Dads plan to ban trucks along Macapagal Drive

CAGAYAN de Oro City–– The City Council would tackle the banning of all cargo trucks to ply along the accident prone “Macapagal Drive” in Bulua here, City Councilor Roger Abaday on Monday said.

Abaday, Chair of the Committee on Public Utilities, said that the City Council has acted on the resolution submitted by members of the barangay council in Bulua to enact a truck ban Ordinance along the Macapagal Drive.

The barangay resolution has cited various vehicular accidents since the road was opened about six years ago as an alternate road from Bulua in the southern district of Upper Carmen here.

“The latest of this one too many vehicular accidents was the death of the child who was run over by a truck whose brake malfunctioned,” Abaday said.

The barangay hall, which served as the buffer brake of the loaded dump truck, was damaged as a result of the accident, he said.

Abaday said that the downhill situation on the road and the loaded cargo trucks and dump trucks coming from the quarry area made the road dangerous and prone to accidents.

The proposed truck ban Ordinance would cover loaded 10-wheeler trucks, dump trucks, cargo trucks, sand and gravel dump trucks from passing through Macapagal Drive road to Bulua National Highway, Abaday added.

CAGAYAN de Oro City–– Iligan City Vice Mayor Ruderic C. Marzon on Tuesday said the mayor of Iligan City is facing a total of 17 cases before the Office of the President and the Office of the Ombudsman.

Speaking to reporters after the regular session of the city council, Marzon said Mayor Celso G. Regencia said they are calling on President Benigno Aquino III, Interior Secretary Mar Roxas, the Departments of Justice, Finance, Budget and Management, and Labor and Employment to look into these pending cases.

He said the cases were filed separately by the city council and the former chief

of the city hall legal department.

Marzon added that the cases include alleged encroaching on the area of jurisdiction of the Office of the Vice Mayor, and alleged violations of women’s rights, hiring of casuals and descriptions of department

heads.

The vice mayor’s call came after a group of Iligan residents filed complaints at the Office of the Ombudsman in Mindanao against the vice mayor and other city officials and workers and former city officials for alleged graft and other

cases revolving around alleged ghost projects.

The local residents were led by Bantay Hustisya president Jose C. Pantoja.

“There are no ghost projects or ghost casuals,” Marzon said.

“Makita man (they can be seen),” he added.

Pantoja and the other complainants had also called for the preventive suspension of the respondents.

But Marzon said there is also a call for preventive suspension against the mayor, adding that this was filed last February or March.

He said he had invited the mayor to a caucus with the city council and that they have been calling for reconciliation since the first day of their terms of office.

Cash award for outstanding cop MISAMIS Oriental––The provincial government of Misamis Oriental will give P5,000 each to eight outstanding police investigators of the Regional Investigation and Detective Management Division- Police Regional Office 10, Governor Yevgency Vincente Emano announced on Monday.

“I acknowledge the outstanding investigative performance of these police personnel in their pursuit to seize and arrest violators of the law,” Emano said.

He said that the cash incentive will ser ve as reward to law enforcers in helping maintain peace and order not only in the Province of Misamis Ori-

ental but in the region as well.

MALAYBALAY City––Media executives and select reporters will gather in Davao City late this week for a two-day summit on climate change that aims to help journalists do better reporting on the environment particularly disasters.

Saying it is crucial for journalists to understand the science of climate change to help communities prepare for its impact, organizers said they have chosen it as the theme for the 9th Mindanao Media Summit scheduled on April 25-26.

The summit, organized by MindaNews, Philippine Press Institute and the Philippine Information Agency, will gather publishers, station managers, editors, news editors and columnists.

If journalists can report better

on climate change, they can also help communities prepare for, if not prevent, massive devastation, the organizers said.

“Mindanao faces the threat of climate change that has the potential of affecting thousands of families across the island,” they said in a briefer.

Since super typhoon Sendong hit the northern part of Mindanao on December 16-17, 2011, reporting on natural and manmade disasters has been deemed a challenge for journalists, some of whom were not “very wellprepared to cover such incidents”.

The theme is a follow-up to the 7th Mindanao Media Summit in General Santos City, which focused on media’s role in relation to Mindanao’s critical environment. The earlier summit came just a week before Sendong struck.

Organizers said the experience with typhoon Pablo in December 2012 and the continuous flooding

of the rivers in Cotabato further showed the need to train the media in reporting environmental disasters. “(This is) to avoid sensationalism or sow unnecessary panic to listeners or viewers,” they said, adding, “providing accurate and timely information has never been more important than it is today.”

There are many local journalists, they said, who could help educate their readers and listeners but who are themselves poorly informed, not having been trained to understand the language of science. “..Journalists need to have better skills in getting verifiable and credible information so that they can report accurately the facts regarding storms, typhoons or the rise in floodwaters to help communities ...,” they added.

Journalists have also failed to engage the general public in a discussion on the environment

issue which is crucial in exposing specific concerns related to disasters such as health and economics, the organizers noted.

