DOH tips on heatstroke: ‘Keep yourself hydrated’

“KEEP yourself hydrated with enough water.”

This is the Department of Health’s advice to the public to avoid heatstrokes especially now that the summer heat is being felt wherein the body is releasing water through bodily sweats.

“Dapat talaga may tubig (We should not forget to drink water, or bring safe drinking water with you anytime),” said DOH Secretary Janette L. Garin as a tip to prevent the heatstroke commonly felt during summertime wherein hotter temperatures are felt.

Aside from that Secretary Garin added the following preventive tips: -- Limit the amount of time you spend outdoors; -- Aside from drinking plenty of water, as much as possible it will help a lot if

one will avoid tea, coffee, soda and alcohol; -- Wear a wide-brimmed hat, use umbrella and longsleeved clothing when outdoors; and -- Schedule heavy-duty activities for the beginning or end of the day, when it’s cooler or at least in the airconditioned rooms as much as possible.

Heat stroke is the most severe form of heat injury and happens when the body fails to cool down.

It happens when the body temperature is between 104 and 105 degrees Fahrenheit which start to manifest once the body fails to recover from heat exhaustion.

Under this condition heat stroke victims are not able to sweat and release excessive heat due to dehydration and humid temperature.

CAGAYAN de Oro’s first mid-rise resort-inspired condominium with its showcase of Asian-Balinese motif became the first downtown condominium in the city to turn over 60 completed units to Building 1 homeowners in a brief but memorable ceremony last Saturday.

Overall SSS web-based transactions breach 5.5 million mark in 2015 DAVAO City --The Social Security System’s (SSS) total website transactions increased from 3.64 million by end-2014 to 5.55 million by end-2015, reflecting a growth of 53 percent driven by the rising number of members and employers using the online facility as a faster and easier means of transacting with the pension fund.

SSS Officer-in-Charge of Service Delivery Department Renato N. Malto noted that the year-end number of web-registered users grew last year across the various types of SSS members, with the highest rate of increase recorded among regular employees and overseas Filipino workers (OFWs) both at eight percent.

Malto said the overall number of web-registered members increased by eight percent from 3.24 million in 2014 to 3.50 million in 2015. Meanwhile, the number of employers with SSS web accounts jumped by

32 percent from 187,152 in 2014 to 247,385 last year.

“The SSS website is more than just an online facility for viewing general SSS information. Members and employers can also check their personal SSS records and perform several online transactions thru the website, providing a convenient alternative to overthe-counter transactions at SSS branches,” he said.

Launched in 2008, the SSS website (www.sss.gov. ph) was upgraded in 2011 to allow the online submission of salary loan applications and maternity notifications by individual members, and reports of newly-hired workers, employee maternity notifications, contribution and loan collection lists and certification of employee salary loan applications by employers.

In September 2015, the SSS website started accepting online sickness notifications by employers as well as technical retirement benefit claims by members and applications for Social Security (SS) numbers.

“The bulk of the 5.55

million overall online transactions or 5.41 million were from employers using the SSS website to submit their employment and collection reports, salary loan applications of employees, and sickness and maternity notifications to facilitate the benefit availment of their workers,” Malto said.

Of these, 2.77 million transactions involved employers’ online submission of the SS Form R1-A or Employment Report for reporting new workers to the SSS. Submission of the SS Form R-3 or Contribution Collection List, which specifies the amount remitted for each employee, totaled 1.16 million as of end-2015.

“Approval of employees’ online salary loan applications, with over 931,000 transactions recorded as of last year, is also frequent among employers using the SSS website. Other employer transactions include the submission of SS Form ML2 or Loan Collection Lists and sickness and maternity notifications of employees,” Malto added.

As for individual mem-

bers, online issuance of SS numbers was the top website transaction by end-2015, totaling 95,862 despite being launched only on September 29 last year, followed by salary loan applications with 22,103 transactions.

S S nu mb e rs i ssu e d through the SSS website are tagged as temporary but can already be used for employee reporting and contribution payment by employers.

To convert it to a permanent SS number to allow the availment of loans and benefits, the member would have to present any accepted supporting documents such as their birth or baptismal certificate or valid passport to any SSS branch.

