SAN LUIS, Agusan del Sur -Communist rebels on Tuesday afternoon took a surprise move to free three Army soldiers and a militiaman in what was supposed to be an event in a remote village of Balit here where they were set to free two “prisoners of war” held captive for a month.

The New People’s Army had already issued the release order of Private First Class Diven Tawide and Private First Class Glenn Austria of the 23rd Infantry Battalion when Ka Omar Ibarra, custodial officer of the captives, surprised the crowd to announce that another soldier and a paramilitary cadre were to be released at the same time.

Corporal Jawad Awadi and militiaman Roy Perez, who were clad in civilian clothes, were roaming around the village when they were caught by the NPA rebels securing the vicinity of the venue. Ibarra said they decided to free Awadi and Perez in the last minute just as the signing of document for the

NPA releases remaining 2 policemen in Bukidnon By CRIS DIAZ, Executive Editor

CAGAYAN de Oro City -- The New People’s Army (NPA) has released the two other remaining police captives to the local government in Bukidnon, a police report reaching here said. The Provincial Police Office in Bukidnon identified the two police officers as Senior Police Officer 2 Warren Coñales and Police Officer 3 Edwin Castor. The police officers were held captive in an NPA checkpoint in Impasug- ong , Bukidnon last April 3. Provincial Governor Jose Maria Zubiri, of Bukidnon, fetched the two police officers during a turnover ceremony in the remote village of Bulonay in Impasug- ong , Bukidnon about 4:00 p.m. Tuesday. Zubiri , together with Bishop Felixberto Calang, of the Igleisa Filipina Independiente (IFI) and head

of the Third Party Facilitator, immediately brought the two police officers to the Bukidnon Provincial Police Office for medical examination and custodial debriefing. At about 1:00 p.m. Tuesday, the NPA earlier released Senior Police Officer 4 Rene Rombo during a turnover in the remote village of Banglay in Lagonglong, Misamis Oriental. Rombo was captured in an NPA checkpoint in Talisayan, Misamis Oriental, on April 3. Misamis Oriental Gov. Yevgeny Vincente Emano together with Bishop Calang, and local government of-

ficials met Rombo whose wife and other members of the family were also present during the turnover ceremony. The police officers were captured when the communist NPA mounted a coordinated road blockade in some areas in the Caraga Region and Northern Mindanao last April 3. Two other government troopers identified as PFCs Glenn Austria, of Patag, Cagayan De Oro City and Devin Tawide, of Talacogon, Agusan Del Sur, all of the army’s 23 rd Infantry Battalion, remained in the custody of the NPA. Austria and Tawide were captured in an NPA roadblock in Buenavista, Agusan Del Norte, on April 3.

Political analysts said that Jarales has now a chance of winning vice governor’s seat of the Province of Misamis Oriental, considering that Congressman Unabia has strongly endorsed the candidacy of Jarales even if he is an independent candidate. Jarales, it was learned, was recently adopted by the Liberal Party (LP) as their official candidate in the province. It can be recalled that gubernatorial candidate Julio Uy has shifted his support to Grace Poe instead of Mar Roxas dropping the leadership of congressman Unabia like a hot potato, and all the LP mayoralty bets with Uy has left LP to join NUP’s Grace Poe.

The LP political group of Unabia tried to control the damage done by NUP gubernatorial bet Julio Uy. It was reported that the Unabia faction has reorganized the LP in the province and openly announced that the LP has no gubernatorial candidate except Fermin Jarales for vice governor. Jarales’ candidacy has also gained support from women voters and other civil society groups who believe on his platform of government of government. IN spite of the last ditch effort of the administration to discredit Presidential aspirant Rodrigo Duterte, the latest survey showed that Duterte remains in the top. The fear that the Cynosure has written in the past about the administration’s sinister plot to rig the election might come forth. The fear boils down to the “mind conditioning” that the administration has employed, albeit hastily by coming out a survey result that Mar Roxas has attained a statistical tie with Grace Poe. Thus, the administration is sending a message that Roxas is now pretty close to Duterte. Who believes in the ABSCBN survey when the people know that this television network is suspected to be “acting short” of a propaganda network of the incumbent administration? Notwithstanding, the result of the alleged ABS-CBN survey was released a few days after the “Trillanes” expose about Duterte’s alleged “billions in bank account”? Are these issues related and timed to create a “shocking” reactions among the

