UTUAN CITY -- A drug suspect was arrested and a sizable volume of illegal drugs, cash and drug paraphernalia were seized in a joint police raid during the weekend at a southern city in the region.

Reports from Agusan del Sur Police Provincial Office reaching the police regional headquarters here on Monday said that the Bayugan City Police Station led by its chief PSupt.

Reynante N. Sibayton, the Special Weapons and Tactics (SWAT) team led by PInsp. Ian Kidd C. Eblahan, Intelligence Officer PInsp.

Joselito F. Delos Santos and Agusan del Sur Criminal Investigation and Detection Team led by PCInsp.

Dick Cale implemented the Search and Warrant No. 2015-91 to a residence at Purok 2B, Buri St., Barangay Taglatawan of the said city.

PNP-Lanao del Norte inaugurates crime lab LANAO DEL NORTE – Governor Khalid Dimaporo led the inauguration rites and blessing of the recently constructed Crime Laboratory of the PNP-Provincial Headquarters, at Camp Gallego, recently.

The crime laboratry is expected to provide scientific investigation services and other technical support to the Lanao del Norte - Provincial Police Office (PPO) and other government and non-government investigative agencies through fieldwork, scene of the crime operation (SOCO), forensic laboratory services, criminalistics training and research.

“We are very thankful to Governor Khalid Dimaporo for his solid support to the Provincial PNP, Governor Dimaporo really moved heaven and earth to finally realize this vital facility,” said Lanao del Norte Police Provincial Director Madid

Paitao.

With the operation of the Provincial Crime Laboratory Office (PCLO), Lanao del Norte PPO is now capable of providing scientific and technical support including the examination of illegal drugs, firearms identification, macro-etching examination, fingerprint comparison, explosives and substance examination, medico-legal and document examination, and scene of the crime operations.

The blessing ceremony was officiated by Rev. Father Rodolfo Gallenzoga of San Isidro Parish in Tubod town.

Also present during the inauguration rites were PNP Regional Director PCSupt.

Agrimero Cruz, Jr., Crime Laboratory Director PCSupt. Theresa Ann Cid, Tubod Mayor Nelieta Noval and Malaysian representatives from the International Monitoring Team (IMT).

Thousands of poor to be assessed for Listahanan CAGAYAN DE ORO CITY -- The Department of Social Welfare and Development will assess thousands of poor households for their inclusion to the database of the Listahanan – a system that identifies who and where the poor are in the country.

On a recent “Talakayan” held by the Philippine Information Agency, the DSWD announced that about 793,989 households will be assessed in Northern Mindanao alone under its

second round assessment.

Atty. Araceli F. Solamillo, Regional Director of the DSWD said that the Listahanan database is currently being utilized by the majority of local government units in the region, congressional districts and even civil society groups, and non-government organizations, and that the database is their basis in identifying their beneficiaries for their social protection programs and social services.

No deportation for Indian involved in kidnapping

AVAO CITY – Mayor Rodrigo Duterte said he would not allow deportation for foreign nationals involved in crime in the city. This after four suspects, including an Indiannational, were arrested for abducting another Indian-national here.

Malih Jaspar Singh, 31, and resident of Wellspring Village in Catalunan Pequeno was reportedly kidnapped around 9:30 am on Tuesday. After 72 hours, suspects Jerry Singh who was an Indian-national, Jo-

sephine Onas, and Noel and Bobby Onin were presented by authorities to Duterte.

During his program, Gikan sa Masa, Para sa Masa, on Sunday Duterte said he will not allow deportation for Jerry Singh, who was

reportedly the mastermind of the kidnapping.

“I will never allow a deportation. You cannot escape the severity of the law, you go to prison for kidnapping,” Duterte said citing the case of the Americannational, allegedly involved in Davao City bombing, Michael Meiring. “Kagaya ‘to nung Amerikano, kinuha nila si Meiring na may kasalanan dito (This was like the American, they got Meiring who has a crime here),” Duterte said.

On May 16, 2002, Meiring, who introduced himself as a treasure hunter,

lost his two legs in a premature bomb explosion in Evergreen Hotel along Uyanguren Street.

