HIROSHIMA––For the second time in the history of the peace process between the Philippine government (GPH) and the Moro Islamic Liberation Front (MILF), President Benigno Simeon Aquino III and MILF chair Al Haj Murad Ebrahim met
again in Japan last week in the hope of moving the process forward from its present critical stage of uncertainty. The June 24 meeting, held just before the President addressed The Consolidation for Peace for Mindanao (COP-6) seminar at the Sheraton Hiroshima Hotel, came amid “concerns” which, as it is now unfolding, are “very
serious concerns” that the Malacanang-proposed revisions on the draft Bangsamoro Basic Law (BBL) will render the envisioned new autonomous political entity called “Bangsamoro” less autonomous than the Autonomous Region in Muslim Mindanao (ARMM) that it seeks to replace. President Aquino sought that first ever face-to-face encounter with Murad on
August 4, 2011 in Tokyo, hoping that the peace process would be fast-tracked so that an agreement would be reached within the first half of his term (2010 to 2013) and implementation would be done within the next half (2013 to 2016). In his 17-minute speech at the COP-6 seminar on June 24, Aquino said of that nearly two-hour first meeting with Murad in 2011: “I
sometimes wonder: if that meeting did not take place, where would we be today? Fortunately, that meeting, my first face-to-face encounter with my brother Chairman Murad, was a breakthrough.” It is not clear if his second meeting with Murad in Japan is another breakthrough as details of the “15 to 20 minutes” meeting here have not been divulged. Police uncover bomb plot

AGAYAN de Oro City–– The city police here have further intensified its security plans involving all its units, following report of a very powerful bomb that may be detonated in Mindanao.
Sr. Supt. Graciano Mijares, Cagayan de Oro City Police Office (Cocpo) director, has intensified “Oplan Cath’Em” over the threat on terrorism, even as he reiterates on the possibility of the terror group’s detonation of “a very powerful improvised explosive device” (IED). Police Chief Inspector Lemuel Gonda, COCPO Plans and Operations chief,
identified the suspected terror group head as a certain Basit Usman. Gonda said Usman directed the movement of IED in Mindanao codenamed “National”. Gonda said the codename “National” could be used to describe the bomb’s size and magnitude of destructive power. Usman is identified to be a bomb-maker of Special Operations Group (SOG) of the BIAF-MILF and who now belongs to the Bangsamoro Iislamic Ffreedom Fighters (BIFF) that allied with the smaller Khilafa Islamiya Mindanao (KIM) terror cell. With this new intelligence report, all police units have been directed to maximize operations in coordination with community security stakeholders and conduct peace and order drives. “CDO should be number one in nutrition by next year,” Cagayan de Oro City Mayor Oscar Moreno said during his speech before Barangay Nutrition Scholars during the kick off program of 40th July nutrition month celebration, July 1, 2014 at City Tourism Hall. Moreno challenged the National Nutrition Council (NNC) of Region X and told them that CDO should overcome the nutrition problem of the city. He said that he is worried of malnutrition rate of the city. NFA starts selling cheaper rice in CDO’s rural villages CAGAYAN de Oro City––The National Food Authority (NFA) has started selling rice at P 27.00 per kilo in 40 rural villages here, City Councilor Yan Lam Lim, said on Monday. Lim, the president of the Association of Barangay Captains (ABC), in the city’s 80 rural and urban barangays here, said that the rice is now
displayed in NFA accredited outlets in the city’s rural villages. He said that the program is under the NFA’s “Bigasan Ng Bayan” which intends to cushion the impact of the rising prices of rice in the local market. Commercial rice in the local market now costs P 48.00 per kilo from a low of P 42.00 per kilo. “The