IN June this year marks the official start of the Enhanced Basic Education Act of 2013 as mandated under Republic Act 10533, commonly known as the K-to-12 program. The Implementing Rules and Regulation (IRR) crafted on September 4, 2013 provides: “Section 6. Enhanced Basic Education Program. For purposes of this IRR and pursuant to Section 4 of the Act, the enhanced basic education program encompasses at least one (1) year of kindergarten education, six (6) years of elementary education, and six (6) years of secondary education, in that sequence. Secondary education includes four (4) years of junior high school and two (2) years of senior high school education. The enhanced basic education program may likewise be delivered through the alternative learning system.” But prior to the full implementation of the K-to12 program this year, the Department of Education (DepEd) started modeling the Senior High School (SHS) in 2012 involving 54 schools nationwide. Grade 10 completers were made to choose from any of the four main tracks-- Academic, Technical-Vocational, Sports, and Arts and Design. Below are the statements made by the students who are the pioneering graduates of the SHS as posted by the

education department on its website, dated July 14, 2014: “Dahil sa Senior High School, nagkaroon kami ng background sa mga pinagaaralan na namin ngayon sa college,” said Eunilicia Joy Maniquis, an SHS graduate of Don Alejandro E. Roces Science and Technology HS. She opted to pursue higher education and is now a Food Technology Major in Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST). “May mga bagay sa SHS na nakatulong para madagdagan ang confidence ko, kaya tingin ko ready na ako ngayon sa college,” she added. Meanwhile, Richard Neil Dizon, an automotive service graduate of the same school, is now handling their family business of automotive repairs. “Malaking tulong ang kurso ko sa Senior High School dahil kaya nang iwan ng tatay ko sakin ang negosyo at kaya ko nang humarap sa mga customer namin,” he said. Richard shared his reaction upon learning about the SHS Program and said, “Noong narinig ko yung SHS, naisip ko na ito na ang pagkakataon kong makapag-aral ng libre. Ang kailangan lang namin gawin ay pumasok, matuto, at i-apply ang aming mga

natutunan.” In Leyte, Merlinda Muana was part of the 100 SHS graduates who specialized in welding and. “Noong nalaman ko na mayroong libreng edukasyon na makakatulong sa mas madaling paghahanap ng trabaho, kinuha ko na agad,” she tearfully explained. “The Senior High School Program lets our learners choose the appropriate tracks they see fit for them. It gives them the opportunity to choose their own tracks depending on their life plans,” said Education Secretary Br. Armin Luistro FSC. Br. Luistro added that after graduating from SHS, the learners will be equipped to either continue with higher education or immediately be included in the work force.

DA-10 provides assistance to PLGUs regionwide The Department of Agriculture - Regional Field Office 10 (DA-RFO 10) is ready to distribute assistance to the five provinces of Northern Mindanao affected by the El Niño phenomenon. Regional Director Lealyn A. Ramos of DARFO 10 announced that the Quick Response Fund (QRF) amounting to Php 177 million will be allocated to the provincial government through the Provincial Agriculture’s Office (PAO) of their respective provinces. She added that the distribution will be based on the validated damage reports received by DA submitted by the municipalities through the PAO. “The funds will be downloaded to the provincial government, who, in turn, will allocate the assistance to the municipalities under their respective provinces. The local government units (LGUs) are given the authority to do the pro-

curement process of the seeds for rice, corn and vegetables and pump and engines for distribution. However, the pumps and engines are given only to farmer associations or to LGUs as common service facility, wherein these could be borrowed by group of farmers based on priority needs. In addition, an LGU has to liquidate the funds they will receive based on the usual accounting and auditing rules not later than August 2016,” Ramos explained. The province of Bukidnon will receive around Php 129 million (Php 128,949,273.00), Lanao del Norte and Iligan City with Php 24.1 million (Php 24,121,552.00) and Php 2.1 million (Php 2,109,724.00), respectively. Misamis Occidental, on the other hand, will receive the amount of Php 6.6 million (Php 6,675,449) while Misamis Oriental with Php 11.2 mil-

lion (Php 11,234,200.00) and Php 2 million (Php 2,055,092.00) for Cagayan de Oro City. The province of Camiguin will also receive the amount of Php 1.3 million (Php 1,325,961.00). Aside from the DA funds downloaded to the PLGUs, Ramos further clarified that the affected farmers can also avail assistance from the LGUs through their calamity fund. She also noted that the provincial governments are now on the process of determining the amount intended for recovery and rehabilitation of crops and livestock in their respective provinces that would be distributed to the affected municipalities. As of this writing, the provinces of Bukidnon, Lanao del Norte and Camiguin have already declared their areas under the state of calamity. The provinces of MisOr and MisOcc are underway of declaring their

province under the state of calamity. The DA has already set in place 58 units water pump and engines with complete accessories, of which 16 units were given to the province of Bukidnon, 2 for Camiguin, 16 for Lanao del Norte, 13 for MisOcc and 11 units for MisOr. In addition, 71 units are now on procurement stage which will be distributed to the following provinces: 17 for Bukidnon, 3 for Camiguin, 18 for Lanao del Norte, 18 for MisOcc and 15 for MisOr. In addition to the earlier provided El Niño interventions, the Bureau of Soils and Water Management (BSWM) of DA has already concluded the 45 sorties cloud seeding operation for the region last April 23, 2016 that brought slig ht and mo derate rains in the provinces of Bukidnon, Misamis Oriental and Lanao del Norte. Another batch of

