GENERAL Santos City–– The national government has invested around P14.7 billion in the last three years for the implementation of various priority infrastructure projects in parts of Region 12 or the Soccsksargen Region. Reynaldo Tamayo, Department of Public Works and Highways (DPWH) Region 12 director, said Monday such funding covered for the construction and development of 1,773 projects that were set under the region’s infrastructure program from 2011 to 2013. Illegal drug trade thrives in Surigao Norte town – official ALEGRIA, Surigao del Norte––The illegal drug trade has continued to proliferate in Alegria town in Surigao del Norte, Vice Mayor Uldarico S. Uriarte, Jr. on Monday said. He said this is one of the local problems that are always tackled in every meeting of the Municipal Peace and Order Council. Uriarte, however, could not say how rampant the drug problem in the town was. Early this month, the Supreme Court declared the DAP unconstitutional for violating the doctrine of separation of powers and allocating funds for projects that were not in the General Appropriations Act. “As we continue to scrutinize the processes used by DAP, we clearly see violations of the law. By deceptively re-naming allocated budgets as savings and using them for projects and purposes that had not undergone budget approval by the Legislature, President Aquino has undeniably violated the checks-andbalances of the Constitution and encroached on the sole power of the Legislative Branch,” the bishops said.

They said Aquino not only ignored demands for an end to “pork barrel politics” but also deflected attention away from the pork barrel scam and “projected himself as ferreting out corruption and bad practices”. “Even worse, significant DAP funds appear to have been channeled to favored patrons and cohorts at Aquino’s discretion as well as used for alleged bribes to senators to ensure the votes to impeach former Chief Justice Corona. President Aquino has obviously veered off any Daang Matuwid,” they added. The bishops also accused the president of issuing thinly veiled threats to the Supreme Court.

In his televised address the other week, Aquino hinted the Supreme Court decision on the DAP might result in a confrontation between the executive and the judiciary. The president’s allies in the House have filed bills calling for the abolition of the Judicial Development Fund which they described as a judicial pork barrel, which the opposition viewed as a move to blackmail the Supreme Court. Celebrating Ramadhan, Eid’l Fitr

MARAWI CITY, Lanao del Sur - You wake up daily as early as 1:00 a.m. to pray and eat. You pray Tahajud (early prayer) and eat breakfast until 4:00 a.m. or when the call of prayer (dawn prayer) is heard. That breakfast serves as your morning, lunch and mid-afternoon meals. It has to sustain you for the next 14 hours because you’ll break your fast once the dusk prayer (6:00 p.m.) is heard. But fasting isn’t about getting hungry and thirsty. It’s not about burning calories. It’s about burning the bad habits until you are trained to do nothing but all forms of goodness. Fasting also means fasting of the senses. It’s about “see no evil, hear no evil, and talk no evil.” This practice lasts for a month and hopefully, it won’t just be good for this month but for the rest of our lives. Eid’l Fitr is a one day celebration of the Muslims after having completed a one whole month of fasting. Muslims get up early and prepare themselves to go to Masjed (Mosque) to perform the Eid’l Fitr prayer. The Eid’l Fitr prayer is usually performed at 7:30 a.m. Before going to Masjed, each family are busy preparing foods in the kitchen because they have to eat before proceeding to Masjed. Oh the feeling is un-

Some are sad because Eid’l Fitr is an official reminder that the Holy Month has just ended; while some are happy simply because they feel the high spirits of others. On this day, fellow Muslims are also too busy for their “Sadaqatul Fitr.” Sadaqatul Fitr is an obligation of every Muslim who can afford to give. It could be in form of rice (2 kilos will do) or cash to be given to the relatives who deserve it. But most Muslim scholars advise to give rice instead of cash. Every member of the family has to give “Sadaqatul Fitr.” For the children, it will be the parents who will provide for them and give to the needy ones. After performing such, you’ll see fellows rushing to the Masjed to join the “Takbir.” Takbir are statements you utter to praise The Almighty. You keep on repeating it until the

After the prayer, people will then scatter and you start to hear collective voices and laughs. Fathers, mothers, aunts, cousins, sisters, brothers and friends will go to one another, hugging, greeting, and asking each other’s forgiveness. You get to see contagious smiles painted in each other’s faces and you cannot help but beam at them too. Each family will then proceed to their homes. Some gathered at one place and they celebrate, eat, share some talks and of course, in our modern time, taking pictures is always included in the day’s activity. Indeed, Muslims start the Ramadhan right by asking forgiveness from one another and it has to end like that too. No negative feelings, no hatred, just happiness and pure gratitude. (Johaniah N. It’s a contrast that gives the science of public administration a bad image—that governance imposes no standards, that public service requires no esthetic sense, that government can’t be counted on to do even the basic chores in a community. Officials reinforce these biases when they are neglectful, leaving the public domain unsightly with uncollected trash or careless

