Floodwaters affect 69 families in Oro; destroy houses in Jasaan town

MISAMIS Oriental 2nd District Representative Juliette T. Uy will seek re-election in 2016, according to her husband Villanueva Mayor Julio T. Uy. “She will definitely run again,” Mayor Uy said.

He added, however, that it is not yet clear who will be the other candidates for the same position, but hinted that the two major political parties in the province will be fielding their candidates.

Mayor Uy said the Liberal Party and the Padayon Pilipino party have been heard to be choosing their candidates at present.

“We anticipate there will be someone from each party,” he said.

“But I see that Juliette will get support from most of the municipal mayors,” he said.

The 2nd congressional district in the province has 14 mayors.

HEAVY rains associated with the Inter tropical Convergence Zone (ITC) flooded three barangays of Cagayan de Oro on Sunday afternoon, the National Disaster Risk Reducation Ma n a g e m e nt C o u n c i l (NDRRMC) reported.

The NDRRMC said 69 families were affected after floodwaters struck the city at 4 p.m. Sunday.

It said 47 families from sitio Dulawon in Barangay Lumbia, and purok 5 in Barangay Bugo were evacuated in a chapel and covered court.

Duterte recounted the case of the demolished Nograles park in 2009 which was built on top of a canal along Mini Forest,

“He wasted so much money of the people actually,” the mayor said pertaining to the park built over the canal which caused flooding.

Duterte also warned public officials who are involved in graft cases to prepare for their imprisonment.

Sering was referring to Joint Memorandum Circular 2014-01, dated August 7, 2014 which was also signed by Budget Secretary Florencio Abad.

“We can prepare for drought,” Sering said, referring to predictions made by the Philippine Atmospheric, Geophysical and Astronomical Services Administration that an El Nino phenomenon or dry spell may hit the country starting late this year or early next year.

“Tuguegarao’s crop diversification helped them survive El Nino, and this shows that it can be done,” she noted.

She said it would depend on how LGUs would adapt to changing climate conditions. “My advice for LGUs? Take the warning seriously.”

The official said Mindanao’s hydropower facilities could also benefit from the predicted drought.

“Mindanao is largely hydropower-based,” Sering said. “When the water runs dry, it would be an opportunity to desilt the bodies of water, which have accumulated silt and have lowered the performance of the hydropower plants in Mindanao.”

He said coal-fired power plants also need to be addressed as an increasingly popular source of power.

“The problem is that the price of coal has lowered,” Sering said. “Coal plants eat up a lot of water during operation.”

She said it was time for policymakers to put a price on water, citing that water users or consumers actually pay for the price

of distribution. “To cite an example, when you buy bottled water, you don’t really pay for the water but for the bottle itself.”

The CCC official meanwhile said the Housing and Land Use Regulatory Board has required developers to include climate change measures such as disaster mapping and flood control in its upcoming projects.

Sering was joined by Mayor Alfredo Coro of Del Carmen, Surigao del Norte and climate change ambassador and television personality Bianca Gonzales in the climate change forum called Greeneration.

Attended by about 800 students from various universities and colleges in Mindanao, Greeneration Davao featured, among others, briefings on the role of science of climate

change, best practices in climate change adaptation, the role of social media in disaster preparedness and response.

“The campaign envisions a unified movement of empowered Filipino youth for a climate change resilient Philippines. It also seeks to raise awareness among the youth on the fundamentals of climate change and promote government’s climate changerelated initiatives particularly the national climate change action plan (NCCAP) and the people’s survival fund or the climate resiliency fund,” Sering said.

In a text message, city council environment committee chair Leonardo Avila III said the LGUs should take the memo seriously.

“It’s really reiterating a previous DILG memo for LGUs to have such a climate change action plan and to

fund it,” Avila said.

The city government will begin this month marathon budget hearings as soon as the city council receives the budget document from the City Mayor’s Office.

In earlier interviews, city council finance committee chair Danilo Dayanghirang said an early submission of the budget document would ensure that the budget for 2015 would be finalized before the end of the year.

Sering said the commission has enjoyed a 26% increase in budget since 2010 and assured the media that her position had tenure.

She added the Australian Agency for International Development has also pledged to add $7 million to help the commission mainstream climate change into the plans of local government units.

LGUs urged to adopt crop diversification and other measures for climate change

DAVAO City – Local government units should explore crop diversification and an improved water resource management for them to quickly adapt to changing weather patterns, a member of the Climate Change Commission (CCC) said.

In a press forum held at the University of Immaculate Conception last Saturday, CCC vice chair Lucille Sering said the move was one of many options that local government units can tap.

She said the commission and the Department of Interior and Local Government had issued a joint memorandum mandating LGUs to track and tag climate change related expenditures in the local budget.

URIGAO City - The Bureau of Fisheries and Aquatic ResourceCaraga Region has proposed imposing a closed season for fishing in Lake Mainit to address the decrease in catch of white goby locally known as pijanga.

Nerio Casil, regional director of BFAR-13 earlier told MindaNews that his office was preparing documents as basis for action of the municipalities around the lake.

Casil said he considers the closed season the best option to help preserve the dwindling number of pijanga, the main source of income of local fishers.

He clarified the closed season would only take effect during the breeding or spawning period of pijanga.

Jun Catalan, a fisherman from Mainit town also said he favors the scheme citing that overfishing has caused the fish population in the lake to decline.

Pijanga size ranges from 57 to 242 mm, according to the 2009 study conducted

by Mindanao State University-Naawan Foundation for Science and Technology Development titled “Sustainable Fisheries Management Program for Lake Mainit”.

