Universities and the questionable MoU BASED on my experience in some international conferences, there are some, even many, universities from different countries signing Memorandum of Understanding (MoU). They do it in order they can collaborate in some mutually- beneficial programs. It is really interesting, but quite amusing for some reasons. The fact is that no more actions or no follow up to be done for real collaboration. So far, there have been MoUs signed by some universities. Yet, it tends to be only on an officially-signed paper. This is essential because the vision and mission or any university can be the hallmarks of describing all projects and activities. To see the vision and mission does not necessarily have to visit the university abroad. It can be searched through the websites. The next step is a correspondence, stating the idea to have collaboration. In this step, it is assumed that the vision and mission are clearly understood. It is feasible to have collaboration due to some similarities for both sides. This is also more important to do. Correspondence is the starting point to have collaboration.
Even though both sides have met in a certain occasion, for example in international conferences, correspondence is the formal document for further actions in collaboration. The next is to visit and this visit can be done reciprocally, signaling that there is follow up for an MoU signature. All the terms and conditions should be well-understood— article by article, and paragraph by paragraph. For implementation, there are still other factors to be discussed. This can be dealt with budgeting. The finance of doing activities in collaboration must be stated clearly. In considering this financial factor, the best strategy is by looking at the goal of the

HE 250 evacuees who sought refuge in the provincial Capitol ground may now return home after the fact-finding team on Monday belied accusations that the government troopers plundered the tribal community in the hinterlands of Misamis Oriental. Provincial Attorney Cecilia Faelnar, who led the fact-finding team, said that the team, however, found the tampered and destroyed power cables used for the electrification project in the area. The Faelnar team composed of representatives from the National Commissions for Indigenous People (NCIP), members of the village officials, and local media, went up to the village to determine reports of pillage by government troopers. In a report to Governor
Yevgeny Vincente Emano, the Faelnar team relayed the deserted and the absence of government troopers in the farming village of Minkamansi in Banglay, Lagonglong, Misamis Oriental. “There were no destruction of houses and the domesticated farm animals, presumably left by the residents who evacuated, were roaming freely in the village,” Faelnar said. Emano s ent a factfinding team to Minkamansi last Saturday after the evacuees refused to
return home for fear of the presence of the government troopers in the village. Charito Acosta, who claimed to be the spokesperson of the evacuees, said they would return on condition that the military leave the village and the residents compensated for possible damages. Two weeks ago, the Higa-onon tribes sought refuge on the provincial Capitol ground after the government troopers reportedly laid siege on the village. Acosta said that the residents have expressed the fear for their lives after a farmer was fatally hit in a crossfire while dozen evacuated when the military and the communist rebels engaged in a firefight in the village a month ago. Threatened The residents, who have been camping at the provincial capitol grounds till press time, said even one soldier was threatening them. That soldier in question, a corporal, is now restricted to camp for one year at the 58th Infantry Battalion headquarters in nearby Claveria town. But the residents would not budge going back to
their places until they could get assurance from the Philippine Army that they would not come back. In return, Martinez told the residents’ representatives in a dialogue at the Provincial Training Center that they would be forced to go back to sitio Kamansi to hunt down the rebels who have arrest warrants. Cooperate Martinez said the residents must cooperate with the military instead of coddling the rebels so that peace would abound in the area. The government is contemplating to energize sitio Kamansi as well as nearby sitio Lantad, which used to be a rebels’ lair in the 1990s. The military said there are no more NPA rebels in Misamis Oriental but they are still using the province as a “point of transit” between Caraga region and Bukidnon going to the Davao region.

THE anti-aerial spraying network Mamamayan Ayaw sa Aerial Spraying (MAAS) and other allies on Tuesday called on Congress to pass the long-delayed bill banning aerial spraying in banana plantations nationwide, saying that the controversial agricultural method brings more harm than good to local communities and the environment. “Beyond its supposed economic benefits, aerial spraying is a daily menace to our communities and to the environment,” said MAAS President Dagohoy Magaway, who arrived in Manila on June 9 to attend the Congressional Committee on Ecology hearing on the proposed bill. Magaway said: “The pesticide drift coming out of the spray planes contaminates our drinking wells and leaves residues on our vegetable gardens and poisons even our domestic animals. It even drenches our children on their way to school.” He asked: “How can anyone in their right minds
think that aerial spraying is good for the community?” Last February, the United Nations Special Rapporteur (UNSR) on the Right to Food also took note of the urgency of the issue and urged the Philippine government to address the problem because of its risks to public health. nana plantations shifting from aerial to ground spraying. “The results showed that even with the ban and the proposed shift to ground spray, the industry can survive the change. Admittedly, there will be a small decrease in potential net returns because of the initial capital requirements needed to make the shift, but overall, its net returns will still be positive,” said IDIS Executive Director Ann Fuertes. In fact, farmers will no longer have to pay for the high cost of aerial spraying.” Several local and international civil society organizations, including Greenpeace Philippines, also signed a position paper, addressed to the Fertilizer and Pesticide Authority (FPA) last April 2015, echoing the call for the banning of aerial spraying. The groups cited how the majority of these chemicals/ pesticides used in aerial spraying are dermal sensitizers. The D epar tment of Health (DOH) had initially commented that even in low dosages, dermal sensitizers can still cause allergic reactions. In a statement, the environmentalists said this is why it is imperative that an aerial spraying ban be imposed because the pesticide drift indiscriminately affects those who are living in and near these banana plantations. “It is imperative that we veer away from using chemical pesticides in farms that put people’s lives at risk due to the increasing use of toxic chemicals. The use of synthetic chemicals also alters the ecological balance urgently needed in build-
ing climate-resilient farms, especially in this age of climate change,” said Virginia Benosa-Llorin, Ecological Agriculture Campaigner for Greenpeace Philippines. “There are already existing examples of banana plantations using ecological practices like those in North Cotabato where growers are now exporting organically grown bananas,” said Llorin, adding, “indeed, there are more human and environment-friendly ways of growing bananas than aerial spraying of chemical fungicides.” An alternative lawyering group also reiterated the call to pass a law banning aerial spraying, saying that Congress should recognize the detrimental effects of aerial spraying and act accordingly to stop the dangerous practice. “These groups have taken on this legal battle for 9 years now. The right of the people to a balanced and healthy ecology occupies the same class as our other constitutional rights, thus, must be given the same level of priority,” said Atty. Juan Karlo Silva of Sentro ng Alternatibong Lingap Panligal (SALIGAN). “The voice of the people should be heard. No amount of economic profit should take precedence over our right to a healthy life,” said Silva.

