MORE than a thousand students from both public and private elementary and secondary schools in Cagayan de Oro City are currently competing in the City Schools Division meet that started yesterday and will last up to tomorrow, Saturday.

City Schools Division sports coordinator Rosalio Vitorillo said these athletes come from 70 participating public elementary schools, 87 private elementary schools, 45 public high schools and 53 private secondary schools all over the city.

Solo parent declared ‘Huwaran’

A family from Barangay Salbang, Paoay, Ilocos Norte, led by solo parent-father Conrado Achuela is this year’s grand winner of the Search for Huwarang Pantawid Pamilyang Pilipino.

Mindanao a potential investment destination, says BIMP-EAGA official DAVAO City--Mindanao has a potential of becoming an investment destination, a top official of the Brunei, Darussalam-Indonesia, Malaysia, Philippines East Asean Growth Area (BIMPEAGA) Trade and Investment Cluster said.

In an interview during the launch of the Department of Trade and Industry 11’s one-stop facility Ecofusion at the Abreeza of the Ayala Malls on Tuesday, Caybo

Purnomo, acting chair of the BIMP-EAGA Trade and Investment Cluster, specifically cited tourism, processing, and agriculture as investment areas that can be marketed to other parts of the economic sub-region.

Purnomo, a member of Indonesia’s Board of Investments, said they are encouraging their businessmen to seize investment opportunities overseas, specifically in Mindanao.

“I’m also from the investment board of Indonesia. It is also part of our job to encourage the business people to invest overseas. Mindanao can be a good investment destination,” he said.

He lauded the initiative of putting up Ecofusion, a one-stop center that houses various products of Mindanao and Palawan, and has vital information on the investment potentials of both islands.

Ecofusion, which was launched in partnership with Davao Ecocrafts Association Inc., represents the three major development principles of the sub-region’s commitments such as ecological balance, eco-tourism and economic development.

Purnomo cited the role of the private sector in giving local products the much needed promotion so these can be upscaled for export.

Facilities such as the Ecofusion can be a good start to encourage them to sit

down and discuss possible partnerships, he said.

“It is not easy to engage them in a formal meeting, not easy to invite them. Some of them are quite happy with the domestic demand and they have little interest to export because our domestic demand is quite big but through EAGA, we would like to let them know that if you can do, let’s say, business with Philippines, Malaysia, and Brunei, then people will be encouraged to do international business,”

The official added he envisions a free flow of goods among BIMP-EAGA nations, which is now being undertaken by the transportation cluster.

“We believe that each and every country can benefit from the EAGA. We would like to pursue our national interest but we need to listen from the provincial level.

What are the many interests and goals that can be achieved through our national interests,” Purnomo said.

The transport cluster’s discussion might result in opening up of more routes but local governments must identify what their potentials are for export and the needed products for import, he said.

“The idea is how we can become more open to potential opportunities. But it takes two to tango, from our side, we need to work closer to our local government,” he said.

Tale tell signs of corrupt government offices

More often, reporters covering a daily beat and making follow up on breaking stories often share common experiences. Sometimes, editors are not an exception.

The difference is that the reporters personally call on offices while making a round of his or daily beats while the editors only call offices to talk with concerned officials.

Seldom does a private firm or office is involved because most of the sources of the daily stories are government offices and agencies. It, therefore, follows that the top government officials are the main sources of stories.

Thus, it is no wonder why people read the governors or mayors as the major sources of stories that come out in local and national daily, radio, and television.

Aside from the civil government, the military and the police are also great sources of daily stories.

Then, there are the regional government offices of the national government offices in the provinces and cities.

The regional offices are top sources of stories, too.

In a nutshell, gathering daily stories is not really a big deal for seasoned reporters. With adequate contacts and enough background of the workings of various government offices, getting a story is not a problem at all.

However, like any endeavor, the reporters and editors are still not immune

to the ordeals while in the pursuit of stories. Here, one could easily make a difference between a corrupt and a well-meaning office, particularly government offices.

One of the issues that hound a corrupt government office is “transparency.”

Although the national government is pushing for transparency as a way of countering “graft and corruption,” this mandate remains a “punch on the moon,” particularly in the provinces. And, there are “tale-tell” signs to determine whether a government office is besieged with graft.

For instance, a visiting reporter gets a run-around by the underlings. These hideous government officials have ready made alibis to parry or deny reporters to get the right information.

When confronted, one of the office workers would simply say that “he or she is still new in the job.” (In other words, a reporter should

Did Honasan decide to be Binay’s running mate out of his personal belief that Binay is still the man to beat? I doubt. This thought is debunked by all the surveys conducted by reputable pollsters. In those surveys, the Filipino people have already clearly said they don’t want to have anything to do with Binay anymore.

In fact, if not for Binay’s insistence to run even if the Filipino people now pukes hearing his name, the ratings of Roxas would not have increased. It is because the people have totally lost trust in Binay that they opted to bestow their trust on Roxas.

Education, as we have eye-witnessed, is one of the best domains in political campaigns. Most of the vision and mission in political party always take the theme related to education.

Why is it always taken into consideration in political affairs? The answer is easy.