Pijanga can be bought in the local market at 60-120 pesos per kilo, depending on the size of the fish.

The study said pijanga is the dominant fish in the lake, but its number has declined because of unsus-

tainable fishing practices. “ The lake and river fisheries are rapidly being depleted due to unsustainable or destructive fishing practices, too many fishers, highly diversified fishing technology, and lack of enforcement of fisheries and environmental policies.

Income from fishing is no longer sustainable in many areas, and lakeshore communities fear that rare and endemic fishes in the lake will be lost due to overfishing,” it said.

“Lake Mainit also faces threats of habitat degradation due to pollution from agriculture and mining, destructive fishing practices and the use of chemicals or poisons have reduced the aquatic biodiversity of the lake,” it added.

THE REALITIES OF NEGOTIATING My previous work as “negotiator” was varied. Let me recall some. I dealt with hostage takers at the Davao Penal Colony where all 8 hostage takers were “neutralized” and the standoff resolved; I helped in the surrender of prison escapee “Bucay” Manero; the peaceful surrender of high-value suspect Datu Unsay Ampatuan in the Maguindanao Massacre; the surrender of armed rebel commanders in Lanao; the pacification of desperate and hungry farmers at Sultan Kudarat during the EL NINO in 1998; the handling of angry and grieving families of plane crash victims in Cagayan de Oro; the release of an Army general Obillo and his junior officer

by NPA Kumander Parago in Davao after a trip to the Netherlands and meeting with Joma Sison; the safe return of Marine General Ben Dolorfino and OPAPP undersecretary Mon Santos from the hands of MNLF Commander Habier Malik in Sulu who figured recently in the Zamboanga siege, handled the return of MNLF’s Nur Misuari back to the country from Malaysia where he was arrested after a failed uprising in Sulu. And a few others.

Of course, (and this is true for all husbands) I have to mention the never ending and most inscrutable of all: “negotiations” with our dear wives on matters that are conjugal in nature.

This is one area where all husbands (including myself) may not claim much success! ( )

WITH REBELS --But here’s an undisputable fact: negotiating with rebels

in peace talks getting agreements done is something else. They are more complex to handle given that there are principled positions and grievances, mostly generational, that have to be addressed. I had the privilege ( and agony ) of being part of the peace negotiations with the CPP/NPA/NDF while I was Davao Congressman as House representative in the government panel during the Ramos administration; and as chief negotiator with the MILF; and I dealt with implementation issues with the MNLF while serving as presidential adviser during the Arroyo administration overseeing the whole peace process, not to mention Cordillera’s CPLA and other so-called “break-away” groups.

No doubt , dealing with armed rebels who have waged rebellion against government to seek peace is totally a different story from those cases which are purely criminal like hostaging or bringing in of suspects or resolving issues. Peace negotiations are not only about pacification and law enforcement. This genre has deep political dimensions that must be carefully navigated and adroitly handled.

Let me share with you some insights.

BEYOND GOVT -- First, rebels by taking up arms and rising up against government , impugn, reject and even challenge the legal order. They are outside the ambit of our laws as they do not operate under the Philippine legal framework. In fact, they rise up in arms against it. Hence they claim that they are beyond the reach of the laws and

So people should not take it against them or be surprised if they refuse, during negotiations and in signed agreements to make reference to the Constitution or the laws of the land. To do so is to impose on them prematurely what they reject. To do otherwise is, to them, early capitulation and a betrayal of what rebels fought for in the first place.

AS EQUALS -- In negotiations across the table, the principle of parity or of equal status between negotiating parties is assumed. Of course government does not concede this but being on a high moral ground than rebels, it temporarily suspends disbelief and allows the rebels to negotiate under those parameters. So one party, in principle, cannot admit being subsumed or of lower status than the other. For instance, as a result of this, signed agreements with the MILF or the MNLF for that matter, make direct reference to and use as framework international protocols or mutually agreed references and the Philippine constitution is obviously not one of them.

CALIBRATION

PROCESS -- But the signing of the FINAL Peace Agreement and the IMPLEMENTATION phase signal a strategic shift in this calibration process. At this point, the primacy of the basic law of the land is a “GIVEN” simply because implementing the terms of any peace agreement must be done within the context and confines of the internal laws and under the coercive force of the government.

Even the MILF recognizes this as a reality and will have to submit to this unequivocally as the peace process mutates and takes its inevitable course under the good offices and graces of the established regime of the government. I refer to this as a “calibration process” that everyone must understand. This is something that Congress must first understand as they now scrutinize the draft Bangsamoro Basic Law (BBL).

Absent this insight, we may unnecessarily dwell and focus and find fault and at every turn quibble on every word or phrase or provision -- or look for what is not there -- in the agreement and its annexes, looking at them through the conventional prism of constitutionality and legality. Just to illustrate: the “annexes” of the agreement were signed in the course of negotiations and BEFORE the final peace agreement and they were done so during the “ calibration” stage. So it is important that the contemporaneous stage at which those vital agreements were signed and sealed had to be seen in this light. Congress and the public must underSee dureza, page A7

CCTV footages to help solve grisly killings of two Swiss O

POL, Misamis Oriental -- Police were hoping they could solve the murders of two Swiss nationals Sunday with the CCTV footages of beach resorts in this coastal town.

PNP spokesperson Supt.

Michael Pareja for Northern Mindanao said at least one of the beach resorts have told investigators their willingness to help in the investigation of the murders of Robert Erich Loaber, 67, and Balthazar Johann Erni, 78.

“We are hoping that the CCTV images will be clear enough to solve the double murders,” Pareja, who declined to identify the names of the resorts, said.