Meiring was reportedly taken by agents of the US Federal Bureau of Investigation from the hospital without permission from authorities prompting speculations from Duterte, himself, that he was an American spy linked to terror bombings in Mindanao. According to previous reports, charges against Meiring for illegal possession of explosives and damaged to property due to reckless imprudence

remain pending in court here.

Duterte said he also prohibited the police authorities in divulging how the operation was conducted.

“That’s a confidential matter. Basta tama lang yang may krimen tapos nahuli. You do not ask how we go about arresting the criminals (That’s enough that there was a crime and the suspect was caught),” Duterte said adding that he ordered police not to talk and just give him a copy of the investigation.

Duterte also said that if he is to decide, he would

restore the penalty of death for criminals involved in drugs, kidnapping, murder, robbery, and rape.

“Death by hanging,” Duterte said adding that he does not care whether death penalty deters a person from committing a crime.

“I do not care if it could not deter (crime). What I am about to really say to you is that there are two principles: it might deter persons from committing a crime or if he has committed a crime, you pay and that is retribution,” he said. (davaotoday.com)

It was not however known what provision that he was opposing.

In a press conference, Datu Noldin Oyod, Datu sa Taviran IV, said their decision to back the passage of the BBL was a result of the plenary they held last week to discuss how to attain solidarity towards a just and dignified peace.

Oyod stressed that their decision strengthens the Bangsamoro unity.

CAGAYAN DE ORO CITY -- The World Bank (WB) cited the financial consumer regulatory environment in the domestic banking system in its “Republic of the Philippines: Diagnostic Review of Consumer Protection in the Banking Sector’ that was published recently in the WB website.

In the review, the multilateral lender said, “There is an impressive focus on the consumer protection in the banking sector in the Philippines.”

The WB said this finding is manifested through the wide range of laws and regulatory instruments issued by the Bangko Sentral ng Pilipinas (BSP) relating to such subjects such as truth in lending for loan products, credit cards, microfinance, electronic banking, investment products, responsible lending practices, confidentiality and data protection, cross selling of products, outsourcing of bank functions and compliance systems.

The WB review also indicated that the “Philippines compares well with other economic on its approach to consumer protection in the banking

sector (although there is not “international best practice” in the strict sense given the importance of the country context).”

According to the WB, this view is supported by comparing the position of the Philippines to that of 114 other economics surveyed in the 2013 Global Survey on Financial Consumer Protection.

The WB conduc te d the diagnostic review for the Philippines at the request of the BSP. To gather data, the WB mission met with representatives of the BSP and other government agencies; banks; non-banks; organizations representing financial industry entrepreneurs and consumers; and legal experts.

The WB looked into institutional arrangements; the legal and regulatory framework, transparency and disclosure; business practices; complaints handling and dispute resolution mechanisms; and consumer awareness and financial literacy.

Will SC probe graft at Court of Appeals now?

-ooo WILL SC PROBE GRAFT AT COURT OF APPEALS NOW? What will the Supreme Court and the Judicial and Bar Council do, now that Sen. Antonio Trillanes IV has been reported as having filed a resolution calling for a Senate inquiry into his disclosures that two Court of Appeals justices who stopped the suspension of Makati City Mayor Jejomar Erwin Junjun Binay were paid millions of pesos by the Binay Family through a Makati-based lawyer?

I am sure this is no longer a matter that can be swept under the rug, so to speak, and which would go away if it is ignored and not attended to by the tribunal and the Council. It is now a corruption scandal of epic proportions which can engulf even the Supreme

Court and the JBC if they are not going to act on it.

There is no more justification for any “handsoff policy” from the Court, as its spokesman, Atty.

Theodore Te was reported to have announced several days ago in the wake of a clamor, sparked by news headlines, for an investigation of justices at the same Court of Appeals who allegedly sell their decisions to highest bidders. This scandal of judicial corruption has clearly become an ailment that needs excising.

When Philippine chief peace negotiator, Prof. Miriam “Iye” Coronel - Ferrer called me by phone soon after Mamasapano to clarify certain points on the “coordination” issue hounding the incident, I clearly recalled my parting words for her. I told her: “Iye, I dread being in your shoes at this time”.

