SOME government websites were hacked Monday during the “Million People March” against pork barrel apparently as part of protest against the alleged anomalous use of the Priority Development Assistance Fund (PDAF). The protest march was triggered by the alleged P10-billion pork barrel and P900-million Malampaya fund scams allegedly committed by businesswoman Janet Lim Napoles involving

some lawmakers. Some of those who were victimized by the hackers are the websites of the National Historical Commission, National Telecommunications Commission, Komisyon sa Wikang Filipino, Municipality of Pikit, North Cotabato, Optical Media Board, Autonomous Region in Muslim Mindanao, San Juan City, Talibon Bohol, Philippine Economic Zone Authority and the Sugar

Napoles, Lim still in PH, says BI

WANTED businesswoman Janet Lim Napoles and her brother Reynald “Jojo” Lim are still in the Philippines. Napoles is the alleged “brains” behind the P10-billion pork barrel and P900million Malampaya fund scams. She and her brother are the subjects of an intensified nationwide manhunt by law enforcement agencies by virtue of an arrest order issued by the Makati City Regional Trial Court Branch 150 for the

case of serious illegal detention allegedly committed on Benhur Luy, the whistleblower in the pork barrel scam. According to Acting BI Commissioner Sigfried Mison, based on the database of the travel records of the agency the siblings Napoles and Lim are still in the country. PNoy challenged to make pork abolition bill urgent President Aquino has been challenged to show political will by certifying as urgent a bill that seeks the abolition of the Priority Development Assistance Fund (PDAF) or pork barrel system. In a statement timed with the Million People March at Manila’s Rizal Park, Gabriela Rep. Luzviminda Ilagan said Aquino should make House Bill 1535 filed by partylist representatives under the Makabayan block to abolish the pork barrel urgent. Ilagan said “all pork funds, lump sum and discretionary funds in the 2014 budget be effectively rechanneled in specific items towards the delivery of basic social services such as healthcare, education and housing.” “ The Million People March will snowball and public outrage will continue. History will judge Aquino and his government harshly on turning his back on his campaign promises against plunder and corruption unless the pork barrel is eliminated,” she warned.

Also in a statement today, the Kagayanon Kontra sa Mga Korap (Cagayanons Against the Corrupt) pushed for the creation of an “independent investigation panel” to ferret out the truth about the PDAF and so-called discretionary funds. The group said all those involved in the alleged PDAF scam should be held accountable for their acts and prosecuted. The Balay Mindanaw Group of NGOs meanwhile said “not only a million but millions of Filipinos, not only in Manila but all over the nation and the world, will individually and collectively express our rage against the unimaginable magnitude of corruption that has been institutionalized and perpetuated through the pork barrel system.” Balay Mindanaw said the “despicable and criminal practice” by “legislators and their co-conspirators in the executive department, and pseudo-NGOs,”referring to the alleged PDAF scam, has

undermined democracy and made the lives of poor people in Mindanao more miserable. It added government should ensure accountability and transparency especially the right of the people to freely access information. Meanwhile, in a press conference today in Malacanang, presidential spokesperson Secretary Edwin Lacierda dismissed calls for the President to also do away with his own discretionary funds. Lacierda said abolishing the President’s social fund, for example, is unrealistic given the frequency of calamities in the country. “If we can abolish calamities, then maybe we can abolish the fund,” he said in Tagalog. He added the social fund is where the President gets money for assistance to the victims of calamities and to the families of soldiers who are killed or wounded in action. He explained these are among the “uncertainties” that the social fund is intended for. (MindaNews)

Over 50 micro, small and medium entrepreneurs (MSMEs) from different municipalities, provinces and cities of Northern Mindanao joined the Kahimunan Regional Trade Fair 2013. It was opened last August 24 at SM City, Cagayan de Oro. “This Kahimunan Regional Trade Fair is a marketing promotion for us to promote the products of our micro and small entrepreneurs and second,

this is our contribution to the Cagayan de Oro fiesta,” said Ms. Linda O. Boniao, Assistant Regional Director/Officer-in-Charge of Department of Trade and Industry - Regional Office 10 (DTI-10). DTI-10 spearheaded this display together with various local producers. This Kahimunan Regional Trade Fair was designed of special setting similar with the government’s priority program One Town, One Product (OTOP). Locallymade and considered best products in the region are

being showcased and sold in the trade fair. Participating in the display were DTI-assisted clients whose products include processed food, gifts and housewares, fashion accessories, beverages, home style and living, and health and organic products, among others. The trade fair also featured the Shared Service Facility (SSF) product showcase. DTI’s newly launched SSF project aims to improve the quality and productivity of MSMEs through the provision of processing

