Energy Law. The Rodriguezes said that the Congress enacted the Renewable Energy Law on July 28, 2008 so that the country could attain energy self-reliance through the adoption of sustainable energy development strategies.

The House Resolution said that the adoption of sustainable energy development strategies would reduce the country’s dependence on fossil fuels, which would minimize the country’s exposure to price fluctuations of oil products in the world market.

whitewater rafting ADVENTURE

By GERRY LEE GORIT Correspondent FROILAN GALLARDO of MindaNews and CRIS DIAZ Executive Editor CAGAYAN de Oro City– –A 26-year-old nurse from Bohol went missing during a whitewater rafting adventure at the Cagayan de Oro River after the raft that she and her fellow tourists capsized Friday afternoon.

City Disaster Risk Reduction and Management Office (CDRRMO) head Verneer Monsanto identified the victim as Aiza Mae Balbin, a nurse at the Holy Name University of Tagbilaran City.

Monsanto said that Balbin was with five other friends and a tour guide in a raft operated by Kagay Journey White Water Rafting and Kayaking at the world-famous Cagayan River rapids at around 2:00

p.m. last Friday when they encountered strong current, causing the conveyance to overturn.

Wearing standard life jackets and helmets, Balbin’s companions from Cebu City and Bohol were able to float and grouped back but realized that Balbin was missing.

The tour guide immediately radioed a distress call to his colleagues back at Kagay White Water Rafting and Kayaking who promptly asked for assistance from CDRRMO. By late afternoon, CDRRMO rescuers converged at the scene and scouted the riverbanks all the way to the mouth of Cagayan River up to Macajalar Bay where they were joined by a team from the Philippine Coast Guard (PCG) by Saturday but Balbin wasn’t found yet as of presstime.

Whitewater rafting is an extreme adventure tour that has made Cagayan de

Oro famous among tourists worldwide and this is the first known accident in the area since the recreation was conceived in the mid-1990s.

During her reign, then President Gloria Arroyo was the poster girl for the Cagayan de Oro whitewater rafting when she cruised the river and pictures of her soiree made it into Malacañang and international events.

Mum Chisum Factura, owner of Kagay Journey-White Rafting and Kayaking, was mum on the identity of the tourist, but he said 20 of their guides are still searching the Cagayan de Oro River as of Friday night.

Factura said there were four tourists and a guide aboard the raft when it left barangay Mambuaya Friday morning.

Kagay Journey-White Rafting and Kayaking is one of six outdoor outfitters offering white water rides

along the Cagayan de Oro River.

‘Bonsai area’ Jerome Garcia, owner of one of the outfitters, said one of his rafts passed by the overturned raft close to the end of the tour near Makahambus Cave in sitio Cabula, Barangay Lumbia, this city.

“We call this area Bonsai Area because of the numerous limestone rocks along the river,” Garcia said.

He said the area is extremely dangerous and guides make it a point to steer the rafts away from the rocks.

Only a few accidents have been reported since1995, when white water rafting first became a popular recreational activity in this city.

Garcia said guests are given an orientation on the perils of the activity, he said. They are made to wear safety gear such as life vests and a helmet and

are briefed on what to do should their raft capsize.

Rescue efforts Mayor Oscar Moreno immediately mobilized the City Disaster Risk Reduction Management Council (CDRRMC) to help in the search and rescue efforts.

“We are committing all our resources in this effort and we hope the missing guest will be found safe and sound,” he said.

‘Friday the 13th’ Four people were separately killed in a span of 24-hours on “Friday the 13” (June 13, 2014, a Friday) in this regional capital province of Misamis Oriental.

A superstition that “Friday the 13th” brings “bad luck” is a widely circulated delusion alluded to any day in the month of the year that falls on “Friday the 13th.”

Whether by coincidence, most of the victims died on “Friday the 13th” here were killed by road mishaps, a neighbor hacked to death a woman, and another

was missing in an accident during a “water rafting” adventure in Cagayan De Oro River on Friday.

Three people were killed, including a barangay official and student, in a head-on collision of motorbikes in El Salvador City, Misamis Oriental Friday night.

Police Inspector Mohammad Arthur Saquiran of the Traffic Division in El Salvador identified the fatalities as Nestor Ocu, 50, his wife Janice, a barangay kagawad and a 17 year-oldstudent identified only as Rouie.

