Talks on power situation set in Oro on May 23 COUNCILOR Teodulfo Lao, chair of the City Council committee on energy, is inviting civic groups, people’s organizations, media and all sectors to attend the meeting on Friday, May 23, 2014 at 2:00 p.m. at the City Council Session Hall.

The committee will tackle matters pertaining to the current power situation in the city and the continued rotating brownouts due to power supply curtailment.

Officials fear new Malaybalay road could stunt city’s growth

MALAYBALAY City––Local officials expressed apprehensions a 20-kilometer bypass road being constructed to divert traffic from downtown Malaybalay would diminish growth in the area, vice mayor Roland Deticio said.

Deticio said the Department of Public Works and Highways (DPWH) is constructing a bypass road from Barangay San Jose to Barangay Dalwangan, diverting traffic away from the city center.

“We are opposed to that because of its effect to business in the downtown area,” he added, although he admitted they are yet to file a resolution

Case of 15-year-old AIDS victim stirs local officials, church leaders

CAGAYAN de Oro City–– Anxiety gripped local and church officials in this trading hub of Northern Mindanao on Tuesday as the report of a 15-year-old boy who contracted the incurable HIV-AIDS disease here spread like wild fire.

HIV-AIDS stands for Human Immunodeficiency Virus – Acquired Immune Deficiency Syndrome, a disease contracted through unprotected sexual practice that remains incurable.

City Councilor Dante Pajo, Chair of the City Council Committee on Health and Sanitation, stirred the City Council regular session Monday when the furious

local august body demanded the identity of the patient.

Pajo explained to the members of the City Council that there is a law that protects the disclosure of the identity of HIV patient.

“Unless the patient and the immediate members of the family would accede to disclosing the HIV patient’s identity, we have to abide by the law,” Pajo said.

In his report to the City Council, Pajo urged the city government to adopt measures that would contain or resolve the rapid growth of the HIV-AIDS cases here.

“The 15-year-old boy is the youngest among the 53 patients in Cagayan De Oro City alone who were diagnosed with HIV-AIDS infections,” Pajo said.

He said that of the 53

HIV-AIDS patients here, 3 already died while the remaining 50 – 49 male and 1 female - are still undergoing treatment.

A report submitted by the City Health Office disclosed that the patients (including the 15-year-old boy) contracted the disease through “men having sex with men” (MSM).

disease is creeping into the heart of Cagayan De Oro with 14 new cases recorded from January to March this year, Pajo told the city council.

CHEd-10 okays tuition increases of 11 schools CAGAYAN de Oro City–– Almost 50 percent of colleges and universities in Northern Mindanao applied for tuition fee increases for School Year 2014-2015, but seven of them have been disapproved by the Commis-

sion on Higher Education in Region 10 (CHEd 10).

This was revealed by CHEd Director Zenaida Gersana during a press conference held Tuesday morning, saying those disapproved can only be reconsidered upon lowering the amount of their tuition fee increases, apart from other

requirements.

Dir. Gersana said 18 out of 37 colleges and universities have filed a petition for tuition fee hikes, ranging from 2.75 to 15 percent per unit.

Dir. Gersana said CHEd 10 disapproved the application of seven schools, which tuition fee hikes range from

10 to 15 percent per unit.

“The tuition fee increases asked of these seven schools,” Dir. Gersana said, “went beyond the regional inflationary rate of 7.21,” hence the disapproval.

Colleges and universities with tuition fee hike reaching five percent were approved by CHEd 10.

Dir. Gersana said the bases for the schools’ tuition fee increases were for increase in salaries and wages - 70 percent; improvement of facilities - 20 percent; and Return of Investment - 10 percent.

Incidentally, CHEd is celebrating its 20th year from May 19 to 21.

CAGAYAN de Oro City–– The Department of Trade and Industry (DTI) garnered the highest rating among the 24 government agencies rated for sincerity in fighting corruption in the Social Weather Stations (SWS) 2013 Survey of Enterprises on Corruption.

The survey excepted the Office of the President.

Dr. Mahar K. Mangahas, SWS president, cited DTI10’s Excellent Rating during his presentation of the 2014 SWS Survey Review held in Cagayan de Oro City.

“The OP maintained its Excellent net sincerity rating in fighting corruption obtained in 2012 (+80) with its (+77) performance in 2013. Of the four agencies with a Very Good (i.e., +50 to 69) net sincerity rating,

the DTI garnered the highest rating in 2013 with +58, followed by the Department of Health (+53), Social Security System (+52) and Department of Social Welfare and Development (+52),” Dr. Mangahas reported.

