IGOS CITY, Davao del Sur – Governor Claude Bautista will spearhead local officials here in the groundbreaking ceremony to signal the much-awaited construction of the state-of-the-art new municipal hall in Magsaysay town on March 6, 2015.

Engr. Arthur D. Davin, mayor of Magsaysay, said the new building will replace the old and dilapidated structure which was built sometime in the 1960s when this town was officially created as a municipality from just a barangay of Bansalan. Davin said that the provincial government’s role in the construction of the municipal hall building has been very

significant since it is setting aside P10,000,000 as counterpart. He said the local government unit was able to avail of a loan amounting to P35,000,000 from the Land Bank of the Philippines (LBP) to proceed with the project. DAVAO CITY – The Philippine military’s Human Rights Office and the International Committee of the Red Cross will train about 30 government soldiers on how to disseminate the law of armed conflict – also known as international humanitarian law – for thousands of government militias who are members of the Citizen Armed Forces Geographical Unit. The three-day training of enlisted personnel – who will form part of the military’s mobile training teams – started on Mnday at the 10th Infantry Division in Davao City. “As our front-liners, our enlisted personnel a n d Ca fg u m em b er s need to know the basic principles of IHL, in-

cluding the protection of civilians and respect for wounded or captured fighters. This training is part of our commitment to integrate IHL into the teaching of our armed forces personnel, and we look forward to replicating this program in other areas,” said Col. Jose Antonio Carlos Motril, chief of the military’s human rights office. The training includes lectures on IHL principles and the Philippine IHL Act, R.A. 9851, among other topics. After the training, the AFP mobile training teams are tasked to go around patrol bases to disseminate IHL among members of the Cafgu. I H L re g u l a t e s t h e means and methods of warfare and protects those not or no longer participating in hostilities. As guardian of IHL, the ICRC helps enhance the teaching and dissemination of IHL to increase awareness and promote compliance among weapon bearers. The ICRC is a neutral, independent and impartial humanitarian organization that is mandated to protect and assist civilians affected by armed conflict and other situations of violence. ‘NATION MUST RISE ABOVE ANGER AND CONTINUE QUEST FOR PEACE’ Davao City Mayor Rodrigo R. Duterte today appealed to the country’s top political leaders to rise above the national outrage and anger over the Mamasapano, Maguindanao incident where 44 police commandos were killed by men believed to be members of the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighters (BIFF) and help one another in preparing a back-up plan in case the Bangsamoro Basic Law fails to pass Congress. “The outrage is understandable. The loss of 44 lives of the members of the Special Action Force (SAF) is a national tragedy but as leaders of this country, we have to calm. It is laudable that Duterte has cautioned those who are calling for an “All-Out War,” to exact vengeance against the groups believed responsible for the death of the 44 policemen. An outbreak of violence in Mindanao would be disastrous not only for innocent civilians but also for the whole country. He has shown his true leadership quality when he said that he is joining the nation in demanding justice for the fallen SAF commandos and in determining who was responsible for the disastrous mission. He also cautioned that we must not allow ourselves to be carried away by our emotions. “I have seen first hand the horrors of conflict. I carried in my arms the bodies of innocent civilians mangled by bombs which hit the San

Pedro Cathedral, the international airport and the Sasa wharf not so long ago,” Duterte said. “Rising above the deafening din of cries for revenge to think of ways to avoid an outbreak of hostilities is not cowardice or an act to dishonor those who sacrificed their lives to make our communities safe from the threats of terrorists but (we must exercise) prudence and level-headedness,” was a noble statement by the Davao City mayor.. We agree to what he said that the effort to find a lasting solution to the Mindanao conflict to achieve peace must never be abandoned. We also agree with Duterte that there should be three courses of action which should be taken by the national leadership to handle the crisis resulting from the Mamasapano incident: 1. Determine accountability on the tragic mission and establish the criminal liability of those involved with the purpose of serving justice to the victims and their loved ones. 2. Draft and implement a plan of action to handle the volatile situation and ensure that it will not degenerate into another round of hostilities; 3. Prepare an alternative plan in case the BBL fails to pass Congress, the Senate and the Supreme Court so that the search for peace will be pursued. Our salute to you Sir.

