A BEVY of red tricycles hurtle down Bonifacio Avenue, a four-lane national highway cutting through Cainta town in Rizal, their buzzy two-stroke engines leaving plumes of blue smoke in their wake. They overtake

another tricycle which, even from afar, stands out from the rest.

At six feet tall, this tricycle towers over all its threewheeled counterparts on the road. What is more odd is that its sidecar isn’t ferrying people but an empty wheelchair.

The driver turns right and drives up to the Cainta Municipal Government

complex. He pulls over under a tree at a small parking lot. He then seats himself onto the wheelchair and rolls off the ramp that forms the back of the sidecar.

The driver is Juanito Mingarine, a multi-awarded athlete who lost the use of his feet after contracting the polio virus at eight months old. He is soon joined See ROAD, page A11

PH least peaceful country in Asean; places 141st in global peace ranking

CAGAYAN de Oro City––The Philippines has dropped seven notches in the global peace ranking to 141 out of 162 countries, the Institute for Economic and Peace said in its 2015 Global Peace Index report released last week. Topping the list as the most peaceful country in the world is Iceland with an overall GPI Score of 1.148.

The Philippines was ranked 134th with

a total GPI Score of 2.456 in 2014. In 2013, the Philippines was ranked 129th. This year, the country got a total GPI Score of 2.462.

In the Asia-Pacific region, the Philippines was ranked 18 among 19 nations, just a little better than North Korea’s GPI Score of 2.977. New Zealand — which placed 4th in the GPI and broke the stranglehold of European countries in the Top 5 most peaceful countries in the world See ranking, page A11

GDP growth to hinge on ‘election economy’ T he Philippines’ gross domestic product (GDP) growth for 2015 is projected to remain robust with election campaign coming towards the last quarter of the year, Philippine Chamber of Commerce and Industry (PCCI) President Alfredo M. Yao told reporters.

Yao said a 6.8 to 7.0 percent GDP growth at end-2015 is attainable as the economy is expected to hinge on massive election campaign spending.

He added that political campaigns for national elections in 2016 will not interrupt business operations of the private sector.

“It [election] will not slow down the economic growth,” Yao said, adding that politicians will splurge money for their campaigns.

The PCCI president noted that the contribution of election spending to GDP is substantial.

“We have an election economy here. We have good economic growth during election period,” he said.

During the presidential elections in 2004, Philippine GDP posted 6.7 percent growth. In 2010, GDP expanded by 7.6 percent.

Likewise, the latest Market Call report of First Metro Investment Corp.

(FMIC) and University of Asia and the Pacific (UA&P) forecasts that GDP growth could still breach 7.0 percent this year backed by election spending, rolling out of public-private partnership (PPP) projects, and lower inflation.

“Expected GDP gains remain strong, as household consumption is supported with lower inflation, more employment and more election spending,” the report stated.

Economic Development Authority (NEDA) study on the impact of election spending on the Philippine economy noted that election spending “have a positive impact on the economy particularly to GDP.” “The positive impact of elections appears to be not broad-based and has inherent bias for the services sector. For the industry sector, the impacts are complementary in nature, where impact to the manufacturing subsector appears to be limited but could have been higher, given its strong linkages (backward and

forward) in the economy,” the study showed.

It also noted sectors that directly connected to campaign process including manufacturing, transportation, communication, and storage, trade, ownership of dwelling and real estate, private services, and government services which are all contributing to the expansion of GDP. The Philippines has 56 million voting population in 2016 presidential polls wherein candidates are expected to spend for each voter to get their votes.

Max’s Group on track to open 90 stores in 2015 MANILA -- Listed Max’s Group Inc., the country’s leading casual dining operator, is on track to open 80 to 90 new stores in 2015, as it takes advantage of the improving spending climate ahead of next year’s elections.

Max’s Group has allotted Php500 million in capital expenditures this year to roll out 80 new stores in the Philippines and nine stores overseas across its brands.

“Yes, store openings are on track. We’re in line with the schedule given to us by the developers and the landlords,” Max’s president and chief executive officer Robert Trota told reporters after the company’s stockholders’ meeting on Monday.