They cited the need to network with scientists, meteorologists, disaster management councils, local government units and build other sources of science journalism stories.

Canadian Ambassador Neil Reeder will give the keynote speech of the summit. Around 10 resource persons from government, non-government, and media organizations from the Philippine Climate Change Commission will tackle the theme.

The Mindanao Media Forum started consultations in 2011 on the training needs of journalists who are covering disasters.

Initially, there were small group discussions with journalists based in Region 12 and Mguindanao.

Amendment of Oro’s Traffic Code sought

CAGAYAN de Oro City– –A city councillor here has sought the amendment of the existing Traffic Code Ordinance where some of the provisions ran into conflict with the national traffic laws.

City Councilor Candy Darimbang on Monday said that the Ordinance No. 10551-2007 or the Traffic Code of Cagayan De Oro City has authorized members of the local task force under the city’s executive department to collect fines to erring drivers.

“Most of the time, the driver and the members of the city government’s task force were locked in a heated argument during apprehension because of conflicting interpretation of the local traffic

code as against the traffic laws imposed by the Land Transportation Office (LTO),”Darimbang said.

She said that the city government should convene the Traffic Management Bu-

reau (TMB), a group whose members come from various government and private agencies, who make the traffic plans and resolutions of problems encountered in the enforcement of the

local traffic laws.

“While the commuters, drivers, and pedestrians appreciate the strict implementation of traffic laws as an ideal approach to resolve traffic congestion, the local

traffic task force should properly coordinate with national and regional traffic agencies to avoid conflict in the implementation of traffic laws,”Darimbang added.

The amendment of the local traffic code is necessary in order that the local Task Force on traffic enforcement here would not usurp the tasks of the LTO, Darimbang said.

She said that the LTO is the only agency of the government who is authorized to deputize the local traffic agencies or individuals to apprehend erring drivers.

However, Darimbang said, the deputized LTO traffic enforcers are not authorized to issue and collect fines on erring drivers which is reportedly being done by the local Task Force which was created by the City Mayor.

Acenas made the call after his office received rep or ts t hat Nor t her n Mindanao recorded some 10,000 cases of Tuberculosis at the end of December 2012.

He said that the number of Tuberculosis rep or te d ha s d e f i e d t he mission of the government to establish a “zero” Tuberculosis case in the country.

Acenas, however, lauded the anti-tuberculosis program of the Department of Health (DOH) aimed at eradicating tuberculosis cases in the region. “ The D OH Directly O b s e r v e d Tr e a t m e n t Shor t C ou rs e ( D OT S ) has posted a higher success in the treatment of tuberculosis patients in the city,” Acenas said.

Acenas urged the DOH and other government line agencies to implement more measures and strategies until the goal of freeing the country from tuberculosis is attained.

He said that the World Health Organization (WHO) has ident if ie d tuberculosis as one of the world’s deadliest diseases.

PILAR, Siargao Island––Local fishermen have to stop going out to sea for the duration of the 7th International Game Fishing Tournament in this town.

Jun Polvorosa, a local fisherman said he has become used to the ban since the tournament has been

held for several years already But he said there would be scarce supply of fish in the market.

Pilar Mayor Lucio Gonzales said they have an ordinance that prohibits fishing in Pilar’s municipal waters during the annual fishing competition.

He, however, said the four-day fishing tournament which kicks off on Thursday, April 24, promises to give excitement and joy to participating anglers.

With the help of the Department of Tourism,

Gonzales said they have invited at least 80 participants from different countries which will vie for the total cash prize of P300,000 and trophies.

The mayor said fishing clubs and some fishing magnates have sent word they will join the tournament.

Winners will be chosen based on the total catch weight in four categories: Biggest Billfish, Biggest Talakitok, Biggest Wahoo/ Tangigue and Biggest Dorado. (Roel N. Catoto/MindaNews)

SURIGAO City––Some 8,000 people from all over Caraga Region braved the summer heat here today to join a massive rally in front of the Mines and Geosciences Bureau (MGB) to commemorate Earth Day. Dr. Maria Natividad Cas-

tro, head of secretariat of the environment group Caraga Watch, said rallyists come from the five provinces of Caraga.

She said serious environmental problems in Caraga forced them to hold the rally to show that people are against the operations of large-scale mining companies in the region, particularly in Surigao del Norte and Dinagat Island.

The massive rally caused a traffic jam along the national highway, forcing motorist to take a detour to Lipata Highway and Sabang or Ceniza Heights.

Norte marched from the city’s boulevard this morning, then went through city streets before they ended up in front of the MGB regional office.

Those from Agusan del Norte, Agusan del Sur and Butuan City started their march from Gaisano Capital Surigao.

Organizers said that that the Surigao del Sur delegation held a picket at the Taganito Mining Company and Taganito High Pressure Acid Leach in Claver, Surigao del Norte this morning before proceeding to the MGB office.

A school that can be a tourist spot

Iba Elementary School – is nestled in the wind-swept hills of Sitio Iba, barangay Dansolihon, Cagayan de Oro City.

