MISAMIS Oriental––Patient admissions in eight provincial hospitals here was up 23 percent, while outpatients had risen to 61 percent from January to November this year, provincial governor Yevgeny Vincente Emano said Tuesday.

HOME-cooked meals make us healthier than eating out and reduce the risk of developing Type 2 diabetes, said a US study Sunday.

Those who ate 11 to 14 lunches or dinners a week -- or about two homemade meals each day -- had a 13 percent lower risk of developing Type 2 diabetes compared to those who ate less than six homemade lunches or dinners a week, according to the study presented at the American Heart Association’s annual meeting in Orlando, Florida.

Economic and Social Commission for Asia and the Pacific (ESCAP) regional trade and investment outlook report concluded that the Asia-Pacific region has been central to the development of GVCs and is now at the heart of many global and regional supply chains.

“Despite this, most countries in the region have not fully benefitted from the expanded flows of trade and investments associated with the rise of GVCs and remain excluded from their potential benefits, particularly lowincome countries…,” it said.

The UN report stressed that 90 percent of GVCrelated trade flows are concentrated in just 10 regional economies including Australia, China, Japan, India, Indonesia, Malaysia, the Republic of Korea, Singapore, Thailand and Turkey.

The Philippines is highly integrated into GVCs compared with the region overall, as reflected in the composition of top import and

export products which are dominated by intermediate goods.

These goods are classified as capital goods, but feature prominently as intermediate inputs in technologyoriented GVCs. To enhance GVC participation, the report discussed the importance of comprehensive trade liberalization, noting that relaxation of tariff is a critical step in competitively engaging in the value chains, both globally and regionally.

“A 1-percent increase in own tariff is linked with a 2 percent-5 percent decrease of GVC-related export through GVCs,” it said.

The UN pointed out that liberalization of trade in services and investment could enhance the competitiveness of manufacturing firms and facilitate their participation in global production networks.

In order for a firm to be able to better connect to GVCs, improvement of hard infrastructure, such as port connectivity, transport, logistics and the information communication network, is required.

“The accessibility and high quality of these physical infrastructure features are critical to helping firms minimize trade costs and thereby increase their opportunities for connecting with global production networks,” the report noted.

The UN report expects slowing growth in regional trade and investment flows even as Asia and the Pacific remains the most dynamic region of the global economy.

The outlook for regional services trade was brighter than for merchandise trade.

Exports of travel and other commercial services were especially strong, supported by growing demand for travel

Furniture firms see 10 percent growth in 2016 Local furniture and furnishing makers see a 10-percent growth in revenues next year largely driven by continued strong demand expected from both local and export markets.

“The blooming domestic market for contract will continue to improve the performance of the furniture and furnishing sector,” said Myrna Bituin, Philippine Exporters Confederation Inc. (PHILEXPORT) trustee for the furniture sector.

Bituin expects continued growth despite problems hounding the sector, including higher trucking cost, inadequate services at the port as well as higher costs of power, labor and taxes. “(These) are affecting the growth of the sector compared to Indonesia, Vietnam who are our closest competitors,” she said.

As for the key export markets, Bituin said the United States (US), European Union (UE) and Middle East are picking up.

“The US market is recovering, buyers still prefer the Philippines provided the prices are acceptable. The EU and the Middle East markets continue to improve followed by Japan, a long time Philippine partner,” she added.

Bituin further said stringent requirements like the EU Timber Regulation (EUTR), US Lacey Act and the Australian bill are not yet fully implemented. (PHILEXPORT News and Features)

‘I will charge DILG:’ Guialani CAGAYAN de Oro City--A complainant in the antigraft charges against City Mayor Oscar Moreno said on Tuesday that he would charge interior officials if the dismissal order against Moreno is not served on time.

William Guialani, who flew to Manila last Sunday to personally obtain a copy of

the “dismissal order” against Moreno from the Office of the Ombudsman, said that he was at the Central Office of the Department of Interior and Local Government in Manila last Tuesday.

He said that he would stay in the DILG office – even sleep in the DILG vicinity – until he would have a “hard copy” of the transmittal order for the dismissal of Moreno.

Guialani said that the

Office of the Ombudsman has ordered the DILG to implement the “dismissal order” within 10 days upon receipt of the order last Nov. 2, 2015.

“Until now, the transmittal order of the DILG has not been signed,” he said.

He said that he would be compelled to file charges against the DILG official if the dismissal order is not served after Nov. 12, 2015, or 10 days after the DILG

received the order from the Ombudsman.

He s aid t hat DILG Undersecretary Austere Panadero is the official assigned to approve the “transmittal order” for the implementation of the Ombudsman’s order.

