Normin log processers shackled by DENR policy By MARK FRANCISCO Staffmember
THE 67-strong Northern Mindanao Tree Planters and Wood Industry Federation, Inc. is calling on the Department of Environment and Natural Resources (DENR) to relax a provision of its Executive Order No. 23 restricting the log processers from getting their raw products within their accredited suppliers. “We are bound by law to abide by the order requiring us to present a five-year log supply contract from our sources. But most tree plantations here in Region 10 are small farm hold-
ings which cannot meet the minimum five-year volume requirement as stipulated in EO 23,” Northern Mindanao Tree Planters and Wood Industry Federation, Inc. president Prudencio T. Plaza Jr. said. In a dialogue with Department of Environment and Natural Resources (DENR) 10 regional executive director Ruth M. Tawantawan last Monday, Mr. Plaza admitted that most of the logs they are sourcing from are of inferior quality as a result. The Northern Mindanao Tree Planters and Wood See log, page A11

Christian groups unite for 2016 polls Dad urges biz firms: SAN Juan, Metro Manila-Over 300 leaders of various Christian faith-based groups from the various Catholic, Protestant and Evangelical Communities gathered together recently in the historic Kalayaan Hall of Club Filipino in Green Hills to launch their collective action for the 2016 national elections. The Pilipino Movement for Transformational Leadership (PMTL) is the convergence of many simultaneous consultative processes that came together to consult and guide Christian voters of various denominations in choosing the right lead-
ers who can transform the Philippines into a major player in the world stage. The movement aims to muster a “Christian Vote” bloc of at least 10 million votes nationwide, according to Bishop Ruben Abante, secretary general of Bible Believers League for Morality and Democracy (Biblemode) and Bishop of Lighthouse Bible Baptist Church. PMTL’S Goals “We have come together as Christian faithful seeking to establish God’s reign in our beloved country by electing into office Godcentered and competent
servant leaders who are committed to the welfare and empowerment of the Filipino people,” said Atty. Alex Lacson, lead convenor and official spokesperson of the PMTL during the Sept. 15 launch at Club Filipino. “Ultimately, it is about giving people the power to make a discerned choice in electing leaders who truly have the interests of their countrymen as their reason for seeking public office,” Lacson added. “So we will give them a process, and a guide to make this a reality,” Lacson said. The People’s Primary A selection process called
the People’s Primary will be undertaken by the PMTL convenors. Through this process, prospective aspirants for the position of President, Vice President and Senator will be endorsed by their member organizations to the PMTL convenors, who will short-list the candidates based on the GABAYKRISTO. Hire security guards By CRIS DIAZ Executive Editor
CAGAYAN de Oro City--A local official here urged businessmen to hire private security guards in compliance with the Ordinance of the city government. City Councilor Edna Dahino, chair of the city council committee on trade and commerce, said that City Ordinance No. 128412014 mandates all high-risk business establishments to hire or engage the services of duly license security guards. “While everybody’s excited and preparing about
celebrating the Christmas season, all money couriers, those that cater to remittances, money changer shops, and others should consider the security of their businesses,” Dahino said. Dahino said that everybody must be on guard because in a condition where people are living in squalid poverty, the lure of money is so strong. “It is our duty to keep the would-be-criminals at bay not because of being tempted to commit a crime, See hire, page A11

