7 dead, 2 missing in Bukidnon flash floods

CAGAYAN de Oro City-Seven died while two are still missing as floods swept six barangays in Bukidnon province this week, authorities said Thursday.

Valencia City Mayor Azucena Huervas said rescuers recovered five of the eight missing on Wednesday and the two others accounted Thursday morning.

Hurvas said rescuers are still searching for the two other missing persons.

Suspect in Pikit blast falls PIKIT, North Cotabato––A church bombing suspect who is considered this town’s most notorious criminal was arrested after an informant tipped off his location to local police.

Inspector Sindato Karim, the town’s police chief said Mastur Edu Akil did not resist arrest after they surrounded the house in the poblacion where he was staying, around 7:30 on Wednesday night.

Akil is facing murder, multiple murder, car theft and several other cases.

He was tagged as the mastermind of the bombing of the local United Church of Christ of the Philippines that killed two persons and wounded three others.

The bombing occurred sometime in October 2014 while a prayer meeting was going on.

Karim said they began tracking down the suspect after the local court issued arrest warrants for him.

Aside from the church bombing, Akil was also implicated in the slay try of a local policeman and the killing of a local media man.

The suspect is temporarily detained at Pikit municipal police station.

“It captures the original thinking of the organization that cooperatives are a movement of people, who are able to develop themselves and their communities, and that cooperatives have to work together if they are to contribute effectively to the economy and to society as a whole,” said the group in a press statement.

Coop’s profile The organization started with

the founding of the Southern Philippines Educational Cooperative Center (SPECC) on August 9, 1966 in Cagayan de Oro City.

At that time, the statement said, credit unions, consumer cooperatives, housing cooperatives and other types began to take root in certain parts of Mindanao, particularly Misamis Oriental, Bukidnon, Camiguin and Davao.

They needed education and training to support their early

development activities and so organized SPECC. By 1973, the coop movement had spread to almost every part of Mindanao and so they formed the Mindanao Alliance of SelfHelp Societies or MASS. In 1984, the two organizations merged to form MASS SPECC Cooperative Development Center, which is now the biggest regional cooperative federation with 291 member-cooperatives in Mindanao.

No BBL interpellation again; session adjourned due to lack of quorum again

DAVAO City––The interpellation period for the substitute bill to the Bangsamoro Basic Law (BBL) did not resume for the second day on Wednesday for the same reason it did not on Tuesday: lack of quorum.

The period of interpellation for the substitute bill, House Bill 5811 or the Basic Law for the Bangsamoro Autonomous Region, was

scheduled to resume on August 4 but Tuesday’s session was adjourned shortly before 6 p.m. due to lack of quorum. Wednesday’s session was again adjourned at around the same time due to lack of quorum.

Speaker Feliciano Belmonte Jr. was admitted at the St. Luke’s Medical Center Wednesday to manage what turned out to be a dengue infection.

In a press statement, the House Speaker extended his apologies for any speaking engagements, courtesy calls and appointments he may have missed during the week as he is currently indisposed.

Belmonte said that he had been feeling ill since Monday morning but continued with work until he ran a high fever later that same night.

His symptoms turned worse the following day so he had to be finally admitted at the hospital Wednesday.

Belmonte has since continued to remain there so that he may recover faster under excellent care and with complete rest.

In the meantime, Congressional Spouses Foundation, Inc. president and Quezon City Vice Mayor Joy Belmonte assured everyone that his father’s condition “is nothing serious and the Speaker is doing well under the care of his doctors.

Immoral It is when government functionaries make public service slave to partisan politics that the whole idea of public service is bastardized.

Take for example the decision of the Land Transportation Office (LTO) to fix the current motor vehicle license plates even if it ain’t broke by having it changed with a new one. The move just succeeded in painting that it is being carried out purely for partisan political fund raising purposes. The Department of Transportation and Communications (DOTC) in this regard is simply lending a hand to enrich the Liberal Party’s (LP) war chest.

Another example to this immoral move on the part of government functionaries to fix something even if it ain’t broke is the decision of the same national line agency to change the group that maintains the Metro Rail Transit (MRT) in Manila with another resulting in the breakdown of the rail company’s trains.

the MRT was given to a newly-formed maintenance company whose officials are close to the powers-that-be that awarded such contract.