The DTI ranked second in the two previous study periods, with a +38 Good Rating in 2009, improving to +59 Very Good in 2012 before climbing to the top spot with +58 Very Good in 2013.

The DTI in the CDO-I (Region 10) study area did even better compared to the agency’s national ratings for all three study periods: +57 Very Good in 2009 (vs. the +38 Good national rating when it ranked No. 1 among all seven study areas).

It further improved to

+64 Very Good in 2012 (vs. +59 for national) before finally breaking the threshold for Excellent Rating with +70 for 2013 (vs. +58 for national and +63 for the next highest ranked survey area (Iloilo).

The Customer Satisfaction Feedback for 2013 (CSF 2013) compiled by DTI X Regional Office shows a composite 99.86 percent satisfaction rating for the entire region. Indeed, the individual reports by provincial office show a uniformly high rating that does not dip below 99 percent for all five provincial offices as well as the regional office.

“This is the percentage of clients who rated our service from good to excellent,” said DTI 10 Acting Director Lindao O. Boniao.

“This indicator is a template from our HO. Most of the respondents (4,446 out of the 6,306) are Business Name Registration clients.”

“Our in-house CSF survey results validates the findings of the 3rd party survey conducted by SWS,” said DTI-10 Consumer Welfare Division Elvira A. Cajigas.

Another benchmark bolsters the CSF 2013 findings.

The National Consolidated Monitoring Report of Consumer Complaints for CY 2013 prepared by Consumer Welfare Division OIC Gerald C. Calderon showed that while DTI-10 registered the highest number of total complaints among the agencies 16 regional offices with 20,888 (accounting for 22.6 percent of the 92,342 national totals recorded),

it, likewise, managed to resolve 20,776 of the cases for 99.5% solution efficiency, even better than the entire DTI’s national consolidated 97.7% solution efficiency.

Ms. Boniao believed the region’s performance in the resolution of consumer complaints contributed greatly to the public’s positive perception reflected in DTI-X’s CSF 2013 survey findings and the SWS Third Party Survey.

“We believe that the high volume of complaints we received directly and through the consumer welfare desks throughout the region shows the public’s high regard for the DTI and its ability to resolve their complaints,” Ms. Boniao noted.

Dahino urges parents to check school supplies

CAGAYAN de Oro City–– Councilor Edna Dahino, chair of the committee on trade and commerce, has urged parents to doublecheck the school supplies they will be purchasing for their children when classes open next month.

Dahino said parents should look for the PS (product standard) mark on the school supplies to ensure that these conform to the standards set by the Department of Trade and Industry.

She added that some products below standards could contain toxic substances.

“Parents should be aware,” Dahino said.

“Some children are bound to bite into pencil erasers and other supplies that could be bad for the health,” she said.

She said it is better to prevent rather than cure illnesses.

Dahino also requested barangay officials to help in the implementation of the city ordinance prohibiting selling of liquor to minors.

She said stores in all locations are not allowed to sell liquor to minors.

In a related issue, Dahino reminded establishments located near schools that selling liquor to people of legal age is only allowed during certain hours.

She said these stores may sell liquor to legal-aged persons from 8 in the evening to 1 in the morning.

As chair of the committee on women and family relations, Dahino called on parents to help children stay away from drinking liquor.

DTI targets PNoy’s Inclusive Growth with SSF Program

Aquino III stressed the importance of inclusive growth as being equally, if not more important than the Philippines celebrated economic growth.

Instead of focusing on the usual parameters for growth, President Aquino said governments have to focus more on creating more opportunities for the bottom base of society to benefit from economic growth. “ The equation for sustainability is also integral to a second, perhaps, more important aspect. On top of fostering stability, social inclusiveness also empowers citizens to become bona fide economic actors that can productively contribute to nation building. It allows them to buy into the system, from which they can reap benefits.”

The Department of Trade and Industry is actualizing that vision with its Shared Service Facility Program (SSF).

“The ability of small businesses to grow and successfully compete in their niche markets is

frequently constrained by their financial incapacity to acquire production capital needed to meet market demands for quality and productivity,” said Ms. Linda O. Boniao, acting regional director of DTI Region X Office. “The SSF is DTI’s answer to help d e ve l op an d prom ot e micro, small and medium enterprises (MSMEs) by addressing problems of quality and productivity with better technology and more sophisticated equipment to achieve global competitiveness.”

“The SSF is a PublicPrivate Partnership between DTI and partner institutions which are duly registered, have a good track record and can provide counterpart support,” she added. Our goal is to enhancing SME competitiveness through the SSF Program.”

