DAVAO del Norte--Women’s group in Cagangohan recently accessed the Shared Service Facility for bangus processing from the Department of Trade and Industry (DTI). The Cagangohan Women’s Association (CWA), producer of processed bangus products in Panabo City, received on Wednesday at the Bangus Hall, Panabo Mariculture Park, P-300,000 worth

of bangus processing equipment. The SSF includes two units of pressure cooker, vacuum sealer machine, two chest-type freezers, and stainless fish processingdeboning table. DTI Undersecretary Zenaida Maglaya encouraged the women to maximize the use of the facilities because study shows that in its full capacity, it will double or triple the production of the association. “But aside from the increase

Mindanao sees an uptrend in renewable energy projects DAVAO City––Applications for renewable energy (RE) projects in Mindanao posted a 25.64 percent increase which showed a growing interest for clean energy investments in the islandregion. The One Stop Facilitation and Monitoring Center (OSFMC), which handles the fast tracking of pending RE projects in Mindanao received 59 new applications adding to a total of 290 applications for RE projects with a combined capacity of almost 3,000 megawatts (MW). In May this year, the center reported 231 applications with a combined capacity of 2,419.17 MW. The additional RE project applications will have a combined capacity of 578.92

MW if completed and fully operational. “The projects are spread across hydro, geothermal, solar, and biomass. The bulk of the pending RE power project applications however are hydropower with a total of 242 projects and a combined potential capacity of 2,147.71 MW,” said Romeo Montenegro, director for Investment Promotions and Public Affairs Office of the Mindanao Development Authority (MinDA). Montenegro who also oversees the operations of the OSFMC said majority of the hydropower projects are located in Northern Mindanao. At the recently concluded Energy Investment Briefing held here at the Waterfront Insular Hotel,

Montenegro announced that Mindanao’s power supply mix will shift in 2017 to 45 percent RE and 67 percent non-renewable energy from the current 55 percent RE and 33 percent non-RE. “The OSFMC ensures that facilitation and the fast-tracking of these energy projects are given utmost importance in order that Mindanao will continue to enjoy an affordable, reliable, and clean energy source,” he said. During the turn-over ceremony, the DTI represented by Davao del Norte Provincial Dir. Romeo Castañaga and Maria Lourdes Campion of the Bureau of Fisheries and Aquatic Resources – National Mariculture Center (BFAR-NMC) signed a Memorandum of Agreement and Usufruct for the SSF. According to the agreement, the BFAR-NMC will provide the building for the safekeeping of the equipment.

Many of the geothermal projects are those of the Energy Development Corporation like the 40 MW Lakewood Geothermal Prospect in Zamboanga del Sur, Zamboanga del Norte, and Zamboanga Sibugay and their 30 MW Ampiro Geothermal Power Project in Misamis Occidental, Zamboanga del Norte, and Zamboanga del Sur. Butuan’s poetry-reading session through the years BUTUAN City––It’s been three years now since poets, poetry enthusiasts, artists and friends climbed up a hill and gather around under the rambutan trees of Zoila’s Farm of Barangay Taligaman in this city. Group members read aloud their poems or their favorite poetry, passages or even lines from songs from their favorite authors. The session is held every second Saturday of the month. Occasionally, the venue is held at the garden homes and art studios of the participants. “This is a wonderful form of relaxation, deeply inspiring and fun,” Says Vangie P. Dominise, a tour-

ism teacher and government employee who lately sang a classic French song. The singing and dancing of some participants made the gathering even more colorful and dynamic. “The sessions have in a way evolve the way each of us wants to express ourselves and everyone’s supportive,” shares Sally Joy Bungabung, a working mother and book reader. Ana Marie Llorente, a painter based in Italy and Butuan who hosted two sessions in her home studio, demonstrated Chinese painting, her entry, which everyone appreciated as they brought home one

painting each. Bobby Cielo, a performing artist and government consultant, did a classic performance of a peasant’s life in Mindanao (written by a nun in the ’70s), so did Jon Honculada, a painter and landscape artist, doing an American folk experience. A young voice, Andre Pena, an English major and fashion model, is a refreshing revelation with her own poem and her favorite readings. Casiana Torralba, a retired humanities teacher, painter, poet and gardener steers friendly and loving debates and times of nostalgia. Newcomer Nerio Rosales, a lawyer, easily fits in as he recites his favorite poem of long ago, “during my high school seminary