difference of P 15.00 per kilo of the NFA rice from the price of commercial rice is already of big help,” Lim said. He said that residents in Cagayan De Oro’s rural and urban villages should not worry since the NFA has assured consumers of ample rice supply in the local market. Lim also directed members of the ABC to
keep watch and be alert of possible hoarding of rice in their respective villages. “We have to intensify the surveillance in the villages in order to report immediately to the NFA and other concerned agencies the unscrupulous rice traders who hoard rice in their areas,” Lim added.CD/ERCEL MAANDIG

According to Tutanes, ages of the cases ranged from less than one month old to 90 years while males comprised 52 percent and females, 48 percent. Forty one percent of the cases belonged to 0 to 10 years age group, she said. Of the 1,853 suspect c a s e s , 8 5 3 we re f rom Agusan del Sur followed by Butuan City with 461 cases. Third was Surigao del Sur with 160, Agusan del Norte, 153, Surigao del Norte, 128, Bayugan City, 123, Surigao City, 111, Bislig City, 93, Cabadbaran City,
61, Tandag City, 16, and Dinagat Islands, 4. Of the 10 fatalities,
six came from Barangays Ambago (2), Amparo, Baan Riverside, Silongan
and Pangabugan in Butuan City, two from Barangay Poblacion 3, Buenavista, Agusan del Norte, and one each from Barangay Poblacion, Bislig City, and Barangay Poblacion (Bahbah), Prosperidad, Agusan del Sur. Tutanes stressed the need for family-members to adopt the 4-O’CLOCK HA BI T “S e arch and Destroy” campaign against dengue by destroying all possible breeding places of mosquitoes. She emphasized the importance of participating in campaigns initiated by barangay officials and listening and putting into action village leaders’ instructions to eliminate mosquitoes at home and in the community.

SECTION 5. IMPLEMENTING OFFICES. The Business Permits and Licenses Division of the Office of the City Mayor shall be the implementing agency responsible for the implementation of this Ordinance, specifically in the inspection of establishments in abiding thereto. The said Office shall issue the relevant implementing rules and regulations within fifteen (15) days upon approval, subject to the review and approval of the Sangguniang Panlungsod. The Office of the City Treasurer shall immediately notify in writing the Business Permits and Licenses Division on the third offense of Section 6 herein. SECTION 6. PENAL CLAUSE. Any person or establishment that violates this Ordinance shall be penalized accordingly without prejudice to the filing of appropriate charge/s to the proper court of jurisdiction: 6.1. First Offense - Administrative Fine of P1,000.00 6.2 Second Offense - Administrative Fine of P2,500.00 6.3 Third Offense - Administrative Fine of P5,000.00 and Revocation/Cancellation of Business Permit In the event that an establishment has been found to have violated any of the provisions of this Ordinance, but has not settled the corresponding fine, it shall not be entitled to renewal of application of business permits until settlement thereof. The Business Permits and Licenses Division of the Office of the City Mayor shall not grant/renew any application of the business permit of an owner or operator who has violated this Ordinance on its third offense until the expiration of the duration of the cancelled/revoked permit/license. SECTION 7. REPEALING CLAUSE. Any executive order, administrative order, ordinance, or other local issuance or provisions thereof which are inconsistent with this Ordinance or any of its provisions, are hereby repealed, amended or modified accordingly. SECTION 8. SEPARABILITY CLAUSE. If any provision of this Ordinance is found invalid or unconstitutional, the remaining provisions thereof shall remain valid and enforceable. SECTION 9. EFFECTIVITY CLAUSE. This Ordinance shall take effect after its salient features are published in a newspaper of general circulation in the City and copies thereof are posted in a bulletin board of the City Hall and in two (2) other conspicuous places in the City for a minimum period of three consecutive weeks.