“Through the SSF, DTI helps entrepreneurs level up to where they could expand their markets and be integrated into the global supply chain,” said Liza VM. Alcantar, division chief, DTI-X Business Development Division.

By providing partner a s s o c i at i o n a c c e s s t o government equipment,

Ms. Alcantar said the SSF program aims to expand operations, upgrade technologies, reduce costs, improve products, market access, and increase income.

Ultimately, these would result in more MSMEs being assisted, expand domestic and export sales, and create more jobs.

The April 16, 2014 DTI-X SSF Project Update reports a total of PhP 43.83 million allocated for 74 approved projects for 2013.

A further PhP 50-million has been lined up for an additional 75 projects in 2014.

“Many of our members are just star ting their business so they are beset by many problems,” said Eleanor P. Jose, president of the Camiguin Food Processors Association which has been assisted with a PhP 294,700 SSF facility for food processing equipment.

The Consumer Price Index (CPI) posted for Misamis Oriental in March 2014 was observed at 145.7. This is 0.7 percent higher than the CPI observed in the previous month.

Among the provinces within Northern Mindanao, Misamis Oriental ranked fourth from the largest CPI recorded for the said month, only 4.9 index points higher to Lanao del Norte which ranked last. The largest CPI was recorded in the province of Camiguin with a CPI of approximately 168.7.

The fastest price index increase in Food and Non – Alcoholic B everages among the provinces within the region is observed in the province of Misamis Occidental at 171.5. This indicates that since year 2006 (base year), prices on the said commodity group had increased by as much as 71.5 percent. The least price index hike was in the province of Lanao del Norte.

On Non – Food items, Misamis Oriental recorded the least CPI at 131.0. This is 0.1 index point lower than Lanao del Norte which

ranked fourth among the prov inc es. C amiguin posted the largest CPI for Non – Food items at approximately167.6.

Misamis Oriental posted the highest CPI on Health commodities at 148.0 on Non – Food items. The Health group consists of Medical Products, Appliances and Equipment (126.1), Out – Patient Services (168.5) and Hospital Services (166.1).

The least CPI in the province was observed in the Communication group (104.3).

Comparing private or public school. Which is Better?

The most obvious comparison between public and private schools boils down to cold, hard cash. The good news for parents is that public schools cannot charge tuition. The bad news is that public schools are complicated, often underfunded operations influenced by political winds and shortfalls.

In contrast, private schools must generate their own funding, which typically comes from a variety of sources: tuition; private grants; and fundraising from parents, alumni, and other community members.

If the school is associated with a religious group, the local branch may provide an important source of funding as well.

For parents this quickly translates into the bad news: high tuition costs .

The potential benefits of private schools accrue from their independence. Private schools do not receive tax revenues, so they do not have to follow the same sorts of regulations

and bureaucratic processes that govern (and sometimes hinder) public schools.

Some parents send their children to private schools because they want something more than what public schools offer.

In most cases, that is religious instruction. Public schools are not allowed by law to teach any particular religion. Religious values in general (what we call ethics or right conduct) may be taught, but not the tenets of any particular church. Catholic parents, for example, want their children to grow up Catholic. Opus Dei members have established their own schools to ensure that their children follow their footsteps. INC does the same thing, and so do many Protestant churches.

But it is not only religion that private schools offer. They also offer subjects that, correctly or not, parents want their children to master. The simplest example is the English language.

The K to 12 law specifies that the medium of instruction in elementary school should be the Mother Tongue. This is the correct pedagogical step in accordance with international agreements (with UNESCO), education research (loads of research all over the world proving the superiority of Mother Tongue education), and practicability (a significant percentage of public school students do not finish elementary school and, therefore, will never work in an environment that requires knowledge of the English language).

There is, however, a crucial difference between students in public schools and those in private schools. Most students in private schools will not be pushed out (the new term for “drop-out”). They will continue to higher education. They will become professionals. They will most likely work in an environment that will require knowledge of the English language.

OPAG in Surigao Sur calls for emergency meeting on ‘El Niño’ TANDAG City––The Office of the Provincial Agriculturist (OPAG) in Surigao del Sur has called for an emergency meeting last week with all concerned municipal agriculturists to discuss matters regarding the impending “El Niño” phenomenon.

According to Esmeraldo Odtohan, Assistant Provincial Agriculturist here, majority of the municipal

and city agriculturists came to get involved in the looming problem on the agriculture sector.

He also noted that even Hinatuan Mayor Candelario Viola attended the meeting together with his agriculture chief and vowed to get in touch with farmer-leaders for inputs.

