CAGAYAN DE ORO CITY - The Priority Development Assistance Fund (PDAF) is a form of corruption that undermines development, erodes public trust in the government, weakens the state, and infects the morale of the society, Archbishop Antonio J. Ledesma of Cagayan de Oro City said.

Ledesma made the statement during a forum on PDAP and its social implications on matters of social responsibility that affect the common good at the Jesuit-run Xavier University here on Saturday.

The forum was done as the church, lay leaders, nongovernment organizations (NGOs), and civil society groups here commit to participate in the scheduled Sept.

Mosaic Making Contest features World Food Day celebration Cagayan de Oro City – In observance of the annual celebration of the World Food Day this October 16, the United Nation’s Food and Agriculture Organization (UN-FAO) in cooperation with the Department of Agriculture (DA) and the Department of Education (DepEd) is set to hold a Nationwide On-the-Spot Mosaic Making Contest.

The said competition is open

to all Grades IV to VI elementary pupils from any public and DepEd-accredited private elementary schools, who have gone through the elimination process at the school and district levels. Wherein, they will create an original mosaic entry depicting this year’s theme: “Sustainable Food Systems for Food Security and Nutrition”.

In particular, the regional

level contest is scheduled on September 27, 2013. Only one (1) shall be declared as the winner and he/she shall receive Three Thousand Pesos (P3,000.00) based on the following criteria: originality (20%), visual impact (20%), creative use of agricultural and fishery products (30%) and relevance to the theme (30%).

Materials to be used shall include an illustration board

and any art medium, except oil and water color, and a combination of agricultural and fishery products.

Likewise, the regional winners are slated to gather at the Bureau of Soils and Water Management (BSWM) on October 11, 2013 for the national competition.

From among the 17 regional participants, a total of five (5) mosaic entries shall be adjudged

as the best. Each winner shall receive a cash prize of Fifteen Thousand Pesos (P15,000.00), and a trophy and a plaque for the winning school.

SAN Francisco, Agusan del Sur––A 70-year-old man accused of allegedly raping a 13-year-old girl in a remote village here on August 30 still go scot free because he was untouchable and toughie in the community with strong clout from the village chairman.

But Senior Inspector Ephraim Detuya , local police chief, has assured to fast track the formal filing of the case so that they can secure an arrest warrant for the suspect Romeo Castromayor even as the victim’s mother, afraid of repercussions, expressed unwillingness to pursue the case and went on hiding.

Romeo Plaga, Barangay Kagawad of New Visayas, said he earned the ire from the suspect who is a close buddy of Barangay Captain Mariano Claridad and whose son is the barangay

treasurer because he was the one vigorously following up the case by bringing the victim to the Municipal Social Welfare and Development Office to facilitate the medical check up at the Municipal Health Center which turned out to be positive.

Plaga said the suspect personally confronted him and threatened to kill him a day after the incident for his involvement in pursuing the charges and several times Castromayor would tell people around the neighbourhood that if things get worse he will shoot him.

The suspect is said to be armed with a shotgun which he openly wields in public during social gatherings to showboat that nobody would dare to mess up with him not even barangay officials as if he rules the village s in Gestapo-like manner.

Fruit seedlings readied for Siargao SURIGAO CITY -- More than 14,000 fruit seedlings arrived here on Tuesday, September 10, for subsequent distribution to Siargao Island towns.

Provincial Environment and Natural Resources Officer ZaldyPerater said the fruit seedlings will be distributed to the eight municipalities of Dapa, Socorro, Del Carmen, San Benito, Pilar, Burgos, San Isidro and Santa Monica.

This is in line with the DENRNational Greening Program and the provincial government's thrust in providing alternative livelihood activities for indigent families.

"This is the first of three batches of fruit seedlings for the said towns.

BUTUAN CITY - In time with its 19th anniversary, the Technical Education and Skills Development Authority (TESDA-Caraga) has honored its partners, stakeholders, and personnel.

TESDA-Caraga Director Florencio Sunico Jr. said the honourees have contributed a lot to the success of the agency’s plans and programs.

“Because of this, it is but fitting for our partners and stakeholders to be recognized,” Dir. Sunico said, pointing out that through their dedication and commitment , they have become the pillars of success, far as technical-vocational education is concerned.

Leading the list of awardees was Regional Development Council (RDC) Chair and Surigao del Norte Gov. Sol F. Matugas, as this year’s TESDA Kabalikat Regional Winner.

