5.7 quake jolts Davao Oriental, eastern parts of Mindanao

CAGAYAN de Oro City––The increase in the percentage of people with AIDS in Cagayan de Oro City is “very alarming,” according to Councilor Dante Pajo, chair of the city council committee on health.

Pajo, however, added that it’s not only in the city but in the country where the incidence of AIDS is alarming.

He said some 40 people in Cagayan de Oro have died due to complica- PAJO tions from AIDS. Pajo said most of the people with AIDS here are males and that all of them are tagged as men-havingsex-with-men (MSM).

He added that they include young professionals, students and even minors.

DAVAO City––A magnitude 5.7 earthquake with an epicenter in Southeast of Davao Oriental jolted Mati and other areas in Davao Region, Agusan del Sur and Socsksargen yesterday morning.

The Philippine Institute of Volcanology and Seismology (Phivolcs) recorded the quake occurred at 7:58 in the morning, with a depth of 44 kilometers.

Phivolcs recorded the quake, which is tectonic in origin, at intensity 5 in Mati and Davao City; intensity 4 in Digos City; Don Marcelino and Malita, Davao del Sur; and Caraga, Davao Oriental; intensity 3 in Tagum City; Panabo City; Compostela Valley; Matanao, Davao del Sur; Butuan City; Kidapawan City.

Radio station anchorwoman killed by live-in partner who shoots himself too

CAGAYAN de Oro City––Police investigators in Cagayan de Oro City have released their findings of the killing of a radio anchorwoman Tuesday evening who was shot dead by a port police officer.

The police said Maricel Pamisa, 32, of DxRU Radyo Ultra was shot

dead in her house at Barangay Bugo by her live-in partner identified as Clemente Rosales, 60, a port police assigned in Cebu.

Rosales allegedly killed Pamisa out of jealousy.

They left behind their twin children.

Pamisa had filed a rape case against Rosales and the CIDG had charged

him of illegal possesion of firearms after Pamisa reported harrasment.

The police report said Rosales shot himself in the head apparently in suicide after shooting Pamisa.

Pamisa had met Rosales in Cebu but she returned to Cagayan de Oro and was followed by the suspect.

Police said Rosales used a caliber National Grid Corporation of the Philippines (NGCP) Head .45 handgun in killing Pamisa.

CAGAYAN de Oro City–– The police in Valencia City has charged in court a suspect in the November 29 killing of radio commentator Joas Dignos, a commentator of dxGT Radyo Abante in Maramag town.

The suspect, identified as Dionisio Daulong, was pinpointed by the witnesses of the murder case.

Daulong, who is still at-large, is one of the 21 prisoners who escaped from the city jail last September.

Police said the witnesses identified Daulong as the last person to shoot Dignos

and make sure that he was dead.

There were four gunmen and two motorcycle drivers who attacked Dignos.

Daulong was also tagged as one of the leaders of the September jailbreak.

Dignos will be buried on Thursday, December 5 in Valencia City.

Various media groups including the Cagayan de Oro Press Club will be attending the 7 a.m. burial rites.

Roy A. Magsalay said Philippine National Police (PNP) Provincial Director Glenn dela Torre ordered to create the “Special Investigation Task Group Dignos” to speed up probe on the murder of Dignos.

The newly-formed group is composed of experts from Crime Laboratory, Criminal Investigation and Detection Group, PNP Investigation Unit, and Intelligence branch of the provincial headquarters.

“Since the task group’s sole assignment is to conduct in-depth investigation to identify the real suspects behind the killing, we have

to unify efforts so that we can consolidate our findings,” Magsalay said.

Dignos was reportedly gunned down by motorcycle-riding men along Sayre Highway in Valencia City around 9:30 p.m. Friday, Nov 29.

Initial investigation disclosed that while the victim was standing near an establishment along the highway, the gunmen shot him several times, killing him instantly.

Lawrence Lemuel H. Fortun that he chose a recent meeting with newlyelected and re-elected barangay chairmen to cement and further strengthen the relationship.

Known for his advocacy for environment protection and conservation, Fortun hoped his proposed law under HB 00861 to prevent and control pollution from ships, and to penalize violations, will be passed during his term. It is now up for second reading in the House plenary session, he reported.