Meanwhile, Odtohan explained that although Surigao del Sur is not

in the “critical list,” but their office headed by Provincial Agriculturist Marcos Quico has already started to take action and formulate “mitigating measures” in order to cushion the possible impact of severe climate destruction especially to the rice industry. AFEBS starts test-broadcast in Surigao City

BUTUAN City––The Advance Forward Emergency Broadcasting System (AFEBS), a communitybased public communication system designed for disaster operation, can now

be heard in Surigao City.

Conceptualized by Philippine Information Agency (PIA) Caraga regional director Abner Caga, AFEBS began its test-broadcast around 4:30 pm, Saturday,

May 17, 2014.

Caga said the installation of this disaster operation tool is a manifestation of the agency’s strong linkage with the local government unit (LGU) in support to

bringing timely, accurate and reliable information.

Negative Attitude of Parents in Attending Meetings and Other School Activities.

Parent involvement makes an enormous impact on students’ attitude, attendance, and academic achievement.

Thus, the negative attitude of

parents in attending meetings and other school activities has also a negative impact on their children’s schooling.

Although some working and single parents may be unable to participate in school meetings and activities because of work commitments and time constraints, there are many additional ways that parents can help students and their schools. Some of these ways are dependent upon the school’s desire to involve parents. To effect change, parents must find time to participate in their children’s education while schools must provide the supports necessary for them to be involved. The resulting partnerships between parents and teachers will increase student achievement and promote better cooperation between home and school.

Together these efforts will connect families and schools to help children succeed in school and in their future.

Traditionally, parent involvement in education has included home-based activities (such as helping

with homework, encouraging children to read, and promoting school attendance) aside from school-based activities (such as attending PTA meetings, parent-teacher conferences, concerts, and other school events; helping to raise money for various schoolimprovement projects; and volunteering at school during the day).

For parents to readily volunteer their time for the schools is indeed a great challenge to the school administration. . Other parents are reluctant or unable to participate. Getting parents to be involved in their children’s schools can do a great deal to promote harmony between the homes and the schools.

Studies show that parents who receive frequent and positive messages from teachers tend to become more involved in their children’s education than do other parents.

The best promoter of parent involvement was what the school did to promote it.

School attitudes and actions were more important than the parents’ income, educa-

tional level, race, or previous school-volunteering experience in enhancing parent involvement in the school.

Experts suggest three ways that schools can promote parent involvement: establishment of a parent center, a home visitor program, and action research teams.

School attitudes and actions toward parent involvement are largely influenced by administrators and teachers.

Make parents feel welcome in the school; Provide a parent center for parents to use while at school; Reach out to parents whose first language is not English; Learn about the various ethnic, cultural, and socioeconomic backgrounds of the students and know how to communicate with diverse families. Develop a plan to promote teacherparent partnerships at school.

For working parents, time constraints often prevent school involvement. Educators should make every attempt to plan school meetings, activities, and conferences at times when parents are available to attend.

American teachers brought English to the Philippines after the United States took over from Spain more than a century ago. When we gained independence in 1946, English was so well established that it remained an official language.

Then, in 1973, the constitution imposed by Ferdinand Marcos made Filipino (based on the local tongue of Manila and surrounding provinces) an official language alongside English. In the 1970s. Filipino began to supplant English as the main language of instruction in schools, in the name of nation building.

Some think the decline has more general causes. As the economy has underperformed, so has education.

About 43 percent of students finish high school and only 2 percent finish college. And

a Department of Education study in 2004 showed that only 1 in 5 in public high school teachers was proficient in English.

Long-term foreign residents say that in the late 1960s it was possible to converse in English with almost any Filipino that had attended elementary school. They say it is now hard to find ordinary Filipinos under the age of 40 who can speak English confidently.

The government recognizes the decline, which is widely bemoaned in the local media. In 2003 the government ordered the teaching of English as a second language in elementary schools and made it the medium of instruction for 70 percent of teaching in high schools. It has since mandated remedial English classes for teachers.

Some business leaders said: “If we do not supply the demand, then we will lose our business. We will always need the English language.”

Employers in call centers recently revealed that they now have to reject 95 of 100 job applicants because their English proficiency is inadequate.

Our country once ranked as the most proficient in English language but now has slide over the years, even as English has become an economic importance in the modern day jobs. Observers said the decline stems in part from nationalist campaigns to promote Filipino and from inattention in schools, which the government is taking steps to undo.

How is English ever been so important than today?

MARAWI CITY - Over a thousand new teachers have been hired by the Autonomous Region in Muslim Mindanao (ARMM) this month to address teaching gaps in the region.

Nine hundred three teachers took oath en masse Friday, May 16, and will be assigned to permanent teaching slots in at least 1,364 different schools in ARMM’s mainland provinces of Maguindanao and Lanao del Sur and city of Marawi.