machines/equipment. This equipment, being highlighted by the products, addresses the gaps in the value chain of priority industry clusters composing of processed fruits, marine products, abaca, bamboo, coco coir, gifts, decors, housewares and others. The clients of the trade fair were also beneficiaries of DTI’s development programs that include marketing and product promotions. Bamboo pushed as livelihood source in Bukidnon MALAYBALAY City - The Bukidnon Kaamulan Chamber of Commerce and Industry Inc. is promoting the use of giant bamboo sticks to be processed into panel boards as a lucrative livelihood opportunity in Bukidnon, Roberto Tinsay Jr, chamber vice president for membership, said. Tinsay told the Strictly Business news conference Thursday that there is “a big and sure market for bamboo boards in the domestic and international markets.” He cited the “open volume” purchase order he recently obtained from Home Depot, one of the country’s big home stores selling, among others, construction materials. Bamboo production and processing are among the forestry-based industries included in the preferred areas of investment in Bukidnon that qualify for incentives in the province’s new investment incentives ordinance. Amended in March 2013, the ordinance created the Bukidnon Investment and Export Promotion Board, which grants incentives to investors and new investments in the province. Tinsay said the chamber promotes the production and processing of sticks from giant bamboo, which bamboo board producers buy at P5 per stick at the

source. He said this is a livelihood opportunity for those in far-flung barangays with abundant supply of giant bamboo. The provincial government and the chamber have been promoting the use of bamboo, even during the Kaamulan festival, as the main material in the construction of trade booths, Tinsay added. Tinsay said that Bukidnon can capitalize on the

bamboo industry to fill the vacuum in the domestic wood industry, which suffered a blow when President Benigno Aquino III issued on February 1, 2011 Executive Order 23, declaring a moratorium on the cutting and harvesting of timber in the natural and residual forests in the entire country and creates the anti-illegal logging task force. Tinsay said that 30 percent of the wood industry’s

requirements in the country are sourced locally. “Bamboo should be the substitute,” he added. Tinsay said there are local panel board producers that are capable of manufacturing export grade products. The bamboo sticks had to go through a process of carbon application as a requisite before selling, with Tinsay saying that they are willing to train those who want to be suppliers of bamboo sticks.

He also cited that the Shared Service Facility (SSF) project of the Department of Trade and Industry (DTI) can provide support to qualified groups that are willing to avail of a bamboo cutting machine for their livelihood. SSF is a DTI project aimed at enhancing the productivity of industries operating for at least three years already, Ermedio Abang, DTI-Bukidnon director, said. SSF can provide facili-

ties to groups “but not for ownership,” he said, adding that the business chamber can apply on their behalf if they want to avail of assistance under the project. Tinsay said a group of bamboo stick suppliers from the barangays may opt to avail of the cutting machine via the SSF or they can ask the help of the local government to finance the assembly of the machine, which costs around P30,000. Why PNoy’s itemized PDAF won’t stop the pork barrel plunder “THE president’s announcement last week on the abolition of the current congressional pork barrel and its replacement by a new mechanism was rightfully met with cynicism by a public who knows better.” Thus said former Bayan Muna Rep. Teddy Casiño who joined Monday’s Million People’s March to Abolish the Pork Barrel System at the Luneta park. “In the first place, it fell short of the rhetoric. The president is not abolishing the P25.3 billion congressional pork barrel in the national budget. He is, in fact, retaining the hopelessly corrupt system of discretionary lump sum allocations for congressmen and senators, only with a new menu and requiring an itemized list. But according to budget secretary Butch Abad, we will have to wait till 2015 to see what that’s all about,” Casiño said in

a statement. He added: “Also, Aquino is, in fact, retaining the presidential pork estimated at P200 billion at the least, not including the various lump sum allocations tucked into the budgets of the various departments and line agencies, to be released upon the Executive’s discretion to favoured legislators and local officials. This is the mother pork from which portions are given to politicians for them to use just like their PDAF,.” “Aquino’s itemized pork barrel system will not solve the plunder and abuse that has been going on for years. As long as congressmen, senators and the President are given sole discretion over the use of billions of public funds, nothing will change. There will always be a Napoles who will do the dirty work for the politicians and corrupt bureaucrats,” Casiño said.