The provincial government of Agusan del Sur and AMACLC Butuan also received Special Awards, as runners-up.

Further, 2013 TESDA idol regional winners: Aljon Ampo in the wage-employed category and Bernadette Manuel under the self-employed category, each received plaques of recognition and P5,000 cash prize.

Kremlin Verdeflor and Arnold Pangan were declared runners-up in the wage-employed category.

In Agusan del Norte, TESDA has recognized the Philippine Army’s H3SFBN, SFR (A) Southern Command, Rotary Club of Central Butuan, and AMA CLC. Gov. Adolph Edward Plaza was also given recognition, with TESDA-Agusan del Sur partners: Engr. Emmanuel Galarse, Divina Lagumbay and Flordeliza Obani.

NPAs burn heavy equipment in Surigao Sur

CAMP RODRIGUEZ, Butuan City - A dump truck and a pay loader used in the construction of Tago River Bridge, San Miguel, Surigao del Sur were burned down by at least 3O fully-armed NPA rebels on September 9, this year.

The said heavy equip-

ment were then quarrying sand and gravel along Tago River at the vicinity of Sitio Sta Cruz, Brgy , San Miguel town when stopped by the rebels, ordered both operators to disembark and leave the area.

The operators immediately ran away when the rebels fired their guns indiscriminately

and burned down the equipment.

The rebels then left the area while the truck and loader were still on fire.

Mr. Arthur Ong-Oh of CBBI Construction in Cabadbaran City, owner of the truck; and Wulfranie Montengro Pascua of Tandag City; owner of the pay loader, both declared losses of P6 million.

San Miguel police investigators recovered a fired cartridge from an M14 Rifle and 13 fired cartridges from an AK 47 Rifle and is yet to identify the NPA’s group leader.

A pursuit operation is launched by PNP and AFP troops in the area while police stations were alerted of the incident.

Slowly but surely surfacing now is the spin being peddled that in the midst of all the hullabaloos attending the multi-billion pesos pork barrel fund scam expose, President Aquino deserves to be ousted from office but for no logical reason whatsoever.

We do not need a rocket scientist to figure out why such call is now being put forth as an aftermath of the scam’s expose and the eventual deprivation by the President of the legislators’ pork barrel that the Supreme Court just firmed up. The high tribunal just issued a temporary restraining order prohibiting the Executive branch from releasing even the remaining balance of the pork barrel fund for the current year.

Under the situation the most affected by this scam expose are the legislators. Whistleblowers have pointed to some of them as the direct beneficiaries of the scam in the form of multi-million pesos kick back ranging from 50 to as high as 70 percent of the legislator’s allocated pork fund officially known as Priority Development Assistance Fund or PDAF. Janet Lim-Napoles, the alleged brains behind this multi-billion pesos pork fund scam, may be in jail at the moment but her so-called partners-in-crime are still very much free strutting around as honorable members of the national legislature.

The clandestine operation pushing for Aquino’s ouster from office is sort of a political déjà-vu. We saw this when then President Joseph “Erap” Estrada deprived the congressmen of their usual pork barrel when he ascended to the presidency in 1998. Estrada opted not to give the

And He proved it. When He gave His innocent, perfect life for the wrongs of mankind, was buried for 3 days, and then came back to life! Only God Himself has the power to create life from death.

So what about other prophets and teachers who

AMBOANGA City––“All patients from all wards have been evacuated,” said Dr. Concepcion, a pediatrician who was designated as senior house officer for the night of the Zamboanga City Medical Center (ZCMC) wards that were moved to the Western Mindanao State University (WMSU).

About 50 patients in stable condition were accommodated at the WMSU Gymnasium.

Neo-natal Intensive Care Unit (NICU) patients were earlier moved to the Edwin Andrews Air Base (EAAB).

“The Sanitarium has become

the extension of the ZCMC. Patients there are those who underwent Caesarean operations, surgical operations,” Concepcion said, adding that those with psychological concerns were brought to a special area in Harmony Village.

The series of medical evacuations from the ZCMC, considered as the biggest hospital in the Zamboanga Peninsula Region, was ordered by Dr. Romeo Ong, hospital director, following the unlawful entry last Monday of armed members of the Moro National Liberation Front (MNLF) in the villages of Mariki, Rio Hondo, Talontalon, Sta. Barbara, and a portion of Sta. Catalina, where ZCMC is located.

