Duterte signs EO on IP rep

AVAO City – Mayor Rodrigo Duterte signed Thursday an executive order to create a technical working group to help in the selection process of an indigenous people’s mandatory representative to the City Council.

Duterte signed Executive Order 05 Series of 2015 or “An Order Creating the Technical Working Group Tasked to Develop the Process and Mechanism for the Selection of the Mandatory Representative of the Indigenous Peoples to the Sangguniang Panglunsod Of Davao City” March 12.

Section 2 of the EO said the function of the TWG is to “reevaluate, [strengthen], and develop process and mechanism for the selection of the mandatory representatives of Indigenous Peoples to the Sangguniang Panlungsod of Davao City for approval.”

The EO cited Republic Act 7106 or the Local Government Code of 1991, Republic Act 8371 or the Indigenous People’s Rights Act of 1997 as basis of a sectoral and IPs representation in all policy-making bodies and local legislative councils.

It also cited as basis Section 6, Rule IV of the National Com-

mission on Indigenous Peoples (NCIP) Order Number 1 Series of 1998, and Memorandum Circular Number 2010-119 of the Department of Interior and Local Government.

Meanwhile, the EO also said City Government of Davao Ordinance Number 0448-10 “providing for mandatory representation to the Sangguniang Panlungsod (City Council) of the six (6) major IPs within it territory.”

The Ordinance identified the six major IPs in Davao City as Ata, Kalagan, Matigsalog, Tagabawa and Ubo Manubo and also mandated the City Mayor to create a TWG. Recently, the City Council asked Duterte to re-convene the TWG in a resolution amid a controversy in the selection process of the City’s second IPMR. The incumbent IPMR Berino Mambo-o ended his term January and was supposedly set to turn over his post to a member of the

Kagan tribe.

However, the selection process of the Kagan failed after their local guidelines was not followed.

The Kagan guideline required that members of the Baraguwas or the Kagan Council of the 37 respective Jemaah or territories

would hold an exclusive caucus witnessed by the Kagan community and the public to pick their representative.

However, the Davao NCIP Office “failed to observe the guidelines” and made the selection process by secret balloting.

The NCIP Regional Office also said that the supposed winner of the process, Halila Sudagar, lacked documentary requirements.

The regional office also ordered another round of selection process for the Davao NCIP to conduct, the deadline of which should have been March 3 of this year.

Duterte himself expressed that he is not in favor of Sudagar as she already previously served as a Sangguniang Kabataan representative of the City.

Based on the EO, the Mayor will sit as the Chaiperson of the TWG, the Vice-Mayor as the Vice-chairperson.

The members of the TWG will be the Chairperson of the City Council’s Committee on Civic, Political and Human Rights and Committee on Cultural Communities and Muslim Affairs, the City Administrator, the City Legal Officer and the City Planning and Development Officer.

Prosecutors block Felonia’s detention at Crame warn PNP-IG of contempt, administrative charges DAVAO City -- The prosecution panel in the Richard King murder case on Thursday blocked the request of the Philippine National Police (PNP)-Intelligence Group to detain accused Supt. Leonardo Felonia at the PNP Custodial Unit in Camp Crame instead at the Davao City Jail.

Government prosecutor Victoriano Bello Jr. and private prosecutor Deolito Alvarez argued that the PNP-IG “has no legal standing” to ask for the special detention of Felonia to the PNP Custodial Unit. The prosecu-

tors asserted that Felonia should be brought in the city where he is facing the murder charges.

The prosecutors added that the PNP-IG also committed “willful violation” of the court’s order to bring the accused in court.

Instead, the PNP-IG through its lawyer Sr. Inspector Ivan Abesa “in its own initiative” kept Felonia under its “temporary custody” in defiance of the court’s directive, the prosecutors said.

any administrative sanction before the proper forum,” the prosecutors added.

The prosecutors said the PNP-IG has gone beyond their mandate since it acted as Felonia’s counsel when, in behalf of the accused, it requested for the temporary detention at Camp Crame instead at Davao City Jail.