Crime victims urged to help in filing charges against suspects By Joey Sem G. Dalumpines of PIA-11
DAVAO City--Chief Inspector Milgrace Driz, spokesperson of the Davao City Police Office urged victims of criminalities to file charges against the perpetrators. She said the police need the cooperation of victims for the due process to run. Driz said there are incidents where the victims have identified the suspects following a thorough investigation, but as investigators pursue, the victims tend not showing interest in pursuing the case. She mentioned particu-
lar incidents where the van of a cigarette company is frequently hit by robbers in the crime prone areas of Buhangin and Panacan. Driz said the police have identified the perpetrators but the victims who initially pointed at the suspects would no longer cooperate in the filing of appropriate charges to send the respondents to jail. “We urge the victims of criminalities to come out because the police are willing and capable to help you through the due process,” she pointed out. Driz said the police have extended its investigation on the protocol being imposed by the cigarette firm which might be exploited by individuals with criminal tendencies. (PIA 11Joey Sem G. After the dismissal order of Mayor Oscar Moreno was served on Nov. 12, 2015, Acenas immediately fill the vacated post. Acenas was sworn in as City Mayor accordance with the processes required by law. In other words, it was unfair to accuse Acenas of letting the mayoral power out of his hands at the time when he already has a strong grip on the helm. Acenas really wants to exercise the powers of the City Mayor. However, many suspects that something was wrong along the way. Some blamed the people around Acenas of being too lenient for
comfort. There were insinuations that at the time when the seat of the city’s power is already in the hands of Acenas, he has to absorb all kinds of “advices” that, actually, did not address the problem: Getting a stronghold of the mayoral post. Well, I refused to comment on that observation. After all, the newly created transition committee should have acted swiftly in order to, then, rise above the situation. On the night of Nov. 12, 2015, when Acenas was sworn in as the new City Mayor, there were about 100 police officers securing the City Hall premises. Nilo Castanares, the regional director of the Department of Interior and Local Government (DILG), was reportedly overheard telling Acenas that as the new city mayor, “he is now in control of the local police force.” “You can now do whatever you want, the police is now under your command,” Castanares said. then a better term should be on hand for such incident. I even suspect these same rally professionals were the same groups that caused the driving out of the American military bases in Subic and Clarkfields. Now China is threatening us on the matter of the disputed seas in the Spratleys and we start to miss the strength of America. I am truly astonished beyond imagination how these rallyists could come out in so short a time to denounce or condemn things that are good for the general public at times. The APEC summit now in our country which could bring benefits for us had been subjected to negative rallies, condemnation
or whatever. Some of these people just do not assess or evaluate the situation and blindly go into actions. This result to unfairness and plain ignorance if not stupidity. It sometimes appears that our, country is governed by demonstrations as it listens to its demands or anything they could forcefully ask. Of course, I understand that rallies are allowed in our Constitution as a way to express ourselves or show our grievance against the system but sometimes it is irritating because of its frequency that result in excessive monotony. The worse things are some of the participants in the mass action destroy public property, plants and ornaments in public places and other things that make us sorry. Further, some of these rallies are organized not for public interest but for the purpose of putting up nothing but just disturbance. No positive result just negative undertaking. As far as I can remember, there were no rallies in our country many years ago. This was unknown and unheard until the matter
took place in America on the issue of racism which was tolerable and acceptable. Today, I could hardly hear of rallies in the continent and elsewhere in European states as well as in Canada and other places. It was quickly copied by our compatriots but the sad thing is we do it almost every week and without good reason. To many people, it is a nuisance. Mendiola Street near Malacanang has become the permanent site of actions. Sometimes I think there is business behind some of these rallies - - I mean some institutions or foreign interests spend for the purpose. And because we look at them as an exercise of a freedom, we just leave them without even asking the groups their real intentions. It is detrimental to public safety, a nuisance and plain irritating. I urge the government to put up some kind of resistance and at least require the groups to explain their objectives and what good they can bring to the public before they grab a microphone and shout. Absolutely, freedom See emata, page A11

BOC offers P1-million outright reward to tipster Bukidnon • Camiguin • Lanao del Norte • Lanao del Sur • Misamis Occidental • Misamis Oriental
By GERRY LEE GORIT, Correspondent
CAGAYAN de Oro City—The Bureau of Customs (BOC) will be giving P1-million reward to tipsters in an effort to intensify the agency’s campaign against smuggling, a customs official said yesterday. Alvin Enciso, the head of the Bureau of Customs district intelligence division, said the informer’s reward system is being implemented to boost the ongoing BOC’s campaign on illegal smuggling as per instruction of Customs Commissioner
Alberto Lina. Earlier, District collector Atty. Ruby Claudia Alameda admitted that there are times that smugglers are able to pass through ports of Cagayan de Oro and Misamis Oriental undetected. “Minsan may nakakalu-

sot talaga,” Alameda said. Enciso, however, said the P1 million maximum reward for informants on smuggling will pass through a tedious process. He explained that hot cargoes must first be seized, forfeited in favor of the government—and must be auctioned before the informant is given the reward unlike the reward given by the Philippine National Police (PNP) where the reward is given after the subject was arrested. But unlike the old cash reward system where the
informant would receive 20 percent recovered from unpaid duties and taxes on smuggled goods, Enciso

BUTUAN City -- Businessman Engr. Ronnie Vic Lagnada said that with the present state of this city, there is an urgent need to put in place a new leadership and refocus programs for the citizenry’s welfare. and garbage. As a successful businessman and a trueblue Butuanon, he said he wanted to help transform Butuan into a genuine first class city. According to Lagnada, priorities should be mapped out like providing employment opportunities to enable the poor earn income and buy food for the family. A favorable business climate should be put in place to attract investments. Local and foreign businessmen may be invited to see where they can viably and profitably place their investments. He said that as president and CEO of Equi-Parco Construction Company, he