Pareja said two or possibly three unidentified suspects gunned down Loaber and Erni, both Swiss nationals as they walked out along from B. Yasay Beach Resort past 1:20 p.m. on Sunday.

Opol town police chief Senior Insp. Alwin Tenoso Baclao said Loaber and Erni were with their female partners identified only as Teresita and Rowelyn Jane Odchigue.

Police said they are questioning Teresita, who is fivemonth pregnant, who was the partner of Loaber; and Odchigue, who was Erni’s girlfriend.

B aclao said L oab er sustained grazed gunshot wound on his cheek and another gunshot wound on his back. Erni sustained a gunshot wound on his forehead and back.

Loaber died at least 10 meters from Erni at the parking lot of the B. Yasay Beach Resort.

Baclao said they recovered six cartridge and unfired cal. 45 bullet from the crime scene.

He said the gunmen did

not take any of the personal belongings of the two Swiss citizens.

Resort caretaker Jun Martinez said the two couples were hopping from one resort to another before they finally settled at B. Yasay resort.

“They rented a small cottage from us for P150 and then ordered chicken, beer and mineral water. They even asked if we have rice which we do not have,” Martinez said as he started a small fire over the spots where the two nationals died.

“I have to make the fire to burn their blood so their spirits will not linger here.

I am scared because I sleep here in the resort. Their spirits may come back,” he said.

Martinez said the resort owner also instructed him to put some rocks on the spots so no vehicles will trample on them.

“We have also to respect them. Vehicles might run over their blood. They suffered enough,” Martinez said.

Martinez said he heard only two gunshots and was surprised that everyone in the resort were running. He said the resort was packed with beach goers being a Sunday.

He said when he came to the parking lot he saw one of the female companions holding to the body of one of the murdered Swiss nationals.

“I do not remember who it was but I know he was already dead,” Martinez narrated.

Probe on the safety of water in Cagayan de Oro pushed

CAGAYAN de Oro City–– The City Council’s health committee here has asked a probe on allegations that the city’s drinking water here is no longer safe.

City Councilor Dante Pajo, chair of the health and sanitation committee, said that the committee has been receiving reports about the safety of the water being supplied by a private contractor here.

Pajo said that the groups representing various cause oriented groups, churches and the academia have complained that the bulk water supplied by Rio Verde is reportedly unsafe.

The groups have submit-

ted a proposal for the conduct of a sample of water for analysis by an independent body, Pajo said.

City Councilor Zaldy Ocon, chair of the committee on the environment, has also presented video clips of an inspection at Lapinigan

Creek in Kiliog-Libona, Bukidnon .

Ocon said that the downstream of the said creek is the Cagayan de Oro River, which is an unclean source of water of Rio Verde.

He said that the water has been distributed to the

Cagayan De Oro Water District (COWD) for the past years.

For almost five years, it is possible that residents of the city have taken with contaminated and unsafe water, Ocon reported to the City Council.

Ocon said that in 2013, Rio Verde tapped Bubunawan River as its source of water.

Although the water is clear, it is still not certain if it is safe to use since there is a plantation near the area where pesticides and poisonous chemicals are being employed, he said.

Ocon said that the area is part of Bukidnon but the city might have been affected by the alleged unsafe water.

NCDDP will use the Community-Driven Development (CDD) approach to address poverty. Using this strategy, it will empower ordinary citizens to actively and directly participate in local governance by identifying their own community needs, planning, implementing and monitoring projects to respond to local scarcity issues and concern communally.

Kalahi-CIDSS currently covers 367 of the poorest municipalities in 12 regions.

This number is expected to increase to 847 in 16 regions

within the year.

The resource speakers were experts of Regional Project Management Office (RPMO), who imparted on the Community Driven Development mechanisms.

At the culmination program, DSWD 10 regional director Atty. Araceli F. Solamillo challenged the participants to make sure that they will work as a team, even as she encouraged collaboration or partnership with other stakeholders, conveying as well their commitments and innovations in helping attain the goal of

the project.

DOH-IX prepare for possible entry of MERS-CoV in ZamPen

AMBOANGA City The Department of Health (DOH) here takes tight preparations as roughly 3,000 Filipino pilgrims from Mecca, Saudi Arabia are set to arrive here starting next week.

As the Middle East Respiratory Syndrome Corona Virus or MERS-CoV has been spreading in the Mid-

dle East virtually uncontrolled, DOH met with various government agencies concerned last Sept. 30 to discuss interim guidelines for the preparedness and response to MERS-CoV. The disease has no known cure yet.

Dr. Venus Fortuna, head of DOH’s Infections Diseases, briefed the agency-participants on their specific roles in response to MERS-

CoV, especially that a week from now, Muslim brothers and sisters who performed hajj in Mecca, SA are set to go back home here or in any parts of Region 9 and the ARMM. DOH is also closely coordinating with hospitals here and health workers as part of the health department’s action and preparation in case a suspected infected/contaminated

traveler (pilgrim) is noted.

The lady doctor explained, MERS-CoV is a viral respiratory illness first reported in Saudi Arabia in 2012. She said Camels are considered the reservoir of the disease though did not elaborate on it.

She said, MersCov mimics the symptoms of an ordinary flu and has an incubation period of 14 days.

Most people who have

been confirmed to be positive of the disease developed fever, cough and shortness of breath.

So far, MERS-CoV cases have been linked to countries in and near the Arabian Peninsula.

“It is important to have respiratory hygiene, hugas kamay (hand washing),” Dr. Fortuna said.

The disease can be spread through close con-

tact, such as caring for and living with an infected person or via droplets.

“There is no vaccine for MERS-CoV specifically,” the lady doctor said.