“We encourage employers and members who are not yet registered to start creating their online web account for faster transactions with SSS. If they need assistance, they can always call our hotline numbers 920-6446 to 55 which are open 24/5, or email member_relations@sss.gov.ph or onlineserviceassistance@sss. gov.ph,” said Malto. (SSS)

Pity the residents in those calami t y stricken areas. Business as usual is a right, but to exploit the calamitous situation and increase the buyers’ burden is a “crime.”

The government should

order the halt of price increases by the business sector in times of disaster and calamity.

If the market stabilizes then business as usual (including price hikes) may be considered.

The Senate Committee on Agriculture and Food should urge the business sector to consider those affected which include the

producer of goods such as farming and fisheries , the small-scale business entrepreneurs, and the big companies, and help each other in easing the present economic difficulties.

Indeed, no amount of free market principle can assuage the pain of living it up amid the calamities and disasters most Filipinos are experiencing now.

You see, if you’re living His way every day in a personal relationship with Him, Jesus said He’s going to lead you safely through death into eternal life with Him. it is indubitable that while many are saying they already believed (or are believing) in Him, they are not even aware of who or what they should believe in.

This makes these supposed “believers” fake or spurious believers, who are as unsaved as those who do not believe at all. There is in fact no difference between the unbelievers and those who say they believe but do not really know who or what they should believe in, because they are both destined to die a fiery and slimy death in hell.

In sum, therefore, what we are being commanded to do is to accept and have faith in Jesus as God and Savior, and it is this acceptance and having faith in Jesus that does wonders to our lives, both here on earth and in eternity. When we accept See Batas, page A11

I WONDER how many times the statement “I’m worried about...” is spoken each day. Millions of people use this phrase, but what is the point of it? Does worry change everything? NO. So why keep doing it?

Start listening to yourself and other people, and each time you hear “I’m worried,” say to yourself, Worry is useless, and I refuse to do it. If we thoroughly

realize the foolishness of it, maybe we will stop saying it and doing it.

Instead of saying, “I’m worried,” replace those negative, useless words with “I trust God.” I do not waste my time with worry.

Lagnada, Fortun thank backers for beating rivals in 1st Survey

BUTUAN City -- Reelectionist Agusan del Norte First District Rep. Lawrence Lemuel Fortun and Engr.

Ronnie Vicente Lagnada thanked supporters as they topped their rival candidates in the recent voters’ preference poll by the Father Saturnino Urios University (FSUU) Policy Center here.

FSUU Policy Center chairperson Atty. Josefe Sorrera-Ty said the survey was conducted on February 27-March 6, 2016 in all the city 86 barangays where 1,932 respondents representing one percent of the voting population were interviewed for their preferred candidates for positions in the May 9, 2016 elections.

Fortun garnered 49.43 percent or more than twice the 24.15 percent Atty. Roan Libarios got.

Newcomer Lagnada took 42.20 percent to beat reelectionist Mayor Ferdinand Amante, Jr.’s 37.15 percent voters’ preference.

Lagnada thanked the Butuanons for their preference for him over his rival saying that while he is a neophyte in local politics, awareness among the people in his candidacy seemed to have been felt down to the village level.

Lagnada stressed that Amante has been in office for six years and has the advantage in terms of name recall. “My overtaking him in the survey seemed to indicate

we are on the right track of widening and expanding our campaign.”

He vowed to work harder to reach the remotest barangays to meet with residents to let them know that a fellow Butuanon wants changes in local governance to enable them to benefit from genuine programs, projects and activities he would introduce and implement.

In an interview at Dottie’s Place and Convention Center here, Fortun expressed his gratitude to supporters on the poll results. He said that gauging on the survey result, the verbal assaults against him since October, 2015 by his opponent and spokespersons have no effect whatsoever on the citizens

Zambo Norte total crime volume has decreased, says police chief

DIPOLOG City -- “The total crime volume in Zamboanga del Norte has decreased by 826 or 38.03 percent for the months of January 1 to March 11 this year as compared in 2015.”

