During El Niño, he said that the water levels in Lake Lanao and Pulangui River go down, which will result in the lower generating capacity of the Agus-Pulangui Hydro Power Complexes, with an installed capacity of 800 MW. Under this new dispatch protocol, the diesel and coal

plants will be utilized more than the hydroplants.

“When hydro is precarious because of El Niño, baseload are there to provide necessary amount requirement by the consumers.

The hydro is fluctuating depending on the peak requirements,” he said.

Before its implementation, he said they are coming out with a price simulation before the year ends to see how much would be its impact in the electricity bills, although a spike in the electricity rates are already expected because diesel and coal are expensive sources of power.

“If you use hydro for longer periods of time, the cheaper your electricity rates will become,” he said.

Hydro only costs less than P1 per kilowatt hour

while that of coal ranges from P5.50 to P6 a kWh, but the current rate for Mindanao’s energy mix is P3 per kWh. By 2017 though, he said the renewable energy’s share in the Mindanao mix will be 30 percent while 70 percent will be coal and diesel.

Although its implementation might address power supply shortfall, he said there are considerations that have to be taken whether this reverse dispatch protocol will still be beneficial after the entry of new power plants in the next few years and the extent of El Niño’s impact.

“We will opt to it as a possible recourse when the situation gets worse,” he said.

“Our contribution to this journey is introducing pre-colonial and indigenous Filipino architecture to the Filipino youth and other ages through the BALAYBALAY 3D Architecture Puzzles,” she added.

A joint undertaking of Davao City-based social enterprise Swito Designs and the National Commission for Culture and the Arts (NCCA), the exhibit features five wooden prototypes of the 3D architectural puzzle featuring the Meranao’s ancestral and communal house known as the torogan.

Balay-Balay Ta was previously exhibited in Davao’s Abreeza Mall, followed by another stint at Mindanao State University at Marawi City last October 13-17, before proceeding to Capitol University’s Museum of Three Cultures on December 7-11, 2015.

“By putting together the puzzle, people can personally interact with the torogan which is first-person experience that will more likely leave a lasting impression on the assembler than any classroom or more passive means of learning can hope to achieve,” relates Gloryrose Dy, head architect of the project who came up with the concept. “It’s not only for children but also for grownups, and we have

seen how both parents and children bonded putting it together.”

“Even as an architecture student, I only had vague ideas about pre-colonial/ indigenous Filipino architecture,” she recalls. “All we learned about was the bahay kubo during our high school and elementary days.

Dy came up with the idea while still a freshman architecture student at the University of the Philippines-Mindanao.

“With the Balay-Balay 3D Architectural Puzzles, I hope Filipino children would know more of their local and traditional architecture and be proud of their Filipino heritage,” she added.

However, the final product was a team effort started

by Dy with fellow architecture student Henna Dazo and artist and toy designer Kim Vale who came up with the prototype.

Dazo’s thesis on the Meranao torogan spawned Vale’s blueprint which also drew further inspiration from the studies of the late MSU Professor and Meranao Scholar Dr. Abdullah T. Madale. The design was further refined and executed by Davao artisan and woodworker Felix Banlota who hand-carved the prototypes.

Dozens of candidates complained of poor security, transportation details, and no hotel accommodations.

He said that the province of Misamis Oriental has sponsored a dinner for the contestants on request by a certain “Cheryl Macale,” reportedly a local radio reporter.

Contestants from various countries around the world came to Cagayan De Oro City last Sunday, part of the tour for the “Miss and Mister Pancontinental

2015 Global Pageant.

The contestants were reportedly left to fend for themselves because of the lack of proper coordination and the reported absence of Ms. Stanley who was allegedly tasked to arrange the visit here.

Mylene Miranda, 43, the vice president and organizer of t he Pancontinental pageant, has accused Ms. Stanley of “breach of contract” in a complaint she filed with Police Precinct 4 in Barangay Carmen in Cagayan de Oro. In her complaint, Miranda said Ms. Stanley, a resident of Balingasag town in Misamis Oriental, failed miserably to make the necessary arrangement in Cagayan de Oro City and Misamis Oriental pertinent to the itinerary of the candidates that caused great confusion and injury to the

pageant organization and the hosting local government units. She, however, did not identify the LGUs in the police blotter.