PHL imports lower in May

he Philippines has lower import bill in May 2014. The Philippine Statistics Authority (PSA) reported that total imports in May this year was valued at USD 4.765 billion which 9.6 percent lower than May 2013’s import amount of USD 5.272 billion. “The decrease in total imports for this period was due to the negative performance of four out of the top ten major commodities for the month,” PSA explained. These sectors that had negative growth in May were mineral fuels, lubricants and related materials which declined imports by 43.6 percent; cereals and cereal preparation with decrement of 12.7 percent; industrial machinery and equipment which went down by 9.2 p e rc e nt ; an d e l e c t ron i c products which dropped by 1.2 percent. On the other hand, top gainers in the import industry in May include transport equipment which import value jumped by 33.6 percent; plastic in primary and non-primary forms, climbed by 18 percent; telecommunication equipment and electrical machinery,

increased by 17.2 percent; other food and live animals, up by 12.8 percent; miscellaneous manufactured articles, with an increment of 1.3 percent; and iron and steel, with a flat growth of 0.7 percent. January to May imports of the Philippines, however, went up by 5.9 percent amounting to USD 26.336 billion against last year’s same period of USD 24.862 billion. Electronics sector, despite its negative growth in May, remained the top imported product as it accounted for 26.5 percent of the total imports in the said month. It imported a total of USD 1.265 billion in May 2014 lower than the USD 1.28 billion imports in May 2013. BIR reminds importers, customs brokers of July 31 accreditation deadline

he Bureau of Internal Revenue (BIR) is reminding once again all importers and customs brokers that July 31, 2014 is the deadline for them to comply with accreditation requirements of the tax agency. The deadline for c o mp l i a n c e w a s f i r s t extended to June 30, 2014. Now, importers and customs brokers have until the end of the month to apply for accreditation with the BIR, a requirement they have to comply with before they are accredited by and allowed to transact with the Bureau of Customs (BOC). Failure on their part to comply with the accreditation requirements will lead to the cancellation of their existing BOC accreditation effective August 1, 2014, or the date of the expiration the said accreditation, whichever comes first.

The BIR previously issued Revenue Memorandum Order Nos. 10-2014 and 222014 to set the guidelines, policies and procedures in the accreditation of Importers and Customs Brokers before they can be accredited by the BOC. “There will be no more extension of the new deadline,” said BIR Commissioner Kim S. Jacinto-Henares. Henares has called on all importers and customs brokers to immediately comply with the BIR’s accreditation requirements, which have been simplified and made easier. “We believe we have given them enough time to comply with our accreditation requirements since this is already the second deadline extension given to them. This is part of our reform program and go o d gover nance initiatives and we call on all concerned to be part of this process,” she said. (PNA)

Meanwhile, top imports source of the countr y in May this year was the East Asian economic bloc which accounted for USD 1.825 billion or sharing 38.3 percent

of the total imports. However, import transaction with East Asian countries such as China, Hong Kong, Japan, Macau, Mongolia, North Korea, South Korea and Taiwan was slower in May this year compared to last year’s same period of USD 2.858 billion. Second largest imports source was ASEAN neighbours including Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand, and Vietnam with imports amounting to USD 1.302 billion or sharing 27.3 percent of the total imports in May. This was followed by the United States of America which also include Alaska and Hawaii with import amount of USD 553.56 million and European Union member states including Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxemb ourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and United Kingdom with import value of USD 429.61 million. 4 soldiers wounded in NPA attack in Zamboanga del Sur

AGADIAN CITY – Four government soldiers were wounded in an attack by communist rebels in the province of Zamboanga del Sur, officials said Monday. Officials said the soldiers, members of the 1st Cavalry Squadron under the 1st Infantry Division, were on a military truck heading to training in Zamboanga City when New People’s Army rebels attacked them near the village of Maragang in Tigbao town. Capt. Franco Suelto, a spokesman for the 1st Infantry Division, said the attack sparked a firefight, but it was not immediately known if there were rebel casualties. “The soldiers were bound to Zamboanga City on board their service vehicle when the NPA chanced and fired upon the soldiers. The soldiers returned fire toward the NPA position and a brief firefight ensued,” he told the regional newspaper Mindanao Examiner. “It is unfortunate and

sad that the NPA continue to sow terror and violence just to pursue an irrelevant ideology. The soldiers were on administrative movement on the way to a training exercise when they were treacherously attacked by the NPA. It is a random and unplanned move on the NPA side due to their predicament and hardship in the presence of soldiers in their traditional mass base.” Brig. Gen. Gerardo Barrientos, commander of the 1st Infantry Division, denounced the attack and ordered troops to pursue the rebels. “The 1st Infantry Division together with the stakeholders denounced this cowardly attack to our peace-loving soldiers. I ordered the troops of the 53rd Infantry Battalion and the detachments of 5th Infantry Battalion to relentlessly pursue the NPA group responsible on this dastardly act.