Of the 903 new appointments, 505 will be deployed in Maguindanao, 325 in Lanao del Sur and 78 in Marawi City.

Eighty nine percent or 797 of the sworn-in teachers are women.

ARMM Education Secretary Jamar Kulayan said 450 others will take oath on May 30 in Zamboanga City and will be assigned to schools in the island provinces of Sulu, Basilan and Tawi-Tawi.

All 1,353 newly-hired teachers have passed the Licensure Examination for Teachers (LET) and underwent screening process used by ARMM’s Department of Education (DepEd) in considering applicants for teaching

post.

Kulayan said they opted to hold a mass oath taking ceremony to boost the morale of the teachers and solemnize their commitment to the profession.

The newly-hired teachers will join the 23,000 educators in ARMM. Meanwhile, Mubarak Pandi, DepEd regional information officer, said there are still around 2,645 teaching posts for the region to be filled this 2014.

“We are optimistic these vacancies will soon be filled before the year ends, with the massive turn-out of new teaching aspirants undergoing Teachers Assessment and Competency Exam (TACE),” Pandi said.

TACE, an innovation on screening process ensures competency and aptitude of new recruits.

It involves set of paper examination, panel interview and teaching demo to rank qualified applicants as to hiring priorities.

Credit rating upgrades IN the country’s busyness trying to make head and tail out of the numerous lists linking senators, congressmen and other public officials to the P10 billion pork barrel fund scam, we seem not to appreciate the recent upgrades of our credit standing by international credit ratings agencies.

These upgrades, I would say, are far better news than the ones hogging the headlines about how corrupt elected senators, congressmen and other public officials are. But because of our penchant for the negative, the controversial and the media-hogging stuffs, these upgrades have been buried in the daily news to oblivion.

Why are these upgrades very important to every living Filipino? These upgrades prove beyond doubt how much we have leapt from being the most corrupt nation in the region and in the world during the last administration to our being adjudged now as one of the most trustworthy to deal with during the current administration.

In the last administration, creditors all over the world avoided us like a plague. Now they are magnetized into our country because of these upgrades.

In layman’s language, a credit upgrade is an assurance of our ability to pay our debts, direct public debts or debts given sovereign guarantees by the state.

This credit upgrades are not bestowed whimsically by international credit ratings agencies on any sovereign state like the Philippines.

The credit upgrade had to be earned. And earning

A deeper view Jesse E.L. Bacon II such upgrade is no mean feat. Remember that during the time of Gloria Macapagal Arroyo’s administration we were never given any credit upgrade by any international credit ratings agency because of the perceived corruption in all levels of government? On the contrary, our credit ratings had steadily declined under Gloria’s watch.

An objective look at the alleged P10 billion pork barrel fund scam that is supposedly engineered by Janet Lim Napoles readily shows that the bulk of the scam was committed during Gloria’s time. It went on during President Aquino’s presidency since bad habits are hard to abandon.

But we have to credit the Aquino administration for having unraveled this multi-billion pesos scam just two years after its ascension to power. Personally, I doubt if this would have been exposed the way it is exposed now if Aquino’s matuwid na daan mantra is not in place.

It will always take light to highlight darkness, white to highlight black, righteousness to highlight evil.

Whether we admit it or not, the P10 billion pork barrel scam was exposed because of Aquino. But if we ask whether he has the balls to

put in jail all those involved in this scam regardless of political party affiliation is another thing. He still has to prove himself in this regard.

Going back to the credit ratings upgrade that were bestowed on our country, this was made possible by many factors that the Aquino administration did and put in place since it ascended to power. Di lang ni tsamba kon dili gitrabaho kini.

The corruption index in the Philippines, admittedly, had dwindled under Aquino’s watch. Whereas before being corrupt is a badge of honor, being corrupt under Aquino’s administration is at least frowned at now.

This was made possible by Aquino not being linked to any corrupt act.

Of course, it is a fact that corruption charges are still leveled against the Aquino administration. The consolation we have with the current corruption is that it does not involve the President of the republic.

When the Malacanang occupant could not be linked to any corrupt act, subalterns and alter egos will not have the license to engage in corrupt practices because the President shuns away from corruption. Daku na kaayo ni nga consuelo

The warning is that, the “ Lord will strike you with… scorching heat and drought… the sky over your head will be bronze, and the

ground beneath you stand iron”, under Deuteronomy 28:15, 22 and 23 of the Bible. These calamities will be sent by God to a people who longer listen to, and who no longer obey, Him, says the Bible. Please read these verses carefully.