days.” He lives in an isolated rural area where he silently watches kingfishers. Now the group can’t wait to hold the session there and watched kingfishers. “We welcome anyone. You don’t have to be a poet, you can come and listen,” informs Bryan Edulzura, an aspiring writer from the Department of Interior and Local Government. Now that the rains have come, the group (which has no official name) is eyeing to hold the sessions again outdoors, back to Zoila’s Farm where it all began. “But since its a bit slippery and muddy, we can have it not under the rambutan trees but this time under the huge old mango tree, just across the highway,” suggested yours truly. CAGAYAN de Oro City--The regional manager of the Philippine Charity Sweepstakes Office (PCSO) here burst into a tirade and lambasted law enforcement authorities for failing to clamp down on illegal suwertres in Northern Mindanao. “We are number one in terms of illegal gambling in Mindanao,” chief lottery operations officer Raul Regondola told this writer even as he recounted how he personally went to an illegal suwertres outlet and personally introduced himself as the local PCSO chief. “The illegal suwertres outlet is state of the art. They’re now using computers to accept bets,” Regondola said even as he expressed surprise at seeing that most of the bettors were recent recipients of PCSO financial assistance. “But I can’t close them down because we don’t have any police power. That is supposed to be the job of the police but my appeals are falling on deaf ears,” he said and added that the regional PCSO office has steadily decreased its revenues for the past years attributed largely to illegal betting. In a separate report released by the National Economic Development Authority (Neda) last week, PCSO 10 earned only P165 million for the first quarter of 2015 as compared to P184 million for the same period last year. By contrast, each illegal lotto outlet earns around P50,000 a day, Regondola claimed. And there are hundreds of them regionwide, he added. Some of them even have business permits issued to them by the local government for other operations, such as being a vegetables retailer. “It’s true, they’re selling vegetables but their illegal suwertes sideline is more lucrative,” he said. Regondola could personally enumerate these illicit outlets in the city. There’s even one located in front of a hospital, he added. When confronted by the PCSO executive, police officers merely replied to him that they could not raid the suspected outlets without a search warrant. In September 2014, PCSO introduced to the city Peryahan Lucky Tres to counter the booming illegal trade. Peryahan Lucky Tres ushers scouted the barangays to look for bettors and local draws were held twice a day. But in less than five months, Peryahan Lucky Tres tanked as many outlets closed down and bettors insisted to gamble the illegal way.

BUTUAN City––Since Leo and Felisa Calub established Baron’s I restaurant at the corner of J.C. Aquino Avenue and Imadejas Street here five years ago, customers have always filled its seats and kept coming back to savor the seafoods they serve. Leo said they have no secret ingredients in making the seafoods pleasant to the taste. “We just put our hearts into trying to satisfy fellow Butuanons’ crave for fresh, juicy, and hot, sizzling seafood,” he humbly admitted. Baron’s specialties are bariga soup, kinilaw (malasugue or blue fin tuna), sashimi, sinugba (grilled) fish or pig meat, meat or chicken barbecue, kaldereta, squid adobo, Chinese umba, tinolang gingaw, paksiw na gingaw. According to Leo, the

secret may be in the “freshness” of the goods before they are cooked that “make customers perspire and want more” as they partake of the hot bariga soup with meat, grilled squid, kinilaw with a special sauce (which the couple have the unique way of preparing) and chili, and rice. SouthCot seeks urgent aid to rehab infra destroyed by floods SOUTH Cotabato officials appealed to the national government on Friday for immediate assistance to repair infrastructure destroyed by Wednesday’s floods. South Cotabato Gov. Daisy Avance-Fuentes said they specifically need the government’s intervention for the repair and reconstruction of a damaged dike in Banga town, three vital bridges in Koronadal City and several road networks. “We can provide for the rehabilitation of our damaged roads and bridges if they will cost less than P10 million but beyond that, we really need the help of the national government,” she said. In an emergency meeting on

