Town vice mayor’s brod nabbed in shabu den raid CAGAYAN DE ORO CITY -- A brother of a town vice-mayor in Misamis Oriental was arrested Wednesday with two others for possession of the illegal substance methamphetamine hydrochloride (shabu). PO3 R aul Gorra of Cagayan de Oro City Police Office (Cocpo) Station 6 identified the main suspect as 44-year-old Porferio Roa, a resident of Balingasag, Misamis Oriental. In subsequent interrogation, Roa admitted that he is the brother of Balingasag Vice Mayor Marietta Roa-Abogado and this was

independently confirmed by the police. Gorra said they received a tip a few weeks back of a house in Purok II, barangay Puerto, that is allegedly being used as a shabu den. The police swooped down in the area at 3:00 p.m. Wednesday through the aid of an entrapment, even they chanced upon several persons who are purportedly buyers in the shabu trade there. Several men scampered, including the owner of the house, but Roa and two others were caught red-handed sniffing shabu. The other two suspects were identified as 44-yearold Ruben Estopa, a resident in the said place, and 39-year-old Arnold Mar-

quita of San Vicente, Casinglot, Tagoloan, Misamis Oriental. Seized from their possession were three sachets of shabu although their volume and value are still to be determined by the Philippine Drug Enforcement Agency (PDEA) regional laboratory. Gorra said that Roa is reportedly an employee of the Balingasag municipal hall. Police authorities submitted three separate complaints for violation of Republic Act (RA) 9165 against the three suspects before the City Prosecutor’s Office.

BUTUAN CITY -- Agusan del Norte First District Rep. Lawrence L emuel Fortun revealed that delays in the implementation of the National Irrigation Administration (NIA) projects in his district “had caused millions of pesos in damages” in terms of government funds allotted for the irrigation facilities, as well as lost of income for the farmers who were the intended beneficiaries.

In an interview, Fortun said the House Committee on Good Government and Public Accountability’s latest inquiry on his expose of NIA-Caraga’s alleged negligence in project implementation and misleading accomplishment report, showed that “almost all of its projects have not been finished.” In his privilege speech, Fortun lambasted NIACaraga’s Status of Project Implementation for CY2012 - Agusan del Norte, which he described as “replete with

lies and misrepresentation” and that the “inconsistencies and disparities are unmistakable.” “Seven projects in my district should have started in 2012. Activities commenced only in March, 2013,” he said. NIA-Caraga, headed by its regional manager, Engr. Encarnacion Soriano, submitted as reasons for the delays, bad weather conditions like Typhoons Sendong in 2011 and Pablo in 2012, road right-of-way problems in project sites and damage to dams that supplied water to irrigation facilities. Fortun said the problems on road right-of-way should

have already been solved prior to bidding out the projects. NIA is expected to be aware of this concern and should have addressed it. The committee, chaired by Rep. Oscar Rodriguez, found out during the hearing that while projects had been awarded to several contractors, only one contractor appeared to have monopolized or controlled the projects,” Fortun said. NIA-Caraga contractors included ZMG Construction, WIRO Construction, MCB-Zamora Construction, PALMEA Construction and Development, Ruiz Engineering and Construction, St. Bernardine Construction and Enterprises and