Since public funds are not wantonly lost to corruption, public funds are used for the purpose of alleviating the condition of the nation. Public services such as education, health, public order and safety have been improved greatly. Of course, we have not become paradise overnight. But at least we can take note with great pride how much we have improved in those areas.

The economic infrastructures have been put in place preventing interest rates from becoming uncontrollable; preventing runaway inflation from rearing its ugly head, to name just two of these economic infrastructures that made possible the growth of the economy the last two years. Do not forget that the growth rate we have been posting the last two years is the second best in the region.

Because of all these, local investments in manufacturing grew because the people are in the position now to buy. Even foreign investments are steadily pouring in on sectors where these are badly needed such as services and manufacturing.

Again, we are not saying we have become heaven already.

But what is undeniable is that these credit upgrades had been bestowed on us because the economy and governance are far better now than they were in the past.

Jordanian killed, girlfriend wounded in ambush ZAMBOANGA CIT Y – A Jordanian national was killed while his Filipina girlfriend survived although wounded in an ambush Sunday in Liloy, Zamboanga del Norte, the police reported.

SPO3 Abner Silaga, the case investigator, identified the slain Jordanian national as Mohammad Shaker Hashim Shaker Hashim Shaker Khalil, 56, who was temporarily residing in Barangay Poblacion, Salug, Zamboanga del Norte.

Silaga said their initial investigation showed Khalil

was driving a motorcycle with Villamil on board from Salug to Liloy when they were fired upon by gunmen shortly before 6 p.m. Sunday at Mucas Bridge in Barangay Kayok, Liloy.

Silaga said Khalil sustained 10 gunshot wounds and was declared dead on arrival by the attending physician at the Liloy District Integrated Health Hospital.

He said Villamil, who sustained four gunshot wounds, was later transferred to the Zamboanga Del Norte Medical Center in Dipolog City.

Cabatcha said that with this development, Zamsureco-1 is receiving additional three MW from the National Power Corporation (Napocor).

Cabatcha said Napocor now provides 18 MW to Zamsureco-1 from the previous of 15 MW. However, Napocor’s contracted power to Zamsureco-1 is 25 MW. Cabatcha said Zamsureco-1 still has a power deficit of 6 MW since it is only receiving a total of 28 MW from Napocor and two Independent Power Producers (IPPs).

Cabatcha said the two IPPs that supply power to Zamsureco-1 of 5

MW each are the Aboitiz-owned Therma Marine, Incorporated and the Mapalad Power Corporation of the Alcanta Group.

Cabatcha said that Zamsureco-1 has a total peak load demand of 34 MW. He said they are looking into possibilities of implementing shorter rotational brownouts within the commercial and industrial areas being served by Zamsureco-1.

Duterte thought twice to help NPA captive accused of logging, illegal drugs

APALONG, Davao del Norte – Davao City Mayor Rodrigo Duterte said he was at first hesitant to help a soldier recently held by the New People’s Army when he learned that the Prisoner of War (POW) was involved in illegal logging and drug use.

“Pangutan-a ng NPA, pagtawag nila, niingon ko ihawa na ninyo (Ask the NPAs, I told them to butcher him),” said Duterte during the NPA’s release of Corporal Rogelio Rosales of the 60th Infantry Battalion of the Philippine Army here Monday.

“Pag pahibawo bitaw sa NPA, kahibawo nako nga naa na silay nadakpan, wala pa man pud gisulti. Taudtaud ang Army nitawag na nga naay nadakpan, wa pud mangayo og tabang sa ako.

Murag nauwaw kay kani diay, nadakpan ni si Rosales ga-escort og illegal logging unya naay nakuha sa iyang lawas nga shabu (The NPAs called me but they did not elaborate. Later the Army called to confirm of the

NPA’s capture. They did not ask for my help because they were embarrassed as Rosales was captured while he was escorting illegal loggers and that a shabu was found in his possession,” said Duterte.

According to a statement signed by Ka Aris Francisco, spokesperson of the NPA’s Comval-North Davao South Agusan Sub-regional Command, Rosales was captured by the NPA last May 3 in Brgy. Florida, Kapalong, Davao del Norte.

Franciso further accused that the shabu caught in Rosales’ possession is “proof that soldiers who are coddling big loggers in the province were also into the illegal drug trade.”

Duterte said, “Unya ang

Rosales in an interview with the media denied the accusations against him.

“It was just a 2×2 timber for a house,” he said.

Rosales said that after Typhoon Pablo, the Army implemented a total log ban but did not target small logging.

He said the logs “did not fall under illegal logging according to the DENR (Department of Environment and Natural Resources)” and that he was in the area because he was “followingup wood for his house.”