Its idyllic location offers a view of the sea and city’s environs.

A visitor commented that it is as picturesque as the famous Tagaytay highlands in Batangas.

Well, who knows, this school might still become a tourist spot and be labelled as the Tagaytay of Cagayan de Oro City.

What is more unique is the fact that the Iba Elementary School is attended by purely Higaonon tribal children. (The Higaonons are an indigenous tribe found in northern Mindanao communities with a population estimated at 350, 000, and are found five provinces --- Agusan del Norte, Agusan del Sur, Misamis Oriental, Lanao del Norte and Bukidnon. Since olden times the Higaonon have lived in their forest home, undisturbed, managing the forest in a natural and harmonious way.)

For decades the Higaonon people have struggled tirelessly for their independence as a tribe, their rights to cultural integrity and the right to self-determination. Thus, the establishment of Iba Elementary School is a precious gift to this tribe as it helps them nourish the intellectual development of their children – an aspect that will strengthen their right to self-determination.

It was in the year 2000 that

Iba Elementary School was established within a 1.5 hectare land, by the Department of Education and the City government of Cag de Oro, and with the initiative of the barangay government of Dansolihon under barangay chairman Gilbert Nacalaban.

The school’s six classrooms are all made of concrete. The Higaonon community helped in beautifying the school. They undertook landscaping of the school premises with the use of bamboo and other indigenous materials.

About one hundred forty (140) Higaonon children are currently attending the multigrade classes of Iba Elementary School (Kinder, Grade I, Grade II, Grade III & IV, and Grade V & VI). There are 5 young teachers, 1 male and 4 females under the leadership of the author as School In Charge, who presently handles the multi-grade classes.

The Higaonon pupils are happy even if they go to school on barefoot and sometimes worn-out clothes. To them what is more important is what they learn in school – such as reading books at “Lawig Balasahan” – the reading kiosk, and practicing the intricacies of computers at the ICT Room.

A priceless jewel for the Higaonon tribe, the Iba Elementary School may always stand as a symbol of peace and love, and cultural heritage for tourists to admire.

PWDs receive customized wheelchairs

TUBOD, Lanao del Norte – 27 persons-with-disabilities (PWDs) suffering from debilitating disorders like cerebral palsy (CP) received their highly anticipated customized wheelchairs from the provincial government of this fast-rising province.

The simple wheelchair distribution ceremony was held on April 21, 2014 at the main entrance of the provincial capitol building, Brgy. Pigcarangan, in capital town Tubod.

“This is an annual activity of the provincial government headed by Governor Khalid Dimaporo.

The recipients this year are working PWDs and students because they are the ones that need to be mobile the most”, explained Provincial Social Welfare Officer Annabelle Mendez.

The recipient PWDs are residents of Kapatagan, Lala, Baroy, Tubod, Magsaysay, Sultan Naga Dimaporo, Kolambugan and Kauswagan.

“I am very thankful to Governor Dimaporo for this special wheelchair.

We can now bring our child to his school in a more comfortable and easier way both for us and for him”, expressed Susana Rubin of Kauswagan town.

The brand-new wheelchairs are especially custom-built for PWDs to help improve their mobility and restore their independence.

The wheelchairs are built by Freedom Technology based in Tagoloan, Misamis Oriental.

In partnership with Freedom Technology, another NGO Philippine Service of Mercy Foundation, Inc. (PSMF) is working on the identification and prevention of impairments, facilitation of rehabilitation,

and inclusion of PWDs in mainstream development activities.

Personnel from PSMF also conducted an orientation for both the user and his family on how to properly use and maintain the new assistive equipment given by the provincial government.

“We really appreciate what Lanao del Norte is doing because as far as we know Lanao del Norte is the only LGU in Mindanao to provide these type of

customized wheelchairs to its indigent residents”, PSMF Admin Staff Janet Encienzo.

Aside from the specialized wheelchairs, the Lanao del Norte LGU also provide canes, prosthetic legs, crutches to indigent PWDs of the province.

Drive versus Tuberculosis pushed in CDO

CAGAYAN de Oro City - Cagayan De Oro City Vice Mayor Caesar Ian Acenas on Tuesday urged all concerned government agencies and departments to intensify the campaign against the spread of Tuberculosis in the city.

Acenas made the call after his office received reports that Northern Mindanao recorded some 10,000 cases of Tuberculosis at the end of

December 2013.

He said that the number of Tuberculosis reported has defied the mission of the government to establish a “zero” Tuberculosis case in the country.

Acenas, however, lauded the anti-tuberculosis program of the Department of Health (D OH) aimed at eradicating tuberculosis cases in the region.

“The DOH Directly Observed Treatment Short Course (DOTS)

has posted a higher success in the treatment of tuberculosis patients in the city,” Acenas said.

Acenas urged the DOH and other government line agencies to implement more measures and strategies until the goal of freeing the country from tuberculosis is attained.