CAGAYAN DE ORO CITY — The whitewater rafting adventure industry that has made the city famous among tourists has suffered a backlash caused by bad publicity over the June 13 accident that claimed the life of a nurse from Bohol. Vital Espulgar, president of the Oro Association of Rafters (OAR) and operations manager of the Golden Friendship Outfitter group, said over 200 tourists cancelled their tours last week because of the accident. “Many of those who cancelled are parents whose children have booked tours and corporate employees who have planned to go white water rafting with us,” Espulgar said. “Many of those who called to cancel told us they got scared after learning of the accident,” he added. Another tour operator, Rex Tapungot of Red Rafts, said 104 of his clients for this weekend have also cancelled their tour. Dorothy Pabayo, who heads Task Force Rapids said an estimated P600,000 in potential business earnings was lost with the withdrawal of 200 tourists last week. “This does not include the loss of business potential in the local hotel industry and transportation business,” Pabayo said. Pabayo made it clear that Mayor Oscar Moreno did not order the suspension of the whitewater adventure tours even as they conducted refresher courses to ensure the safety of tourists. Vallejos said the next two batches will undergo training next month. Meanwhile, Gerome Garcia, a pioneer in the whitewater adventure tours denied he was blacklisted for allegedly resorting to “flipping” his rubber rafts to provide thrills to his clients. Garcia said the practice of “flipping” is also common among the six tour operators that comprise OAR. He said there were other “serious accidents” that were “unreported” by the tour operators. “There is no official record that I am blacklisted. If I am blacklisted, why only me when other operators are flagrantly doing it,” Garcia said. “Flipping,” the act of intentionally turning an inflatable raft upside down by river guides, is prohibited by City Ordinance no. 12029-2011 enacted on June 7, 2011. Pabayo said she would ask Garcia, whose outfitter firm is licensed in Baungon, Bukidnon, to join and participate in the implementation of safety measures in the conduct of whitewater adventure tours. “Everyone who conducts white water tours, does business along Cagayan de Oro River should participate. Let us save this industry,” she said. Chisum Factura of the

Kagay Journey-White Water and Kayaking said they have voluntarily suspended their operations so their 15 guides can attend refresher courses conducted by themselves and the PRC. He said their guides have completed three of the six safety courses they have outlined to strengthen their safety protocols. Factura said “Philip”, the river guide who steered the boat that met an accident resulting in the death of 26-year old Aizza Calipusan Balbin, has been distraught and traumatized by the incident. “Philip” did not attend the two-day refresher course conducted by the PRC and attended by 27 river guides at the City Tourism Office on Tuesday and Wednesday. Factura said they have seen it fit for “Philip” not to attend the refresher course and instead undergo a trauma debriefing along with the other guides who participated in the recovery of Balbin, who was missing for two days after their raft capsized last June 13. Mark Jeoffe of the International Rafting Federation said the raft of Balbin and “Philip” slammed into the side of a huge limestone outcropping catapulting the boat and throwing all aboard into the water. Three of Balbin’s companions and “Philip” survived the rampaging waters of the Cagayan de Oro River. “We noticed he was very withdrawn after the incident so we felt he should go a trauma debriefing along with the rest of our guides,” Factura said.

It was learned that Philip has yet to give a full account of what transpired during the rafting accident. Pabayo said the city government is studying proposals increasing the accreditation requirements of river guides who are paid P400 to P600 per trip. “The key to safety is how the guides will react to any emergency,” she said. Camiguin coastal safety net programs set MAMBAJAO, CAMIGUIN – After years of pursuing the establishment of proper marine protection and management here, the Camiguin Coastal Resource Management Project (CCRMP) is now on its final phase, geared up with a sustainability plan. This plan is an updated and revised approach that incorporates phase interventions and ensures continuity of the programs and activities beyond the project life. The project began in 2007 with the aim of institutionalizing coastal resource management (CRM) as a basic service of the local government units, thereby increasing natural productivity and enhancing the integrity of the coastal and marine resources in the island-province. The second phase commenced in February 2012. Building on the achievements of Phase 1, CCRMP Phase 2 aimed at strengthening further the local governance and capability in CRM, as well as in promoting conservation-based economic development that is compatible with coastal resource management efforts. Specifically, the project facilitates the development of enterprises that provide viable supplemental income to the community while promoting wise use of natural resources and minimizing coastal ecosystem threats