This was the statement of Zamboanga del Norte Police Provincial Office (ZNPPO) Director PSSupt. Edwin

Buenaventura C. Wagan during the joint meeting of the Provincial Peace and Order Council (PPOC) and the Provincial Anti-Drug Council (PDAC) held recently at Zamboanga del Norte Convention and Exhibition Center (ZNCEC), this city.

Accordingly, for the said period, the index crime was reduced by 39.10 percent

while the non-index crime was reduced to 36.20 percent compared last year.

“The crime solution efficiency in the province wherein suspects were apprehended and cases were filed in court was increased by 3.32 percent and the crime clearance with cases were filed in court but identified suspects were not arrested was increased by

10.41 percent,” Director Wagan explained.

As of March 11 this year, an estimated Php 620, 000 worth of illegal drugs were confiscated and 46 persons were arrested for violation of Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Child Labor is defined as any work or economic activity performed by a child that subjects him or her to any exploitation, or is harmful to his or her health, safety, physical, moral, mental, and psycho-social development.

Playing and studying are what a typical child should bebusy of. Their talents, skills and values should be moulded at home and in school together with the parents and the teachers. They should be studying at school to have a bright future. They should be living in peaceful and harmonious surroundings together with their family and friends while enjoying their childhood and innocence. Ever y child deserved to be at school. They are entitledto have good education. But how can this be possible if at an early age they wereengaged to

work?

Hard labor is difficult on children. If children areworking they have little chance to learn from school. Eventhough they have enough time to attend school; the work often leaves them without the energy to study effectively. In addition, children who are mistreated in the workplace may be so traumatized that they cannot concentrate in school or worst they become disruptive and, as a result, they end up being rejected by teachers and hating school.

Child Labor is aserious problem so it must be avoided and stopped.

We all know that children is said to be the hope of nation and play a big role in shaping the world so they should be at school.

That’s why we should help each other to stop child labor in the country so that children will have a brighter future.

The maritime program for senior high school

RECENTLY, the Department of Education (DepEd) and the Maritime Industry Authority (Marina) signed an agreement aimed at providing Senior High School (SHS) students the needed education and training to qualify a career in the maritime industry after graduation.

Education Secretary Br. Armin Luistro said there is an increasing demand for seafarers in the international and local maritime industry.

“It is not just about the curriculum but our competitive advantage in the world,” said Secretary

Luistro in a statement posted on the DepEd website.

With the signing of the memorandum of agreement (MOA) between the education department and the MARINA, students taking up SHS under the K+12 basic education program can now opt to take up subjects related to maritime.

Under the agreement, the two agencies will work together on the development and revision of the curriculum guides and instructional materials needed for the proper implementation of the SHS maritime specialization.

Ororama Superstores has opened its new Carmen branch with a new entrance along Vamenta Boulevard.

In a glam-filled opening last March 18, the new two storey edifice which used to house its parking lot was introduced to the public with Mayor Oscar S. Moreno as the guest of honor.

“We salute the Ororama Superstore chain for this milestone,” said Moreno in his brief talk just outside the new facade where the opening program was held. “Ororama is one of our local brands we are truly proud off

and we salute Mr. & Mrs. See Hong for their achievement which is now being carried on by the next generation through Erwin and Genevieve.”

Besides boasting of new basement parking along the Vamenta Boulevard entrance, it also features an escalator to the 2nd story where its Department Store is located.

Keep waterways garbage-free, CCC asks next president to take group urges households, firms bold steps to combat climate change An environmental watchdog group on Sunday sought the cooperation of Metro Manila inhabitants in keeping all waterways trash-free ahead of the observance of the World Water Day on March 22.

The EcoWaste Coalition directed its appeal for proper discards management to households and businesses situated along the rivers and drainage canals, or esteros, crisscrossing the 17 local government units comprising the National Capital Region.

At the same time, the group urged national and local candidates for the May 9 polls to espouse sustainable solutions that will protect the country’s water resources from chemical and waste dumping and other damaging human activities.

“We request our city dwellers, especially those with houses by the rivers and canals, to cooperate with the Metro Manila Development Authority (MMDA) and concerned local government units

(LGUs) in protecting our waterways from garbage,” said Aileen Lucero, Coordinator, EcoWaste Coalition.