“CATCH 22” -- Indeed, I was in those very same shoes before as peace negotiating panel chair from 2001 to 2003. I tell you, it’s not an easy job. Worse, it’s a thankless job. It puts one in a “catch 22” situation, meaning whichever way a negotiator goes, he or she is in a bind and in an unenviable position. Why so?

Simply because the task is not only to negotiate with the armed rebels on the OTHER SIDE of the negotiating table. Unknown to many, the equally difficult task is the “negotiations” that a negotiator must do with those on the SAME SIDE of his table. Meaning, your own colleagues in government and the public at large who usually disdain giving favors or concessions to armed rebels who are understandably perceived as

surely come in their wake.

This is, after all, no longer just a national problem but a scourge of international reach.

But, sadly, government officials and private individuals or entities trying to do something about global warming and climate change actually are contributing more to the worsening of the problem rather than solving it, by their present approaches and proffered solutions which are, at best, mere palliatives

that would not yield any benefit.

Again, let me point out that trillions and trillions of dollars, euros, yens, and even pesos, have already been spent in the past, in the hope of arresting deadly weather aberrations, but it is clear that the global march to death and destruction because of these aberrations goes on unabated, and has even accelerated in frightening speed. So what do we do?

Let’s not forget: rebels take up arms because they cannot get redress for grievances within the normal system or they use the force of arms to seek demands. Hence negotiating with them to forge agreements is a tricky and sensitive work. Most important of all, factor in the fact that all rebels (MILF, CPP-NPA-NDF, MNLF) consider it a matter of negotiating principle that they do NOT adhere to nor do they operate within the ambit of our laws and Philippine Constitution while our own government negotiators MUST NOT go beyond those sacrosanct parameters. How to navigate this is inscrutable to ordinary mortals. But negotiators must somehow find a way.

FOR PRINCIPAL --The negotiator represents a principal, in our case, the Philippine president no less,

who in turn represents all Filipinos. This is not only true for the government negotiators. This also applies to MILF negotiators. MILF chief negotiator Mohaqher Iqbal merely represents his own principal MILF Chair Murad Ibrahim and the MILF Central Committee, the equivalent of government’s Cabinet and its claimed followings of Bangsamoro people.

PRIOR APPROVALS ----During my time, a general but comprehensive framework with a negotiating strategy must first be formulated to be approved by the principal, the President with the concurrence of the Cabinet thru its Security Cluster. And every time there were important agreements to be forged in the course of the negotiations, I had to get approvals first before I could commit important consensus points to the other panel. There were specific instances of periodic consultations as new factors and points emerged in the course of the peace talks.

In fact there were instances where I would find it more difficult to “negotiate” with our government side than with the rebels across the table. There were times where it took President Arroyo herself no less to over-rule some Cabinet opposition for me to have the authority to “go ahead”

in order to break some impasse in the talks or avert a breakdown.

PROTOCOLS--- I remember one instance when I was already in Malaysia about to sign a document with the MILF. Due to some objections by some cabinet officials who were all in Manila, I had to suspend the signing ceremony and took the first plane out to Manila where I had a quick huddle with the Cabinet Security Cluster then flew back on the same day to Kuala Lumpur when things were clarified. Of course, these protocols were required due to the nature and implications of signed agreements.

“MINI MAX”- -Generally, before the panel embarked on a foreign trip (usually to Malaysia or to Libya) to attend a round of negotiations, the negotiating positions in the agenda item for that meeting were discussed and cleared and the panel given the mandate to negotiate and commit.

There was such a thing as “mini-max” in negotiations, getting inputs coming from government agencies and the Cabinet with a range of options from the minimum to the maximum. Anything “in between”, the panel can commit. Anything “beyond the max” will have to get prior clearance or approval.

Kidnappers demand PhP60-M ransom for 2 captives seized in Zambo Sur town

PITOGO, Zamboanga del Sur – Mayor Richard Garban has appealed to the kidnappers holding captives a child and a bakery worker to release their hostages on humanitarian grounds.

Still in the hands of the kidnappers are Ace Jay Garban, three, and a baker y worker, Ledegie Tomarong, 17.

