Emano launches ‘Itikan sa Kalamboan’

AMID some serious economic concerns, Misamis Oriental Governor Bambi Emano launches a new livelihood project intended to augment the earning capacity of families in the province, Monday. Called “Itikan Sa Kalamboan,” the project aims to work with peoples’ organizations and cooperatives in the province by initially providing these groups with 100 heads of ducks, 15 bags of feeds and four bags of corn seeds. “Actually, we intend to address three development issues; 1) poverty, 2)unemployment and, 3) malnutrition,” Emano said. More specifically, the “Itikan sa Kalambuan” aims to reduce poverty by eight (8) percent and family’s income by 20 percent. “If everything goes right, some 4,465 families will have a viable livelihood in duck-egg ‘balut’ production after three years,” Emano added. 15-minute power interruptions on Jan. 31 Davao Light and Power Co. will implement two 15-minute power interruptions on January 31 affecting customers connected to its Tugbok Feeder 1. These service disruptions are necessary to conduct relocation of poles and lines to facilitate the DPWH’s construction of Mintal overpass. To avoid longer duration of service disruptions, loads from the affected substations will be temporarily transferred to nearby lines from 12:01 AM to 12:15 AM. Normalization or return of loads back to its normal set up will be from 4:45 AM to 5:00 AM. Customers affected are those from Mercury Drug Ulas up to Tugbok Substation. Davao Light apologizes for the inconvenience of these scheduled power interruptions. But it will exert all efforts to restore electric service as scheduled or earlier. Davao City seeks help to improve its IT security DAVAO City -- The city government of Davao is seeking the assistance of the Davao ICT Council in improving its IT (Information Technology) center located in the city hall building here. ICT Council of Davao president lawyer Samuel Matunog said that the city saw the need to improve its data center even if it is already serving the city government.

However, there are some policies governing the IT services that need to be strengthened. Matunog said they have made several recommendations based on the assessment conducted late last year and the IT Center in coordination with the different departments is in the process of reviewing the existing policies vis-a-vis the recommendations made by the ICT Council.

Among the recommendations that they raised, Matunog said is the setting up of a Disaster Recovery Center which must be 25 kilometers away from the data center. He said it was also suggested that policies with regards Business Continuity and Planning must be defined. According to him, he also raised concerns on how the government would act

on data breaches such as sensitive and confidential data that can be potentially viewed, stolen or used by an unauthorized individual. “We had developed a guide as basis for reviewing their IT system,” he said. Matunog also underscored the need to allocate a huge budget to secure its IT system with the objective of protecting the integrity of its data.

DAVAO City -- The city police office on Tuesday said some politicians have allegedly been asked by the New Peoples’ Army to pay permit-to-campaign fees. City police spokesperson Chief Insp. Milgrace Driz cited a military report that they have obtained docu-

ments on the alleged extortion demands. But Driz clarified they are yet to verify if the claims of the candidates are true. She added they will send personnel to areas where the candidates would be campaigning to preempt attacks by any armed group.

She said they are preparing their personnel for the start of the election campaign on Feb. 8. Driz said the police will work closely with the military to clear the areas of armed groups. The Police Regional Office 11 placed two areas in the city

under category 2 of election watchlist, namely: Paquibato and Marilog Districts. Category 2 means there is a presence of armed groups in the community. Earlier, Commission on Elections 11 assistant regional director Marlon Casquejo said that paying permit-to-campaign fees to the NPA is a ground for disqualification. He said military personnel may file a disqualification case against candidates who pay such fees to the NPA. He said it can be considered as a form of cash donation, which is prohibited during the election period from January 10 to June 8, 2016. The gun ban also takes effect during this period. (Antonio L. THE botched visit of Miss Universe Pia Alonzo Wurtzbach to Cagayan De Oro City has left an unpleasant impression. Candidly speaking, the stalled visit of Wurtzbach demonstrated the ugly heads of politics. Granting without admitting that the city government has not been coordinated of the supposed visit of Wurtzbach tomorrow (January 29), the city government, sans politics, should have made efforts to make representations with the Ms. Binibining Pilipinas organizers. By the way, the Ms. Binibining Pilipinas Charities, Inc. (BPCI) headed by Stella Marquez-Araneta. The BPCI is the organizer and the official franchiser of the Miss Universe. Thus, it follows that the BPCI takes care of Miss Universe candidates and winners during a stay in the Philippines. However, the city government tourism office wrote to reschedule the visit in April. A certain Jean Cesar, apparently the city tourism officer, argued that the BPCI did not coordinate with her office about the visit. Bull! This cretin should know that it is not the job of the BPCI to coordinate with the City Tourism Office. Who are these people at the City Tourism Office? One could not but imagine the shortsightedness of the city tourism officials in making such rubbish argument. You see, it’s only when we admit our share of the blame for our marriage problems that we can begin to do change and improve it. Then we will stop trying to change our wife or husband, and start working on the only person we can change: ourselves. That’s when our wife or husband might start wanting to change also.

