‘Be neutral’, Gazmin tells soldiers

CAMP Evangelista, Cagayan de Oro City--Defense Secretary Voltaire Gazmin urged the country’s military personnel to keep away from politics in the coming Presidential and local elections in May this year.

“The military should not dip its fingers in politics and, at all times, should remain neutral,” Gazmin told the rank and file of the region’s largest military command here.

House approves Uy bills declaring local holidays in Misamis Oriental THE Lower House has approved on third and final reading six measures that seek official declarations of particular dates as special non-working local holidays in six towns of Misamis Oriental.

The bills, authored by Rep. Juliette Uy (2nd District, Misamis Oriental), were approved recently by the House of Representatives after hurdling hearings by the House Committee on Revision of Laws.

Lacson pushes for budget reform to give equal allocation to LGUs DAVAO City -- Former senator Panfilo Lacson vowed to push equal opportunities in allocating funds for development projects of local government units down to the village level as national government agencies continue to accrue huge unspent funds of up to Php 500 billion in 2014 alone from unimplemented

programs and projects.

If spread to local government units (LGUs) and barangays, Lacson said the Php 500-billion unspent funds, for example, could even be used for development programs by giving a hand to local officials, including the barangays to plan and implement projects.

He said in such budget

alone, the 42,026 barangays could be allocated Php 5 million; Php 1 billion for each of the 81 provinces; Php 300 million for each of the 144 cities; and, a bigger amount for each municipality.

Lacson said that in 2013 unspent funds reached Php 391 billion. For two consecutive years, the national

budget and the unspent funds have been increasing.

For the year, Lacson said the government’s biggest budget is now at Php 3 trillion. But he asked if funds really trickle down to the villages.

He said local officials, or barangay leaders, continue to be like beggars asking for funds of their project despite the fact that the government has plenty of money.

“Kung hindi naman nagagamit (If it is not being utilized) why just allocate to local government units,” he said in a press conference Wednesday here.

That is why, Lacson said he was pushing for the national budget reform and more effective government spending through BRAVE

(Budget Reform Advocacy Village Empowerment), which he had been advocating.

During his Davao leg, Lacson through his BRAVE warriors, a network of budget reform advocates in Mindanao, is calling for the institution of reforms that provides better funding in the LGUs, particularly in the barangay level.

Lacson said the budget reform advocacy would be his core agenda and if he wins, would push it in the Senate.

“I will champion this advocacy. Ibaba talaga ang pondo (Funds must go down),” Lacson said, adding that budget reform could promote competition among LGUs in terms of development and further

decongest Metro Manile because people could now find jobs in the provinces.

Comparing to Bottom Up Budgeting (BUB), a program implemented by the Department of Interior and Local Government (DILG)

by Mar Roxas when he was still the local government’s secretary, Lacson said his program would provide equal opportunities to all LGUs unlike the BUB because it is inequitably distributed to the LGUs. Lacson hinted that under BUB projects LGUs were fed rather than giving them the chance to identify, plan and implement a project. Authorities isolate woman suspected of having MersCov

CAGAYAN de Oro City-Health authorities have placed a 36-year-old woman in isolation and close monitoring for being suspected of having the Middle East Respiratory Syndrome coronavirus (MERS-CoV) since Wednesday at the Northern Mindanao Medical Center (NMMC) here.

Filing of business renewals extended

THE City Council has further extended the deadline for the filing of business renewal applications.

This, with the enactment Monday of Ordinance No. 13033-2016, extending further the deadline from January 31, 2016 per Ordinance No. 13029-16 to March 31.

The ordinance, which was unanimously approved, provides that no surcharges and penalties shall be collected from taxpayers who will avail of the extension.

It may be recalled that in response to the request of the coalition of Chamber of Commerce in Cagayan de Oro and partner associations, Vice Mayor Caesar Ian E. Acenas filed the ordinance for the extension of the January 20 deadline to February 28, 2016.

The issues raised by the businessmen include, among others, the collection of Environment Fee, Fire Safe Inspection Fee and Garbage Fee and the full implementation of the 2015 Cagayan de Oro Revenue Code and status of payments made under protest last year that are not in accordance with the 2015 Revenue Code.

Businessmen said the extension will give them more time to act and respond to what they call a confusing predicament over taxes being collected by the city.

by Councilor President D. Elipe to verify the issues presented by the business sector.

The woman reportedly arrived from Singapore on February 2 and was initially confined at a private hospital, but was later transferred to the NMMC after having been found with symptoms of MERS-CoV. Dr. Peter Quiaiot, officer in charge of NMMC, confirmed the presence of the patient suspected of having symptoms of MERS-

CoV in the isolation room of NMMC located at third floor of the hospital, which is designated by the government to handle medical cases of this nature.