ENERGY CRISES: IS IT MAN MADE AND ARTIFICIAL?

This columnist is amazed, why every summer season, energy crises seems to show its ugly faces. What happened to the so called. EPIRA LAW? Was it inutil because the government agencies that implemented it, is being controlled by the “ENERGY CARTEL”? Which is why, lack of foresight, efficiency and aggressiveness in the law enforcement were snagged, for reasons that only their consciences can bear out. Last year, several energy power suppliers were shutdown for the superficial reason of repairs? Why the Energy Department did allowed such synchronized shutdown of several power plants, which causes energy shortages? Common sense dictates that such shallow decision would surely create power shortages. Are the government agencies, like Energy Department, Energy Regulatory Board, inutile in adopting measures NOT TO ALLOW power plants shutdown at the same time especially on summer months. Its seems there is an alleged SYNDICATED

CONSPIRACY in power shutdown, which causes electric consumers to be madly mad? Naturally, under the law of supply and demand applies thereby electric rates increases Now it seems that kind of energy suppliers in Mindanao are doing the same as happening in Luzon areas? It has now cascaded from Luzon Visayas and Mindanao, creating artificial power shortages, thereby brownouts prevailed nationwide. That even Energy Department Secretary Carlos Jericho L. Petilla has been saying since 2014 to data, deficiency in supply would occur, but DOE data submitted to CONGRESS showed NO ACTUAL DEFICIENCY. Even in Mindanao, the Mindanao Development Authority (MDA) Spokeman also warned the electric consumers of supply deficiency. Those who made the arrest were personnel from Loreto Police Municipal Police Station, Loreto town in Agusan del Sur led by SPO2 Rafael S. Salas, together with the Special Forces Team 902 of the 9th Special Forces Company, 3rd Special Force Battalion of the Philippine Army led by 1st Lt. Erwin B. Managuelod and Civilian Active Auxiliary led by Army

Corporal Joseph A. Labadan of the 26th Infantry Battalion of the Philippine Army. The suspects were arrested at Sitio Moto, Barangay Poblacion, Loreto town, with the operatives armed with arrest warrants issued by Hon. Hector B. Salise, Executive Judge of the 10th Regional Trial Court, Branch 7 in Bayugan City, Agusan del Sur. Both suspects were charged with "Robbery with Violence and Intimidation of Persons" docketed under Criminal Case

No. 8304, with a bail bond of P100,000 each recommended for their temporary liberty and for "Kidnapping and Serious Illegal Detention" under Criminal Case No. 8305 without bail bond, all issued on December 5, 2014. The two were the suspects in the abduction of PO2 Ronald Allan Munez and PO1 Nemuel Espana on April 14, 2013 at Sitio Moto, Barangay Poblacion, Loreto of the said province. The two police officers however, were able to escape from

their captors four days after and were considered "fugitives" by the New People's Army who kept them under their (rebels) custody during the duration of their abduction. Police Regional Office spokesperson PSupt. Martin M. Gamba considered the arrest of the two suspects "a testament to the unrelenting efforts of the Caraga police to step up its flagship campaign against the fugitives and to prosecute the various criminals in this region." According to Technical Education and Skills Development Authority (TESDA) Caraga regional director Florencio F. Sunico, Jr. the budget has been approved through the stewardship of TESDA Sec. Emmanuel Joel Villanueva who has been known as the country’s Technical Vocational (Tech-Voc) champion.