It is important that if one has history of travel from the Arabian Peninsula, he/ she should immediately submit himself/herself for test and should be isolated to avoid spread of the disease. (FPG/JPA/PIA9)

Seeing of street children since 1987, Saint Francis House in Philippines celebrates 27th anniversary

ZAMBOANGA City – An orphanage founded by a Canadian missionary in Zamboanga City celebrated its 27th anniversary on Saturday as it continues to shelter street and abandoned children in this southern Philippine port city.

The Reverend Father Arthur Winikoff, of the “Our Blessed Mother of Victory Mission Foundation, Incorporated,” founded the Saint Francis House in October 1987.

He started his missionary work by going around at night in Zamboanga and bringing with him hot porridge and freshly-baked bread, and giving every single street child and the hungry, food to fill their empty stomachs, and offered them home and new hope in life in “God’s care and mercy.”

The priest is currently in Canada seeking help and donations to help feed the children in Zamboanga City. The missionary, who has devoted much of his life in helping street children, said as long as he is healthy and strong, he would continue caring for the dozens of Christian and Muslim children now at the Saint Francis House.

held a Mass which was attended by dozens of mostly children fostered by Saint Francis, and a few guests, including some nuns from the Dominican Sisters and Mayor Maria Isabelle Salazar.

The soft-spoken Archbishop Dela Cruz also told the children about the life of Saint Francis of Assisi and led them in singing spiritual songs. It was the first time a Catholic bishop has visited and officiated mass at the orphanage house. And he even appealed to the public to help and support the Saint Francis House in the village of Pasonanca.

“Orphanages like the Saint Francis home should have as many people working for them, working for Saint Francis home and working for the children because a program, project like this should be truly supported,” Archbishop Dela Cruz said, adding, he understands the difficulties that Father Winikoff is going through in getting people to Father Arthur Winikoff, donate or help the orphans founder of the Saint Francis in Zamboanga.

that it is so difficult to get funds in Canada and Europe because the former benefactors are getting older and older and they don’t have children to continue the work they have been doing,” he said.

When asked how a private institution such as Saint Francis House can partner with the government to be able to further help more street children following last year’s rebel siege in Zamboanga, Archbishop Dela Cruz replied: “I have to admit that the government really has resources and we see that in the papers everyday so much money is being wasted ang going to the pockets of politicians and that money can easily be used to ameliorate the conditions of our people, especially the poor, the jobless and so on, but maybe it’s a question of putting emphasis on the part of those politicians or those people who steal the money of the government and they should think about the consequences of their actions.”

“Eventually they will die and they will not b able

to bring all that money to heaven, (and) heaven will not admit their money and so that money should go where it should go so I call on the government to look at the possibility of continuing its partnership with Saint Francis home because I understand that this particular site, the land where the Saint Francis is located (in Pasonanca village) was a gift of the City Government, so clearly the gift can be extended to something more like giving immediate help to the orphanage (with) necessary amount rather (Saint Francis) just depend on help from abroad.”

A small party for the children capped the minimal celebration of the founding anniversary which was highlighted by interpretive dances and songs by foster kids. Mayor Salazar mingled with the children and gave a brief talk and later helped served dinner to the children. She also handed out chocolate rice crispy bars “Beng Beng” to all the children and guests who were invited to the anniversary.

Marissa Basilio, the caretaker of Saint Francis House, said the children at the foster house also bake breads for their own consumption.

Basilio also doubles as the mother and nanny to about five dozen children now under her ward.

Two local journalists, Ronald Lledo, who works for a television station as a news anchor; and Bong Bue, who also teaches at the Western Mindanao State University, are actively helping Father Winikoff in running the Saint Francis House during their spare time and mostly every weekend. Lledo has been volunteering at the foster home for 27 years now. “I have been here since the start after I saw Father Winikoff going around in Zamboanga every night and gathering the street children and feeding them and so I joined him in this mercy mission and it feels really good to help the children, the poor children in Zamboanga,” he said.

Not only does Father Winikoff shelter and feed the street children, he also sends them to school. Many of those who graduated have returned to Saint Francis as volunteer workers - taking

care of the children as what Father Winikoff did when they were in his ward.

The 65-year old missionary priest has always cited the passage in the Holy Bible – Matthew Chapter 25, Verse 40 - “- “And the King shall answer and say unto them, Verily I say unto you, In as much as ye have done [it] unto one of the least of these my brethren, ye have done [it] unto me.”

Father Winikoff said the vision of the Saint Francis House is to promote the Kingdom of God - both in words and deeds - especially through the service to those most in need. “Our main apostolate is with the less fortunate children – the out of school youth, orphans, abandoned and neglected children, abused kids, street urchins. Our aim is to give these children a dignified and brighter future – a future they can in turn offer to their very own children,” he said.

He said the mission of Saint Francis House is to provide the children with a decent home where they can have stability - a sense of permanence and an atmosphere of love. He said the See street, page A7

INCREMENTAL ---Thus, I cringed and squirmed in great discomfort when I heard one congressman insisting that the BBL must contain a commitment from the MILF that it would not at all go back to the hills again and rebel again. Peace agreements, although the ultimate repository of what was mutually agreed are not selfexecuting. They are merely pieces of paper, although sacrosanct, that will raise expectations among expectant stakeholders. They have to be implemented in time -- --on a long-term basis.

The process is incremental.

We need not say here but it is obvious that failing in keeping true to the government commitments will drive them back, maybe not all, to fight government again and continue their struggle. No amount of cautionary words in the BBL foreclosing their right to rebel again will remedy this. What is key is implementing the terms of the peace agreement, which is not only to show sincerity, but more importantly, we improve forthwith the lives of our own disadvantaged Filipinos who felt that they were excluded from the mainstream.