Quiaiot said the woman was confined at a nearby Sabal Hospital after she complained of breathing problem.

He said it will take three days before they can release

the result of the examination to confirm whether the patient is either positive or negative of MERS-CoV. “We have to take precautionary measures, but it’s business as usual at the hospital,” he said. “It’s a concern,” he said, adding, that it is still safe to go to the hospital.

Nobody is allowed entry into the isolation room, except for those authorized by hospital authorities.

Quiaiot said the condition of the patient was the same when she was admitted to the NMMC Wednesday, but said that her condition neither deteriorated.

He said the family members who got in contact with the patient has undergone the usual protocol for medical conditions such as this, including isolating them as well.

Leaders who really work

I HAVE got some friends who like chatting in social media. They are in tweeter, LinkedIn, and facebook.

Some talk about daily routines while others talk about scholarly activities. However, the most interesting one is those who—sometimes— talk about social and political affairs. In my opinion, based on empirical observation through the social media, it appears that most of the people throughout the world are dreaming of the best leaders in their countries. They are the leaders who like working for making their nations’ dreams come true.

In my previous article, I talked about a strategy to scrutinize the best leaders.

Some past experiences of the candidates can be valuable portraits of the candidates.

Only the past experiences, we can make a decision to choose the best leaders.

The past experiences are the evidences that provide us with the best criteria for decision-making. Once we have voted for a certain candidate that is, once for all for the whole period of the leadership in a country.

Money politics can be avoided by only making the people aware of the best choice. The best strategy to decide for voting is by

More importantly, hardworking leaders are also identical with the low profile leaders. They are having low profile because they do not squeeze the country’ resources for their own sake. Their speeches and ordinary talks are focused on their real leadership— not to get themselves rich.

Unfortunately, these kinds of leaders will never come up without continuous efforts of their teams for exposing their “hard-working” styles.

It is a paradox when we find our leaders who are rich after their leadership period while the people in the country are still living under the living standard. It is ridiculous when we find our leaders in any region or country who are already the ballooners, while the people in the whole country are living under the standard. We can expose all the condition of the people throughout the country and then compare to the life styles of the leaders where they have led their people. That is the facts that we cannot deny.

In order that the people can better get acknowledged with the criteria, there must be some efforts for instilling the positive sides of these leaders in the people’s mind.

Let it be

THINK a minute.

There once was a village that had a very wise old man who gave the people answers to their problems.

One day a farmer came to him and said: “Wise man, my donkey has died and I have no animal to help me in the fields. This is the worst thing that has happened to me.” The wise old man answered: “Maybe.

Maybe not.”

The next day, the farmer found a strong horse wandering close by his farm, so he caught it to replace his dead donkey. His new horse was actually a much better worker than his old donkey! The farmer was very happy and went back to tell the wise man. “You were right, wise man! Losing my donkey was not the worst thing that happened to me. I never would have caught my new horse if my donkey had not died.

This is definitely the best thing that has happened to me!” The wise man answered: “Maybe. Maybe not.” The farmer was a bit irritated and thought not again! What is this wise man thinking?

A few days later, the farmer’s son was thrown off the new horse. The son broke his leg and could not help his father work on their farm. The farmer thought, “Now we’ll starve to death!” So he went back to the wise man and said: “How did you know that catching my horse was not a good thing? This time I’m sure that this is the worst thing that could happen to me!” But again, in a kind voice, the wise man answered: “Maybe. Maybe not.” The farmer was very angry at the wise man for his same foolish answer.

The next day, a war broke out. And the army came to take every healthy young man to fight as a soldier in the war. But the farmer’s son was the only young man in the village who did not have to go fight, because of his broken leg. The farmer’s son would live!

You see, if you and I will simply put our life in God’s hands and trust Him, even when bad things happen, He will work everything together for our good in His time and way. So why not ask Jesus Christ to take charge of your life today and every day of your life? Then, you can have that kind of peace and confidence.

MARINE AND COASTAL RESOURCES ACT (HB 5836) The Committee on Aquaculture and Fisheries Resources and the Committee on Appropriations approved HB 5836 in substitution to House Bills 360, 2153 and 2631.

Rep. Fortun, author of HB 360, said there should be a concerted effort in the local communities to protect the country’s municipal coasts.

“There is an urgent need to guarantee ecological stability while addressing food stability and economic sustainability of the marginalized fisherfolk,” he said.

NSDD2 reigns in over 850 dewormed Kids

Over 850 School children of Dangcagan Centaral Elementary School (DCES) were dewormed during the synchronized second Round National School Deworming Day (NSDD2) on January 27, 2016 at the DCES which was conducted by the Dangcagan district health staff and the Dangcagan Rural Health Unit personnel.