“Such adverse action of Ms. Stanley resulted in several cancelled activities, and highly disorganized accommodation,” she said in the police blotter dated November 23, 2015 at 8:12 in the morning.

One of the contestants, Nicole Harding, of New Zealand, has to immediately leave Cagayan de Oro City reportedly on the advice of the NZ embassy for security purpose.

In a statement she posts in a social media, Harding said that she has to leave the Miss Pancontinental pageant early due to “my safety and security” as the NZ Embassy has decided that “it is best if I fly back to New Zealand.” With a report from Gerry Lee Gorit

I am aware that you are truly one of the anti-graft and corruption advocates I have ever known. Ever wonder why our government is abundant of corrupt public officials? Every day, we read dozens of stories of corruptions involving corrupt government officials. In fact, our very own City Mayor is no longer an exception. We learned that City Mayor Oscar Moreno, of Cagayan De Oro City, has been dismissed from public service because of corruption. corruption involving public officials, Mr. Castillo’s email showed the frustration of an ordinary citizen. In the case of Mr. Oscar Moreno, we could do nothing but respect the law. After all, Mr. Moreno is entitled to the remedies that are available under the law.

Yes, Mr. Castillo, we find it difficult to look for a public official, especially the elected ones, to be spared from the controversy of corruption. However, I believed it is still possible that there are well-meaning elected public officials who still lived up to the expectation of the electorates. These public officials remained

unsullied while in office.

They are a rare species, so to speak.

For instance, I would like to call your attention to former Rep. Augusto “Jun” Baculio, of the second district of Misamis Oriental.

Baculio was elected to Congress in 1998 and served his district for three consecutive terms. Every term is equal to three years in office.

In other words, Baculio served as Representative until 2007. Basically, that is nine straight years in Congress.

It is also worth to note that the allegation of corruption in Congress started in the early 2000 until 2010.

During this period, almost all Congressmen were reported involved – directly or indirectly – in all forms of corruption. Aside from the multi-billion Napoles scam, there is also the multibillion Malampaya issue.

Even President Benigno S. Aquino is not spared of the corruption charges. It seems that under Aquino’s watch, the country is experiencing the height of corruption involving public officials in high offices. The prob-

saying this is unfair to our military, but if it is not, then a better term should be on hand for such incident. I even suspect these same rally professionals were the same groups that caused the driving out of the American military bases in Subic and Clark fields. Now China is threatening us on the matter of the disputed seas in the Spratleys and we start to miss the strength of America.

I am truly astonished beyond imagination how these rallyists could come out in so short a time to denounce or condemn things that are good for the general public at times. The APEC summit in our country, which could bring benefits to us,

had been subjected to negative rallies, condemnation or whatever. Some of these people just do not assess or evaluate the situation and blindly go into actions.

This result to unfairness and plain ignorance if not stupidity.

It sometimes appears that our, country is governed by demonstrations as it listens to its demands or anything they could forcefully ask.

Of course, I understand that rallies are allowed in our Constitution as a way to express ourselves or show our grievance against the system, but sometimes it is irritating because of its frequency that result in excessive monotony.

The worse things are some of the participants in the mass action destroy public property, plants and ornaments in public places and other things that make us sorry. Further, some of these rallies are organized not for the public interest, but for the purpose of putting up nothing but just disturbance. No positive result just negative undertaking.

The bone of contention is the fact that here is this guy – Jun Baculio – whose record in public service as a congressman of Misamis Oriental’s second district remained clean and upright.

Anyway, Jun Baculio is running for Congress in 2016. Now, if we want someone whose integrity remains intact through the years, one could definitely bank on Jun Baculio as the people’s representative.

Thus, in answer to Mr. Castillo’s query about the possibility of having an incorruptible public servant, suffice it to say that the case of Jun Baculio is an appropriate reply.