AN ORDINANCE DIRECTING ALL OWNERS AND/OR OPERATORS OF FOOD-SERVING ESTABLISHMENTS OPERATING IN THE CITY BUTUAN WHICH SERVE RICE TO OFFER HALF-CUP SERVINGS THEREOF, AND FOR OTHER PURPOSES. Be it ordained by the Honorable Sangguniang Panlungsod of Butuan City in session assembled and by authority of the same that: SECTION 1. SHORT TITLE. This Ordinance shall be known as the “HALF-CUP RICE ORDINANCE.” SECTION 2. POLICY. It is declared the Policy of the City of Butuan to participate in the nationwide campaign to attain sustainable rice self-sufficiency. This is done not simply through extending support to the agricultural sector to boost productivity, but also with the complementary wise and responsible consumption of available rice produce so to minimize wastage. SECTION 3. SCOPE. All owners and/or operators of establishsments operating within the City of Butuan which serve food items and offer rice as part thereof are directed o offer RICE IN A HALF-CUP SERVING as part of the regular items in the menu. Further, all aforementioned owners and/or operators are also hereby directed to implement the following: 3.1 Price a half-cup of rice order at NO MORE THAN HALF THE PRICE OF THE STANDARD FULL CUP; 3.2 Place the half-cup of rice order in the menu, if ever available; 3.3 In case of establishments providing unlimited rice, a half-cup of rice Should be the serving provided per request; and 3.4 Post a NOTICE on the availability of rice in half-cup orders, with a contact number of the implementing office of the City Government to report the non-compliance of this Ordinance by an establishment. SECTION 4. DEFINITION OF TERMS. For purposes of this Ordinance, the following definitions shall apply: 4.1. CUP – A measurement equivalent to either of the following: - 16 tablespoons or 48 teaspoons - 1/2 pound (lb) or 225 grams 4.2. HALF-CUP - A measurement that is half the value of a CUP 4.3. ESTABLISHMENTS – as referred to in this Ordinance, shall include restaurants, hotels, fast food chains, inns, canteens, steakhouses, eateries, “carenderias,” and the like. These shall also include stands/stalls selling barbecue and other food items, for as long as rice forms part of their selection.

Education is another program created to bring advocacies on education reform closer to Filipino people. It is one strategy designed by education department in order to provide “education for all.” In realizing this, Department of Education sought supports from Philippines Business for Educa-

The drug or pharmaceutical product themselves must have barcodes. This requirement is contained in a circular issued by the Food and Drugs Administration (FDA) of the Department of Health, which is known as FDA Circular 2014-011, signed

(Maynilad) has begun the construction of its P1 billion Pasay Sewage Treatment Plant (STP) in Barangay Malibay, Pasay
City, which is designed to treat up to 46,600 cubic meters of wastewater per day. The Pasay STP can serve up to 254,000 people in the cities of Pasay and Makati. Once operational, it will help clear the Maricaban Creek that leads to the Manila Bay. Partly funded by Maynilad’s World Bank loan, the Pasay STP will use the “Activated Sludge Process (ASP)”---a technology used worldwide for wastewater treatment. But Maynilad used a more compact process for the ASP’s primary treatment to reduce space requirement since the STP was built on a small area. “We are driven to look for innovative ways to ensure the proper treatment and disposal of wastewater in our concession area. Our commitment is such that
we have allotted the largest portion of this year’s capital expenditure budget to wastewater management for programs aimed to protect the health and sanitation of our customers and the environment,” said Maynilad President and CEO Ricky P. SMART broadens wireless solutions for hospitals, businesses, enterprises M
ANILA -- Smart Communications Inc.’s wireless arm Smart Enterprise has expanded its array of wireless solutions to benefit enterprises, small and medium businesses, and hospitals nationwide. One of its new solutions, Smart M2M Health, includes two solutions that will allow hospitals to monitor their patients even from vast distances — Mobile ECG (electrocardiography) and Remote Fetal Care. The Mobile ECG solution will provide a flexible alternative to traditional ECG monitoring using a portable cardio-device with an updated SMART data SIM card, which automatically transmits
results online. On the other hand, the Remote Fetal Care solution will allow doctors to monitor the vital signs of pregnant women and their babies even from vast distances. This solution provides doctors a quick and accurate view of patients’ conditions which are useful in providing relevant care to expectant mothers delivered through a Bluetoothbased device which is simply worn. Another solution, Smart M2M PowerForm is used with the latest mobile devices that allows businesses to cut down on printing costs by routing the usual paper forms into customized digitized formats. With this solution, businesses with field operations can process applications faster by sending relevant portions of their forms to the respective business units concerned. Arnulfo A. Canda seconded unanimously, it was resolved as the Honorable Body hereby RESOLVED, to enact and adopt. MUNICIPAL ORDINACE NO. 2011-08 “AN ORDINANCE OF TRAFFIC RULES AND REGULATIONS IN THE MUNICIPALITY OF BACOLOD, LANAO DEL NORTE”.