“The solution is to abolish the PDAF and other vague, discretionary lump sum allocations altogether. All expenses should be itemized and therefore transparent and accountable, with as little room possible for discretion. To ensure that enough funds flow for the welfare of their districts or sectors, legislators can and should propose amendments to the General Appropriations Act (GAA) in the form of realignments or additional special provisions. But approval of these amendments should not give them any entitlement or role in how those funds are spent, except in the exercise of their oversight powers. D E S P I T E pronouncement made by President Benigno S. Aquino III on Friday calling for the abolition of the Priority Development Assistance Fund (PDAF), there’s no stopping for t he scheduled simultaneous prote st r a l ly to d ay dubbed “Million People Ma rch” aga i nst t he blatant misuse of the so-called pork barrel fund. In Cagayan de Oro, a protest rally will be held at Gaston Park, while millions are expected to do similar protest actions in other parts of the country. The simultaneous protest action was called upon by netizens over social media after the scandalous misuse of lawmakers’ PDAF, otherwise known as “pork barrel fund,” broke out linking several senators and a number of congressmen. Established in 1990, the PDAF was intended to bring development to every part of the country by making sure that every congressman will have an assured allocation for his district even if he is a member of the silent committee in Congress. Under the 2013 General Appropriations Act, about P25.2 billion is allocated for the Priority Development Assistance Fund of both members of the Senate and House of Representatives.

Each senator has P200 million in PDAF every year, while each congressman – either district and party-list representative – has P70 million each. These amounts are spread across a number of agencies, to which NGOs request for funds, backed by endorsements from the lawmakers. The Commission on Audit special report, which took two years to complete, has found 12 senators and 180 representatives channelling their PDAF or pork barrel to non-government organizations (NGOs), which misused the funds, if not totally left them unaccounted for. The COA report shows t hat P101.6 bi l l ion was

r e l e a s e d f o r “ Va r i o u s Infrastructures including Local Projects” (VILP), P12 billion for pork barrel, and P2.36 billion for financial assistance to LGUs. COA’s audit covered P32.6 billion of the VILP and P8 billion of the PDAF released by the Department of Budget and Management (DBM). At least P6.156 billion were released to questionable NGOs. A tota l of 82 NGOs were found to have questionable backrgrounds and operations to begin with and eventually misused or failed to account for the funds. During a press conference last Friday, President Aquino called for the abolition of PDAF amid allegations of misuse of some P10 billion public funds. If news reports are to be believed, the DBM has failed to submit a report on how Malacañang spent its special purpose funds. Mr. President, this makes us, your BOSS, very uneasy,” Tabora said. Kadayawan cagefest in Davao cancelled DAVAO City––The much-awaited championship game in the Mayor Rody and Vice Mayor Pulong Duterte Kadayawan Invitational Basketball tournament was cancelled by the organizers due to a reported manipulation of the two teams. City Sports Office OIC Butch Ramirez announced this yesterday after a meeting with the representatives of the four invited teams – The Royal Mandaya Hotel-City Mayor’s Office, Goldstar Hardware, Montana Pawnshop and Omega Pro. “The organizers have cancelled the remaining games including the championship game as a result of the game Monday night where two teams (Goldstar and Montana) manipulated or controlled the outcome of the game,” said Ramirez. Goldstar and Montana refused to play already after the organizers gave them three options to decide the real champion of the 4-day league organized by the city government in celebration of the 28th Kadayawan Festival. The first option was to require the Montana and TRMH-CMO, ranked no. 2 and 3, respectively to play and determine the right to face no. 1 seed Goldstar in the championship game. But Montana, represented by coaches Nick Serafica and Peter Epe, refused to play already against the powerhouse TRMH-CMO in a knockout match. “Dili me gusto mukalaban sa pader,” said Serafica obviously referring to TRMH-CMO. The organizers then requested Goldstar to instead play TRMH-CMO already for the finals set at 6:30 p.m. as of press time. Ms. Amadea Lucia Taperla Piatti, Candidate No. 5 of Barangay 15, Cagayan de Oro City, has been crowned Miss CDO 2013 during the pageant’s coronation night held on August 24, at Limketkai Atrium. Ms. PiATTI, 21 years old, is a graduate of Bachelor of Science in Tourism Management at Liceo de Cagayan University. During the question and answer portion at the pageant’s coronation night, where top five candidates were given the same question, which is: “How do you describe a world-class Kagay-anon?” Ms. Piatti visibly excelled, according to observers. “As we all know, Cagayan is known to be the pride in white-water rafting. We have different tourist destinations that we could be proud over the whole