Thursday afternoon, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) recommended the declaration of the entire province under a state of calamity as a result of Wednesday’s floods and landslides, which left three people dead and about 1,000 others displaced. The floods and landslides, which came following hours of moderate to heavy rains, damaged an estimated P100 million worth of crops and infrastructure. It affected parts of Koronadal City and the municipalities of Banga, Tantangan, Norala and Tupi. Based on the council’s assessment, at least 21 infrastructure facilities in the area were damaged

by the floods and need immediate rehabilitation. A total of 907 hectares of palay, 80.5 hectares of corn, 4.25 hectares of fish ponds and five hectares of cassava were also devastated. Aside from the calamity declaration, the governor said the PDRRMC has passed a resolution requesting immediate funding assistance from the national government. She said they addressed the request to the National Disaster Risk Reduction and Management Council and the Department of Public Works and Highways. “Our priority right now is the repair and reconstruction of the damaged bridges and flood control

projects,” said Fuentes, who heads the PDRRMC. Engr. Generosa Capundan, assistant provincial engineer, said three of the damaged bridges are all in Koronadal City. She said the bank protection of the Sto. Nino Bridge, which links five barangays, needs immediate repair. The official sad they need to reconstruct the retaining wall and bank protection of the Concepcion Bridge, which connects two barangays serves as an alternate route to the municipality of Tampakan. For the Namnama Bridge, she said they need to construct a new 60-meter structure. The bridge’s center foundation and three slab flooring collapsed during the

Meantime, Fuentes said they also passed a resolution increasing the emergency shelter assistance for calamity victims from P3,000 “to an amount enough to build a temporary house.” As of Friday, she said most of the estimated 300 families who evacuated last Wednesday have returned home. Only two families remained in an evacuation center in Tupi town after their homes were totally destroyed in a landslide in Barangay Bunao. “We will immediately realign our available funds so we can assist the affected municipalities in acquiring resettlement areas,” she said. DAR kicks off CARP 27th year anniversary CAGAYAN de Oro City––Highlighting on the Comprehensive Agrarian Reform Program’s (CARP) significant interventions, the Department of Agrarian Reform (DAR) in region 10 opened today a Photo Exhibit and Product Showcase at the Ayala Centrio Mall. Lanao del Norte Governor Khalid Q. Dimaporo, DAR-10 Regional Director Faisar A. Mambuay, and Department for Environment and Natural Resources 10 (DENR 10) Regional Director Ruth M. Tawantawan led the ceremonial cutting of ribbons together with the directors from various regional line agencies present. Dimaporo on his message said he personally graced the event to show his appreciation to the development that CARP brings to Lanao del Norte, to the most impoverished and hard to reach

areas that they served. “I am here because I want to say that people will not forget the work you do, DAR is one of the frontliner agencies that are working in the forgotten areas of our country, areas where other national agencies backed out, that is where DAR is present, so I would like to congratulate all of you for all your hard work,” he said. Meanwhile, agrarian reform beneficiaries (ARB) products will be on display and videos of success stories will be shown continuously during the 4-day event. As part of the CARP anniversary celebration, DAR 10 will also hold an ARB Coop Summit on June 29 this city at the Lim Ket Kai Atrium, expecting around 1,500 participants from the different sectors around the region. BSP champions earthquake resilience in banking sector CAGAYAN de Oro City--The Bangko Sentral ng Pilipinas (BSP) hosted a dialogue last week to enhance existing business continuity management (BCM) culture and develop a whole-of-industry approach that upholds disaster resilience of the banking sector. With the theme “Is the Philippine Banking Sector Ready If a Magnitude 7.2 Earthquake Hits Metro Manila?,” the dialogue was participated by over a hundred participants from the banking sector, financial market players and telecommunications sector Dr. Renato U. Solidum Jr., Director of the Philippine Institute of Volcanology and Seismology (Phivolcs), graced the event as the keynote speaker and presented a comprehensive report on various earthquake-related hazards and risk scenarios for Metro Manila and their implications to the