SECTION I. PURPOSE In order to facilitate the effective implementation of said ordinance: 1. to strengthen traffic system and to adapt safety; 2. to hasten the implementations of ordinances promulgated by the SB relative to the traffic management, and safety program of the Municipality; 3. to provide for the safety of the public and to lessen the dangers and hazards of transportation and to assure a continuous and orderly flow of traffic; 4. to relieve the critical traffic congestion of the Municipality by classifying public transportation vehicle by providing for their orderly transit;
SECTION II. COVERAGE All Tricycles, Habal-Habal motorcycles, Pedicabs, and all types of vehicles that traverse the municipal roads and national highway of Municipality of Bacolod; SECTION III. DEFINITION OF TERMS a. Driver – refers to a person actually operating, running, controlling or maneuvering any vehicle in the public highway or in the Municipality. b. Operator/Owner – a person who holds the legal title of the vehicle. c. Operator and Driver’s Permit – is a document granting franchise/provisional authority to any person, who is physically and mentally fit to operate motor vehicles or tricycles within the Municipality. d. Tricycle- a three-wheeled public utility vehicle. e. Pedicab- a modified bicycle with side car which granted a permit by the LGU to transport passenger. f. Habal-Habal motorcycle- a modified single motorcycle with permit from the LGU to transport passengers. g. Registration – documents similar to that issued by the Land Transportation Office to applicants to operate motor vehicle. It shall contain full name and address of the applicant, blood type, issuing Municipality, proper or designated office, date of effectivity and expiry date of the documents. h. Franchise – a privilege granted to a person by the LGU to operate motor vehicle or tricycles. i. Proper Attire – acceptable and decent dress or attire by wearing long pants, t-shirt, shoes or sandals with straps. j. Main Street- any place or street in the Municipality where traffic is usually heavy and busy. k. Parking or Parked- is the condition of any vehicle brought to stop on the edge of a road of public place where it remain inactive for an appreciable length of time, otherwise than temporary for the purpose of and while actually engaged in the loading or unloading either freight or passenger. l. Parking Zone- is any place, part, space or portion of any public road, duly designated by the proper authorities, as ascertained ordinance of the Municipality, where a vehicle maybe allowed to stop or remain for longer length of time than merely to discharged passenger or to take in waiting passenger to load or unload a small quantity of freight with reasonable dispatch. m. Loading and Unloading Zone- a place or any part of the street designated for loading and unloading. n. Street- is any public road throughout the Municipality. o. Light Vehicle- vehicle having four wheels or less. p. Heavy Vehicle- vehicle having more than four wheels or a four-wheeled vehicle. q. Peak Traffic Hours- the prescribed time limit during morning and afternoon hours designated by official signs, and during the stopping or parking of vehicles would create hazardous condition, or would cause unusual delay of traffic, otherwise impede the flow of traffic. The usual peak traffic hours are from 6:30 a.m. to 7:30 a.m., and 11:30 a.m. to 1:00 p.m., and from 4:00 pm to 5 pm. r. Warning signs- every sign, signal, markings, barricade, device erected or place upon the street, road, highways or side walls, which is under construction or being repaired for the purpose or regulating, warning or guiding motor vehicles or pedestrian traffic by motor vehicles or pedestrian maybe had the streets, road, highway, or sidewalk. A warning sign shall include but not limited to a flag man place upon the street road or highways for the purpose of directing traffic around or upon the street, road or highway. SECTION III. REQUIRED LICENSE/ FRANCHISE/ PERMIT a. Every driver shall retain in his possession necessary documents such as registration franchise or permit to operate from the Municipal Government with necessary sticker/s, ID, and a Certificate of Inspection issued by traffic chief of the Philippine National Police. Likewise, all drivers of Public Utility Vehicles or tricycles must possess a valid and unexpired Driver’s Licensed duly issued by Land Transportation Office. b. Every motor vehicle shall retain in his possession an ID issued by the Municipality. The said ID shall contain among others the name of the vehicle driver, with signatures of the Municipal Mayor, Chairman on the Committee on Public Utility and the Chief of Police. The ID must be in the possession of the driver at