Economic briefing on Asean integration set in Oro today Asean to become an economic powerhouse in 2015

Experts in economy, trade and industry, and in weather forecasting will lead in today’s economic briefing on Asean integration at Xavier Sports and Country Club in Cagayan de Oro. Organized by A Brown Company, Inc., speakers in the economic briefing are Dr. Bernardo Villegas, an economist and former Constitutional Commission member; Dr. Rolando Dy, dean of the University of Asia and the Pacific’s School of Management; Dr. Tomas Aquino, a former trade and industry undersecretary; and Dr. Graciano Yumul, former chief of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

Dr. Villegas’s talk will focus on “The Philippines as the New Asian Tiger,” Dr. Dy’s discussions on “Asean Economic Integration and Philippine Agriculture: The Pluses and Minuses,” and Dr. Aquino’s presentation is on “Philippine Readiness to the Asean Economic Integration.” Dr. Yumul, who also served as undersecretary of the Department of Science and Technology, will expound on “Changes in Weather as a Signpost of Climate Change.” Dubbed as “Priming Up

for the ASEAN Integration,” the economic briefing which is in partnership with the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. and Cagayan de Oro City Government will be from 1 to 6 p.m. today, according to A Brown Company’s spokesperson Rufino Magbanua. Composed of 10 countries and two others of observers status, the envisioned Association of Southeast Asian Nations (Asean) integration would transform the entire geographic region into an Asean Economic Community next year, 2015. By then, investments, capital, goods and services are expected to flow freely, thus turning the Asean community into an economic powerhouse of about 600 million people with a combined gross domestic product (GDP) of close to US%2 trillion. Asean was organized on August 8, 1967 with five initial members, namely; Indonesia, Malaysia, Philippines, Singapore and Thailand. It eventually included Brunei Darrusalam, Cambodia, Laos, Myanmar and Vietnam as members. Currently, East Timor and Papua New Guinea also sits in the Asean as observers. Last year, Asean completed free trade agreements (FTA) with China, Japan, South Korea, India, Australia and New Zealand after six years of negotiations. The FTA, which is a vital component of the Asean integration, boosted the aggregate GDP across the 12 countries by more than US$48 billion over a 10-year period.

The program started with an Invocation, followed by the singing of the National Anthem. This was attended by the District Supervisors of Northeast I-A District, East II District, and Northeast II-B, Mr. Guillermo L. Fuentes, Mr. Jose S. Bagunas and Mr. Enesto G. Perez respectively, the incoming and outgoing school principals of the Northeast I-A District, invited guests from the office of barangay council of barangay Acmac, Kiwalan, and Sta. Filomena and the teachers

of the said district. A welcome address was given by the district supervisor, Mr. Guillermo L. Fuentes. An intermission song number was then followed by the select teachers of Kiwalan Elementary School. The symbolic turn-over was made first by the two principals of Sta. Filomena Central School, the big key carried by Dr. Nida Q. Solijon was handed over to the incoming principal Dr. Esa L. Tefora, which simply symbolizes that it’s Maam Esa’s turn to lead Sta.

Filomena Central School. This was followed by Ms. Evelyn D. Moreno and Ms. Elsa V. Ignilan of Acmac Elementary School, Ms. Herminia B. Flores and Dr. Nelda B. Baculio of Kiwalan Elementary School and Ms. Josefina S. Asparin and Ms. Arabella A. Amar of Echavez Elementary School. This was a scene that made everyone applauded. The outgoing principals gave their turn-over speech, followed by the acceptance speech by the incoming principals. Another inter-

need for medical specialists for the Surigao del Norte Provincial Hospital located in Brgy. Bad-as, Placer, this province. “We are calling interested i nd iv i du a l s e sp e c i a l ly Surigaonons to avail of

this scholarship,” said Gov. Matugas. Those who will qualify for the scholarship should be graduates in the fields of Nursing, Physical Theraphy and other related courses. Medical students who are already enrolled in medicine proper may also avail of this scholarship after passing the screening process.