“Knowing the positive effect of the massive techvoc trainings that have been conducted in 2014 which contributed to the economic growth of the region, our government has been investing much to deliver tech-voc trainings in the country,” Dir. Sunico said. The official added the government thru Sec. Villanueva has been supportive in developing human resources to be at par excellence with other workforce in the neighboring Asian countries in response

to the implementation of the ASEAN Economic Integration. For Agusan del Norte, the total project cost is P2,840,171 that will cater 194 beneficiaries from this city, and the municipalities of Jabonga and Tubay. Of this cost, the local government unit’s counterpart is pegged at P500,000 and TESDA will shoulder the remaining amount of P2,340,171. Also, a total of 83 beneficiaries from Talacogon, Agusan del Sur can avail of the program which costs P1,089,000 for which the

All set for the First Local Bird Festival in Zamboanga City

AMBOANGA CITY-- All is set for the holding of the First Local Bird Festival to be hosted by the Zamboanga State College of Marine Sciences and Technology (ZSCMST) on Friday, February 27, in this city.

Dr. Milabel Nazario, ZSCMST president, made this announcement Tuesday, citing the bird festival is in partnership with the Department of Tourism (DOT), Wild Bird Club of the Philippines (WBCP) AND LOCAL GOVERNMENT. Nazario said they have lined up activities such as lecture and symposium, film showing and photo exhibit as well as the actual bird watching. The film showing, photo exhibit, lecture and

symposium will be held at the main campus of the ZSCMST while the bird watching will be at the school’s wetlands. Nazario said the WBCP has recorded that there are at least 49 bird species, mostly migrator y, that can be found at the 24-hectare wetlands of the zscmst. The wetlands of the ZSCMST, which is also the school’s aqua-culture site, is documented as the first breeding ground of the great egret in the country.

Nazario said the festival aims to attract tourists, especially bird enthusiasts, to come this city. She said the festival also aims to sustain awareness on the value of environmental protection for tourism aside from

promoting bird watching as an activity for tourists. Prof. Roderick Trio, first bird festival committee chair for events and activities, said all of the amenities like the bird watching platform are already in place for

CASH FROM TRASH By Teresita C. Miranda-Teacher III Kiburiao National High School Kiburiao, Quezon, Bukidnon

Our school science club is having an Income Generating Project for SY 2013-2014 from trash collected by students from different sources. This is to develop students’ awareness on proper disposal of solid wastes like plastics, empty plastic containers, and empty tin cans and also to let them be aware of the value of helping save our environment. To motivate the students, we gave them extra points for every trash they bring to school every grading period. All science teachers and students are involved in this project. As a matter of fact, we have agreed to construct our science club bulletin board out from the income generated by that said project. At first, we only collected a small amount of trash from them because some of the students were hesitant to bring because of bulkiness of the tin cans. Then we suggested them to hammer the tin cans at home before they bring them to school so that the trash will not look very large and bulky. After the fourth quarter, we have generated an amount that is sufficient enough to purchase a presentable science bulletin board that is made from a good lumber, carved on the four sides with a glass cover.

We were very pleased to look at our project that is derived from trash- there is really cash from trash. Aside from the bulletin board we have purchased, we also noticed that garbage from school has significantly minimized especially the empty soft drink bottles which usually scattered anywhere in the entire campus before, now they are gone, because students are now collecting and submitting them to their science teachers for extra points. They even ask the empty bottles and tin cans of their neighbors just to get some points from their science teachers. Until today, SY 20142015, we still continue collecting garbage because we are planning to buy a digital light processing projector (DLP), a very important gadget in teaching science, next school year. Our effort to launch the project “Cash from Trash” is not in vain because the project does not only minimize the trash in the entire campus but also it keeps the homes of our students devoid of unwanted plastics and empty cans. Most of all, this project helps the students realize the value of making a difference to save mother earth even in their own little ways.