CAGAYAN de Oro City -- The Department of Agrarian Reform (DAR) has launched Project ConVERGE or Convergence on ValueChain Enhancement for Rural Growth and Empowerment in a new partnership with the International Fund for Agricultural Development (IFAD). The P2.2 billion project will benefit over 300,000 farmers including 38,700 agrarian reform beneficiaries in 11 agrarian reform community clusters in 10 provinces of Regions 9, 10 and 13. The launching ceremony

was attended by DAR Undersecretary Herman Ongkiko of the Foreign Assisted and Special Projects Office, IFAD Manager for Southeast Asia Benoit Thierry, IFAD Country Program Officer Yolando Arban, Director Ceferina Afable,

DAR-10 Director Faisar Mambuay, DAR-9 Director Felix Aguhob, DAR-13 Director Julita Ragandang, partners and beneficiaries. According to Ongkiko, the ConVERGE is a leveled-up DAR-IFAD project which will help farmers and their products from production to marketing, trading and even recycling. “In this way, we can alleviate them from poverty and secure food on the tables,” Ongkiko said. DAR-13 Director Julita Ragandang revealed that four provinces in Caraga and their commodities will be assisted by ConVERGE. These are abaca of Agusan del Norte, rice of Agusan del Sur, coconets of Surigao del Norte and coffee of Surigao del Sur.

More than 300 Caraganons benefit from Responsible Parenthood, Family Planning mass mobilization BUTUAN City -- More than 300 beneficiaries were served successfully during the Responsible Parenthood and Family Planning Mass Mobilization held on the later part of 2015 in the municipalities of Mainit and Gigaquit, Surigao del Norte; and in the cities of Surigao, Butuan and Bislig, respectively. Regional Director Alexander A. Makinano of the Commission on Population (PopCom) Caraga pointed out the sig-

nificance of this activity to give quality family planning and other health services to the less fortunate Caraganons especially to women with unmet need on family planning and wanted to avail of the services for free. “When we say unmet need, these couples or women want to limit and space their pregnancy but are not using any family planning methods because of fear of side effects, misconceptions, and inadequate knowledge

on method desired,” Makinano elaborated. PopCom official also emphasized that prior to the service delivery, breakout sessions were first conducted among married women of reproductive ages. Through the partnership with local population and health workers, the beneficiaries underwent sessions on Responsible Parenthood and Family Planning (FP) as well as counselling on FP for those women with

unmet need who desired to use FP method. Mass Mob is one of the initiatives implemented by PopCom in partnership with the Department of Health-Caraga specifically to reduce unmet need for modern family planning which is critical element in achieving the Sustainable Development Goal (SDG) of improving maternal health. Fostering Reasoning and Sense Making: The Habits of the Mind By ROSIE G.TAN Bugo National High School Division of Cagayan de Oro City

One of the important reasons of teaching mathematics is to develop critical thinking. That is, creating an inquiry-driven classroom and meaningful activities are deemed necessary. The National Council of Teachers of Mathematics (NCTM) recommends five process standards in educating the students such as: problem solving, communication, connection, reasoning and proofs, and representation. But, it seems to be impossible to have all of these process standards in one class session. Reasoning and sense making are processes observed to entangle the NCTM five process standards. Problem solving for instance is impossible without reasoning and sense making. Reasoning entails communication, reasoning and proofs, representation. Also, sense making requires

connection. Researchers say that reasoning and sense making help one realized the significance of mathematics. Reasoning mathematically is a habit of mind, and like all habits, it must be developed through consistent use in many context. Moreover, students learning difficulty in connecting among the lessons is because of the premature focus of rigorous and formal proof before meaningful conceptualization of key ideas. Accordingly, the habit of abstraction and logical reasoning make mathematics evolved. Mathematics plays a serious role in our future. This discipline is one of the foundations for the advancement in natural sciences, engineering, medicine, and the social sciences. Let’s help students develop critical thinking by fostering reasoning and sense making.

