‘Vetsin,’ ‘aspartame’ safe food additives, says FDA THE Philippine Food and Drug Administration (FDA) recently issued an advisory that monosodium glutamate (MSG), widely known as “vetsin”, and Aspartame are safe food additives.

Complainant in murder case vs. town mayor seeks SC help

CAGAYAN de Oro City–– The complainant in a murder with attempted murder case against the municipal mayor and several other accused persons in Salvador, Lanao del Norte, has called on the help of the Supreme Court to transfer the venue of the case. Jonaise Cila Omping-Mocsama said she also seeks the help of President Benigno Aquino III “to give justice to my husband.”

Mocsama has accused Salvador Mayor Hassanor Tawantawan and several others including the father of Hassanor identified as Johnny Angni Tawantawan who is the former mayor of the town in the alleged murder of her husband Taher Gomagadong Mocasama.

The other respondents in the case were identified in a National Bureau of Investigation report as Madlain Tawantawan, Kalopet Demaalep, Saadan Demalatas, Salic Demalatas, Saharomie Macadama, Junior Tanguwan and 11 John Does.

in an ambush last January 27 at Kilala, Salvador.

Testimonies from the witnesses said Taher and Asis were taking a bath at Cabuyao River when at 2 p.m. they hurriedly dressed up and boarded a motorcycle after seeing two vehicles owned by Mayor Tawantawan and his father.

The witnesses said that a group of persons later fired at Taher and Asis on their

way out of the place.

According to the complainant, her husband was a former bodyguard of the former mayor Johnny Tawantawan.

Regional state prosecutor Jaime Umpa said the judges in Lanao del Norte have inhibited from the case.

Umpa said they have written to the Supreme Court for a change of venue from Iligan City to Cagayan

de Oro City, Manila or Cebu to fast track the case.

In an earlier murder case of the “People of the Philippines versus Johnny Tawantawan, et. al.”, the Regional Law Enforcement Coordinating Committee 10 on November 20, 2013 filed a resolution also requesting the Supreme Court to expedite the transfer of venue of the case.

The resolution noted that the provincial prosecutor of Lanao del Norte had filed in March a petition before the SC to change the venue of the trial of the case but that the SC had not yet resolved the petition.

It said that acting presiding judge in the case “voluntarily inhibited himself from further handling the case for fear on his life and personal security” and that the first judge handling the case had also inhibited from the case for the same reason.

The resolution noted that Hassanor Tawantawan “is a powerful and very influential personality.”

Some of the witnesses in this case have been taken into protective custody by the Deppartment of Justice through the Witness Protection Program.

THE poverty situation in the country did not significantly improve despite of the six-percent economic growth posted from 2003 to 2006.

This was revealed by Supervising Research Specialist Danileen Parel of state think tank Philippine Institute for Development Studies (PIDS) in her analysis of the 2003 and 2006 rounds of the Family Income and Expenditure Survey (FIES) where 12,500 households were surveyed to determine poverty reduction at the household level.

Parel noted that the education and infrastructure services in an area are both closely associated

with its poverty situation.

Poverty is highly concentrated in rural areas where level and quality of education and infrastructure are very poor.

Her findings show that about 80 percent of the poor live in rural areas. Meanwhile, the National Capital Region (NCR) has the least number of poor households, which is 0.88 percent in 2003 and 1.18 percent in 2006.

Moreover, the study also shows that access to electricity among poor households is only 52.73 percent in 2006, while access to potable piped water is 66.37 percent in the same year.

It is miniscule compared to 80

percent of the nonpoor households who have access to electricity and piped water.

Parel also described the linkage of poverty and education.

Fifty percent of the heads of poor household have no formal education, while almost 40 percent of them finished primary education.

Only less than 0.5 percent of the poor have earned a bachelor’s degree.

Showing the linkage of poverty to lack of infrastructure services and basic education, Parel stressed that poor communities, especially in rural areas, must be provided with basic education

and infrastructure services so that poverty reduction could be better achieved.

Rural-urban linkages should be strengthened to narrow the large gap between the rural and urban areas.

Such linkages would enable rural households to take advantage of urban development like higher access to public goods, and more accessibility to human and physical capital and infrastructure.

Parel also suggested more investments in areas where poverty is high. It can be through improving infrastructure services and providing basic education to poor communities.