TIPS ON BEING A CLASS ADVISER I did this by really sticking to my classroom rules and implementing them. Every time a rule is broken, I don’t let it go, because if I do, I will lose a layer of trust from my students, cause resentment and jealousy, and send the unmistakable message that I don’t really mean what I have written down on our classroom expectations and rules. 3. Build a behaviourinfluencing relationship with your students. I try to establish a positive relationship with my students to make everything easier on my part. I empowered my classroom president to manage the daily classroom routines like cleaning the room, cleaning assigned areas, arranging contents of the broombox, watering plants, checking of attendance, and others. I also find time to talk and laugh with them and enjoy their unique and wonderful personalities. There is actually no harm in doing it. In fact, I am able to understand my students better. 4. Spend more time observing and less time micromanaging. I focus my energy on delivering clear-cut, efficient, and high-impact lessons, a thorough checking of understanding by giving them a silent independent practice-while I observed closely from a short distance. I applied this tip not only in my advisory class but in all the classes I’m

handling. 5. Take responsibility for your students-both their learning and behaviour. In our profession, it’s too easy – to point the finger at outside circumstances on why our students misbehave, why they’re disrespectful, why they don’t listen or do their homework or work together, and many other reasons. But in the end, blaming parents, video games, cellphones or students themselves solves nothing and makes creating the classroom you really want an impossibility. But when you take responsibility, however, when you stand up and say, “Well, everything is up to me, right now, and at this school!” then there can be no limits. And that is just what I did this school year, it significantly helped me lower my stress level due to school work. In other words, it made my life less stressful. Maybe, there were times that some of my students have broken rules and fall short of some expectations but somehow I was reassured to know that they tried to do their best to follow our rules. In the end, I can say that it takes a lot of commitment to follow and implement the tips above. But if you have commitment in you…GOTCHA… Your life as a classroom adviser and teacher is a lot easier and happier. Believe me.

Are you a classroom adviser? Well, I am! I have been a classroom adviser for more than a decade now. I have experienced being a second year adviser but most of the time I am always assigned as a fourth year adviser even in my previous school before I became part of the KNHS family. It is a different experience having an advisory class but of course, it is coupled with many challenges especially on how to manage your advisory. For several years, I have experienced difficulties in handling my advisory despite some measures I have already applied. I have experienced shouting at my students at the top of my voice because they were so noisy and unruly and even to the extent of throwing some empty galloons because they failed to fetch water for our comfort room. But thanks to my diligent research in the internet, it finally paid off. I have come across an article of Michael Linsin on 5 Classroom Management Tips for Every Teacher. This school year, I’m proud and happy to say that I’m contented with my advisory, it’s not really because they are the first section but it’s more than that. I have applied to them what I have learned from the article of Mr. Linsin. I have really benefited from bility building enhancement , the supportive principals: Mrs. MarivicAmontos of Mambajao Central School and Mrs. Lucita B. King of Mahinog Central School and all MCS faculty & staff for their moral and financial support. Special mention to the two coaches: Mrs. Vissie A. As Camiguin is a “Volcanic Island” with 13 volcanoes that lies at the earthquake plate, we tend to be alert on natural calamities. Thus ,Camiguingnons are so religious in conducting the earthquake drill. The DepEd family of Camiguin has a positive response on the DRRMC letter that advised to conduct a simultaneous earthquake drill pursuant to NDRRMC Memo No. 748 s 2014 on Nov.14, 2014 at 9:00 in the morning to the

The routine was systematically practiced and the entire school populace was attentive and cooperative during the said activity. Every MDRRMC Chairman of the school advised everyone to go back to their classrooms and life back to basic.

IPOLOG City––Residents of Z amb o ang a d el Norte will soon experience a threehour rotating brownouts, an official of the province’s electric cooperative announced.

Adelmo Laput, general manager of the Zamboanga del Norte Electric Cooperative (ZANECO), confirmed to Mindanao daily News earlier suspicion that an impending power curtailment will be imposed by the electric cooperative to its thousands of memberconsumers across the province’s 25 towns and two cities franchise area of the electric cooperative. Interviewed by Mindanao Daily News Tuesday,