Saguiran said that the Ocu couple was riding tandem on a motorbike heading toward Naawan, west of El Salvador City, when the couple figured in a headon collision with another motorbike driven by Rouie about 9:20 Friday evening.

He said that the attending doctors pronounced the victims dead on arrival in separate hospitals in Misamis Oriental.

The facility, which will be turned over this month, is a big-ticket project of the Mindanao Rural Development Program (MRDP), a special project under the Department of Agriculture.

Through MRDP’s Community Fund for Agricultural Development (CFAD), the Farmers Alternative for Self-Reliance Multi-Purpose Cooperative (FASRMCO) was able to access the P31.6 million fund for the process-

ing facility which is equipped with creper and macerator, shredder, trolley dryer, hydraulic baling press and weighing scale.

“The facility is expected to produce high-quality semi-processed natural crumb rubber for tire and footwear manufacturers,” said MRDP livelihood specialist Samson Mate.

He said the facility will also improve consistency and standard of the plasticity retention index of natural crumb rubber products and to increase the value of rubber cuplump, the coagulated rubber latex.

“The province has no existing commercial rubber processing plant, except the conventional processing type,” Mate said.

With the facility, rubber farmers can have an annual incremental increase of at least P3,600-P6,900 per hectare as savings from freight and handling if delivered to processing centers in North Cotabato,” he added.

As of 2011, Agusan del Sur has 13,321 hectares planted to rubber and 4,972 are already productive. The total volume of cuplump production was 15,273 metric tons with an average production of 3.1 metric tons per hectare.

“These are the sources of cuplump for milling in the province’s crumb rubber processing center which has a capacity of at least 4,337 metric tons per hectare,” Mate said.

MRDP program director Lealyn Ramos said MRDP through its program advisory board approved the funding of big ticket livelihood projects to provide wider opportunities for farmers to expand production into enterprise.

“This crumb rubber facility will not only reduce hauling cost but more importantly enable our farmers to earn more through value-adding activities,” Ramos said.

Reports of mishandling and misdeeds are not only unconscionable but indicates a serious breakdown in the manner by which the government has responded to calamities, natural and man-made.

Millions, may be even billions, of dollars worth of food and in-kind donations for victims of recent calamities have reportedly been delivered by various donors, local and overseas, through the DSWD, but as to the

The said reports of non-distribution, loss, defective storage and even misuse of said donations specially food and other in-kind and perishable items have been noted. Part of the food aid for super typhoon Yolanda victims have reportedly been left to rot without being distributed by the DSWD. This is inefficiency to the highest level.

The higher authorities must show teeth, if only to assuage our suffering countrymen that this incident should never happen again.

PAQUIBATO PROPER, Davao City -- The celebration of Independence Day was made more significant in this far-flung New People’s Army (NPA) stronghold as 40 city and national government agencies pooled resources for a “Serbisyo Caravan” spearheaded by Mayor Rodrigo Duterte, Philippine Armed Forces Chief of Staff Gen. Emmanuel Bautista and the Association of Regional Executives of National Agencies (ARENA) XI. Hundreds of residents from 13 villages of Paquibato District, a known NPA stronghold, trooped to barangay Paquibato Proper, to avail of the services offered by the government such as the City Social Services and Development Office (CSSDO), City Agriculturist Office, City Veterinarian’s Office and the regional offices of the Department of Public Works and Highways (DPWH), Department of Social Welfare and Development (DSWD), Department of Justice (DoJ), the National Statistics Office (NSO), National Economic Development Authority (NEDA), the Philippine Information Agency (PIA), among others.

During the whole day affair, the DSWD distributed 20 assistive devices to people with disabilities and

8,000 food packs amounting to P2 million; 100 assorted seedlings plus farm implements from the Department of Agriculture (DA); 5,000 Tilapia fingerlings from the Bureau of Fisheries and Aquatic Resources (BFAR); abaca plantlets from the Fiber Industry Development Authority and the 196 land titles from the Department of Environment and Natural Resources (DENR).

The other agencies like the Public Attorney’s Office and Regional State Prosecutor provided advice on human trafficking and barangay justice system, among others.

Wilma Piyal, a 36-year old widow with seven children was happy to have her quad cane. Piyal, whose husband died last year, said her cane would help her do house work more easily especially that she has to take care of her two children with disabilities.