It is indeed very revolting to find government service made slave to the interest of public officials or when it is made subservient to the partisan interests of certain political parties that control political power at the moment.

In the case of the LTO decision to change the license plates of motor vehicles without any rhyme or reason, it simply boomeranged on the agency. It only succeeded in exposing a rotten thus corrupt intention which

is to raise funds to fill up the war chest of the party in power in preparation for 2016.

This move is actually no different from the alleged corrupt ways employed by the Binay’s in Makati to raise much needed funds to attain their partisan political intentions in Makati and in the entire country in the case of the vice president.

The rotten intention that moved the LTO to order the replacement of the current motor vehicle license plates with new ones would not have been exposed if not for the fact that the new plates were proven of inferior quality to the previous one. Even the supposed security measures that the new plates carry with them have been discovered to be not true thus making the claim without any basis in truth and in fact.

Now that the coaches of the MRT have been conking out one after the other, it is the riding public that is being made to suffer. Long queues of passengers reaching as far as half a kilometer at the terminal in North Edsa have become the daily

fare because the number of trains still working simply can’t accommodate the number of passengers needing to be ferried from that end to the opposite end on Taft Ave. in the South.

But the government response to this agonizing situation is for the employees who are late for work to ask for pro-forma letters from MRT that the sorry state of the rail system is the culprit. This letter is, however, not a guarantee the employer will honor it.

If this is not rubbing salt to the wound, pray tell what is.

This new tack in raising political funds, a source told me, is being adopted because President Aquino reportedly put his foot down to the customary practice of raising such fund from the Bureau of Customs. If you are going to ask me if there is truth to this, I really don’t know. But these are the talks circulating around coffee shops.

Neither Fortun nor Amante had confirmed their alleged “split”. However, latest unconfirmed reports have it that the two top local political leaders here had allegedly reached an “agreement” to support a common candidate for this city’s top post. Amante was reportedly, not running for reelection next year.

Everything will be made clear as Fortun is expected to reveal his political moves for the 2016 elections before city and barangay officials as well as local Liberal Party leaders and supporters today to celebrate his 44th birthday.

optical, legal and other services to his constituents in San Isidro, Las Nieves, Agusan del Norte last August 4, and at the Provincial Capitol Covered Court here ahead of his birthday. In line with his Gasa Pasalamat: Programang Pangkatawhan, the young solon has traditionally been giving free services to Butuanons and Agusanons for more than eight years now.

Brunei and Malaysia have already been connected through a terrestrial structure.

The project aims to make internet speed on the island faster and lower down the cost by at least 30 percent.

At present, Mindanao is served by giant telephone companies such as Globe Telecom and Smart Communications to Luzon, which resulted in high cost of internet and slower speed due to proximity.

The target completion for this project will be in 2017. It will initially service the Autonomous Region in Muslim Mindanao (ARMM) and later cover the entire island.

The head-end facility of the submarine cable will be in Parang, as the project’s proponent in the Philippines EA Trilink Corp. got the franchise from the ARMM, which explains why the additional bandwidth of 1 terabyte that this project will provide will be exclusive to Mindanao.

“The ICT is already an enabler in other countries.

This is not a very big investment as compared to airport in order to connect Mindanao to the rest of the world,” Celorico said.

Celorico, who heads the Brunei-IndonesiaMa l ay s i a - P h i l ippi n e s East Asean Growth Area (BIMP-EAGA) ICT cluster, considered the cable system project critical to

the success of the subregion, by linking them up together through better internet connectivity, and eventually to the world.

This development will also position the province as the next Business Process Outsourcing hub of the Philippines, according to Lawyer Samuel Matunog, president of the Information and Communications Technology (ICT) Davao Inc. He considered the project as the peace dividend from the government and the private sector to the province long disturbed by the armed conflict between the government and Moro rebels.

ICT Davao vice president Lizabel Holganza said the challenge now for the ARMM is to develop

local talents and improve security so as to attract investors to the region.

Lowering down the cost of internet will develop the small and medium enterprises in the long run, she said.

The Best Cable System will be inaugurated during the Livelihood Exchange (LIVEX) 2015 at the SMX Convention Center Davao from August 18 to 21, 2015.

Celorico and Matunog signed a memorandum of agreement yesterday for the holding of the fourday LIVEX 2015.