Everybody or family needs an education opportunity.

Every new academic year or new school year, all parents are always anxious with their children’s education.

So, it is no wonder that education is always used as one of the themes in political campaigns. In developing countries, a certificate showing that someone has got an education experience is still used for consideration when applying for a job. It is still appreciated even though the formal certificate may not guarantee, exactly the real competency of the holder.

In what degree of quality is the process of education in the school or college?

In fact, up to now, a formal education certificate remains to be one and the first thing for consideration.

Apart from whether the quality of education is good or not as indicated on a certificate, education with the teachers is, anyhow, a good domain in politics.

Teachers have families.

Teachers have relatives.

And, teachers have students, especially in the last year of the secondary schools and in colleges. They are the “grassroots” for consideration in political campaigns.

They are a great number of votes. Now, the students have parents. And, these parents always want their children to get the opportunity to go to schools and colleges. VILLANUEVA town Mayor Julio Uy yesterday formally announced his gubernatorial bid in the province of Misamis Oriental at a posh restaurant in Cagayan de Oro City.

With first district Rep.

Peter Unabia flanking him, the move also marked the formal alliance of the administration’s Liberal Party where Unabia is the local chairman and that of Julio’s Team Unity Party.

Under the agreement, Unabia will be the coalition’s official candidate for the first congressional district of Misamis Oriental while Juliette T. Uy will

run in the second district as reelectionist congresswoman.

The Commission on Elections (Comelec) has given all those political aspirants five days to file their Certificate of Candidacy (COC). The filing of the COC will start on October 12 and will end on October 16.

With the strong support

of Unabia and Juliette, Julio is the formidable candidate in Misamis Oriental to challenge the reelection bid of Governor Bambi Emano.

With no backing from any national political party, Juliette was able to snatch the congressional seat that was vacated by Emano who was successful in his 2013 gubernatorial bid.

BOC-10 clears shipment of 68-T bags of rice from Vietnam

CAGAYAN de Oro City-The Bureau of Customs (BOC) district here cleared a shipment of more than 68,000 bags of rice from Vietnam after it held it for more than a day.

District Customs collector Ruby Claudia M. Alameda said consignee Soda Enterprises of Iligan City was able to produce all the documents that justified the shipment to be in order.

Earlier, the BOC Intelligence Group issued an alert order for the holding of nine trucks of rice that were expected to arrive at the Port of

Cagayan de Oro last October 6.

Alvin Y. Enciso, head of the Bureau of Customs District Intelligence Division, said the BOC central office has reportedly issued recently up to four “alert orders,” pertaining to the shipment of about 60 thousand to 70 thousand bags of Vietnam rice with an estimated value of up to P170 million.

The shipment will be done in four shipments as indicated in the four separate alert orders purportedly involving 20 thousand bags, 5 thousand bags, 33 thousand bags and 10 thousand bags.

But on Wednesday, Alameda told journalists that upon examination, the declaration

cientists may have opened the secret of genes.

One of the remaining biological mysteries is understanding how genes “know” when to turn off and on.

A key to this mystery may lie in research at the University of California (UC) Riverside that sequenced the genomes of five nematodes or microscopic round worms.

The five nematodes – Steinernema carpocapsae, S. feltiae, S. glaseri, S. monticolum and S. scapterisci – are widely used in agriculture as an organic pesticide are marketed as beneficial worms both commercially and in home gardens.

Steinernema, for example, can rapidly kill an insect host.

Adler R. Dillman, the lead researcher and an Assistant Professor of Parasitology in the Department of Nematology, explained: the elusive instructions that provide this

information to genes is found in the non-coding regions of DNA – stretches of DNA that do not encode information for protein synthesis.

“The difficulty is in finding such pieces of informative DNA,” he said. “Scientists have found that one way to identify these regions is to compare the genomic sequences of multiple related species and to search for regions of the genomes that contain the same or similar strings of letters – nucleotides – even though those parts of the genomes do not encode instructions for making proteins.”

By sequencing the genomes of the five microscopic worms and comparing them to other well-studied species, his research team was successful in identifying some of these elusive genetic elements that control when genes are turned on or off.

“In particular we found instructions in the genome for turning on and off genes that are involved in the development of

neurons and muscle tissue,” Dillman said.

“We have also found a number of gene families that seem to be involved in the parasitism of insects by worms and we are excited to continue studying these in future experiments.”

Many nematodes or worms have specialized as pathogens, including those that serve as deadly insect-attacking parasites, making them effective biocontrol agents.

“In sequencing these particular nematodes we hoped to learn something about parasite biology and the evolution of nematodes in general,” said Dillman. “Although these nematodes are widely used in biological control against agricultural insect pests, their efficacy in the field is limited.

“Now with the genomic sequence we will be able to use this genetic information in efforts to improve the efficacy of these parasites to prevent insect damage of important crops.”

Dillman explained that his research team also learned more about gene regulation and the evolution of genomes in general as it compared the five sequences with other nematodes.