The need for medical practitioners and specialists is imperative within the Level 2, 50-bed Surigao del Norte Provincial Hospital, which is already set to open by the end of the third quarter. “We have right here, at the heart of the province, a state of the art hospital which we envision to be

the finest government hospital in the region, and we are also looking at the possible partnership with the MVP Group of Companies, owner of the best hospitals in the country, to provide us with assistance in personnel trainings, referral system and access to facilities and services of medical specialists that our

provincial hospital cannot yet provide,” she added. he is expected to push for his “legacy” project -- the new autonomous political entity called the “Bangsamoro” -- that would be set up, if his administration’s roadmap to peace is followed, on June 30, 2016, the same day his six-year term ends. But establishing the Bangsamoro is the last step in Aquino’s roadmap. Before then, the Bangsamoro Basic Law (BBL) that would serve as the Constitution of this new autonomous political entity with a ministerial form of government, has to be submitted to Congress and certified urgent for legislation, then submitted to the voters in the proposed Bangsamoro area in a plebiscite for ratification, so that the transition government – the 50-member Bangsamoro Transition Authority (BTA) the President will appoint – can take over from the Autonomous Region in Muslim Mindanao (ARMM) which will then be deemed abolished. In his SONA on July 22 last year, Aquino called on Congress to pass the BBL before yearend 2014, to allow for more time for the transition from the ARMM to the Bangsamoro. At that time, the government and MILF peace panels had finished only one of four annexes to the Framework Agreement on the Bangsamoro (FAB) and the 15-member joint government-MILF Bangsamoro Transition Commission (BTC) tasked to draft the BBL, was still drafting it. The BTC submitted the 97-page draft law on April 22. Malacanang took two months reviewing it and the MILF finally received the reviewed draft on June 21, its legal team briefing MILF chair Al Haj Murad Ebrahim and MILF peace panel chair Mohagher Iqbal, also BTC chair, on the proposed revisions evening of June 22, in Hiroshima, where both were speakers at The Consolidation for Peace for Mindanao (COP6) seminar. Unknown to most of the participants, Ebrahim and Murad had met with the President for about “15 to 20 minutes” just before he delivered his speech. Neither Ebrahim nor Iqbal gave details about what transpired during the meeting with the President. “We will be exerting all efforts to ensure that this measure is passed in a timely manner because the dream still is to give the new Bangsamoro government time to demonstrate its abilities… We’re hoping that all the steps will be done that they can sit in office by January 2015,” the Presidential Communications Operations Office (PCOO) quoted the President as saying. When the President delivers his SONA on July 28, he will have only 23 months – specifically 703 days -- to the end of his term. Targeting January 2015 as the month for the BTA to take over may not be realistic. Preparing for the plebiscite alone will require at least six months. The most important factor – the draft Bangsamoro Basic Law – has yet to be made acceptable to the parties that negotiated the Comprehensive Agreement on the Bangsamoro (CAB) before “both sides can fully support and endorse” it to Congress. Iqbal had warned in Turkey that there are two possible consequences: that the draft BBL will not be submitted to Congress when it resumes on July 28 or the government would proceed to submit to Congress the Malacanangrevised draft “without the concurrence of the MILF.” History repeating itself The former will further delay the process of legislation while the latter raises the possibility of history repeating itself: a law passed by Congress

On whitewater rafting Sir/Madam I write to comment upon your page 2 article in your June 23rd issue of Mindanao Daily regarding the recent white water rafting incident. I have over 40 years white water experience during which time, as an athlete, I became the British Whitewater Kayak Slalom Champion (35+ Class) in 2008. I then retired from competitive racing to become Head Coach for the Whitewater Slalom Section of Viking Kayak Club in the UK until I moved to the Philippines in 2011. Very sadly, I have lost friends and fellow racers who have died whilst kayaking in whitewater so

the subject of safety on whitewater is one that is very close to my heart. A natural white water river presents a danger to life, no matter what preventative measures are conceived and introduced. Indeed, even flat, non flowing water, such as a lake, presents a danger of death and many people have lost their lives in static water. White water rafting is an adrenaline fuelled outdoor activity that actually depends upon an element of danger to make it the exciting adventure it is. Natural white water rivers are not like the rides in Disneyworld where large safety factors