BUTUAN City––Pursuant to Republic Act 10022 or The Migrant Workers and Overseas Filipinos Act of 1995, this city has partnered with a number of government agencies in an undertaking with the Department of Labor and Employment-National Reintegration Center for Overseas Filipino Workers (DOLE-NRCO).

The Memorandum of Agreement between the City of Butuan and DOLE-NRCO focuses on intensifying and updating existing programs and services related to conducting relevant skills training for OFWs and their families through the Butuan City Manpower Training Center (BCMTC), and facilitating local and overseas employment through its Public Employment Services Of-

fice (PESO).

The city will also assign a focal person to facilitate the concerns of OFWs and their families, organize a group or committee that will provide appropriate services to the OFWs and their families, and assist in the identification, establishment, monitoring and evaluation of livelihood projects for OFWs and their families.

The MOA further stipulates that programs shall b e te chnolog y-dr iven, resource-based, and sustainable, with the partner agencies to be responsible for providing trainings, technologies and resources.

Other partner agencies include the regional offices of the Overseas Workers Welfare Administration (OWWA), Technical Education and Skills Development Authority (TESDA), Philippine Overseas and Employment Administration

Army, NPA fight anew in Surigao BANCASI, Butuan City --- An encounter ensued between the troops of 30th Infantry Battalion and New People’s Army in Brgy Mabini an outskirt barangay of Surigao City at 09:30 in the morning of February 23, 2014.

The presence of the NPAs was tipped by a concern citizen in the area. According to him, 20 armed men are extorting from the populace in their community.

This prompted the 30IB to send troops to the said area, but was fired upon and immediately encountered the armed group as the troops approached the gen-

eral vicinity. The encounter that lasted for 15 minutes resulted in the death of one (1) NPA (Name is for confirmation), recovery of one (1) AK 47, and subversive documents with high intelligence value.

Only the original author is answerable. However mark this: if in making a “comment”, you mention a new or additional derogatory information not found in the original posting, then you can be held liable for that as the original author of that new information.

For example, Pedro accuses Ana of being a mistress of Juan in a post. Pedro can be charged under the new law. Upon reading Pedro’s post, you can share or like or comment or affirm or even criticize Ana for being a mistress of Pedro. But if you write a comment saying: “Ana is also a mistress of Angelo” then you can be liable for that additonal info on Ana’s being with another person Angelo. So watch out.

DECRIMINALIZE -- As a consequence of this new law, there is a big debate now as to whether or not we should decriminalize libel as defined in both the old revised penal code and as recently contained in RA 10175. “Decriminalizing” libel means removing imprisonment or the penal sanctions from our laws.

It does not remove its civil liability so an offender can still be hailed to court by filing a civil case.

This was triggered by the recent ruling by the Supreme Court declaring in part as constitutional, the new cybercrime law that penalizes the original author with a maximum of 12 years imprisonment. This is much stiffer, by the way, than the penalty against journalists and mediamen under the revised penal code

Those who support this argue that the penal sanctions are violative of our constitutional right to press freedom and stifles free speech and expression. It brings a chilling effect on ordinary citizens who are generally not aware of the nuances of criminal libel.

Truth to tell, veteran newsmen and those in professional media do not anymore mind or feel any chilling effect or are perhaps already inured to this. Over the years, they have learned how to creatively write or say things that have the same critical impact but evading elements of libel to prevent prosecution. But not so with our internet users.

On the other hand, those who are against this move argue that this will make our press and the internet users more licentious and abusive and leaves the libelled citizenry without remedy or recourse.

But here is a distinction between netizens and journalists. In media, one who is defamed will have to submit one’s statement to the media for publication but cannot demand space to assure airing of that side. Whereas a blogger or a netizen can immediately give his/her side by also posting one’s own side in the public domain without asking anyone’s permission for space.

30 MILLION NETIZENS ---- The fact that this matter is now catching the attention of millions using the internet is a good sign.

The estimated 30 million FilipIno netizens who are engaged in the so-called social media ( Facebook, Twitter, etc) are now rising up ( no, not in arms but in words) against the new law.

its ruling declaring the new law constitutional that a big howl of protest came. Not too many apparently noticed this when it went through Congress and then approved by the Philippine president.

We were all caught napping because we could have stopped this on its tracks upon its inception during congressional deliberations and committee hearings.

