Comval to have 5 tourism road projects in 2015 DAVAO CITY- The province of Compostela Valley will be a recipient of 5 road projects under the TRIP (Tourism Road Infrastructure Project). The projects will have an allocation of P330-million and will be implemented in 2015 this according to Christine Dompor, Comval's Provincial Tourism Officer. The TRIP is a convergence project of both the Department of Tourism(DOT)and Department of Public Works and Highways. And is aimed at connecting hard-to-reach tourism destinations. Under the TRIP, the DPWH can develop remote road networks regardless of classification. “Even if the road is a provincial or

barangay road, the DPWH can still improve on it thru the TRIP.” Dompor said. Two road projects are located in Maragusan, another pair of road projects in New Bataan and one project in Mabini. Most of these roads connect to the province’s picturesque waterfalls such as Tagbibinta and Maranging falls in Maragusan and Malumagpak falls in New Bataan. A road project connects White Peak mountain in New Bataan while another TRIP road will traverse the beachfront of Mabini Municipality. The atrocities and anguish of war Like many others, I am following the Congressional “investigation” of the Mamasapano, Maguindanao incident. We appreciate the efforts of the Senate in ferreting out the truth. It was also exhilarating to see the MILF Chair Mohagher Iqbal being grilled by the Senate investigatory body. I know that the atrocities of war are indescribable. The Mamapasano incident were 44 members of the PNP’s elite Special Action Force (SAF) were mowed to death exemplified the horrors of war. For instance, the beheading and execution of the Filipino guerillas in public during the WWII were haunting memories of those who survived the armed conflict. The holocaust in Europe that saw the genocide of millions of Jews in the Nazi gas chambers has written the history of wars in blood and inexhaustible rage. Nothing is more gruesome than the manner of execution employed by Vlad Dracula a.k.a “Vlad the Impaler.” The Impaler gradually kills thousands of enemies by piercing a sharpened wooden pole on the midsection of the

body. The wooden pole is then planted upright on the ground with the pierced body dripping in blood gradually gasp the last breath of life. Vlad Dracula was said to eat his lunch in the middle of the pierced body amid the sounds of excruciating pains, moans, and groans of the dying enemies. But, whether the Philippine government and the Moro Islamic Liberation Front (MILF) are at war is disturbing. Following the signing of the Framework Agreement and Cessation of hostilities, everybody now thought that the skirmishes between the MILF and the government forces have come to an end. The Framework Agreement was

bolstered with the drafting and the passage of the Bangsamoro Basic Law (BBL), a proposed law that details the manifest destiny of the Moslem community in the country. The BBL outlines the manner in the creation of the “Bangsamoro Entity.”Under the BBL, the “Bangsamoro Entity” would replace the existing Autonomous Region of Muslim Mindanao (ARMM) after the creation of the Entity is approved through a plebiscite. Aside from the creation of the Bangsamoro Entity, the BBL also outlines the disposition of the MILF fighters. One of the provisions call for the integration of qualified MILF fighters with the Armed Forces of the Philippines (AFP). The “decommissioning’ of the MILF firearms is also one of the most sensitive agenda under the BBL. The word “decommissioning” is used instead of “surrender” in observance of “mutuality between the government and the MILF.” Actually, the BBL defines the Bangsamoro Entity in its entirety as an embodiment of the social, political, and economic aspirations of the Moslems in the South.

Thus, perhaps, the early approval of the BBL becomes a necessity for both the Moslems and the government to attain “lasting” peace in Mindanao. While the approval of the BBL already becomes a done deal, the Mamapasano incident, however, has stalled its timetable. Out of fairness, the BBL could move only after the probe into the Mamapasano incident shall have been completed. One intriguing question ‘though: Will the BBL pushes through if the result of the investigation prove inimical to the interest of the people and the government? Let us wait and see. By the way, this corner wish to congratulate SSS Vice President Edwin Alo, of Northern Mindanao, for the opening of the new SSS branch in Lapasan. The Social Security System (SSS) is one of the mandates of the state to “protect and promote social justice” to Filipino workers here and abroad. A TRANSATLANTIC RIFT? Cold war - hot war? I asked this question already once in this corner on March 5, 2014. I remember the time while living in former WestBerlin somehow between the super powers. When the Berlin Wall fell, all borders fell. Peaceful revolution. People power made in Germany. History. It’s now 25 years ago. Almost one year ago, sometime in March 2014, leaders of the Group of Seven (G7) industrialized nations denounced what they called Russia’s “clear violation of Ukrainian sovereignty and territorial integrity”. While writing about it during that, the German Ministry of Foreign Affairs Steinmeier (Social Democratic Party) voiced out: “We are on a extremely dangerous path of escalating tensions. A change of course is still possible. There is still a chance of Europe being split. To do so, all those responsible need to refrain from taking further steps which can be interpreted as provocative.Anything else would cause the situation to