“Throwing trash into the streets, storm drains, creeks and rivers is unethical and unlawful,” she emphasized.

Republic Act 9003, the Ecological Solid Waste Management Act, lists the dumping of waste matters in public places as a prohibited act punishable by a fine of PHP300 to PHP1,000, or one to 15day community service, or both.

In spite of the legal prohibition, illegal waste disposal goes on unabated, Lucero complained, citing the 288 truckloads of garbage and silt, approximately 2,989 cubic meters, that were removed by the MMDA from five of the 273 esteros and sewers in the metropolis during the agency’s “Estero Blitz” program that started on March 1.

“Among other major impacts, indiscriminate

trash disposal increases flooding events that can pose serious hazard to life and property” Lucero said.

“By properly managing our discards, we prevent trash from getting into the drainage systems, blocking the drains and ultimately clogging creeks and rivers and hampering the free flow of water, which can aggravate floods and other water-related disasters,” she said.

“As it is a crucial component of any program geared at attaining sustainable development, we find it essential for our aspiring political leaders to tackle water and sanitation issues and solutions for the benefit of all,” the EcoWaste Coalition said.

THE Climate Change Commission (CCC) wants candidates, especially presidential aspirants, to include in their agenda steps to combat climate change, whose effects have far-reaching implication on food security, health, livelihood and poverty.

Secretary Emmanuel De Guzman, vice chairperson of the CCC, said on Saturday that environmental issues must be high on the to-do list of the next president, as candidates face off again for the second round of presidential debates on Sunday in Cebu, where topics include climate change.

“Taking decisive action against climate change should be the top priority of the next president. The Philippines is one of the countries most vulnerable to climate change, and it will take good leadership to strengthen the country’s ability to adapt to its impacts,” De Guzman said.

He added: “Our next set of leaders must recognize the serious concerns associated with climate change.

such as droughts, El Nino, unusually strong typhoons and storms, among others, have socio-political and national security implications.

Even our daily existence and activities are affected.”

In order to effectively address climate change, the next president must harmonize efforts to prepare communities across the country to cut down risk and put in place programs to make them resilient from the national government down to barangay levels.

“Our very own survival depends on the actions our new leaders take. We cannot be complacent,” he said.

One step to address the impact of climate change is committing to the implementation of the Paris Agreement, which the Philippines signed along with 195 countries in France last December, De Guzman said.

This new and legally binding climate change deal prompts developed and developing countries to limit global temperature “well below 2 degrees Celsius above pre-industrial levels

and pursue efforts to limit the temperature increase to 1.5 degrees Celsius above pre-industrial levels.”

“The Paris Agreement has set the stage for change and we must not lose the momentum in the fight against climate change, no matter who gets elected as president,” De Guzman said. “It can’t be ‘business as usual.’”

The CCC, created by virtue of Republic Act No. 9729 or the Climate Change Act of 2009, is tasked to “ensure the mainstreaming of climate change, in synergy with disaster risk reduction, into the national, sectoral and local development plans and programs.”

It is also directed to coordinate and harmonize strategies of national government agencies against climate change, as well as develop and recommend national policies on climate change.

The CCC is chaired by the President.

K to 12 Program: A Bane or A Boon?

Global Competition becomes fierce as first world countries are suppressing the chance of developing countries to compete in the global market. Our graduates seem to be incompetent in terms of knowledge and skills as our country is the last country in Asia and one of only three countries worldwide with a 10-year preuniversity cycle.

Philippines is now initiating another reform to achieve quality education which is the most important driver to human development, societal transformation, and economic progress.

A 12-year program is found to be the best period of learning under basic education and is also the recognized standard for students and professionals globally.

Moreover, this has been the first substantial reform in a long time.

To regain the limelight that once we have is to embrace this change e nt i re ly an d w h ol e heartedly. It is a change that will revolutionize everyone’s fate and in turn will ultimately affect the whole nation.

This may be another huge challenge to take but with hopes that in this time great things will happen. Its onset was challenged in all forms and confronted with resistance from all sides but none impeded its implementation. Some favoured its realization but others condemned it as an additional burden that won’t shed any light for a brighter future.