Zambo water firm shortens rationing schedule ZAMBOANGA City -- The Zamboanga City Water District (ZCWD) is cutting down the daily water distribution by four hours to its concessionaires barely two weeks and seven days after imposing rationing. Eng’r. Alejo Rojas, assistant general manager for operations, said that effective 5 p.m. Wednesday, January 27, the rationing schedule will be shortened to eight hours with water from the present 12 hours daily. The ZCWD had divided its distribution lines into

three areas to be able to provide water daily to its more than 57,000 active concessionaires. Rojas said the new water rationing schedules are as follows: east coast area, 1 a.m. to 8 a.m.; central area, 9 a.m. to 4 p.m.; and, west coast area, 5 p.m. to 12 midnight. Rojas has revealed an alarming drop in the inflow to ZCWD’s reservoir has considerably reduced the water production. The drop in the water inflow was brought about

by the prolonged dry spell caused by the El Niño phenomenon hitting the country. The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) reported that the El Niño phenomenon will last until June. The ZCWD gets 80 percent of its supply from surface water through the Tumaga River, making it vulnerable to the elements such as the extreme hot conditions currently expe-

rienced in this city. Edgar Baños, ZCWD information officer, disclosed the present water elevation at ZCWD’s diversion dam is measured at 74.04 meters, which is way below the normal level of 74.20 meters. The water elevation was measured at 74.10 meters when the ZCWD imposed water rationing starting January 8. Rojas has called on the residents to help conserve and use water judiciously. Recently, Ms. Morena Fernandez of DSWD lobbied and advocated the Family Drug Abuse Prevention Programme (FDAPP) and the Comprehensive Intervention Against GenderBased Violence (CIAGV) to the local officials of Sapad, this province. The Family Drug Abuse Prevention Program (FDAPP) is a communitybased prevention program designed to educate and prepare families about the adverse effects of drug abuse. DAVAO City—The Davao Light and Power Company will tap other power sources in Mindanao in anticipation of higher demand vis-a-vis declining supply from hydropower facilities caused by the El Niño phenomenon. The dry spell has reduced water inflow to Lake Lanao in Lanao del Sur and Pulangui River in Bukidnon and with it the generating capacity of the hydropower complexes there. The hydropower plants supply the Mindanao grid with over half of its power needs. Speaking in Monday’s Kapehan sa Dabaw, Rossano Luga, DLPC assistant vice president for Reputation

A NEW multi-sector agreement aims bringing Metro Manila’s air quality to an internationally acceptable level by mid-2016. Under the agreement, the Department of Environment and Natural Resources and its partners will undertake free testing of emissions from public utility jeepneys (PUJs) in Metro Manila to check for smoke belching -- a major air pollution driver here -- so owners concerned can address this problem accordingly. “We’ve seen air pollution over a long period -- it’s time to do something about it,” said Director Juan Miguel Cuna from the DENR’s Environmental Management Bureau (EMB). --EcoWaste Coalition AS the observance of the Zero Waste Month wraps up this week, an environmental watchdog group urged the public to follow the notoriously ignored signage against garbage dumping. The omnipresent reminder “Bawal Magtapon Dito,” lamented the EcoWaste Coalition, is the “most mistreated” public service notice that apathetic citizens choose to disregard along with the “no urinating,” “no smoking” and “no parking” signs. “Despite the country’s 97.5% literacy rate, many Filipinos appear not to understand what ‘Bawal Magtapon Dito’ means,” observed Aileen Lucero, Coordinator, EcoWaste Coalition. “All over the metropolis, we find this reminder visibly written on plastic tarpaulins, wooden placards and even

on the walls, but to no avail,” she complained. “Even if the signboard explicitly mentions the penalty of up to Php1,000 for littering and open dumping violations, many still throw their discards in forbidden places like sidewalks, street corners and vacant lots,” she noted. “The tendency to disobey such a simple regulation of not littering or dumping mirrors the sad state of our throw-away society and the need for improved environmental awareness and responsibility among our people,” she said. SSS debunks low collection efficiency allegation Contrary to allegations of some sectors, the Social Security System (SSS) said that in terms of collection efficiency, it is performing at 88 percent and not 38 percent. In the wake of claims of poor collections impeding SSS’ ability to fund the P2,000 pension increase, SSS President and Chief Executive Officer Emilio S. de Quiros, Jr. debunked the alleged 38-percent SSS collection efficiency computed by Congressman Neri J. Colmenares in his article released in the Philippine Daily Inquirer last October. “Collection efficiency is defined as the amount of contributions that SSS has collected versus the collectible amount. This is computed by dividing contributions by the collectible amount,” de Quiros explained. Based on the 2013 Commission on Audit ( C OA ) r e p o r t , S S S ’ employer delinquency stood at P13.5 billion. T h i s r e p r e s e nt s t h e amount that the SSS should have collected from employers as their employees’ contributions. For the same year, SSS contribution collections stood at P103.1 billion, thus the total collectible amount is P116.6 billion, including the P13.5-billion employer delinquency. “Given SSS contribution collections of P103.1 billion against the collectibles of P116.6 billion, the SSS collection efficiency is at 88 percent. This ratio

