Opol to strengthen water system, health, environment, education, taxation, services

CAGAYAN DE ORO CITY - The local government unit of Opol in Misamis Oriental has began implementing a program called WHEELS for the development of the municipality.

WHEELS stand for water system, health, environment, education, local taxation and sectoral services.

Opol Mayor Maximino B. Seno said the program has taken off and that the

municipality is on its way to delivering the benefits for the people especially the poor and marginalized.

Seno said they are aiming for self-sufficiency in water and that a company is already looking for a source to supply bulk water exclusively to the residents of Opol.

BUTUAN CITY -- More residents here living in low-lying areas continue to leave their homes, peaking at 101,000 as of this morning, even though the City Disaster Risk Reduction Management Office (CDRRMO) has already noted the lowering of the water level of the Agusan River.

Mayor Ferdinand Amante Jr. pointed out that the city has never experienced a flood as widespread and as devastating in the past as the Agusan River swelled the past few days with the continuous rains brought by tropical depression Agaton and the low pressure area hovering around Mindanao and the Visayas before and after Agaton.

The CDRRMO reported that as of 8 a.m. today, water level of the Agusan River has dropped to 3.92 meters above sea level from the highest recorded level of 4.6 meters 5 a.m. on Tuesday. The river’s normal water level is 1.7 meters.

Gracia Espere, CDRRMO officer in charge, said that 83 of the 86 barangays have been affected by the flooding.

Oroquietanons benefitted from BISAYA Medical Mission

Oroquieta City -- Hundreds of Oroquietanons benefitted from a million worth Medical Mission conducted by the BISAYA Medical Association of America led by its 15th President, a Cebuano Doctor who now leaves in the United States.

Dr. Dick Larumbe together with his wife Dr. Aida Larumbe and 30 Filipino Doctors from other states come together to conduct said Medical Mission coordinated by local medical professionals led by Dr. Faith Go of Oroquieta City.

In an interview, Dr. Dick

Larumbe told Mindanao Daily News that because of his friendship and good camaraderie with the Oroquietanons in the United States, especially Doctors Maylene Mancao-Tabanera and Nenita Lanaria-Suarez, said mission was successfully realized.

As incumbent President he requested Dr. Jesus Ho, coordinator of the organization and BISAYA Philippine Mission to prepare and eventually managed to activate the BISAYA Medical Association to forego with the mission in Oroquieta City.

Dr. Larumbe added that for the past 17 years, every year they always conducted medical mission all over the country for the benefit of every Filipinos that need medical attention and medications. On June 14, 2014, they are inviting Filipino Doctors in the US to join the 17th Annual Conventions in Carribea Hotel, Orlando, Florida, USA. With the celebration of the 84th Cabecera and 44th Chartered Day of Oroqui-

eta City this month, the medical mission was a part and parcel of the activity of which Oroquietanons benefitted with the help and support from the City of Good Life.

In his part, City Mayor Jason Paredes Almonte thanked the medical practitioner of the city especially Dr. Faith Go who personally coordinated with the BISAYA Medical Association of America.

“The medical mission is timely and special for Oroquietanons not only because we celebrated our celebration but it’s really gives to our brother and sister Oroquietanons who needs medical attention and it’s free of all cost for them.” He said.

Dr. Larumbe added that donations worth millions of pesos from other Filipino doctors and their families, friends, relatives, and other Filipinos who are now living in the US help and supported the BISAYA Medical Association to achieved their mission for the Filipinos in the country.

Not only Medical Mission but also gives scholarship to any Filipino who wishes to undergo training and schooling in the medical profession and also continuing Medical Education for Filipino Doctors.

With a 40 footer van full of medicines and other medical equipments for the mission arrives in Oroquieta on Sunday and started their professional work on Monday with hundreds of Oroquietanons availing the medical attention.

With the support from the local government unit with its City Health Office under Dr. Clemente Almonte II, the RN Heals, and the Misamis Occidental Provincial Health Office and Hospital and other local officials and family hosts who in way or another to the success of the mission, Dr. Larumbe and his 30 Team Filipino Doctors, heartily thanked City Mayor Almonte, Congressman Jorge Almonte and Vice Governor Aurora Virginia Almonte and Oroquietanons for the support.

An overview to DepEd’s early implementation of senior high school

In a purpose to elevate the country’s educational system, the current administration has approved the K to 12 program.

This program has added additional years to the system schools had used to implement for so many years.

K to 12 program consist of one year for preschool education, six years for elementary and another six for high school. In high school, there would be four years for junior high and two for senior high.

To review, it could be remembered that kindergarten education became mandatory as part of the initial implementation of K to 12.

The education department then began to revise the curriculum beginning with Grade 1 and 7 (formerly first year high school).

Further, the revised curriculum for Grade 2 and 8 was implemented on school year 2012-2013, while those for Grade 3 and 9 and for

Grade 4 and 10 were due this year and 2015, respectively.