spiral, with uncertain; possible drastic consequences, and could destry many years of constructive cooperation on increasing security in Europe”. Now, after one year: how does reality look like? The escalating crisis in Ukraine has served as something of a stress test for transatlantic unity. It was evident again on the last day of the Munich Security Conference that there are big divisions among Western powers. Watching the joint appearance of the top diplomats from Germany, the US and France in Munich,

the message they were trying to send was very clear. Washington is on the same page as Berlin and Paris as far as the approach to deal with the Ukraine crisis is concerned. German Foreign Minister Frank-Walter Steinmeier and France’s Lauent Fabius explained again the rationale behind their last-minute effort to find a negotiated solution to the Ukraine conflict and their opposition towards supplying arms. As Steinmeier put it: “Providing weapons is not only risky, but also counterproductive.” But it was US Secretary John Kerry who vehemently and repeatedly denied a rift between the US and Europe on whether or not to supply lethal weapons to Ukraine. “Let me assure everybody, there is no division, there is no split,” he said. In his remarks Kerry tried to steer clear of the key issue that dominated the gathering of global leaders in Munich: Is the Obama administration moving to supply arms to Ukraine? This view, however, was

The removal of filter net structures known locally as ‘sanggab’ is being initiated by Tangub Mayor Philip Tan to help Panguil Bay recover from the negative effects of overfishing. The council meeting was presided by Usec. Asis Perez of the Department of Agriculture who is also the Bureau of Fisheries and Aquatic Resources (BFAR) Director. To make Panguil Bay a more sustainable source of marine products, PBDC will also be creating a baywide Fishery Law Enforcement Task Force. The Task Force will be authorized to apprehend illegal fishers operating in Panguil Bay and promote compliance to

existing fishing laws. For his part, Governor Khalid Dimaporo urged the mayors to remain united and stand against illegal fishing to protect Panguil Bay. The council is also set to sponsor a logo making contest to raise awareness among students on the importance of preserving the fragile aquatic ecosystem. Dr. Rodelin Agbulos, City Health Officer, said Friday those who were located in the conduct of contact tracing were all males aged one and 28, whose identities were withheld. “They are relatives,” Agbulos added. Health (DOH) in Manila for laboratory analysis. D r. Ni m f a Tor r i z o, DOH regional director, said the laboratory analysis is expected to be known within 48 hours. Torrizo said they will be admitted at the Zamboanga City Medical Center for treatment once they will be found positive for MERS-CoV. The other three individuals who are still to be located consist of females aged 25, 32 and 41.

“[A] communication from the national epidemiology center of the DOH revealed that we have five from Zamboanga City aboard Saudi Flight 860,” Torrizo said. Agbulos disclosed they have yet to locate the whereabouts of the other three, one of whom reportedly travelled to Jolo, Sulu. He said the two others cannot be located in their respective homes since their families have

relocated at the height of the 21-day September 2013 siege in this city. “One of them is from the conflict zone,” Agbulos said, adding that the house of the other one is closed and is believed to be already unoccupied. Z A M B OA NG A C I T Y -- More than 100 parents, who are expecting t heir f irst baby, have attended the “Primeriza Congress” initiated by the City Health Office in this city. Primeriza is a Chavacano word that refers to a mother who is set to give birth to her first baby. Dr. Rodelin Agbulos, City Health Officer, said Friday the congress, which was held Thursday, is aimed to help d e c re as e t he nu mb e r of maternal deaths in this city. Agbulos said his office has recorded 22 maternal deaths in 2014, which is higher by three cases compared to the 19 deaths registered in 2013. Agbulos said the objective of the Primeriza Congress is to prepare parents expecting their

first baby for childbirth and child-rearing by providing them information on what to expect and what they need to do to take care of themselves and the baby. He said among the topics discussed during the Congress included pre-nat al care, ultrasound and vitamins and others. Also integrated in the Congress was the importance of breastfeeding to the health and development of newborn baby. The Primeriza Congress is a first of its kind initiative in the region i n it i ate d by t he C it y Health Office and the Department of Health (DOH). It was launched in 2012 covering eight of this city’s 98 barangays. Those who attended the congress Thursday are from 18 barangays of this city.(PNA)