DISARMAMENT -- I had reason to also feel discomfort reading the blaring media headlines, courtesy of OPAPP statements, bannering disarmament or decommissioning protocols well ahead of progress in the congressional work on the BBL. I find this imprudent, although the purpose may be to make the public feel good that the armed rebels will eventually get rid of their firearms. I heard already audible grumblings on the ground from some MILF elements on this. Let us not forget that the MILF agreed to this but only on a phased basis, depending on the implementation outcomes. It can happen only when there are significant progress in agreement implementation and when a” firearms-less” enabling environment is at hand,

which requires disarming of warlords, politicians and other criminal elements.

Absent this development on the ground, do you think the MILF will voluntarily disarm? Think again!

MILF PARTICIPATION-- I was even surprised to see the MILF, through Panel Chair Mohaqher Iqbal gamely participating in the congressional hearings. Although this is a positive development for government, I thought the MILF would have been better off leaving the government panel to defend and advocate for the CAB. To be subjected to the rigors and discomfort of congressional scrutiny is something the MILF will definitely not relish organizationally, given that they have not forsaken their bottom-line positions while the final form of the BBL is still unclear. In my humble view, that canalizes MILF’s remaining options.

On a positive note, it can be interpreted to mean that MILF will eventually accept and submit to whatever final decision Congress will arrive at -- which augers well for peace in the land. But will it? That we still have to see!

Father Winikoff said he wanted to put up more orphanages in Mindanao to help poor children in the streets, but times are also difficult nowadays as Saint Francis House continues to exist through donations made by people with big heart and by benevolent organizations. “Just like Saint Francis of Assisi, I always beg for help so that we can continue taking care of the poor children.”

At the orphanage, a huge statue of Saint Francis stands by the doorway and besides the wooden figure are statues of Jesus Christ and the Virgin Mother. And the

whole house are laden with figures and images of Catholic Saints and dozens of plaques and framed letters and three of them were written by Philippine President Corazon Aquino – praising the Canadian priest for his strong devotion in helping the poor children.

An initial police investigation disclosed that the victims were about to leave the Yasay Beach Resort in Opol Sunday afternoon when shot by two unidentified gunmen.

Witnesses said that initially the gunmen were having an altercation when both suddenly went to where the foreigners were sitting.

“When the suspects came in nearer, both of them drew their guns and fired on the Swiss nationals. Each suspect has a gun,” the witness told the police.

Dr. West Edquila, of the Scene of the Crime Operative (SOCO, said that the police has recovered six empty shells at the crime scene.

“We will conduct the ballistic examination before we could determine the exact kind of firearms used,” Edquila said.

He said that the families of the victims in Switzerland have already been informed of the incident.

Edquila said that the police are still trying to determine the motive of the shooting.

The police in Opol are also working to establish the identity of the gunmen, Edquila said.

The Swiss nationals have Filipina girlfriends who witnessed the shooting incident, the police said.

Teresita, 40, who witnessed the shooting, is reportedly pregnant with Joan Erni. The gunmen spared her, police said.

Loaber has also a relationship with Teresita’s 27-year-old niece who is now in Switzerland, the police reported.

Loaber and Erni are reportedly retired bank

employees in Switzerland.

They frequently come on vacation to the Philippines.

Both Loaber and Erni are living with Teresita in one of the upscale subdivisions in Carmen, Cagayan de Oro City.

He said that PRRMC scrambled of the sudden heavy rains last Saturday which causes floods in some flood prone areas in Misamis Oriental.

COTABATO CITY - Preparations are underway in the Autonomous Region in Muslim Mindanao (ARMM) for the nationwide celebration of this year’s World Teachers’ Day starting October 5, 2014.

ARMM’s Department of Education spearheads the preparation of various relevant programs and activities in honor of thousands of teachers seen as modern day heroes, according to DepEd-ARMM regional secretary Jamar Kulayan.

Kulayan said, the annual celebration of World Teachers Day serves an opportune time to give due recognition and honor to the role and contribution of teachers in nation building.

“Mahalaga ito dahil ipinapakita natin sa ating mga teachers kung gaano sila kahalaga sa ating bayan at kung gaano kalaki ang kanilang role sa paghuhubog sa ating mga

kababataan. And we would not have been this successful were it not for them,” (It is important to honor and recognize the significant role teachers play in molding the youth. And we would not have been his successful were it not for them) Kulayan said.

Aside from the usual activities being undertaken during the celebration of World Teachers Day the previous years, Kulayan announces the conduct of the Search for the Regional Outstanding Teacher in ARMM for 2014, Teachers Got Talent, Teachers Badminton Cup, medical mission, and orientation on retirement benefits, among others.

The winner in the 2014 Search for the Regional Outstanding Teacher will receive P50,000 cash and medal, while trophies, gift items and cash await winners in other competitions, Kulayan said.

As a tribute, Kulayan urged past graduates, students and other stake-

holders to share gifts to the teachers as a token of love and appreciation to their significant contribution to the education sector.

DAVAO CITY- A photo exhibit featuring teachers will be on display at the Abreeza Ayala Mall this October 5-10.

The exhibit is conceptualized and held with the partnership of Maniniyot Community (MCOM) a Davao City-based photography group and the Philippine Information Agency-XI. It will be displayed on October 5 at the activity center and then the exhibit will move to the Ground Floor of the Abreeza Corporate Center.

The exhibit will have 19 photos featuring portraits of several pre-school, elementary, high school teachers, principals, college professors and occupational therapists.