Having pushed for a more accountable and transparent system in implementing projects during the campaign for the May, 2013 congressional election, Fortun was among the few legislators who called for the abolition of the Priority Development Assistance Fund (PDAF) alloted to lawmakers. The Supreme Court recently ruled the PDAF as unconstitutional.

Even without the PDAF, Fortun said he was able to source funds for: -Medical and hospitalization assistance for indigent constituents; -Scholarship grants to students enrolled at Caraga State University here; -Technical trainings under the Training for Works Program of the Technical Education and Skills Development Authority (TESDA); and

-A comprehensive outreach program offering medical, dental, optical, legal and job fair, among others.

Fortun renewed his promise before constituents during his first day as congressman at the Butuan City Hall grounds on July 1, 2013, that he “will bring the voices of the Butuanons and Agusanons in the halls of Congress, their hopes and dreams for development and progress.”

For his part, Mayor Amante expressed his full support for Fortun’s congressional agenda.

Amante and Fortun reassured the barangay leaders of their strong partnership and commitment to pursue good governance to work for a common development agenda for the city.

The Amante-Fortun partnership dates back to 2010 that marked this city’s economic growth. Mayor Amante and then ViceMayor Fortun provided the leadership that blazed the trail to development and progress. The two leaders’ ties are seen to stay to become more formidable since both are deeply religious and committed to public service based on good governance, accountability and transparency.

ayor Oscar S. Moreno’s commitment to provide Philhealth memberships to some 100,000 city residents by 2014 is laudable!

This is no mean thing since, at a premium rate of P2,400 per member per year, the Cagayan de Oro government will spend some P240 million. But since the City Health Insurance Program is one of his administration’s flagship programs, the endeavour is just a starter. Think of the almost 800,00 residents of the city today. About 80 percent of them badly need the medical assistance program.

True to his words, Moreno issued a recent directive to the City Health Insurance Office (CHIO to start identifying qualified indigent families for enrolment in PhilHealth’s Sponsored Program.

Created by virtue of Executive Order No. 12113 dated August 01, 2013 under the Office of the City Mayor. the CHIO, headed by Dr. Ma. Lourdes S. Gaane and supported by 15 personnel, is faced with the gigantic task of promoting the universal PhilHealth coverage for the city residents as one of the City’s major poverty alleviation initiatives.

The Program is the major component of the National Health Insurance Program (as administered

by PhilHealth) wherein identified indigent families in a local government unit are given free PhilHealth membership.

In an average family of five, the enrolment of 100,000 PhilHealth members would cover at least 500,000 beneficiaries.

“This would mean that

seven out of ten residents in the City would now have financial risk protection in case of medical emergencies,” according to the CHIO. Barangay Health Workers of the City are now in the thick of preparations surveying residents without existing PhilHealth membership and advising them to coordinate for inclusion in the Program.

Qualified residents must submit their birth certificates, marriage contract, and names of their qualified dependents (children below 21 and parents 60 years old). The enrolment period is until December 11, 2013.

The man of the hour For sure President Aquino named former Sen. Panfilo “Ping” Lacson as his administration’s rehabilitation czar to bring back to its feet areas in central Philippines devastated by super typhoon “Yolanda” because he wants things done and done for the betterment of the victims.

If this is not what’s in Aquino’s mind when he issued such appointment, I doubt if he would have named Lacson to that post whose gigantic task could make or unmake the latter’s track record as a no-nonsense public official. And for certain, Lacson would not have accepted the task if he could not get things done.

Why Lacson fits into the task of rehabilitation czar is because he has the track record to prove his ability to inspire and motivate and even make subordinates toe the line no matter how big their egos are according to set standards and expectations.

When he was national police chief he envisioned a kotong-free police force. He instituted the necessary actions to eradicate the kotong behavior among policemen in the field. In this regard, public transport operators and drivers were all praises to him for his success in instilling in the mind of every cop that engaging in kotong does not pay.

Public transport operators and drivers heaved a sigh of relief during Lacson’s stint as national police chief because kotong policemen could no longer ply their nefarious trade anywhere. Kotong became the exception rather than the rule during that time.

To instill more discipline among his men, Lacson started with the officials themselves. He ordered them to trim their bellies to a specific minimum within a certain period of time or face dismissal should they fail.