Higher penalty for obstruction of justice A lawmaker has moved to update another antiquated law penalizing persons obstructing the apprehension and prosecution of criminal offenders. It is hope that by increasing the penalty from prision correccional in its maximum period to reclusion temporal in its maximum period and the fine from P1,000 to P50,000 to the maximum of (from P6,000) P200,000, the law will discourage some sectors of society who lend their hand in obstructing the apprehension and prosecution of criminal offenders.

The penalties shall be imposed on any person who prevents witnesses from testifying in any criminal proceeding or from reporting the commission of any offense or the identity of any offender/s by means of bribery, misrepresentations, deceit, intimidation, force or threats.

It is high time that the obsolete Presidential Decree No. 1829, entitled “Penalizing Obstruction of Appre-

hension and Prosecution of Criminal Offenders,” should be amended.

It can be recalled that then President Ferdinand Marcos issued PD 1829 on January 16, 1981 to penalize any person who knowingly or willingly obstructs, impedes, frustrates or delays the apprehension and prosecution of suspected criminal offenders.

PD 1829 enumerates the act punishable under the Decree with imprisonment or a fine, or both. The penalty of imprisonment ranges from four (4) years, two (2) months and one (1) day to six (6) years while the fine ranges from P1,000 to P6,000.

We agree to the proposed amendment . Since the effectivity of the law in 1981, the penalties imposed under PD 1829 have remained unchanged.

Upgrading the penalties to the economic and social realities of the time, could deter violations of the law.

Let us get rid of corrupt public officials

Now, as the election fever rises, we could feel the effects on the performance of the incumbent administration even in the backyard of the local government.

Being the ruling political party, the incumbent Liberal Party supposedly enjoys an upper hand in terms of popularity, trust, and confidence in the national and local perspective.

However, with the issues that confront the administration, the political atmosphere around the ruling political party is now in odieux frustration. The notion of political exodus has now become the daily apprehension among political watchers, who share the thoughts over a cup of coffee.

The same can be said of the status of the local Liberal Party, particularly in Cagayan De Oro City and Misamis Oriental, where the political party is unpopular.

Did anybody say that most of the local officials, who were elected after aligning with the Liberal Party, are simply “turncoats?”

Well, we do not enjoy the liberty to prejudge the integrity of the elected public officials. After all, the public often wonders how the officials have been elected into office. Obviously, the presumption of election fraud is the siblings of doubt.

First, the people have expressed the strong feelings that the 2010 elections were rigged. The issue simply cropped up after accusations that the favored candidate turned out to be incompetent. That winning the electoral battle was nothing but the delusion of parental popularity. Blame it to the voters!

In the local scene, the accusation of election fraud has been exacerbated when

the elected public officials have been indicted with various graft cases. There is a popular observation that the public official has the audacity to commit corruption because of the assurance of protection by party mates. It is hard to subscribe to this idea, else we will have a government of robbers and con men. If it is true, then, the people are duty bound to condemn and put to an end the despicable evils that run the affairs of the government.

Now, as the election season is heating up, the

voters should rethink the blunder of electing corrupt and calloused public officials. One should vote on the basis of integrity and track records rather than party affiliation. The electorates should also keep guard on elected public officials who thrived on lip service – this is prevalent in the local level.

Perhaps, it is also time to review and scrutinize the life style of the elected public official. While there are those who appeared to be serving the constituents under pretext of integrity, the skeletons in the closet have been smoke-screened in Johari window. There are politicians who have discreetly enriched themselves while in public office by amassing wealth and properties apart from public scrutiny. We would appreciate if the public would come to expose the “worms” of public officials who feign public service in the guise of honesty.

UTUAN CITY – Agusan del Norte First District Rep. Lawrence Lemuel Fortun turned over last Thursday, March 19, a one-storey one classroom building to Maibu Integrated School in Barangay Maibu here as part of his school infrastructure program being implemented in his district this year.

In his message, Fortun assured that more school buildings were being constructed and set to be completed in 2015 in Butuan City and Las Nieves, Agusan del Norte in keeping with his commitment to give education priority attention.

Zambo mayor open to solar power to address blackouts

A M B OA NG A C it y - S olar power could be a solution to the persisting blackouts in the city.

