BUTUAN City––The Caraga region has been out of the cellar as “the country’s poorest region,” a top regional trade and industry official told a press conference Monday. Provincial guard foils inmate’s escape try By GERRY GORIT Staff Member

CAGAYAN de Oro City–– An inmate jailed for murder tried to escape Sunday evening from the Misamis Oriental Provincial Jail but was captured by jail guards. Provincial guards identified the inmate as Federico Amante who tried to escape with the help of another inmate who was believed to be insane. Amante and the other inmate reportedly destroyed a portion of the fence surrounding the jail with the use of rocks and a metal rod. Alert provincial guards, however, detected Amante and his accomplice in the act of destroying the jail’s fence. Amante and his companion were led back to their detention cell, the jail guard said. TANDAG CITY -- The top police official of Surigao del Sur has ordered police personnel to maximize their presence following the bombings in Cagayan de Oro City, Cotabato City, North Cotabato, and Maguindanao all in Mindanao recently. said. De Leon added that "Filipinos are artistic in nature and we give value to our culture and traditions wherever we are in the world." He also suggested to make the airport as a museum of art gallery, since travellers of all walks of life while waiting at the airport, can get to see these things such as the regions’ artifacts, miniatures, cultural jewelries, and a lot more. “We are also calling on cultural and art groups, academic institutions, local arts organizations, nongovernment organizations involved in culture and arts, and others to submit their project proposals for the NCCA Grants Program for 2014. Open-pit ban triggers mining firm downsizing its operation KORONADAL City--The ban on open-pit mining imposed by South Cotabato province is among the reasons Sagittarius Mines, Inc. (SMI) is downsizing its operation that would lead to a significant slash in expenditure spending and retrenchment of 940 workers, a company executive admitted. John Arnaldo, SMI external communications and media relations manager, said the new management, Glencore Xstrata plc., decided to downscale its operations after assessing that the Tampakan project “is not moving forward” due to the openpit mining prohibition and failure to obtain the Free, Prior and Informed Consent (FPIC) of tribal communities affected by mining project. “It has been six years since Xstrata took management supervision of the Tampakan project yet (the commercial operation) has yet to get started,”Arnaldo told Bombo Radyo here on August 15. Xstrata Copper took over management control of the Tampakan project in 2007 after exercising its option to acquire 62.5 percent of the 40 percent controlling equity. Australian firm Indophil Resources NL owns the rest of the controlling equity. Glencore International plc acquired Xstrata plc., the

parent of Xstrata Copper, last May to form the merged Glencore Xstrata plc. The Tampakan project was initially set for commercial operation in 2016 but late last year, SMI announced it was moving the target to 2019, a year before the project’s Financial and Technical Assistance Agreement (FTAA) ends. The national government granted the FTAA for the Tampakan in 1995. It has a lifespan of 25 years and can be renewed for another 25 years. In downsizing the operations, Arnaldo said the company wants to focus on resolving the open-pit ban and to focus on getting the FPIC of tribal communities affected by the Tampakan project. Leo Jasareno, national director of the Mines and Geosciences Bureau, said on August 9 that the national government “is confident the ban on open-pit can be resolved.” Pressed on what the n at i o n a l g ov e r n m e nt’s remedies are, Jasareno replied:“Continuing efforts to clarify, inform, dialogue, baka lang may mga issues that have to be properly clarified. Kaya kailan lang yung continuing engagement. Optimistic kami that these

issues can be resolved.” Jasareno did not give a clear answer when asked if the national government will file a case in court against the South Cotabato provincial government for imposing a ban on open-pit mining. Arnaldo earlier said that “as much as the legal process is an option, it is not our preferred option.” South Cotabato Gov. Daisy Avance Fuentes, who signed the Environment Code that bans open-pit mining method in the province in 2010, said they will continue implementing the prohibition. *Expenditure cut, retrenchment* With the downsizing, Arnaldo said that 920 workers will be displaced in a three-phased retrenchment crack down. He added that the Tampakan project has a total workforce of 1,060 including the regular and contractual workers and consultants. The company will just retain 140 workers, said Arnaldo, who admitted he will be retrenched. Without giving the actual figure, Arnaldo said that the company will cut its expenditures by 75%. Reform the Sangguniang Kabataan Critiques are taking to task our lawmakers to reform the Sangguniang Kabataan (SK) by changing the age requirement for SK members and officers, removing the SK Federation President as ex-officio member of local government legislative bodies such as the Sangguniang Bayan, Sangguniang Panglungsod and Sangguniang Panlalawigan, and scrapping the 10 percent allocation of Internal Revenue Allotment (IRA) due to barangays designated for the SK. These reform proposals, according to analysts will save the government P9.25 billion. A substantial amount of money which can be used instead for teacher training and materials development under the K to 12 Law. The present SK set-up is flawed because for one, public funds are at the disposal of SK officials who are minors. In cases of misappropriation or malversation, they are immune from graft and corruption charges according to a lawmaker. Secondly, the spending habits of SK must be aligned with the National Development Agenda for education and health. For 2013 alone, P6 billion

The most abhorrent is the fact that local politicians are interested to get the SK Federation President to vote or side with them in the municipality, city and provincial boards. This is the reason why politicians finance the campaign of SK candidates. “Removing the ‘ex-officio’ position of SK in the local government legislative bodies will insulate the SK from the negative influence of unscrupulous politicians. The SK is not truly representative of the entire youth population of the country. Based on data supplied by the Commission on Elections (Comelec) and the National Youth Commission (NYC), there are only 2,459,520 registered SK voters for the October 2010 elections, which is not even 10% of the 27,825,500 total youth population nationwide, according to reports. Railway system doomed dotc: mindanao railway system is farfetched