Once Panadero approved the transmittal order, the “dismissal order would be electronically recorded and would reach the DILG regional office in Cagayan De

Oro City in seconds.”

Ombudsman Conchita Carpio Morales has approved the dismissal of Moreno on October 6, 2015 with Grave Misconduct for entering into a settlement agreement with Ajinomoto Philippines without prior authorization from the Sangguniang Panlungsod in violation of R.A.No. 7160 (The Local Government Code).

also penalized Moreno and City Treasurer Banez with perpetual disqualification to hold public office and forfeiture of all retirement benefits.

“My fight against graft and corruption in the government is a personal advocacy knowing that corrupt public officials have used the public office to enrich themselves at the expense of the taxpayers,” Guialani said.

DAVAO City––An officer of the Department of Health in Davao Region warned the public to be wary of the impact of the haze to the health even if it is already gone.

He affirmed that the transboundary haze had been existent in the past but its impact is more felt nowadays.

Speaking in the quarterly meeting of the Regional Disaster Risk Reduction and Management Council, Dr. Paulo Fantojan, spokesperson of the Department of Health (DOH) in Region 11, explained that current haze which started in June in Indonesia was caused by forest fires.

In Mid-October, Mindanao was already affected by haze.

Fantojan recalled that in October 28, the weather bureau declared the Philippines as haze free.

“We are not actually easing our guards because the forest fire is still going on in Indonesia, which might be aggravated by the entry of three more typhoons this year that can once again bring the haze from Indonesia,” he said.

Fantojan said haze is clearly air pollution with different gases and particles, causing light transparency of the air and was initially experienced in Davao City in October 17 and other

areas in Mindanao like the cities of Cagayan de Oro, Iligan, General Santos and Zamboanga.

He said the haze phenomenon already caused 5,000 cases of respiratory illness in Southeast Asia and the haze might last up to January of 2016.

Fantojan said the haze was detected in October 3 in Cebu City putting the place under seven days of haze.

He said haze can be described by mist, fog, cloud or smoke, smog, vapor or steam.

Fantojan said major gases in the air caused by haze are sulfur dioxide, particulate matter, nitrogen dioxide, carbon dioxide in

the ozone layer.

He said its impact to health is caused by irritant like gas particles in the nose, throat airways, eyes and skin.

Fantojan said severity may vary on the level of pollution, the duration of the exposure, health status and level of activity of an individual.

He said manifestations may show from mild, to moderate to severe.

“The public might experience only mild symptoms such as sneezing, running nose, eye irritation, dry cough, dry throat from

pollutants,” Fantojan said.

He said persons with medical problems like asthma, chronic lung diseases.

Chronic sinusitis and allergic skin conditions are likely to be more severely affected.

“These illnesses might be aggravated because of these irritants,” Fantojan said.

He said that haze is caused by manufacturing gases, volcanic eruption and traffic.

Fantojan recalled that in October 3, the haze in Cebu was misconstrued as caused by the traffic and not

from the Indonesian fire.

He said Cebu and Manila always experience local haze due to heavy traffic.

Fantojan said the haze experienced in Mindanao two weeks ago was caused by forest fires in the Kalimantan region, in Indonesia.

He said countries affected by the haze comprise of Indonesia which is the current cause, with the wild fires emanating from Sumatra and Kalimantan; Malaysia, Brunei, Singapore, Philippines, Thailand, Vietnam and Cambodia.

This is how a lawmaker described the internet connection in the country as he sought for a House inquiry on the implementation of the fair use policy on internet users.

Rep. Jonathan A. Dela Cruz (Partylist, ABAKADA) urged the House Committee on Information and Communication Technology to investigate the impact of slow and expensive Internet connection to consumers

and businesses.

Dela Cruz said the country is lagging behind its Asian neighbors and that it is the third lowest in terms of connection speed, just behind Vietnam.

He said the PLDT group has 72.5 million subscribers composed of 24.7 million Smart subscribers, 31.9 million Talk and Text subscribers and Digitel/ Sun subscribers with 15.6 million.

He said Globe has 36.5

million subscribers composed of 34.5 million Globe and TM prepaid subscribers and 1.98 million posy paid subscribers.

“Despite the unprecedented avalanche of ICT users, we have yet to have a truly world class ICY service infrastructure as evidenced by pouring abysmal internet speed,” the lawmaker said.

Corruption in sports WHEN I was young (!), I really enjoyed being active sports. Gymnastics (here especially doing exercises on the horizontal bar/ rings/mat) and handball.