such as fishing pressure. These include projects like bottled sardines and coco-sap sugar production as well as the establishment of the Taguines Lagoon Aguasport and Recreation Facility, Pasil Eco-tourism Support Services Enterprise, and the Fish Trading, Cold Storage and Fish Landing Facility. Considering also the island’s collection of natural underwater treasure, more than 30 marine protected areas (MPA) are currently established in the province, either declared through a barangay resolution or municipal ordinance which restricts human activity to protect the living, nonliving cultural or historic resources. Fifteen of these already exist prior the inception of CCRMP. The Protection includes limit on development, fishing gear types, fishing season, catch limits, moorings, to complete bans on removing marine life of any kind in hope to restore damaged habitats, improve biodiversity and maintain ecosystem health and processes, permitting fish to mature and reproduce. Other project components include the delineation of its municipal waters, establishment of the Interpretative Center, deputized fishery wardens, reef monitoring, and regular coastal clean-up activities. ANILA - The Philippine economic growth is attracting investments in the country, said Federation of Japanese Chamber of Commerce and Industry in ASEAN (FJCCIA) at the sidelines of the 7th dialogue between Secretar y General of ASEAN Le Loung Minh and FJCCIA in Makati City on Tuesday. Further, FJCCIA has submitted requests to the ASEAN Secretary General during the dialogue which addresses key issues to further strengthen ASEAN and Japanese trade and investment ties. “ The submitted key priority issues focus at the final stage of realization of AEC (ASEAN Economic Community) in 2015,” To m i n o m e n t i o n e d . “FJCCIA strongly believes that these requests also enhance business competitiveness in ASEAN as a whole.” Tomino, who is also the president of Japanese chamber in the Philippines, cited some requests it submitted to the ASEAN Secretary General, which

he said will benefit more to businesses and people in the Philippines. These include (a) uniform standards and certification for industrial products; (b) liberalizing m ov e m e nt of n at u r a l persons or facilitation of intra-regional movement of high-level human resources; and (c) taxation related matters or simplifying procedures concerning taxes. Aside from these, other requests from other Jap anes e chamb ers in ASEAN were also submitted during the dialogue which also include issues on infrastructure and small and medium enterprises development, protection of intellectual property rights, and competition policy. Tomino said it is also i mp or t ant to i dent i f y medium- and long-term issues including regional energy security, acceleration of regional integration,

region-wide social security system, and spreading of ASEAN’s high level liberalization to ASEAN+1 free trade agreements. “ The content and result of dialogues will be reported in ASEANJapan Economic Ministers Meeting in August this year,” he mentioned. “We are fully committed to work together to resolve regional issues and offer largest possible contribution to the economic integration process towards 2015 and formulating the vision beyond the 2015,” he added. Tomino stressed that ASEAN is now the most important market and manufacturing base for Japanese companies. shortest period of time. The rice eating Asian countries were aware that if rice becomes scarce it could certainly trigger unrest among their respective citizens. That is how important rice production is in particular and agriculture is in general to life itself. Past administrations in this country likewise tried to address other concerns plaguing the agricultural sector such as the landlessness of most of the Filipino farmers. Sadly, however, all past and present administrations are found wanting in this regard. They have not truly addressed the root causes of the agrarian unrest in the country. Lands were supposedly distributed to landless farmers in the so-called new frontiers, a copycat of the US new frontiers when settlers from mother country Britain started to occupy the newly found vast land in what is now know as North America. Farmers from northern Luzon were brought to Mindoro, Palawan and some were given lands in the Isabela-Cagayan new frontier. Later Presidents opened Mindanao as the latest of these new frontiers where landless farmers even in the Visayas such as Cebu were given homestead lands in several areas in that socalled Land of Promise. This accounts why in Mindanao there are Cebuanos, Ilocanos, Ilonggos aside from its native settlers, the Manobos, Bagobos, Tirurays, to name just three, including our Muslim compatriots. Sadly, however, these governmental actions did not truly address the issue of landlessness among our farmers. The first issue that the homestead farmers faced was the lack of governmental support to ensure their productivity as farmers. Yes, they were given lands but they were not given other support so that they can start a new life as farmers in their respective homestead. They were left on their own. They were made to fend for their own selves in the new frontiers where they were admittedly aliens to. They were not even assisted in having their homestead titled to them thus most of them ended up not owning the land supposedly granted them by the government. Those who were lucky enough to have their homestead titled under their names ended up selling to others a part or the entire homestead for failing to make their homestead productive for lack of support such as farm implements and seeds. If the government’s homestead program was meant to fail, it greatly succeeded in this regard. The present-day example of this government program is the current yet frantic distribution of lands to supposedly beat the deadline set

Beneficiaries will come up with proposals on livelihood projects that are related with the skills acquired through TESDA.