All police officials were forced to obey the order for fear of its consequences to their career if ever they fail.

The nation witnessed how these police officials from lieutenant to generals jog every day as if there was no more tomorrow just so they can comply with the order of their chief.

Saying that the practice of allowing ranking police officials to use vehicles impounded by the police for one reason or another, he immediately ordered that these be returned. Oh, boy, I could still remember that the entire parade grounds of Camp Crame, the national police headquarters, were not enough to accommodate all the returned vehicles.

As a result of this policy, every precinct commander was always in his toes in performing his primordial duty of ensuring that peace and order reigns in his jurisdiction.

Even when he was senator, Lacson never wavered in his position about corruption. Not known to many Filipinos is that Lacson at first availed of the first tranche of his congressional pork barrel. But when he ended up haling to court friends who abused his pork barrel, he vowed never to avail anymore of his pork barrel unless the system governing the use of the fund is changed to insulate it from being corrupted.

AGADIAN CITY – Motorcycle gunmen opened fire on a branch of hamburger chain Jollibee in Pagadian City in Zamboanga del Sur province, police said.

Police said the attack damaged the windows of the restaurant which is at Pajares Avenue in Santiago District.

At least four shots were fired on the restaurant and that investigators recovered shells of .45-caliber pistol in the area.

No individual claimed responsibility for the attack and police said it is investigating the drive-by shooting.

There was no statement from the restaurant owner, Jollibee Foods Inc. about the shooting, but gun attacks are not uncommon in Pagadian. (Mindanao Examiner)

Man stabs drinking buddy, partner in Zamboanga Norte town DIPOLOG CITY – Police launched a manhunt against a man who stabbed his drinking buddy and his partner after a heated argument in the town of Sindangan in Zamboanga del Norte province in southern Philippines.

Police said Marciano Maglangit III was accused of stabbing Luciano Ansanal, 44, and Susan Agas, 34, in the village of Benigno Aquino. Maglangit stabbed

Ansanal in the stomach with a hunting knife at the height of their argument.

Ansanal’s partner then rushed to help the victim and shielded him from further attacks, but Maglangit also stabbed the woman several times. Maglangit escaped after the attack.

DAVAO CITY – Survivors of typhoon Pablo in Compostela Valley and Davao Oriental lighted candles and offered a Holy Mass Wednesday morning to mark the first year anniversary of the disaster that claimed more than 2,000 lives and destroyed billions of pesos in properties.

At 11 p.m. of December 4, 2012, Pablo made a landfall in Baganga town in Davao Oriental and

wrecked havoc in nearby areas including New Bataan in Compostela Valley, which was identified to have the most number of fatalities.

IDAPAWAN CITY -- A magnitude 5.5 earthquake hit Davao region Wednesday morning, the Philippine Institute of Volcanology and Seismology (Phivolcs) said here.

Nilo Tabigue of Phivolcs-Kidapawan said the tectonic in origin tremor which occurred at 7:59 a.m. was traced to the province of Davao Oriental.

Its epicenter was located in the one kilometer east northeast of the village of Tinimbang, Governor Generoso town and has a depth of 61 kilometers.

No reported casualty or damage to properties in Kidapawan City where the quake was felt at Intensity

3, according to Tabigue.

Dacer Councilor Dacer on Friday adopted a resolution requesting Barangay Council of Indahag and Macasandig to resolve issues between the management of the Forest Lake Memorial Park and homeowners, who are opposing the development of the proposed cemetery project. During its recent meeting, the committee heard the concerns of the Melecia Homes Homeowners Association, Arroville Subdivision Homeowners Association, and other residents of Upper Macasandig and Indahag.

According to them, the presence of the cemetery may cause danger to them and adversely affect their health. In addition to this, the homeowners cited security reasons and possible increase in crimes especially at night.

A representative of Forest Lake assured that the company will be putting up a high-end memorial park. It will be world class, with green scenery and it will be secured and well-lighted, she said.

Based on the geo-hazard survey conducted by the Department of Environment and Natural Resources (DENR), the area is suitable for a cemetery, she added.

Former Councilor Emmanuel Abejuela said the reclassification of the area is residential.

“The issue of this is the social acceptability since it is a medium residential area. So people around the area must be consulted,” he stressed.