Aggie chief turns over P216M agri support to Caraga farmers

Fulfilling his commitment to the agriculture sector, Secretary Proceso Alcala turned over various agri support to Caraga Region amounting to P216 million as he graced the farmers forum and techno clinic held in one of the university gyms here on November 23,

2015 attended by more than a thousand participants.

These included the P208 million worth of farm-tomarket road (FMR) subprojects under the Philippine Rural Development Project (PRDP). The five FMRs with Notice to Proceed from the Project are aimed at providing infrastructure support to the development of agri enterprises such as abaca for Santiago and Kitcharao

towns in Agusan del Norte and rubber plantation and marketing in Agusan del Sur province.

“The Department of Agriculture (DA) is committed to provide resilient and quality roads to our farmers through concreted FMRs that can withstand any weather conditions ensuring the flow of goods from farm to the market,” Secretary Alcala said.

Alcala revealed that FMR concreting only started dur-

ing the Aquino administration whose clear instruction is to take care of the farmers’ needs. Alcala pushed for implementation of the guidelines to ensure sustainability of the project for the farmers’ benefit and help them develop optimism in DA’s infra interventions.

Aside from the DAPRDP support, Alcala also turned over farm equipment amounting to P7.8 million such rice reaper, corn picker, and hand tractor to various

farmers’ associations and cooperatives in support to the department’s farm mechanization program.

In addition, Regional Director Edna Mabeza prepared agriculture goodies for the farmers to take home after the one-day event where six carabaos with implements, bags of Registered Rice Seeds and OPV Corn Seeds were raffled off while everyone received assorted seeds for household ‘gulayan’ project.

Since their separation they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, surviving their marriage bond on August 15, 1998 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on December 11, 2015 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

Census leaves out PWDs, angers disability council

DESCRIBED as a “complete enumeration” of the entire Philippine population, the 2015 Census has ignored crucial data on a significant sector: persons with disabilities (PWD).

The exclusion of questions on disability in the August census does not only leave out a group already lamenting its invisibility in society, but it could also have consequences for the country’s overall development agenda.

“It’s an outright denial of the rights of persons with disabilities to be counted,” said a fuming Carmen Zubiaga, National Council on Disability Affairs (NCDA) Acting Executive Director.

On Thursday, leaders of the Asia Pacific Economic Cooperation (APEC) who met in Manila included PWDs in their declaration,

saying they “recognize the significance of enabling the full participation of all sectors and segments of our society.”

PWDs are mentioned thrice in the 2015 declaration, which capped the recently concluded APEC Economic Leaders Meeting (AELM).

“I am personally so disappointed with the Philippine Statistics Authority (PSA) for not consulting (PWDs) or even NCDA for the 2015 census,” Zubiaga said in an email to VERA Files.

Sought for comment, PSA only said, “(The) main objective of the 2015 Census of Population (POPCEN 2015) is to update the population count. Question on disability will be included in the 2020 Census of Population and Housing (2020 CPH).”

on its website as the main goal of the exercise: not to simply count the population but to provide useful data.

“The POPCEN 2015 aims to provide government executives, policy and decision makers, and planners with population data, especially updated population counts of all barangays in the country, on which to base their social and economic development plans, policies, and programs,” the PSA census primer reads.

Specifically, the primer lists the usefulness of data for the government in formulating “policies concerning various segments of the population (children, youth, elderly, women of reproductive age, voting age, and working age)” as well as “policies and programs relative to the delivery of basic services, such as on health, education, employment, housing, infrastructure, disaster relief, and other socio-economic concerns.”

PSA did not respond to further follow-up questions, but did provide copies of the basic questionnaire it used in the 2015 census.

The form gathers information on names of household members, relationship to the household head, sex, date of birth, age, birth registration, marital status, religious affiliation, school attendance, literacy, highest grade/year completed, technical/ vocational course obtained, if overseas worker or not, and usual activity/ occupation.

