Coop loses P37,612.00 to robbers CAMP RAFAEL RODRIGUEZ, Libertad, Butuan City - Early morning of June 17, this year, the Nasipit People’s Consumers Cooperative (NPCC) at District 4, Barangay Kinabjangan, Nasipit, Agusan del Norte was discovered robbed.

LOCAL government units (LGUs) along the Agusan River Basin (ARB) will undergo a Multi-Hazard Maps training next month.

To be facilitated by the Department of the Interior and Local Government

It is part of DILG’s commitment of building disaster-resilient LGUs and

communities in the region.

NPA snatches 5 soldiers in Davao

AL AYBAL AY City––Five soldiers belonging to the 60th Infantry Battalion were abducted Monday afternoon by suspected New People’s Army (NPA) rebels in Davao City, Capt. Raul Villegas of the 10th Infantry Division’s Public Affairs Office said in a statement yesterday.

Villegas identified the soldiers as Cpl. Emmanuel A. Quezon, Pvt. Marteniano B. Pasiagas Jr., and Privates First Class Ronald C. Gura, Bernie L. Padilla and Donato Estandia.

He said they were held at gunpoint by the NPA in Sitio Lubas in Barangay Paquibato, Davao City on their way to the market.

“The troops were in civilian attire without any firearms because they were going to the market to produce food supplies and coordinate with an NGO for the scheduled feeding program for the benefits of the community,” he added.

As school year 2013-2014 has been officially opened on June 3, still the month of June is the adjustment period of the pupils to their new classroom, teacher, and classmates; of the teachers to their pupils, new classroom; and of course, of the parents to their children who entered the new school year.

Indeed, education has always been in the forefront of everyone in their daily lives. Parents, teachers, and the pupils alike were all excited for the new environment, meaning new journey to venture upon.

With this, with the implementation of the K to 12 program to the basic education department, there are changes in the curriculum. This school year marks the jaunt that Philippines will adapt the K to 12. As a teacher, I look at the K to 12 as an opportunity wherein our pupils and students will be given chance to be honed enough for their skills and other competencies.

Meanwhile, for the parents, it is an added burden to the allowances and other expenses for their children, but experts look at it as a vital avenue for our children to acquire and gain more good and bright future someday.

However, let us only hope for the best for this new school year and be confident that it will be successful. I’m confident it will be.

K+12, high unemployment rate contradict gov’t claims of ‘reverse migration,’ says OFW group

Migrante International belied claims of the Aquino administration that overseas Filipino workers are returning to the country to find work.

“The Aquino government’s claims are baseless, if not utterly false and deliberately deceiving. How can the Aquino government declare better opportunities for OFWs here at home when it has further tailored the public education system for a more aggressive labor export program?” Garry Martinez, chairperson of Migrante International, said.

Martinez added that the “K + 12 means more OFW

deployment abroad and the Aquino government is starting them young.”

Labor secretary Rosalinda Baldoz said the government is expecting more Filipinos to return to the country to find more lucrative jobs. She said in reports that several companies are now able to provide compensation and benefits comparable to what OFWs are receiving abroad.

“I think we are seeing a rise in the entertainment industry, within that sector… we are seeing a reverse migration because of the high-end quality jobs being offered by these firms,” Baldoz said in a Philippine Daily Inquirer report.

She added in the same

report that, “I think the momentum for the economic team that the President normally brings on his official travels is to really focus on manufacturing firms as a top priority investment because of the long term and more stable jobs they offer workers.”

Martinez, for his part, said such pronouncements contradict the government’s K+12, adding that “the real motive behind the K to 12 education system is the intensification of labor export, this time systematically targeting the country’s young labor force.”

K+12 geared for labor migration Migrante International said the government is contradicting itself on the supposed generation of jobs locally. The OFW group said that K + 12 education program is “geared mainly towards exporting labor for the global market.”

A lawmaker is pushing for the passage of a bill abolishing the Sangguniang Kabataan for its failure to achieve its main objectives.