banking sector. The event also featured a panel discussion by representatives from the Bankers Association of the Philippines (BAP), Chamber of Thrift Banks (CTB), PLDT/ Smart Communications, Inc., Globe Telecom, Inc. and Business Continuity Office of the BSP which tackled the sector’s state of readiness and explore measures to achieve earthquake resilience. The BSP has always been at the forefront of ensuring disaster resilience of the banking sector through the issuance of robust regulatory framework on BCM as well as ongoing onsite and offsite supervision of BCM processes of BSP-supervised financial institutions (BSFIs). As early as 2001, the BSP required BSFIs to prepare comprehensive business continuity plans intended to minimize disruption of

core banking services and financial losses, resume critical operations within the shortest possible time, uphold consumer protection and avoid systemic impact within the financial services industry. To further boost disaster resilience of the banking sector, the BSP recently exposed draft guidelines on BCM to the industry which aim to enhance BCM processes of BSP-supervised financial institutions (BSFIs). The guidelines include strategies and processes to address risks and hazards arising from catastrophic events such as a major earthquake in Metro Manila. The Alternative Learning System is a program under Department of Education that aim to promote education among out-of-school individuals through letting them learn in environment that best suit their distinct time and location. This type of schooling, mostly the same to the regular one, does not just expose students to lessons learned inside the four corners of a room. It is also important to stress how essential it is to let them be aware with their social responsibilities and encourage them to get involved and be part of the solution. The Department of Nat-

ural and Environmental Resources has this National Greening Program, a massive forest rehabilitation program that targets to plant 1.5 billion trees in 1.5 million hectares nationwide within a period of six years, from 2011 to 2016. Thus, the ALS Lala Central District, though small in class population, participated in this initiative. They planted a number of trees last June 5, 2015 at San Manuel, Lala, Lanao del Norte. This effort does not just made contribution to NGP but also made a fair share to the character of each students through letting them believe that they too can create a good impact to the natural environment.

A bell is a signal for the teachers and the students when to start and end the scheduled classes in the school. This is very important for the proper time management of the school class program and to use the time wisely in delivering the lessons to the learners. A bell also gives a signal in the school that reminds every individual of the time to change classes during the entire day. The first bell tells the students that their day has started while the last bell gives them immense happiness as they get to know that the hours of the school has ended for the day. Before, we used manual pressing bell. The manual pressing bell sometimes is not accurate, since person who is in charge forgot his or her task when to press the bell. As a result, some students who are chronic latecomers may use this ringing inconsistence as an excuse for their lateness. There is no doubt that this will affect their overall performance. Secondly, the absence of ringing consistency can give birth to numerous other problems such as one teacher overlapping the period of a lesson which may not go down well with some students as they may require a bre a k and re quire a change after the subject period. They may not get much benefit during this time and an unnecessary delay is being caused for the next teacher. Computerized Electronic Bell is a fully automatic school bell system that is used to solve the

common daily problem of ringing a bell on time. The Electronic bell will bell on the specific time that being program and no one will do the pressing. You can add also different styles of ringing or sounds for recognition and play cultural or praise and worship music during break time or dismissal. A 3:00 o’ clock prayer also can be installed. This innovation of computerized electronic bell gives unique features that can improve the time management of the class program of the school. Because this is computerized, the computer is very smart when to sound the bell and it has the features that can be loaded with different sounds. The objectives of this electronic computerized bell are the following:  Used time wisely.  Informed the teachers and the students about the time to start the class and the time finished.  Prevent overlapping of time of the teachers.  Minimized the problem of the teachers and school head for those students who always staying outside the classroom.  Follow the official time of the school.  Motivate the students to love his Alma Matter because of the school advertisement heard during break time and dismissal of the class. ALS – Kolambugan District holds Handog 2015 By Joliet Tawakal-Manalao Mobile Teacher Alternative Learning System Kolambugan District Division of Lanao del Norte

To mark the culmination of a school year of Alternative Learning Program, Kolambugan District conducted “Handog 2015” last June 22 at Caromatan Auditorium, Lanao del Norte. A number of candidates made their march after accomplishing hours of classes and passing the national test. In my class, 21 out of 30 marched and I am just so grateful. Handog 2015 is an innovation to the usual advocacy activities under ALS programs and projects. It is the first time in Lanao del Norte that Handog 2015 was conducted. Its aim as well is to recognize the out-of-school individuals who did their best and went high and low just to finish

high school. Parents, ALS mobile teachers, municipality and barangay leaders, and spectators attended the event to gave the graduates with hats off. In the program, graduates were also reminded that it is not yet the end of the journey and they have to soar higher towards success. As one of the mobile teachers who mold them, I gave them my last and most important words, “Kung dili mo maningkamot usab nga maka-proceed sa kolehiyo o bisan vocational courses o dili kamo mag-plano, ang tanan sa usa ra jud ka papel magtapus. Papel nga inyong tagu-tagoan sa inyong mga kaban. Nakasalalay na sa inyoha ang sunod ninyo nga buhaton.”