Among the photos featured is that of Pegalongan Elementary School head teacher Randy Halasan who was the only Filipino awardee of the prestigious Ramon Magsaysay Awards this year. He was awarded for his work in the hinterland school of Pegalongan which benefited not just the students but also the indigenous Matigsalug community as well.

246 residents in South Cotabato get cash assistance from Sajahatra GENERAL SANTOS CITY - An initial 246 residents in South Cotabato province have benefitted from the cash-for-work program of the national government’s Sajahatra Bangsamoro initiative.

Norhata Benito, head of the Department of Social Welfare and Development (DSWD) Region 12’s risk reduction and management section, said the beneficiaries received cash assistance from the program in exchange for assigned community work.

She said they earlier launched the initiative in several villages in South Cotabato that were included in the expansion areas of the Sajahatra Bangsamoro program.

The recipient-villages included barangays Lampari in Banga town and Sumbakil in Polomolok that have significant Moro populations. “ This is part of the DSWD's commitments to help our Bangsamoro brothers and sisters gain ground on their path to peace and progress," Benito said in a statement.

She said the program provides beneficiaries with opportunities to earn and become productive.

It also assists the longterm improvement, protection and empowerment of the beneficiaries’ communities, she said.

Benito said the 246 residents that participated in the program in the province are part of the 11,000 that were covered by the program so far under the Sajahatra Bangsamoro.

Under the program, she said beneficiaries are mobilized to serve for 10 days of paid community work per month in a span of three months.

“The list of beneficiaries involve almost equal number of males and females, allowing fair and equal opportunities to contribute as well as gain from the program,”

she said.

The agency has set the wages of the beneficiaries based on an area’s prevailing minimum wage rate.

In Region 12, the prevailing minimum daily wage rate was set at P275 based on a new wage order approved last July by the Regional Tripartite Wages and Productivity Board.

Also known as Soccsksargen, the region comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

Sajahatra Bangsamoro's cash-for-work program is being carried out by the DSWD. The jobs covered by the program are targeted towards community improvement and protection such as flood prevention, disasterpreparedness, environment protection, and infrastructure reconstruction and rehabilitation as well as food security under the supplemental feeding program.

“The pioneering batches of CFW beneficiaries have already received their wages.

To date, approximately onethird of the program's identified beneficiaries have been mobilized,” Benito said.

The Sajahatra Bangsamoro is the Aquino government’s concrete socioeconomic peace initiative that aims to uplift the health, education, and livelihood conditions in communities that fall within and around the proposed Bangsamoro territory.

Jointly implemented with the Moro Islamic Liberation Front, the program is the initial dividend of peace following the signing of the Framework Agreement on the Bangsamoro. The program is expected to jumpstart the socio-economic component of the normalization process in line with the signed Comprehensive Agreement on the Bangsamoro. (MindaNews)

Gov’t to pay insurance premium of nearly 60,000 farmers in S. Cotabato, Sarangani

KORONADAL CITY, South Cotabato - Some 57,925 farmers and fisher folk in Sarangani and South Cotabato provinces could avail of free crop insurance coverage from the national government, an official of the Philippine Crop Insurance Corporation (PCIC) here said.

PCIC 11 which has jurisdiction over South Cotabato and Sarangani, recently requested the assistance of local chief executives of both LGUs for the dissemination of the program where the government will pay for the insurance premiums.

Bonifacio Pales, regional manager of PCIC 11, told South Cotabato Gov. Daisy Avance-Fuentes in a letter that PCIC has allotted

P23.35 million as government premium share for least 10,426 farmers and fisher folk in the area.

Some 15,279 beneficiaries in Sarangani and 32,220 in General Santos City are also being targeted for the free insurance premiums, as indicated in separate correspondences to Sarangani Gov. Steve Solon and Gensan Mayor Ronnel Rivera.

As indicated in the letters insurance coverage for beneficiaries in South Cotabato could amount to P282 M while that for Sarangani could reach P589.57 M. “The beneficiaries/farmers and fisher folk registered in the Registry System for Basic Sectors in Agriculture (RSBSA) provided by the DBM (Department of

Budget and Management) are qualified to avail of the free premiums…,” he said.

Insurance coverage includes the following product lines: rice insurance, corn insurance, high value crops and other crops insurance, non-crop insurance (such as farm machineries, etc.), livestock and fisheries.

RSBSA is a nationwide database of baseline information of farmers, farmers and fisher folk gathered by the DBM, National Statistics Office, Department of Agriculture, Department of Agrarian Reform, Department of the Interior and Local Government, and the National Anti-Poverty Commission.

Government planners and policymaker use these data in formulating programs and policies for the

agriculture and fishery sector.

A staff of PCIC in SOCCSKSARGEN Region said lists of RSBSA-registered farmers and fisher folk have been sent to agriculture offices in the municipalities, cities, and provinces.

To avail of the free insurance premium, a farmer or fisher folk whose name is listed in the RSBSA should fill out insurance application forms, also available in the nearest agriculture office They have until December 31, 2014 to enroll.

South Cotabato and Sarangani are among the 70 provinces nationwide identified as priority provinces under the “Poorest of the Poor” Program per DBM Memorandum No. 118 dated April 15, 2013.

BIR issues provisional importer, broker certificates A second batch of 1,123 importers and customs brokers has been recommended by the Bureau of Internal Revenue (BIR) for issuance of clearance certificates.

In its latest advisory, BIR said that as of September 23, it has recommended that 878 importers be issued Importer’s Clearance Certificates (ICCs) and 245 customs brokers be given Broker’s Clearance Certificate (BCCs). The certificates have varied dates of effectivity but all are valid for only six months. This means that these are provisional certificates as opposed to the regular certificates valid for three years.

