Comelec, GMA 7 allow more local journos to cover presidential debate

CAGAYAN de Oro City-Yielding to pressure and criticisms, the Commission on Elections (Comelec) and GMA 7 network announced Tuesday it will start accrediting members of the local media who wish to cover the presidential debate at the Capitol University here

on Feb. 21.

Comelec Misamis Oriental Director Carlito Ravelo said journalists may now get their accreditation forms for the debate at their office on Luna Street, this city.

“Just fill up the form and provide the necessary supporting photos,” Ravelo said.

In an earlier message to

the Philippine Press Institute, the Kapisanan ng mga Brodkasters ng Pilipinas said only local journalists accredited by Comelec Manila will be allowed to cover the debate.

The Cagayan de Oro Press Club slammed this arrangement as “discriminatory” to the local media.

Book on Davao’s untold martial law stories launched on Feb. 19 DAVAO City--They were in their 20s and 30s then, these church and social development workers of the turbulent 1970s. And they worked in different offices in the wooden, two-storey Susana Building along J.P. Laurel Avenue here that was constantly under surveillance by the Marcos dictatorship. And raided.

Now in their 60s and 70s and still activists in their respective fields, they have finally put into writing that period in history in an anthology, “O Susana! The Untold Stories of Martial Law in Davao,” so that the present and future generations “have an idea how oppressive martial rule was, and to share our reflections on how those times have greatly influenced what we have become.”

“This has taken on a greater importance with the current attempt to deodorize the Marcos dictatorship, as you very well know,” Redemptorist Brother Karl Gaspar said in his invitation letter on the launching of the book. Gaspar was among thousands of political detainees under the Marcos dictatorship.

The book, which also features stories across Mindanao during that period, is edited by historian and Palanca awardee Mac Tiu (also a political detainee under martial law). It will be launched on Friday, February 19 at 3 to 5 p.m. at F213, Finster Building, Ateneo de Davao University (ADDU). The book’s publisher is ADDU’s University Publication Office where Tiu is the Director.

In his letter, Gaspar recalled that “more than 30 of us writers who were part of this network of human rights activists” during martial law held office in the Susana Building along JP Laurel Avenue, among them the Mindanao-Sulu Pastoral Conference Secretariat where Gaspar served as Executive Secretary, the Mindanao-Sulu Secretariat of Social Action, the Philippine Business for Social progress, the Foundation of the Banana Planters, Inc., the Mindanao-Sulu Conference for Justice and Development, the Citizens’ Council for Justice and Peace and the Alternate Forum for Research in Mindanao.

He said the building was “constantly under the surveillance of the agents of Marcos’ authoritarian

rule and in fact there were a few raids that took place” there.

When the Marcos dictatorship was toppled by the People Power revolt on February 25, 1986, most of the Susana Building’s occupants “remained actively engaged in various social and ecological advocacies.”

They continued to “interact given our sustained commitment to justice, peace and the integrity of creation” and attend reunions and would often talk about this dream book project.

The decision to make that dream book a reality finally came during a reunion two years ago.

I heard that fish of various kinds in the markets were sold at high cost because it was windy and the fishermen could hardly go out fishing. I agree and it is really sad for the fishermen during the months of February, March and April.

But what astonished me was the prices of bangus and tilapia which are variety raised in fishponds are also high. One time we boarded a small wooden banca from Camiguin to Balingoan in the month of March and we thought we would end up into the mouth of hungry sharks.

Our banca nearly capsized due to strong winds.

The remedy is to file a petition for a change of first name with the Local Civil Registrar of the place where she was born, under Republic Act 9048, or the Clerical Error Law. Under this law, when there is a mistake in the first name recorded in the birth certificate of any person, that could be corrected through an administrative proceeding with the Registrar’s office.

A pilot was flying his small airplane, a Cessna 150, when suddenly he lost control. His plane began spinning and falling to the ground! He panicked and began doing everything he could think of with the controls.

Finally, after a few seconds, he remembered his teacher’s words of instruction: “If you ever go into a spin and start falling in this plane, the Cessna 150, just let go of the controls!

This kind of plane will stop falling and fly straight again by itself.”

But letting go of the controls and trusting the plane to fly straight and save him was the hardest, scariest thing for this pilot to do.