NPA’s Francisco said that “Rosales, just like Sgt. Jeric Bucio Curay of the 72nd Infantry Battalion who was arrested and declared as Prisoner of war last April 4 and released last April 23, is part of the gang of soldiers under the 60th IB-72nd IB-Big 4 troika that is liable for the environmentallydestructive and anti-people logging business in Southern Mindanao and Caraga regions.”

As to the drugs found in his possession, Rosales admitted that he was “depressed because of a family problem” but claimed he was not a regular drug-user.

“I am ready to take a drug test and face SOPs,” he said.

Meanwhile, Duterte still thanked the NPA for “abiding with Geneva Law and other human rights conventions” and for “taking care of Rosales well.”

NPA rebels attack mining firms anew in Mindanao DAVAO CITY – Dozens of communist rebels on Monday raided a mining firm in the southern Philippines and seized assorted weapons, security officials said.

Officials said New People’s Army rebels swooped down on Sodaco, a subsidiary of DMCI Holdings in Columbio town in Sultan Kudarat province and disarmed its security guards before ransacking the arsenal.

“There is an operation going on and police and military forces are pursuing the raiders,” Capt. Alberto Caber, a spokesman for the Eastern Mindanao Command, told the regional newspaper Mindanao Examiner.

He said there were no casualties in the raid, but rebels led by Joan Casamorin and Randy Lasib managed to flee with 14 shotguns, six .45-caliber pistols, a laptop and one GPS global navigation tool.

He said NPA rebels also attacked the facilities of Sagittarius Mining in Davao del Sur’s Kiblawan town and torched 3 container vans that served as sleeping quarters of security guards.

Caber said the facility has long been abandoned

by Sagittarius Mining and that security guards were only there to guard it from thieves. “We condemn these attacks by the terrorist group NPA. The latest attacks just showed how desperate these terrorists are,” he said.

There was no immediate statement from the NPA about the attacks, but it has previously warned mining companies to stop its operations after accusing them of destroying the environment and illegally occupying ancestral domain.

New tourist attraction opens in Leyte’s Inopacan town TACLOBAN CITY, May 20 (PNA) -- Inopacan town in Leyte recently opened the Nature’s Walk and Viewdeck, its newest addition of tourist attractions to lure more visitors, both local and foreign, in the area.

The Nature’s Walk is a 900-meter walkway made of bamboo that passes through thick mangroves with a view deck at the end.

The view deck provides a sight of the new municipal building of the town, and more so, the famed Cuatro Islas, a group of four islets off the western coast of Leyte province that is drawing a good number of tourists yearly for its crystal clear water and pristine white sands.

Cuatro Islas which means “four islands” in Spanish, is a group of islands belonging to the municipalities of Inopacan and Hindang, in the province of Leyte. Three

of these islets belong to the administrative jurisdiction of the municipality of Inopacan while one belongs to the administrative jurisdiction of the municipality of Hindang.

Another attraction offered in Inopacan is its Baywalk Park that runs along the town’s bay and was designed for tourists, visitors and locals to enjoy the sun, the sea and the view of islands nearby.

Both the Nature’s Walk and Viewdeck and Baywalk Park are projects of Inopacan Mayor Silvestre Lumarda who is now on his second term.

LEGAZPI CITY, May 19 (PNA) -- Koreans are the top contributor to tourism industry in the Philippines, with a total inbound market of 1.17 million tourists in 2013, according to the ASEAN National Tourism Organizations (NTOs).

Other ASEAN top contributor to the country's tourist arrivals is China, coming as fourth, with 426,352 tourist arrivals last year.

In the Bicol Region, Department of Tourism Regional Director Maria Ong-Ravanilla said Korean nationals also recorded the highest tourist arrivals last year.

"We already have a comprehensive tourism package which has contributed to the influx of foreign visitors in the Bicol Region," Ravanilla said.

On the fourth day of the ASEAN NTOs meeting, the members agreed on the creation of an ASEAN Plus Three Tourism Crisis Com-

munication Team and a joint market research programs to boost tourist arrivals in the region.

A familiarization for top media agencies from Japan, China and Korea is also set this year as an ASEAN promotion strategy.

The ASEAN NTOs, in a meeting with India's representative on tourism, formalized a sustainable tourism cooperation among the ASEAN countries in terms of tourism education, participation in the travel marts, marketing promotion, crisis communication, exchange of information pertaining to statistics and development strategies.

Another text scam informs customers they supposedly won in a raffle contest they never participated in and the text message provides “steps” on how to claim the prize. Another text scam involves relatives working abroad supposedly using a new prepaid number, also aimed at tricking subscribers into doing a Share-A-Load transaction.