are incorporated into the design to provide virtually zero likelihood of injury or death. It is “normal” to fall into white water whilst negotiating it in man made craft. It is not possible to entirely prevent that. Operators and passengers cannot be strapped into waterborne craft as this, in itself, presents an entirely alternative list of hazards. Once a person has left the waterborne craft they were travelling in, they lose a significant amount of the safety that staying in the craft offered. THE Disbursement Acceleration Fund (DAP) is the pooled savings of the national line agencies under the Executive branch that critics say was partly used by the Aquino administration in funding the ouster of former Supreme Court Chief Justice Renato Corona thus an illegal disbursement. Expectedly, the Aquino administration defended the fund saying it was legal since the heads of the three major branches of the government and the constitutional bodies are empowered by the Constitution to use their respective savings instead of returning them to the national treasury. The administration critics especially those who viewed this fund as a form of presidential pork did not just fold their arms and accept the Aquino administration’s rationalization of its existence. Declining fish catch

DA to ban commercial fishing in Davao Gulf D

AVAO CITY – Effective immediately, the Department of Agriculture (DA) will no longer allow commercial fishing in Davao Gulf as catch on “pelagic fishes” continue to decline brought by unabated fishing practices. Illegal fishing, environmental degradation and the failure of some local government units to manage and protect the municipal waters allowing encroachment of big fishing vessels using active gears were cited as reasons for the depleting fish catch. During the ban, only hook and line fishing method is allowed in Davao Gulf. The ban covered by the Joint Administrative Order of DA and the Department of Interior and Local Government (DILG) establishing a ‘Closed Season’ for the Conservation of Small Pelagic Fishes in Davao Gulf for three months, will pave the way for the rehabilitation or regeneration of fishery resources. This means, fishing of pelagic fishes such as the locally known matambaka,

moro-moro, borot, karabalyas, hasahasa, galonggong, among others, which are mostly the choice of the local residents because of their cheap price, are no longer allowed using ringnet and bagnet. Ringnet and bagnet are two dominant fishing gears catching smallpelagic fishes in the gulf and are exerting pressure on the resources wherein majority of their catches are juveniles. Violation of the order is punishable wherein the operator, boat captain and master fisherman or the three highest officers of the boat will be imprisoned for a minimum six months to a maximum of six years and/or a fine of P6,000.00. The ban covers the conservation area from Davao Gulf ’s entrance at Talagotong Point Don Marcelino, Davao del Sur to Cape San Agustin in Gov. Generoso, Davao Oriental with a total area of 3,087 kilometers. Davao Gulf is als o known to be the fishing ground for Tuna, Blue Marlin, Dolphins, among others but these are now deplet-

ing. Davao Gulf has a total area of 623,300 hectares, of which 375,700 hectares are municipal area and 247,600 insular water area. There are 18 municipalities and cities within Davao Gulf. Fatma Idris, the regional director of the Bureau of Fisheries and Aquatic Resources (BFAR XI), said the fishery resources particularly the pelagic fishes could no longer sufficiently provide the demands of fish in the region. She said they see the need to have a ‘closed season’ in Davao Gulf especially during the months of June to September, which is the period identified as the spawning season for small pelagic fishes. Jerry dela Cerna, manager of Barog Katawhan sa Governor Generoso Multi-Purpose Cooperative, admitted his group was instrumental in proposing for a ‘closed season’ to bring back the glory days of Davao Gulf when all different fish species were intact and plenty; to bring back the tuna ground fishing and blue marlin; increase fish