Till today, sports is still an important topic for me.

Unfortunately, corruptions in sports are getting more and more worse. Right now, world athletics braces for new doping scandals.

The head of world athletics has said the sport faces a long road to rebuild trust.

I am pretty sure it will be a very long and winding road. A report to be released

within this week––investigating bribery, extortion and a doping cover-up in track and field.

Ahead of what could be a damning report into corruption and doping in world athletics, the head of the International Association of Athletics Federations (IAAF) said yesterday (Sunday, November 8, 2015) that the sport would have to reform and rebuild trust.

“I’m angry about the position our sport is in today.

I’m shocked, I’m angered and dismayed. These are dark days,” IAAF president

Sebastian Coe told AP. “We shouldn’t kid ourselves,” he added. “It’s going to be a long way back to rebuilding trust.”

The comments come as the World Anti-Doping Agency (WADA) is set to release this report. Especially Russia is again making headlines. The report was triggered by a documentary on Germany’s national broadcaster ARD (Allgemeine Rundfunkanstalten Deutschlands) already last December, which alleged widespread doping in athletics and some other summer

I WISH to warn everybody of catastrophic incidents that are taking place in and around the world which we must all be prepared. As we noticed earthquakes had struck in many places lately that claimed hundreds of lives lost as well as an undetermined amount of damages on properties. I urge everyone to be prepared always to survive with ease and avoid serious damages to the family and homes. Be aware that our country is prone to disasters of all kinds, but things could be minimized if we are ready to face the effects

of the devastation.

With good infrastructures, people can live easily, more efficient and less expendi-

ture for everything done need less time and energy.

Balancing the economic sector development throughout the country is also the best strategy to make the nation peaceful and live in harmony. They don’t have to go abroad to work doing hard jobs, such as the household jobs. If they go abroad, they should work at least in industries not as servants.

What kind of finance can be enhanced for that kind of development? Islamic finance is appropriate by focusing on the majority of the people living below the standard in general. The low levels should be lifted up. It can be implied that any nation should cultivate their economic development strategy based on the reality of the nations. We cannot just directly copy the so called- capitalistic economy. It will endanger the people in majority—the low level ones.

Mayor Amante ok’d P2.29M in Irregular Butuan Liga payments

BUTUAN City--Mayor Ferdinand Amante, Jr. approved a Local Budget Regulation authorizing the release of P2,296,998.71 to the Liga ng mga Punong Barangay (LIGA) from November 26, 2012 to November 21, 2013 which the Commission on Audit (COA) “deemed irregular hence will be disallowed in audit.”

It appeared that the City Accounting Office here had basis for the fund releases, the Local Budget Regulation signed by City Accountant Josefina Morta and approved

by Mayor Amante pursuant to a Liga resolution authorizing “that whatever balance accumulated at year-end will be given to the Liga ng mga Punong Barangay as a form of financial assistance.”

The Commission on Audit said “It is our position that BMF was appropriated thru appropriation ordinance by the Sangguniang Barangay and the same could not be

amended by a Liga Resolution of the Barangay Captains or any local budget regulations.

Any disbursement not in accordance with the purpose of the funds is deemed irregular hence will be disallowed in audit.”

In its findings, COA said the amount representing Bookkeeping Maintenance Fund BMF) of the Barangays, was released as financial assistance and was utilized for purposes other than those intended in the enacted budget of the component barangays, in violation of Section 306(e) of RA 7160.

Section 305(e) of RA 7160 provides, “Trust funds in the local treasury shall not be paid out except in fulfillment of the purpose for which the trust was created or the funds received.”

The Bookkeeping Maintenance Funds of the Barangays, as recorded in the city accounts as trust funds, were appropriated at 1.5 percent of the enacted budget of the barangay to pay for its bookkeeping-related expenses like wages and allowances of bookkeepers and maintenance and other operating expenses and capital outlays.

COA said its review of the utilization of Bookkeeping Maintenance Funds showed the funds were released to the accounts not to the barangays, but to the accounts of the Liga as authorized by the member Punong Barangays through LIGA resolutions,

Vasectomy most unpopular birth control method in Davao DAVAO City -- Only a few men are willing to undergo vasectomy as a birth control method even if the City Health Office is offering free no-scalpel procedure, an official said.

Speaking during Monday’s Kapehan sa Dabaw at SM City, Jeff Fuentes, officer-incharge of the City Population Division, told reporters it’s hard to convince men to undergo vasectomy as they fear it would affect their manhood.

“Because of the macho society, they will always think that they will lose interest having sexual intercourse if they undergo vasectomy.