She is a beneficiary of the DSWD’s Pantawid Pamilya program, which only covers three barangays in Paquibato with 206 total beneficiaries.

Issues were raised by the village leaders of the 13 barangays and the IP communities during the consultation activity.

bridges, improvement of farm-to-market roads and the long-overdue ancestral domain sustainable development plan to help the areas jumpstart development efforts.

The village leaders said improved road networks and bridges interconnecting all barangays of Paquibato and to other neighboring villages of other districts would spur development in the area.

The 13 villages of Paquibato Proper, Mapula, Lumiad, Colosas, Panalum, Pandaitan, Malabog, Salapawan, Tapak, Fatima, Sumimao, Paradise Embak and Mabuhay are the areas in the city’s second district left behind in terms of development due to strong presence of the communist rebels.

Barangay captain Joseph Escobidal of Paquibato Proper expressed gratitude because it was the first time that all regional government agencies visited Paquibato.

Ruben Labawan, the Ata Tribal leader of the Paquibato ancestral domain, was hoping that the national government could help in the funding and speedy completion of their Ancestral Domain Sustainable Development and Protection Plan (ADSDPP).

Labawan said they lack

support to work on their sustainable development plan, thus they anchored their programs and projects from the barangay development plan for the meantime.

DPWH XI Regional director Mariano Alquiza, who is the president of ARENA XI, said Paquibato was identified as the area where to hold their “Serbisyo Caravan” based on their needs assessment or criteria such as: it is a conflict-affected area and

the poverty rate is high.

ARENA is an aggrupation of regional executives in Davao region aiming to bring government services closer to the people.

ARENA XI’s “Serbisyo Caravan” started in 2011 but it has been serving areas outside of the regional center.

On the other hand, 10th Infantry Division Commander Maj. Gen. Ariel B. Bernardo said security and development is a shared responsibility.

He said the military has been present in the area for many years and aimed to facilitate bringing government service as its contribution to the total development of the community.

AMBOANGA City - Mayor Beng Climaco has requested former Senator Francis “Kiko” Pangilinan, Presidential Assistant for Food Security and Agricultural Modernization to study the possibility of creating a national task force on Anti-Rice Smuggling to guide local government units and law enforcement agencies in the conduct of anti-smuggling operations.

Mayor Climaco made the request, in the light of reports that some 12,000 sacks of alleged smuggled rice seized by military and police authorities in the city the past months have been released by the Bureau of Customs.

However there are problems that await in the classroom. Students with behavior problems are a major obstacle that teachers have

to overcome. Insubordinate students distract the other children and monopolize much of the teacher’s time for discipline and attempts to regain the focus of the student or the class as a whole.

Another problem is overpopulation in schools.

This has shown to have an adverse effect on student learning in a number of ways. How schools deal with this problem affects student learning since overpopulation can hinder student learning, reducing the quality of instructional planning and lowering morale among students and teachers.

Overcrowding affects classroom activities, as well as instructional planning.

schools. Teachers spend most of their time managing the overcrowded classroom, instead of providing quality instruction and trying innovative teaching strategies.

Teachers in overpopulated schools also experience higher rates of burnout, higher absenteeism rates and higher levels of stress.

Student concentration is adversely affected when classrooms are overcapacity and resources are limited.

Overpopulated schools generally have to use nonclassroom facilities as classrooms, such as the lunchroom or media center. The problem is that these rooms are not always equipped with whiteboards, desks or other classroom resources necessary for student learning. Distractions are also common in overcrowded schools with more students per class and classrooms in closer proximity.

Surveys of students and teachers in overcrowded schools revealed that students and teachers alike feel overwhelmed and even discouraged in these facilities. Schools are not just buildings, but environments for learning. If the environment is not conducive to learning due to overcrowding, student achievement and teacher planning are negatively affected.

The government should address this problem now.

Duterte urges rebels to engage in palm oil “joint venture” with Malaysian, Thai company

AVAO CITY — Mayor Rodrigo Duterte urged New People’s Army guerillas to “bury your guns, or hang it on a tree” and engage into a joint business venture with a Malaysian and Thai entity that is looking for a 100,000-hectare area to plant oil palm and sesame seeds plantation.

With Paquibato District a known “stronghold” of the NPA in northern Davao City, Duterte said a plantation in their mid would be solely offered to the guerrillas to grab the opportunity.