They fail to understand that the controversial Mayor’s statements are filled with sarcasm and contempt at the establishment, at government, at the justice system, at the church and at politicians who have made public service a llivelihood activity. Duterte spews out invectives and expletives which ordinary people enraged by the wrongs in society and government now would like to shout publicly but do not have the courage to do so. The “put…ina,” the “fu.. ..u,” and the dirty finger are expressions of disgust which the ordinary people themselves wanted to say and flash. This is perhaps the secret behind Duterte’s almost unstoppable and phenomenal popularity surge. The poor and the unshod could read between the lines of Duterte’s tough talk and expletives and they understand the dry humour and sarcasm. Jules Butlig was right. People like Leila de Lima and Etta Rosales fail to see behind the crassness of Duterte the image of the ordinary Filipino who applauds as the Mayor slaps and pummels the dregs of society with his cutting and biting commentaries. Duterte is the personification of Filipinos who are discontented with the corruption in government, the crime in the streets and the failure of government to really listen to the ordinary people. The angry and frustrated masses see themselves in Duterte and they would like to run government, correct the wrongs in society and be heard and attended to. They know they can only do that if they make Duterte their President.

When both sides have been on the same tract, collaboration is not difficult. It is an interesting academic activity. It is really important for the universities that have signed the MoUs. It is necessary for them, now, to look back at the first step. They should start from the beginning, by see-
ing whether the MoUs which were signed can be followed up today. Silence does not mean golden in this respect. It indicates that there is no more follow up. Implicitly, there is no understanding of both sides. One rebel and a 12-year old child were also killed, it added. The NPA claimed they seized 13 firearms, including a mini machinegun and an M203 grenade launcher. The rebel group said the soldiers occupied the sitio hall as their barracks and were deployed in the area to guard the equipment of a construction company that was working on the Valencia-Davao highway. On Thursday, an army soldier was killed when government troopers overran a camp of the communist New People’s Army (NPA) after a firefight in the hinterlands of Bukidnon, a military report said Thursday. In a report reaching here, Capt. Norman Tagros, the spokesperson of the army 8th Infantry Battalion based in Bukidnon, said that the armed encounter took place on the mountain of Kitaotao, Bukidnon Wednesday morning. Tagros identified the lone casualty as PFC Glen Rojay Bacas, of the army’s 8IB. He said that the government troopers recovered Improvised Explosive Device (IED), some detonating cords, empty shells of AK47 rifle, foodstuffs, medical supplies and subversive documents in the rebel camp. “We do not know how many casualties the rebels have had but blood stains were evident in the scattered medical kits in the camp,” he said. Tagros said that the rebels fled toward different directions after the firefight. He said that the army, in coordination with the local police, conducts combat operations in the area in
response to reports that an armed group has been threatening farmers through force taxation and extortion. Lt. Col. Lennon Babilonia, commander of the army’s 8IB, urged the farmers and residents to stay because the army would be around to protect the peoples’ rights and interests. “We call upon the nearby communities where our operations are being conducted not to panic and avoid listening to political cadres of the communist rebels to evacuate,” Babilonia said. Jinggoy Estrada in 2010 but it was and is still not considered a priority measure. “As our education sector in the city grows in size and infrastructure, so should the city’s commitment to ensure the protection and promotion of the rights and welfare of students. The national conversation over the enactment of a Magna Carta has been uninteresting to say the very least. It is therefore incumbent upon the active young citizens of the city to exercise their sovereign capacity to deliberate and propose to the local legislative body a localized version,” Neri remarked. Neri and his group, which is closely identified with the Moreno administration, are lobbying for the passage of the ordinance at a time when the City Council is hostile towards the city government, with 14 majority members in the opposition and only five minority members closely identified with the administration. But Neri is confident that the proposed Magna Carta measure would sail through the City Council since it is for all students. The chair of the City Council committee on education, Adrian Barba, is a member of the majority. If passed, the ordinance will be implemented in the nine universities and colleges located here in Cagayan de Oro City.