world, but one thing that we can truly be proud of are the qualities that a true Kagay-anon has,” she said. She then continued her answer by enumerating the qualities she believed have made a world-class Kagay-anon. First, she said, is being very hospitable. Kagayanons offer the most beautiful smiles that none other has. She then supported it with an example based on her personal experience. According to her, his father is a foreigner but he fell in love with a Kagay-anon woman. Second, according to Ms. Piatti, are set of attributes -- the love for God, self-respect and the love for God’s creations. I made sure that my PDAF will not go into the hands of bogus NGOs,” he told MindaNews in a phone interview. Barbers ser ved as congressman from 1998 to 2007. In 2010, he failed to win the gubernatorial race. For his part, Matugas did not return this reporter’s calls and text messages for comments on t he COA findings. The COA report showed that Matugas’s pork barrel allocation from 2007 to 2010 amounted to P101.910 million, of which P79.9 million was intended for Various Infrastructure including Local Projects (VILP or hard projects under the category of public works); P8.5 million for “soft,” which refers to projects involving livelihood, education, health and social services; and another P13.5 million for “soft” from other sources. During the period, Matugas allocated P22 million for “soft projects,” of which at least P19.8 million went to NGOimplemented projects that COA found questionable. One of these NGOs— Dr. Rodolfo A. Ignacio, Sr. Foundation (DRAISFI)— received P13.5 million from Matugas’s PDAF. He and 15 other legislators gave the shadowy foundation a total of P164.6 million from their pork barrel, the COA said. It said that DRAISFI was not registered with the Securities and Exchange Commission (SEC) but was issued permits by the local government of Quezon City. The NGO listed two addresses that turned out to be nonexistent upon COA’s verification. According to state auditors, DRAISFI was involved in livelihood trainings and in the distribution of “financial

assistance.” Howe ver, COA s a id the recipients listed under the “financial assistance” component were found to be anomalous because of the following: • T h e a m ou nt of financial assistance received by each participant was not indicated in the list; • M a ny s up p o s e d recipients did not sign in the list of participants, and in at least two such projects, no list of participant was submitted at all; • And, many alleged beneficiaries have no specific addresses and a good number were found to be not registered voters within their reported districts or towns. There were 255 such alleged beneficiaries in Surigao del Norte, but COA said none of all the listed recipients were voters of the district or town where they supposedly come from. Matugas also endorsed some P3.395 million to the Kabuhayan at Kalusugang Alay sa Masa Foundation, Inc. (KKAMFI), which received a total of P526.6 million from 2007 to 2009 from 23 other congressmen. The NGO used the money for livelihood trainings and the procurement of technology kits. The COA audit report said “KKAMFI projects were attended by anomalies, and the NGO did not bother to respond when asked to verify its suspicious transactions.” Matugas also allocated pork amounting to P2.7 million to the Philippine Environment and Economic Development Association (PEEDA), COA said, noting it could not find the two listed addresses of the group. Another P300,000 from Matugas’s pork barrel that went to PEEDA was also listed as “unliquidated.” The group’s expertise was on distributing “livelihood kits.” According to COA, PEEDA had listed suppliers that were either nonexistent or had denied transacting with the NGO. It was also unable to submit pertinent documents when asked by COA. In Surigao del Norte, the towns of Pilar and Socorro in Siargao Island had 39 and 74 PEEDA beneficiaries, respectively. However, when COA verified the names through the Commission on Elections records, 36 of the 39 recipients in Pilar turned out as registered voters, and only 12 in Socorro. In all these findings,

For Barbers, COA said he allocated P23.4 million pork money to the Asia World Sanctuary and Development, Inc. (AWSDI), which were unliquidated. The amount was earmarked for “trainings” and released in 2007. COA said that AWSDI’s existence was suspect, having changed its name twice and the address it listed was found to be a residential unit owned by its president—a certain Rosemarie Palacio— and was up for rent when state auditors conducted an ocular inspection. Barbers’s name was listed along with Cong. Arturo B. Robes of San Jose del Monte City in Bulacan province as having endorsed a total of P48.8 million to AWSDI. “AWSDI submitted certain documents to back up the projects under Barbers’s name but disclosed that all these contained “deficiencies,” COA said. The NGO also claimed that documents relating to Barbers’s SARO “have been damaged by flood.” State auditors also found that three of AWSDI’s suppliers “cannot be located at their given addresses and have no existing permits based on the issued official receipts since 2007 to 2009.” “The items distributed and received by the beneficiaries were not indicated in the submitted list of beneficiaries a nd some benef icia ries included in the list did not affix their signatures,” the report said. Barbers denied having ha nd led t hese projects, pointing out that he was already serving as governor of Surigao del Norte beginning 2007, the year the controversial pork barrel fund under audit was released. He noted that between 2007 and 2009, incumbent Rep. Guillermo A. Romarate, Jr. (2nd district) had already started his first term in office. During this period, the COA report showed that Romarate had a PDAF totaling P95 million, all of which went to hard projects or VILP and none for NGO-implemented “soft projects.” Barbers also argued that “he could have never received

PDAF allocations while he was on his way out of Congress in 2007 because then President Gloria Macapagal Arroyo had stripped him of his pork barrel.”

He pointed out that he had a falling out with the Arroyo administration during his last term in Congress after he voted to impeach the former president.

9 persons rescued at mid-sea in Surigao del Sur BUTUAN City - A joint team of rescuers rescued nine persons who were seen drifting about a kilometer away from the shores of Barangay Dahican, town of Carrascal in Surigao del Sur over the weekend.