The BIMP-EAGA ICT Cluster and Chief Executive Officers Forum is a regular inter-governmental conference to initiate and assess the ICT projects within the region.

Holganza previously said the Philippines will share proposed projects that can be adapted in other countries within the subregion. AEV and BPI achieve third largest corporate bond issue in the Philippines MAKATI CITY, Metro Manila -- Aboitiz Equity Ventures (AEV) is set to list its second retail bond offering on August 6, 2015, raising P24 billion, making it the largest retail bond offering this year to date and double the size of the next largest issue of the year. The bonds were offered in three tranches, with tenors of 5.25 years (Series A Bonds), 7 years (Series B Bonds) and 12 years (Series C Bonds). CAGAYAN de Oro City--A village official has threatened to file graft charges against highway and city officials for failure to implement an order stopping an illegal quarrying here.

William Guialani, a former village chief, said Thursday that the Department of Public Works and Highways (DPWH) has already issued a “cease and desist order” against a certain Allan Galangke for quarrying near public work or structures.

Gabriel Guinitaran, assistant DPWH district engineer, on April 22, 2015 issued the “cease and desist order,” including the immediate removal of the stockpile of sand and gravel near the Maharlika Bridge in Cagayan De Oro City.

Constructed in 1970 under the supervision of the DPWH, the “Maharlika Bridge” is the busiest among the six bridges spanning the Cagayan De Oro River.

In issuing the “cease and desist order,” the DPWH cited violations of Administrative Order No. 201021 of the Department of Environment and Natural Resources (DENR), which prohibits “extraction, removal and/or disposition of materials within the distance of one kilometer from the boundaries of any public work or structure.”

Guialani said that aside from violating the existing DENR prohibition, the proprietor of the quarrying activities near the public bridges in Cagayan De Oro has not obtained an Environmental Clearance Certificate (ECC).

He said that the DPWH should effectively implement its “cease and desist order.” Thus, the DPWH should be accountable for Galangke’s continued defiance of a legal order.

Guialani also said that he would include city officials, particularly the city’s local environment and natural resources officer in the graft case, for continually allowing the quarrying operations in spite of the DPWH order.

DPWH stops quarrying at foot bridge

TOP official of the Department of Public Works and Highways (DPWH) in Region 10 has ordered a halt to quarrying operations undertaken at the foot of Maharlika bridge in this city of Cagayan de Oro. In an order issued last April 22, assistant district engineer Gabriel Guinitaran ordered a certain Allan Galangke of barangay Camaman-an, this city to “have the stockpile near Maharlika bridge be removed immediately.”

Guinitaran argued that the area

in question was a violation of DENR Administrative Order No. 2010-21 in particular Section 79a which states: No extraction, removal and/or disposition of materials shall be allowed within a distance of one kilometer from the boundaries of any public work or structure unless the individual or entity obtains a clearance from the Department of Public Works and Highways (DPWH), the government agency mandated to ensure the safety of all public infrastructure facilities.

Maharlika Bridge, the busiest among the six bridges spanning the Cagayan river which was constructed

in the 1970s, is under the supervision of DPWH. Guinitaran further pointed out that Galangke only has a sand and gravel dredging permit and his application to dispose of quarry operations is still pending.

Upon learning that DPWH has issued a cease and desist order, former Taglimao barangay chair William Guialani immediately wrote a letter strongly urging Mines and Geosciences Bureau (MGB) 10 Rex Monsanto and city local environment and natural resources officer Edwin Dael to act on the matter.

Councilor Marissa P. Salvador-Abella, chairperson of the committee on agriculture and food, made the call in her privilege speech, saying that the region is the biggest cacao producer in the country, supplying about 80 percent of the requirement.

She said she will propose a resolution supporting Davao Region as Cacao Capital of the Philippines.

The entire region has 19,000 hectares planted to cacao while Davao City takes the largest chunk having around 6,060 hectares.

“Davao City is likewise home to award-winning chocolate maker, Malagos Chocolate, and supplier of Askinosie Chocolate owned by social entrepreneur Shawn Askinosie,” she said.

Last Friday, the Mindanao Development Authority (MinDA) and Department of Agriculture (DA) signed a memorandum of agreement (MOA) to implement Cacao Double-Up Program during the Regional Cacao Congress.