Housing questions include type of building, construction materials of the roof of the building and outer walls of the building/ housing unit, fuel for lighting, source of water supply for drinking and cooking, and tenure status of the housing unit/ lot.

Also included are questions on registration of deaths in the last two years among household members.

The non-inclusion of disability questions in the census would make the country remiss in its obligation as a signatory to the United Nations Convention on the Rights of PWDs (UNCRPD).

Article 31 of the CRPD directs state parties to “collect appropriate information, including statistical and research data” on disability.

As a UN member state, the Philippines is also bound by the sustainable development goals (SDGs), launched this year to replace the expired millennium development goals (MDGs).

Seven SDG targets on education and employment explicitly refer to PWDs. “The seven targets mentioning disability must be monitored with specific disability indicators or by disaggregating indicators by disability,” noted the UNCRPD Secretariat.

tional level “contributes to the invisibility of persons with disabilities in official statistics, presenting an obstacle to achieving development planning and implementation that is inclusive of persons with disabilities,” it said.

The Washington Group on Disability Statistics, formed in 2001 and operating under the UN Statistical Commission, has developed a set of six questions which can be included in national censuses and surveys to collect data on PWDs. The questions ask if a person has difficulty seeing, even if wearing glasses; difficulty hearing, even if using a hearing aid; difficulty walking or climbing steps; difficulty remembering or concentrating; difficulty with self-care such as washing all over or dressing; and difficulty communicating, for example understanding or being understood, using his or her usual or customary language.

These questions are intended make data internationally comparable.

The Philippines is not among the countries listed by the CRPD Secretariat as having included Washington Group questions in their last census. Southeast Asian neighbors that have done so include Indonesia (2010), Timor-Leste (2010) and Vietnam (2009).

Disability questions, however, have been included in previous censuses in the country. Results of the 2010 census show that of the 92.1 million household population, 1.57 percent or some 1.4 million persons had disability.

The lawmakers are pushing for the passage of the HB 1213 in order to address the growing involvement of foreign nationals in drug trafficking in the country.

“It is ironic that Filipinos suspected to be into illegal drugs in other countries are meted the extreme penalty of death while foreigners caught in the illegal drug trade in the Philippines are set free,” Rodriguez said.

He said that the proposed HB 1213 singled out the foreigners to avoid a clash with the “anti-death penalty” stand of the Roman Catholic Church.

The church described the “death penalty” as an antipoor legislation because the poor people could be easily sent to the gallows because they do not have the money to fight their case in court, Rodriguez said.

He said that HB 1213 is also necessary to discourage the entry of international drug syndicates in the country who, at the moment, are confident because the country’s judicial system does not impose the death penalty to drug traffickers.

Today, I could hardly hear of rallies in the continent and elsewhere in European states as well as in Canada and other places. It was quickly copied by our compatriots, but the sad thing is we do it almost every week and without good reason. To many people, it is a nuisance. Mendiola Street near Malacanang has become the permanent site of actions. Sometimes I think there is business behind some of these rallies - - I mean some institutions or foreign interests spend for the purpose.

And because we look at them as an exercise of a freedom, we just leave them without even asking the groups their real intentions.

It is detrimental to public safety, a nuisance and plain irritating.

I urge the government to put up some kind of resistance and at least require the groups to explain their objectives and what good they can bring to the public before they grab a microphone and shout.

Absolutely, freedom is beautiful if exercised well in accordance to law, but if adulterated by dirty and bad motives, it becomes a non-sense action that must be prevented.

We don’t have to wake

up someday to realize that some of those noises in the streets are a prelude to a catastrophe or the devastation of our nation. That some of these supposed actions are designed to create confusion and divide the citizens that would eventually destroy our integrity and honor.

These early, we should be alert and try to see through the hole of a needle what is behind around us. We should be aware that things have changed and some people far from us are out to disturb our sovereignty and honor of introducing things unknown to us.

Tauli, president of the power advocacy group Mindanao Coalition of Power Consumers (MCPC).

“So customer appeals to the ERC are not really going to speed up the process of approval. I don’t know what inducement was offered by the applicant coal power plant to speed up approval of their application,” he added.