And I suspect that Niema Remegoso, from the Philippines—there she is right there—she spoke for a lot of you. She said, “Am I just dreaming, or is this really happening?” So it’s really happening,” US President Barack Obama said during the town hall meeting of Young Southeast Asian Leaders Initiative (YSEALI) at the White House on June 1, 2015. Admit it; it is a big privilege for someone who is just living simply in a humble city to be mentioned by the most powerful leader in the world. It deserves the fame for the person’s name will surely be written on the President’s speech transcription—a great way to be part of the US history even just for that single moment. Indeed, Niema Marie Bacus-Remegoso is such a lucky woman—very lucky woman, perhaps. Niema Marie Bacus Remegoso, born on January 23, 1982, is a native of Gingoog city. She works as an assistant city accountant in the Local Government Unit of

Feature Gingoog City, particularly in the city’s accounting department. According to her, her journey on YSEALI started with just a try that she did not expect to bring her abroad. She actually did not even think of joining the fellowship at first. She just filled out the form, thinking that nothing will be lost from her by just filling out. Remegoso shared that she received a forwarded message from their city mayor last 2011. The message was about training on governance sponsored by Asia Institute of Management (AIM), World Bank, and International City/ Country Management Association (ICMA). According to her, she immediately grabbed the opportunity, took the examination, passed it, and got a certification. After then, she had always been receiving e-mails from all the three organizations. In fact, last year, the World Bank invited her to go to Korea for an event. GSIS bares winners of 11th art tilt THE Government Service Insurance System (GSIS) honored the winners of the 2015 Art Competition at the GSIS Theater in Pasay City last June 11. Now on its 11th year, the competition adopted the theme “Gender Equality Is Empowerment” for the representational (figurative) category. The nonrepresentational (abstract) and sculpture categories were open-themed. GSIS received a total of 616 entries, 65 of which were chosen as finalists. The top three winners in the figurative and abstract categories received Php300,000, Php200,000, and Php100,000. In the sculpture category, the first, second, and third place winners received Php200,000, Php150,000, and Php100,000, respectively. Solid Waste Management Board through the City Local Environment and Natural Resources Office (CLENRO). Improper solid waste management is among the major problems, a legacy from previous administrations which the Moreno administration is trying to solve. While RA 9003 remains largely unimplemented in the city 14 years since its signing on January 21, 2001, the Moreno administration is doing all it can to clean up the city despite no budget allocated to it by the City Council, thanks to the majority opposition councilors. The City Solid Waste Management Board, whose creation is mandated in Section 12 of RA 9003, was “only created when Moreno became mayor in 2013,” said CLENRO IEC Officer Edgardo Naguio. And recently, Moreno’s EO 063-15 now requires all barangays to create their Barangay Solid Waste Management Committee which will oversee the implementation of Section 21b of RA 9003, which states that “segregation of wastes shall primarily be conducted at the source, to include household, institutional, industrial, commercial and agricultural sources.” While the city’s previous administration passed City Ordinance No. 8975-2003, it was not implemented because barangay LGUs have not constituted their respective BSWMC during the past administrations. Section 3(a) of Ordinance 8975-2003 mandates that “the segregation of solid waste shall primarily be conducted at source...” Section 3(b) of the same ordinance states that “the segregation of waste shall be primarily conducted and managed at the barangay level specifically for the compostable, recyclable and reusable waste.” In order to carry out these mandates, the same city ordinance mandates in Section 4(a) the establishment of a Materials Recovery Facility (MRF) in the barangay or cluster of barangays. “It is the duty of the Barangay Council to supervise waste segregation and recovery from the household, building, premises, or place of business within their respective territory,” Section 4(c) of Ordinance 8975-2003 states. Solid waste management is a major responsibility of the local government unit, Naguio said. But it “requires appropriate organizational capacity” because it is a “complex task” that “needs cooperation between numerous stakeholders in the private and public sector.” Cagayan de Oro City is facing five issues related to SWM. These are (1) poor