To increases the number of dewormed school children is the sole purpose of the said activity to ensure that more children will be spared from helminthiasis or parasitism for healthier body and optimized mental health for better school performance.

Deworming became the priority of the mentioned agencies since it was noted that a large, number of school children are anemic which is considered as a strong manifestation of the presence of worms in their body.

Prior to giving the dosage, the Dancagan district health nurse, Mrs Lea J. Piquero oriented the parents on the campaign. The parents likewise welcomed the said activity because they believe the importance and seen the advantages it could give the their children.

The DCES administrators and staff on the other hand, gave its full support and helped in disseminating the advantage of the deworming activity to the parents as well as to the pupils to understand fully the intension of aforesaid activity.

According to Mrs. Bulak Grace Andoy, one of the grade six teachers of DCES, Good health is the most important for our school children in the sense that it is difficult to learn if the pupils are not healthy.

She added that concentration during daily classes is always challenge especially to unhealthy Scholl children.

Before the abendazole tablets were given to the teachers for their respective pupils, Mrs. Piquero vehemently emphasized that the said deworming tablets are certainly not expired and have been certified by the World Health Organization (WHO) and the Food and Drug Administration (FDA).

She then divulged that the medicine should be taken in at least two hours after taking a meal to insure its effectiveness and to overcome any adverse effect such a vomiting, dizziness, nausea and headache which marred the entire nation during the first round deworming event.

She likewise disclose that the administration of such medicine is voluntary in nature and will not be implemented without the consent form filled dup by the guardians or parents.

On the other hand, the children were also taught

proper hand washing with the help of the Dangcagan Rural Health Unit personnel, fed with the right and affordable yet nutritious food with the aid of the children’s parents and teachers and were also taught proper way of brushing their teeth.

Specifically, at 8:00 o’ clock in the morning, the school children move from their classes and excitedly lined up in front of their respective classrooms while other went to the school’s hand washing facilities and performed the hand washing activity. As the pupils were doing it, they sang the happy birthday song twice while following the appropriate steps in washing hand.

The teacher-facilitators were there and ensured that the said activity was properly executed and orderly conducted. After it was done the children went back to their respective classrooms and were fed. After the feeding was done, the children excitedly line up again for the tooth brushing activity in the available tooth brushing facilities inside and outside the classrooms. At exactly 10 o’clock in the morning the albendazole tablets were distributed by the teachers to their pupils with signed consent forms and the children enthusiastically engulfed it without any hesitation.

The total school children dewormed on that day were 854 out of 1196 children enrolled in the school and this is 71% of the total school children population. Specifically, the total number of 4P’s members dewormed were 261 and 80 4P’s members refused to subjects themselves from the deworming activity. On the other hand, the total non-4Ps school children dewormed were 593 while 188 non-4P’s preferred not to join the said activity for personal reasons.

The district school nurse said, “Undeniably, the aforementioned activity was a real success.” “There was no unpleasant side effects among the school children who went through the deworming activity were noted.”

She further stated and hopeful that the said activity may encourage children to do the hand washing regularly, tooth bushing right after every meal, and eating affordable but nutritious foods as often as possible even without the supervision of their teachers and parents.

She further said that the aforementioned activity may encourage parents to prepare foods with the right and appropriate nutrients necessary for their growing children and encouraged them to deworm their children regularly to help these children be spared from helminthiasis or parasitism to keep their children healthy and wise.

A NEW rice seed processing facility was established at the Philippine Rice Research Institute (PhilRice) in the Science City of Muñoz to help farmers and seed growers in neighboring provinces have an access to high-quality seeds.

These seeds have high seedling vigor, meaning, they have a good survival rate and root anchorage, which leads to a higher

yield advantage.

The facility worth more than $2 M is funded by the Korea International Cooperation Agency (KOICA), and will house advanced equipment that can process up to 2 tons of seeds per day.

“The project’s objective is to increase the use of high-quality seeds of our farmers in Region III and Pangasinan and also to

increase the efficiency of processing and certification of rice seeds by reducing the time of processing and seed testing,” PhilRice Executive Director Dr. Calixto M. Protacio said during the groundbreaking ceremony, 26 January.

According to studies, the adoption of high-quality seeds can contribute to 5-10% increase in yield.

PH risks over 2,400 premature deaths from coal-burning annually, study shows

A NEW study has raised urgency for abating coalburning to help prevent surge in incidence of premature preventable deaths nationwide.

Launched on Wednesday (Feb. 3) in Metro Manila, the study, titled “Coal: A Public Health Crisis” by Harvard University and environment watchdog Greenpeace, warned that exposure to sulfur dioxide (SO2), nitrogen oxide and other pollutive gases emitted during increased coalburning can lead to more than 2,400 premature deaths nationwide annually.