Rep. Magtanggol Gunigundo (2nd District, Valenzuela) said instead of molding the youth for meaningful governance, it has become a tool for their exploitation by unscrupulous politicians.

Gunigundo said the government cannot entrust power and public funds to teenagers aged 15-17 years old who are just beginning to learn what responsibility and accountability are all about.

Gunigundo also said that the youth should be given ample time to prepare and gradually realize what is behind the world they are entering.

“Great power comes with great responsibility.

At this point in time, they are expected to devote their precious time to their studies,” he said.

Meanwhile, re-elected Rep. Ben Evardone (Lone District, Eastern Samar) said there is a need to introduce reform measures to the existing SK system.

Evardone said Congress should amend the Local Government Code of 1991 which created the SK. “SK is a legitimate venue w herein t he young people can channel their physical, social and intellectual capabilities,” Evardone said.

About nine measures were filed during the 15th Congress, four of which are calling for its abolition and five are for strengthening or reforming the SK. The Barangay and Sangguniang Kabataan elections will be held this October 2013.

DOST research yields healthy sugar from nipa sap after every use to minimize inversion and fermentation of sap, he elaborated.

The second innovation was the use of the processing equipment in cooking the nipa sap to produce the sugar.

The collected nipa sap was boiled or cooked using the modified fire-tubesteam-jacketed kettle, replacing the direct heating of open pans traditionally used by processors.

With this innovation, scorching during cooking is avoided.

Nipa sugar is classified as an alternative sugar, thus a healthy organic substitute for synthetic sugar.

It contains minerals and has low glycemic index. It does not cause sudden sugar spikes in the blood stream when consumed.

This makes nipa sugar ideal for diabetics, overweight, and the healthconscious.

Nipa sugar can be used as sweetener and ingredient in several foods and confectionery products like pastries and native delicacies.

Aside from its nutrition value, the development of nipa sugar provides additional job and income opportunities, especially among folks in the coastal regions where nipa thrives.

Popular as material for bahay kubo (Filipino thatched hut) and tuba (nipa wine), nipa (Nypa fruticans) has another emerging important use: healthy sugar.

Food researchers at the Industrial Technology Development Institute (ITDI) of the Department of Science and Technology (DOST) started developing the technology for the production of nipa sap sugar in 2010.

The product was already being produced locally, but the research team led by Engr. Norberto Ambagan and Elsa Falcoof ITDI’s Food Processing Division (FPD) saw the need to improve the current practice in processing nipa sap for sugar.

With funding from the DOST’s Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), the research team conducted a survey among local processors, which confirmed their premise.

Field trials followed and preliminary results a 15 percent average yield.

One improvement was the use of flexible pouches or sterile plastics to collect the sap.

SBMA, Resom Better security will benefit sign P20-B tourism, says DOT official tourism project SUBIC BAY FREEPORT -The Subic Bay Metropolitan Authority (SBMA) has recently signed a contract with Koreanowned Resom Resort Phils.

(Resom) for the development of a P20-billion worldclass tourism resort complex in this Freeport.

SBMA chairman and administrator Roberto V. Garcia and Resom chairman Sang So Shin signed the lease development agreements that would pave the way for the construction of this landmark tourism project.

The first phase of the project involves the development of a prime waterfront property previously known as the mini-golf course with a gross area of two hectares and a buildable area of 6,000-square meter (sqm.).

Resom is committed to construct in this area a luxury hotel with around 300 rooms, convention facilities, pool, spa, restaurants and other support facilities.

The project is being targeted to be ready in time for the Asia-Pacific Economic Cooperation (APEC) conference in November 2015.

The second phase of the project will cover the development of the Resom City tourism complex involving several properties in the Naval Magazine area with around 300 hectares.

This will include the construction of a world-class resort complex that will have hotels, condominiums, a theme park, luxury pool villas, casino and gaming operations, a waterpark and

spa, health and wellness center, duty free shopping, and a championship golf course.

This phase involves an investment commitment of around P19 billion and is expected to take around four years to complete.