But Tauli believes the appointment of a new ERC chairperson auger well for DUs who are still waiting for their provisional authority to be acted upon after extended periods.

“The good news about ERC is that they have a new Chairman who was an academician and not a politician. So there may come about changes in the ERC that would speed up approval of PSAs,” Tauli said.

Where are the generators?

SURIGAO City––Power consumers here are asking why the multimillion-peso modular generator sets purchased by the Surigao del Norte Electric Cooperative Inc., (SURNECO) were not used to augment power during a prolonged outage in the city and in 11 municipalities of Surigao del Norte last Sunday.

“Where are the multimillion generator sets of SURNECO?” Bimbo Patino, one of the power consumers, asked on his Facebook account.

Annette Villaces, information officer of the city government, was among hundreds who got pissed off by Sunday’s blackout that stretched to 17 hours.

She said it should have been reduced had the generator sets were utilized.

Roland A. Legaspi, technical crew of a local radio station, said the generators are “useless” because these have not been functioning as intended.

“I hope the generator sets would now function because these have been on standby for two months already,” said Vincent Irresari, a local vendor.

But SURNECO general manager Narcisco I. Caliao Jr. said the generators could not be used commercially mercial operation of its two power plants, each having a capacity of 150 MW, in the second quarter, according to Reyes.

From November 2015 to February 2016, he said, the impact of El Niño will be more evident with a projected power deficiency placed at 100-200MW. But Mindanao’s power situation will normalize with the entry of the new power capacities on the grid, he added.

March last year SURNECO conducted a bidding for five units of diesel-fired modular generator sets with the approved budget of P205 million from National Electrification Administration, funded by the P4-billion Malampaya Funds.

Caliao said the five units, which could generate at least 10 megawatts, had been installed and commissioned last September 24.

“These five units have been tested two times a day, one hour in the morning and one hour in the evening, for almost two months now but we cannot operate these for commercial use pending necessary permits,” he said.

“The power generated from the daily testing is being dispatched to lines and it’s free of charge since

we are waiting for permits for commercial operation,” Caliao stressed.

He said once permits are completed, Cost Plus would start commercial operations.

The company will supply electricity exclusively to SURNECO. Caliao said SURNECO has a daily power deficit of 4-6 megawatts.

The National Grid Corporation of the Philippines’ preventive maintenance work caused the blackout last Sunday. Aside from SURNECO’s franchise areas, it also affected the nine towns under the Siargao Island Electric Cooperative Inc. The prolonged blackout in the city on Sunday drew flak from residents who blamed it on the local power distribution firm.

Sund ay’s s che du le d blackout affected 20 towns in Surigao del Norte and Surigao City. While it lasted 12 hours, from 6 a.m. to 6 p.m., in most of the affected areas, it stretched to 17 hours in this city and in the municipalities of San Francisco and Malimono.

Caliao asked for consideration and patience on the part of the consumers for the cooperative’s failure to restore power as scheduled.

He attributed the delayed restoration of power to a technical glitch in one of their substations.

LIMATE Change Commissioner Heherson T. Alvarez has challenged the private business sector to aim for zero carbon economy by transitioning from the traditional to the alternative sources of energy.

Alvarez issued the challenge to chief executive officers (CEOs) and leaders of some 50 leading businesses and private industry after the Climate Change Commission received the Manila Declaration 2015 signed by the private sector during the “Business Summit on Climate Change” at the SMX Convention Center, Mall of Asia, Pasay City.

PHLPost releases new stamps THE Philippine Postal Corporation (PHLPost) recently released new set of stamps featuring some of the endemic Philippine wildlife animals which are vulnerable from extinction.

“PHLPost supports the education and information campaign of the government and the private sector in preserving and protecting our country’s wild species of animals that are at risk of extinction,” Postmaster General Josie Dela Cruz said.

According to PHLPost, the special stamps feature four Philippine wildlife species, to include the Flower Pecker, Sail-Fin Lizard, Pangolin, and the Freshwater Purple Crab.