He said that the World Health Organization (WHO) has identified tuberculosis as one of the world’s deadliest diseases. (PNA)

Environmental problems caused by mining activities

Indeed, a congressional inquiry into the recurring environmental problems involving foreign and local mining companies in the country is timely and badly needed in these times of recurring calamities and disasters such as floods and landslides.

After months of recurring leakages, the Philex mine spills had become the biggest mining disaster in the Philippines in terms of volume, the findings added.

There is an urgent need for the government to address the prevalent problems resulting from noncompliance of mining companies with environmental laws in all stages of their operations.

Indispensable participants

Janet Lim Napoles, who does not know her, and lawyer Lucila “Gigi” Reyes, the former chief of staff of Sen. Juan Ponce Enrile, are included in the charge sheet the Ombudsman is set to file before the Sandiganbayan in connection with the controversial P10 billion pork barrel fund scam.

Napoles is currently on a hospital furlough from detention in a police training camp in Sta Rosa, Laguna for the crime of illegal detention filed against her by her cousin and former trusted aide Benhur Luy. Reyes, on the other hand, made her self scarce when the pork barrel fund scam erupted middle of last year.

She returned to the country after an eight-month stay in the US on Black Saturday supposedly to face the charges leveled against her.

Officially, at this point, both have denied any involvement in the pork fund scam.

Napoles, for her part, continues to maintain her innocence over her being the architect of the pork fund scam as insinuated by probers.

Lately, however, suggestions are made to take the two as state witnesses in exchange for their telling all that they know about this scam that has shaken the very foundation of Philippine governance.

Justice Secretary Leila Delima even met with Napoles at her hospital room Monday evening. The meet-

ing reportedly lasted for five hours. The account Napoles gave to Delima and the investigators from the National Bureau of Investigation that accompanied her was described by the lady justice secretary as explosive.

This newest development is bolstering thoughts that Napoles might be taken in as a potential state witness.

Delima was, however, quick to dismiss this insinuation.

She simply explained that Napoles is just afraid for her life, from the surgical procedure she is slated to undergo and from the threats she had been receiving lately.

At this point, the Ombudsman had already taken the position that there is reason and basis to indict all those named to be involved in the pork fund scam before the Sandiganbayan. The charges had already been prepared. The Ombudsman is just waiting for the answer to be filed by the accused so that their motion for reconsideration or outright dismissal of the charges against them can first be resolved.

If we go by the facts so far made public about this scam, we can intelligently conclude that the participation of Napoles and Reyes in the scam is indispensable, meaning, the crime would not have been committed absent their participation.

Napoles served as the conduit of the indicted solons notably Senators Enrile, Jinggoy Estrada and Ramon “Bong” Revilla Jr. in ensuring that kickbacks from their pork fund flow freely to their pockets.

The Earth: Ours to Love, to Live

NAAWAN, Misamis Oriental––The 22 of April is celebrated annually as Earth Day to raise worldwide awareness on the need to care for and protect the planet from excessive and destructive human activities.

This annual celebration began on April 22, 1970, or 44 years ago, in the US at the time when the protest marches and songs of the hippies against the war in Vietnam reverberated in the streets and valleys of America.

The flower culture resonated loudly in the hearts of the young around the globe, inspiring protest movements not just against the devastating war but, in the case of the Philippines, against the establishment and American imperialism.

While the Earth Day movement did not spring basically from the antiwar protests, some energy against the war had apparently seeped into the movement, allowing it to gain force and enthusiasm in bringing about awareness and attention to critical environmental issues and concerns in the US and eventually throughout the world.

The emerging consciousness on the environment was sparked to life by the works of Rachel Carson, a former marine biologist with the US Fish and wildlife Services.

In her writings, Carson articulated the inter-connectedness of nature and all living things and the vulnerability of the environment to unrestrained human interventions.

What, however, gave impetus to the environmental movement was her book “Silent Spring” published in 1962. The book exposed the hazards of the pesticide DDT to the ecosystems and to public health and eloquently questioned modern society’s faith in technological progress.

In Silent Spring Carson wrote that DDT, the most powerful pesticide ever developed in history, had not only seriously disturbed the ecosystems but had tremendously and adversely impacted on the health and well being of living organisms including humans.

The pesticide was developed in 1939 and gained recognition during WW II by wiping out for the U.S. troops the malaria-causing mosquitoes in the South Pacific islands.

Carson explained how DDT entered the food chain and accumulated in the fatty tissues of animals, including human beings, and caused cancer and genetic damage.

The pesticide did not only kill, in one crop application, targeted insects but many others for weeks and months, and remained toxic in the environment even after its dilution by rainwater.

When small creeping animals and the birds from the skies fed on the dead insects, and when the same were devoured by their predators, or eaten by accident by other bigger animals, the toxic contamination multiplied and moved up in the food chain endangering everyone within.

The author concluded that DDT and other pesticides had irrevocably harmed all organisms exposed to them and had contaminated food supply of the entire world.