Subic port fees slashed by more than 80% starting Oct Starting October 1, the Subic Bay Metropolitan Authority (SBMA) will drastically reduce port and berthing dues at Subic ports in a bid to attract more users to this facility north of Metro Manila.

BOC releases rules on lifting of cargo abandonment order The Philippine Bureau of Customs (BOC) has issued guidelines for cargo owners seeking to lift the abandonment status on their shipments.

Under Customs Memorandum Order No. 18-2014 signed September 25 and which takes effect on October 13, an Order for Abandonment is issued after the BOC collector or deputy collector of the port of sub-port initiates and concludes abandonment proceedings against a shipment under these two situations:

One, when after due notice, an owner, importer, consignee, or interested party fails to file an entry within the non-extendible period of 30 days from date of discharge of the last package from the vessel or aircraft.

Two, when after filing such entry, the claimant fails to claim his importation within 15 days-unless the reason for the failure is an alert order written or recorded in BOC’s electronic-to-mobile (e2m) system

and issued by an authorized BOC official.

The order, however, applies only to a request for lifting of abandonment that still has no final written decision issued by any BOC district collector or law division.

Under CMO No. 18-2014, only the Customs commissioner is authorized to defer or delay abandonment proceedings, or lift an abandonment order.

DAVAO del Norte - The Provincial Cooperative Development Council (PCDC) of Davao del Norte laid down the activities for the Cooperative Month Celebration on October.

Engr. Humber Cabunoc, PCDCP secretary, disclosed in an interview that the activities for the provincial celebration of the Cooperative Month are anchored on the local theme, “Collaborate and

Innovate Cooperatively.”

“For this year, the PCDC deemed to craft a local theme instead of carrying the national cooperative month theme of ‘CO-OPS 2020: Raising the bar,’” Cabunoc said.

He said that PCD C chose to have a local theme to attune the celebration with the local flavours and concerns.

Engr. Cabunoc said that as a prelude to the activities, a Coop Fun Run kick off in Panabo City on October 4, in partnership

with their City Cooperative Development Council.

Cabunoc also revealed that opening salvo on October 12 at the Panabo Gym will be highlighted by the presence of Sen. Cynthia Villar, the guest speaker for the celebration.

He also said that conferences will be organized separately in the two districts of the province to answer their trending concerns such as the ASEAN Integration, banana diseases and alternative dispute resolutions.

He said that the conference will be held in Tagum City for cooperatives in the District 1 and Sto. Tomas for District 2 cooperatives on October 14 and 24 respectively.

“Each district will also have a tree growing activity,” Cabunoc said.

The tree going activity is scheduled in New Corella for District 1 on October 24, while District 2 will have its mangrove planting on October 22 in Panabo City.

He said that in coordination with the Tagum City Cooperative Development Council, an advocacy run will be conducted covering the major thoroughfares of the city on October 25.

For culminating the Cooperative Month celebration, Cabunoc said that the PCDC gave the local government unit an opportunity to have its own celebration in their respective areas.

priorities include the implementation of the transport infrastructure development roadmap for Metro Manila and its surrounding areas, the logistics infrastructure roadmap for Mindanao, and the convergence plan between the Department of Public Works and Highways (DPWH) and the Department of Tourism (DOT).

OHNNY Ray Tagapulot, a 12-year-old sixth grader from Tagoloan Central School will represent Northern Mindanao (Region 10) in the forthcoming national on-the-spot mosaic making contest on October 10 in Quezon City after besting 22 other contenders during the 2014 World Food Day (WFD) regional on-the-spot mosaic making contest.

His superior creativity and his perceptive stance on the significance of the WFD celebration has pushed Johnny Ray Tagapulot (left) of Tagoloan Central School to be adjudged as this year’s champion of the 2014 mosaic making contest. Centering on the theme for this year’s WFD celebration: “Family Farming: Feeding the World, Caring for the Earth”, the participants have shown their ability and artistry in their mosaic pieces by using art medium of their choice (except oil and water color) and agricultural and fishery products such as palay grains, mongo, squash seeds, corn kernel, seashells and etc.

According to Mary Grace Sta. Elena, regional information officer of Department of Agriculture 10, criteria for selecting the win-

ner include: originality (20 pewrcent), visual impact (20 percent), creative use of agri-fishery products (30 percent), and relevance to the theme (30 percent).

At the national competition, Tagapulot will be joined by his coach Carlos Melgar as he vies to craft one of the five best mosaics out from the 17 regional student-participants.

Cash prize amounting to P15,000, a trophy and a plaque await the winning participating schools. They shall also be provided with an all-expense paid educational tour. This will be awarded on October 16 during the WFD celebration.

Yearly, the WFD is celebrated across the globe in commemoration of the founding of the Food and Agriculture Organization (FAO) of the United Nations (UN)in 1954. FROM Sia’s Titanium to The Chainsmokers’ Selfie and even Wolfgang’s Halik ni Hudas, the booming shockwaves just come alive and reverberate even through the third level of Centrio every time they were played.

The event? The 6th Hotcarz Extreme Car Audio Show and Competition held last October 4 and 5 at Centrio here in Cagayan de Oro City.

Host organizer Elmer Francisco said he was happy at the turn of events since he did not expect that the participants who swung by surpassed the number of exhibitors who joined past car audio meetups in Metro Manila and elsewhere. The registrants at the 6th Hotcarz Extreme Car Audio Show and Competition

totaled 32 in all, with some coming all the way from Zamboanga and Iligan cities as well as the province of Misamis Occidental.