However, to utilize it as an alternative source of electricity for mass consumption, the Zamboanga City Electric Cooperative (ZAMCELCO) must first study it.

This is one consideration the city leadership is looking at to address the power supply shortage in the city.

“According to Engr. George Ledesma, ZAMCELCO general

manager, if we are to use solar power in the city, it must first pass through the cooperative,” said Mayor B eng ClimacoSalazar Wednesday (March 18) over Dateline Teleradyo. The purchase of solar power cells and creation of a power plant to supply the power demands of the consumers would entail millions of pesos worth of investment. As a result, consumers would have to pay higher fees.

But this does not stop individual power consumers from going solar. “Individual offices and companies can do that,” Mayor Climaco-Salazar said.

She, nevertheless, expressed her support for using solar power for mass consumption, considering that it is a clean, renewable and environmentfriendly source of electricity.

“We are open to solar,” she said.

She added that the local government is looking into powering police stations with solar power cells for a start.

“We would like to make our police stations go green.”

However, solar cells on the roof of the city hall itself might not be a good idea. “The structure is over a hundred years old,” she said, but there can

ENGAGEMENT IN THE CLASSROOM

The success of every learner’s endeavor lies much in the degree of engagement in the classroom anchored on truth and honesty. Let me explain. I have become a teacher for seven years.

I teach Mathematics and solve problems with my students. In the early part of my teaching career, I normally did the talking.

I presented the principles and formulas with their corresponding examples. And I was expecting high scores from them. In a top class, the results were good but in the lower sections majority of them failed. “Why did you not get the correct solution of the problem?”

“Why were your scores very low?” I continued doing this approach until my school head called me up. “Your students need help.” “Help them.” “Do something to make your class better.”

We will be very happy in the future if we see these students successful in their

fields.” “And we will be very sad if we see them doing something illegal.” By that time I learned that accountability mattered. I learned that when one student knows nothing at the end of the day, I am accountable to it. I needed to address everyone’s learning needs and interest. I needed to be more resourceful to increase engagement in the classroom.

Attending graduate studies, participating in seminars and workshops are some activities that would improve the teaching ministry. It is in these activities that teachers are responding to the call of time. The modern world needs teachers who can actually adopt the fast-changing environment – a world where human integrity and morality are gradually fading. This implies truth and honesty in teaching. Engagement in the classroom is more meaningful if truth and realities of life are taught. Sometime in my high school years for example,

our teacher asked our class, “What will you do if you see a thousand peso – bill left on the center table of your living room? Majority of us answered, “we will inform our parents about it and we will return the money to them.”

But in the real settings some of us if not all do the opposite. “Why did students reply that way?” Precisely because they wanted to have good grades. That’s what the teacher wanted to hear from them. A very prominent businessman is excellent in Mathematics but twisted the actual figures in paying taxes.

Ironically, this is our society today. The lessons learned inside the classroom are not properly applied outside.

This is a very big challenge for us teachers!

How do we challenge ourselves to respond to these complexities? Increase engagement in the classroom!

How? First, Move. Get away from the front of the room!

Get away from the teacher’s desk! Let the students know that you just might walk over to their desk and catch

I believe that teachers are now starting to apply ways to increase engagement in the classroom. Keep it up! It’s a good start. If the learners are developed holistically, the community will be benefited, thus the nation and the world in general will have peace and prosperity.

Bushfire destroys 40 hectares of farmlands in Zamboanga City ZAMBOANGA CITY- A bushfire destroyed at least 40 hectares of farmland mostly planted to coconuts worth close to PhP2 million in an east coast barangay this city, an official said Friday.

Senior Insp. Salvador Galvez, Police Station 1 chief, said the bushfire broke out around 11 a.m.

Thursday at Sitio Gemelina Barangay Vitali, 83.99 kilometers east of City Hall.

He said prior to the incident, the residents in the area saw Crispin Omnos, 78, making a bonfire that suddenly went out of control and spread towards the neighboring areas.