K to 12 Program covers Kindergarten and 12 years of basic education (six years of primar y education, four years of Junior High School, and two years of Senior High School which comprises of four tracks - Academic, Tech-Vocational Livelihood, Sports, and Arts and Design).

years to our schooling but it is seen beneficial in giving 21st century learners a higher quality of education. It is designed to provide a holistic education for all. Now, decongested, it will provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship.

On its contrary, people think that the government is not prepared as manifested by the actual insufficiency of resources and personnel needed; the anti-tertiary mantra of the program will produce young and docile labourers who will be compelled to accept and be permanently chained to low-paying and contractual jobs; adding two more years will definitely be financially oppressive hence an implied assault to people’s right to education; and no massive and legitimately democratic consultations were done.

We are now in its fourth year of operation and soon the pioneering batch is about to experience the Senior High School. Our government has spent an enormous budget for this by constructing additional buildings, hiring more teachers, and producing new textbooks.

In addition, a voucher program is also designed to subsidize Grade 10 completers’ tuition fees in Senior High School.

Many questions were raised but only few were cleared. Some of these still remain unanswered.

As time progresses, expectations and reservations also heighten.

Are we really K to 12 ready? Is this really for the good of our people, especially the young, and future generations of our nation? Is it a bane or a boon?

The answers are yet to come as we will experience directly and see for ourselves the true face of K to 12 Program.

Reality Check on Mentoring Teachers

Will a teacher be amenable on becoming a mentee of a co-teacher?

Over the past years, I came to ponder and check realities on mentoring.

Mentoring in schools is good and agreeable because a mentee is given help to acquaint himself to his crucial roles. He has somebody to turn to and ask questions on the real scenario of the whole teaching-learning process.

He is guided on his day to day goals and is certain that goals will be attained.

Thus, being a mentee does not only involve receiving knowledge about principles and processes on teaching, but it is about everything “under the sun”. A mentee becomes a valuable person in the school and more importantly to his learners. Through mentoring,

there is comfort and easiness in carrying out the desired outcome.

The mentee too, gains self-worth and great achievement. His day to day plight in dealing teaching-learning situations is challenging and incomparable. Getting good feedbacks on your performance is an achievement as a mentee. Moreover, it is the mentor’s satisfaction and achievement too, that his mentee drives for a continuous good performance.

Mentoring entails sense of achievement both to the mentor and mentee.

Mentoring indeed is good because it will help you find and create your own image eventually. All the ideas and techniques passed in you by your mentor may somehow be refined by you. You can now assess, modify and polish ideas, skills, methods

and practices and try it out in your class. Continue the process and innovate more.

This connotes that through mentoring, you have found your voice and your own image as a teacher.

According to Chris Joseph, Demand Media, mentoring has possible disadvantages if mentor-mentee relationship is forced and the feeling of frustration both by the mentor and mentee.

Mentor-mentee relationship when enforced or mandatory creates negative atmosphere.

This may due to the idea that the two may not get on well or there will be clashing of ideas.

Mentoring becomes negative when the mentor sees it as a burden or an additional duty to fulfill. This in turn may give the mentee the feeling that he is not welcome.

Worst, mentor sees the situation or feels the same way how the mentee feels. These

may strain the mentormentee relationship.

Thus, each becomes frustrated and unproductive. Mentor does no longer have the passion and commitment to live up to the purpose of mentoring.

Mentee gets frustrated for not getting the guidance he needs and will not progress in the field.

Moreover, mentoring becomes faulty when mentee has the feeling of hesitation and denial that he needs to be guided in the field.

Unless the mentor and the mentee are both open to idea of the significance and impact of mentoring to the mentee, to his calling and to his learners. The commitment it requires from the both, more so to the mentee’s part that we can say there will be many first-rate teachers in public schools.

South Cotabato Gov. Daisy Avance-Fuentes said Monday they are currently finalizing the arrangements for the rollout of the initiatives, which will be funded through the province’s quick response or calamity funds.

The Provincial Disaster Risk Reduction and Management Council (PDRRMC), chaired by the governor, declared the province under state of calamity last Friday as the damage wrought by the dry spell to the area’s agricultural crops already reached around PHP284.2 million.