Butuan City's poverty reduction program aligns with DOH's CHT BUTUAN CIT Y -- The poverty reduction program of the city is closely aligned with the Community Health Team program of the Department of Health. This was the gist of the message of Butuan City Mayor Ferdinand M . Amante Jr. du r i ng the 1st Caraga Community Health Summit 2015 held here in the city on Thursday. The mayor was represented by Butuan City Councilor Virgilio Nery, the chair of the SP's Committee on Health who read the message of the mayor to about 800 top regional, provincial and municipal health officials and the Community Health Team members from the five provinces who came along with the barangay officials from the barangays where the teams were assigned. Amante cited the important role of the CHTs in providing health care services to the barangays as par t of the government's efforts to achieve the universal healthcare or the "Kalusugang Pangkakalahatan" (KP). Amante, who is a doctor, said that the initiative is personal to him as he have encountered firsthand the needs of the rural folks whom he said, "barely have enough for hospitalization." He said that the city residents were constantly monitored so that their health needs must be constantly addressed.

According to him, the role of the community health teams is crucial as w it hout t he m , t h is constant monitoring may hardly be done and health authorities may not be properly guided as to the health needs of the citizenry. Amante in his message also said that Butuan have taken the program one step higher as the city government came up with its so called Program for Poverty Reduction (ProPOVRE) program. The program, according to the mayor, is one of its key initiative to me asure t he cit y government's performance governance system (PGS). The Pro-POVRE program, also known as the social economic bundling (SEB) which is the bundling of health, social services, the 4 Ps, PhilHealth, scholarships, skills training and other facilitations which are targeted towards the national household targeting system (NHTS) poor families in the city. According to Mayor Amante, t he aim is to graduate these families from poverty to self-sufficiency. B ecause of this, the city government's greatest gratitude goes to the DOH Caraga family headed by DOH 13 Dir. Minerva P. Molon for the unwavering support for the city's poverty reduction program. "The city government continues to aim to plant variety of trees in the protected zone, production zone and in the riverbanks/ shorelines. SURIGAO CITY, Surigao del Norte - The Department of Trade and Industry warns the public to be cautious on transacting business with vehicle dealers especially those handling reconditioned units. In a recent case that was brought to the attention of the agency, it was learned that there are dealers who do not fully explain the terms and conditions of purchase of reconditioned vehicle units and if ever they explained to the buyers, these are not put in formal document. Buyers should see to it that what is being said and promised by the dealers must

be expressly written in the contract of sale or any documentary instrument relative to the transaction especially on the matters like warranties. Among others, insurance coverage and vehicle registration, cost of repairs, repair or replacement of defective vehicle unit, terms and mode of payment in the case of products purchased on instalment basis should be clear on the part of the buyer. The most common consumer complaints reaching the DTI office include the delay of release of certificate of registration of the vehicles

including motorcycles and defective engine units that require recurring repairs. Having valid documents – contract and receipts – of such transactions will help the buyer and in certain degree help concerned government authorities to facilitate the resolution of particular complaints. Buyer should read, fully understand and totally agree on the terms and conditions before signing the document prior to making initial payment. He/she should secure a copy of the fully signed contract or purchase agreement. Refusal of dealers to pro-

Instead of punching a time clock, employees are now smiling into a biometric facial recognition device that identifies them in a matter of seconds, automatically punches them in and out, and sends the data to a time-and-attendance software program. In the modern world today, Biometric Technology is widely used by small business owner, larger corporations and public agencies. Division of Cagayan de Oro City embraces this new trend of tracking attendance though biometrics. This technology is automated methods of recognizing an employee based on its physiological or behavioral characteristics. Among these features being measured are face, fingerprints, hand geometry, handwriting, iris, retinal, vein, and voice. The data in biometrics are separate and very different from personal information, while its templates cannot be reverse-engineered just to recreate personal information. Most importantly, it cannot be stolen and used to access personal information. This shift into biometric technology in tracking attendance of employees

