CAGAYAN de Oro City–– The Steag State Power Inc. (SPI) has announced Friday (March 13, 2015) the successful completion of the preventive maintenance for its electric power generating Unit no. 1, days ahead of its self-imposed March 16, 2015 deadline.

Unit 1, which went off line for a planned preventive maintenance beginning February 21, 2015, was synchronized to the Mindanao grid on Thursday, March 12, 2015, at around 12:25 pm.

Earlier, Unit 2, which also went offline for preventive maintenance beginning February 19, 2015, was restored back to the grid on March 2, 2015 as scheduled.

SPI president and chief executive officer Dr. Bodo Goerlich said the preventive maintenance activities for Unit 1 were successfully completed even ahead of schedule.

No justice for Ampatuan victims under PNoy, says group

AVAO City – A human rights group believes that justice will not be served for the victims of the Ampatuan massacre under the administration of President Benigno Aquino III who they call as the “Impunity King”.

Karapatan Alliance for Human Rights said that while the President is still in power “there will be no room for justice especially with the release on bail of Sajid Ampatuan, one of the perpetrators in the Ampatuan massacre.”

“The rest of the perpetrators in the Ampatuan massacre may be released in no time,”said Cristina Palabay, Karapatan secretary general.

According to the Amnesty International “at least eight witnesses and their family members” have been killed since November 2009. “No one is known to have been held accountable for these killings,” said the Amnesty International.

Draft BBL fully respects CAB terms: TPMT report

CAGAYAN de Oro City-The Bangsamoro Basic Law (BBL) “fully respects the terms” of the Comprehensive Agreement on the Bangamoro (CAB) signed on March 27, 2014, the Third Party Monitoring Team (TPMT) said in a report.

The CAB concludes 17 years of GPH-MILF negotiations. Under the CAB, the MILF would turn over their firearms to a third party, which would be selected by the MILF and the Philippine government, and decommission its armed wing, the Bangsamoro Islamic Armed Forces (BIAF). In return, the government will establish an autonomous Bangsamoro territory that is a total overhaul of the Autonomous Region in Muslim Mindanao (ARMM) that PUBLIC HEARING. Lack of teachers affecting quality higher education There is a reported lack of adequate plantilla positions for fulltime faculty of State universities and colleges (SUCs). This must be ascertained to help address the issues and concerns affecting the delivery of quality higher education in the country.

The quality of state universities and colleges is defined mainly by the quality of their faculty according to Pasig City Rep. Roman T. Romulo.

Based on the 2014 survey of the Philippine Association of State Universities and Colleges (PASUC), there is an estimated shortage of 17.057 faculty in SUCs, and most SUCs have a faculty-to-student ration of 1:42 which is higher than the standard faculty-to-student ratio of 1:25, he revealed.

Romulo also took note of news reports that indicated there are 31,739 full-time faculty as against 16,674 part-time faculty working in the country.

We subscribe to the idea that there is a need to revisit the plantilla of SUCs faculty and to reduce their workload from 21 to 18 units or even lower, not only to improve faculty performance in instruction, research and extension services, but also to ensure the delivery of quality higher education.

PASUC has reported that the number of part-time SUCs faculty handling 255,850 units is now estimated at 184,782, and it also estimated that the creation of the much needed faculty plantilla items will require approximately P5.5-billion, Romulo noted.

Based on the National Expenditure Program of the Department of Budget and Management (DBM), there are 56,899 filled plantilla positions for the SUCs faculty.

But no additional plantilla items have been given by the DBM to SUCs for the last fifteen (15) years . Is this the reason why the SUCs have utilized the “scrap and build policy” of CHed?

An obsolete law, PD No. 985 or the Budgetary Reform Decree on Compensation and Position Classification if 1976 issued on August 22, 1976, is reportedly still being used as basis for the present plantilla positions of SUCs. Why is this so?

