1,600 farmers in Davao Oriental receive rice seeds support MATI CITY, Davao Oriental -- The Davao Oriental Provincial Government has distributed anew rice subsidy to farmer-beneficiaries here as part of its Rice Expansion Program to further boost rice production in the province. Some 1,600 farmers in the towns of Banaybanay and Lupon have received one bag of rice seeds each. This rice support is set to cover at least 1,600 hectares of rice fields in these towns. Provincial Agriculture Office (PAGRI) Department Head Rotchie Ravelo said that for the whole province, PAGRI has allotted a total of 3,176 bags of certified and registered rice seeds for dispersal. He said that the rice

distribution is a strategy that the Provincial Government has initiated to help the province attain its 100 percent rice sufficiency level target. “Attaining this will enable us to supply enough rice to feed the province’s entire population,” he said, adding that it has been the ultimate goal of the provincial government to assist to improve rice production. For the past eight years, Ravelo said Davao Oriental has achieved substantial increase on the rice sufficiency level from 41 percent in 2007 to 68 percent in 2014 through its Rice Self Sufficiency Program, which was introduced in 2008. According to the PAGRI, Davao Oriental has achieved

a production of 4.27 metric tons per hectare per year – a figure way above the national average target which is only 3.87 metric tons per hectare per year. “With this outstanding performance in rice production, Davao Oriental ranked fourth in the recent AgriPinoy Rice Achiever Award (APRAA), which was participated by 62 rice-producing provinces in the country,” he said. Amid this major feat in rice production, Ravelo stressed that there is still a need to further boost Davao Oriental’s rice production in order to also increase its rice sufficiency level from the current 68 percent to 100 percent. Prompted by this target, the big-ticket irrigation

system in Cateel town, situated in the province’s first district, was constructed. Funded by the World Bank, Mindanao Rural Development Program and the provincial government, the irrigation dam will further expand Cateel’s areas of production to an additional 1,600 to 2,000 hectares, thus, would also increase rice production in the whole province. Launched in October 2014, the irrigation system is already operational and is now covering wide swathes of rice fields which have not been irrigated for many years in the past. Aside from significantly increasing the cropping season and rice production in Cateel, it will also boost the income

of rice farmers. “This is our concept for our development in our province—that is ensuring that we develop all areas that have the potential to produce our food and boost our economy,” said Governor Corazon Malanyaon. She said that improving agriculture is one of the goals of the provincial government to defeat poverty. Under this agenda is the governor’s flagship program – the Pagkain at Kita Program, a factor in achieving a large drop of 6.5 percentage point in poverty incidence rate. From 42.7 percent in 2007, poverty incidence plummeted down to 37.8 percent in 2012---the highest reduction in poverty incidence among the

provinces in Davao Region. Malanyaon lauded the important contributions of the farmers in propelling the economy and feeding the people of the province. “We in the government are only instruments in providing the resources, but it is you [the farmers] who nurtures and grows these resources,” she said. Meanwhile, first district representative, Congressman Nelson Dayanghirang lauded the provincial government in addressing food security in the province. “All the Provincial Government efforts have now come into fruition. We are now achieving sustainable increase in our agricultural production, we are raising rural income, and more importantly, we are addressing hunger,” he said. CAGAYAN de Oro City--A lawyer on Tuesday belied reports that the Court of Appeals (CA) Special Division has issued a resolution extending the 60-day Temporary Restraining Order (TRO) in favor of the dismissed Cagayan De Oro City Mayor Oscar Moreno. Pat Tremor, the lawyer of William Guialani, issued the statement to belie reports that the CA has granted Moreno’s petition for extending the 60-day TRO that the CA granted last Nov. 13, 2015. “The CA has no power to issue an extension of the 60-day TRO,” Tremor said. Tremor, however, said that the CA on Tuesday issued a Resolution requiring Guialani to submit a “Memoranda” on the application of Moreno for a writ of preliminary injunction within five days. He said that the CA can issue a writ only if an oral argument is heard. “Instead the CA required us to submit a Memoranda on the application of Moreno for a writ of preliminary injunction. “We are apprehensive because instead of the usual oral argument, the CA now requires us to submit a Memoranda,” complainant Guialani said in reaction to the CA resolution. It can engage a wider audience and eliminate restrictions of geographic distance, time, and lack of resources, limitations to mobility, and other limiting factors. The type of e-learning Domingo recommends is the asynchronous self-paced approach. Unlike other e-learning approaches, this type does not require administrators once the courseware is developed, and it is less rigid with its syllabus and timeline. To make it functional, however, the DOH would need to organize a developing group for the programs it intends to offer. The group should consist of a program manager, instructional designer, subject matter expert, programmers, course administrator, online facilitators and tutors, and technical support. The development of programs has five stages – analysis and identification of goals; design of the course; development of the program’s content, storyboard, and courseware; implementation; and evaluation. With an e-learning feature on the RCHSD, the DOH would help the public become more informed about the country’s health system policies and programs. This could foster greater understanding and engagement among stakeholders toward a healthier Filipino society.