Trota noted that of the target 80 to 90 new stores, almost 20 outlets have already opened while a bulk of these will start operations by the third quarter.

“They all want to hit the Christmas break so almost all the mall developers are turning over in the third quarter,” he said.

Max’s chief financial officer Dave Fuentebella said the new stores that will be opened in the latter part of the year are located in Metro Manila, northern and southern Luzon, Visayas and Mindanao.

PALEx: Lifting of air ban ‘beneficial’ for expansion MANILA -- PAL Express (PALEx) on Monday said that the recent decision of the European Union (EU) to allow Philippine carriers to operate flights to Europe is “beneficial” for the airline company’s expansion.

PALex, also known as flag carrier Philippine Airlines’ (PAL) sister regional carrier, welcomed the EU decision following local airline companies finally

meeting international air safety standards.

To recall, the Civil Aviation Authority of the Philippines (CAAP) confirmed the lifting of the air ban last Friday (June 26).

PALex is among seven operators in the country allowed to operate flights to Europe by the EU, which lifted the ban on PAL in 2013.

It now joins PAL and

low-cost carrier Cebu Air Inc. (Cebu Pacific) as airline companies free to operate flights to Europe.

PALex President Bonifacio Sam for his part welcomed the airline company’s latest development, expressing high hopes for future investments.

“The lifting of the EU ban on PAL Express will be beneficial to the expansion program of the airline,” the PALex official said.

“This is an affirmation of the airline’s adherence to international aviation safety standards,” he added.

EU Charge d’ Affaires in the Philippines Lubomir Frebort for his part congratulated the airline company.

“This is truly breaking news since it is the first time that the entire aviation sector of one country is removed from the European

Air Safety List,” Frebort said.

To recall, PALex last March attended a technical meeting with the European Commission in Brussels, providing an over view on the company’s Safety Management and Quality Management System.

Technical experts from the EU assessment team meanwhile visited the country last April to look into key areas of PALex operations -- Safety Management System, Quality Management System and Airworthiness Management.

Eight observations were raised and all were considered as enhancements of existing practices.

CAGAYAN de Oro City—Rotary clubs in Zone 1 of the Rotary International District 3870 will start the new Rotary Year with a Walk for Peace today (July 1, 2015) at 5:30 in the morning.

Dignitaries from Rotary are expected to attend the event to promote peace, including District Governor Leo Ochia and Immediate Past District Governor Manuel Along. All the clubs in Zone 1 will also be attending the activity with theme “Peace: A Gift to the World.”

Likewise, guests from schools and institutions have also been invited to join the occasion.

The activity is scheduled to start with the assembly and warm up exercise at Gaston Park.

Thereafter, the participants will traverse downtown Cagayan de Oro, passing through Divisoria and the main thoroughfares of

Capistarano, Velez, and Corrales streets then head back to Gaston Park for a short program. District Governor Leo Ochia and Cagayan de Oro City Mayor Oscar Moreno will also be giving their respective messages to the participants.

The ‘extraordinary’ climate There are two major climates in the Philippines: The wet and the dry season.

Normally, the dry season starts in the months of February until the later part of June. After June, the wet season follows that would last until late January of the following year.

However, there is an exceptional climate in the Philippines. This climate defies all natural laws because it sets own rules. I call this climate exceptional because it happens only every three years. Every three years, the third climate occurs as the summer starts and ends in the month of May. What is interesting is that a year prior to the onset of the third climate at the start of the third year that follow, dozens of events start to take place.

Without argument, the extraordinary climate signals the start of the “election season.” The election season is actually the “Third Climate” that takes place in the Philippines every three years.

What makes the climate, exceptional is the emergence – some sudden, weird, and out of nowhere – individuals of varied personalities. These individuals are like mush-

The “third climate” also saw individuals scratching each other’s back. Other individuals or groups are pulling pants and hairs of perceived adversaries. Well, the unrestrained scenario pales in comparison to the “mudslinging” and the callousness of some who have the propensity of spreading dirty linens in public.