Finally, he pulled his hands off the controls and waited. After many seconds of his Cessna plane spinning and falling, it returned to just normal, level flying and he was safe again! Even though the plane fell more than half a mile, the pilot survived because he trusted the plane enough to let go.

If you’re in trouble or going through a major problem, decision, or crisis in your life. You may be feeling like you must do all kinds of things to fix it. But nothing you’re doing is working, so you’re frustrated and worried.

You know the best thing you can do is what that pilot finally did. Just take your hands off the controls and stop trying to change and fix that situation or person yourself. It’s hard to do, especially if you feel you’re the only person who is trying to do anything about it.

But why not just let go and ask Jesus to forgive you for living your own wrong way. Then, ask Him to take full charge of your whole life, including your problem.

House asked PNoy to place Ramain under Comelec control

CAGAYAN de Oro City-The House committee on energy unanimously endorsed a resolution before President Aquino yesterday asking the Office of the President to declare a state of emergency in Ramain, Lanao del Sur so the government could escort National Grid Corporation of the Philippines (NGCP) maintenance personnel and repair the bombed Tower 25 which conked out December 24, 2015.

At the same time, the House committee headed

by Rep. Reynaldo V. Umali also filed a separate resolution asking the Commission on Elections (Comelec) to declare the town of Ramain under its control so the Philippine National Police (PNP) could escort NGCP personnel from entering the land of the Sambitorys where Tower 25 is located.

In the resolution, the Lower House committee theorized that there could be a failure of elections if a Mindanao-wide electricity outage ensues during the May 9 polls. It was learned that 216MW of electricity passed through Tower 25 before being injected in the island-wide grid.

“It only needs 500MW of loss of power to result to a Mindanao-wide blackout.

God forbid that another tower would be damaged between now and the May 9 elections,” committee member Rep. Rufus B. Rodriguez told reporters in an interview Wednesday morning.

In 2015 alone, 18 electricity towers in Lanao del Sur and Lanao del Norte have already been bombed.

Earlier, the Department of Energy (DOE) had already written a letter to the Comelec, apprising the agency of the situation and the consequence of a possible Mindanao-wide blackout in the poll process.

Despite being on recess, five members of the House of Representatives committee on energy met in this city yesterday to round up members of the Inter-agency Task Force on Securing Energy Facilities and discuss the issue.

During the meeting, Department of Environment and Natural Resources (DENR) 10 technical director Felix S. Mirasol Jr. likewise disclosed that Secretary Ramon JP Paje had already issued an order invoking governmental rights for DENR personnel to enter private lands and

prune trees that are situated closely within the NGCP transmission lines.

Mr. Mirasol said they are asking the PNP to escort

them so they could proceed with their work without incident.

The House committee members were also informed

during the meeting of an existing expropriation case in court filed versus the Sambitorys.

The Sambitorys were

earlier asking NGCP of P186 million as land compensation but the privately-owned bulk energy distributor stated that the amount is overvalued.

MARAWI CITY, Lanao del Sur -- The Autonomous Region in Muslim Mindanao (ARMM) will build up to 819 classrooms starting this month after memorandums of agreements (MOA) were signed on February 16.

Dr. John Magno, ARMM’s Education secretary, said the construction will fill the increasing need for senior high school classrooms in the region.

“Ang mga classrooms na ipapatayo ay para sa preparation sa full implementation ng K to 12 Program sa ARMM (The classrooms to be constructed are for the full implementation of K to 12 Program in ARMM),” Secretary Magno said.

The projects are worth more than P1 billion from the regional Department of Education’s (DepEdARMM’s) 2015 Basic Education Facilities Fund.

The ARMM is composed of nine schools divisions, namely Maguindanao I and II, Marawi City, Lanao del Sur I and II, Lamitan City, Basilan, Sulu and TawiTawi. To date, there are 2,155 elementary schools and 304 secondary schools in the region.

The Division of Maguindanao I will receive the largest number of projects with 165 classrooms worth more than P158 million.

Among the schools where senior high school classrooms would be built is the Guindulungan National High School in the town of Guindulungan in Maguindanao province. Two units

of one-storey building with three classrooms each and having a total worth P5.3 million will be built in the school.

“Matutugunan talaga ng mga ipapatayong classrooms ang pangangailangan namin para sa senior high school (The classrooms to be constructed will meet the need for senior high school facilities)” said Morales Dilangalen, school head of Guindulungan National High School.