Shin said the Subic Resom City project will be their centerpiece development.

Resom presently owns and operates four world-class resorts namely, Ocean Castle, Resom Waterpark and Spa, and the Forest Villa resort all in Korea, and a championship golf course and resort in Weihai, China.

Resom operates a timeshare membership chain and certain of their facilities are open to the public as well.

During the recent contract signing, Shin said that he loves nature and that Resom always develops their resorts by keeping and preserving the environment as a main priority.

He said the natural beauty of the forests and waters in Subic are the main features that convinced him that Subic is the ideal choice for their centerpiece resort.

Garcia, on the other hand, welcomed this world-class resort project as a great tourist attraction that would draw millions more of local and international visitors to the Subic Bay Freeport and establish it firmly as one of the country’s major tourism destinations.

“This hopefully will contribute substantially to the country’s tourism campaign,” he added. (PNA)

MANILA -- Promoting nature, leisure, entertainment among others in the country would surely benefit the tourism industry, but according to a tourism official, security perceptions must also be addressed.

Tourism Undersecretary for Tourism Development Daniel Corpuz said the tourism industry must endorse other things the Philippines has to offer, aside from just its vacation spots.

Corpuz said that although there where perceptions on security, the

government is doing all measures it can to continuously address it.

Whether this is perceived or not, it continues to be the personal security of visitors, Corpuz explained.

It is a matter of balance really, but what we want do is go to the root issue “Most travellers find it quite puzzling, when we have all these blue guards all over the place, sniffing dogs in public areas in hotels,” Corpuz said.

“Obviously, we cannot do without them in this point in time because that

is a major measure to make sure to assure them that they are being protected,” he added.

Corpuz has previously said that the DOT will also take more notice on the country’s other fields of speciality which included holding MICE (meetings, incentives, conferencing, exhibitions) which is a way of taking the industry up a notch.

With the cooperation and help of other government agencies, Corpuz said that these tourism plans can contribute to national

development.

Needless to say, the tourism undersecretary also mentioned that it was the warmth and hospitality of the Filipino people that served as the number one favorable comment any foreign tourist would give.

At present, visitor target for this year is 5.5 million, (more than the 4.3 million international arrivals recorded last year).

Domestic arrivals, which was 40.7 million in 2012, is expected to increase to 44.1 million this year.

New Anda tourism route developed after Panglao TAGBILARAN, Bohol -- Half of the third district towns in southeastern Bohol are being groomed to offer a new tourism route, in addition to Panglao and Chocolate Hills routes.

For this purpose, Third District Rep. Arthur Yap provides P1.5 million from his Priority Development Assistance Fund (PDAF) for the annual triathlon event in Anda.

Like Panglao, Anda also boasts of white beaches and the Lamanok Island that’s as mystical as Siquijor for its old stories of pirates and offering fowls (“manok,” thus its name) to shamans.

“As we know, tourism is one of the biggest job generators.

In my estimate, every tourist can add P50,000 to the income.

So even if I’m not an executive official, but just a legislative official, I’m continually giving funds from my PDAF for tourism. For the past two years, I provided P1.5 million every year for the promotion of Anda through the annual triathlon.

ism fund because we have to institutionalize the Anda Triathlon. So every year, a few hundred tourists come to Bohol -- passing through Loay, Lila, Dimiao, Valencia, Garcia-Hernandez, Jagna, Duero, Guindulman, Candijay, all the way to Anda,” Yap said.

The tourism new route will also maximize the benefit of having the New Bohol Airport in Panglao a few years from now.

“Half of the third district is always being exposed for every year through the Anda Triathlon. The interior towns no longer need promotion, because all the visitors coming to Bohol always check out the Chocolate Hills, passing through other tourist destinations in Loay, Loboc, Bilar, Batuan and Carmen. So five towns in the interior part are already exposed every day. My job is to expose the other half. If I expose Loay up to Anda, more than 10 municipalities of the third district are exposed. The interior municipalities need no

additional marketing because of the Chocolate Hills magnet,” according to Yap. He emphasized that additional tourism route will spur more investment on hotels and eateries, which only means additional employment opportunities.