The program is aimed at increasing by two-folds the industry goal from 100,000 metric tons of fermented cacao beans to 200,000 MT by year 2020.

Pentagon: Global instability is new norm due to climate change

AS planet Earth keeps warming, global instability is becoming the new norm as climate change will worsen already violent disputes over meager resources.

In a 14-page report to the US Congress publicly released on July 23, the Pentagon said that climate change will have its greatest impact on areas most prone to instability and bloodshed, areas where conflict over resources are ongoing.

To address the growing instability, the US military has equipped its Geographic Combatant Commands (GCCs) all over strategic areas of the world to address

climate change in those parts.

“GCCs generally view climate change as a security risk because it impacts human security and, more indirectly, the ability of governments to meet the basic needs of their populations.

Communities and states that are already fragile and have limited resources are significantly more vulnerable to disruption and far less likely to respond effectively and be resilient to new challenges,” the US Department of Defense said in its report entitled National Security Implications of ClimateRelated Risks and a Changing Climate submitted in response to the Congressional request to identify the most

serious and likely climaterelated risks in relation to US national security.

The US Department of Defense also said that “global climate change will have wide-ranging implications for US national security interests over the foreseeable future because it will aggravate existing problems — such as poverty, social tensions, environmental degradation, ineffectual leadership, and weak political institutions — that threaten domestic stability in a number of countries.”

“Case studies indicate that in addition to exacerbating existing risks from other factors (e.g., social, economic, and political fault lines), climate-induced

stress can generate new vulnerabilities (e.g., water scarcity) and thus contribute to instability and conflict even in situations not previously considered at risk,” it said.

The report also admitted that the Pentagon has created practically a global military organization comprising the African Command, Central Command, Pacific Command, Northern Command, as well as the European Command — all of which are equipped to wage war and implement different types of operations in response to human, as well as natural disasters — and provided little-known details about how each of these GCCs is addressing climate change in the part

of the world where they oversee operations.

In explaining the existence of the GCCs, the Pentagon said that “the Department of Defense’s primary responsibility is to protect national security interests around the world.

This involves considering all aspects of the global security environment and planning appropriately for potential contingencies and the possibility of unexpected developments both in the near and the longer terms.”

It is a fact that the LTO and the MRT are agencies under the DOTC thus making that line agency suspect in this effort at raising funds for partisan political purposes. Besides, the head of this national line agency is an official of the ruling party. And he is more of a politician than a technocrat unlike Singson.

The whole point of this is that it is never good for public service or government function being made slave to partisan political intentions. Such service or function will surely end up abused and never used to advance the interest of the greater number but to the interest of a few political animals.

By the way, I don’t know if there is a correlation to the fact that the DOTC used to be headed by outgoing Interior and Local Government Secretary Manuel “Mar” Roxas II, the LP presidential candidate for 2016 who Aquino anointed as his successor.

Honestly, I just hope the candidacy of Roxas is not the reason for the change of the motor vehicle license plates and the awarding of the MRT maintenance contract to a group very much identified with the ruling party. If the people discovers that there is truth to this, Roxas can then bid goodbye to his presidential ambitions.

She said that the children were on their way home and were crossing a culvert when carried by the flash flood Tuesday.

She said that the flash flood affected hundreds of families in the city’s lower areas in the Guinoyoran and Tugaya but most of the victims came from the Poblacion.

In its report, the National Disaster Risk Reduction and Management Council (NDRRMC) said nine were drowned due to heavy rains brought about by the Intertropical Convergence Zone (ITCZ) and Southwest Monsoon.

The NDRRMC identified the fatalities as Baby Rose Z. Batisil, 9; Dalia mae Lozano, 7; Jielove Badoy, 6; Gina Eroisa, 25; John Francies Dumaog Eroisa, 6 months; Epefaniio Canyamu, 23; and Virgilio Telin.

It said two are still missing. They are seven-year-old Bobsky Z. Batisil, and Eddie Eroisa, the husband of Gina.

Huervas said 157 families were affected by flashfloods

in Barangay Poblacion. She added 18 families were left homeless and are still living in an evacuation center.

Some families who have evacuated to the city’s evacuation centers have already gone home on Thursday, Huervas said.

Other affected families in Valencia City include Barangay Guinuyoran, one family; Barangay Tugaya, three families; and 50 in Barangay Sugod.