The most impressed of them all was EMMA Philippines representative Mickey Tang who supervised and co-judged the event. EMMA stands for European Mobile Media Association, the only governing body in the world which sanctions car audio show competitions. For that, all champions in the event last Sunday are automatically qualified to join the Philippine leg of the Asia Finals to be held this November 17 at the sprawling City Time Square in Mandaue City, Cebu.

a total of three overall categories – SQ, ESQL and ESPL. SQ stands for sound quality, ESQL for EMMA Sound Quality League and ESPL for EMMA Sound Pressure League. According to Tang, ESQL was proposed and accepted by EMMA as a major category in 2010 to give chance to players who enjoy listening good sound quality outside their vehicles.

Jealousy; if left unchecked can bring harm not only to the person who has the problem, but also to the people they loved and cared for.

Jealousy can give you the feeling of insecurity, fear of loss, fear of rejection, and fear of being unwanted.

Jealousy is just like having an emotional cancer.

It kills the person slowly without them knowing it.

It prevents you to live a happy and fulfilled life.

Jealousy just reveals the real condition of person’s well-being.

The tendency to look at the things you don’t have rather than what you have, to bring down others; are just some of the things a jealous person feels.

Accept who you are; your strengths and weakness; your beauty and your flaws; your ups and downs in life.

Don’t be too critical and hard on yourself.

If you learn how to accept yourself, you learn also how to accept others.

You will learn how to love who you are and not what you are going to be.

Since you love and accepted yourself; there is no reason for you to feel insecure. There is no point of comparing yourself to others.

Have a journal of the good things that are happening in your life.

CAPITOL University held on October 4 a medical and dental mission and blood donation drive all rolled into one. Capitol University Alumni Affairs Office head Clifford Roa said they were overwhelmed by the public’s response for blood donation as well as the volunteers who came to assist medically and logistically.

Roa, who also serves as the Capitol University Alumni Association president, said that volunteer physicians and dentists came from the Department of Education (DepEd) 10, Philippine National Police (PNP) 10 and the 4th Infantry Division.

Together, they gave prescriptions and medicines to more than 800

walk-in patients and extracted teeth of 60 persons.

The grand medical mission last Saturday was already the fifth as advocacy to serve the community.

Generika made their presence felt in the event, handing out not just over-the-counter drugs but also medicines for diabetes and high blood as well as antibiotics and vitamins.

Those who were not part of the medical team assisted in various capacities. They were members of the Golden Friendship Eagles Club and Opol Eagles Club. Meanwhile, the Philippine Red Cross supervised the bloodletting.

What’s in a month? A lot EVERY month, we Filipinos are bombarded with celebrations and commemorations that we can almost no longer track them. So how do we celebrate them? Shall we enter into a specific advocacy and focus dedication on one celebration? Or shall we do a daltans or dala tanan?

For starters, October is National Children’s Month.

The celebration was initiated by then President Ramos when he issued Proclamation No. 267 for the government to dedicate the month to children, emphasizing the importance of the role of the child within the Filipino family and Filipino society.

Chinese circus comes to CDO

LIMKETKAI Atrium came alive last September 28 as the world-renowned Hebei Acrobatic Troupe and Magic Group performed twice – once in the afternoon during the matinee and once in the evening during the gala.

Cagayanons were awed and starstruck as the acrobats from Hebei who were brought here by Jeffrey Ang’s Circle Productions performed their juggling, balancing, maneuvering and aerials during the twohour show.

To galvanize the crowd, the performers first did a unique lion dance – gyrating into choreographed hiphop rhythms, enticing the audience that more stunning acts would follow.

Then the first segment – joggling huge porcelain jars between a male and a female performer – was done. The second segment involved the use of a whip

where a volunteer from the audience was made to stand with a newspaper leaf in hand facing the whip handler. Incredibly, the whip handler was able to swish his thing into the newspaper eight times with a stunned (maybe afraid) volunteer leaving in gasp.

Next was two men balancing each other while twisting their bodies into extraordinary postures. Another duo replaced them, this time balancing vases while throwing them to one another. This they did while they were dancing! Next, female gymnasts held artificial flowers that would make them move while the performers stretched and twisted their bodies. Next, male performers would get the envy of Olympic jumpers as they literally catapulted into space, aiming a ring as high as more than ten feet and executing not one but three perfect somersaults.

For the next scene, the whole atrium was dimmed

as the next set of performers brought with them lighted candles. These they balanced while dancing wildly. Not one candle snuffed out. Then another set of dancers replaced them and did a jolly number while exchanging hats, making sure the hats reached the heads of their fellow dancers. And then there was the chair balancing and the yoyo catching. Well, Filipinos are familiar with yoyo since this Chineseoriginated toy is quite popular among children here (at least, those who are not hooked with modern-day computer tablet-based games).

Accolades from the audience were endless. “Ok kaayo. Great performance! Maayo, makalingaw,” Peter Lim, owner of Malunggay Pastel, said. “Talagsa ra kini sa CDO. Maayo ning gibuhat sa mga producers kay happy ang mga tao,” contractor Engr. Roger Villazorda said. “It was amazing and extraordinary. You don’t get to see that everyday,” A Brown community relations officer Rufino Magbanua said. “It was a very nice presentation,” Seda Centrio manager Lorenzo Tang simply quipped.

The Hebei Acrobatic Troupe and Magic Group was established in 1970 and has performed in Hong Kong, Beijing, Shanghai, Guangzhou, South Korea, New Zealand, the United States and Europe.

Meanwhile, Ang vowed that Circle Productions will bring to Cagayan de Oro another stunning quality performance soon.