During the evacuation of patients in the Obstetrical-Gynecological Ward, a woman on her seventh month of pregnancy said she jumped out the window upon hearing the exchange of gunshots.

Meanwhile, as of Tuesday morning, a total of almost 4,000 residents from affected barangays are taking refuge at three major evacuation centers here, according to an update from the City Mayor’s Office.

The temporary shelters are at the St. Ignatius Parish in Tetuan and the Joaquin Enriquez Memorial Sports Complex in Baliwasan, where more than a thousand persons are housed each; and at the Tetuan Central School where at least 1,500 evacuees have been registered as of past 5 p.m. Tuesday.

PNG seeks renewal of agreement with PH tuna firm GENERAL SANTOS CITY (MindaNews/10 September) -- The government of Papua New Guinea (PNG) is pushing for the renewal of an investment agreement it had signed with a tuna fishing and manufacturing company based in this city as it moves to draw more major investments into its thriving tuna industry.

Job Pomat, chair of PNG’s National Fisheries Board, said they are now reviewing its standing “state agreement” with homegrown firm RD Corporation in a bid to extend their trade and investment arrangements beyond its scheduled expiration in two years.

“I want to assure you that my government will review the agreement with a view to extend it after 2015,” he said at the 15th National Tuna Congress here.

Pomat, who represented PNG Fisheries and Marine Resources Minister Mao Zeming in the gathering, said RD Corporation signed the deal with the PNG government in 1995 as a result of the signing of the Philippines-Papua New Guinea Fisheries Bilateral Cooperation.

He commended the company, which is owned by local fishing magnate Rodrigo Rivera Sr., “for taking the bold step to invest in PNG” after signing the state agreement.

After initially opening business in PNG’s Siar and Vidar districts, RD Corporation so far diversified its business in tuna fishing, tuna canning, fish meal processing, can making, shipyard and dry-dock, cold storage, value-added fresh seafoods, wharf and

stevedoring, building and construction and real estate.

Overall, the company has 38 diversified business units and operations in this city and other parts of the country, Indonesia and Australia.

On the review of the state agreement, Pomat said there are some outstanding issues that both sides need to comply with to ensure that the deal and its obligations are fully implemented.

“Both sides need to carefully assess these outstanding issues, and come up with a practical timetable and commitment to effectively address them,” he said without further elaborating.

In the meantime, Pomat said the PNG government will continue with its partnership with the company, which he described as “now a major player in the tuna

industry in PNG.” He said they are closely working with RD Corporation and other private entities for the development of the Pacific Marine Industrial Zone, which is considered one of the major economic impact projects in PNG. tuna | page 9

DAF-ARMM official reviews accomplishment of provincial offices

COTABATO CITY - Keen on pushing the agency’s plan “Roadmap to Productivity” Regional Secretary Macmod Mending, Jr. of the Department of Agriculture and Fisheries in the Autonomous Region in Muslim Mindanao (DAF-ARMM) sees the need for interaction with implementors on the ground.

Barely two weeks since he assumed office, Mending held a meeting with provincial agriculturists of the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi on Monday, Sept 9 at the DAFARMM regional office here.

Macmod said, officials and workers of DAF-ARMM need to know the policy direction of the regional governor after which each provincial agriculturist is expected to render his accomplishment report to be followed by an open forum.

“I will relay to them the Regional Governor’s policy including mine as the regional secretary. Issues and concerns will be discussed but the individual accomplishment report comes first before the open forum,” Mending said.

Lanao del Sur gets 12 fire station projects from ARMM's TISP

MARAWI CITY, Lanao del Sur -- Twelve out of the 33 fire station projects under the Transition Investment Support Plan (TISP) for the Autonomous Region in Muslim Mindanao (ARMM) went to the province, according to the Bureau of Fire Protection (BFP) here.

August 31, this year.

These fire stations, he said, are constructed in Balindong, Marantao, Saguiaran, Ditsaan-Ramain, and Balabagan.

He said the construction of the other seven fire stations costing P2.9 million each is on-going with different levels of completion.

According to him, the fire station project in Masui town is 90 percent completed and those in Piagapo, Lumba Bayabao and Poona Bayabao are 89 percent

Dael clarified that they are keeping these areas as eco-tourism zones and have already taken necessary steps in passing an ordinance that prohibits activities which can endanger and destroy the forests and the wildlife resources.

“In Bingawan Falls, we even opted to construct pathways nearing the falls as the DENR has permitted the construction of roads,” he explained.