improved in 2014, as contributions further increased to P120.65 billion from P103.1 billion. Using the same formula, collection efficiency of SSS was higher at almost 90 percent,” de Quiros noted. During the SSS press conference on January 18, de Quiros presented the financial performance of the p ension fund since 2010. One major financial accomplishment was the SSS contribution surplus since 2012, which means that SSS has been able to fund its benefit payouts and operating expenses purely from t he cont r ibut ions of the members, without dipping into its investment income. Prior to 2012, contribution collection alone was not sufficient, and the SSS had to dip into investment income for its service operating costs, pertaining to benefits and operating expenses. “The alleged 38 percent often cited by legislators as collection efficiency is what we call coverage ratio, computed as the number of actively paying members at 12 million over the total members of SSS at 33 million. The 12 million refers to the members who regularly pay their contributions. The 33 million, on the other hand, is comprised of the total membership of SSS, which includes those who only paid once and those who pay intermittently,” de Quiros said. See collection, page A11

Pag-IBIG reports P 20.2B net income Pag-IBIG Fund held its State of the Fund Address (SOFA) on Tuesday (Jan. 26) to report on its accomplishments in 2015. “Pag-IBIG Fund is the Filipino worker’s fund. Our responsibility is to promote savings and to invest in housing. I am glad that Pag-IBIG Fund, led by President and CEO Atty. Darlene Marie B. Berberabe, kept up with President Aquino’s mandate of Daang Matuwid, with their relentless pursuit of excellence and integrity,” said Atty. Chito M. Cruz, Pag-IBIG Chairman of the Board. “In 2015, we launched the Loyalty Card Program which gives discounts and privileges from over 90 private sector partners such as up to 50% discount for selected medicines in Pfizer, discounts on LPG from Petron, discounts in educational institutions, and perks from Puregold. There are now over one million Loyalty Cardholders. In the last five years, Pag-IBIG doubled its home loan cap from P 3 million to P 6 million while cutting the interest rate, from 11.5% per annum to as low as 6.5 %, with special rate of 4.5% for minimum wage earners, and reduced its calamity loan by half to 5.95%. We also nearly doubled our membership base from 8.7 million in 2010 to 15.9 million now, which means there are more members who contribute to the Fund. For better access to our services, we almost tripled our branch offices from 38 in 2010 to 112 now. All these bigger and better benefits are being enjoyed by our members without increasing the mandatory contribution of 100 pesos per month,” Atty. Berberabe shared. Pag-IBIG remains as one of the most financially sound state-owned corporations. In 2015, it earned a net income of P20.2 billion which is 27 percent higher than 2014. The agency is set to credit as much as P14.14 billion in dividends to members’ accounts, which is 17 percent higher than 2014. With the improvement of its collection platform, the Fund improved its performing loans ratio (PLR) from the lowest PLR of 72 percent to an unprecedented 89.35 percent net of allowance for impairment loss. The Fund has also been recognized by various award-giving bodies and other government agencies.

In 2015, Pag-IBIG was able to maintain its 100% passing rate in the Anti-Red Tape Act (ARTA) survey, after full round of survey, with 30 of its branches rated “Excellent.” The Fund received the same ARTA passing rate in 2013 and 2014. The Fund also maintained its Pag-IBIG ISO 9001:2008 Certification, proof that its processes comply with international standards. The agency also received its third “Unqualified Opinion” from the Commission on Audit, a testament to the Fund’s good governance. The Association of Government Accountants of the Philippines (AGAP), Inc. conferred the Most Outstanding Accounting Office Award 2014 to Pag-IBIG while the Fund’s Integrity Pledge initiative has signed more than 250 stakeholders in last few months. “Pag-IBIG Fund maintains its twin values of integrity and excellence. MAKATI CITY, January 27, 2016—Bank of the Philippine Islands leads a consortium of Philippine banks that raised up to US$525 million to partially finance AES Philippines’ new 330-MW super-critical coal power plant envisioned to supply power to, among others, at least seven electric cooperatives in northern Philippines for 20 years, opening the way for a reduction in electricity rates in the area. This facility follows a $500-million refinancing in 2013, also provided entirely by local banks, in support of the rehabilitation and modernization of the original 600-MW facility in Masinloc, Zambales.
