Shell sees improved income for 2015

MANILA -- Pilipinas Shell Petroleum Corp. (PSPC) is expecting better revenues for the first half this year, compared to the huge losses in 2014.

“We don’t have first half results yet, but so far so good due to the stability in prices,” said PSPC president Ed Chua in a chance interview with reporters.

He explained the crashing oil prices from July to December last year, had resulted in Shell’s losses due to its fuel stock.

Chua added Shell normally build fuel stocks in depots to prepare for the rainy season, to avoid the difficulty in shipping to islands due to typhoons.

Last February, the Shell

president revealed he expects last year’s profits to be very bad.

Chua also said the net loss for 2014, might be bigger than 2013’s losses of Php1.2 billion, which was revealed as not record-high.

Last year, the oil market was in turmoil due to the sustained production of shale oil that was cheaper than petroleum-based oil, which eventually forced petroleum producers to also lower prices.

The Organization of Petroleum Exporting Countries (OPEC), which supplies a huge fraction of the world’s oil, was forced to lower its prices in a bid to defend its market share.

Peso almost unchanged vs. USD

MANILA -- The Philippine peso was little changed to a greenback Wednesday as European leaders discuss how to deal with Greece’s debt situation.

It ended the day at 45.16 from 45.17 Tuesday.

A trader said markets stayed at the sidelines awaiting for the decision of EU leaders on Greece’s membership in the single currency region.

Greece has been given until this weekend to present a debt deal following last Sunday’s referendum,

which saw most Greeks turning down creditors-proposed bailout program.

Failure to present a new bailout proposal would mean a Grexit.

For the day, the local unit opened at 45.22, weaker than the 45.13 a day ago.

It averaged at 45.23 after trading between 45.26 and 45.16.

Volume of trade reached USD 578.5 million from USD 450.2 million in the previous trading.

For Thursday, the currency pair is seen to trade between 45.10 and 45.30. (PNA)

ANILA -- Smart Communications, Inc. (Smart) value brand Talk ‘N Text (TNT) has recorded over 4.5 million Filipinos using the app, Internet. org since its launch last March, the telco said on Wednesday.

Internet.org is an initiative by Facebook that aims to make mobile Internet services available to two-thirds of the world who are not yet connec ted.

It was developed in close collaboration with top tech firms, mobile networks and content providers.

Last May, the Internet.org official website noted that it “has brought more than nine million people online and introduced them to the incredible value of the Internet.”

CAGAYAN de Oro City––The Philippine Charity Sweepstakes Office (PCSO) in Northern Mindanao has cut its financial and medical assistance by half starting Wednesday, a sweepstakes official said.

Raul Regondola, regional PCSO manager in Northern Mindanao, said that the PCSO is cutting all financial and medical assistance by 50 percent due to revenue losses of the regional

PCSO office.

“The losses incurred is due to the unabated operation of illegal ‘swertres’ number game that has become a stiff competitor of the PCSO, a government recognized lotto outlet in the country,” Regondola said.“Swerteres” is a three number combination game.

The PCSO draws the results three times daily – in the morning, midday, and evening.

Regondola said that the lo-

cal law enforcers appeared to be helpless in curtailing the proliferation of the “illegal lotto outlets” whose operation has now become computerized and sophisticated.

The illegal lotto operations in Northern Mindanao have become a threat and a big blow to the operation of the state-authorized PCSO outlets, Regondola said.

He said that prior to the propagation of the illegal lotto outlets,

the PCSO regional office earned as much as Php 135 million from its authorized lotto outlets every month.

“With the spread of the illegal lotto outlets, the PCSO’s regional office now collects only as much as Php 55 million a month,” Regondola said.

He said that the current situation has compelled the regional PCSO office to reduce its financial and medical aid by 50 percent.

Aside from extending regular assistance to the local government units in a form of ambulance and medicines, the regional PCSO office also extends assistance to hundreds of people who flock to the office every day.

“We do not want to cut financial assistance to the patients until the problem of illegal lotto outlets is resolved,” Regondola said. A report from the Philippine News Agency

Natl govt owes Oro P723m

CAGAYAN de Oro City––The national government owes Php 723 million out of “fire fees” it has collected from 2010 to 2013 here, a city councilor said Wednesday.

Councilor Ramon Tabor said a Resolution No. 12080-2015 passed during the regular session last Monday, asked the Department of Finance (DOF) and the Department of Budget and Management (DBM) to remit the amount to the city treasury.

Tabor, chair of the city council committee on police, fire and public safety, said that the Commissions on Audit (COA) reported that the national government failed to remit the Php 723 million shares from the “Fire Code Fees” to the local government units.

“The sharing of the fire fees is mandated under Republic Act 9514, otherwise known as the Comprehen-

sive Fire Code of the Philippines,” Tabor said.

The COA findings covered the three three-year period from 2010 to 2013. Including the year 2014, it is likely that the amount due to the local government units (LGUs) would balloon to Php 1 Billion, Tabor said.

He said that Tabor said that the Fire Code of the Philippines mandates that the 20-percent of the collected fees should go to the LGUs, while the 80-percent will go to the Bureau of Fire Protection (BFP).