To date, the road project near Tuasan Falls was already completed, while the two other are expected to be completed within the year. Before this court is verified Petition for the approval and Registration of the Divorce filed by the counsel of the petitioner and alleging among others: That petitioner and Respondent are husband and wife respectively in a marriage performed under civil rites November 28, 1970 at Isabila, Basilan, petitioner converted to Islam faith, of which conversion to Islam was duly Registered with this court, both of them can be served with summons and other legal processes relative to this case at Carbide Village Brgy., Tubod, Ros., Hghts., Iligan City and Davao City respectively; That said marriage did not last long, due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for almost thirty (30) years already, since 1984 they decide to live physically in bed and board thereby executed Divorce Agreement in order to formalize their separation; Since their separation, they had never been communicating or supporting either Financially or emotionally to each other, neither minding each other’s affairs; Petitioner’s seek judicial decree of divorce thereby surviving their marriage bond on February 29, 1992 so that they will have free hand to do what a single man or woman could do without marital burden; Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this joint petition to be sufficient Inform and substance set the initial hearing of this case on September 13, 2013 at 9:00 a.m. at which time, date and place, any interested party may appear and show why the petition should not be granted. Waste-to-energy facility soon to rise in Tagum

AGUM CITY, DAVAO DEL NORTE—The country’s first-ever waste-to-energy facility will soon rise in this city after the Memorandum of Agreement has been signed last September 10, 2013 between the City Government of Tagum and the Global Green International Energy Philippines, Inc. The multi-million dollar investment will see the rise of a waste-to-energy facility using a highly-reliable, environmentallycompliant and safe technology that will generate fuel and electricity from solid waste generated by the city.

Mayor Allan L. Rellon tagged this project a development in the city especially that project will create jobs for Tagumeños and will also be helpful in managing the solid waste of the city.

As authorized by the Sangguniang Panlungsod, the local chief executive signed the

Memorandum of Agreement on Tuesday with the Global Green International Energy Philippines, Inc. as represented by its chief executive officer Alan Mathews.

Mathews said that the construction of the facility will commence on January 2014 and will be fully operational by the end of next year.

Davao City 911 cited for saving lives in deadly fire DAVAO CITY - The city government recognized the gallantry and dedication of the members of the Emergency Response Center Central 911 for saving the lives of fire victims last Saturday dawn, September 7 in Kilometer 7, Lanang in a simple rite at the city hall grounds yesterday afternoon.

Emmanuel Ja ldon, chief of the Emergency Central 911 said the joint rescue effort was made by the personnel of the Fire Auxiliary Service, Urban Search and Rescue, and the Emergency Medical

Service.

He lauded the well coordinated effort which saved seven out of eight lives from suffocation.

“The team was able to extricate eight victims who were at the verge of suffocation.

Out of the eight seven were saved while the other unluckily did not make it,” Jaldon said.

He said that it is just right that the local government recognizes their courage and self-less dedication to save lives.

Mayor Rodrigo Duterte lauded the team and re-

called that the Emergency Response Center Central 911 was replicated from the Central 911 of Canada and the United States of America.

He said he even prodded the telecommunication firms to designate the 911 numbers for emergency response to serve the people well.

“911 is very crucial to governance in the matter of saving lives and in making everyone comfortable with the services of the government,” Duterte said.

He said that the ser-

vices of the Emergency Response Center Central 911 like the FAS, USAR and EMS are free and they are ready to serve the people round-the-clock.

Duterte said that the services of the Emergency Response Center Central 911 are very important for the city given the uncertainty of the peace and order in other parts of Mindanao.

He said that the effort of its members to save lives is worth the emulation.

“May your tribe increase,” Duterte said.

STA. MARIA, Davao del Sur – The municipal government of Sta. Maria in Davao del Sur entered into a Memorandum of Agreement (MOA) on Monday with the Army’s 39th Infantry Battalion for the implementation of the Internal Security Efforts (ISE).

Sta. Maria Mayor Rudy Mariscal and 39IB commander Lt. Col Norman Zuniega signed the MOA on September 9 during the handover of ISE Lead Role to the Municipality of Sta. Maria held at the Municipal Gym. 1002 Brigade commander Col. Marcos Norman Flores explained that the MOA on ISE Lead Role stipulates that the Mayor shall lead together with the Municipal Council in the implementation of all security efforts in the municipality.