Another thing, why can’t the DSWD regional office provide the client a list of necessary documents needed in order to avail financial assistance rather than letting them come back every now and then? A client also poked on the social worker’s discourteous assessment on clients seeking financial assistance, especially educational assistance, when the money they are supposed to be released are not theirs? For the information of these ignorant and ill-mannered social workers, the funds intended for educational assistance are funds aligned out of congressional funds. I was editing the oldest newspaper in Mindanao, “The Katarungan” when Raf Benaldo who was in charge of the graduate study of Xavier University/Ateneo de Cagayan and was operating a nightly TV newscast “Newscope” came to my office. It was truly a great surprise and a great honor when he offered me the position of news director. Journalism being my profession and since I had enough time to do a second job, I accepted his offer right away. That was the beginning of a long friendship when sometimes we would sing at media parties. His favorite song “The Lonesome Cowboy” with his baritone voice and I used to sing Eddie Fisher’s “Till - - the river flows upstream.” The TV program dragged me to gather no less than 20 news articles everyday plus three film cliff interview of personalities. I write the news articles which he read during newscast time at 7:00 in the evening. We appeared on television every evening with Dolly and Ann Gorra, and that set up went for more than a year with our rival tele-

Our friendship was well tested when some 52 criminal libel suits were filed against me and there Raf who was then president of the Cagayan de Oro Press Club stood by me without reservations. He was more worried than I did and he made contacts with the National Press Club in Manila. My cases which hit the front page headlines of Manila dailies shocked people when some 26 warrants of arrest were issued. It caused a justice of the Supreme Court to come to Cagayan de Oro to find out why a journalist had so many libel cases and dozens of arrest warrants.. When Raf was appointed district officer of the Department of Local Government in Cebu City, we met regularly. I travel to Cebu and stay there for two days while I had my weekly newspaper printed there. Later Raf rose to become undersecretary of the DILG and surely I saluted him for his success in life. LAS NIEVES, Agusan del Norte – The New People’s Army released and turned over to Rep. Lawrence Lemuel Fortun one of its prisoners of war (POW) last December 31 somewhere in Barangay Durian, Las Nieves town here. In a press release, Fortun’s congressional office said the Agusan del Norte First District lawmaker represented the government of the Republic of the Philippines (GPH) during the release ceremony. In his message, Fortun commended the commitment of the different parties to continuing the peace process. To him, “the instance of releasing a prisoner of war is a strong manifestation and hope for the resumption of peace talks between the Government of the Philippines and the Communist Party

of the Philippines-New People’s Army-National Democratic Front (CPPNPA-NDF).” Army Sergeant Adriano de la Peña was released to the Agusan del Norte First District lawmaker, among other third party facilitators before New Year’s Eve after 103 days of captivity in the mountains of Caraga region. The lawmaker also comforted Sgt. Bingil’s family, citing the release as not only a gesture of peace, but also as a new hope and the beginning of the new year.