The country’s Flower Pecker is common in the Western Visayas area, while the endemic Sail-Fin Lizard lives near rivers in tropical forests. The Pangolin and Freshwater Purple Crab are both endemic in Palawan province.

In recent years, however, these animals are threatened by ongoing habitat loss and degradation, and commonly subjected to heavy hunting.

The Manila Declaration recognizes climate change as a growing threat to mankind, the expectations of the private sector to the government to take actions, and their own commitment to combat climate change, and support the government’s effort “to define the country’s INDCs that are aligned with national priorities, circumstances and capabilities, subject to meaningful consultation with stakeholders.”

The Philippines’ Intended Nationally Determined Contributions (INDC) submitted to the United Nations last month committed a conditional goal of achieving 70 percent carbon

emission reduction by 2030.

In the receipt of the Declaration, Alvarez asked the private sector to “undertake voluntarily an energy efficient usage of at least two percent per annum, meaning two percent less for the same output.”

Alvarez’s second challenge to the business group is, “to commit to install a 100 kilowatt of solar, or any other alternative energy, in their establishments, according to a systematic program of not more than three years.”

“We welcome your 5-point commitment but let me stress that to achieve your commitments, it is far better to rely on

your organization’s flexibility and independence in responding to market conditions and market opportunities,“Alvarez said. “That is the way you compete and make profits for your stockholders,” he added, citing businesses from the United States and Europe that are already profiting from clean energy alternatives.

Alvarez said the Manila Declaration could be the first step in an affirmative process on the road to efficiency usage, low carbon energy, and ultimately, into deep decarbonization that eliminate the hazards of climate change.

He explained that President Aquino, who chairs the Climate

Change Commission, has already led the way to a low carbon economy by greening Malacanang with solar rooftops.

“Our Chair will be happy to see this nationwide movement like fireflies, to brighten decades over our archipelagic horizon,” Alvarez concluded.

The Business Summit is part of the 3-day celebration of the Climate Change Consciousness Week 2015. Alvarez initiated and pushed for the issuance of Presidential Proclamation No. 1667 in 2008, declaring the third week of November of every year as Climate Change Consciousness Week. (CCC)

PH groups launch climate justice march Call for strong Climate Deal in Paris First part

SOCIAL movements, religious associations, and other civil society groups across the Philippines have united to call for a strong and fair global climate agreement ahead of the international climate talks that will start on November 30.

The Paris talks, the 21st Conference of Parties (COP21), is expected to come out with a new international legally-binding agreement on climate change, in

compliance with the UN Framework convention on Climate Change (UNFCCC).

The groups announced that they will hold a week of action for climate justice from November 23 to 30 across the country, which are all part of mobilizations across the world.

Actions include: • A 20,000-strong “March for Climate Justice Pilipinas”on Nov. 28 at the Quezon Memorial Circle in Metro Manila, the highlight of the week;

• A Nov. 26-28 caravan across Luzon coal hotspots, from Semirara island in Antique to Quezon and Batangas, going to Manila; • A Nov. 29 march led by the Archdiocese of Manila to Rajah Sulayman Park, across Malate Church, followed by an ecumenical service and a Catholic mass; • A Nov. 30 Bonifacio Day mobilization by labor groups which will include a call for climate justice; and • Various actions in between in Tacloban, Iligan,

Metro Cebu, Davao, General Santos, Malaybalay, Ozamis, Pagadian, and Tangub.

Haiyan and record global warming The Philippines, a tropical archipelago besieged by no less than 20 storms yearly, is one of the countries most vulnerable to climate change.

In recent years it has been experiencing significant climate change impacts such as supertyphoons and other extreme weather events when the average

global temperature rise reached 0.8⁰C above preindustrial levels.

Recently, the UK Meteorological Office announced that this 2015, the world experienced global temperature increase of up to 1⁰C above pre-industrial levels.

In November 2013, Yolanda (Haiyan) claimed more than 6,000 lives and left thousands more homeless and without livelihood.

The super typhoon also wrought over USD 14 billion in economic damages.