“Now we know why the local government units, including Cagayan De Oro City, have dilapidated fire trucks,” he said.

He said that the remittance of the share of the fire fees is very important for the LGUs and the BFP to acquire state-of-the-art firefighting units and equipment for BFP personnel.

Majority of the Foundation’s infrastructure building projects last year was focused on the Post-Yolanda Schools Rehabilitation Program where it surpassed its commitment to build or rehabilitate 200 classrooms.

Early this year, the Foundation completed physical turnover of 272 classrooms to Northern Cebu schools devastated by the super typhoon.

Its significance (Part 2) Emphasized in yesterday’s column was my fear that if nothing is done to temper the accumulation of wealth by just about 50 families in the country, the economy might collapse with all of us becoming victims to it.

That fear was said with the recent developments in Greece foremost in my mind. And the Greek experience is not isolated from the previous experience of Spain, Italy and even the United States.

The only difference is that Greeks voted no to austerity measures as a condition for their being bailed out by international lending institutions such as the International Monetary Fund. Spain, Italy and the United States agreed to a bailout. In fact in the case of the US, no less than its own government bailed out failing and crumbling financial institutions including banks to put a lid to the damage it may wrought to the domestic economy.

Greed to accumulate more wealth on the part of giant international financing institutions.

Whereas before greed is satisfied by simply having the biggest slice of the market share by manufacturers and retailers, nowadays greed toys with national economies and perpetrated by giant financial and banking institutions. This is exactly what is happening and will happen to national economies all over the world if the greed of these giant financial and banking insti-

tutions to accumulate more wealth is not tempered or no lid is put to limit it.

From the perspective of faith, the world’s wealth is for all the peoples of the world to enjoy and benefit from. If its enjoyment is only confined to and it is only benefiting a few families and institutions no economy will ever survive under that type of regime. Greed is the surefire formula for the collapse of economies.

This is what is happening to the world now. But what we can do, we may ask.

Certainly the 99 percent of the world’s population has the final say in this regard.

The majority of the Greeks have already shown the world how to resist this impositions by unseen enemies when they voted no to a bailout conditioned on austerity.

The proposed bailout plan that the Greeks overwhelmingly rejected is for them to live in austerity to enable their government to pay debts that to them were rammed down into their throats through means where they were never given

any chance to say no.

Like in our case, part of our national expenditure program had to be sourced out from international financial and banking institutions. This imposition is actually forced on us so we can’t get out from the control of these international financial and banking institutions.

The relevance of these institutions in the life of nations is anchored on this imposition. We defy this imposition by getting out of their control results in our being shut off from funds coming from outside the country.

Even our trade relations with other countries will be affected by this defiance.

No country will then dare trade with us. And we will likewise be penalized by making things hard for us if we import much needed items such as machines for our own industrialization.

Heckling: Is this music or can it be deleted?

I remember my parent’s irritation in their faces such as a broken mirror! Once upon a time, we have been getting crazy while listening to our idols’ sounds. In my case, sometime during the 1960s and 1970s.

I felt “satisfaction” while listening to the Rolling Stones or danced to the

Beatles. I got hectic dreams together with Pink Floyd or couldn’t hold myself with “Da-da-da_ and its then “German New Wave” which swapped to the world later on - yes, even up to the Philippines.

Today, we are the parents of the younger generation again. Is there diplomatic space for any discussions?

What’s the music up nowadays?

Rap or house? Or something like this? Noise, din, row, racket, fuss, or damage to my (?) musical paintwork?

I remember harmonic accords with flutes and my accordion. Later myself at the piano ... .

Two generations, even three meanwhile. Let’s strike the right one - no matter which generation we belong too.

Of course, it sounds strange to us because the

majority of us think only about the routine of the everyday life. Aside from our personal concerns, we think and talk only about politics, economy, and the war in and outside our concerns. With the inherent excitement, controversy, and intrigues that go along with these subjects, the temptations of discussing these subjects would certainly preoccupy our daily lives.

Indeed, the mundane affairs often lead us to forget that there are greater issues of important concern. We do not even talk about it.

For instance, in the Philippines, we are preoccupied with the politics of personal destruction. The Filipino legislatures talk

country and as a people. We simply shrugged our shoulders when the imminence of foreign aggression is already knocking at our doorsteps.

After all, our nation is one of the sickest countries in Asia.

Now, the “September Agenda” is rushing world leaders to an urgent meeting midway in September this year. The United States of America is calling for a meeting of world leaders that includes Pope Francis among others.

UTUAN CITY – Agusan del Norte First District Rep. Lawrence Lemuel Fortun has called for extra vigilance against disasters at the onset of the rainy season.

Consultative meeting THE Department of Environment and Natural Resources (DENR) in Region 10 spearheaded a consultative meeting and workshop for the Bulanog-Pigkotin Integrated Watershed Management Plan (IWMP) in Cagayan de Oro City recently.

The workshop outputs are Memorandum of Agreement (MOA) to legitimize the adoption of the IWMP, preparation of a five-year Work and Financial Plan and map for developmental activities.