BUTUAN City -- Police Regional Office 13 recorded “zero incident” of indiscriminate firing and stray bullet during the Yuletide revelries. This was disclosed by Police Chief Supt. Vert T. Chavez, who led the unmasking of muzzles of issued firearms after the first flag raising rites at Camp Rafael C. Rodriguez, the Philippine National Police (PNP) regional headquarters here, Monday. The ceremonial unmasking of gun muzzles was done simultaneous with the national activity of the PNP. Last Dec. 14, the national police started the annual nationwide sealing of muzzles of issued firearms, using masking tape and signed by senior officials, in line with the directives of PNP Chief Police Director Gen. Ricardo C. Marquez and the PNP guidelines on “Ligtas Paskohan 2015” (Safe Christmas celebrations 2015). Relatively, Caraga PNP also recorded 33 operations and confiscated illegal firecrackers estimated to amount to Php 81,051.00. “We are proud to say that your regional police here demonstrated adherence to

Zambo City hastens business permits processing ZAMBOANGA City--For the second year, the city government rolled out on Monday the Business One Stop Shop (BOSS) initiative to make registration and renewal of business permits more convenient and efficient. Under the BOSS concept, all agencies and offices involved in the renewal of licenses of different kinds of businesses are set up at the second floor of City Hall. These include the Bureau of Fire Protection (BFP), Philippine National Police (PNP), Department of Trade and Industry (DTI), Securities and Exchange Commission (SEC), Social Security System (SSS), Pag-IBIG Mutual Fund, Philippine Health Insurance Corporation (PhilHealth), City Veterinarian Office, City Agriculturist Office (CAO), City Health Office (CHO), Office of the City

Environment and Natural Resources Office (OCENR), City Planning and Development Office (CPDO), City Engineer’s Office (CEO), and City Tourism Office. The City Treasurer’s Office (CTO) and the Business and Permits Licensing Office (BPLO) are both located at the City Hall ground floor. Office hours for all agencies and offices involved in the renewal and registration process will be extended from 8 a.m. to 8 p.m. Monday-Friday and from 8 a.m. to 5 p.m. on holidays, Saturdays and Sundays starting Jan. 4 to Jan. 20 to accommodate applicants. The BOSS initiative was launched on Jan. 5, 2015 and was proven to be very effective as it significantly reduced the processing time. Business renewal under the BOSS system will have four steps: first, presentation

of 2015 business permit at the BPLO; second, secure clearances (different agencies at the City Hall second floor); third, assessment and payment at the CTO; and, fourth, get the 2016 permit at the BPLO. Businessmen are advised to secure a barangay clearance before starting with Step 1. They are also advised to bring all available clear-

ances/permits of previous year for faster processing. For new business registration, applicants will undergo three steps: first is the application with BPLO where they will be asked to fill up and submit the application form; second, assessment and payment at the CTO; and third, get the temporary permit to operate (TPO).

With the TPO, the business operations can start but the requirements and clearances are to be complied within the prescribed 30-day period for the issuance of the actual business permit. Pre-application requirements for new applicants are SEC registration or DTI registration (single proprietor), valid identification

card, 2x2 pictures, proof of ownership/lease contract and other pertinent documents. Deadline for the renewal of business permits is on Jan. 20. Late filers will be meted with 25 percent surcharge per quarter and 2 percent additional surcharge per month. (PNA) SCS/TPGJR/ PR