all times and the same shall be display inside the PUVs or tricycle for security purposes. c. Issuance of Certificate of Safety Inspection by the Traffic Chief of the PNP. A safety inspection shall be conducted or required every year for tricycles, Habal-habal motorcycles and Pedicabs. The issuance of Safety Certificate shall be in accordance with safety requirements as herein provided, and after payment of an inspection fee of php 70.00/ year which shall be charge against the operators. d. Tricycles, Habal-Habal motorcycles and pedicabs without necessary license or permits/franchise issued by the LGU are not allowed nor authorized to load passengers in the municipal and national roads. e. The operator/driver of the Public Utility vehicles shall paint the route number with authorize route description in the front portion of the roof top of the vehicle. The lettering shall not be less than 3 inches. For the Municipal or Poblacion operator, the lettering shall be in white color with orange background. For Barangay operators such as from south-bound, the lettering shall be white with green background; For north-bound vehicles shall be printed in white lettering with maroon bakground. SECTION IV. TRAFFIC SAFETY REQUIREMENTS All public vehicles must be in good running condition or in safe mechanical condition. A reflectors, taillights, signal lights and headlights must be properly attached or mounted, and functional. A backseat guard made of belt or steel for a hand grip must be installed in all tricycles as safe device for passengers. All tricycles and Pedicabs must possess a garbage can as requirement in Solid Waste Management program. Every driver must wear proper attire and must observe proper hygiene. A no smoking policy shall be observed at all times. Drivers are strictly prohibited from using cellphone while driving. Every driver shall carry with him their professional driver’s license. All drivers shall observe the routing and rerouting during peak hours on school days to avoid traffic and to prevent accident. All vehicles shall, at all times, obey traffic signs. All vehicles shall park their vehicles at designated parking areas. All kinds of vehicles are prohibited to blow its horn within the vicinity of the school during school days and where classes are ongoing. Likewise, all kinds of vehicles are prohibited to blow horn within the premises of a church or any house of worship when there is an ongoing adoration or mass. m. No vehicles shall drive, operate or conduct any vehicle in any street or highway when such condition is overloaded or in any way dangerous or likely to meet accident or cause injury or damage to a person or property. n. No vehicles shall load a vehicle with iron steels or other materials that may strike together without proper loading that would cause unnecessary or allow any portion of the load to strike or drag upon the street or road. a. b. c. d. e. f. g. h. i. j. k. l.

SECTION V. SUMMON OR CITATION a. There shall be a citation provided by authorized Police or Traffic Officer a form of summons or citation for use inciting violators of those traffic laws, which do not mandate the physical arrest of such violators. Said summon or citation shall be printed in a form of other summons and/or citation in modern form, so designated to include all necessary information to make the same valid and legal within the traffic laws and regulations. The form and content of such summon or citation shall be prescribed by the Office of the Municipal Mayor. b. There shall be confiscation of the registration paper and franchise or permit to operate by the apprehending traffic officer after a traffic citation ticket is issued for any violation and the same shall be submitted to traffic officer for disposition appropriate to the citation. In the absence of any said documents, such motor vehicle shall be impounded by the proper authorities. c. In every case when citation is used, the original copy shall be given to the violator, and be consecutively numbered. d. FAILURE TO OBEY. Any person who fails to appear at the place or within the time specified at the summon or citation issued to him by an officer during apprehension for any traffic violation is guilty of misdemeanor regardless of the disposition of the charge of which he was originally apprehended. e. Failure to comply with the above requirement, or the driver/operator does not appear or respond to summon, within a period of seven (7) working days, the driver and the registered owner of such vehicle shall be issued a final summons ordering their appearance in court. SECTION VI. TRAFFIC ROUTES/SIGNS/PARKING/LOADING AND UNLOADING AREA a. It is unlawful to remove, alter, deface, injure or destroy traffic signs, signals and equipment in the