Use your tongue to speak the right things The Gospel of Jesus Christ (November27, 2015Friday) Whoever then annuls one of the least of these commandments, and teaches others to do the same, shall be called least in the kingdom of heaven; but whoever keeps and teaches them, he shall be called great in the kingdom of heaven: Remember: Teaching the laws of God to any-
one will bring us to eternal life.1Timothy 4:16”Pay close attention to yourself and to your teaching; persevere in these things, for as you do this you will ensure salvation both for yourself and for those who hear you. God appreciates anyone who works for his honor and glory. Romans 10:15” HOW BEAUTIFUL ARE THE FEET OF THOSE WHO BRING GOOD NEWS
OF GOOD THINGS. You are beautiful in your within and out because you become the mouthpiece of God on this earth. Offer your mouth to glorify God. Use your tongue to speak the right things in favors of the living God. Do not fear in proclaiming the gospel of God because this can liberate them from the slavery of Satan. Take note, evil triumphs when good men like you do nothing
The K to 12 model proposed by the DepEd is the K-6-4-2 model. This includes one year of kindergarten, six years of elementary education (Grades 1-6), four years of junior high (Grades 7-10) and two years of senior high (Grades 11-12). Under K to 12, the official school age for kindergarten is five years old, 6-11 years old for elementary (Grades 1-6), 12 to 15 years old for junior high (Grades 7 to 10), and 16 to 17 years old for senior high (Grades 11 to 12). K to 12 shall cover both public and private schools. It will be provided by the government for free in public schools and its implementation will be phased over a period of six years. According to the DepEd, kindergarten will
be made mandatory starting last SY 2011-2012. A new curriculum for grade 1 and first-year students beginning SY 2012-2013 will be devised. Senior high, on the other hand, will be offered starting SY 2016-2017. By SY 20182019, all students would have already finished 12 years of basic education before they enter college. The continuous deterioration of the quality of education in the Philippines has prompted the DepEd to push for the implementation of the K to 12 program, which entails the institutionalization of kindergarten and the addition of two years of high school in the basic educational cycle. The program has spurred a heated debate on whether it could lead to improvements or just exacerbate the present state of education in the country.

Fedil V. Ramos nga gitawag ug R.A. 8371. Ang maong balaodnon maoy naghatag ug proteksyon sa atong mga kaigsuonang lumad nga mubuhi pag usab sa kakaraanan diin ang customary laws and tradition mabalik sa atong mga Pilipino. Wala man gipasabot sa ma-
Sumala sa akong nasabtan bahin niining IPRA LAW also known as Republic Act 8371.
In a program at Barangay Maon here, where an awarding ceremony was held by the Golden RibbonMaon Homeowneers Association Phase 2 last November 20, Lagnada said he has made housing a priority program to help the poor secure a lot of their own and construct a home. Lagnada stressed that employment was an important factor in owning a house and lot. The city government has a role in this engagement by providing employment to the poor, he pointed out. Lagnada said “I think I can do it. Managing Butuan is a challenge. I started my career as a neophyte engineer. I tried to face its challenges. is beautiful if exercised well in accordance to law but if adulterated by dirty and bad motives, it becomes a non-sense action that must be prevented. We don’t have to wake up someday to realize that some of those noises in the streets are prelude to catastrophe or devastation of our nation. That some of these supposed actions are designed to create confusion and divide the citizens that would eventually destroy our integrity and honor. These early, we should be alert and try to see through the hole of a needle what is behind around us. Industry Federation, Inc. maintains members from Misamis Oriental, Bukidnon, Lanao del Norte and Misamis Occidental. Together, they operate a total of 67 wood processing plants in this part of Mindanao as of 2015. For her part, Ms. Tawantawan said her hands are tied, pointing out that they are merely implementing on what is stipulated in the guidelines issued under Executive Order No. 23 which was proclaimed in 2011. But Ms. Tawantawan vowed to forward the position papers of the group – along with the member associations – to the DENR central office for review. Momentarily, the DENR regional office will continue implementing Section 2 of Executive Order No. 23 which tasked the agency to close all sawmills, veneer plants and other wood processing plants which could not produce a log supply contract with their sources. Northern Mindanao has the largest number of wood processing plants in the country.

The GABAYKRISTO contains 20 criteria for choosing Christian leaders formulated by the PMTL which are grouped into 4 major areas: Karakter at Karangalan, Kakayanan at Abilidad, Katapatan sa Diyos at sa Kapwa, and Katotohanan sa Pamumuno at Pamunoan. Each criterion will be ranked on a scale of 1 to 5, (with 1 being the lowest and 5 the highest). The GABAYKRISTO has 100 points as the highest possible score and 20 as the lowest. PMTL voters are encouraged to undertake a Christ-centered discernment to arrive at their personal choices for President, Vice President and Senator using the GABAYKRISTO as their guide. “If we are able to make all our Christian brethren use the GABAYKRISTO in selecting our nation’s leaders in 2016, we can stand tall knowing that we have been able to achieve our objectives,” Bishop Abante said. Democracy at stake In his keynote address during the launch, former Supreme Court Chief Justice Reynato Puno stressed the need for change in our political systems and electoral process. “It is the future of democracy that is on the line in every election. In truth, it is not the unsuccessful candidate who is the greatest loser in a manipulated and fraudulent election, but we, the people, whose right to vote is desecrated,” he added. “Let us fight for the sanctity of our right to vote, lest our treasured democracy becomes simply a tyranny of the powerful which manipulates the majority,” Puno urged. The PMTL will now focus on the inviting more Christian communities and organizing The People’s Choice National Convention.