Renewable energy firm investing P95b for hydro plants in Mindanao NEW Bataan, Compostela Valley––Renewable energy company Euro Hydro Power (Asia) Holdings Inc. (EPHI) is investing P95 billion for the establishment of hydro power projects in Mindanao.

Alan Uy, president and chief executive officer of the company, said Tuesday during the ground breaking ceremony of its New Bataan mini hydro plant that these projects will have combined

capacity of 571 megawatts.

The plants, he added, are expected to be set up in the next five years.

This, he said, developed after noting the need to augment the power supply in Mindanao. To pursue its plans, EPHI will tap 129 rivers in the island.

“Five years ago, we dreamed to come up with a project that will benefit the community that is affordable, reliable and en-

vironment-friendly project anchored in the problem to address the power supply in Mindanao,” he said.

The first to be constructed was its P490-million mini hydro plant in New Bataan, which has a capacity of 2.4 MW. The company’s priority sites, at present, are New Bataan, Compostela Valley; Ruparan, Digos City, Davao del Sur; Marbel, South Cotabato; Sawaga,

Malaybalay City, Bukidnon; Bayug, Iligan City; Lake Sebu, South Cotabato; Alamada, North Cotabato; Titunod, Lanao del Norte; and Polandoc, Zamboanga del Norte.

The biggest so far is its planned hydro plant in Bayug with capacity of 17.80 MW. The company also bared interest to establish hydro power plants in 29 sites in Davao Oriental.

the government-led One Stop Shop Facilitation and Monitoring Center.

Undersecretary Janet Lopoz, executive director of Mindanao Development Authority, said this is anchored on their goal to have balanced energy mix in the island. Of the 242 pending hydro power projects assisted by the center, 129 will be set up

by EPHI. “The center will con-

tinue to assist renewable energy companies like Euro Hydro,” she said.

EPHI, a subsidiary of Indophil Asia Equities Inc., intends “to be the leading provider of hydro power technology that would generate environment-friendly, economical and renewable energy for every household within the circle of developing countries in Europe and Asia Pacific,” as cited on its website. GENERAL Santos City--A city council member here is pushing for the creation of a technical working group (TWG) that will study and lead the formulation of the city’s environment code.

In a resolution, City Councilor Elizabeth

Bagonoc asked City Mayor Ronnel Rivera to form the TWG, which will be composed of representatives from concerned offices and departments of the city government as well as nongovernment organizations.

“The TWG will take the

lead in the conduct of necessary studies and preparations for the formulation of the city’s Environment Code,” she said.

Bagonoc, who heads the council’s committee on climate change adaptation and environment, said the

enactment of the city Environment Code is in line with Section 16, Article II of the Constitution.

She said it provides that the “state shall protect and promote the right to health of the people to a balanced and healthful ecology in

accord with the rhythm and harmony of nature.”

If being able to eat three times a day, a basic human need, requires one to spend at least a P1,000 per day per person, that is not meeting basic human need for food anymore. That is satisfaction of a want or desire already much more if it cost more than a P1,000 per day per person.

One certainly needs to be clothed. But if your clothing apparel costs you by the thousand in pesos because they are signature apparels, then that is not meeting basic human need anymore but satisfying want or desire.

The Cubans survived for several decades from their isolation from the world upon the instance of America through various means such as trade embargoes of all sorts. They survived because they opted to live simple life. By living simple life we will thus deprive the greedy few with revenue from us who are living simple life. With their greed not reinforced by the majority, where will they get their wealth?

“It appears that the DepEd is allowing the military to use it in their continuing human rights abuses and attacks against these schools built by the community themselves after its continuing inutility to act in the defense of these schools against human rights abuses committed by the Armed Forces of the Philippines (AFP) over the past years,” said Valbuena adding, “this include DepEd’s issuance of Memorandum No. 221 series of 2013 which allows the entry of military personnel in schools and the recent act of Davao del Norter Division Superintendent Dr. Josephine Fadul ordering the closure of the IP schools in Davao del Norte and recommendation that public schools be established with the military as teachers.”

“We call on the government through the Department of Education to stand for the right of the IPs for education and to reject all attempts to be used as an instrument by the military and its subsidiary units which include CAFGU and para-military groups like Alamara (an armed IP group alleged to be operating under the supervision of the AFP) in attacking these schools and committing various human rights abuses and violations against the teachers, students and their community,” stressed Valbuena.

He said schools are supposed to be zones of peace as declared by UNICEF and even through DepEd Order No. 44 series of 2005 which declared school as “zones of peace.”

“DepEd must do all possible means to protect schools including its students and teachers against military incursion and operations,” said Valbuena, adding, “schools are for teachers and students for learning and not for the military and their military operations.”

“We challenge the entire DepEd to adhere to these declarations and covenants,” ended Valbuena.

The Mindanao State University system is composed of the MSU Marawi, MSU Iligan, MSU General Santos, MSU Tawi-Tawi, MSU Sulu, MSU Maguindanao, MSU Misamis Oriental and MSU Zamboanga Sibugay.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on October 1, 2003, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.