They equate it with castration, which is not true. Family planning should be shared by the couple,” he said.

“This is the most difficult of all family planning [methods]. We’re trying hard to popularize the program but it’s very challenging,” he said.

Fuentes noted that Davao is the only city in the country that offers free no-scalpel vasectomy on a monthly basis, or every last Friday of the month in different locations.

He said the agency has gone to eight different locations, including far-flung barangays in Marilog district, so that residents will have easier access to the free services.

“We want to bring the services nearer to the people, daghan naglisod kay walay pamasehe para makanaog (many don’t have the money to go to the city),” he said.

Fifty-five men have undergone vasectomy so far this year. Last year, 59 others availed of the procedure.

Fuentes cited that the main reasons men would choose to undergo vasectomy are either they can’t afford having a big family or their wives are physically unfit to undergo ligation.

tonio, district health officer of Talamo and Puan Health Center, explained that the procedure is done without using scalpel blade which induces only minimal pain.

He said it means permanent sterilization for men, which is more cost-effective and safer compared to ligation for women, an internal surgery that carries the risk of infection.

He added that this procedure usually costs P80,000 excluding the medications needed.

DAVAO del Norte--To get at par with motorcycleriding criminals, the Davao del Norte Police Provincial Office (DNPPO) is being equipped with 10 units of single motor service vehicles.

Provincial Governor Rodolfo P. del Rosario this morning turned over the 10 units of motorcycles to DNPPO provincial director, PS Supt Samuel Gadingan in a simple ceremony held outside the Bulwagan ng Lalawigan.

The turnover was done after the blessing in the presence of Davao del Norte

1st District Representative Antonio Rafael G. del Rosario and Department of Interior and Local Government (DILG) Provincial Director Alex Roldan.

During the turnover ceremony, Roldan explained that buying the units of motorcycles was thought of few years back, due to high number killing incidents perpetrated by motor-riding criminals. He was referring to reports discussed during meetings of the Provincial Peace and Order Council (PPOC).

He cited such idea as a way of equipping the police of the same facility in pursuit of such criminials.

On the other hand, Davao del Norte Provincial Governor Rodolfo P. Del Rosario expected the police to cover the outskirts of the province to provide security using the motorcycles.

Meanwhile, Gadingan appreciated the continued support of Del Rosario to the police operation saying such assistance augurs well with efforts to boost police visibility.

Excluding Bayan’s third quarter results, Globe Telecom’s net profit and core net profit as of end-September of 2015 still grew robustly by 31% and 9%, respectively, from the same period in 2014.

The board of directors of Globe also approved the declaration of cash dividend for holders of voting preferred shares. The dividend is also payable on December 4, 2015, for shareholders on record as of November 24, 2015. The amount of cash dividend will be based on the average 30-day PDST-R2 as computed by the Philippine Dealing and Exchange Corp.

According to Ong, concurrently the chair of the APUG Organizing Committee, prominent university athletes from six countries in the Asia and Pacific regions will see action in various sports, including badminton (men and women), table tennis, and men’s basketball.

THE Philippines has gained its eighth ASEAN Heritage Park (AHP) after environment ministers from the 10-member Association of Southeast Asian Nations unanimously approved the nomination of Mt. Timpoong-HibokHibok Natural Monument (MTHHNM) during their recent meeting in Hanoi, Vietnam.

The other AHPs from the Philippines are Mt. Apo Natural Park, Mt. Kitanglad Range Natural Park, Mt. Malindang Range Natural Park, and Mt. Hamiguitan Wildlife Sanctuary, all in Mindanao; Mts. Iglit-Baco National Park in Occidental Mindoro; Mount Makiling Forest Reserve in Laguna; and Tubbataha Reefs Natural Park in Palawan.

Camiguin is known as “the island of seven volcanoes,” with Mt. Timpoong as its highest peak and the active Mt. Hibok-Hibok as the largest volcano.

“As MTHHNM steps into the pantheon of Southeast Asia’s natural treasures, we wish to generate greater appreciation for the environmental uniqueness of this natural park in the island province of Camiguin,” said Environment Secretary Ramon Paje.

MTHHNM has a total area of 3,739.14 hectares and was declared in 2004 as a protected area under the National Integrated Protected Areas System (NIPAS), by virtue of Presidential Proclamation No. 570.

The park enjoys a high endemism of flora and fauna. It is home to birds such as the Camiguin Hawk Owl, Camiguin Hanging Parrot, Yellowish Bulbul, and Golden yellow white-eye; mammals like the Camiguin forest rat and forest mouse; and amphibians such as the Camiguin narrow-mouthed frog. Endemic flora include medicinal trees like Kalingag (Cinnamomum mercadoi) and Duguan (Myristica philippensis).