Carson’s voice in the wilderness soon echoed in different nooks of the earth and started to awaken people from their environmental slumber.

Many began to ask and raise issues on things and events happening around them, like air and water pollution, chemical and thermal industrial wastes, solid and domestic wastes, oil spill, overharvesting of ocean resources and ghost fishing, denudation and degradation of forest lands, and such other perceived hazards to biodiversity and the environment, not only on the persistent use of pesticide but also of chemical fertilizers and the adoption of genetically-modified organisms to raise and continue to improve crop harvest.

However, the greed for individual and collective (national) wealth side-by-side with the need to feed and supply the material needs of a runaway global population has exacerbated the continuous and wanton extraction of the resources and the irresponsible exploitation of the environment.

Needless to say, all this has resulted to the phenomenon of global warming and climate change.

It is no accident, therefore, that the weather patterns throughout the world have experienced wild fluctuation, from extremely freezing winters and to long killing dry spells in various places in recent times.

But then you see the smartest girl in the class is sitting right beside you and you can clearly see her paper and all her answers. What would you do? Probably everyone has a chance to cheat and be dishonest at some time. In fact, many of us are tempted every day to cheat or do something wrong—like the famous spr inter f rom C anad a named Ben Johnson.

In the 1988 World Olympics, Ben Johnson won the gold medal in the 100 meter dash. He finally beat his #1 rival, Carl Lewis. However, the very next morning Johnson lost his medal!

Medical tests showed that he had cheated by using strong drugs and steroids to build his muscles for the race. So Ben Johnson’s gold medal was awarded instead to Carl Lewis only one day after the race!

We may think that cheating doesn’t hurt anybody and that it can only help us, but it’s a lie. Cheating always steals something from the other person that rightfully belongs to them. It doesn’t matter if it’s cheating on a school test, in sports, or stealing money and possessions.

Whether it’s breaking the law, not paying your full taxes owed to the government, or cheating and being unfaithful to your wife or husband. But cheating is just not smart. We not only hurt and steal from

of people and destroyed $billions worth of crops and properties in Asia alone, like the earthquake that put to rubbles villages in China, the earthquakes and tsunamis that struck and staggered Indonesia, Thailand and Japan; the quake that devastated Bohol, and the double whammy of a horrible typhoon and ocean surge in the advent of Yolanda (Haiyan) that ravaged Tacloban, Samar and other places in central Philippines, only affirm that our planet is sick and needs urgent attention and care.

In our individual ways, we can do some healing of the planet. For instance, we can help reduce carbon emission by walking or biking a reasonable distance; enhance carbon sequestration by forgoing the cutting of trees through reduction to the minimum the use of papers in communication and in recycling used ones; avoid eating in restaurants that use disposable Styrofoam food holding materials; and we can save in the use water by some practical system of reusing and recycling, say, water used in washing clothes and dishes may be used in washing cars and in watering the gardens.

In celebrating Earth Day in our respective homes, educating our children continuously on the life and dynamics of the Earth and encouraging them to share their knowledge to others either through drawing, painting and writing has multiplier effect.

We may also initiate family activities like planting trees and herbs wherever possible, beautify our immediate surrounding with vegetable and flower gardens, and dispose our garbage responsibly.

that other person, but we cheat ourselves! We become the biggest loser. And once we start cheating, it’s very hard to stop.

Nothing you ever get through cheating can replace what you lost: your right relationship with your Maker, as well as your selfrespect and honor. You can only get these with an honest heart and character.

Plus, we can never be completely satisfied with the things we get by cheating or stealing. Even when we think we’re getting away with it, we’re not! We’re the

one who has to live with our guilt and God’s judgment that we can never escape.

So don’t fool yourself—you WILL pay for it!

But today that can all change and you can be free.

You can ask Jesus to forgive you for the cheating you’ve done in your life, and to give you the willpower you need to start changing and living His truly successful, honest way every day. It’s only then that you can get the real happiness and peace of mind you can’t find anywhere else.

ASG operative nabbed in Zamboanga City

AMBOANGA City - A member of the Abu Sayyaf Ajijul Group was arrested by Task Force Zamboanga operatives during operations in Pahawag sa Baliwasan, Zamboanga City Wednesday morning.

This took place around 10:35 a.m., Col. Adrelino Colina, Task Force Zamboanga commander, said.

Idjiran has pending arrest warrants for murder in relation to the Sipadan kidnapping in 2001 and Pearl Farm raid in Samal Island sometime in 2001.

Zamboanga City council orders repair of Pasonanca Tree House ZAMBOANGA CITY The city council, through a resolution, has asked the City Engineer’s Office to repair the once famous Pasonanca Tree House in this city.

C ouncilor Mayra Paz Abubakar, who authored the resolution, said the Tree House is now dilapidated and its iron stair is already rusty.

Abubakar said the Tree House needed to be repaired since it is one of the city's landmarks visited

by both local and foreign tourists.

It was called the Pasonanca Tree House since it is located just outside the Scout Limbaga Camp Site in Barangay Pasonanca.