Mayor Garban made the appeal in a press conference Sunday, citing the families of the two captives do not have the capability to pay ransom.

The appeal of the mayor came after the kidnappers have demanded PhP60 million ransom or at PhP30 million each in exchange for the release of the two captives.

The mayor said the kidnappers made known of their demand through text messages sent to the families of the two hostages.

Garban and his younger sister, Zynielle Jay, two and Tomarong, were seized

by 10 gunmen during a shootout in the afternoon of March 31 at the fish port in Barangay Poblacion, this town.

The shootout ensued as alerted policemen pursued the gunmen, who failed to seize their kidnapping t arge t , bus i ne ss woman Chzarenia Kapa Sajulga, who owns a bakery in Barangay Poblacion and the employer of Tomarong.

The gunmen made good their escape as they grabbed the three children, who were at the fish port, and made them as human shields that prevented the policemen from further pursuing them.

The gunmen killed Zynielle Jay, whose remain was fished out from sea by fishermen in the morning of April 3 near the shore of this town.

The Garban children are the grandchildren of the mayor of this municipality.

Zamboanga City daily rotational brownout increases to 6 to 7 hours

AMBOANGA City -The Zamboanga City Electric Cooperative (Zamcelco) is negotiating with an Independent Power Producer (IPP) for the purchase of additional load to shorten the daily rotational brownout in this southern port city.

This, as the daily rotational brownout has increased to six to seven hours starting Tuesday from the previous of four hours due to the continuing decline of power generation from the Mindanao grid.

Omar Sahi said Tuesday they are negotiating with the Therma Marine, Inc. (TMI) for the purchase of additional 18 megawatts (MW).

Sahi said the daily rotational brownout will be reduced by almost half since it will be lessened by at least three hours once TMI agrees to sell an additional 18-MW to the cooperative.

Sahi also said the load being supplied by the dieselfired TMI to Zamcelco will increase to a total of 36-MW since the IPP is presently providing 18-MW to the

cooperative.

Sahi said the daily rotational brownout has increased starting Tuesday to six to seven hours daily as the load allotment of the National Power Corporation (Napocor) to Zamcelco has dropped to 28 to 30 MW. Last week, Sahi said Zamcelco receives 38 to 42 MW daily from Napocor.

“The power allocation is not fixed. It changes every hour,” he added.

He explained the number of brownout hours differs from one feeder to the other as the small feeders

will have six hours brownout while seven for the big feeders.

He said Zamcelco has 24 electric feeders with around 130,000 memberconsumers. The cooperative’s peak-load demand ranges from 80 to 85 MW. Aside from TMI and Napocor, he said Zamcelco is also being supplied by another IPP known as the Mapalad Power Corporation (Mapalad).

Drug suspect falls, P2.4M worth of drugs, cash seized in Agusan del Sur raid

UTUAN CITY -- A drug suspect was arrested and a sizable volume of illegal drugs, cash and drug paraphernalia were seized in a joint police raid during the weekend at a southern city in the region.

Reports from Agusan del Sur Police Provincial Office reaching the police regional headquarters here on Monday said that the Bayugan City Police Station led by its chief PSupt.

white crystalline substance believed to be “shabu” estimated to amount to P31,860.00 (DBB) value with an estimated weight of 2.7 grams.

The seized items also included a diamond weighing scale, two pieces of bamboo clips, a pack transparent cellophane, a disposable lighter, cash money (believed to be proceeds of illegal drug transactions) amounting to P13,900.00 in different denominations and a blue Nokia cellular phone marked as “MAOL.” The search and seizure was conducted in the pres-

ence of the suspect and were duly witnessed by Loan A. Bitos, councilor of Barangay Taglatawan, a media practitioner and Ms. Alma Crisostomo, representative of the Department of Justice.

The recovered or confiscated items were brought to Bayugan City Police Station for proper disposition wile the suspected illegal drugs will be submitted to the Regional Crime Laboratory Office, Police Regional Office 13, Barangay Libertad, this city, for screening and confirmatory testing.

SURIGAO CITY, Surigao del Norte – A total of 54 cooperatives and farmer leaders and agricultural workers throughout the city and neighboring municipalities attended the Plantmate Organic Fertilizer Forum held on March 31, 2015 at the City Cultural Center, here.