Originally, the curriculum for Grade 11 along with Grade 4 was supposed to come out in 2016 while those for Grade 12 and Grade 5 were due in 2017.

However, under K to 12 flagship, President Benigno Aquino III decided to implement the senior high school (Grade 11 to 12) a year earlier than scheduled as he wish to see the K to 12 reform through during his term.

According to Department of Education’s (DepEd) Assistant Secretary for Planning Jesus Mateo in an interview with a national newspaper during onset of 2013, the original plan for Grade 11 nationwide is to commence by June 2016, but the President wanted half of the Grade 11 students to already start by June 2015.

In the same interview, he said that 2014’s budget includes

allocation for classrooms because for the use of first batch of Grade 11 students for 2015.

There are so many feedbacks for this plan. There are many who approved and there are also who made thumbs down. But one thing is clear: the Philippines is looking ahead. Thinking about the growing population and a budding economy, the demand for quality education is high, and making it high is the administration’s initiative.

The earlier implementation for senior high school maybe “too early” to some. It is a fact that it would be another challenge for Philippine Education and education department, as well. But similar K to 12’s beginnings, it is not without challenges. Innumerable mazes may come before its implementation, yet Filipinos could just expect that, again, its purpose is to elevate the Philippine Educational System.

We Filipinos are admired for our competitiveness in jobs and other endeavours in the international community. But our current education system does not effectively support us in becoming more competitive with peers from other countries.

The K- 12 education plan is deemed as a solution to that problem.

However, there are problems in its implementation: lack of government budget, classrooms and school supplies, and teachers. But we must consider the long- term effect of K- 12, which experts say can be very beneficial to us. Therefore, we must have the strong will in supporting K- 12 Educational Plan for the betterment of our education system and economy. Remember, if we want change in our society, we must start with our education system.

The K-12 Basic Education Program provides every Filipino child with the education s/he needs to compete in a global context.

Our new basic education curriculum or K-12 implements a mandatory kindergarten year and two years of additional senior high school attendance. Our former 10-year education curriculum now becomes 12 years.

The program has been adopted not only in schools in the Philippines,

but also in Filipino schools abroad that follow the department’s curriculum.

The new curriculum aims to give Filipino students enough time to master skills and concepts to make them more ready for tertiary or college education.

Previously, Kindergarten was optional, and advocates of the K-12 programme argue that students who went to kindergarten are better prepared for primary education than those who did not. In addition, the K-12 program “provides for the use of the mother tongue‘ language as the medium of instruction for students in the basic and lower years for easier learning.

The K-12 Basic Education Program, universal kindergarten and instruction in mother-tongue languages are but three of the ten points Aquino’s administration want to implement in order to improve the overall quality of education in Filipino schools.

Our economy is very much dependent on overseas jobs and remittances of OFWs. Thus K12 graduates who will be more competitive abroad would give more chances for us to bolster our economy with more Filipino workers in high-paying countries sending money to their families in the Philippines.

Drug Problem is Everybody’s Concern

One of the major problems of our country is on drug addiction.Many of our countrymen, young and old, poor and rich are victims of prohibited drugs.

We cannot just ignore the adverse effects of drug use to our youth and people. The continued use and addiction to drugs,results to violence and lawlessness which we cannot allow because the viability and future of our communities especially especially of the young victims are at stake. Thus, the urgent call for action demands a collective effort. Our government, family, community peers, friends,support group, religious sectors and other must unite and join hands in this noble cause.

Our government is already doing

preventive measures and arresting drug lords, manufacturers, planters and users., however everybody must do his/ her share. Like in school teachers and school heads can request authorities to conduct a campaign on preventive drug education and information to the school children and parents to strengthen community involvement.

Prevention of drug addiction among our youth starts with the family. The father and mother should know the problem.

They must be aware of their children where they go and who their friends are. We cannot allow and tolerate that the children we brought into this world and cared for would just drift into drug abuse, into crimes and eventually put into prison, if not killed.

Exercise bikes, this is one way to burn your excess fats that is unnecessary for the body and improve your muscles in your lower leg. Weights

and bars, this is usually use by men who wants to enhance their muscles primarily their biceps and triceps.

Balance ball, is intended for improving once balance and is good in your cardiovascular system. Boxing equipment, consisting of a punching bag is fit for athletes especially to those who are into boxing. This is also believe that it is a great stress reliever and is a good sport for your cardio, no wonder why many are into boxing.

The fitness equipment remind us to have a work out to improve the condition of our body. A healthy body would only prove that you are living a healthy lifestyle.

Many of the diseases of today are due to stress and unhealthy lifestyle and so getting yourself into workout will prevent you into such health condition that you are afraid of.

A lawmaker has filed a bill giving the Philippine Medical Association (PMA) the authority to file charges against its erring members.