The Army will continue its support especially in cases of incursion or resurgence by members of the CPP-NPA-NDF, Flores said in a press release issued by Civil Military Operations (CMO) officer 1Lt. Aldrin S. Moral.

Flores said that the acceptance of the municipal government in taking the lead role of the ISE operations indicates that Sta. Maria is development-ready.

“We are not more interested in defeating them (CPP-NPA-NDF), but we would like to enjoin them to join us in our peace efforts, ang gusto po natin is to win the peace na kailangan natin dahil ito

po ang napakalaking susi para sa ating patuloy na pag-unlad,” (what we want is to win the peace that we need because this is the big key to continue our development) he stated.

According to the CMO press release, the Municipal Council of Sta. Maria approved on September 2 Municipal Resolution No. 56, S. 2013 authorizing Mayor Mariscal, being the chair of the Municipal Peace and Order Council, to enter into a MOA with the 39th IB relative to the handover of ISE operation in the municipality.

Meanwhile, 39IB commander Lt. Col. Norman Zuniega attributed the success of the Peace and Development Outreach Program (PDOP) in the municipality to the convergence of all stakeholders, especially the cooperation of the residents, and the active participation of the LGU. Zuniega said this resulted to the clearing of affected barangays from communist influence, the surrender of former NPA members, and confiscation of subversive documents.

He added that the PDOP effort has also facilitated the delivery of basic services by the LGU and nongovernment organizations directly to the communities.

“This event promotes the importance of collaboration, understanding and the recognition of each other’s worth in attaining lasting peace,” Lt. Col. Zuniega stated in the CMO press release. (RGA/CLC/PIA-XI)

“We do not work overseas and endure separation from our loved ones just so government officials can plunder public funds or so that Aquino could uphold the corrupt pork barrel system,” Eman Villanueva, secretary general of the United Filipinos in Hong Kong-Migrante, said.

Villanueva said the money OFWs send to their families, “is not meant to feed the greed of the corrupt and the plunderers.”

“The billions of dollars in remittances that we send and the billions of pesos more generated from the long list of fees that the government charges to OFWs that help keep the economy afloat are not meant to keep a thriving corrupt system of governance,” Villanueva added.

Filipinos in Hongkong will also participate in the Zero Remittance Day on Sept. 19.

Villanueva said OFWs are angry over the “continuing corruption, slow prosecution of culprits, and Aquino’s special treatment of Janet Lim-Napoles” while Filipino migrant workers are “deprived of basic support and services to protect their well-being and human rights.”

He added that many OFWs are in danger because there are no sufficient funds for their repatriation.

Their families back in the country, on the other hand, are struggling to make ends meet.

“Aquino’s unwillingness to totally abolish the pork barrel system comes from the fact that his own pork barrel is the biggest and he uses it to maintain and strengthen patronage politics to ultimately serve the comprador and landlord elites benefiting from a system that remains backward and foreign-dominated,” Villanueva said.

Not afraid?

In reports, Presidential spokesperson Edwin Lacierda belittled the Zero Remittance Day, saying that, “I don’t think that will happen. That is

hard to execute because their own families would suffer.”

But Migrante International believes that it is not just the migrants’ families who would suffer but also the government and its reliance on OFW remittances to keep the economy afloat.

Villanueva said that while it is true that the money they send go directly to their families, the government is also using their remittances “to bloat up its earnings that, in turn, improve its credit standing.

We supply the dollars that prevent the peso from total collapse.”

“Aquino and his mouthpiece Lacierda are not fooling us with their uncaring projection, for the truth is they are scared out of their wits by the zero remittance day action,” he added.

In a previous statement, Garry Martinez, chairperson of Migrante International, said the government earns 0.15 percent for every P200 ($4.55) remittance. He cited the Philippine Overseas Employment Administration data that shows that the government earns about $1.4 million monthly from the documentary stamp tax of OFW remittances.

In 2012, OFW remittances amounted to $21 billion.

“That is $57.5 million a day, or Php2.5 billion from which the government earns 0.15% for every P200 remittance. That’s just for the DST. Other taxes and cuts generated by the government from banking transactions are not yet included,” Martinez said. Aside from the documentary stamp tax, foreign and local banks also charge service fees for the remittances.

“It goes without saying that withholding a day’s worth of OFW remittances will have a direct impact on the economy. It is the government’s revenue from OFW remittances that would be reduced. It is nothing compared to the small remittances families receive,” Martinez added. (http://bulatlat.com)