“I am giving livelihood funds along that line. I give livelihood funds for chicken production, pig production or rice or corn, cacao and coffee. And, I am not worried because there will be people who will be buying their produce as the tourists continue to come in,” according to the congressman.

He noted that right now, the natural flow of the people is through Getafe, Tubigon and Ubay mostly coming from Cebu and some from Region 8 areas.

This is considering that the tourism route to Anda in the south-eastern underbelly is facing Mindanao and there is limited traffic of tourism through the entry points in this portion. So, the new tourism

route concentrates on the traffic from the first district.

On the other hand, Yap plans to secure P3 million to P5 million for the construction of a foot bridge to connect Barangays Camayaan and Ugpong in Loboc to consider an aesthetics design as an additional tourist attraction.

“Because of the river cruise, the clearance should be high, so it is expected to cost more. It might need P3 to 5 million. We can do a nice foot bridge so it can add to the tourism factor in Loboc, because Sevilla has an elegant hanging bridge in Ewon that attracts tourists,” Yap added.

The Camayaan-Ugpong bridge will to solve the issue on danger of residents and the other areas connected to these barangays can also cut short their travel by just crossing the bridge.

The project has been long overdue unsupported by local officials until the death of a student who drowned in the river early this year.(PNA)

200 villagers guard Sorsogon marine sanctuary PRIETO DIAZ, Sorsogon -- The municipal government here has credited the 200-strong army of villagers for safeguarding the over 1,000 hectares of grand mangrove, seagrass and coral park in the locality that now draws thousands of visitors hypnotized by the beauty of the countryside.

These villagers, all natives of the 11 barangays straddling the park called the Prieto Diaz Mangrove Forest and Coastal Management Showcase, are members of a volunteer group officially called Seamancor (for seagrass, mangrove and coral) Eco-Developers.

Besides being ecological vanguards recognized by the local government, this group is also holder of a 25-year stewardship contract renewable for another term awarded by the Department of Environment and Natural Resources (DENR) in 1997, according to DENR regional executive director Gilbert Gonzales.

Initially, the contract tasked the group with the rehabilitation of the site, an expansive marshland covering a massive cove that features an 836-hectare stretch of seagrass bed, 1,200 hectares of mud flats and 800 hectares of protected coral reef area originally framed by a 112- hectare natural-growth mangrove forest, Gonzales added.

The entire area has been declared by the local government as a marine sanctuary, which limits its uses only to non-commercial fishing, leisure fishing, tourism, research and studies, observation tours, boating, bird watching and other non-ecologically hazardous activities.

It was also assigned as a community-based coastal resource management site that provides for its continuous protection and development as a natural wealth.

The rehabilitation, which was started in 1998, involves massive planting of mangroves.

The area is now a full-grown forest of over 1.1 million evergreen trees covering a plantation of 267 hectares added to the 112-hectare natural growth.

According to Seamancor president Joselito Domdom, environmental researchers have identified at least 19 varieties of mangrove trees in the area.

These species are locally called the pagatpat, nilad, bakawan-bato, bakawan-babae, bakawan-lalaki, malatangal, pototan, langarai, busain, pototan-lalaki, tinduktindukan, saging-saging, tabigi, bantigi, buta-buta, taban, bungalow and api-api.

There are also eight species of sea grass that abound the cove’s floor, extending as far as two kilometers from its shorelines.

These species, Domdom said, are the tropical eel, dugong, roundtipped, toothed, fiber strand, syringe and spoon sea grasses.

The entire marshland that now covers an area of 1,006 hectares has also become a habitat for 22 bird species.

Among these are the tree sparrow, chestnut manikin, little mangrove heron, glossy swiftlet, pacific swallow, white-collared kingfisher, ashy minivet, amethyst brown fruit dove, white-breasted wood swallow, Richards pipit and Philippine

flower pecker.