Galvez said the farmlands that were destroyed as well as the estimated damage in the bushfire are owned by the following: Marcelino Cuartocruz, PhP300,000; Joaquin Francisco, PhP300,000; Chief Insp. Edilberto Alvarez, PhP1.2 million or a total of PhP1.8 million.

He said a house made of light materials with an estimated worth of Ph P 3 0 , 0 0 0 w as a ls o burned down. It was owned by Alvin Manuel, a relative of Alvarez.

P2.6 M remaining MRDP project turned over to Lala town Last but not least.

The last livelihood project – a postharvest facility worth P2.6 million funded under the Community Fund for Agricultural Development (CFAD) of the Mindanao Rural Development Program of the Department of Agriculture (DA-MRDP) benefits farmers in barangay Cabasagan, Lala, Lanao del Norte.

The project was supposedly intended for other town in Region 10 but due to some constraints, the slot was transferred to Lala, Lanao del Norte because of their readiness and good track record in implementing similar projects as the culmination of MRDP was on December 31, 2014.

“We look ahead for projects from the national government so we already organized our farmers into registered cooperatives or associations and set aside funds for equity with SP approval,” said Lala Mayor Allan Lim in his speech during the turnover ceremony.

Turned over on March 12, 2015, the beneficiary of the project is the Cabasagan United Laborers and Farmers Association (CULFA) in barangay Cabasagan with has 200 hectares rice area.

“We are grateful the project went to our town because it is a dream come true for our farmers to help them in drying and storing their produce which is a perennial problem especially during peak harvest, ” said Municipal Agriculturist Ronel Baroy.

While the LGU shouldered the equity for the project, Mayor Lim did emphasize to the farmerbeneficiaries their coop-

eration as the success of the project hinges upon them. “What we ask from you is your cooperation and proper implementation of the project,” Lim said.

Established in a 2,000 square meter lot donated by rice farmer Patricio Bolante, the project is expected to accommodate at least 100 hectares rice area in the barangay.

CFAD Component Head Basila Siago from the Program Support Office, Davao City who graced the occasion said this P2.6 million facility brings to a total of P20 million CFAD funded subprojects in Lala, the biggest from CFAD investment portfolio compared to other towns in Mindanao.

On this note, Siago, who is also the component head of the Intensified Building Up of Infrastructure and Logistics for Development (I-REAP) of the Philippine Rural Development Project (PRDP), encouraged the LGU to federate their barangays for potential investment of this big on-going project of DA. The upscale version of MRDP, PRDP is a six-year project jointly funded by the Wold Bank, National Government and the Local Government Units.

Likewise, Chedy Ansale, chief of the Agribusiness and Marketing Assistance Division (AMAD) of DA-10, who represented Regional Director Lealyn Ramos during the turnover activity, encouraged the CULFA to upgrade their association into a cooperative to avail more investment support from DA as well as mobilize and empower the members as good investors.

He laid down the reasons why the K to 12 program is doomed to fail.

He cited that the continued classroom congestion, lack of classroom order, and lack of classrooms, teachers, books and facilities are the primary reasons why quality of education is continuously declining.

Trillanes feared that the K to 12 program will only increase the current dropout rate in the country. “How can we now be globally competitive, as the Department of Education claims, if our country can no longer send professionals abroad because no one can afford to finish college anymore?

Worse, we would have a generation of high school dropouts, who would never be competitive in their lifetimes and might end up as criminals in order to survive.”

Trillanes also blasted DepEd’s rationale that the country needs the program because we are among the last two countries in the world which remain under the 10-year basic education system. “Following their logic, if the K to 20 becomes the new global trend, do we follow them in changing the system again? It doesn’t make sense from a policy perspective.”

Further, he took the cudgels for the teachers who are threatened to be retrenched due to the decline in the enrollment in colleges for two years.

“This program, not only fails to address the most fundamental problems of our educational system. It also threatens to further marginalize the already impoverished sectors of our society - the parents, the teachers, and our youth,” Trillanes further noted. “It is sad to accept the fact that the program which promises to provide better employment opportunities to our youth will be the same program which will cause the loss of livelihood to many of our educators in the country.

