts, my guess is that she had not read my series and she was shooting from the hip. But that’s understandable. She’s a neophyte and on her first term. I didn’t realize disagreeing with or criticizing some Zamboanguenos would result to one being barred from entering Zamboanga City territory. Good that the other city councilors thought it was a rash judgment call and wanted to hear me expound some more on my written thoughts. I committed to appear before the august body in January after the holidays. I was glad this happened because it’s about time that some wakeup call be made on some Zamboanguenos. No one is talking about the distrust and the hatred arising amongst groups due to the three-week Zamboanga siege. The terrorism inflicted by MNLF’s Ustadz Malik had polarized the locals. There is now seething anger and distrust against Muslims, specifically Tausugs, even if many of the unfortunate innocent victims were Muslims themselves. When I was there recently, even the earnest plan of the city in not allowing the return of Muslims to where their houses were

burned was being viewed as discriminatory against the tribes. I talked with ordinary folks in the streets, mostly Christians and they were angry and distrustful at Muslims. They knew only Christians were taken and held as hostages by Malik during the siege while Muslims were freed and allowed to go. Let’s face it. We must rebuild these broken relationships amongst groups because Zamboanga is the focal center of diverse peoples coming from the neighboring island provinces of Sulu, Basilan and Tawi-tawi. Unless we heal those “social wounds”, incidents such as this one could recur. What the good lady councilor did may be reflective of that gap that we must all help to bridge. I had funny thoughts. To her Zamboanga City is good only for those who agree with her. To her those who do not share her views ought to be forever barred from entering Zamboanga City. She wanted to keep Zamboanga an exclusive enclave. She’d rather that those who “do not belong” to keep off Zamboanga. I do not blame her for being traumatized by the MNLF incident, just like many Zamboanguenos I have talked to. But as I said, her formula would not work. It is a prescription for more trouble. Because just like the Muslims and Tausugs, I would keep coming back to Zamboanga Hermosa, whether I am wanted there or not. It’s better to rebuild broken relationships and restore trust for sustainable peace. I learned this in my long work in other conflict-affected areas in Mindanao. And by the way, the last time I checked, we are still in a democracy. (Lawyer Jesus G. Unlike Sen. Ralph Recto, I never had the illusion that the Bureau of Internal Revenue (BIR) will ever accede to his proposal to exempt Christmas and yearend bonuses from being assessed the usual income tax as concession to the many burdens passed on to taxpayers by service utilities and manufacturers of basic commodities. Starting this month, electricity consumers in Metro Manila serviced by the Manila Electric Co. (Meralco) were assessed additional P4 per kwh of consumed electricity. In our case, this meant an increase in our monthly electricity bill by almost P800. Liquified petroleum dealers likewise increased their prices per 11 cylinder tank to almost P1,000 from almost P700 per tank. And we all know that the pump prices of petroleum products also increased at the onset of the Advent season with the diesel fuel slapped with

the highest increase per liter by almost P4 per liter. Metro Manilans are likewise bracing for the impending increase in the fare of the light rail transit by about 80 percent from its current rate. Other transport companies such as buses and jeepneys have pending applications also for fare increases before the Land Transportation Franchising and Regulatory Board. Water distributors in Metro Manila, the Maynilad and Manila Water Works and Sewerage System, are likewise petitioning the government for rate increases per cubic meter of the water they are distributing to households. Expectedly, with all these increases prices of prime commodities also increased the past few weeks especially given the increases the public utilities imposed. Who carry the brunt of all these increases? Of course, the hapless consumers! But take note that these

It would have been apt and timely for the BIR to immediately accede to Recto’s proposal to spare the Christmas and yearend bonuses of the working class from income taxation. But the

BIR could not be swayed to favor the working class since the extra money the taxpayers are able to earn will be ploughed back by them to the economy through increased spending. In opposing Recto’s proposal, the BIR’s Kim Henares argued that the government will lose billions of pesos to the detriment of its programs and operations. I am not buying the argument of the BIR chief simply because they are failing in collecting the right taxes from other taxpayers especially those who be-

long to the large taxpayers’ category. In fact, just a few days ago, the Commission on Audit said that the BIR lost about P300 billion in its collection. The reason actually is not that the government will suffer if the BIR waives the collection of income taxes for Christmas and yearend bonuses of the working class. Teacher abducted off Zamboanga City Z AMBOANGA CITY – Gunmen suspected to be members of a kidnap-forransom-group abducted Wednesday a public school teacher off this city, officials said.

S enior Insp. Jo el Tuttuh, Police Station 1 commander, disclosed the incident took place near Limaong Island, 83 kilometers east of this city shortly past 3 p.m. Wednesday. Limaong is one of the eight island barangays of this city where the Department of Education (DepEd) maintains a primary school. Tuttuh identified the victim as Cathy May Casipong, 23, a teacher of Sibugtuc Primary School. Investigation showed that Casipong was traveling from Limaong Island together with five others on a motorized banca when the suspects aboard three motorized bancas

appeared and rammed the watercraft they were riding, Tuttuh said. All except Casipong were thrown into the sea due to the impact, he said. The victim’s companions include her three co-teachers, including the teacher-in-charge, the motorized banca operator and the husband of the teacher-in-charge. Tuttuh said the suspects grabbed Casipong and transferred her to one of the three motorized bancas that sped towards the 11 islands east of this city. He disclosed that policemen backed by soldiers are tracking down the whereabouts of the victim. Casipong is a resident of Calle Posporo, Barangay Vitali, which is a 30-minute ride away from Limaong Island. Her co-teachers are also residents of Barangay Vitali, the reason why they commute by motorized banca daily from and to their place of work.

Superintendent Pedro Melchor Natividad, City Division of Schools officer-in-charge, said they were saddened and that they condemned the incident. Natividad said that it pains them that teachers are victimized by lawless elements despite their sacrifices to bring education to children in far-flung areas. Natividad disclosed that Casipong is a newlyhired teacher employed six months ago. The incident was the second to happen in this city involving teachers. The first was in Januar y 23, 2009 wherein gunmen susp ected to be Abu Sayyaf bandits s eized three teachers east of this city. Janette Delos Reyes, Quizon Freires and Rafael Mayonado were seized while they were traveling aboard a motorized banca to this city from Sacol Island, where they teach.