“We will initially extend relief assistance to families in areas that were hit hard by the dry spell,” the governor said.

She said they will tap the Philippine National Red Cross to lead the distribution of the relief assistance due to a prohibition set by the Commission on Elections in connection with the May 9 local and national elections.

The local government will utilize barangay health workers and the barangay nutrition scholars in the preparation of “hot meals” for the relief operations.

Fuentes said the local government has around PHP22.2 million in available funds for this year for the 30 percent quick response component of its Local DRRM Fund.

She said nearly PHP11 million or 50 percent of the funds have been allotted for various priority interventions that were set under the province’s El Niño mitigation plan.

This includes around PHP7 million for the rollout of the local government’s climate change assistance program and a food-for-work scheme for the affected farmers and farm workers.

The assistance program, which will be implemented in coordination with the city and municipal agriculture offices, includes the distribution of vegetable seeds and other fast-maturing and drought resistant crops.

Some PHP2 million was set aside for the implementation of an alternative livelihood program for farmers and PHP1 million for the construction of a 48,000-liter overhead tank that will be used for storage of potable water.

Fuentes said they expect the Sangguniang Panlalawigan or provincial board to concur with the council’s calamity declaration within the next three days.

She directed the PDRRM Office and other council members to come up with a more holistic report on the damages wrought by the El Niño and include the affected laborers, livestock owners and other marginalized sectors.

The council will endorse the report to national government agencies for the release of augmentation assistance, she said.

The PDRRMC issued the

calamity declaration in the wake of the similar moves earlier made by Koronadal City and the municipalities of T’boli, Surallah and Tantangan.

A report released by the PDDRMO showed that the extreme dry weather mainly affected corn and palay farm lands, inland fishery areas and livestock.

It devastated some 11,011 hectares of farm lands involving around 9,380 farmers within the province’s 10 towns and lone city.(PNA)

Italpinas sets CDO ‘Primavera City’ launch in 2nd quarter of 2016 C

ertified green builder Italpinas Development Corporation (IDC) has set for the second quarter of this year the launch of its new huge and groundbreaking project – Primavera City – in Cagayan de Oro City.

IDC made its mark in the real estate industr y as t he f i rst Ph i l ippi ne company certified by the International Finance Corp.

(IFC) - World Bank Group Excellence in Design for Greater Efficiencies (EDGE) for its flagship project also in Cagayan de Oro City, the Primavera Residences.

IDC Chairman and COO Romolo Valentino Nati, an Italian architect, said Phase 1 of Primavera City involves the construction of two towers of integrated multifunctional buildings (commercial, office, residential) project with 11 floors each. Located at the Pueblo de Oro Business Park, Upper Carmen, Cagayan de Oro (near SM City Cagayan de Oro), the project entails an invest ment of P653 million.

“Primavera City is a fitting follow-up to our

highly successful and multi-awarded Primavera Residences, which caught the fancy of not just Filipino but even foreign buyers and property experts for it s mo d e r n It a l i an design infused with ecofriendly architecture,” Nati emphasized.

The grand launch will be in the second quarter, and start of construction of the Primavera City Phase 1 is third quarter of 2016. IDC targets the completion of the project and the turnover of its units to their owners by the third quarter of 2018.

I D C P re s i d e nt Jo s e “Jojo” D. Leviste III said the two towers of Primavera City Phase 1 is designed to have 337 units, 57 of them commercial units; 231 are studio-type; 22 are onebedroom units, and 27 are two-bedroom units.

Their average sizes are 50 to 60 square meters (sqm) for commercial units, 28 sqm for studio-type units, 47 sqm for the single-bedroom units, and 70 sqm for the two-bedroom units. “ We w i l l c o n d u c t extensive marketing for ou r t arge t buye rs t hat

Nati s aid Pr imavera City is envisioned to be another IDC awardwinning sustainabledevelopment project, with its passive green features, such as increased natural ventilation, shaded façade and semi-transparent photovoltaic panels covering the amenities located on the rooftop, among others. The project has been recognized as highly commended condo by the Climate Technology Initiative Private Financing Advisory Network (CTIPFAN) in Singapore in 2014.