catch of fisherfolk; increase and sustain fish demand in the market; and secure the food of the growing population in Davao region. However, he said they have actually proposed a two-year closure and that within this period, stakeholders and government agencies can plan better to solve issues on depleting resources and illegal fishing practices. At the same time, they can also continue educating the population on fish culture. According to dela Cerna, they need to bring back good production and bring down prices of fish. He said fisherfolks in Gov. Generoso alone used to catch 20 to 30 kilos a day but it has decreased to only one kilo, sometimes zero. He said even the prices of pelagic fishes is high like the ‘matambaka’, which is sold ranging from P180.00 to P235 per kilo when it should be actually cheaper at P80.00 if the resources is abundant. DIPOLOG CITY - A fiveman team from the Asian Development Bank (ADB) together with the officers and personnel of the Department of Agrarian Reform (DAR)-9 recently conducted a consultation here with the members of Dipolog-Polanco Irrigators Association (DPIA), the beneficiaries of the ARCP II projects implemented by DAR in Zamboanga del Norte. DPIA has received a funding support worth P58 million under ARCP II through a loan from the ADB for the rehabilitation of the Dipolog Communal Irrigation System (DCIS) with 50 percent counterpart from the city government of Dipolog. The consultation highlighted the midterm review and assessment of ARCP II projects by the ADB team Moreover, Govenor Roberto Uy hoped that the visit of the ADB team could inspire the farmers to increase their production efficiency and contribute to the food sufficiency program of the government. Dipolog City Mayor Evelyn T. Uy, on the other hand, vowed to continue her support to the farmers and cautioned them not to enter or apply for loan with any financial institution, as the city government is always ready to help them. Davao City to host main event of Mindanao Cyber Expo

DAVAO CITY – The series of cyber exposition dubbed as the “Mindanao Cyber Expo (MCE) will be held in the different cities in Mindanao with the main event to be hosted by Davao City at SM City Davao. Organized by ESquared Events Inc, the main event will be held on July 24, 25, 26, and 27, 2014 with a hundred enthusiasts participating. The company's president Lester Avila disclosed that the participants will be coming from Mindanao as well as from the Visayas and Luzon. The MCE is a series of events themed at celebrating the Tech Savvy Culture of Davao City, said Avila, with the holding of the exposition already on its 8th year. He said a new feature is added to the event saying that a smaller exposition will be held in three other cities of the island aside from Davao City in Cagayan de Oro and General Santos City. "We have decided to come up with three-leg exposition inorder to reach out to more people by bringing to their area the cyber exposition," he

said during the business forum here on Tuesday at DermPath, SM City Davao. AGUM CITY — Five officials of Davao del Norte Electric Cooperative under the wing of Cooperative Development Authority (Daneco-CDA) were suspended for violating Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees. Found guilty of the antiethical act were Abenir O. Labja, Dean C. Briz, Eugenio S. Ramonida, Miguel Fermil and Ramon L. Zafra who were said to be holding various positions in government. In a 10-page decision issued by the Office of the Ombudsman-Mindanao in Davao City, it said they “failed to live up to the high standard of ethics and utmost responsibility to refrain from doing acts contrary to law, good

morals, good customs, public policy, public order, public safety and public interest.” It further said that “they forgot that they are bringing with them the image of their public office; and by defying lawful orders, they tainted the integrity of their public positions.” But Gerald Osorio, OICGeneral Manager of DanecoCDA told DavaoToday on Tuesday that the Ombudsman decision is now “moot

and academic” because all Board of Directors except one Abenir Labja resigned last June 2012. Labja is the Assistant Provincial Assessor in Compostela Valley. Osorio added that “we are not affected with the Ombudsman decision and we will remain steadfast in our commitment to standby with our principle for our member-consumers who are with us along the way. We are going to face this legal battle- fairly and squarely.” The administrative complaint originated when they [formerly NEA Board of Directors] were dismissed on April 30,2012. certainly at the time they enter the water. Only once others are able to position themselves, on land or in other craft to give assistance