TITLE - This Ordinance shall be known and may be cited as the Municipality of “BUUG DISCIPLINARY HOUR ORDINANCE” SECTION 2. PURPOSE - This Ordinance is enacted for the purpose of regulating the hours during which a child/minor below 18 years old may appear upon the public streets or in any public place in the Municipality of Buug without being in the presence of their parents or guardians, or some adult person delegated by their parents or guardians: and to regulate such activities in the interest of the perseverance of the public health, safety and general welfare. SECTION 3. DISCIPLINARY HOURS - It shall be unlawful for any minor age below eighteen (18) years of age to loiter, idle, wander, stroll, play, pleasure ride, park or be in or on any type of vehicle whatsoever, or be or remain in, on or about any public street, highway, road, alley, park, playground, or other public grounds, public places and public buildings, vacant lots, places of amusement or entertainment, or other unsupervised places in the Municipality between the hours of 10:00 p.m. to 4:00 a.m., of the following days: that the provisions of this section do not apply to a minor accompanied by his or her parent, guardian, or other adult person having the care and custody of the minor, or where the minor is upon an emergency errand or when the minor is going to, attending or coming directly from a legitimate church, municipal or school function, or to a minor whose lawful employment makes it necessary that such minor be in, on or about the places herein set forth within the prohibited hours contrary to the terms hereof. SECTION 4. PARENTAL RESPONSIBILITY - It shall be unlawful for any parent, guardian, or other adult person having the care and custody of any minor below eighteen (18) old to allow or permit any such minor to loiter, idle, wander, stroll, play, pleasure ride, park, or be in or on any type of vehicle whatsoever, or be or remain in, on or about any public street, highway, road, alley, park, playground or other public grounds, public places and public buildings, vacant lots, places of amusement or entertainment, or other unsupervised places in the Municipality contrary to the provisions of and within the time prohibited in Section 3. It shall further be unlawful for any parent, guardian or other adult person having the care and custody of any minor below eighteen (18) years old to fail or neglect to cause any such minor to refrain from being in, on or about the places set forth in Section 3 within the time prohibited contrary to the terms and provisions of this Ordinance. SECTION 5. AMUSEMENT PLACES - It shall be unlawful for any person operating places of amusement and entertainment in the Municipality of Buug, including, but not limited to, bowling alleys, theaters, pool halls, dance halls, or places having amusement devices such as pin ball and video internet cafes game machines, to permit any minor below eighteen (18) years old to enter such places of amusement and entertainment during the hours prohibited by the terms of Section 3; provided, however, that the provisions of this section do not apply when the minor is accompanied by his or her parent, guardian or other adult person having the care and custody of the minor. SECTION 6. CUSTODY - Any minor found by any police officer in violation of Section 3 of this Ordinance shall be taken into custody by said police officer and delivered as soon as maybe to the parents guardian or other adult person having the lawful care and custody of said minor. SECTION 7. NOTICE TO PARENTS - Whenever any minor shall be taken into custody, as hereinbefore provided, written notice shall be given to the parent, guardian or other person having the lawful care and custody of said minor in the form hereinafter provided, which notice shall be served upon such person by handing said person a copy of the same personally or by leaving a copy thereof at his or her place of residence and informing any person upon the premises of suitable age and understanding of the contents thereof. Such notice shall be in substantially the following manner: To: __________________________ You are hereby notified that on the _________________ day of _________, 19 ___, your ___________ minor child _________________ named ___________ was taken into custody for being upon the streets of the Municipality of Buug in violation of the “Municipal Disciplinary Hours Ordinance. Authorized Municipal Officials for the purpose of issuing municipal civil infraction citations and municipal civil infraction notices under the provisions of this Ordinance shall, in addition to police officers, include the CVO’s SECTION 9. REPEALER - Any Ordinance of the Municipality of Buug enacted prior to this Ordinance, which is in conflict herewith, is hereby expressly repealed. SECTION 10. SEVERABILITY CLAUSE - Should any section, subsection, sentence, clause or phrase of this Ordinance be declared by a Court to be invalid, the same shall not affect the validity of the Ordinance as a whole, or any part thereof other than the part so invalid; it being the intention of the ordinance that each part, paragraph, sentence or any part thereof is separate from the rest of this Ordinance.

SECTION 11. EFFECTIVITY. This shall take effect upon its approval.

Yearender: Authorities boost community empowerment for disaster risk reduction By Catherine J. Teves

THE government further stepped up its disaster risk reduction (DRR) efforts in 2015 to better protect life, limb and property from natural hazards nationwide. During the year, State weather and climate authority Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) even more intensified its information dissemination campaign so people can increasingly learn about and prepare for expectedinclement weather as early as possible. “We must work very hard on educating the public about information we disseminate,” said PAGASA OIC-Administrator Dr. Vicente Malano. State-run Philippine Institute of Volcanology and Seismology (Phivolcs) also trained local government units (LGUs) on using and applying the Rapid Earthquake Damage Assessment System (REDAS) software to help mainstream DRR in local development, contingency planing and emergency preparedness. “Identifying and monitoring hazards and risks, warning about and disseminating information on these as well as responding properly and in timely fashion are components of DRR,” said Philvolcs Director Renato Solidum Jr. PAGASA and Phivolcs saw need to empower communities through sharing DRR-related knowledge, noting natural hazards abound in the country. Among such hazards are tropical cyclones, earthquakes and tsunami waves. PAG AS A c ont i nu e s coordinating with LGUs nationwide so this agency can further disseminate its weather and climate information to communities. To help make its forecasts and other technical information easier for the public to understand, PAGASA also agreed having terminology it uses translated by government’s language authority Komisyon sa Wikang Filipino (KWF). KWF reported already reaching a breakthrough in translating PAGASA’s terminology. “The translation will help people visualize what PAGASA is talking about,” said KWF translation chief Dr. Benjamin Mendillo. He noted visualization is