Shortage of plantilla positions have compelled the teachers to devote most of their time and attention to instruction, to the detriment of research and extension programs of the SUCs, which is another reason why “our SUCs lag behind other higher education institutions in Asia in terms of performance and quality.”

Faculty members are even given administrative positions to govern and manage the university affairs along with academic, extension, research and production programs of SUCs. Too much for one.

In Region 11, a report of SUCs presidents stated that faculty members appointed to administrative positions of president, vice president, deans, executive officers, campus administrators and department chairmen are given respective teaching loads ranging from 12 to 21 units while those faculty members with semestral workload of 21 units who are assigned as coordinators, program leaders, project in-charge or study leaders are given additional teaching loads ranging from three to nine units.

Thus, the lack of full-time plantilla positions has lured some SUCs faculty to switch to other careers or leave for work abroad, thereby finding it more difficult for the SUCs to meet the standard faculty-to-student ratio.

If the existing plantilla can no longer cater to the increasing trends in enrollment, and the SUCs are compelled to hire additional faculty through contracts, job order and emergency instructors on part-time status. Will this not affect quality higher education?

The Public Knows Better The Board of Inquir y has named Pres. Benigno Aquino III as among those responsible for the fiasco that resulted in the killing of 44 elite members of the Philippine National Police (PNP) Special Action Force in Mamapasano, Maguindanao last January 25, 2015.

Aside from Aquino, the BOI also named resigned PNP Director General Alan Purisima and SAF commander Police Director Getulio Napenas as liable of the botch police operations.

The BOI has filed a case against Purisima and Napenas with the Ombudsman for culpable violation of the change of command.

with violation of the change of command for issuing “unauthorized” directives while under suspension.

While the BOI found the President, as Commanderin-Chief, liable of the death of the 44 SAF operatives, the board could not indict the President. Under the Constitution, the President could only be charged through an impeachable offense. But, the President could only be impeached once in a year. In 2014, the Congress dismissed the impeachment case against President Aquino. In other words, the filing of an impeachment case against the President in 2015 is possible.

Such a regime is possible if, along with the political party of the Moro Islamic Liberation Front, the Bangsamoro Community, and other groups, we can launch a grand campaign to put Mindanawon society in good order so that all may live in freedom from fear and want and violence.

We must not tire of searching for reasonable ways to effect closure to our historic grievances; because the past is past, and it is not right to exact a toll for what transpired by charging it entirely on

the present. ***** Together we must now look to the future, which begins today, and reach out to one another with an open mind and a will to forgive in order to reconcile—but without denying that there are cases awaiting justice, which must not be forgotten.

We can then exemplify civilized living as a multicultural community, intolerant of uncivilized behavior, determined in avoiding the trauma of death and displacement, fighting criminality in all its forms regardless of who are involved.

But there’s no way we will succeed unless we somehow rid our households and com-

munities of loose firearms.

The unchecked possession of killing machines has bedeviled our communities for decades; and one wonders at what cost it will take to do it, and at what sacrifice.

Meanwhile, we sorely need a program to address the economic and social conditions that drive people to breach the peace or engage in criminality and adventurism. We must learn how to deal with misguided people effectively. ***** We can no longer tolerate lawlessness or barbarity.

Let us strengthen education and community relations to promote positive attitudes, citizen empowerment, and livelihood.

PIA-Sibugay conducts trainers’ training for 44th IB soldiers

MELDA, Zamboanga Sibugay – To capacitate the soldiers of the 44th Infantry Battalion, Philippine Army (PA) in facilitating youth leadership summits in its area of responsibility, the Philippine Information Agency (PIA)Sibugay gave them on Tuesday (March 10) a lecture on effective communication to develop their communication skills and their ability in handling group discussions.

“The ability to communicate effectively is important in relationships, education and work,” said

Information Center Manager Alma L. Tingcang of PIA-Zamboanga Sibugay before the participants in

the said training held here.

She said people with improved communication skills usually enjoy better interpersonal relationships with friends and family.