Municipality or in any place of the Municipality or in any place of the Municipality where they are officially installed. It shall be likewise, for any person, except those authorized by Chief of Traffic Division, Traffic Engineer to remove, alter, deface, injure, knockdown or destroy any traffic signs, signed equipment or any traffic device officially installed in any street of the Municipality of Bacolod, Lanao del Norte. b. There shall be penalties and criminal liabilities for any unauthorized removal or alteration of traffic sign, signals and equipment installed in any street, or in any place in the Municipality of Bacolod, Lanao del Norte where they are officially intended. c. Designated parking zone for tricycles, Habal-Habal motorcycles and Pedicabs shall be established by the LGU. All tricycles and Pedicabs shall park and load passengers at market area, and all Habal-habal motorcycles shall park and load passengers at Laubach road near the Laubach Institute. All drivers/operators of motor vehicles shall pay parking fee of php 2.00 per day at said designated parking areas. d. A One-way traffic scheme in all school zones must be observed at all times specifically at ingress and egress point of students, during peak traffic hours of school classes. Traffic enforcers shall be responsible for the establishment of appropriate signs indicating such regulation. e. Habal-Hahal operators are only allowed to traverse from and to Laubach Institue and upper barangays of Mate, Pagayawan, Delabayan, Alegria, Babalaya, and Kahayag. SECTION VII. IMPOUNDED VEHICLE a. Traffic enforcers shall impound vehicles, including tricycles and Habal-Habal motorcycles, on the following conditions, to wit: a.1 Tricycles, Habal-habal motorcycles, or Pedicabs without franchise or permit issued by the LGU or “Colorum” vehicles; a.2 Vehicle on traffic accident which, pending investigation or court order, shall be impounded at designated impounding area. b. An impounding fee of php 10.00 per day for tricycles, habal-habal motorcycles, and pedicabs; php 50.00 per day for four-wheel vehicles; php 100.00 per day for heavy vehicles shall be charged against the operator/owner. SECTION IX. ENFORCEMENT The enforcement of traffic rules in the highway or street of the Municipality shall be under the supervision, control and direction of the Municipal Mayor as Honorary Chairman and the Public Utility Chairman of Sangguniang Bayan who shall act through the PNP traffic division of this Municipality.
SECTION IX. PENALTY Any person found violating any of the above provisions shall be imposed by the following penalties: First Offense - Confiscation of Franchise permit for tricycles, Habal-habal motorcycles, and Pedicabs, and/or fine of Php 100.00. Second Offense - Confiscation of Franchise permit for tricycles, habal-habal motorcycles and pedicabs, and/or fine of Php 200.00. Subsequent Offenses- Cancellation of franchise or permit for tricycles, habal-habal motorcycles and pedicabs and and community service for Six(6) hours, and /or fine of Php300.00 SECTION X. EFFECTIVITY. This ordinance shall take effect fifteen days (15) days after publication in Three(3) conspicuous places and upon approval by the Sangguniang Bayan.
SECTION XI.REPEALING CLAUSE. All ordinances and regulations or part thereof, whose provisions are in conflict with, or contrary to, the provisions of the ordinance are hereby repealed, amended or modified accordingly. January to May this year has reached USD 1.68 million, which translates to an almost 38 percent increase compared to the same period last year of USD 1.22 million export value. Arnuco has attributed the continuous rise in export value figures to the excellent performances of two of the biggest exporting enterprises in the Zamboecozone namely the Seachamp International Export Corporation (SEIC) and CTK Asia Rubber Corporation (CTK). Arnuco said SEIC is a Filipino-owned and a wholly export-oriented company engaged in the processing, manufacturing and export of process marine products, specifically octopus and sillago fish. He said SEIC exports its products to the United States of America, Thailand and Mexico. He said the Koreanowned CTK Rubber Corporation is engaged in the processing, manufacturing and export of technically specified natural rubber exclusively to South Korea. He said the processed rubber is primarily used in the production of rubber tires in Korea and in turn is exported around the world. Good business climate attracts investors in Zamboanga del Sur

AGADIAN CITY – The Department of Trade and Industry said the bullish business climate in Zamboanga del Sur, including its capital Pagadian City, has generated an increase in investments resulting to more job opportunities and an improved economy.