60 sorties of cloud seeding operations is on the ground for the region that will start in May. Pipelined assistance provided to the farmers will be in the form of seeds, planting materials, drugs and biolog-

Many farmer organizations have already asked relief from agencies but coordinated efforts would deliver the appropriate aid faster.” In addition, Antequisa also requests the National Disaster Risk Reduction and Management Council (NDRRMC) to convene immediately in order to discuss steps to address rehabilitation efforts. “We have been participating in amending the DRRM Law and its IRR and we will continue to do so in the next administration,” Antequisa added. When it comes to forming study habit it’s challenging, considering the outpouring source of diversions. Nevertheless, if one realizes the value of learning, it would not be as easier said than done as it seems. What one needs are strong resolve, established purpose, and unshakable perseverance. Studies show that a good study habit has a significant effect on the academic performance of students. Frank Pogue (2000) did a research project to find out why students fail. His study suggests that most students fail because they do not know how to study. So why is it practical for students to have study habit? It is so important because not only will it serve as their means to be able to get

grades in school, but it also encourages one to develop discipline and self control which is something that will prove to be essential when they go out and pursue their respective careers. They key to becoming a successful student is learning how to study smarter, not harder. This becomes more and truer as you advance in your education. An hour or two of studying a day is usually sufficient to make it through high school with satisfactory grades, but when college arrives, there aren’t enough hours in the

day to get all your studying in if you don’t know how to study smarter. While some students are able to breeze through school with minimal effort, this is the exception. The vast majority of successful students achieve their suc-

cess by developing and applying effective study habits. The following are the top 10 study habits employed by highly successful students. So if you want to become a successful students, don’t get discouraged, don’t give up, just work to develop each of the study habits below and you’ll see your grades go up,

your knowledge increase, and your ability to learn and assimilate information improve. 1.) Don’t attempt to cram all you’re studying into one session. 2.) Plan when you’re going to study. 3.) Study at the same time. 4.) Each study time should have a specific goal. 5.) Never procrastinate your

CAGAYAN DE ORO CITY, April 29 -- The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) and Department of Agriculture (DA) enumerated serious impacts of El Niño in region 10 advising farmers to postpone planting crops until the drought is over. Anianita R. Fortich, PAGASA-Mindanao Regional Services Division officerin charge, said during the Lambo Dyes radio program on April 29 that part of region 10 will remain in drought for the months of May to September namely Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and Misamis Oriental. She also said that by June, Camiguin Island will remain to experience drought. Meanwhile, Audy G. Maagad, supervising agriculturist, Field Operations Division, Department of Agriculture Regional Field Office 10, said that there

are 59, 459 farmers affected by the drought and about 28,893 hectares of corn or 16% of total damage. Furthermore, the total rice area damage reached to 6, 946 hectares with its volume production loss of 24, 491 metric tons while the affected total livestock reached to 1,182. He also stressed that Bukidnon experienced major damage on crops among all provinces in the region. The DA however has implemented alternative programs to assist the farmers on El Niño phenomenon difficulties that include distribution of pump equipment, hybrid and certified seeds, fertilizers, biologics, and more. The department also provides medicines for the livestock of the farmers as well as cloud seeding operation to increase the water level in the irrigation dams that will provide water to the standing crops. He said that the ordinance also appropriates the sum of Php 48,297,463.00 from the item CY 2015 Surplus of various offices to be made available for the purpose, subject to accounting and auditing regulations. The Mid-Year Bonus is equivalent to one month basic salary rate for all salaried city officials and employees of the city government of Cagayan de Oro. City Councilor President D. Elipe , chair of the committee on finance and ways and means, said that the ordinance was pursuant to Executive Order No. 201 approved by President Aquino on February 09, 2016 and implemented under Local Budget Circular No. 108 dated February 24, 2016 by the Department of Budget and Management. The Executive Order provides that a mid-year bonus equivalent to one month basic salary as of May 15, shall be granted to those who have rendered at least four months of satisfactory service and are still in the service as of the same date, to be given not earlier than May 15 of every year. The Mid-Year Bonus is in addition to the Standard Allowances and Benefits under the Total Compensation Framework embodied in Congress Joint Resolution No. 4.