“Those deaths can be prevented,” Greenpeace campaigner Reuben Muni said at the launch, highlighting the need to end coal-burning.

He noted the projected death toll is alarming as it’s even more than twice the number of people dying from coal pollution nationwide at present.

“Using coal harms the environment and public health at every stage of this

pollutant’s life cycle from mining to transportation, washing, combustion and disposal of waste after burning,” he said.

Health Care Without HarmAsia campaigner Renzo Guinto also warned about coal burning’s ill effects, noting estimated Philippine mortality from this pollutive activity can even be higher than the study’s projected death toll.

“The study covered a limited number of ailments only butcoal-burning has other health effects aside from respiratory and cardiovascular diseases,” he said at the launch.

He said cancer can result from exposure to coal pollution.

“Coal also affects health indirectly through climate change,” he noted.

Muni said the study evaluated 13 operational coal-fired power plants in the Philippines.

Such plants have a combined installed capacity of 3,799.10 megawatts (MW), he noted.

Also evaluated in the study were potential impacts

of plans to build in the country 29 new coal-fired power plants with a total capacity of 11,700 MW, he said.

He said such plants will generate SO2 and other gases, increasing existing levels of these pollutants.

Muni reiterated Greenpeace’s call for closure of coal-fired power plants in the country and an end to constructing new ones, saying these facilities are among top generators of air pollutants.

Health Justice Philippines trustee Ipat Luna urged government to already review its present energy framework so power, environment and health policies and initiatives can be harmonized.

She also sees the need for government to review and update its emission standards and to further help the country’s coalaffected communities.

“Coal plants will consign us to dirty air for 30 years or more,” she said at the launch.

Pag-IBIG reports P 20.2B net income Pag-IBIG Fund held its State of the Fund Address (SOFA) on Tuesday (Jan. 26) to report on its accomplishments in 2015.

“Pag-IBIG Fund is the Filipino worker’s fund. Our responsibility is to promote savings and to invest in housing. I am glad that Pag-IBIG Fund, led by President and CEO Atty. Darlene Marie B. Berberabe, kept up with President Aquino’s mandate of Daang Matuwid, with their relentless pursuit of excellence and integrity,” said Atty. Chito M. Cruz, Pag-IBIG Chairman of the Board.

“In 2015, we launched the Loyalty Card Program which gives discounts and privileges from over 90 private sector partners such as up to 50% discount for selected medicines in Pfizer, discounts on LPG from Petron, discounts in educational institutions, and perks from Puregold. There are now over one million Loyalty Cardholders. In the last five years, Pag-IBIG doubled its home loan cap from P 3 million to P 6 million while cutting the interest rate, from 11.5% per annum to as low as 6.5 %, with special rate of 4.5% for minimum wage earners, and reduced its calamity loan by half to 5.95%. With the improvement of its collection platform, the Fund improved its performing loans ratio (PLR) from the lowest PLR of 72 percent to an unprecedented 89.35 percent net of allowance for impairment loss.

The Fund has also been recognized by various

award-giving bodies and other government agencies.

In 2015, Pag-IBIG was able to maintain its 100% passing rate in the Anti-Red Tape Act (ARTA) survey, after full round of survey, with 30 of its branches rated “Excellent.” The Fund received the same ARTA passing rate in 2013 and 2014. The Fund also maintained its Pag-IBIG ISO 9001:2008 Certification, proof that its processes comply with international standards.

The agency also received its third “Unqualified Opinion” from the Commission on Audit, a testament to the Fund’s good governance.

The Association of Government Accountants of the Philippines (AGAP), Inc. conferred the Most Outstanding Accounting Office Award 2014 to Pag-IBIG while the Fund’s Integrity Pledge initiative has signed more than 250 stakeholders in last few months.

The Philippines’ leading airline, Cebu Pacific Air (PSE:CEB) will hold eight recruitment fairs in Manila, Cebu and Davao between February and October 2016, to support its expansion plans and growing fleet.

Villanueva was created by virtue of Republic Act 3492 – that separated five barangays from Tagoloan town – that was enacted on June 16, 1962.

Alubijid was once a part Cagayan de Oro. The town became an independent municipality on July 1, 1940 by virtue of Executive Order 266 signed by then President Manuel Quezon.

Claveria attained its status as a municipality on July 22, 1950 via Executive Order 334 issued by then President Elpidio Quirino.

El Salvador City was also a former barrio of Cagayan de Oro. El Salvador gained its current status as a component city of Misamis Oriental via Republic Act 9435 (that lapsed into law on April 12, 2007) anchored on the plebiscite that ratified the said law on June 27, 2007.