The Tree House, which is visited by thousands of visitor yearly, is just a stone's throw away from the Pasonanca Park.

Samuddin said the man took a kitchen knife at the 4th floor of the mall and went berserk, sending shoppers scampering for safety. Enot, who is assigned at the traffic section of the local police, and Mandi who were both

outside the mall, responded to the commotion and tried to convince Dagodog to surrender peacefully.

Enot, who was trying to prevent the man from getting away, grabbed the knife from Dagodog, but he had been stabbed.

The wounded attacker was also rushed to a separate hospital where he is being guarded closely by policemen. It was unknown why Dagodog ran amuck.

SULU - In an attempt to capture Sulu province’s undiscovered sights and sceneries, the Sulu Photograpeace Club conducted the first-ever “SelPeace” Photography seminar held at the Sulu Area Coordinating Center’s Sumadja Hall in Patikul town.

SelPeace is a coined word of “selfie” and “peace” and aims at promoting local tourism, capturing peace through photography, exposing the precious gems of Sulu - its rich culture, religion and tradition - and at the same time recruit new members for Sulu Photograpeace Club.

The two-day seminar was attended by different photo enthusiasts and aficionados from various schools such as University of the Philippines, Western Mindanao State University, Sulu State College, Notre Dame of Jolo College, and also from the

Marine Battalion Landing Team 6, Department of Agriculture and Tibuuk Lupah Sug, among others.

Julkipli Ahijon Jr. served as the lecturer of the topic entitled Digital Photography Basics. He shared his knowledge on photography to the participants and also taught them how to capture beautiful photos using his techniques and strategies.

SelPeace is actually the sequel of Sulu Photograpeace Club’s to the resounding success of the Photograpeace seminarworkshop conducted by the Kusug Batah Sug on February 2013 with renowned photographer Mon Corpus.

Duterte, police zeroing in on source of cocaine bricks

AVAO City – Police are near completing the recovery of the 64 high grade cocaine bricks that snuck into the city last March as two more bricks were surrendered to authorities over the Holy Week.

Authorities said a man from Panabo City surrendered two bricks over the Holy Week to the Bunawan Police Station, which turned over the items to the Philippine Drug Enforcement Agency (PDEA).

The search by authorities has now yielded 62 bricks since March 22 when authorities discovered some 27 bricks stashed in a container van from Sumifru.

In a press conference Monday at Grand Men Seng Hotel, Mayor Rodrigo Duterte said authorities now are zeroing in on two remaining bricks missing and they have an idea who is holding them.

“More or less we have an idea on who we are looking for,” said Duterte He called out the persons to surrender the bricks and warned of consequence if these persons refused to cooperate.

Duterte also revealed that PDEA is having leads in their investigation on

who is behind the shipment of the drugs.

“They are already tracking them and they already have a clue where to find them,” the mayor told reporters.

He said the PDEA is working with investigators in the international community as they believed the shipment came from a foreign countr y and was placed in transit in the city.

Duterte said people connected in the transaction

will be prosecuted.

He also said he would have the seized cocaine burned in public.

“I would like to see the cocaine destroyed here not because i don’t trust the PDEA (Philippine Drug Enforcement Agency) but for the purpose of showing people of Davao, kasi dito nakita (because it was found here), makikita nila na nasusunog talaga (They will see that these were burned),” Duterte said. Domestic workers, nurses top job fair search in Davao DAVAO CITY - Nurses, call center agents and household service workers top the list of the most number of job vacancies in the coming Labor Day Job Fair in Davao City in southern Philippines.

According to the Department of Labor and Employment in Davao region, some 18,680 job vacancies were solicited from the 99 local companies and 31 overseas agencies for the biggest job fair of the year.

Overseas employment posted over 15,000 job vacancies - of the figure, 2,498 vacancies for household worker services; 709 for nurses, 618 sales man/ assistant; 607 security guards; and 469 laborer/ helper.

Completing the top 10 list of overseas employment vacancies included masons, plumbers, carpenters, electrician and cleaners (janitorial services).

Most of the overseas employments are bound for the Middle East particularly United Arab Emir-

ates, Qatar, Bahrain, Saudi Arabia and Oman.

Meanwhile, job vacancies for local employment posted a total of 3,151 available positions.

Dr. Alah Baby Vingno, chief of the Department of Health (DOH) Region 12’s regional epidemiology and surveillance unit (RESU), said Wednesday a returning overseas Filipino worker (OFW) from this city has yielded negative of MERS-CoV based on test results released by the Research Institute for Tropical Medicine (RITM).

She said the OFW was one of the two passengers of the Etihad flight from Abu Dhabi, United Arab Emirates who were earlier traced as residents of this city.

After arriving in Manila, the two proceeded to Davao City where they were “captured” by DOH Region 11 personnel and eventually sent to the Southern Philippines Medical Center (SPMC) for the mandatory quarantine and tests for MERS-CoV, she said.