Mr. Laput said: “If I have my way I will not implement this power curtailment to our member-consumers, but this is from the national grid.” The official said that up to three hours of rotating brownouts will be imposed by the electric cooperative to its power consumers starting Tuesday. According to the notice of the power curtailment obtained by Mindanao Daily News, Zamboanga del Norte is divided into four areas where up to three hours of rotating brown outs will be experienced by the power consumers starting February 24, 2015. “The National Grid Corporation of the Philippines (NGCP) is currently imposing load curtailment on all its customers,” said the official notice from ZANECO to its member consumers in the province. EBRUARY 22, 2015. Mayor Oscar Moreno was busy thanking all who did their courtesy calls during the weekly flag raising that Monday morning. There were so many of them of thank – the Department of Labor and Employment… the National Commission on Indigenous Peoples… the City Veterinary Office… the City Social Welfare and Development Office…the Cagayan de Oro City Police Office…the dancing Hall of Justice stenographers. As the mayor was about to wrap up his speech, an entourage of four slowly inched towards the sidelines and silently settled in their seats virtually unnoticed. One of them was wearing a tiara. I zeroed in on the beauty. She was stunningly familiar. Then I remembered the young lass I

met five years ago. *** JULY 29, 2010. I was covering a mini-ramp event at Hotel Conchita featuring a line of cosmetics and beauty products. There were two young ladies who acted both as usherettes and catwalk models that noon. It was one of them that I instantly noticed – that signature chin, those captivating eyes, adorable cheeks, immensely cute lips and dazzling smile – everything in her beauty was simply heavenly. After the show, I intro duced myself to her and asked her name. It was Catherine Marie Almirante. She was 19, taking up MedTech at Liceo de Cagayan University. At the time, she was one of the candidates of Miss Silka Cagayan de Oro. Later that month, she won the title. And that started Miming’s amazing journey. Catherine Marie would later transfer her studies at University of Makati where

she would shift to Psychology. Fondly called Miming or Eien by her closest chums, Catherine Marie would continue conquering beauty pageants and modeling stints in the country’s capital, a passion that has embedded within her ever since she did her first beauty tilt during her high school days at Liceo de Cagayan University back in her home city. She was a Miss Earth – Philippines 2011 finalist at the tender age of 19. She was Miss Casino Filipino 2013 second runnerup. She was Miss Makati 2013 first runner-up. She was Century Tuna Superbods 2014 second runner-up. She did Don Cristobal fashion shows. She was photographed by the best of the best fashion photographers in Manila. Yet throughout this time, Eien remained down to earth humble. Then Eien set eyes on her biggest catch to date so far – the very first Miss Global Philippines in late

2014. Actually Miss Global Inter nat iona l has b e en established as early as 2012 but it was only last year that young socialite Pauline Sofia Laping was able to secure the rights to hold the Philippine leg of the competition here in the country. Eien easily bested 22 other contestants during that fateful night last October 11, 2014 at Resort Worlds Manila. Naturally, E i e n w a s e c s t at i c . Sh e would by then represent the country to the Miss Global International pageant to be held at Crown Princess while the cruise ship was plying from Los Angeles to Mexico. On the night of February 18 while the ship was off the Cabo San Lucas shoreline in Mexico, Eien took her world debut. The pool of judges was mesmerized by her beauty. She ultimately clinched the second runner-up post. Now that Eien is back in the Philippines, she’ll continue her task as Miss Global Philippines at the

same time promoting her beloved hometown of Cagayan de Oro. In addition to its mission to empower Filipino women, Miss Global Philippines is also partnering with the Department of Environment and Natural R e s o u r c e s ( D E N R ) ’s educational campaign on controlling smoke belching, ordinance against smoking in public and supporting other community services. Here in CDO, Eien will be very busy endorsing the city in national events. She will assist in promoting the Higalaay Festival which is held annually in August but which will be a year-round series of activities. And dig this – Ms. Laping has announced that Miss Global Philippines 2015 will most likely be held in CDO just in time for the city fiesta. Well that will keep Eien definitely busier. Now 23, Eien will continue her last semester at the University of Makati

Not bad for this 5’5” stunner who once remarked in 2011, “There are quite a few lessons I learned from childhood – to always be quick to change; if you’re not good at something, work at it; don’t easily get depressed; you are always a victor not a victim.” Indeed, Eien has learned well.