It said for the month of June alone, it has registered over 1,000 new business names. “We have already accomplished 82% way above the 50% we are targeting and we hope to double this accomplishment b efore end of this year,” said DTI Provincial Director Maria Socorro Atay.
She said the increase in business name registration was due to the participation of local governments through the Business Permit and Licensing System or BPLS which was in partnership with the Department of the Interior and Local Government. BPLS refers to the
procedures followed by cities and municipalities in processing business permits which must be secured by business owners so they can operate legally in a locality. It also aims to help local governments improve revenue generation and reduce time and resources spent in business processing. It provides complete information base on business enterprises in the localities and at the same time reduce graft and corruption and promote good governance. “Under the BPLS, local government units will
not issue business permits without DTI business name registration. It is one way also of helping the local governments in streamlining the system of business permit to legalize the existing business establishment in their locality, including those who are planning to engage in business,” Atay said. New approach on child trafficking for drugs urged D By TYRONE A. VELEZ, Davao Today
AVAO CITY – Child’s rights advocates said the city needs to review its way of handling the rising problems of child trafficking. This as three children acting as runners for illegal drugs were caught by police last week.
Elements of the Criminal Investigation and Detection Group staged separate buybust operations that caught a 10-year old girl and her 9-year old brother, another 10-year old boy selling a total of 50 grams of methamphetamine hydrochloride or “shabu” worth P 150,000. The children said they were originally from Marawi City in Lanao del Norte but are now living in Quezon Boulevard, a community which authorities tagged as a lair of criminal elements. Child Alert Chairperson Bernie Mondragon noted that in a fast urbanized city like Davao City, poor families especially those migrating from provinces have been more vulnerable
to trafficking into illegal drugs trade, prostitution and crime. He said he is concerned how City Mayor Rodrigo Duterte constantly blames the Juvenile Justice Law for thwarting the local government and police’s effort to stop minors from involvement in crime. “Trafficking of children is sad. But it would be ironic to put blame on the children. That’s misplaced anger coming from some sectors here in local government,” he said. Mondragon said what is at fault is how Duterte and city officials are treating this news as a peace and order problem. City Councilor Leah
Librado, who heads the council’s committee on children’s concerns, proposed that schools and barangay officials have to be more involved in advocacy and monitoring on trafficking on children. “There is a need to strengthen the campaign against trafficking and educate the community against it and all forms of abuse against children. Schools and barangays have vital roles in education campaign and advocacy,” she said. Librado added that the cases of the three children have to be investigated further including the circumstances why the children were recruited. She reminded law enforcement agencies to pursue such cases with awareness on child rights. “L aw enforcement should also be accompanied by rights-based imple-
mentation of the law,” the councilor said. CIDG operatives said they have one suspect on the source of the illegal drugs peddled by the kids. Edilberto Lenoardo, assistant director of Davao Region’s CIDG, said it is disturbing that he noticed the children were aware they were doing illegal things and that they had suspected they were dealing with police operatives in disguise. Mondragon stressed it is high time that Davao City implements a provision of the amended Juvenile Justice Law to build a Bahay Pag-asa (House of Hope) to serve as center for the government’s juvenile rehabilitation program. Comelec says only few voters have registered in Davao DAVAO CITY – The Commission on Elections office in the city has fallen short of its target to register at least 1,000 new voters daily since the start of registration on May 6 for the 2016 elections. Lawyer Danilo Cullo, election officer of Comelec Davao City First District, said Monday that despite barangay notifications, only 4,287 new voters had registered from May 6 to June 1. He added that at least 1,000 voters should register daily for the three districts in the city. The Comelec has targeted to register some 1.5 million young voters in Davao City. The Davao Region has 10,980 new registrants, including those who would vote for the first time in 2016. The biometrics registration for old voters who