What appropriate description would be fair to describe the notoriety of boisterous elected public officials to flaunt accomplishments? More often, these public officials have the callousness to claim accomplishments – as if they spent their personal money – with a note that the people should be indebted to them instead. It may sound ridiculous. However, that is what makes the “third climate” entertaining. Lackluster would be the “third climate” sans the clowns and political charlatans.

In fact, scandal, expose, intrigues, and controversies packed the third season in the Philippines. This is the season where the ugly heads of politics rises like venomous snakes ready to

strike against anyone who crosses their path.

That is politics in the Philippines. When a politician perceives that a person is a threat, a barrage of issues (personal or otherwise) would be unleashed to discredit the person.

Even the independent media are not an exception by the political innuendos and false accusations. What is revolting is when the media themselves become a political tool to attack and malign the colleagues in the fourth estate by the paid hacks! That trademark takes place “only in Philippine politics.” The scenario, however, actually takes place only in areas in the country where the people pretend to be politically mature.

The politics of personal destruction and the thought of paring the members of the press to fight and destroy the credible image of the media take place where the politicians believed they could buy and muzzled the press.

Usually, the well-meaning members of the press become an object of attack by the paid hacks that form part of the political conspiracy.

The watchers in the sidelines who camouflage as private individuals and groups are happy to join the fracas like the “Hyenas” that steal the credit of the exploits of others. There are also those who find themselves part of the larger conspiracy by pretending to be members of the press with the sole intention of deodorizing the foul smell of political masters. One of the missions of the pretenders in the press is to attack the legitimate press who expose the evils of their masters.

Without doubt, the third season in the Philippines is one of the most unstable times of the country. It is a season where greed and the lust for power by the scoundrels in politics becloud the future of the people.

One of the major ways of doing this is through improving access to education. We are very fortunate in the Philippines, in that the Philippine Commission on Women reports that for the school year 2005-2006, females accounted for more than half (55%) of the total 2.5 million enrollees in higher education, a trend that continues today.

But that is not enough.

Another means through which we can keep women in the boardroom is the quality and availability of maternity benefits and flexibility of working hours.

While we have relatively good maternity leave benefits in comparison to other

nations the world over (the United States does not have paid maternity leave for example), we are still very slow to catch on in terms of flexible working hours.

On a personal level, there are several ways through which a woman can break the glass ceiling. One of which is to identify the key competencies most valued by your organization, and to align the development of your competencies which are most valued at the top.

For example, does your company value innovation?

If so, the ability to think outside the box will most likely get you noticed.

Second, create alliances.

Build your own network within the organization because you don’t know who will be in a position to help you or provide you the information you need to get ahead.

Third, find a mentor who can help open doors for you and enable you to be involved in high profile projects, build the right set of competencies or even champion your career.

Create a reputation of delivering results. Focus on

impression management so that your reputation reflects how you want others to see you as a professional.

In conclusion, I believe women in the Philippines have their work cut out for them because we have access to education and maternity benefits that enable us to work and climb the corporate ladder.

Socio-cultural norms also allow us to lead, as evidenced by having two women past Presidents of the Republic. The fact remains, however, that every woman needs to develop the ability to navigate the organizational terrain to get to the top and break through the glass ceiling.

Duterte calls for temporary ceasefire during Parago’s wake DAVAO City––Mayor Rodrigo Duterte appealed on Monday night to both the government forces and communist rebels for a “temporary ceasefire” during the wake of slain New People’s Army (NPA) leader Leoncio Pitao, popularly known as C ommander Parago Sandoval.

Duterte, who arrived at the wake at 10 p.m., issued his appeal as he condoled with the family of the slain rebel leader at a funeral parlor here.

P i t a o, c h i e f of t h e NPA’s First Pulang Bagani Command, was killed last Sunday in a clash with the military in the rebels’ stronghold in the hinterlands of Paquibato District.

“Alangan mag pinusilay ta na mag bilar pa ta sa patay” (Won’t be easy to continue shooting while we lack sleep mourning the dead), Duterte told reporters at the wake.