To belatedly block this in the Supreme Court invoking constitutional infirmity may be too late in the day, especially now that a decision has been rendered. The planned motion for consideration, which we should all support, may be futile at this time. It can be a bad law, done by bad-intentioned legislators but it can still be constitutional because it does not contravene any constitutional provision.

But the furor now over this may be a good vehicle or platform for the long desired plan of decriminalizing libel.

We definitely want to see this happen.

SELF-POLICING ---- In print media involving members of the PHILIPPINE PRESS INSTITUTE ( PPI), there is an existing mechanism for redress against erring mediamen that is not known to many. The first line of redress for the maligned and the disciplining of the concerned erring media person is first left to the newspaper where the reporter or writer belongs.

The editor or publisher or its designated “ombudsman” is given the first shot.

Failing in that, the aggrieved can file a complaint before the PHILIPPINE PRESS COUNCIL which is composed of representatives from media and multisectoral groups like the academe, business, etc. An investigation is done and

if there is culpability the press council can impose sanctions. The newspaper can even be directed to give the aggrieved party space to ventilate or publish his side if this were not done so at the outset. However, the press council can acquire jurisdiction over the complaint only upon the submission of a written waiver by the complainant that he will not resort to the courts for redress. This administrative remedy is not so much penal in character but giving the complaining person an opportunity to clear his name or give his side after being maligned publicly by a published material. It leaves to the independent press the task of policing its own ranks.

There is now an on-going effort at PPI to revitalize or organize locally - based press councils to make available this mechanism to the public. While PPI supports decriminalization of libel, it is committed to do its share in seeing to it that the public is amply protected from the abusive press. It will take parallel efforts in getting its media members capacitated to self-police effectively their own ranks.

Because an independent and free press is regarded as the “Fourth Estate” ( separate and distinct from the 3 traditional branches of government -- the judiciary, legislative and executive), it should be left on its own to police and cleanse its own ranks of its own share of undesirables.

Freedom and responsibility being co-existent, the press must do its part. But definitely, government and especially its officials who are at the receiving end of a free press, have no business interfering and playing policeman. That’s what press freedom is all about.

But here’s a reality check on this plan to decriminalize libel through congress.

Do you sincerely think our legislators who have suffered the brunt of a free wheeling press have the patriotism -and appetite -- to remove the penal sanction? Sorry, but I doubt it! So don’t bet on it.

Constitution not the main barrier to economic growth THE main barrier to socioeconomic development is not the Constitution’s protectionist provisions but the absence of real development policy that maximizes such provisions, said research group IBON. In the House committee hearing on constitutional amendments, IBON executive director Sonny Africa underscored the importance of building the domestic economy based on internally developed industries instead of relying on external sources such as foreign investments. Easing restrictions to foreign investments is the main thrust of the proposed charter change (Cha-cha).

In fact, according to IBON, proponents of Char ter Change should take cue from the globally rising trend of prote c tionism and regulation.

The group cited a report by the United Nations Conference on Trade and Development (UNCTAD) showing an increasing trend of regulatory changes towards greater regulation or restriction, rather than liberalization, in a growing number of countries.

The Centre for Economic Policy Research (CEPR) also noted that since 2008, governments have together implemented 2,141 protectionist measures––especially the United States, European Union, Germany, Russia, China,

While the stock of foreign investment increased almost twenty-fold from US$1.6 billion in 1981 to US$31.0 billion in 2012, the manufacturing sector where the largest part of foreign investments has gone has drastically shrunk from 27.2 percent of gross domestic product (GDP) to just some 20 percent over the same period.

The number of unemployed has also increased from 1.6 million to 4.4 million from 1981-2012, seeing historic numbers of unemployed and record high sustained unemployment rates in the last decade.

“Developed countries opened up their economies only after they first reached a level of economic strength and development, as in the case of the US, UK, France, Germany and Japan, South Korea and Taiwan, China, Russia and Cuba,” Africa stressed. “Sovereignty means liberalizing when ready to do so and even then, on terms beneficial to the domestic economy and not indiscriminately opening up to foreign investment.” ibon.org

The pressure “to be someone” starts early in life, indeed! Not only my parents, also my peers and teachers began to exert their influences on me. Yes, during that time, I even myself didn’t know where my inclinations lay. Being a doctor or a lawyer?

Yes, during that time I was very much interested in medicine and law. During that time, I couldn’t imagine to become a Managing Editor for law magazines in an international publishing house... .But it became true!