The Army will show the futility of their armed struggle and induce them to abandon the armed struggle and engage in peace negotiations with the government,” Barrientos said. “Rebel forces in Zamboanga del Sur were forced to transfer and hide near populated areas, particularly along national highway of Tigbao town, due to the pressure from intense and persistent pursuit operations of the military complementing peace and development efforts of Bayanihan teams in the traditional lairs of NPA in the province of Zamboanga del Sur. The NPA is on the run after series of recent encounters with military and successive surrenders of members in the province,” he added. ZAMBOANGA CITY - A respected indigenous people (IP) elder in Zamboanga, encouraged the youth belonging to various tribes in the city to change the stereotype the public has about them. Dr. Tuan Raja Agong, a leader of the Sama Badjao here lamented that other groups perceive them negatively. “Sinasibi nila, IP ka lang, ignorante, walang pinag-aralan.” (They say that if you are an IP, you are ignorant and have no education.) “But just like any other people, we have the potential to achieve more. It does not mean that if you are an IP, you have no potential,” Dr. Agong told the twentyeight youth participants to a journalism seminar here conducted by the Philippine Information Agency (PIA) in partnership with the National Commission of Indigenous People (NCIP) and the Embassy of the United States. “Huwag kayong magtago, huwag kayong mahiya,” (Don’t hide and don’t be shy) Dr. Agong exclaimed. “This is the time for our youth to stand up and be proud of their heritage.” Meanwhile, NCIP-IX Regional Director Timuay Woy Lim P. Wong told the

participants that it is only through “education that we can compete.” Director Wong shared that during his days as a student, he was very shy and hesitant to speak in front of people, mainly because of his feeling of “inferiority”. But through inspiration from a teacher of his, he learned to cope with insecurities, studied hard and worked hard eventually reaching his current position. “The journalism seminar that we are conducting aims to hone and develop your talents so you can go back to your communities and be the voices of the IPs to other people,” said Director Wong. The NCIP looks forward to developing a newsletter focused on IP issues and development, with the youth comprising the pool of writers. DAVAO CITY – A total of 31 Persons with Disabilities (PWDs) here will participate in the Kakayahan Regional Abilympics Competition 2014 set on Monday, July 28 at the TESDA Regional Training Center in Buhisan, Tibungco, this city. Bearing the theme: “Talino at Paninindigan ng Taong May Kapansanan, Pasaporte sa Kaunlaran, Kakayahan” is a national work skills competition showcasing the distinct capability of Filipino PWDs as workers and entrepreneurs. Social welfare department Director Priscilla N. Razon said the selected PWDs will participate in Photography, Floral Arrangement, Cake Decoration, Waste Reuse, Painting,

Cooking, Creating Web Pages, Desktop Publishing, and English Text Processing. They have different disabilities but most are orthopedically impaired, Razon said. “This event is one of the highlights in the regional celebration of the National Disability Prevention and Rehabilitation Week that we celebrate nationwide every July,” she added. The Abilympics is hosted by DSWD in partnership with the Department of Health (DOH) and Technical Education and Skills Development Authority (TESDA). Farmers, tribesmen protest outside military base in Davao City

A V A O CITY – Some 3,000 mostly farmers and tribesmen held a rally Sunday outside a military base in Davao City, protested alleged widespread militarization and human rights violation in Mindanao.

It invites disrespect and promotes disloyalty, as when a citizen gets disgusted and abandons his community or the country. ***** Public officials who tolerate this unflattering condition of their community are unfit for public service. They deepen cynicism towards the government, discrediting themselves and the office they hold as well. Unfortunately, this problem isn’t going away anytime soon. It’ll persist as long as the political system is dominated by poorly-educated voters who confuse popularity with competence—and continue electing incompetents and misleaders. Yet it’s a simple problem really—like the issue of filthy public toilets: simply require janitors to clean them every so often, and make sure they do! (Oh, but do hire janitors and cleaners, it’s a necessity for maintaining public health.) To be sure, how to maintain peak performance among personnel is the never-ending challenge to administrators. That’s why public administrators need to be followed up and reminded to be responsive to the public. No public servant should get away with poor performance, low standards, or neglect and inefficiency with impunity! ***** A related problem is the attitude of public officials that they should be left alone and not interfered with. This is the result of having non-performing constituents, citizens who pay no attention to the work of the officials, voters who keep on rewarding negligence and corruption. It’s time we change this attitude. It won’t change if constituents aren’t assertive and demanding: to insist on getting value for the taxes they pay. The contrast between the two residential areas reinforces perception that inequality or disparity among citizens is normal and should not be an issue. Sure, there will always be inequality—between rich and poor, between educated and uneducated; but it should not prevent officials from trying to provide some measure of public comfort and convenience. ***** Officials can make up for inequality providing orderly and neat surroundings so that people can enjoy an atmosphere conducive to healthful, sanitary living. Budgetary limitations may not allow officials to improve the public domain’s facilities at par with the private, but they can cer-