“Effective communication skill is fundamental to achieve success in various aspects of our life,” she remarked.

Ms. Tingcang told the 10 participants attending the training that a good communicator or speaker must have the courage to say what they think, finding it worthwhile to contribute ideas in a conversation.

“Take time each day to be aware of your opinions and feelings so you can adequately convey them to others.”

According to Ms. Tingcang constant practice is required to develop one’s ability in speaking.

“New skills take time to refine, but each time you use your communication skills, you open yourself to opportunities and future partnerships,” she said.

DOLE turns-over 25 BMX bikes to OSYs in Dipolog DIPOLO G City – The Department of Labor and Employment (DOLE) of Zamboanga del Norte has recently turned-over 25 BMX bikes to 25 out-ofschool youths (OSYs) of Barangay Barra this city.

this project is under the agency’s “Livelihood Formation Bicycle Rental Services to Generate Income Among Out-of-S cho ol Youths for Balik-Eskwela Program.”

will be used to finance the education of the recipients and for other expenses to be incurred by the group.

Mayor Evelyn T. Uy appealed to the recipients to take good care of their “bicycle for rent” business by using their income properly.

The lady mayor stressed that this program corresponds to the city’s vision of becoming the Sports Event Center of the South by 2020.

She also encouraged

the youth sector to actively participate in all outdoor activities the city government and private groups have organized.

BIR-RR16 launches 2015 tax campaign

CAGAYAN de Oro City -- The Bureau of Internal Revenue (BIR) Revenue Region, here (RR-16), launched the 2015 tax campaign, last Friday (March 13), at Grand Caprice Restaurant, Limketkai Center, with several hundreds of representatives from various sectors in attendance.

The activity was highlighted by the unveiling of this year’s tax campaign logo and theme, “Angat Pa, Pinas!

R.F.P. - Register, File, Pay.” Nelson Aspe, deputy commissioner for Operations Group, graced the launching under the supervision of

BIR RR16 Regional Director Alberto Olasiman.

Top business leaders delivered their responses, among them were Cerael Donggay, president of Oro chamber; Pershing Tan Queto Jr., president of Ozamiz Filiipino-Chinese Chamber of Commerce; Vy Beng Hong, vice-president, Lanao Filipino-Chinese Chamber of Commerce; and Edwin delos Santos Jr., president, PICPA CDO-MisOr Chapter.

“The theme calls for greater cooperation among Filipinos to pay their taxes as their contribution to nationbuilding.” Olasiman said.

colors of the Philippine flag, using arrows that show an upward movement to denote greater progress and positive change for the country.

CIC Barangay Culinary Livelihood Program For four years now, the Culinary Institute of Cagayan de Oro, The First in Northern Mindanao, has been consistently celebrating its anniversaries through Outreach Programs in different Barangays in Cagayan de Oro. On its 5th year, this time, CIC shall hold the very first Barangay Culinary Livelihood Program in the city titled Lutong Panginabuhian! with the theme: “Panginabuhian alang sa Kalamboan, I-alagad sa Katilingban.”

The main purpose of this event is for the school to impart and to share the CIC education to mothers and families in different Barangays focusing on practical livelihood topics, recipes and food sanitation. One of the highlights of the BCLP is the Kagay-an Barangay Cook-Off. Five teams comprising five members each are to compete against each other and the dish that the teams shall cook will only be revealed during the Cook-Off. Barangay Iponan was up first as CIC held its first leg of the Barangay Culinary Livelihood Program (BCLP) last March 9, 2015.

Chef James I. Damasco, one of the CIC Chef Instructors, showcased a free cooking demonstration on different livelihood recipes and the audience members were given a copy of the recipes. The Cook Off immediately followed together with the announcement on the recipe that the participants will cook. Most of the participants are members of the Barangay Women’s Development Council (BWDC). A raffle of CIC novelty items was also made for the audience members in between the program.