Demonizing the EPIRA

IN a series of opinion pieces published in the Philippine Daily Inquirer, David Celestra Tan demonizes the Electric Power Industry Reform Act of 2001 or EPIRA (actually, “dragonizes” is what David Tan does, but it means the same thing), and blames it for everything that is wrong today in the Philippine electric power industry.

It boggles the mind how David Tan, who was once a president of the Philippine Independent Power Producers Association (PIPPA), could get so many things wrong about the EPIRA, and it is difficult to decide which among his misunderstandings (or are these attempts to mislead?) are more important to correct.

Let me limit myself here to setting right his impression in the first of his series of articles that the EPIRA is to blame for high prices of electricity, particularly the price spikes that occurred in the WESM in November-December 2013, which in turn resulted in the high pass-through rates of MERALCO that are now being contested in the Supreme Court.

Before anything else, it should be made clear that high prices of electricity in the Philippines are true only in the franchise area of MERALCO. In Mindanao, for

example, residential rates are at most eight pesos per kilowatthour and could be as low as six pesos per kWh, where they are now around twelve pesos per kWh in Metro Manila.

It also needs stating that, however high the prices of electricity may have risen since the enactment of the EPIRA in 2001, the prices probably would be much higher (and the electric power industry much more messy) without the EPIRA. The EPIRA provided a rational framework within which the electric power industry could be developed, replacing the chaotic environment of the pre-EPIRA period. The fact that the EPIRA explicitly set out the policies to be pursued by the national government with respect to the EPI is adequate justification for the EPIRA to replace the laws about the electricity sector that were repealed by the enactment of the EPIRA. Reasonable players in the electric power industry who were active in pre-EPIRA days accept without reservation the superiority of the EPIRA to the situation pre-EPIRA. There is no call among such players in the government or in the private sector for the repeal of the EPIRA and a return to pre-EPIRA days.

That said, we can now look

at the opinion of David Tan that the EPIRA is mainly to blame for the high prices of electricity in the MERALCO area.

In the first place, the high prices of electricity are due to the high prices of the generation component in the electric power rates of MERALCO; not due to the distribution component, and not to the transmission component. And the price spikes that occurred in Nov-Dec. 2013 were in the prices of generation, not in distribution, not in transmission. It is barking up the wrong tree to investigate MERALCO for the high rates of the generation component that they passed through to their consumers. Or shooting the messenger for bringing bad news.

In the second place, the price spikes that occurred could not be blamed on the EPIRA or on the WESM Rules that resulted from the EPIRA. The WESM Rules contain provisions to control occurrence of high prices in the electricity market during periods of shortages of power capacity in the market. Without collusion on the part of the generating companies, the price spikes were caused by mismanagement or inaction, maybe incompetence, on the part of the operators or managers or overseers of the WESM, namely

the Philippine Electricity Market Corporation (PEMC), the National Grid Corporation of the Philippines (NGCP), and the Department of Energy (DOE).

Therefore, prevention of recurrence of price spikes in the WESM cannot be attained by repealing or amending the EPIRA, but by investigating where violations of the EPIRA occurred, and penalizing those found to have violated the EPIRA and caused the price spikes.

David Tan and others like him are using the rightful wrath of consumers against the price spikes to instigate amendments of the EPIRA or its repeal. I suggest that investigations of the occurrence of the price spikes in the WESM be carried out first and appropriate penalties meted out to the persons whose actions or inaction resulted in the price spikes. Then, when the errors and the miscreants in the operation of the WESM are known, let the stakeholders in the EPI consider the question of amending the EPIRA. •• (Engr. David A. The transaction will also allow DMPL to expand its product offering to include beverage and culinary products in the US where the Del Monte brand originated.

“We believe that DMF’s consumer food business provides an attractive platform to offer certain products appealing to the large and fast growing Hispanic and Asian American population in the U.S., Gapud said.

He described the transaction as “historic” in that it reunites a substantial portion of the Del Monte brand family. The deal, in turn, will allow DMF to concentrate on its pet food business.

Prior to this acquisition, the US was one of few key markets where DMPL did not have a direct presence nor have its own brands.

DMPL expects to add around US$ 1.8 billion in sales with the acquisition of DMF. In the first nine months last year, DMPL booked a net income of USD 17.8 million, down five percent from the same period a year ago, taking into account one-time expenses from its dual listing in Singapore and Philippine bourses.