The government should be reminded that more than number or statistics, these teachers have families to feed. Is this how we repay our teachers who mold our youth?”

He called on his colleagues to convene the Joint Congressional Oversight Committee on the Enhanced Basic Educational Program (K to 12 Program) to review and suspend the program.

He also assured them that he and the Coalition for K to 12 Suspension, a group of teachers, parents and labor unions, will exhaust all remedies to suspend the program.

“We are talking about the future of this country.

Let us not gamble it for a program which we are not

ready to face. Suspend K to 12 Program now,” Trillanes emphasized.

The Coalition for K to 12 Suspension will hold a massive protest against the program on May 9, 2015 at Luneta Park in Manila.

Ringleader of ‘Martilyo Gang’ nabbed in MisOcc

CAGAYAN de Oro City––One of the most wanted suspects in the list of the Department of Interior and Local Government (DILG) was nabbed in Misamis Occidental Friday morning, the police said here.

Police identified the suspect as Glenn Tayrus, 42. a farmer, of Mamba, Tangub City. He was arrested while taking breakfast together with his family in a food chain in Ozamis City Friday morning.

Pol. Supt. Graciano Mijares, chief of the police regional intelligence “Cagayan de Oro has become an important city in Mindanao and the center of commerce and trade. We cannot afford to have the same problem we had in the past years,” Acenas said.

He said concerned departments and agencies should already know by now what measures to take to prevent another crisis.

With this, he calls on Kagay-anons to do their share by conserving electricity even in their homes.

‘Don’t plant trees along transmission lines’ C ouncilor Teo dolfo L ao, chair of the City Council committee energy, appeals to the public to stop or refrain from planting trees along the transmission lines of National Grid Corporation of the Philippines (NGCP).

Rep. Rufus Rodriguez, of Cagayan De Oro City, said on Friday that his office has received complaints that restaurants do not extend the full 20 percent discount to senior citizens, but insist on “flat rates” for deliveries and take outs of foods.

Rodriguez said that Republic Act No. 9994 or the Expanded Senior Citizens’ Act of 2010 has listed down the privileges that the senior citizens shall be entitled to, which include the 20 percent discount in restaurants, hotels, medical, and dental services, among others.

Some establishments are also very strict in not granting the 20 percent discount if the customer cannot produce a senior citizen identification card, even if the customer has other documents or identification cards stating the date of birth.

Rodriguez said that there are also many other reported incidents where establishments try to come up with so-called policies so these establishments could evade the requirements to provide the benefits that the law entitles to senior citizens.

Even the Department of Trade and Industry has already come up with an opinion that the 20 percent discount given to senior citizens under Republic Act 9994 is “over and above” the discount offered by an establishment for its membership or privilege cards,

Rodriguez said.

According to Rodriguez, he filed House Resolution No. 1892 to direct the House Committee on Trade and Industry to conduct an inquiry on the above issue and thus serve notice to all concerned, particularly the DTI, and other agencies that could shed light and resolve the issue.

Rodriguez said that the result of the inquiry would determine on how to strengthen the senior citizens law in order to give it more teeth that would deprive all establishments the excuses to evade the provisions of the senior citizens’ law.

Legislation for creation of Cadac sought

SUPPORTING the drive against illegal-drugs in Cagayan de Oro City, Councilor President Elipe, chair of the City Council committee on finance and ways and means on Monday stressed that the City Anti-Drug Abuse Council (CADAC) should be created through a legislation so that appropriations can be earmarked for its operations.

“Let it be created officially so we can officially fund it,” he stressed in response to questions raised by members on the existence and operations of CADAC. Councilor Elipe said he does not like the CADAC to be in the same situation as Task Force Hapsay Dalan, which is “not recognized by the city government as an organization created by the council.”

“In order for the program to succeed it must start with the right step,” he added.

“Let it be recognized by an ordinance,” Councilor Elipe stressed.

n pursuit of giving due recognition to Datu Amai Manabilang, Honorable Mayor Jamal Eclar Manabilang has been eager enough to bait his stand to change the name of the municipality of Bumbaran to Amai Manabilang and has now successfully attained it. Municipality of Bumbaran is now Municipality of Amai Manabilang.