Other bird species are the yellowvented bulbul, barred rail, cattle egret, Kentish plover, whimbrel, terek sandpiper, green shank, Pacific Reef egret-dark face, Pacific Reef egret-white face and the wandering whistling duck.

The area’s ecosystem also supports other marine animal species such as reptiles, fish, crustaceans and seashells.

All the developments introduced in the area have worked wonders for the municipality that now lures nature tourists, scientists, researchers, students and practically everyone who is a lover of the natural world.

As a tourism site, the regional office of the Department of Tourism (DOT) based in Legazpi City has also assisted the municipal government in the management and promotion of the place.

Town Mayor Jocelyn Lelis told the PNA over the week that an average of 300 tourists, excursionists and visitors come to the place daily.

“They come to marvel at the beauty and cool environment that the park offers. While boating around, they enjoy the presence of thousands of colorful birds freely flying all over the place or prowling for food over the waters and thick mangrove forests,” Lelis said.

The thick seagrass mantling the seabed -- whose leaves dance gracefully with the movement of the clear, greenish water -- is also awesome to watch along with the schools of fishes in varied colors and sizes as if playing hide and seek on the grass mantle, she said.

Lelis said the DOT taught the

members of Seamancor how to handle tourist—from food catering, accommodation, sight-seeing tours, boat services and all other aspects of hospitality.

The group has also established a beach resort along the cove where tourists are offered cottages to stay in and served with local delicacies, mostly of seafoods.

A guest is served with meals, accommodated overnight and toured in the day, a package that costs P800.

For a group of 10 visitors not staying overnight, P500 is charged for the tour -- covering boat and life vest rentals and the services of the boatman.

Since motorized boats are prohibited in the area to protect the seagrass, maintain the serenity of the place and prevent pollution,

row boats are used.

Each is manned by a boatman called bankero.

The DOT has donated a pair of fiberglass rowboats, making six the fleet of boats used by the Seamancor -- including two wooden units donated by a private institution.

Lelis said the opportunities to earn offered by the park to members of the Seamancor are extra incentives for being vanguards of the place that was once pestered by destruction due to indiscriminate fishing, cutting of mangroves and other uncalled for human activities.

“They helped develop the place and now they are safeguarding it.

Getting extra income by providing services to visitors is fair and square for them,” the mayor added. (PNA)

Mayor Emano’s ‘billionaire’ city CAGAYAN de Oro Mayor Vicente Emano’s three-year “leave of absence” from his office will start end of June.

However, “Dongkoy,” as he is known in the political circle, will continue to wield an influence in the city’s political life. Being the head of the regionally accredited Padayon Pilipino political party, the political presence of Dongkoy would remain. At least, in the context of local politics.

Cris Diaz However, despite his absence, “Dongkoy” would leave a legacy in the city that saw the changes of the times in the last decade. Like the former Mayor “Ambing” Magtajas who has worked hard so Cagayan de Oro would get noticed in the 90s, “Dongkoy” has changed the city’s topography as business started to grow in the year 2000. “Dongkoy” could be credited as the city mayor who has gained the trust of Manila investors who pour in businesses in Cagayan de Oro City.

Among these known business investors was Henry Sy, one of Asia’s recognized business tycoons, who put up the Shoe Mart (SM) mall here. The Gaisanos also expanded their mall in Cagayan de Oro City as the Limketkai Corporation developed one of the city’s high end shopping malls in Lapasan. The Ayalas came in the last three years of Dongkoy bringing in more Manilabased investors.

Internationally known food chains like McDonald, KFC, and Kenny Rogers established their outlets here together with internationally famous coffee shops such as Starbucks. Before Dongkoy retreated to the three-year “leave of absence,” Cagayan de Oro City has everything of what a highly urbanized city could offer.

Aside from those perks, the city also hosts an international golf course amidst an upscale subdivision. In other words, the city’s realty business also attained its height during “Dongkoy’s” administration. Candidly speaking, Cagayan de Oro City has become a competitive urban center in the country today that its annual income already reached close to P 2 billion.