House Bill 2482 will also create an Integrated Medical Professional Organization of the Philippines, which shall serve as the umbrella organization of all medical societies.

Under the bill, any person can file verified complaint before the PMA against any of its members.

The grounds for filing of charges against PMA members are gross negligence, ignorance or incompetence, immoral or dishonorable conduct, insanity, fraud in the acquisition of the certificate of registration, addiction to alcoholic beverages, false or unethical advertisement, a iding a ny crimina l abortion, issuing false medical certificate and violation of the Code of Ethics of the PMA. The PMA may impose penalties of reprimand, suspension or expulsion against their erring members.

There are 117 component societies, which serve as the basic unit of the PMA, equitably

special feature distributed in all regions of the country.

The PMA is one of the most prestigious organizations in the Philippines responsible for the training of specialists through its specialty societies and also for sustained excellent quality healthcare delivery through its continuing medical education and formulation of clinical practices and guidelines.

The PMA brings together the entire medical profession under one roof to serve as an authoritative source of information on health, disease a nd medica l practice.

The PMA has eight specialty divisions such as Pathology, Radiology, Anesthesiology, Surgery, Physicians, Pediatrics, Obstetrics and Gynecology and Family Medicine.

There is no other medical organization in the country that possesses the breadth, composition, membership and nationwide coverage of the PMA, and in almost all matters affecting health or the medical profession, the govern-

ment seeks the advice of the PMA. The measure to be known as the Integrated Medical Professional Organization Act requires all physicians duly registered by the Professional Regulations Commission (PRC) to become members of the PMA. Membership in good standing of the PMA shall be a condition precedent for his or her renewal of license and for the continuous practice in medicine.

Under the measure, the Philippine Medical Association, Inc. (PMA) shall retain its organizational structure including the specialty divisions, specialty and sub-specialty societies and the component medical societies and as non-stock, non-profit corporation duly registered with the Securities and Exchange Commission.

The PMA shall prescribe rules and regulations to implement the integration of the medical profession including the various specialty divisions, the specialty and subspecialty societies and their training program, and the component and affiliate medical societies.

A country of corrupt public servants IN ONE of my daily (except Saturday) radio programs, a letter sender wrote about his frustrations of the unabated corruption in the Philippines. The letter sender narrated the exposure of various levels of corruptions in the government – from Congress to the national government offices.

Even the Malacanang and President Aquino were not spared of the infectious corruption that appeared to Cris Diaz have become part of the country’s daily chore. The letter sender was so devastated that he seemed to have resigned to the fact that the country could never free itself in the cudgel of corruption in the near future. Matter of fact, insurgency, drug cartel, and syndicated crimes are no longer a threat to the country’s national security. It is corruption!

Aquino’s much ballyhooed “Tuwid na Daan” (Straight Road) policy was nothing but a deceptive political propaganda, the letter sender wrote. Perhaps, the letter sender was right. With poverty growing everyday and as individuals join the rank of the unemployed, the country

is certainly wallowing in abject poverty. The condition is exacerbated with the spiralling prices of basic commodities that one day, eating three square meals a day would be a luxury. By the way, basic commodities are goods that the ordinary citizen needs daily such as rice/ corn, oil, milk, canned goods, fish and meat. What is wrong with our country?

To think that the bureaucracy has dozen of welleducated public officials who earned their education in exclusive schools abroad is ironic. It is unthinkable that the country’s technocrats could not outline a viable economic roadmap that would lead this country to prosper.

On the contrary, we heard only of economic plans and objectives, that almost always lead to cul-de-sac.

While there are few good public servants who think and work for the benefit of the common good, they are so few that their voices are never heard. What the general public heard are raucous public officials who pursue their political ambitions at the expense of the people.

These public officials are adept at raising revenues in the guise of pursuing economically beneficial projects.

Actually, the ulterior motive is to fill their pockets! It

Pagadian City grateful for the recognition given by DSWD PAGADIAN CITY, Zamboanga del Sur – Mayor Romeo Pulmones has expressed his gratitude to the Department of Social Welfare and Development (DSWD) for recognizing this city’s efforts in support to the programs of the DSWD especially through the Day Care Center services.

Pulmones said that this city was chosen among the 127 cities nationwide to receive the Panata ko sa Bayan Award (Pagkilala sa Natatanging Kontribusyon sa Bayan) given by the DSWD in recognition to the support to the agency’s programs.

The award, a plaque and P25,000 cash, was handed over by no less than President Benigno Simeon Aquino III and DSWD Secretary Corazon Soliman during the 63rd anniversary of the agency last Saturday in a ceremony held at its central office in Quezon City.

The award was received by Councilor Bienvenido Culve, chairman of the City Council’s

Committee on Education, who represented Pulmones during the awarding ceremony.