“Wa ko mangayo nga ang NPA isurrender ilang armas, tagoan lang nila unya akoy mopagador, sabot mo kung pila ilang pangayuon sa yuta. Kay ilang paliton ang palm oil unya naay trabaho. (I do not ask the NPA to surrender their arms; they just have to hide it. You [NPA] should talk [to investors] how much [rent] you want for the land.

They [investors] will buy it and provide jobs),” he said.

Duterte said if the NPA agreed, he guarantees to talk with President Benigno Simeon Aquino III and the Armed Forces of the Philippines about “closing” Paquibato.

“Inyo na, kamo diri ug mga NPA,” said Duterte during the 116th Philippine Independence Day commemoration program he attended in Barangay Paquibato Proper, Paquibato District here.

Duterte was talking about his proposal several times since May this year but it was only lately that he gave the nationalities of the supposed investors. The size of the supposed plantation range from 50,000 to

100,000 hectares, which are figures given by Duterte himself in interviews with the media.

The NPA has not issued any statement yet on Duterte’s offer but the guerrillas have spoken against oil palm plantations in several statements.

In October last year, the NPAs were blamed on the burning of equipment of an oil palm plantation in North Cotabato. It also warned tribal communities in an Agusan del Sur town to beware of a government intention to allow an oil palm corporation that may displace them.

Duterte said the residents of Paquibato may “raise the price of your lot” as he would also talk with the investors to meet minimum wage as mandated by law.

Duterte said he does not want the NPA to impose “revolutionary tax.”

“Kung gusto mo’g ang inyong bargaining CBA ang NPA maoy mangunay, basta ang ako no taxation (If you want, the NPA lead your Collective Bargaining Agreement, but me I don’t want [revolutionary] taxation,” he said.

Paquibato was also put into the limelight in 2012 when an NPA guerrilla lobbed a grenade at an Army detachment but a protective net hurled back the grenade to a gymnasium where civilians were gathering that time for a pre-fiesta sports activity. Several residents were sustained shrapnel wounds.

Paquibato also continues to pose a headache to the government military campaign to dislodge the NPAs from the area. Last month, several residents including barangay officials complained before the City Council about Army troops allegedly harassing them

Duterte assured the complainants in a dialogue between him and the Army that such activities will “stop.”

But during his speech in Paquibato, Duterte said that the NPA “must understand” that Army troops in the area are “soldiers of the republic” and must go to places “unrestrained.”

He also said that the country is “under threat from an aggressive China” and that “we need every soldier.”

School and community are inseparable entities in the development of the institution. Undeniably, it is difficult for the school to sail and to quantize its accomplishments without the all-out support and participation of the stakeholders.

Thus DepEd believes that in School-Based Management system the innate potentials of the stakeholders are maximized in initiating and innovating possible alternatives in order to attain maximum learning outcomes yet to reach its desired effect for quality performance.

School-Based management system on another hand emphasizes local initiatives, shared governance, collaboration, transparency and good management system. It is in this context, that if local leaders are empowered and take part in the development and planning on what to do in the institution then indeed not far to realize its mission and vision to attain quality basic education.

DepEd has come to realized that in order to become successful in the implementation of its thrust and programs it is then necessary to decentralize the educational system in the country. With these local leaders are empowered

to establish linkages and top local resources in putting in for support hence to solve the school needs and concerns for quality instructions.

Furthermore, the school has fiscal autonomy through MOOE downloaded monthly to use for maintenance and instructions the purpose of which is to speed-up in accelerating pupils learning output. Consequently, it helps the teachers lighten their loads in speeding personal money for pupil’s instructional needs. Along this line, it also contributes to lessen financial boredom of the school as he implements DepEd programs yet made easy for the institution to move forward towards realizing the targets congruent to the national goals.

Finally, through decentralization and school-based management system the school is able to develop the culture of oneness and collaborativism in dealing with school problems.

Nonetheless, transparency, good governance and quality education are then the upshots of this system. Without doubt it is not far and beyond that quality education is within our reach through this new breakthrough in management adapted by the Department Education.

Too Much Memorization in Education?

Some argue that too much memorization is not good as students do not learn when all that is required of them is retaining insignificant facts. These facts have little if any worth after the test is taken.

Why is this method of teaching so popular?

Perhaps it is because it is an easier way for teachers to use. However, students suffer immensely, when teachers take the easy route.