Undoubtedly, the administration of Mayor Oscar Moreno would inherit a “billionaire” city. Moreno is lucky to be given a chance to steer Cagayan de Oro City at the height of its progress and development. There is not much for Moreno to work hard in Cagayan de Oro City. After all, “Dongkoy” Emano has already attained most of Moreno’s 8-point campaign agenda.

Moreno should take into account that the people expect him to take care of the gains of Dongkoy Emano.

Moreno should not be annoyed if people would always compare his actions to Dongkoy’s. After all, it is the right of the residents, much more of the Cagayanons, to look into the actions of their leaders on matters of the city’s affairs. Perspectives go with position

President Aquino had three terms or a total of nine years as a member of the House of Representatives (HOR) representing one of the congressional districts in his family’s home province Tarlac before he became senator and three years after as chief executive of the land.

During the nine years he was a congressman, Aquino knew about the practice indulged in by a good number of his colleagues of sponsoring proposed laws converting roads in their respective districts into national roads or have these roads renamed. I just personally don’t know if Aquino himself did not engage in this past time of several congressmen during his stint in the Lower House. But Aquino never said anything against about the practice when he was still a congressman.

Now that Aquino is

In exercising his veto power, Aquino must have wanted the congressmen to rethink the kind of measures they wanted entered in the rolls of Philippine laws.

of the mass of the populace.

Aside from the fact that this type of legislation only clogs the legislative agenda of the Philippine Congress, the cost involved in having a law passed into law, no matter how insignificant the law is to the nation’s life, is enormous.

This type of legislative measure is simply aimed at freeing the local governments from the burden of shouldering their maintenance. It simply passes the burden to the national government that does not have enough funds either.

This is one of the main considerations that must have entered Aquino’s mind when he exercised his veto power over this type of legislation that figuratively piled up on his desk as the 15th Congress vowed out.

Looking at the presidential veto on this type of legislation also enables us to understand why leaders change perspectives when they are in office. As what we have mentioned above, Aquino never said a whimper when he was yet a congressman over this practice of his colleagues in sponsoring trivial measures such as this type of legislation. He may even have co-authored or co-sponsored this type of legislation during his nine year stint in the HOR. But now that he is President, he is seeing this practice from the perspective of his office. And he must have realized the waste of time POSITION | page 8

Children learn tableya-making in Gabii sa Kabilin

To allow children to experience and understand how local resources can be made into something valuable to people and be familiar with the traditional Cebuano food preparation methods and delicacies, the Dolores Aboitiz Children’s Fund (DACF) of Ramon Aboitiz Foundation Inc. (RAFI) organized a tableyamaking demonstration for kids at the Casa Gorordo Museum during the Gabii Sa Kabilin last May 31.

Women from the Kababayen-an alang sa Katilingbanong Kalambuan (KKK) from Pit-os, Talamban, Cebu City shared with the children their skills in making tableya and sikwate. Children were made to follow the step-by-step procedure after the demonstration.

During the activity, children were introduced to the raw ingredients at different stages of the tableyamaking process. They also tried grinding roasted cacao seeds, kneading cacao paste, and molding it into tableyas.

They also made sikwate using the traditional batirol.

Tableya-making was one of the children’s activities offered in seven museums during this year’s Gabii sa

Kabilin.

This initiative is part of DACF’s advocacy program in promoting awareness and appreciation of local culture and heritage among young children. The activity was also designed to promote experiential learning as a way of maximizing young children’s learning and development.

Export opportunities opening up in Iraq

Iraq is shaping up to be a promising export destination and potential investment and joint-venture partner for Philippine enterprises. This comes about after the two countries recently agreed to explore bilateral opportunities in trade and investment.

Iraq has expressed interest in importing from

Firms that refuse to grant discounts to elderly sans white card may be penalized

By Josine F. Estuye Business entities shall face legal charges, if found out that they do not give discounts to senior citizens who fail to present their senior citizens ID card or the “white card”, Vice President Jejomar Binay warned Wednesday.