tainly clean up, maintain order and sanitation, and do other basic things. For instance, rallying the neighborhoods, organizing and mobilizing volunteers for clean-up drives periodically shouldn’t tax their energy or imagination too much. There’s a management system that local officials should learn; it’s called “management by wandering around” (MBWA). Inspecting the jurisdiction on foot, noting potholes, broken streetlights, dirty parks, messy sidewalks, dead trees…and getting the crew to attend to them. It includes walking around, calling the attention of a household to repair its run-down compound, urging a sari-sari store to remove and replace ugly signage. Try it! It worked in the city of Baltimore in Maryland, U.S.A., where its mayor started MBWA in the mid 1980s. These are small chores in the community, but they make a difference in the image of the nation—and its face to the world. He said that he implemented these improvements on the mandate of the governor to make the sports center open to all who want to use its facilities, to keep it clean from the front area to the back, and to ensure safety to the users. One of the improvements is the repainting of the main grandstand and installation of security lights there. Another is the improvement in the traffic system at the entrance and exit points. And improvements in the tennis court, fitness gym and swimming pool facilities particularly in the latter’s dressing room, comfort room and shower room. Sabal said the funds used for the improvements came from the income of the sports center from its users inasmuch as they don’t have any subsidy from Capitol or City Hall. He added that the sports center earns from P18- to P21-million a year from fees. Sabal said the rubberized oval track at the Pelaez Sports Center, built at a cost of P24-million, began to show deterioration after two years, with portions now torn and others deformed. He added that the PSC experts said the same budget of P24-million today can still make a new rubberized oval track according to their accredited supplier and contractor. “The rubberized oval track is the centerpiece of the sports center,” Sabal said.

Tamayo said the implemented projects comprise major roads, bridges and other structures that were deemed vital for the area’s socio-economic development. These include components of the P1.135 billion city circumferential road, opening and concreting of tourism roads, the continuing expansion to four lanes of the region’s national high-

ways and primary roads as well as the concreting of the secondary roads, he said. In 2011, he said they accomplished a total of 245 projects worth P3.87 billion in 2011 and an additional 264 worth P4.35 billion in 2012. He said they implemented 1,264 more projects worth P6.56 billion last year that were endorsed by the national government under the 2013 infrastructure program. Tamayo said the 2013 program includes five tourism road projects worth P340.89 million that were endorsed by the national government to help enhance the region’s tourism potentials. It covered the rehabilitation and concreting of three key access roads leading to emerging ecotourism and adventure sites in Makilala town in North Cotabato and in the municipalities of Glan and Maitum in Sarangani, he said. Of the total allocation, the official said P33.46 million was drawn from the savings made by the agency through the implementation of competitive and transparent bidding process for the tourism road projects. As of June 30, Tamayo said they have so far posted an average accomplishment rating of 94.61 percent for the 2011 to 2013 infrastructure programs. He said such accomplishment rating is considered the highest among the country’s 16 regions and they are currently doubling their efforts to meet the assigned targets or timeline of the implemented projects. “We’re currently addressing various gaps to fast track the implementation of our projects, specifically conflicts concerning road rightof-ways and other related problems,” Tamayo said. In 2 0 1 3 , D P W H - 1 2 ranked number one among the country’s 16 regional offices in terms of the physical or actual accomplishment of their annual infrastructure program. The agency accomplished such feat despite placing only 15th in terms of overall performance in their first semester assessment. For this year, Tamayo said they’re targeting to maintain their position as the country’s top implementer in terms of infrastructure projects. For their 2014 infrastructure program, he said they have posted an accomplishment rating of 45.57 percent as of June 30. He expressed optimism that the agency will be able

maintain the top spot in terms of performance and also in “leading Region 12 towards economic success and social justice through infrastructure development.” The official said they expect to compete during the second half the ongoing paving of national primary roads within the region. In terms of secondary roads, he said they have so far accomplished 65 percent of their targets and on track towards their completion by 2016. “A number road openings and development of tourism roads are currently in the pipeline and scheduled for completion before President Benigno S.