The school has more than 800 students from Grades 7 to 10. It accommodates students from nearby towns of Talayan and Datu Saudi Ampatuan, also in Magu-

indanao.

In June 2016, the school will offer Grades 11 and 12.

Dilangalen added that they expect almost 200 students to enrol in their senior high school program during that time.

ARMM Governor Mujiv Hataman, Public Works and Highways Secretary Don Loong and DepEdARMM Secretary Magno led the signing of the projects, together with eight district engineers.

houses in their respective localities.

Lagnada mulls Butuan as Caraga’s economic center

BUTUAN City -- Businessman Ronnie Vicente Lagnada foresees this city as Caraga Region’s economic capital should its natural endowments be properly tapped and its leadership come up with a development program covering all aspects of economic activities.

In a radio interview, Lagnada gave his views on what he referred to as “rich

assets” Butuan possesses and harnessing them could transform this city into one of Mindanao’s progressive communities.

According to Lagnada, an engineer by profession and heads the Equi Parco Construction Company, a comprehensive program would reveal Butuan’s economic potentials as the local government employs measures to optimally harness them to put the city astir and vibrant as it moves

The consultation meeting was participated by different regional government agencies, DSWD regional staff, stakeholders and Lumad representatives from Bukidnon and is in partnership with Unifrutti Foundation Inc. and Hineleban Foundation.

Under the Agri-Pinoy Rice, Corn, Livestock and High Value Crops Development (HVCD) programs, the province of MisOcc received various farm assistance, ranging from seeds, equipment, machineries and livestock, amounting to more than P7.4M, P30.7M, P1.8M and P560 thousand, respectively.

Rice beneficiaries of the province received 600 bags of certified rice seeds, three units thresher, three units power tiller and five units mudboat, with one unit 4WD tractor, four units power tiller-mudboat type, nine units power tiller-riding type, 17 units power-tiller turtle type and three units mechanical rice thresher set for 2016 commitment.

On the other hand, corn beneficiaries received 1,400

bags of open-pollinated variety (OPV) corn seeds, one unit corn mill, three units 4WD tractor, one unit village type cob dryer, five units mechanical sheller and also, five units mobile corn mill, two units cassava chipper, one unit cassava grater, two units silage chopper, three units corn planter, one unit mechanical sheller, one unit corn combine harvester, one unit vertical grain dryer and one corn mill facility for 2016 commitment.

Livestock beneficiaries also received 10 piglets, one packet of sheep, one head carabao and three head cattle, plus multiplier farms with five packets of breeder goats and three units LN2 tank for 2016 commitment. Also, 3,100 vials of rabies vaccine were distributed to the Provincial Government through the Provincial Veterinary Office (PVO).

Subsequently, HVCDP beneficiaries received 2,000 packs of assorted vegetable seeds and 1,200 fruit trees seedlings.

Furthermore, MisOcc received 103 units marine engine, 132 sets bottom gill net and 110 sets seaweed farm implements, amounting to more than P1.7M from the Bureau of Fisheries and Aquatic Resources (BFAR); P5M worth

Aside from these, DA also committed to award the province with almost P19.9M worth of projects from the Bottom-up Budgeting (BUB) and a P71M worth of FMR from the DA

In his message, the Secretary remarked that these interventions are aimed to address the present agricultural needs of farmers and fisherfolks with the use of modern equipment and facilities that will help them augment their production and income.

As he ended his speech, he gave more excitement to the attendees as he added two

The caravan, which will be held from February 23 to 24, is under the auspices of USAID’s E-PESO project.

In partnership with local government units (LGUs), the E-PESO project aims to achieve a 20-fold increase in electronic payment usage within local government transactions all over the country.

Dubbed as a the e-Bayad Tour 2016, USAID and City Hall representatives will guide the vendors around the sprawling Cogon and Carmen market areas in those two days on how to speed up their online transactions using their cellphones.

Similar caravans are also slated within the month in the cities of Batangas, Valenzuela, Quezon and Iloilo.

“The e-Bayad Tour concept is a campaign focused on setting up a wide-ranging collaborative events that aim to build bridges between local governments and e-payment providers and seeks to leverage on their respective expertise towards providing better financial services for the city,” Ms. San Juan said.