Excluding non-recurring expenses, net profit would have gone up 11 percent to USD 20.7 million.

To bankroll its offshore foray, the Filipino owned firm has embarked on a fund-raising spree to help finance an ambitious deal.

It has tapped the Bank of Philippine Islands (BPI), the Manila unit of Singapore’s DBS Bank, for up to USD 165 million loan.

DBS, which used to have a full branch in Manila, holds a 10 percent stake in BPI, majority owned by listed Manila conglomerate Ayala Corp., the Philippines’ oldest business house.

The BPI loan facility is guaranteed by diversified NutriAsia Pacific Ltd. (NAPL), the flagship of the Camposes, which holds 67

percent equity in subsidiary DMPL. DMPL also obtained a USD 350 million loan from Banco de Oro, the Philippines’ largest bank controlled by ethnic Chinese taipan Henry Sy, to beef up the company’s funding resources.

The loans form part of a combination of equity amounting to US$ 745 million and long-term debt financing of USD 930 million the DMPL is raising to fund its acquisition.

Unlike other lenders, the BPI -- the third largest in assets in the Philippines’ banking industry -- has imposed quite a stiff conditionality in its loan to DMPL. Under the BPI facility, DMPL’s ceasing to become a subsidiary of NAPL constitutes a default which will give the lender the right to require DMPL to pay back the loan.

ZAMBOANGA DEL SUR - Farmers of the Culo, Miligan and Rizal Agrarian Reform Community (Cumiriz ARC) in Molave, Zamboanga del Sur lauded the Department of Agrarian Reform (DAR) for making their dream come true following the recent turnover of the P4.6 million farm-to-market road to the local government.

DAR Regional Director Julita Ragandang presided the simple rites that saw Molave Mayor Ireneo Glepa thanking DAR in behalf of his constituents. The 1.1-kilometer Culo road project was completed under the joints efforts of the DAR and Agrarian

Reform Infrastructure Support project (ARISP).

Glepa urged his constituents “to take care of the road by not allowing 10-wheeler trucks or those beyond the roads’ capacity to pass through it.”

Ragandang said that 615 agrarian reform beneficiaries and 181 households in Cumiriz ARC and in the neighboring areas now benefit from the road.

“Farmers used to produce just enough for family consumption, mainly because of the difficulty of transporting farm goods to the market due to poor road condition,” Ragandang added.

DAR Provincial Agrarian Reform Officer Arturo Soria said the completion of Culo road will pave the way for the provision of other basic services like health, technology, transportation and education assistance to the rural communities in the area. “ The residents and farmers of Cumiriz ARC could now easily avail of those services now that the community is accessible,” Soria said.

“One of DAR’s mandate is to provide necessary infrastructure facilities to help farmers increase their income and enhance the rural economy,” Ragandang said. (PNA)

Aquino’s visit in Davao Oriental town brings hope to 'Pablo' survivors

CATEEL, Davao Oriental -The first visit of President Benigno Aquino III here has brought hope to survivors of super typhoon "Pablo" that severely struck this town and the neighboring Baganga and Cateel municipalities.

Aquino, who arrived past noon yesterday on board a Presidential helicopter together with several Cabinet members, chose to celebrate the 28th commemoration of the EDSA Revolution in calamity-stricken areas that included Cateel.

Despite the incessant rainshowers since Monday morning, some 3,000 residents, students and supporters gathered at the municipal plaza to see and listen to the message of the President.

Aquino has been the third Philippine President so far to visit this town after former Presidents Diosdado Macapagal and her daughter,

Gloria Macapagal-Arroyo.

Governor Corazon Malanyaon extended her gratitude to the President “for mobilizing the whole national government machinery to address our urgent concerns.”

Malanyaon was very appreciative to President Aquino for choosing Cateel as one of the venues for the commemorative celebration of EDSA. “The historical incident of EDSA was triggered by political upheavals, yet it has a striking similarity to the climate-related Pablo incident our province had just experienced. EDSA Revolution was a story of resiliency, of faith and hope and of rising from the rubble,” she said.

AVAO CITY - The Kingking Copper and Gold Project in Pantukan, Compostela Valley laid out some details of its plan of operation especially on terms of environment protection and on the welfare of the small-scale miners that would be affected by its operation.