either lack biometrics or have none at all also started on May 6. Cullo said the city has 300,000 such voters but as of June 1 only 11,537 had come to have their biometrics taken. Republic Act 10367 or the Mandatory Biometrics Registration Act of 2013 provides that voters without biometrics and those with incomplete biometrics data will be removed from the voters list and can no longer vote in the May 2016 elections. Cullo said the number of voters will decrease because of the lack of biometrics. In 2007, the files of Comelec Davao were corrupted causing the loss of biometrics data, although the voters list was preserved, he explained. He said he could not give a hundred-percent

What is certain is that Murad, accompanied by MILF peace panel chair and Bangsamoro Transition Commission (BTC) chair Mohagher Iqbal, raised with the President the MILF’s “concerns” about the Malacanang-proposed revisions on the 97-page Bangsamoro Basic Law amid reports that the BTC draft had been “watered down.” Murad declined to disclose details about their “concerns” but told MindaNews “inisa-isa ko sa kanya yung concerns” (I cited the concerns one by one). He declined to say how many “concerns” they raised. He said the President told them he cannot answer them then, that he would check with those who reviewed the draft and promised to look into these “concerns.” “Heavy diluted” The MILF received a copy of the Malacanangreviewed draft containing the proposed revisions on June 21 in Manila, one day short of two months after its submission. Mu-
rad and Iqbal were briefed by their legal team about Malacanang’s proposed revisions evening of June 22, in Hiroshima. Both were scheduled to speak at the seminar the next morning. The proposed law was drafted by the BTC whose 15 members -- eight from the MILF, seven from the GPH -- the President appointed in February last year. The BTC submitted its draft to the Office of the President on April 22, expecting it would be sent to Congress and certified as urgent by the President, when Congress resumed sessions on May 5 but until it adjourned sine die on June 11, the draft 97-page, 18-article draft was still with Malacanang. The draft has not been made public since its submission on April 22. Only the BTC, the peace panels and Malacanang are privy to its contents and the contents of the Malacanang review. But BTC chair Iqbal in his June 26 speech in a forum in Istanbul, Turkey, said the draft BBL “mainly copy-pasted the essential elements of the CAB.” Secretary Teresita Quintos-Deles, Presidential Adviser on the Peace Process, had explained at the opening of the International Conference of Cotabato at the Notre Dame University on June 6 that the draft was undergoing a “thorough process of review” by the Office of the President to ensure Congress gets a “more refined and strengthened” draft. The political roadmap, she said, is “firmly in place and we are fully confident that we are installing a process which will ensure, within an acceptable and doable time frame, that the BBL which will be enacted by Congress, will live up to people’s expectations as a measure worthy of broad-based support, and one that is faithful to our Constitution.” In the same Cotabato conference, Senate President Franklin Drilon, in a message read for him by Cardinal Orlando Quevedo, assured the Senate’s support to the peace process and committed to pass a “unifying and integrating” Basic Law. As it is turning out, the “more refined and strengthened” draft the MILF received from Malacanang on June 21 is apparently not acceptable to the MILF. Although Murad and Iqbal in their speeches at the seminar on June 23 kept mum about the state of the draft BBL -- opting instead to just providing hints about the problem -- Iqbal broke his silence during a forum on the peace process in Istanbul, Turkey on June 26, a copy of his speech posted on the MILF’s website on June 29. Malacanang’s proposed revisions, he said, “heavily diluted the original proposal coming from the BTC.” He said their lawyer commented that the law

that would come out based on Malacanang’s proposed revisions, “would be worse than RA 9054,” the law that supposedly expanded the ARMM, the regional body created under the administration of Corazon Aquino, purportedly in pursuit of the 1987 Constitution provisions on the establishment of an autonomous region in Muslim Mindanao and the Cordillera. Critics and the incumbent President Aquino himself had referred to the ARMM as a “failed experiment.” RA 9054 was supposed to be the legislative act embodying the provisions of the 1996 Final Peace Agreement with the Moro National Liberation Front (MNLF) but the MNLF led a boycott of the 2001 plebiscite on the supposed expanded ARMM, claiming that the law Congress passed rendered the ARMM less autonomous than it already was.