Pitao’s remains, along with those of female medic Kyle Limpag who was also killed in the encounter,

were brought to Cosmop olitan Funeral Home Monday afternoon.

Aside from Duterte, City Police Director Vicente Danao and Task Force Davao chief Col. Macairog Albert visited the wake.

“Those who want to come down and pay their last respects, you can come down here as long as you don’t have warrants of arrest yet,” the mayor said, referring to the rebels.

“Pagkatapos sa haya, kung kursunada pa ninyo balik bukid, limpyuhi na pud na inyo mga pusil” (After the wake, if you feel you still want to go back to the mountains, then you will have to clean your guns), he added.

Duterte said he can guarantee the safety of the rebels and sympathizers who want to come down to the city to pay their last respects to Pitao.

The mayor, who has been publicly saying that Pitao was his friend, appealed to the NPA not to launch retaliatory attacks during the wake of the slain rebel leader.

During a press conference Monday morning, military officials said that there is no let up on the military operations against Pitao’s comrades in the hinterlands of Paquibato District.

G en. Eduardo Año, commander of the Army’s 10th Infantry Division, said they are expecting a retaliation from Pitao’s followers.

But Año assured that the military is beefing up its security measures to avert any attacks.

He added that with the series of clashes since early June, some rebels have already separated from their main units.

The military official estimated that the rebels are now less than 50 as some of them were already killed in previous clashes.

The series of clashes have been a factor in tracking down and cutting-off of exit points for the NPA guerrillas, Año added.

Environmentalists hail exit of mining giant in Tampakan ‘People’s victory’

HE environmental group Kalikasan People’s Network for the Environment (Kalikasan PNE) hailed the exit of the Anglo-Swiss mining giant Glencore from the $5.9 billion Tampakan copper-gold project in Mindanao, calling it “a victory for the people.”

“Glencore, potentially the largest mining project in the country to date, ultimately failed in the face of massive people’s resistance against foreign and largescale mining,” said Clemente Bautista, national coordinator of Kalikasan PNE. The project covers 10,000 hectares in the provinces of South Cotabato, Sarangani, Sultan Kudarat and Davao del Sur, which has an estimated 2.4 billion metric ton deposit, containing 13.5 million metric tons of copper and 15.8 million ounces of gold.

In a June 24 statement, Glencore said it had signed a share sale agreement with an affiliate of the Australian company, Indophil Resources-NL, for the sale of its remaining interest in the Tampakan project. In January this year, Glencore had divested part of its share to Alsons Prime Investments Corporation.

Sagitarrius Mines Inc (SMI), which is the government’s contractor for the project, was controlled 40 percent by a joint venture of Glencore-Xstrata Copper and Indophil, of which Glencore has 62.5 percent, and Indophil holds 37.5 percent. The 60 percent non-controlling equity is held by the Tampakan Group of Companies.

The company’s exit comes even before it started its production, targeted in 2016. In 2001, Glencore assumed the Financial

or Technical Assistance Agreement (FTAA) over the project from Western Mining Company (WMC).

Its exploration had met fierce resistance from the surrounding B’laan communities, peasants, environment, church and human rights groups.

“Glencore-SMI has been eager to plunder the estimated 2.4 billion metric tons of copper-gold deposits in Mindanao since 1992, but has been stopped time and again even as it is currently supported by the Aquino

administration,” Bautista said.

Bautista said the Glencore had been landgrabbing 24,000 hectares of ancestral lands, forest and farms, and had caused the displacement of at least 5,000 people, and loss of livelihood to some 40,000 others.

At least 10 people had been killed by suspected state forces and paramilitary groups, in an effort to suppress opposition, he said.

“Glencore was also the mastermind behind the vilification and illegal detention

by the Armed Forces of the Philippines of anti-mining activist Romeo Rivera Jr. in 2014,” Bautista said.

Bautista said the new mining company in Tampakan “will face the same stiff resistance from the Filipino people.”