MTHHNM is also a prime ecotourism area as it boasts of distinct rock formations, mountain lakes, waterfalls, cold and hot springs, and soda waters.

It also serves as the island’s watershed, the main source of potable water for residents and irrigation for lowland areas. denr

Revving up local economy The dairy farm will serve as the area for propagation of dairy animals through crossbreeding and upgrading, as well as to promote

dairy animal trading among stakeholders of the local dairy industry.

Dairy farming sparks a ‘new dawn’ for Camiguin MAMBAJAO, Camiguin–– Starting up a small dairy farm project here opened vast of opportunities for the locals.

SEN. Ferdinand Marcos Jr. graced the NMR-1 convention of the Fraternal Order of Eagles (Philippine Eagles) last November 7 to the thundering applause of the more than 700 Kuyas, Ates and Bunsos who attended the event at the sprawling Grand Caprice Convention Center in Cagayan de Oro City.

In his keynote speech, Marcos noted that the unity of the Eagles must be echoed throughout the country.

“Before I go to the yearly commemoration of typhoon Yolanda, I made sure to be here so I can see for myself how the Eagles are unified,” Marcos said, and went on becoming an

honorary member of the group himself.

“That is what my dream is, that is what I will work for, unity is my advocacy.

So let the unifying force begin here. Hopefully, we will begin a movement that will spread throughout the country – isang bansa, isang diwa,” the 58-yearold vice presidential running mate of Sen. Miriam Defensor-Santiago said, referring to the national motto of the country during his father Ferdinand Marcos Sr.’s presidency.

Two more politicians graced the Eagles fest that day – Rep. Roy Seneres of OFW Party List and Rep. Rufus Rodriguez of the second district of this city.

In his fraternal message to fellow Kuyas, Rodriguez hailed the various

projects of the 30 Eagles clubs in NMR1 ranging from upland reforestation to projects for children.

At the end of the evening, the Miss Philippine Eagles 2015 was held and each club presented a number.

K to 12 Basic Education has opened a lot of opportunities for students such as making it easy for those who wish to continue graduate studies abroad.

However, there are challenges that K to 12 posted to Philippine schools such as its impact to private schools, higher education institutions, in particular.

HEIs expect a drop in enrollment during the full implementation of Senior High School. Mainly because there would be less enrollees for school years 2016 and 2017. In these school years, only graduates of the authorized pilot schools of SHS curriculum, high school graduates before K to 12

CAGAYAN de Oro City -- Being one of the regions with the highest number of cases in child pornography, northern Mindanao will be more vigilant in looking out for its children from pedophiles and syndicates, especially those using children to the internet for profit.

The Department of Social Welfare and Development (DSWD) here and other DSWD offices from four other regions, is now designing a national program called “#StopChildPornPh” which will help children and parents protect themselves from the giant industries committing trafficking and sexual abuse both online and offline.

“We are going through a lot of brainstorming to make sure the program design will become helpful for children and parents in the communities,” Morena Fernandez of the DSWD says. The DSWD is working with international online protection organizations in the program design.

The design of the program includes communitybased advocacy activities

that introduce children and their parents on online and offline schemes that may lead them to become victims of child pornography. They shall also be taught on how they can avoid becoming victims and how to help others from becoming victims themselves.

“We are doubling up our time, and yet we are very detailed and thorough in designing this program since we believe that there are a lot of children and parents who are still vulnerable to deception on the internet, which is the most common venue where pedophiles and syndicates operate,” Fernandez says.

Fernandez explains that the program shall enjoin the law enforcement, barangay officials, civil society groups, faith-based organizations, and non-government organizations to the program implementation.

Mahinog--Fifteen (15) agrarian reform beneficiaries (ARBs) who are members of San Miguel Multipurpose Cooperative at Tacangon Expanded Agrarian Reform Community in Mahinog, Camiguin have just completed a four- day training on bamboo handicraft making. The selected ARBs were trained on the new techniques in amakan weaving and were taught new designs in making baskets, fans and flower vase made out of bamboo as raw materials.

The training was part of the Village Level Processing Center Enhancement Project (VLPCEP) of the Department of Agrarian Reform that includes the enhancement of ARB products.

The training was held a week before the start of the yearly celebration of the Lanzones Festival in Camiguin which falls on

October 18-25, 2015. As an output of the training, the group was able to display their products like bamboo fans, baskets and flower vases which gained appreciation from local and foreign tourists who visited the display booth of the Department of Trade and Industry.