Dr. Goerlich explained that the timely conduct of the preventive maintenance and restoration of the units just in time for the onset of the summer months could provide a major relief to the volatile power supply condition of the island.

Georlich expressed confidence that with these units now back on line, Mindanao is more prepared to meet its electric supply needs especially during the summer months where demand usually is at its peak.

Earlier, SPI power plant manager Dr. Carsten Evers explained that the preventive maintenance works need to be carried out periodically to sustain optimum efficiency and reliability of the electric generating units.

The preventive maintenance schedule was also carefully planned, scheduled and coordinated with key players in the power industry including the grid operator, National Grid Corporation of the Philippines to minimize any adverse impact to the Mindanao grid.

SPI’s power plant at the PHIVIDEC Industrial Estate in Misamis Oriental is composed of two identical power generating units, each with a net generating output of 105MW. Since start of its operations in November 2006, SPI has delivered more than 11.5 billion kWh of electricity representing about a fifth of Mindanao’s total power

supply.

SPI is principally owned by the German company Steag GmbH with Aboitiz Power and La Filipina Uygongco Corporation as local partners. Steag GmbH is a leader in advance coal-power generation technology and one of the pioneers in operating and maintaining a highly efficient and reliable coal-fired power plant in the country. ment.

According to the head of the Archdiocese of Cagayan de Oro, the Moro people revolted against successive governments “to achieve their aspiration to live their religious convictions and shared culture in peace.”

Although the MILF once fought for Muslim Mindanao’s secession from the Republic , it has since replaced that with less and negotiated with the government for self-determination in a limited territory, which the BBL has articulated.

“Their original call was for independence in quest of a true homeland. The BBL wants to achieve much less than this — self-determination in a limited territory while preserving national sovereignty and national integrity,” Ledesma said.

The BBL is now undergoing a stiff challenge after the tragic Mamasapano incident in which were killed 44 SAF policemen, 18 MILF fighters, and five civilians including a five-year old child.

The TPMT said that because of this incident, “it is inevitable that emotions run high and that trust in the [peace] process [is] reduced.” The TPMP, established by the GPH-MILF peace panels in July 2013, is mandated to monitor, review and assess the implementation of all signed agreements between the two panels. It is headed by former EU Ambassador to the Philippines Alistair MacDonald, with members Steven Rood of The Asia Foundation, Karen Tañada of the Gaston Z. Ortigas Peace Institute, Rahib Kudto of UNYPAD, and Huseyin Oruç of The Foundation for Human Rights and Freedoms and Humanitarian Relief (IHH), a Turkish NGO based in Istanbul.

“Since 25 January, most of [the] pre-existing challenges [have] become even more acute. Emotions run high, and confidence in the process (on both sides) has taken a knock. Both Houses of Congress have suspended action on the draft Bangsamoro Basic Law

until investigations have clarified the events of that day. This will certainly have an impact on the time-table for the remaining stages of the process, and may also colour the final discussions on the BBL in Congress, as well as influencing the climate of opinion in the run-up to the plebiscite,” it said in its report.

Continue on the path to peace “But while the the challenges are great, the prizes to be gained are even greater.

There is a real prospect that the peace process will allow the region to achieve the full potential offered by its human and natural resources and to contribute more effectively to the prosperity and security of the nation as a whole, and that the vision of autonomy set out in the 1987 Constitution will be implemented in a manner consistent with the aspirations of the Bangsamoro people while respecting the rights of all of the region’s inhabitants,” it added.

Ledesma, on the other hand, stressed that what happened in Mamasapano should all the more prompt Filipinos to support the peace process in Mindanao because the “road of violence in Mindanao only led to more war, more wailing of widows and children, impoverishment.”

“Today, precisely because of what happened in Mamasapano, that path [to peace] should not be abandoned.

Hear Mindanao: the peace process should not be imperiled! Let the revolution stop! Let Mindanawons turn factories of war into factories of prosperity! Let those in the north and in the south who are charged with leadership walk humbly, calmly and wisely before the God of Peace together!