The forum was organized by the Surigao City Informal Waste Sector Association (SUCISAWA) in coordination with the Department of Trade and Industry to promote the use of organic fertilizer for various agricultural crops such as rice and vegetables.

Locally produced in Claver by the Claver Coconut Farmers Multi-Purpose Cooperative (CLACOFARMCO), the Plantmate Organic Fertilizer production process makes use of the coco dust agricultural waste in their coco coir and coconet processing project.

by using the bio-plus activator from the Agroman BioSystems Corporation to accelerate the organic matter decomposition process.

Roel Flauta of the City Agriculture Office explained the benefits of using organic fertilizer in producing agricultural products that is of good quality and healthy food items, while, Engr. Espinosa, project caretaker of CLACOFARMCO Plantmate Organic Fertilizer explained the unique qualities of the product and its efficacy in maintaining soil fertility and increase production.

Values Education: Keeping the values in the changing world

This world is changing.

Change, in a sense that it is improved by ways of the existence of modern technologies. As an example, people nowadays could communicate to each other even though ocean aparts through the use of mobile phones.

Technologies are indeed beneficial. It makes task easier and faster to perform. It makes solutions more effective. Moreover, it gives comfort to a lot of entities.

Different to good things that it cause, however.

There are matters that have been negatively affected by technology.

One is the attitude of the people. This has changed as well. In the negative sides, technologies have taken away their values.

Thus, Values Education should be given with utmost importance.

This subject is offered under the curriculum of both elementary and high school. It aims to coil values among students.

These values are considered core traits representing each person’s beliefs and guiding principles that form the person on who he is.

This subject is so much important for at young age, it is encouraged that parents and teachers should input to children the positive and worthwhile values in order to assist them in building and strengthening personal and social skills and responsibilities.

This world is indeed changing, but let the values instilled grow as a person explore this world.

Macabalan NHS produced champions

December 15, 2014 marks another milestone in the school’s history. It was during the conduct of the annual Palarong Pampook 2014 that another champion emerged in the persons of Jhone Saint V. Bacon, 4th year student, and Benjie B. Flores, Grade 9 student.

The two bagged the Gold Medal for the sporting event in Billiard-Boys, Bacon for the 9 Ball while Flores for the 8-Ball. The Billiard-Girls was also able to snatch a place. Both girls took home a Bronze Medal, Jenny S. Navarro, 4th year student for the 8-Ball event, while Jenelda G. Aguilar for the 9-Ball.

The Palarong Pampook 2014 was hosted by the Division of Misamis Oriental.

However, due to the fact that there was no available site within Misamis Oriental to cater to the

conduct of the different sporting events, the same were dispersed to different location. The Billiard event’s playing venue was held at Poblacion, Balingasag, while players for the same were housed at San Martin, Villanueva.

It was the first time that the school participated in such sporting event, with the continuing modernization and improvement of the School Sports Coordinator, coupled with the unwavering support of the school’s administration and stakeholders. Currently, the Billiard-Boys are undergoing intensive and rigid training and preparations for the upcoming Palarong Pambansa come May 3-9, 2015 at Tagum, Davao del Norte, for which they will participated and hopefully, bring home the championship.

Through this, FM Posadas Elementary School conducted a School InService Training Workshop on "Anti-Bullying in School" on February 13-14, 2015. The objectives of this training workshop are the following: 1st; to give information or overview about what is anti-bullying.

2nd; to demonstrate to the participants the different acts of bullying. 3rd; to eradicate the different acts of bullying in school and to the community where

they live.

The speakers of this training workshop were the teachers came from Lala National High School.

Whom they were undergone an International Training Conference on "Improving School Climate to address Bullying in Schools" in Xavier University, Cagayan de Oro City. Namely: Mr. Alito delo Santos, Mrs. Florida Paglinawan, Miss Carmen Golez and Mr. Gideon J. Miyas as the training organizer.

The 2-day training workshop were participated by the teachers, the graduating Grade-6 pupils of FM Posadas Elementary School together with their respective parents.