A report released by RESU showed that 11 of the listed 415 passengers of Etihad flight EY 0424 were found to be either residents of the region or proceeded to visit the area.

Region 12, which is also known as the Soccsksargen Region, comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koron a d a l, Ta c u rong , Kidapawan and Cotabato.

It said nine of the passengers were returning OFWs while the two others were a visiting foreigner and an OFW from Region 6 or Western Visayas.

Three cases, including a foreigner, were listed in Kidapawan City; two each in this city, South Cotabato and Sarangani; and, one each in North Cotabato and Sultan Kudarat.

DOH-12’s health education officer, said eight of the passengers are being quarantined at various hospitals while the two others are “house-based.”

She said three are confined at the Cotabato Regional Medical Center in Cotabato City; one at the Kiamba district hospital in Kiamba, Sarangani; one at the RITM in Alabang, Muntinlupa City; one at the SPMC in Davao City; and, two at a hospital in Kidapawan City.

Two patients, one of whom was an OFW from Polomolok town in South Cotabato, are undergoing quarantine in their homes, she said.

Ventura said all of them have been taken with throat swabs, which were immediately sent to the RITM for the MERS-CoV tests.

“They will remain under quarantine until the RITM releases their test results,” she told MindaNews on the phone.

She said they were advised by RITM personnel that the tests and analysis of the samples for MERSCoV could take “at least a week.”

In Cotabato City, the Health department of the Autonomous Region in Muslim Mindanao said they are also Etihad passengers who came from the region.

ARMM Health Secretary Dr. Kadil Sinolinding said they have tracked that three of those OFWs came from Marawi city, Balagaban town in Lanao del Sur and Pagalungan town in Maguindanao.

Sinolinding said they are coordinating with the police, and none of the three OFWs have shown symptoms of the dreaded virus so far.

He said they are working closely with their counterparts in Region-12 due to the proximity of the two regions.

He said all of the monitored OFWs have submitted themselves and undergone tests, adding the results will be known next week.

MERS-CoV, which initially emerged in 2012, is a viral disease that is similar to the dreaded severe acute respiratory syndrome or SARS. People afflicted with the virus developed severe acute respiratory illness, specifically high fever, cough and shortness of breath.

About half of the people afflicted with MERS-CoV have already died.

The DOH earlier said a male Filipino nurse who came aboard Etihad’s flight EY 0424 initially tested positive for the MERSCoV when he was still in the United Arab Emirates.

Villanueva has already submitted his signatures to the Questioned Documents section of the National Bureau of Investigation (NBI) and has also expressed being willing to be investigated.

Meanwhile, the Palace on Wednesday said that it will re-task the Department of Justice (DOJ) to review the possibility of turning alleged P10-billion pork barrel mastermind Janet Napoles into state witness.

Presidential Communications Operations Office (PCOO) secretary Herminio Coloma Jr. in a Palace media briefing, raised the issue after the possibility of Napoles being state witness drew public criticism.

“We will await the DOJ’s recommendation on this.

We are re-tasking the Department of Justice to make the study on the recommendation on that matter,” Coloma said.

The PCOO chief, however said that commenting on Napoles possibly being turned into state witness was “speculative” for now.

He said that the focus of the government now is on “the quest for truth” and “bringing to the bar of justice all those involved in the misuse of public funds”. “...With the specific case of Janet Napoles, Secretary of Justice (Leila) de Lima has already explained the context of what she has done and what the DOJ continues to do, which is to evaluate the statements that she has given of late,” Coloma said.

He also reiterated that Malacanang was ready for the possibility that Napoles might end up tagging even allies of the President.

“The President has time and again said that the evidence itself must provide the direction,” Coloma said.

“We have time and again pointed out that the symbol of justice in this country is a blindfolded lady carrying the scales of justice, and that

Unless Napoles can convincingly wade out from her being the conduit of the named senators in diverting their pork fund to their pockets, there is no way that she can be a state witness.

Let us not forget that the law in this regard is very clear that only those who have the least participation in the crime among the accused can be admitted as state witness.

Napoles is not the least guilty here. Truth is, she is equally guilty with the senators. If she can be admitted as state witness, there is no reason that any of the three indicted senators can’t be admitted as state witness as well. And if this happens, everything becomes absurd then.

Reyes, on the other hand, is said to be indispensable conduit of Napoles in regard Enrile’s pork fund. In fact, Enrile has not been pinned down as having personally received kickbacks from his pork fund.

But Ruby Tuason, another co-accused in this scam, had unequivocally named Reyes as having personally received from her kickbacks from the octogenarian senator’s pork fund.

If no evidence could be presented to show Enrile having received kickbacks from his pork fund, Reyes will end up the primary person who benefitted from the scam involving such fund thus making her indispensable participant in the consummation of the crime of plunder. Of course, we are not denying here the claim of Reyes that her signatures in the documents proving the commission of plunder were forgeries committed by her deputy.

Given all these facts, taking Napoles and Reyes in as state witnesses is thus a travesty of justice that renders the Aquino administration’s vow to prosecute corrupt officials a farce, and a big farce at that.