DTI unlocks potentials among businesses in Region 10

HE Department of Trade and Industry (DTI) led by Assistant Secretary Ceferino Rodolfo made a tour on various Region 10 businesses last March 4 to 6. It was made in order to learn about their operations and unlock their potentials to participate more in boosting Northern Mindanao.

The trip was also aimed to provide the region an exposure to showcase its trade and investment prospects, agri-industrial developments, exporters and small and

medium enterprise (SME) projects.

DTI made roundtable discussions to PHIVIDEC Industrial Estate and Mindanao Container Terminal in Tagoloan, Misamis Oriental, The Stoneware Pottery Inc. in Opol town and Cagayan de Oro Handmade Paper Crafts in Cagayan de Oro. The group as well visited farms in Bukidnon such as Del Monte Philippines Pineapple Plantation that holds 20,000 hectares of pineapple in Bukidnon and Misamis Oriental. Manager Eugene Yurong said that Del Monte seated itself in Bukidnon, a place having good soil that has been a helpful factor in the

expanding volume of their production.

Del Monte is a leading producer of pineapple products in the Philippines and recognized as outstanding in terms of quality. It recently acquired its U.S. affiliate, California-based Del Monte Foods’ U.S. consumer food business, and thus, one reason that pressured and pushed them to produce more pineapples due to more generated market deals.

Further, DTI also targets to improve the SMEs in the Philippines. DTI 10 director Linda Boniao disclosed that increasing their competitiveness and marketability will be made possible through access to technology and more

sophisticated equipment.

“The ultimate goal of DTI is to increase the production capacity of SMEs because supplying the volume required by the domestic market alone has been a challenge,” she added.

DTI assisted these SMEs through the provision of machineries, equipment, tools, systems, skills and knowledge under a shared system, thus called shared service facilities (SSF) projects.

In Bukidnon, the group toured their SSF beneficiaries such as the Hineleban Foundation Inc. located in Kalugmanan, Manolo Fortich. It is a foundation that produces high demand roasted and ground coffee and is on the verge of tapping export markets. The natural and organic Hineleban coffee is produced through the hardwork of the foundation’s farmer beneficiaries coming from the foothills of Bukidnon and are members of tribes in Bukidnon.

DTI has provided coffee processing facility and roaster for Hineleban as part of its SSF Project. Marketing director Renee Araneta-Perrine of Hineleban believed that the provision of the said equipment will enable the processing of being Food and Drug Administration-compliant and further meet the required volume and quality in the export market.

DTI also visited their SSF beneficiary in Lanao del Norte.

Lanao del Norte is a coconutproducing province and one of its products are coconut husks. From these, DTI introduced the livelihood opportunity on coco coir processing to the Malingao Community Services Cooperative in Malingao, Tubod and it became a cooperator for the SSF project of DTI on coco twine and geonets production. The department then provided the needed and improved technologies and equipment to further utilize the natural resource and improve productivity of the coco coir processors.

Through the provided equipment and machineries, an increased productivity, efficiency and sales have been projected. From less than P100,000, sales climbed up to P2.625 million. Beneficiaries showed their gratitude for the massive production has helped them to expand their market that even reached countries like China.

The held tour of DTI made together with EU-Trade Related Technical Assistance (TRTA) Project 3 Office is also a preparation of the Philippines to avail benefits of the EU-Generalized System of Preferences Plus (EU-GSP+) which was granted only last December.

This preferential tariff scheme allows the Philippines to do exports at zero tariffs on more than 6,000 products to 28 member-countries of the European Union. Products that could be exported include coco, coco-based, fruits and other agri-based products.

In their lead, a briefing on the impact of Asean Economic Community and EU-GSP+ was given to more than 150 business leaders and stakeholders in Region 10 last March 5. It focused on concerns regarding Free Trade Areas centering on the theme, “International Trade Strategy: Doing Business in Free Trade Areas.”