This is the day where there is simply no work and I can have time to surf various media platforms to keep me informed and entertained.

On Sundays, I usually lazily wake up at around 10:30 a.m. and take my breakfast. Then it is the time for either your usual weekend local radio mag or the cable channels or simply surfing the Net. I opted first for the first former. There I was consuming the chicken egg cooked sunny side up while I was scanning which of the local radio stations made sense on a Sunday.

in Bombo, gone was the on-air bantering between Magnum Gilbert and Magnum Nikka, I couldn’t get a fixed signal on Magic 89.3 and then on the right side of the spectrum, there it was – 103.9 Energy FM Radyo Agila. There were two guys hosting a magazine-format show (again that was expected on a laid-back Sunday) and I think their guest was this CDA lady whose voice I recognize from some coop formation mentoring in the past. I later learned on from their discussions that the hosts were persons with disabilities who are running their own weekly show, advocating their causes. Well

In the first round of assessment in 2009 in the region, DSWD was able to identify 338,749 households as poor based on certain variables used during the household enumeration and validation.

Most of these households under the Listahanan were able to avail various social protection programs from the national government, local government units, and other social service providers. The DSWD’s Pantawid Pamilyang Pilipino Program, the Social Pension, and other major anti-poverty programs also used Listahanan to identify qualified beneficiaries.

A total of 2,505 field workers comprising of Area Coordinators, Area Supervisors, Enumerators, Encoders and Verfiiers will be hired and trained in preparation for the said assessment.

What is this solution? It is making all of humanity go back to God, by a sincere and earnest reading of the Bible, and then obeying God’s commands written therein. It is only when we adopt this approach that things will begin to change. By then, people will be inspired to care truthfully not only for themselves but even for others, and for the environment as well. There is still time for this, really!

I could not tell how the Aquino panel did its work.

But I was surprised to know that the BBL that was finalized, signed and sealed by the two panels, had to be retrieved. redrafted and “cleaned up”’

by Malacanang before the final version was submitted to Congress. I wondered why: either Malacanang did not monitor closely and just gave the negotiators a free hand or the Chair Iye’s panel exceeded its mandate.

Or it was pure hubris only to be shaken back to reality

by Mamasapano.

But I can tell you that the work of a negotiator is not an easy job. One usually walks a tight rope. And in the eyes of the public, any error in judgment is the negotiators’ responsibility. The whole government though must bear responsibility -- the President primarily.

IN DEFENSE OF FERRER --- With Mamasapano, the whole scenario was radically altered. While during our time the Filipinos at large were not too keen and focused on the peace negotiations except for the affected sectors, today an angry and awakened sector at large must be mollified.

Mamasapano was a monkey wrench. I just could not picture myself now in the shoes of Chair Ferrer with all the challenges she and all the peace negotiators and peace workers are now facing. Truth to tell, I credit her for her composure and clarity in defending and explaining the collective outcome of a difficult, tedious and crafty procedure that is now being publicly scrutinized, torn to pieces -- even demonized.

DEFEND PACT --- It is not fair that we should take it personally against Chair Ferrer for standing pat on the signed documents, as she is being pilloried today. Having forged an agreement together with the MILF negotiators, she is duty bound to stand by it and defend it. For her to do so does not mean she’s taking the side of the MILF as she is unfairly charged.

In the same vein, MILF Chair Mohaqher Iqbal has to defend the same agreement and MILF should not, in the same vein, charge him of being pro-government. They jointly forged an agreement and they had to stand by it, no matter what. If Chair Ferrer is being “ roasted” by the public after she worked hard to get a peace settlement, Chair Iqbal will get more roasting from the MILF if he too falters, for sure.

RESIGN? -- At a critical time like this, there is a call for Chair Ferrer to resign.

Perhaps that can be the most expedient escape from it all but to me, that’s the last thing a negotiator should do at this time. One worth her salt does not dismount at the time when she is most needed to give clarity to a muddled situation, however difficult or inscrutable the work appears to be, however tempting and convenient it would be to leave and go back to quiet private life.

This is a time to work and face the music. There is another time to call it quits and quietly dismount. I trust Chair “Iye”’will continue to hold her ground as she does -- and which she must.