“We will never stop defending our lands, rights and natural resources. Indophil, SMI, and other large-scale foreign mining giants should completely abandon the Tampakan mining project and leave Mindanao,” he said. (http://bulatlat.com)

Bills seek to declare Oro, Davao, six provinces as mining-free zones

THE House of Representatives, since the start of the 16th Congress, has approved eight bills declaring two cities in Mindanao and five provinces as well as one district in another area of the country as mining-free zones.

“Mining has been statistically proven to be one of the most environmentally destructive industries,” the authors collectively stressed.

The proposed statutes, under consideration by the Senate, include: HB 45 by Rep. Rufus B. Rodriguez and Rep. Maximo B. Rodriguez Jr.; HB 5262 authored by Rep. Isidro T. Ungab; HB 670 by Rep. Cesar V.

Sarmiento; HB 3667 authored by Deputy Speaker Carlos M. Padilla; HB 3780 by Rep. Ben P. Evardone; HB 4363 of Rep. Deogracias B. Ramos Jr.; HB5260 by Rep. Joseph Gilbert F. Violago; and HB 5261 by Rep. Rogelio J. Espina, M.D. The House-approved measures had been steered through plenary by the sponsoring House Committee on Natural Resources chaired

by Hon. Francisco T. Matugas and endorsed to the Senate in 2014.

The areas sought to be declared as mining-free zones include the cities of Cagayan de Oro and Davao, and the provinces of Catanduanes, Nueva Viscaya; Eastern Samar, the 2nd District of Sorsogon, Nueva

Ecija; and Biliran.

The authors cited the Constitutional mandate “to protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”

“Mining has adverse effects both to humans and the environment.

Aside from adding toxic chemicals to the ore, it strips-off large areas of top soil of all flora and fauna,” they added.

Furthermore, the lawmakers noted that apart from destroying the natural beauty of the environment, mining displaces communities, causes landslides, pollutes water sources and contributes to

the greenhouse effect and climate change, among others.

The bills provide penalties on violators ranging from six (6) years to twelve (12) years imprisonment and/or fines ranging from P100,000 to P500,000.

Mining, as defined under the proposed statutes, refer to the extraction of valuable minerals or other geological materials from the earth and shall include such mining activities as exploration, feasibility, development, utilization and processing and large-scale quarry operations involving cement raw materials, marble, granite, sand and gravel construction See FREE, page A11

OROQUIETA City, Misamis Occidental––At least six cases of administrative adjudication have been noted by the Provincial Anti-Illegal Logging Task Force (PAILTF), in violation of Executive Order No. 277 from January to June this year.

Otherwise known as the Revised Forestry Code of the Philippines, EO 277 amends Presidential Decree No. 705, particularly, Section 68, and penalizes individuals for cutting, gathering and/or collecting and possession of timber, or other forest products without legal documents required by existing forest laws.

It also authorizes the confiscation of illegally cut, gathered, removed and possessed forest products and granting rewards to informers of violations of forest laws.

After the ritual was the symbolic planting of tree of hope by the youth leaders in Northern Mindanao and the IP youth of Brgy Kibanban. This activity symbolizes hope and a new beginning for the people in their community.

After the two highlights of the peace caravan was the services for the people.

Services include feeding program; medical and dental services; cacao seedling, slippers and food distribution; circumcision and free haircut; and distribution of school supplies. While these services are being given, series of fun games have been conducted that brought happiness and laughter to everyone during the Peace Caravan.

Meet three of the five brains behind the adapted tricycle that they see as one of the answers to wheelchair users’ need for mobility— and for speed.

The other two are Alvin Lagonoy, a freelance building contractor who also runs a computer business, and Violeta Sapalit, who teaches

technology courses over the Internet. Like Mingarine, Lagonoy and Sapalit had polio as children, which impaired their ability to walk.

They, too, use wheelchairs.

From laundry soap to adapted tricycles With P75,000 in initial capital, the five started up JAJEV Industry—the name is an amalgam of the first letter of their first names—in 2013. The company has gone beyond producing laundry detergents to providing mobility options for persons with disabilities (PWD), ranging from solar-charged wheelchairs to full vehicular conversions.

“We cater to PWDs who miss driving and even firsttime PWD drivers,” said Mingarine, showcasing his adapted tricycle.