institutional capacity and political will; (2) lack of adaptation and enforcement of laws and local ordinances; (3) low willingness of the community to participate because of lack of public education; (4) lack of cooperation among stakeholders from the public and private sector; and (5) inadequate operational structure for facility and equipment to support SWM and weak financial capability. EO 063-15 will hopefully address these issues since it mandates all barangays in the city to create their respective BSWMC, which is tasked to “formulate plans and programs relating to the implementation of waste reduction and segregation at source” as stipulated in Rule VI Section 2 of the IRR of RA 9003. They bought a stall, named it “LEO LOVE EVA” where they sold blue fin tuna or malasugue, and created their version of fish kinilaw with a unique sauce concoction Leo could only do, and sashimi, a favorite of Japanese visitors and local government officials. Known for his stock of blue fin tuna or malasugue, Leo had since been contracted by regional and local government offices to serve kinilaw and sashimi during special occasions. While Leo and Felisa manage their two restaurants, the couple still keep watch on their market stall in the morning where Leo does the kinilaw special sauce. He also prepares the wasabi, another concoction to which sashimi is dipped for taste. At 4 o’clock in the afternoon, they proceed to Baron’s 1 and 2, to see that the restaurant workers are at their posts and ready to receive customers. Leo meets and entertains customers with his ready smile and jokes as they enjoy their food. At the rate the couple are keeping their busy schedules, Leo and Felisa are keen on asserting their presence in the local restaurant business to serve Butuanons fresh and sizzling seafoods.

Two of the casualties were identified as couple Nonoy and Monita Ga, who were both 74 years old. “Our search and rescue team is currently in the area to retrieve the bodies of the casualties and assess the situation there,” she told MindaNews in a telephone interview. Aguinaldo said flashfloods were also recorded in three other barangays but no immediate evacuations and casualties were reported. In Banga town, the MDRRMO reported that some 280 families composed of 600 individuals have evacuated due to the flashfloods that affected eight barangays. An initial 117 hectares of palay farmlands were damaged as a result of the floods in Barangays Yangco, Malaya, Cabuling, Reyes Punong Grande, Rizal, Rang-ay and Cinco. Arman Palomar, Yangco barangay chairman, said 280 families were forced to leave their homes as early as 2 a.m. after huge volumes of floodwaters from nearby Banga River swept their area. He said some 75 houses sustained various damages due to the floods that reached about four feet.

The floodwaters swelled towards three riverside communities following the collapse of a spur dike along the Banga River, he said. He said the offices of South Cotabato Gov. Daisy Avance-Fuentes, Rep. Ferdinand Hernandez and Mayor Albert Palencia already delivered food and other relief goods to the affected residents. In Koronadal City, city administrator Cyrus Urbano said three major bridges sustained some damages due to a series of flashfloods along the Marbel River. He said a bridge in Barangay Namnama was “cut into half ” while another in Barangay Sto. Nino sustained some cracks. The approach of the main bridge connecting the city and Barangay Concepcion was also damaged, he said. Urbano said City Mayor Peter Miguel suspended classes in all levels at around 6 a.m. as precaution. Meantime, in Sultan Kudarat, around 200 individuals have also evacuated in Barangay Rajah Muda in Tacurong City due to flashfloods along a major river. Allan Freno, Tacurong City information officer, said residents of three puroks were forced to leave their homes due to the swelling of a river tributary traversing the village early Wednesday. “The floodwaters reportedly rose to about five feet in communities situated near the river,” he said in an interview over dxMC Bombo Radyo. Classes in three schools – Rajah Muda Elementary School, Rajah Muda National High School and Lourdes Pama Elementary School – were suspended as a result of the floods. Freno said City Mayor Lina Montilla ordered the immediate delivery of food and relief goods to the affected residents. Mantolino was once again leading the pack, but the reigning GT 200 champion slipped in the trecherous