MY OWN STORY -- I have my own story about resignations to tell, although a bit different from what Chair Ferrer is facing today.

When the Arroyo government assumed office in

2001, the peace process was in disarray. I was appointed as the chief negotiator with the principal task of restoring the abandoned peace talks due to the Mindanao “war” policy of former President Estrada. Within a short period, we signed the framework “agreement for peace” in Tripoli, Libya in a few months to re-start and pick up the pieces for the resumption of peace talks. For 2 years, we signed other milestone agreements.

I RESIGNED -- Things went well until 2003 when something happened. I was on the verge of resigning in a huff as chief negotiator due to an incident. I refused to put my concurring signature on a prepared “Minutes” that was presented to me containing points I did not concur in during our meeting. It was handed to me for signature by MILF’s Musib Buat when I was already back home in Manila . Normally, Minutes of Meetings were discussed to the last comma before heading back home. This one was different. But instead of totally refusing to sign, I annotated the minutes with some notes. This ruffled the feelings of the MILF and the Malaysian facilitators and they said I altered the minutes. Because of this, I was convinced that my affectivity as negotiator was seriously undermined. But I refused to immediately resign or dismount at that time because it would be disruptive of the over-all peace efforts. It took another subsequent incident (an attack

by MILF on Siocon town of Zamboanga del Norte) and a lull in the peace talks that gave me an excuse to hand in my resignation to the President. Sec. Silvestre “Yong” Afable took over from me but he also eventually resigned too. Then retired Army Gen. Rodolfo “Rudy” Garcia took over from Sec. Yong in whose watch, the Supreme Court ruled the “Memorandum of Agreement on Ancestral Domain” (MOA AD) as unconstitutional. I also served the OPAPP position only to turn it over to Sec. Hermogenes Esperon when I became Press Secretary.

BANGSAMORO DREAM --- An additional note. When MOA-AD was signed and later declared unconstitutional by the Supreme Court, although I was no longer at OPAPP but at the Malacanang press office as press secretary, I aggressively defended and explained the MOA-AD knowing the implications of depriving the Bangsamoro an opportunity to achieve its long dream and aspiration of self-governance and selfdetermination. But what I cannot still understand up to now is why our present government panel and the MILF did not learn from the lessons of the failed MOA AD and merely relanguaged those provisions that failed the constitutional test.

Well, all those are

behind me now. I have now the luxury of just reminiscing and viewing things from a distance -- but definitely not in a detached manner given that what happens to the Bangsamoro aspirations will affect me and the rest of the nation.

CALVARY --- Today, how we deal with the present challenges and discordant noises involving the proposed BBL will be crucial.

But in the meantime, it is still a continuing Calvary for Chair Iye Ferrer, together with all those who work for peace -- including the BBL as well. Whether BBL’s “crucifixion” will eventually come now or later is of no moment. Whatever happens in the unsettled maze of Mamasapano, I am confident that all peace efforts are bound to somehow “resurrect”. Maybe not now.

But inevitably later.

Korean wave hits CDO for the second time O

Gathering.

At exactly a year later last April 13 to be specific, Hallyu in CDO 2.0 occurred

at Centrio Activity Center.

It’s been 365 days since the last meetup of Kpop fans here in CDO and it’s

heartwarming to note that there were already a lot of Kpop groups both from the high school and college campuses which have bloomed. And they’re really Kpop fans at heart because they can memorize without a single flinch the lyric of the songs they mimic and dance to. For the Kpop Dance Cover Battle alone, more than 20 Kpop groups joined.

There were also games, a fashion show, a Kpop merchandise booth and many more surprises which happened while the concert was underway.

In fact, the whole Centrio Activity Center was filled to the brim while the show went on for eight hours from 12:00 noon till 8:00 p.m. Special guests were X-Unified, Sync and Xite.

Hallyu in CDO 2.0 was organized by Baozi, a non-profit organization aiming to create big and exclusive Kpop gatherings here in Northern Mindanao that would invite camaraderie among Kpop fans here.

Watch out for more surprises in the future from Baozi! The Kpop explosion began to spread throughout the world at the turn of the century.