THE dream of a Mindanao railway system that will traverse the major growth centers on the island will most likely remain as it is: a dream. Du r i ng t he recent 22nd Mindanao Business Conference in Davao City, Department of Transportation and Communication (DoTC) Secretary Joseph Emilio A. Abaya nailed the coffin for the ambitious Mindanao railway project originally proposed by Cagayan de Oro City Rep. Rufus Rodriguez. Abaya said there is no budget for the railway project. “The plan to construct a railway in Mindanao has

not even reached my level,” he said. Abaya said goods specifically in Mindanao radiate from center to coast, while the railway is lateral. Globe Telecom and PUSOD, Inc. bring light to residents of Taal Volcano island

F

orty-eight year old boatman Redentor Bahadia has been living without electricity all his life. Not because he cannot afford to pay for it. It so happened that the entire Taal Volcano island where about 5,000 people reside remains unconnected to the national ele ctric transmission grid. To make matters worse, Reden has to shell out over P100 a day or more than P3,000 a month for the two liters of gasoline needed to keep his generator going for 12 hours. The amount is much higher than the electric consumption of an average household in Metro Manila. At night, when he takes the 30-minute journey from the island to the mainland, Reden has to rely on his battery-operated flashlight to provide illumination along the lake, thus, spending a couple of pesos more for disposable batteries. Reden is not alone in this predicament. Other residents of the volcano island who use kerosene for their lamps like 28year old Lenie de Villa also have to spend P30 a day per bottle or P900 a month, making a huge dent in the meager income that they get. On top of it, they also pay P5 just to charge their cellular phones. “Kailangan pa nam-

Thus, it was of great relief to the people of Barangay Calawit, Balete, Batangas when Globe Telecom together with PUSOD, Inc., a non-government organization spearheading the Taal Volcano Protected Landscape project, decided to address the situation by providing solar lamps initially to 80 families of boatmen and tour guides under PUSOD. Recipients only have to pay P250 per month for 12 months for the portable solar lamps and P310 a month for two years for those intended for home installation. The amount paid will then be used as seed money to buy additional lamps for the other196 households in the barangay. Stiftung Solarenergie Philippines provides technical support to ensure longevity of the lamps which is covered by a two-year warranty.

The solar lamps work from four hours of continuous use under maximum setting to as long as 100 hours under bedtime setting. They can also be used to charge mobile phones. “We would like to help uplift the lives of the people of Batangas which is one of our communities of practice. With the solar lamp distribution, we are able to assist the community

further by allowing them to be more productive even in the evening, generate more savings, and be free from health and environmental hazards brought about by the use of fossil fuels such as coal and petroleum,” said Fernando Esguerra, OIC, Globe Corporate Social Responsibility. Teachers are indeed the most valuable assets in our society and the key player in nation-building, particularly the human resource which is the greatest factor in boosting our economy. Moreover, this is the most indispensable contributions that educators have shared to our nation. Furthermore, works of the teachers are beyond what is prescribed by law because of the extra-curricular and civic activities which contributed to the welfare of the community and the country, most notable of which is when teachers guard the precincts and count the votes during election. Hence, it is regarded as the highly reliable and dedicated public servants. Its enormous and colossal contributions in molding the youth made it useful and productive citizens are then the gigantic contributions that mentors have shared in his community, nation, as well as in the world.

Spending over and beyond as public servant in which teachers never counts of as long as they served to the best of their ability not only in the school but in the community as well. The attitude of voluntarism is always there they never refused once their services are requested by the community even if it is beyond the call of duty. All this inherent characteristics made the mentors the living heroes. The heroism that mentors show are tantamount to the heroes of old times. We never shed blood but we are fighting everyday not using our sword yet by using our sharp minds against ignorance and illiteracy. MINDANAO DAILY NEWS on Monday that their salaries for the period Aug. 1 to 15, 2013 were already reflected when they checked their Automated Teller Machine (ATM) cards. Employees at the City Hall complained last Friday of the non-payment of their salaries as scheduled which they described as “unusual” and happened for the first time. The City Council has invited lawyer Roy Raagas to attend the City Council’s regular session on Monday to explain the delay. Raagas has a hand in

the reported delay in the payment of the salaries and wages of City Hall employees. Raagas told the City Council that his office always acts with dispatch once payrolls, vouchers, and checks for signature arrived at the city administrator’s office. “I have instructed my staff to immediately act on payrolls, vouchers, and checks for my signature in order to avoid delay,” Raagas said. He said that he had no idea of the delay of the salaries and wages for the

period Aug. 1 – 15 but presumed that the delay could have taken place with the delay in the submission of documents by the assigned liaison officers. Raagas also told the august body that the delay in the release of the salaries and wages was due to the impending turnover of the new City Treasurer. S ources at the City Council told MDN that the City Council did not confirm the appointment of the new City Treasurer since for lack of requirements. The City Council also

interpellated the newly appointed budget officer and the city accountant for the delay of the salaries and wages. The budget officer and the city accountant appointed by Mayor Oscar Moreno to compose the City’s Finance Committee also need the confirmation of the City Council. Both the budget officer and the city accountant, however, assured the City Council that they will fast track the release of necessary funds for the City Council if all requirements are duly met.