At least 200 families were also affected by flashfloods in sitio Panamuan in Barangay San Jose and 15 families in Purok 4, Lalawan, Barangay Linabo, all in Malaybalay City.

In 2009, three people also went missing when a flash flood struck Valencia City when Typhoon Ondoy battered Mindanao that year.

entity called “Bangsamoro” that government (GPH) and the Moro Islamic Liberation Front (MILF) had agreed in their October 15, 2012 Framework Agreement on the Bangsamoro (FAB) and March 27, 2014 Comprehensive Agreement on the Bangsamoro (CAB), to replace the Autonomous Region in Muslim Mindanao (ARMM) by June 30, 2016.

Congress leaders had earlier vowed to pass the BBL by September because the filing of certificates of candidacy for all those who are running for elective posts — local, regional (ARMM) and national — in the nationwide synchronized elections scheduled on May 9, 2016 is scheduled on October 12 to 16.

When it suspended interpellation on June 10, only eight of 38 representatives who had signed up, had finished their interpellation since it started on June 2.

But other priority measures such as the 2016 budget and the seemingly perennial problem of lack of quorum will likely reduce further the number of days left to complete the interpellation, period of amendments, and other steps involved in the legislative process.

As of August 5, HB 5811, which has been criticized by various sectors as producing an autonomous entity that is “less than the ARMM” that the Bangsamoro seeks to replace, has not been certified urgent by President Aquino.

“Original form” The Bangsamoro Transition Commission (BTC), the joint GPH-MILF body created by Executive Order to draft the BBL, passed a resolution on July 29 to support the passage of the BBL “in its original form,” or what was House Bill 4994 and Senate Bill 2408, in effect rejecting HB 5811.

The BTC, composed of eight representatives from the MILF and seven from government, submitted the

“mutually agreed” draft BBL to Congress in ceremonial rites in Malacanang on September 10, 2014.

The BTC said the provisions of HB 4994 / SB 2408 are “consistent with the letter and spirit of the Comprehensive Agreement on the Bangsamoro and the peace talks.” It also said this draft BBL “is the most appropriate version based on the FAB and CAB and considering that it is the one that underwent the legitimate process of consultation with the people and engagement with the Office of the President.”

The draft BBL took several versions until the framers, as well as Malacanang, came up with what President Aquino had earlier referred to as a “mutually acceptable” draft or what became HB 4994 and SB 2408.

On July 25 or two days before President Aquino delivered his sixth and last State of the Nation Address (SONA), MILF chair Al Haj Murad Ebrahim told reporters in Camp Darapanan in Sultan Kudarat, Maguindanao, that he expected the President to “reiterate his commitment to support the passage of an undiluted BBL and we hope through this SONA, he could enlighten more those who are still opposing the BBL.” In his SONA, President Aquino mentioned BBL on the 88th minute of his 130-minute speech, referring to it as an important measure (“pangunahin” was translated into English by the Official Gazette as “the most important of these”), but did not impress upon Congress the urgency of the measure.

Instead, he challenged those who oppose it to propose a better alternative.

At the Supreme Court, petitions have been filed by the Philippine Constitution Association and a former Negros Oriental representative, to have the FAB and CAB declared “unconstitutional and void.”

Sneak preview of Marcos’ bill At the Senate, Senate President Franklin Drilon told reporters after their caucus on Monday morning that the Committee on Local Government’s report on the BBL will be submitted on August 10 and the substitute bill sponsored on the floor on August 11 but interpellation will begin only on August 17 “to give the senators time to study carefully all the proposals.”

But no deadline has been set for the termination of the interpellation, Drilon said, according to the transcript of the interview posted on the Senate website.

Senator Ferdinand Marcos, chair of the Committee on Local Government had said in a privilege speech in early June that SB 2408 in its present form and substance would “lead us to perdition.”

According to a press release posted on the Senate website on August 5, Marcos gave the Third Party Monitoring Team (TPMT) on August 4 a sneak preview of the substitute bill his committee will file on August 10, Under the FAB, the TPMT, led by former European Union Ambassador Alistair MacDonald, with members from two international and two local NGOs nominated by the GPH and MILF peace panels, is tasked to monitor the implementation of the GPH-MILF peace agreements.