Early political life of Datu Amai Manabilang Datu Amai Manabilang was regarded as a Muslim hero, being one of the leaders of the Bangsa Moro Muslim in Mindanao especially in Ranao and Marawi who never gave up Islamic rights, sentiments and aspirations of the Muslim-Maranaos to foreign invaders until his death. During the Spanish occupation in Lanao and after the defeat of Amai Pakpak of Marawi to 5, 000 strong Spanish Army led by Governor General Ramon Blanco on 1895, Datu Amai Manabilang was courted for friendship but was in vain.

Datu Amai Manabilang was the first Muslim leader who strongly refused the inclusion of Mindanao in the Visayas and Luzon on the reason that Mindanao was excluded when the Spaniards ceded the latter to the United States of America as enshrined in the Treaty of Paris.

Datu Amai’s living legacy Other reasons of Datu Amai was the impossibility of the co-existence between the Muslims of Mindanao and the Christians of Visayas and Luzon merely because of religion, culture and belief and the possibility of more misunderstanding and conflict which may not be beneficial to the Muslim momentarily, instead he preferred Mindanao to be under the

Because of this, the Philippine Government organized the Americanista and the Pilipinista. The Americanistas want Mindanao to be under the American hands momentarily totally separated from Luzon and Visayas while

the Pilipinistas want the inclusion of Mindanao to Visayas and Luzon in the US grant of independence.

The Americanistas was headed by Datu Amai while the Pilipinistas by late Sultan Alauya Alonto who was the former Sultan of Ramain. The Pilipinistas maintained the peace and order as well as the development in the Muslim Mindanao are achieved. As the Americans side the Pilipinistas, Datu Amai was still firm on his stand until his death. As a result, late Sultan Alauya was appointed Senator while Datu Amai was offered Congressman but gave to his son-in-law Sultan Ibra Gundarang and

Recognizing the NGO element in improving the Philippine education system

The 1987 Philippine Constitution stipulates that the State is to provide for free public education. It also mentions that the highest budgetary allocation of the State is to education.

This, however, is not the case. Due to government administration changes, the shifts in the State’s educational policies have been as constant as the steady decrease in the education budget. Given the ever-increasing student population, the rising cost of living along with the unemployment rate, it is no wonder that there is a wide margin between the numbers of the students that could be and the ones actually enrolled. The number of schools and teachers available are also not enough to cater to the State’s actual student population.

Other than becoming a priority in government departmental budgets, what the system needs ASAP is support funding to carry out its mission. School administrators and their ParentTeacher Associations (PTAs) may be able to outsource some of the finances. Finding support or alternative funding should be also treated as a program where schools can become relatively self-sufficient and able to cover some of the students and teachers’ needs.

Considering the partnership of a Non-Government Organization

(NGO) is the option to consider. Education programs are the focus of many NGO organizations, both national and foreign, and State s cho ols c an b e ne f it from the non-partisan involvement of these volunteer organizations.

Some long-term programs will require the partner school to be equally – if not, even more – involved in the process of maintaining the program. These are the programs to look out for, to be engaged with, and to learn from.

It would be easier to be a mere beneficiary, gratefully receiving the assistance of NGOs – but where does that progress once the donations stop?

What State schools can consider when they apply for aid or are approached to be a beneficiary is to look at what training programs they can avail of in the process, i.e. skill development on budget planning or class methodology or curriculum design that can be shared and kept as a practice even when the training program has officially stopped.

Given the new challenges of adjusting to the K-12 curriculum and dealing with the possible change of a different start month to the 2015 school year, what could be the most important thing State schools can look for is input on how to deal with the changes and all the mechanisms that that entails.

DepEd - CDO prepares for K to 12 full implementation

The Department of Education - Division of Cagayan de Oro City, in partnership with the Local Government Unit of Cagayan de Oro City through its Local School Board and School of Education under Xavier University – Ateneo de Cagayan, is taking its step for the preparation of the implementation of RA 10533 “The Basic Education Act of 2013” or known as the K+12 program.