The vehicle consists of a 125cc underbone Honda motorcycle and a special sidecar that allows him to ride his wheelchair on and off it.

Another unique feature is a handle welded to the pedals of the semiautomatic transmission, allowing him to change gear with his left hand.

Mingarine said a sidecar conversion like his costs from P10,000 to P11,000, excluding the cost of the motorcycle.

But conversion prices may vary since the company custom-designs each vehicle to suit the driver’s disability.

For riders who don’t need a sidecar to accommodate a wheelchair, but have trouble balancing on a standard motorcycle, Mingarine said JAJEV Industry can also provide a solution.

“We turn a standard motorcycle into a threewheeler,” he said. “This costs a bit more, from P16,000 to P20,000 (excluding the motorcycle), since we have to alter the rear axle to handle two wheels.”

For those who prefer driving ‘stick’ Fernandez said JAJEV Industry can also modify cars for anywhere from P5,000 to P30,000 and that customers can choose from a range of adapted hand and foot controls.

“We don’t paralyze the original functions of the car,” he said. “The devices can be removed, so that regular people could drive it, too.”

Unlike many conversion kits that work only with automatic-transmission vehicles, Fernandez said the

company can also adapt manual-transmission vehicles for around P50,000.

“An electro-pneumatic device is attached to the clutch pedal, in which sensors detect how much input there is on the accelerator.

The vehicle effectively has an automated clutch,” he said.

Fernandez said if the driver lifts off the gas pedal to change gear or to brake, the device pushes the clutch pedal down automatically.

Once the driver presses the gas pedal again, the device pulls it back up.

Foreign influences Mingarine said their devices were inspired by designs from abroad, where PWD drivers are more common.

In fact, the U.S. National Highway Traffic Safety Administration, the agency in charge of enforcing federal vehicle safety laws, has guidelines for PWD vehicle conversions and driver testing. And although the European Union doesn’t have overall guidelines, member states are taking the initiative to provide mobility for PWDs. One such program is the U.K. Motability program.

Here, a PWD may choose to use his or her government subsidy to lease a new car, scooter or powered wheelchair. The scheme also provides detailed guidelines for conversions and driver testing. A notable aspect is that car manufacturers are partners in the program, providing incentives for PWD drivers.

Mingarine said no such scheme exists in the Philippines, although JAJEV Industry would be glad to tie up with local car manufacturers to develop and manufacture adapted vehicles on a larger scale.

He also said JAJEV Industry follows its own design and safety standards because the government has not issued any guidelines for adapted vehicles.

This issue doesn’t surprise Robby Consunji, legal columnist for popular motoring magazine Top Gear Philippines, who said PWD drivers are not a priority for the Land Transportation Office (LTO).

“It’s kanya, kanya (each to his or her own). PWDs really must resort to selfinvention to drive a vehicle and likewise have to justify their designs to the LTO,” he said.

Martinez said that Datu Bruno Lindahay, the tribal chieftain of the village of Kibanban, called on members of the Higaonon tribes who joined the communist New People’s Army (NPA) to return to the tribal community in order to live a peaceful life.

The hinterland village of Kibanban, a farming village in Balingasag, Misamis Oriental, is home to the Higa-onon tribe, one of the indigenous people’s communities in the province.

Martinez said that Lindahay was a former rebel under Guerilla Front 4B of the Northern Mindanao Regional Committee based in Balingasag and Lagonglong, all eastern towns in Misamis Oriental.

The tribal leaders and the Higa-onons gathered at the foot of Mt. Balatucan range Saturday last week to show support to the government’s peace caravan led by the Philippine Army and the local government units in Misamis Oriental.

During the meeting, Lindahay urged the fellow Higa-onons who have joined the NPA movement to abandon the armed struggle and come back to “rebuild” the tribal community in order to attain lasting peace.

Martinez said that the peace caravan is a prelude to a series of programs and projects for implementation in rebel infested tribal communities in Misamis Oriental.

Some of these programs include the construction of farm-to-market roads, electrification, medical and dental assistance, and other basic services of the local government, Martinez said.