Binay called on companies, amid reports that there are business establishments, refusing to give 20% discount to senior citizens who do not have a white card.

“It has been reported that some establishments refuse to grant senior citizens discount in the absence of a white

card. There is no legal basis for such a policy,” Binay said in a letter to Sec. Gregorio Domingo of the Department of Trade and Industry.

Binay said business establishments cannot refuse to grant senior citizens the mandatory discounts in case they fail to present the ID since under the Implementing Rules and Regulations (IRR) of Republic Act 9994 or the Senior Citizens Act of 2010, senior citizens can present other ID cards to avail themselves of the 20% senior citizen discounts.

Under Rule III of the IRR, Binay said that a senior citizen

or his/her duly authorized representative may present any of the following identification documents as proof of being a senior citizen: Senior Citizen’s Identification Card issued by the Office of Senior Citizen’s Affairs (OSCA) in the city or municipality where the elderly resides; Philippine passport; and other valid documents that establish the senior citizen as a citizen of the Republic and at least sixty (60) years of age. The IRR said this includes driver’s license, voters ID, SSS/GSIS ID, PRC card, postal ID and other government-issued IDs indicating the cardholder’s

age and birthday.

Binay added that under the law’s article 24, any person, corporation, partnership, organization or any similar entity directly involved for refusing to honor the senior citizens shall pay a fine not from P50,000 to P100,000 or shall face imprisonment from 2 years to 6 years.

Violation of the law may also cause the cancellation or revocation of the business permit, permit to operate, franchise and other similar privileges granted to any person, establishment or business entity.

“The provisions of the law

are very clear, and I believe it is incumbent upon concerned government agencies such as the Department of Trade and Industry to take definitive action to ensure that no bona fide senior citizen is denied of his or her full enjoyment of such privileges and benefits granted under RA 9994 and all relevant statutes,” he said.

Moreover, the vice president also wrote to national president of the Federation of Senior Citizens’ Associations of the Philippines (FSCAP) Ramon Carlota, to show his support to senior citizens and urged FSCAP to be more proactive against the practice.

“It is my hope that the FSCAP, under your leadership, will be instrumental in setting things right and finally putting a stop to the unlawful yet widespread practice of making the white card the only acceptable identification document for the granting of discounts to senior citizens,” Binay said in the letter.

“You can rest assured that I will continue to support and uphold the rights and privileges of my fellow Senioritos and Senioritas in every part of our nation, just as I had done for the elderly citizens of Makati,” he added. philippine news agency

when I feel so much for him and feel my cheeks wet by tears.

Thanks to my clinical academic training in my masteral studies, I watch myself not falling into depression and remind myself of some cognitive method of therapy, consoling myself that my Tatay was no longer suffering from the pains of short oxygen supply in his lungs due to his emphysema.

I was separated from my nuclear family when I was nine years old, tried to live with them when I came to Davao when I was 16 years old, but got so used to not having a family I stayed with them for only five months.

I looked for work, supported myself to college and lived independently.

I was never really close with any of my family members because I had that unresolved issue and resentment that I was an abandoned child…and the many complicated physical and psychological abuses inflicted on me by my relatives in Manila.

The person I thought was responsible for all the anger, sadness, and antipathy consuming me in my growing years was my father. Because there was a time in the past when he abandoned us, that led to the distribution of some of their brood to the relatives of my mother in Manila.

Anyway, my father had his periods of reckoning for all his carnal weakness and started to build again the family that became dysfunc-

tional for a while. During those times, I had matured and understood better the facts of life. I started not really loving my father but I was no longer angry at him and started noticing some fine qualities in him like his being soft, kind, and careful in his words, his thoughtfulness like sending cards on birthdays and Christmas, Valentine’s, Easter, and Mother’s Day. He would offer to treat us to lunch or dinner in fine restaurants, and gift what the receiver wants and not what he wants to give.