Too many classes only teach students to only remember the bare minimum required for a test. When this happens, the students avoid the key concepts and instead attempt to remember facts and equations, effectively avoiding the point of school, to learn skills which are transferable.

To be fair, some memorization is required in school, but the idea of immersing students in facts, and then expecting them to do well on a test is not is not proven effective.

More active and handson learning methods are required. Students need activities that require thinking skills. With such a flawed education system, can the tests be considered reliable to determine

whether a student truly understands the content?

If all that is expected is memorization, then the tests only evaluate memory.

Tests that only ask students to recall facts are not good culminating assessments, and they may not accurately evaluate the students.

This is worry-some as students who may not actually understand what is taught can get diplomas or certificates of completion.

Authentic assessments can remedy this issue.

These assessments involve the student being tested in a real situation that may prove of worth after graduation. These assessments tests the thinking behind the knowledge, rather than filling in the blank or bubbling in an answer.

When schools limit themselves to evaluating the ability of a student to remember, the students do not benefit. This is the wrong way to approach education.

Memorization is the antithesis of critical thinking and conceptual learning.

It treats facts as arbitrary and interchangeable. You’ll remember facts better, and use them more effectively, if you treat them as the interconnected web.

Austria said a tipster informed the CIDG provincial office in Bukidnon that Daulong was hiding in Barangay Paitan since December 2013 and law operatives immediately went to the area where Daulong was immediately accosted without resistance.

A sketchy report reaching the CIDG 10 regional office also mentioned that a former barangay kagawad in Paitan was also arrested for harbouring a fugitive. The barangay kagawad was not yet identified in the initial report.

Austria reported that Daulong was arrested based on a warrant issued by Regional Trial Court (RTC) Branch 38 Judge Emmanuel Pasal.

At the time of his arrest, Daulong was already facing a frustrated murder case

while being incarcerated at Valencia City jail.

Along with 20 others, he was able to bolt out of the jail last September, two months before Dignos’s killing.

A few days after Dignos was shot dead last November 30, witnesses were able to pinpoint Daulong as the alleged shooter who finished Dignos off after he already suffered injuries from a volley of fire that prompted the victim to run several meters from where he was initially shot.

The witnesses were able to tag down Daulong after his picture appeared in a rogues’ gallery at the CIDG 10 regional office.

L ast December, the CIDG 10 wasted no time in preparing a complaint for murder versus Daulong and the prosecutor’s office was successful in securing a warrant for his arrest.

At presstime, Daulong is still incarcerating at the CIDG Bukidnon detention cell while being processed for transfer back at the Valencia City jail.

ment should develop as energy sources are in the resolution biomass, solar, wind, hydro, geothermal and ocean energy sources, including hybrid systems.

The resolution emphasized that renewable energy is also seen as a means to mitigate climate change.

It said that based on the record, the DOE has awarded only 389.5 MW of wind projects with certificate of commercial viability, 80 MW for solar, 210.35 MW for hydro, 46.3 MW for biomass power projects, and none from for ocean power.

The record was in contrast to the DOE’s claim that the energy department has awarded energy projects at the end of 2013, a total capacity of 1,753.5 MW, solar projects amounting to 482.7 MW, a five-MW ocean power project, 2,806 MW of hydro power projects and 111.6 MW of biomass projects.

A briefing on how to take care of our ocean/seas was conducted before the clean-up started addressing the settlers in the barangay who got also involved in the day’s activity. As a nationwide event, the Embassy’s social media team is stationed to monitor using the official hash tag #OurOcean2014 as it also aims to raise awareness through social media.

Four people poisoned after eating spoiled ‘cake’ CAGAYAN de Oro City–– Two children, a mother and an aunt were poisoned after eating a spoiled cake dumped in a garbage box here Saturday morning.

Police identified the victims as Eggy Gonia, 9, Jentex Comulay, 6, Christie Comulay (Jentic’s mother) and Christie sister Rosemarie.

Initial investigation disclosed that Gonia ate a cake he found in a trash box. He reportedly shared some cake to Jentex who also shared some of mother Christie and aunt Rosemarie.

The four victims reportedly felt dizzy and started to vomit profusely moments after consuming the cake, police said.

Neighbors rushed to victims to the hospital here where they underwent treatment for possible food poisoning.

Doctors at the hospital had declared the victims now in stable condition.