or effect a rescue, can a swimmer look to others for assistance. With certain whitewater features there is no time at all for others to render such assistance before a swimmer finds them self in peril. They can very quickly become unreachable within the time needed to save them. The ideal concept of a 100% safe passage through a section of natural whitewater without the possibility of injury or death is an impossible one to achieve. Accordingly, the proposed reported resolution to suspend white water rafting “until such time that the City Council can determine measures so that accidents of this nature cannot happen again”, whilst very well intended, dictates that rafting would be permanently suspended. Yet to deny anyone to go rafting would be to deny them their right to explore, challenge and achievement. The same rights that saw man cross oceans, climb mountains and take flight to walk on the moon. What is necessary when negotiating white water is to ensure that “ all reasonable precautions” are taken to prevent injury or death whilst making clear to all concerned that they do so “entirely at their own risk”. I have rafted several times with the rafting organization that was involved in the recent incident (both before and after Sendong that actually made changes in the riverbed configuration and consequently changed the whitewater features of the Cagayan River). Their guides were very well trained, they issued all necessary safety equipment, they gave an excellent safety brief before getting on the water, they positioned the rafts, very accurately on the river, they instructed rafters not only when to paddle, but even how many times to paddle to ensure an intended route through the white water features and they effected quick and efficient rescues to all who fell from the rafts, myself included. I am quite sure that nobody is more qualified to conceive and introduce white water rafting safety measures than those who have many years experience in this field. It should be their responsibility to draft such measures for submission to the City Council, not for its approval, as that passes unqualified responsibility to the Council upon approval, but solely for its information. I do not see that it would be appropriate for any responsibility to fall upon the City Council as the rafting operations in Cagayan de Oro are privately operated businesses for profit and they have a “limited” responsibility to their customers to provide state safety precautions. The ultimate responsibility, beyond those safety precautions, rests with the individual rafter them self who is required to acknowl-

edge this by the signing of a waiver to this effect. In the event of any injury or death, all that is then required, to establish any degree of responsibility, is to investigate if all the stated safety precautions were taken. If they were not, and such omission was instrumental in the incident occurring, then the fundamental responsibility rests with the rafting organization. If they were, then the fundamental responsibility rests with the rafter who, despite all safety precautions being taken, knowingly and intentionally accepted such risk of injury or death as confirmed by the signing of the waiver. It is certainly not a matter for the City Council to become involved with. I do hope this communication, which I hope you choose to publish in your newspaper, assists in the better understanding of business run extreme activities, the awareness of extreme activity risks of injury or death, the responsibilities of both extreme activity businesses and their customers and the futility in seeking “total safety” in extreme activities. DAR Celebrates 26th CARP & 5th CARPER Anniversary "The Department of Agrarian Reform (DAR) , Zamboanga Del Sur (ZDS) – Province is celebrating its 26th Comprehensive Agrarian Reform Program (CARP) or RA 6657 and 5th CARP Extension with Reforms (CARPER) or RA 9700 Anniversary with the theme “Makakarating Din sa Paroroonan, Bastat Sama-Samang Magtutulungan”, imparted DAR-ZDS PAR Program Officer II Arturo Soria. DAR Regional Director IX Julita Ragandang earlier reiterated that CARP was signed last June 10, 1988 by then late Pres. Corazon Aquino as her centerpiece program which lasted till June 15, 1998. 'Then Congress approved RA 8532 under Ex - Pres. Fidel Ramos, for CARP extension from 1998 to June 15, 2008.The General Appropriations Act funded the Program until 2008 and throughout January - June 30, 2009. Then, CARPER was enacted into law by Congress and signed by then Pres. Gloria Arroyo on August 8, 2009, retroactively effective on July 1, 2009", RD Ragandang added. "Today, CARPER is intensely being pursued to emancipate the farmers from the bondage of the land. Firstly: by securing their land ownership. Secondly, by improving their productivity, raising their incomes and uplifting their lives through the delivery of comprehensive and integrated support services (Conduct of trainings like Cooperative Development; PBD Lawyering; Grassroots Participatory Budgetting; Payapa at Masaganang Pamayanan; Construction / rehabilitation of infrastructures like irrigation systems, farm to market roads, bridges, tribal halls; provision of 1) basic social services like school buildings, day care and brgy. health centers & potable water systems; 2) financial services like credit, production loans and microfinance; and 3} pre and post harvest facilities like harvesters, hand tractors, threshers and other farm machineries.