“I promised that I would have the committee report on Monday. I will sponsor the substitute bill within a day or two and I will provide the senators copies of the substitute bill for them to study. Then we will come back, maybe the next week, and the interpellation process will begin,” Marcos was quoted by the Senate press release, as saying.

Marcos said that in crafting the substitute BBL, he tried to adhere to the spirit of FAB and the CAB. “The underlying principle of our decision has always been, if we can give it to them, give it to them.

If it’s illegal, we can’t give it to them no matter how much we may want to. If it’s unconstitutional, we can’t do that either. If it’s impossible to administer, then there’s no reason to do it because there’ll be chaos,” Marcos said.

Marcos also told the TPMT that his substitute bill will not be “less than ARMM.” “If ever, we can enhance, but we cannot diminish from ARMM. So the provisions in terms of power sharing, in terms of shares in national wealth, in terms of local shares, none of them are lower and some are higher than ARMM,” he was quoted as saying.

The press release also said Marcos “invited the TPMT to the room where he and his legislative staff were meeting to finalize the

substitute bill and showed them that his proposed amendments were actually based on the draft BBL.” Marcos also told the TPMT that his bill would include provisions on weapons decommissioning. But the committee chair said he cannot predict how long the floor debates on the BBL could last since he expects most senators to raise questions on the provisions of the substitute bill.

The GCCs, the report said, also cooperate to build partner nations’ capacities and abilities “to reduce risks and implications from environmental impacts and climate change, including severe weather and other hazards” through (1) building infrastructure such as emergency operations centers, disaster response warehouses, disaster shelters, and construction of dams for hydro-electric power; (2) training; to provide disaster management and response personnel with the knowledge and skills to meet the basic needs of the populace in coordination with in-country security cooperation officers and the USAID; and (3) equipping; GCCs support the delivery of non-governmental organization (NGO) emergency donations through the Defense Security Cooperation Agency’s Funded Transportation Program and Denton Program.

Last February, the Pentagon issued the National Security Strategy that clearly states that “climate change is an urgent and growing threat to our national security, contributing to increased natural disasters, refugee flows, and conflicts over basic resources such as food and water.”

The Pentagon said last year that climate change is a threat multiplier, meaning that climate change has the capacity to engineer and escalate conflict globally.

“GCCs assess that, in line with the Intergovernmental Panel on Climate Change (IPCC) conclusions, climate change will have the greatest impact on areas and environments already prone to instability, which aligns with DoD’s wider assessment of climate change as a threat multiplier,” the July 23 report said.

To address the threat, the Pentagon released in October 2014 the 20-page Climate Change Adaptation Roadmap, which some climate change expert de-

scribed as “a chilling acknowledgement of things to come — a worst case scenario guide to reality.”

The Roadmap acknowledged that “rising global temperatures, changing precipitation patterns, climbing sea levels and more extreme weather events will intensify the challenges of global instability, hunger, poverty and conflict. They will likely lead to food and water shortages, pandemic disease, disputes over refugees, resources and destruction by natural disasters in regions across the globe.”

The Roadmap identifies three overarching goals, (1) to identify and assess the effects of a changing climate on the Department’s infrastructure, mission, and activities; (2) to identify, manage, and integrate climate change considerations across the full range of Department missions and activities; and (3) to collaborate with internal and external entities on understanding and assessing the challenges of a changing climate and developing appropriate responses to those challenges.

The new Pentagon report had military pundits surmised that because of climate change, the notion that wars are fought between political superpowers for global supremacy is a notion, like our atmosphere, that is fast expiring.

This developed after leading candy maker Mars challenged the Philippines to increase its production to 100,000 MT by year 2020.

However, with the looming shortfall brought about by increasing global demand and declining of production in West Africa, at least 1 MT is seen to be the supply gap by 2020.

The Philippines committed to fill in 10 percent of the global shortfall, which prompted industry stakeholders to come up with the Philippine 2020 Cacao Challenge.

Earlier, the Cacao Industry Development Authority of Mindanao Inc. (CIDAMI) was pushing for the creation of National Cacao Council, a body that will look into the growth of the industry.

CIDAMI executive director Valente Turtur said the industry lacks representation in the government that will push for its development.

The creation of a council will piece together the initiatives done by the Philippine Coconut Authority, Department of Environment and Natural Resources, Department of Trade and Industry, and DA for cacao development. (MindaNews)