As one of the preparations, DepEd – CDO and partners, being recognized to assist in the preparation and implementation of the Technical Education, Skills Development and Employment Committee (TESDEC), conducted a survey to

gauge the capacity of the industries investing in the city to absorb and support the senior high school modules, immersions, and research advocacies.

The survey ran from March 4-6, 2015 and interpreted immediately by student teachers who are selected as enumerators. Dr. Jean Loquillano and Dr. Janry Colonia, two personnel from the Division Office, handled and spearheaded the survey.

They have also tapped the student teachers of XU-SOE through the RCE Director, Ms. Maria Victoria B. Trinidad.

The survey was conducted by student teachers of XU-SOE who rove around the city.

LAPG - DepEd New Standardized Test

Language Assessment for Primary Grades (LAPG) is the new DepEd standardized Test for grade 3 pupils in the public schools in replacement for National Achievement Test (NAT).

Unlike NAT, LAPG is anchored on the following objectives. First, Establish a baseline data for the Filipino and English language learning in K-12 Curriculum. Second, Evaluate the effectiveness of the Mother Tongue Based - Multilingual Education ( MTBMLE) instruction across 19 languages. Third, Establish Mother Tongue language development across Philippine languages in the context of the MTB-MLE program implementation.

Fourth, Compare the performance of Grade 3 pupils in English and Filipino essential skills and correlate language development across Early Grades Reading Assessment (EGRA), early Grades Mathematics Assessment (EGMA) and language literacy assessment in the primary grades.

At present, there are 19 mother tongues being used as mediums of instruction in the country These are Ilokano, Kapampangan, Pangasinan, Ivatan, Ibanag, Sambal, Tagalog,Bikol, Aklanon, Hiligaynon, Kinaray-a Sinibuanong Bisaya, Waray, Chavacano Maguindanaon, Maranaw, Surigaonon,Tausug and yakan.

were grouped into eight groups corresponding to the eight districts being covered for the survey. The districts were divided as North 1, North 2, East 1, East 2, West 1, West 2, Central, and South. Industries in these respective districts were classified as the partners and stakeholders for this survey. Their answers for the survey will be used as basis for the implementation of the K+12 Senior High School Technical Vocational Track.

There are 187 industries covered by the researchers. To complete the survey, these industries have to fill-out the form consists of the industries’ basic infor-

mation, needs for the next five years which include the specializations that are beneficial for them in the next five years and the soft skills that they are looking for with their applicants.

They are also asked if they are willing to allow senior high immersions in their workplace as part of their commitment as stakeholders/ partners. Lastly, they are asked if they interested to partner with DepEd for the Adopt-A-School Program.

This step is also to be a help for the generous effort of the Honorable City Mayor Oscar Moreno in building classrooms and supporting the education of the city.

In addition, the municipality boasts its 28-km concrete major roads, its farm to market roads and also its water system for potable water supply. Under Sultan Mastura’s stint also was the construction of the Amai Manabilang Memorial National High School and the Amai Manabilang Mosque and the Amai Manabilang Services Inc. Mosque.

Also, the municipality has its own franchise of Amai Manabilang electric system, which is the only franchise in Lanao del Sur and the whole of ARMM, which run its own electric supply.

In 2004, a very kind-hearted Filipino-American Sir John Paul Perrine, the Country Manager of Unifruitti Philippines decided to invest - a hectare540 banana plantation in Amai Manabilang. Unifruitti is an international company based in Cincinnati, Ohio and has plantations in Puerto Rico, Costa Rica and the Philippines. It generated jobs to the municipality The good mayor championed the maintenance and stability of peace and order that paved way for multi-national investors to capitalize on local resources thereby boosting the municipality’s economy.

The success of the municipality clearly demonstrates that Sultan Mastura is definitely a strong and an organized leader.

Indeed his achievements as the town mayor have served as the turning point not only in his then political career but ultimately leading his years to the pinnacle of local leadership with gratitude and respect.

Sultan Mastura’s strong leadership has been inherited by his son, now Amai Manabilang municipal mayor Jamal “James” Eclar Manabilang, who in his ways further marks more and more developments in the municipality.