“For example, Caenorhabditis elegans, better known as C. elegans, is the best known nematode in the world and is a heavily studied model organism,” Dillman said. “Scientists have learned a lot about development, gene regulation and cancer biology, among other things, by studying C. elegans. Now that we have sequenced these additional nematodes, we can compare the sequences to discover new regulatory sequences and motifs.”

The research helps scientists’ understanding of how the information encoded in a genome is regulated and used.

South Africa on way to 30% clean energy by 2025 JOHANNESBURG--South Africa has rapidly become a world player in renewable energy and is well on its way to achieving the government's goal of 30 percent clean energy by 2025, the Department of Energy (DOE) said on Tuesday.

In a report, the department cited an independent study by the Council for Scientific and Industrial Research (CSIR), which found energy generated from solar and wind during the first six months of 2015 created 4 billion rand (about USD 294 million).

The success of the renewable sector stems from excellent policy foundations, including the 1996 Constitution and the National Development Plan, and a 2009 government commitment to cut carbon emissions by 34 percent by 2020 and 42 percent by 2025, the report says.

The booming sector has contributed to more than 109,000 construction jobs and cut the equivalent of 4.4 million tonnes of carbon dioxide, according to the report.

In 2014 the United Nations Environment Program put South Africa in the global top 10 for renewable energy investments. It is

already the world's 10th biggest solar market for installations above 5MW. Renewables have reduced the frequency and duration of load shedding, according to Stellenbosch University's Center for Renewable and Sustainable Energy Studies.

Prices of renewable energy are falling fast, with the average tariff per kWh dropping 68 percent since 2011. Prices are now level with the lowest tariffs in global market leader Germany.

Local communities have been big beneficiaries, with a shareholding of 10.5 percent in renewable projects, more than four times the required minimum of 2.5 percent.

The renewable sector could create up to 462,000 jobs, with more than 25,000 jobs already created, according to report.

DOE has already committed to 6,236 MW of renewable energy generation by 2019. Its world-class bidding process is investorfriendly and by mid-2015 more than 6,000 MW will be procured from 92 independent producers, with 37 having started commercial operation, adding 1,860 MW to the grid. interesting. Politics and education are interrelated.

When there is no education program in political campaign theme, I believe that the campaign is not effective. However, people in general should be informally educated too. They should be made aware in terms of scrutinizing the national education system.

This is very important for the people throughout the country. Mostly, the existing government or the “ruling party” tend to formulate the national education system influenced by political motives. It is general and even becoming common. Therefore, this domain should be closely-watched.

In the case above, the winning team of the political campaign should be smart in creating another topic for the political campaign.

There are still other topics that are relevant to discuss.

They are the infrastructures such as logistics and other basic needs of the whole people. Healthcare for the family is also still relevant for the people in any nation.

This health care is even still used for political theme in the developed countries.

More importantly, there must be a strict regulation that political campaign should not be done in schools and colleges. Political practice should be banned when it is done in schools and colleges or universities. When it is done, we can bet that the ruling party in the existing government will easily affect the campaign result. In my country, political practice in schools and colleges or universities is prohibited. Otherwise, it is not fair. Schools, colleges or universities should be sterilized from political practice.

Policy makers related to

education programs must also be closely-watched.

The most important consideration of prohibiting the political campaign in schools and colleges or universities is its bad impact. It will affect the independence of the intellectuals. They have obligation to digest science and enhance scholarly endeavors. When scientific activities are affected by political issues, the results will be worse or being unscientific anymore.

Teachers, parents, and other educators should be made aware of the worst impacts of political campaign in schools and colleges or universities. They should know that education and politics are strikingly different. Education must be purely scientific. So, between education and politics, there must be a clear distinction.

There must be a strict regulation in this case.

When there is a strict reg-

ulation, people throughout the country can scrutinize any political practice in that domain. When it is found, it must be given a sanction or punishment. That is the way how to purify the scientific community from political affairs. Intellectuals must be free from political affairs when they want to get the best results of scientific efforts for the development of science and technology.

That parties are husband and wife respectively in a marriage performed under Civil rites on June 30, 1988 at Iligan City, they converted to Islam faith, of which conversions to Islam were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residents at Bagong Silang,Iligan City and Pala-o, Iligan City, respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated almost sixteen years (16) years already, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalized their separation.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on June 30, 1988 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on October 26, 2015 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. If Poe along the way commits more of such blunders, then she can kiss goodbye to her ambition of leading the country after Aquino.

A total of 60 students from Puerto Elementary School are recipients of the ongoing Pepsigla program of the Cagayan de Oro plant of Pepsi Cola Products Philippines Inc. Pepsigla, the school nutrition program of Pepsi Cola Products Philippines Inc., is present in all its plants nationwide. Here in Northern Mindanao, the beneficiary school is Puerto Elementary School in Cagayan de Oro City.

According to Cagayan de Oro plant human resources head Vic Talja, there are 30 kindergarten pupils and 30 third graders who are currently availing Pepsigla in Puerto. The program started last September and will culminate this March 2016 or a total of 120 days. The children were chosen by the teachers themselves – only those the most malnourished in their respective grade levels.

Talja explained that each day during the duration of the program, there will be a different menu introduced and it is strictly monitored