important in enabling people tounderstand weather that can likely happen. Such understanding is key in helping them prepare for expected weather accordingly, he said. KWF hopes launching this year the guidebook containing translation of PAGASA’s terminology, he continued. According to Malano, PAGASA will disseminate the translation to LGUs nationwide. “We’ ll integrate the guidebook’s contents in our information and education campaign,” he said. He also cited need to recall during the campaign previous weather events that significantly affected the country. Recalling such events will help people better appreciate need to be pro-active and heed PAGASA’s warnings, he noted. “Our campaign will likewise include explanations on weather-related natural hazards nationwide and communities’ vulnerability to these,” he said further. Mendillo said Phivolcs already expressed interest in availing of KWF’s translation service as well. Targeted for translation are Phivolcs’ various information materials on volcanology and seismology, he noted. REDAS is a hazard and risk simulation software that aims producing hazard and risk maps immediately after occurrence of a strong and potentially damaging earthquake. Phivolcs said REDAS is one tool that can help LGUs make prompt decisions on quick deployment of rescue and relief operations in earthquake-affected areas. For 2015, Phivolcs reported conducting REDAS training in Ilocos Sur, Benguet, Samar, Batanes and Quezon provinces. A private business group also availed of REDAS training this year, noted Phivolcs. In May 2015, Phivolcs unveiled in Metro Manila the Valley Fault System (VFS) Atlas. tsunamis in the country. The equipment’s turnover in Metro Manila is part of JICA’s assistance for building up Philippine resilience to tsunamis, earthquakes and volcanic eruptions which are all natural hazards in the country. Years later, Raf and his family came to San Francisco, where I had them walk on a red carpet and toured them around the number three biggest city in the world. After Raf ’s term as president of the Cagayan de Oro Press Club expired, I took over then we later went up to the Mindanao Press and Radio Club. He was president of the Metro Rotary Club while I was also president of the Rotary Club of South Cagayan de Oro. We had many things in common, particularly in community service. Raf Benaldo was an extra ordinary personality. He was amiable, so kind, humble, very respectable, a person of high integrity, honor and dignity. He loved his family more than anything else. So many people that included local and national officials recognized his high quality of a person. He had a very strong personality by way of honest gestures, high sense of humor and dedication. As a journalism practitioner, I acquired a lot of friends from the high echelon of government service down to the lowly clad people in the slums and from the squatters area. Raf stood high and he captured my respect and admiration. His pronouncements are sincere and anyone would bestow upon him a great salute. As I write this sort of eulogy of himself, I noticed my heart beats faster than usual and my feeling of sadness is circulating my entire body. I am just trying my best to hold my tears as I whisper farewell to a great friend, a colleague in the media. My friend, Raf Benaldo, I salute for your integrity as a person and thank you so much for your friendship. I wish to tell you - - you are a great man. Farewell my great friend.