This city, which comprises of 54 barangays, has a total of 72 Day Care Centers.

“There are some barangays that have two to three Day Care Centers depending on their needs or population,” Culve said.

He said the local government values the importance of education through the establishment of Day Care Centers as part of its support to the K-12 program of the Department of Education (DepEd).

He said the city government and the barangay shoulders the salaries of the kindergarten teacher manning the Day Care Centers.

Meanwhile, City Social Welfare and Development Officerin-Charge Teresita Roldan said that the Day Care Center in Barangay Balangasan under the leadership of Josie Romarate had been the consistent awardee in this city. (PNA)

Davao asked to support startup companies DAVAO CITY – A member of the city’s community of startup companies said the city could benefit from supporting startup companies, especially since some of them are doing this for social entrepreneurship.

Dulce Lada, coordinator of the city’s startup community, suggested that the city encourage the creation of startups by relaxing tax laws, especially for companies still looking for funding agencies for their projects.

“The practice in Davao City is for the city to immediately tax starting companies even when they are just beginning,” Lada said.

She said companies in other countries such as Singapore relax their tax

weather disturbance to help in the ongoing relief and rehabilitation missions.

“Agaton” was the first cyclone to enter the Philippine area of responsibility this year and battered Eastern Mindanao and its neighboring provinces.

Last week, the Davao City Chamber of Commerce and Industry Inc. (DCCCII) announced the creation of “The Cube,” a space where startups and individuals who are employed in online jobs can work and collaborate for a minimal fee.

Chamber president Antonio dela Cruz said the facility targets those who are tired of working in coffee shops just to get decent internet connections.

The companies are given unlimited internet access for the day for a minimal fee, with the facility located within the DCCCII building in JP Laurel.

Asked whether this was a trend, Lada said the city is actually lagging behind since the idea of startups was created in Silicon Valley in California, where companies like Facebook, Yahoo and Google first emerged. “ The Philippines is emerging as one of the key players of the startup scene,” Lada said.

Lada cited the success of startup projects Pagesnapp and iCalamity, which recently made tech headlines for besting other developers from around the Philippines.

“Startups are not just about profit, some of it is for social entrepreneurship and for developers to give solutions to regular problems,” she said.

The two application developers bested other web developers from other countries by writing code for an easy and user-friendly Facebook application development app and a calamity family locator app, respectively.

As part of their prize, the two teams will be flown to Silicon Valley to see for themselves what it is like to be in a “startup ecosystem” where ideas are freely shared.

The city government has recently said it wishes to interconnect all business transactions to stop corruption, through the city’s information technology

center (CITC).

However, funding for the idea did not seem realistic, according to CITC data.

The city’s budget for the CITC, as of 2013, was P5 million, which includes an internet connection expense for the city government buildings totaling at least P1.8 million.

In education, some 50 additional scholars will raise the total number of beneficiaries to the LGU’s scholarship program to 250 when the next school year opens. Seno said the additional scholarship expenses will be borne by sponsors.

To lessen the burden of taxation among the low-income workers, Seno said he has pushed for the amendment of the local tax code at the sangguniang bayan to benefit tricycle drivers, vendors and other smalltime business operators.

Seno said he was able to reduce the interest rate from 9% to 6% of the LGU’s P100-million debt that he inherited from the previous administration. He said the municipal government has been paying almost P1million a month for the interest but the savings now will redound to the basic services for the people.

Seno said the P100M total debt came from loans including for heavy equipment, construction of the public market, health center and school.

Foremost among them are those who are benefitting from the scholarship, burial and medical assistance programs financed from PDAF funds. While it may be true that the PDAF was abused by some legislators, it should have been considered that the PDAF was a very important lifeline for those who want to pursue college education, those in crisis and those who have lost a family member. And we have been very consistent about this in the past years.

We have prudently used the PDAF in our scholarship programs which have benefitted hundreds of poor but deserving students; in our crisis intervention programs where families in distress were given emergency assistance and in our burial assistance program where families of departed residents were given burial

assistance to somehow alleviate their pain. Now that the PDAF is scrapped in the budget next year, it will be very difficult how we can continue with these worthy programs,” Congresswoman Dimaporo said.

“Now that the PDAF is abolished, we have to make do with what is available.

We have to prevail over this predicament. Hence, I wish to assure my constituents that your representative is doing everything to continue the implementation of our worthy programs that have benefited many of my constituents from the First District. We are also coordinating with the DSWD if we can continue with our scholarship program for high school students. More so, we are coordinating with them regarding our burial assistance and emergency assistance programs. Hopefully, the DSWD will allow the Provincial Government to implement the burial and emergency assistance programs considering that the DSWD office is located in Cagayan De Oro City, which is more than a hundred kilometers away and it will be very difficult for those in need of immediate assistance to go there.

All these matters will be finalized when the national budget for next year will be approved,” the lady representative said.