By Rutchie Cabahug-Aguhob OZAMIZ City, Misamis Occidental - The Misamis Occidental Electric Cooperative, Inc. (MOELCI) II, has advocated for the judicious use of power among its consumers, even as it implements a voluntary load curtailment (VLC) due to generation deficiency.

“We support the campaign of the Department of Energy (DOE) that encourages the public for the judicious use of power and observe energy efficiency measures not only during the summer period, but throughout the year,” Jemilo L. Pelimer, MOELCI II General Manager, said.

Meanwhile, MOELCI II’s VLC, has resulted to the rotated power interruption (RPI) or brownout in its franchise coverage, namely: the cities of Tangub and Ozamiz, and the towns of Bonifacio, Clarin, Tudela, Sincaban, Panaon and Jimenez, all in the 2nd District of Misamis Occidental.

Thus, Pelimer said the franchise coverage of MOELCI II has been divided into four areas: Area 1 and 3, experienced the RPI from 8:00 a.m. to 12:00 noon and from 4:00 p.m. to 7:00 p.m. and Area 2 and 4, from 12:00 noon to 4:00 p.m. and 7:00 p.m. to 10:00 p.m.

PDIC advises borrowers of closed Gulf Bank to pay their obligations

T he P h i l i p p i n e D e p o s i t Insurance Corporation (PDIC), the Receiver of the closed Gulf Bank (Rural Bank of Lingayen, Inc.), reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives.

In a statement, PDIC advised borrowers of the Gulf Bank to pay their loans and other obligations directly at any Philippine National B ank (PNB) Branch under account name, PDIC FAO BURL GULF BANK. The Receiver cautioned borrowers that it has discontinued the engagement of

the bank’s collectors. PDIC has not engaged any person to collect the loans of the bank. To ensure proper recording of payments made by borrowers, it further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The Receiver emphasized that only payments with validated PNB Deposit/Payment Slips shall be considered valid payments.

Official receipts will be issued

by PDIC upon validation of payments. For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a

copy of their deposit slips by mail to the Deputy Receiver for loans Mary Ann C. Crisostomo at the PDIC Office, 5th Floor, SSS Bldg., Ayala Avenue corner V.A. Rufino St., Makati City or send via e-mail to Ms. Crisostomo at mccrisostomo@pdic.gov.ph or to Ms. Bettina Acosta at bnacosta@ pdic.gov.ph.

The Monetary Board (MB) placed the Gulf Bank under the receivership of the PDIC by virtue of MB Resolution No. 543 dated April 3, 2014. As Receiver, PDIC took over the bank on April 4, 2014. Upon takeover, all bank

records were gathered, verified and validated.

Gulf Bank is a five-unit rural bank with Head Office located at No. 3 Avenida Rizal East St., Lingayen, Pangasinan. Its branches are located in Alaminos, Dagupan City and Mangatarem in Pangasinan; and in Baguio City.

PrimeWater pours in Php 742-M investments in Zamboecozone

Z AMB OANGA City - The PrimeWater Infrastructure Corporation (PIC) is pouring in Php 742 million investments at the Zamboanga City Special Economic Zone Authority and Freeport (Zamboecozone) in this city.

This as PIC President and Director Michael Regino and Zamboecozone Chairman and Administrator Christopher Lawrence Arnuco on Monday signed a lease agreement for the construction of a water treatment facility and bulk water supply project at the Zamboecozone

highlands.

Under the agreement, the PIC will occupy a 50-hectare area of Zamboecozone in Sitio Anuling, Barangay Pamucutan, where the treatment facility and bulk water supply project will be constructed.

The construction of the facility is set to complete within a year’s time and will commence not later than July 15, 2015.

The construction phase of the facility is expected to generate hundreds of jobs for the residents in Pamucutan and nearby areas and an average 15 committed employment every year of its 30-year project life.

Part of the agreement is the

forest protection component of PIC’s 50-hectare expanse and t he out lying are as as sustainable forest management and protection.

Once operational, the PIC will treat and supply 50,000 cubic meters (cu. m.) of water a day to the Zamboanga City Water District (ZCWD) for distribution to the water concessionaires in this city’s west coast particularly in the Ayala District.

The PIC will also supply 15,000 cu. m. daily to the Zamboecozone and Freeport.

“Most of the 50-hectare leased space will be used for water retentions and forest protection,” Arnuco said.

Arnuco said the entry of PIC is a welcome development for Zamboecozone in terms of employment generation aside from attracting investments into this city.

Former Senator Manuel Villar said he is happy to note the PIC has decided to invest here in Zamboanga City.

“I really feel that Zamboanga deserves a lot more investments,” said Villar, who represented his son, Paulo, who owns the PIC. First district Rep. Celso Lobregat, Mayor Ma. Isabelle Climaco-Salazar and other ZCWD and Zamboecozone officials witnessed the sealing of the agreement.(PNA)