CBP covers 23 of the most common conditions and procedures, which represent 50 percent of total claims to PhilHealth. The goal of the CBP is to increase cost efficiency and transparency in provider payment mechanisms. However, the possible increase in reimbursement efficiency of CBP as envisioned by PhilHealth did not seem to be translated in hospitals. In a study commissioned by state think tank Philippine Institute for Development Studies (PIDS), it was noted that the CBP works as a retrospective payment mechanism where hospitals are reimbursed a given amount after filing a claim for a given case, with reimbursement time spanning within 4 to 5 months. Hilton Lam, author of the study, also noted that CBP scheme resulted in an increase of out-of-pocket expense. “As CBP replaced the feefor-service, it was found out that the amount reimbursed by PhilHealth from the case rates was not sufficient to cover hospital expenses. Majority of the admissions in which patients shoulder the remaining expenses not covered by the CBP scheme goes to balance billing,” he explained. Lam pointed out additional drawbacks of the CBP scheme such as high administrative cost of screening cases and potential decrease in quality of care due to providers avoiding complex cases or not giving the appropriate level of care. T he PI D S stu dy is therefore recommending for PhilHealth to consider the GBP as an alternative payment mechanism for improving efficiency and decreasing transaction costs. together with an efficient and improved CBP and strict implementation of the no balance billing (NBB). The global budget payment system was formulated in 2012 and covers all PhilHealth members in nonprivate accommodations. However, it has not been implemented due to lack of hospital capacity particularly on information systems. Nevertheless, Lam believes this scheme is a potential cost-containment mechanism that can be used to support the Department of Health’s Kalusugan Pangkalahatan or Universal Health Care program, which has the goal of ensuring that all Filipinos especially the poor receive the benefits of health reform. Under the GBP scheme, government hospitals should submit their applications to be considered under the program with priority given to facilities that meet certain criteria, such as those with at least 90 percent bed capacity dedicated to nonprivate accommodations, centers of quality and referral hospitals, hospitals connected to eClaims facility, and local government unit hospitals implementing provincewide programs to ensure high PhilHealth enrolment. Unlike the CBP, GBP would be a prospective payment mechanism in which hospitals would be given funds to cover future claims. This prospective mechanism could cut administrative costs and make payment to providers more efficient by giving funds in advance to avoid reimbursement delays. The study also stressed the need to update the costing of case rates by determining their approximate fair market prices and to monitor indicators of hospital performance and quality of care. “This should be determined through a costing study that can be outsourced by PhilHealth. Since the case rates will be the basis of calculating the global budget, adequate funds should be provided to hospitals to avoid patient dumping or skimping on services. Consultations between PhilHealth and involved hospitals should also be included in the annual budgeting process,” Lam suggested. Likewise, the study proposed that PhilHealth look into the investment needs of hospitals to comply with the global budget requirements. “There should be an analysis of the investment needs of hospitals to comply with the global budget requirements. Based on the assessment of PhilHealth, hospitals cannot comply with the technology requirements of the GBPP. If PhilHealth still plans to implement GBPP, hospitals should be given adequate preparation time and resources to meet these requirements,” Lam noted. Lastly, the study recommended that PhilHealth should monitor indicators

State auditors liable for corruption in govt A LAWMAKER has proposed an amendment to Republic Act 3019 (RA 3019) holding resident auditors of the Commission on Audit (COA) also accountable for corruption in government. The lawmaker said RA 3019, known as the Anti-graft and corrupt practices act, is no longer effective in waging war against corruption, thus he filed House Bill 1288 (HB 1288) in the House of the Representatives. “There is a need to make COA auditor themselves more accountable,” said Rep. Roman Romulo, adding, “indeed, any intelligent person would easily see that it would be impossible for corruption to happen if the resident auditors assigned by the COA to various government agencies would only remain faithful to their mandate and do their job. Corruption happens only because the resident auditors allowed it to.” Romulo said many laws have been passed to put an end to corruption, but the problems remained that it has been shown to have plagued even the military and the judiciary. For every amount that goes to the pocket of corrupt government officials, he said a family is deprived of food, shelter and health care, and a child is deprived of good education. “The deleterious effect of

graft and corruption is obvious,” the lawmaker said, recalling that one of the institutions created by the Philippine Constitution itself to ensure transparency in government is the COA. He added that COA powers under the fundamental law have been designed to be so broad and extensive in order to make it an effective and efficient mechanism against corruption. “Given COA’s broad powers, there is no reason for the commission to fail in its mandate,” he pointed out. Citing Section 2(2) of Article IX-D of the Constitution, Romulo said, COA is given the “exclusive authority to define the scope of its audit and examinations, establish the techniques and methods required therefore, and promulgate accounting and auditing rules and regulations, including those for the prevention and disallowance of irregular, unnecessary, excessive, extravagant, or unconscionable expenditures, or use of government funds and properties.” “Unfortunately, corruption, even though institutional, is a problem of individual moral character

at the very root,” he said, adding that “it is clear that some of the individuals in the Commission itself have been corrupted by the system, instead of being steadfast in their constitutional roles as watchdogs in the government.” Under HB 1288, Section 3 of R.A. 3019 will be amended by including a new sub-section (i) to read as follows: Section 3.