AGAYAN DE ORO CITY -- A total of 873 projects under the Bottom Up Budgeting (BUB) program will be implemented in Region 10 for the year 2015, Atty. Rene Burdeos, Department of the Interior and Local Government in Northern Mindanao (DILG-10) said. Atty. Buredos said, at least, nine cities and 84 municipalities in the region have been given fund allocation amounting to P1,337,017,357.50 from participating National Government Agencies (NGAs) this year for their respective BUB projects. Around 164 of these projects are under the Department of the Interior and Local Government Region 10 (DILG 10) with a total budget allocation of P391,320,994.75, broken down as follows: P61,571,600 for

Disaster Risk Reduction and Management (DRRM) related projects such as construction/ rehabilitation of evacuation sites, flood control infrastructures and rescue equipment; P207,176,720.83 for Water System Projects; P42,890,500 for Local Access Roads, and; P79,682,173.92 for other BUB

projects, he said. DILG 10 ensures the continuous implementation of these various poverty reduction projects under the BUB Process. T h e BU B P r o c e s s i s a grand design of the Aquino administration in attaining the Philippine Development

Plan’s goal of inclusive growth and poverty reduction and promoting good governance at the local level. Dir. Burdeos said since 2012, and after five Joint Memorandum Circulars, it has expanded its coverage and is now on its 4th run as a banner Budget and Governance Reform program.

Furthermore, BUB Process aims to contribute to making governance responsive to the local needs and making public resources allocation more efficient and effective by engaging and empowering communities in designing the NGAs’ Budget, with needs identified at the grassroots level, he added.

SSS opens another branch in Cagayan de Oro

CAGAYAN DE ORO CITY -- The Social Security System (SSS) has expanded its presence in northern Mindanao as it opened another branch in this city. The new branch located at the ground floor of Agora Market City Building in barangay Lapasan was inaugurated recently by top SSS officials led by its President and Chief Executive Officer Emilio De Quiros, Jr. De Quiros said SSS has been very aggressive in opening branches and service offices to bring its services closer to members. He said SSS has many good programs that need to be communicated to the public and opening branches is one of the solutions to better serve the needs of its members. “Rest assured, we will continuously improve our services so that our members can say “buti na lang at may SSS!” he added. Valentine Viajar-Aunzo, head of the newly-opened branch, said the Lapasan Branch is strategically located because its proximity to the Agora Public Transport Terminal makes it accessible to members in ten municipalities in the eastern part of Misamis Oriental and some parts of Bukidnon province. “We are spreading our coverage throughout the province and we hope to reach more vulnerable sectors as well as job order and contractual workers of local government units with the best service they deserve,” she further said. The SSS Lapasan Branch is the second SSS branch office in Cagayan de Oro. The inauguration ceremony was also graced Cagayan de Oro City mayor Oscar Moreno and other local chief executives of the municipalities that will be served by the newly-opened branch. (APB/PIA-10)

I am just popcorn ENDING up in a toilet bowl in Bulua would’ve hardly come as a surprise. But it still did to me considering the amazing things that I’ve been through. You see, I started out as a seed – yes, a mere popcorn seed in a plantation in Calhoun County, Iowa. For seven days, I was pampered like a human baby in the womb. It is the moisture of the soil such as nitrogen, phosphate and potash which caused me to germinate and emerge after ten days. Then sugar from my leaves eventually caused me to grow ears of popcorn. Once I was ripe for harvesting, we kernels were

separated from the cob and stored for eight more months until we were ready to be processed as popcorn. First, we were cleaned using a vibrator to remove small pieces of the cob that we used to be attached onto. Then we were polished and put inside a huge bag for bulk distribution. We were loaded into a huge cargo rig ready to travel 110 miles onto Des Moines Airport. At the airport, we were roughly pushed along with other bags onto several planes. Some of my batchmates would eventually wind down in India, others in Mexico. The bag I was into was destined to Manila,

the Philippines and we had to endure the long 16-hour flight in the cargo plane. In Manila, we were separated into smaller bags, where others would eventually go to other domestic destinations.