Slowly and surely, I started to admire my father, his intelligence, his love for books as he was a voracious reader, and his deep spirituality, seen and heard in the classical music

he loved most, his wisdom, and exuding sense of confidence and competence.

I started to identify with him in his taste for music, knowledge, wisdom and attitudes in life.

In due time, I started feeling proud that he was my father, I felt I cared for and loved him that although we began the getting-to-know-each-other a bit late, the growing bond that developed between us was something beyond the quantitative parameters of time and space!

And what is most beautiful is I felt that he genuinely loved me and my son…he provided me an emotional anchorage that is the best legacy that parents can give to their children.

There are no more cards

and no more calls now. Only good memories of the father I had who became one of my best friends. My Tatay.

While he can be passionate on one issue as a congressman or even as a senator, as President of the land, Aquino has to always strike a balance between two contending thoughts or

viewpoints on every issue.

That’s the difference when you become the president.

Your passion on something that you personally believed in strongly had to be castrated in favor of the national interest.

This is the thing that partisans refuse to understand. Presidents are not judged or weighed according to what they believe in by heart but how they were able to strike a balance in

their decisions to promote and protect the national interest. Even in his dealings with the United States, Aquino needs to be always conscious of what is good for the country even if to the militants he is already selling out the country to its neo-colonizer.

Remember that even United States President Barack Obama had to cave in to the pressure of their security agencies to let them clandestinely spy on their own citizens as well as citizens of other countries that they believe needed to be monitored. And Obama is not the first US President to succumb to this pressure from US security agencies.

George W. Bush did too as well as his father during his time. Why do they cave in

to pressures like this? It is because when one sits behind the presidential table to make a decision, the person behind such table need to strike a balance between contending viewpoints on a given issue that is favorable to the national interest.

How can presidential decisions be pulled always in favor of the majority of the people? That can only be achieved if the people are politically empowered because they are enlightened. But enlightenment comes only with economic empowerment. Here impoverishment could be a good tool in making people forever un-enlightened.

Mining firm’s dam cracks, rehabbed – MGB

TUBOD, Surigao del Norte — The tailings dam of a mining firm in Barangay Siana, this town, has been stabilized to mitigate possible environmental risks, according to Mining Environment Division Chief Rene Gonzales of the Mines and Geosciences Bureau (MGB-Caraga).

Gonzales, who said to have personally checked the dam two days after employees of Greenstone Resources Corporation (GSR) reported a crack on April 24, this year, discovered that that the company itself put earth fillings on the crack, made a containment bund wall and diverted the river path.

He assured, such measures were already enough to mitigate any possible spill.

Geology Division Chief Romeo Daludado said the tension crack on the dam’s slope was 250 meters long and had two meters of land displacement.

He also assured that the tailings dam, which serves as catchment of wastes from

the processing plant, is very stable now.

GRC, a subsidiary of Australian-based miner Red5 Limited, has been producing 1,250 ounces of gold per week at Siana Mines. It started commercial production on April

26, 2012.

Director Caga, likewise recited the message printed in his donor card saying “like what this card said, When I shut down, you restart… What a noble achievement on our part as donors, isn’t it?” he said.

Meanwhile, in her lecture, Abigail Raposas, a registered nurse and PhilNOS transplant Coordinator, presented the donor eligibility criteria and definition of brain death.

She pointed out organ of patients who are in comatose stage and are considered

brain dead can be donated if they are Organ Donor Card Holders.

On the other hand, Helen Rose Baclig, also a registered nurse and PhilNOS chief transplant coordinator, oriented the participants on the Organ Procurement Process.

Leading the panelists during the open forum was Dr. Antonio Paraiso, PODTP and PhilNOS program manager; with PhilNOS Assistant Program Manager Marie Angeline Gumba; Dr. Romina Rusillon, a fellow of the Association of Philippine Physicians; as well as Baclig and Raposas.

A total of 139 individuals received their donor’s cards before the end of the half-day activity and are now ready to donate their organs after their death.