Globe customers are advised not to respond and, instead, immediately report suspicious text messages to authorized Globe customer service channels. Customers may report mobile numbers used in sending out fraudulent or scam text messages, Crisanto said.

Deticio said city officials are looking at proposing to DPWH that the new road should connect instead to the city’s circumferential road from Barangay Sumpong to Barangay Casisang, both of which are along the Sayre Highway, Bukidnon’s main artery.

“It is nearer the downtown area and it will not drive away business that much,” he added.

The DPWH said the bypass road veers from the Sayre Highway near the Del Monte plantation in Dalwangan and ends at the portion of the same highway near the Valencia Rubbertex factory in Casisang.

The agency has allocated P100 million from its “regular infrastructure” budget in 2014 for the initial phase of the project covering three kilometers of excavation and other earthworks, Sandra Flores, DPWH-10 public information officer, said.

Flores said it will also include payment for road right of way.

The DPWH clarified that cutting distance is not the key reason for the construction of the bypass road.

“The objective is to decongest the business center of Malaybalay and open other areas for development,” Flores added in an email Tuesday afternoon.

She said the DPWH had initiated negotiations long before for widening of the portion of the Sayre Highway that cuts across the downtown area.

“There is difficulty in widening the road within Malaybalay City (proper) because of businessmen’s resistance,” she added.

She cited that businessmen resisted the idea because it would mean portions of their properties would have to be torn down to give way to the road.

She said the DPWH realized it would be less costly to open a new road than insist on road widening and pay much for road right of way. “(With good and wider roads) this is also another opportunity to spread development within Malaybalay City,” Flores added.

The 240-day construction of the road started on March 10 with target completion set on November 5 this year.

Pajo said it is now time that the lawmakers in Congress should approve a bill allowing the Department of Education (DepEd) to include the HIV-AIDS and other dreadful and incurable diseases be part of the curriculum.

There are a number of incurable diseases around the world today. These diseases could be contained if preventive measures effectively inculcate in the minds of the young people, Pajo said.

Meanwhile, the chairpersons of the city council committee on health and the committee on tourism have respectively sounded alarm over the increasing number of HIV/AIDS cases in Cagayan de Oro City.

Councilor Candy Darimbang, chair of the committee on tourism, said the HIV/AIDS report during the city council regular meeting on Monday painted a picture of negativity for the image of the city.

Darimbang said the prevalence of the HIV/ AIDS in the city could affect the tourism industry here.

She said that if the menace will not be addressed the negative effect would also be felt in the number of investors coming to the city.

“We have to look into this matter,” she said.

“Not only in Cagayan de Oro City but also in Northern Mindanao,” she added.

The report mentioned that there are now 188 cases as of January 2014 in Region 10.

“It may be that there are more unreported,” Darimbang said.

Aside from HIV-AIDS disease, there are now viruses that caused the MERS-COV, the Birds Flu, and the SARS which could be checked through proper sanitation methods.

The local church authorities have also expressed the apprehension about the spread of the HIV-AIDS virus among the young people in Cagayan De Oro City.

Monsignor Rey Monsanto, of the Archdiocese of Misamis Oriental, has also endorsed the notion that Congress should now pass a law to include sex education in schools.

“The RH Bill should be strengthened to include the effective information and education of the young children in school about the morality of safe sex,” Monsanto said in a radio interview here.

He said that the spread of HIV-AIDS could also be traced to the breakdown of the teachings of moral values that should start at home as part of responsible parenthood.

“It is unfortunate that people, including the young generation of today, consider “sex” as one of the pass time hobbies. The sexual permissiveness of the young generations have contributed in the spread of HIV-AIDS disease,” Monsanto added.

The society and its people have abused “sex” as a God-given gift that should be sanctified in the context of Divine creation, he said.

MANILA, Philippines - The Philippines’ leading airline, Cebu Pacific (PSE:CEB), took delivery of the second of three Airbus A330 aircraft it will receive this year. CEB’s brand-new Airbus-A330 arrived at the NAIA Airport last May 18, 2014. CEB is due to take delivery of one additional Airbus A330 in August 2014. By end of 2014, the airline will be utilizing five wide-body Airbus A330 aircraft for its long haul operations.

With this delivery, CEB now operates a fleet of 52 aircraft comprised of 10 Airbus A319, 30 Airbus A320, 4 Airbus A330 and 8 ATR-72 500 aircraft. Between 2014 and 2021, Cebu Pacific will take delivery of 11 more Airbus A320, 30 Airbus A321neo, and 2 Airbus A330 aircraft.