Clyde Gillespie, country manager of KCGP, talked about their company’s plan on water treatment, marine life protection, tailings management, wildlife, and air quality.

Gillespie presented to the media in a briefing here over the weekend their mining operation in environmental protection measures utilized by the mining industry in Alaska where their environmental protection measures are in accordance with the highest

standards.

Their water treatment facilities (both active and passive) are so effective that the quality of the streams and rivers surrounding the mining area has improved and supports salmon spawning.

The world’s premier off-road triathlon event is back again in Cebu for the third time on a new and more challenging race course to test athletes’ skills once more this 2014.

The Vaseline Men XTERRA Off-road Triathlon Series will kick off this year with the Vaseline Men XTERRA Championship this March 15 at Liloan, Cebu.

The event features exhilarating trail run and triathlon races that will challenge even the most seasoned athletes. As of today, there are over 300 registered participants.

Elite world-class running champions who will be joining the race are: Michal Bucek (2013 Yilan Olympic Distance Tri 2nd place; 2013 Action Asia Sprint KH Champion), Renata Bucher (2013 XTERRA Australia Champion), Meiko Carey (2013 XTERRA Japan Champion; 2012 Ironman 70.3 Centair Japan Age Champion), Dimitry Duke (2013 Maui Half Marathon Age Group Champion), Charlie Epperson (2013 Olympic-Distance Guam National Triathlon Champion), Dan Hugo (2013 XTERRA South East Champio), Daz Parker (2013 XTERRA Philippines 3rd place), Jacqui Slack (2013 XTERRA Guam and Saipan Champion), Bradley Weiss (2014 Totalsports Challenge Champion) including 2013 Xterra Warrior winners Australian Ben Allen and Lesley Paterson of Scotland.

The route will have slight changes, but this year there will be two transition areas. Transition 1 will be at Seafront Beach Resort in Liloan, the starting area for the swim leg and transition to the bike leg.

Transition 2 will be at Liloan Elementary School track oval, staging area for the end of bike leg, start of the run leg and finish line and the expo area.

The championship weekend in Cebu will start with two triathlon events on March 15: the XTERRA Lite and the XTERRA Philippines Championship.

The XTERRA Lite involves a 500-meter swim, 18-kilometer bike and a 5-kilometer run. On the other hand, the XTERRA Philippines Championship involves a more grueling challenge with a 1.5-kilometer swim, 35-kilometer bike and a 10-kilometer run. All of these will take place in scenic Liloan, Cebu.

Duterte seeks probe of alleged military abuses in Comval DAVAO––City Mayor Rodrigo R. Duterte has offered to ask regional prosecutor Antonio B. Arellano to investigate alleged cases of harassment and encampments of the 10th Infantry Division in areas in Compostela Valley which should be off-limits to military presence.

Duterte announced the move during a dialogue held at the Grand Men Seng Hotel last week where human rights groups and residents of the affected communities demanded a military pullout from schools and residential areas.

Military officials and members of Karapatan, Bagong Alyansang Makabayan (Bayan) and the Children’s Rehabilitation Center (CRC) attended the dialogue which Duterte volunteered to mediate.

But the mayor clarified accusations by the military against members of the New People’s Army will also be investigated

He, however, conceded that military forces are not allowed to use civilian facilities as encampments and promised to order the remaining troops to pull out of the area.

Bernardo also denied allegations by the Kilusang Magbubukid ng Pilipinas Southern Mindanao and other groups that the 10ID had bombed farmlands and communities in Compostela Valley.

He said aerial bombings don’t happen without the presence of spotters on the ground.

“I have even ordered the pilots never to bomb areas that had a civilian population,” he added.

Rev. Jurie Jaime, spokesperson of Karapatan in Southern Mindanao, said the military presence threatened the livelihoods and

safety of the residents.

Duterte assured there would be no more military presence in communities, particularly in schools and other government facilities.

“Do not involve civilians,” he said.

The mayor held the dialogue a week after protesters clashed with police during a rally last Feb. 13 outside the Eastmincom headquarters.

He said the protesters were not from the city.

Photojournalist Barry Ohaylan was injured during the protest.

Duterte said he would investigate the matter.

The mayor, however, told the protesters in the dialogue that while he respected their right to freedom of expression, the soldiers were “not in the position to talk to them.”
