Rep. Rodriguez as part of the probe body T he gove r n m e nt h a s formed a fact-finding committee to conduct a probe on the carnage of 44 police officers, most of them members of the “elite” Special Action Force (SAF) in Maguindanao last Sunday.

With the incident, our “special forces” became a laughing stock around the world. One should know that the “special forces” in other countries are a source of pride that would be unleashed only in extreme necessity involving impossible mission.

Somebody suggested that the composition of the fact-finding committee should be an independent body – not coming from the Armed Forces of the Philippines (AFP) or the Philippine National Police (PNP). I am recommending that suggestion, too.

The point is very simple: Even if the AFP and the PNP will conduct an impartial investigation, the public would always question the findings of the AFP and PNP. We believed that the AFP and the PNP are credible agencies. However, investigating a law enforce-

ment agency by another law enforcement agency is bereft of credibility.

Now, the circumstance of the instant case is also aggravated with the report that the suspended PNP Chief Alan Purisima was the unseen hand that direct the botched PNP operation in Maguindanao.

Why would a suspended PNP Chief dipped his fingers here? Would it be fair if an independent probe body would finally conclude that the PNP operation that killed 44 PNP officers was “unauthorized?” Thus, perhaps, the victims would not be entitled to remuneration?

Anyway, the report that the operation was personally ordered by Purisima should be proven beyond reasonable doubt. This is why an independent probe body is very important in order to avoid possible cover up of the incident.

Another reader suggested that Rep. Rufus B. Rodriguez, of Cagayan De Oro City, should be part of the independent probe body.

Rodriguez said that the incident should not be made an excuse to derail the approval of the BBL. After Congress approved the BBL, a plebiscite that would pave the way for the creation of a “new Bangsamoro Entity” would be scheduled sometime in July this year. Once the result of the plebiscite approves the creation of the Bangsamoro Entity, the incumbent Autonomous Region of Muslim Mindanao (ARMM) ceases to exist.

The lawmaker from Cagayan De Oro City, however, said that those responsible for the carnage of the PNP officers in Maguindanao should be held answerable. Rodriguez said that the “lack of coordination” is not an acceptable argument that would have led to the shooting and the massacre of the government law enforcers. It would be fair too, that the burden of the liability in the Maguindanao incident should be equally shared by the Moro Islamic Liberation Front (MILF) and the PNP. Influential church leaders of Islam and the Christians should also be part of the independent probe body.

Following the principle of transparency, the investigation and the fact-finding committee would be useless without the participation of the press. By the way, there is no need for the international observers to be part of the independent probe body because, most of them, especially Malaysian observers are presumed to be biased in favor of the MILF. -0- react: crisguardian@yahoo.com

Unpardonable The government says 44 policemen belonging to the Special Action Force were killed in an encounter with rebel groups in Maguindanao Sunday but the Moro Islamic Liberation Front says that 64 policemen died in that encounter.

As of this writing, no official number of fatalities has yet been declared by state authorities, adding fuel to speculations as to what really happened that fateful Sunday morning.

Also as of this writing, President Aquino is slated to address the nation at 6:30 in the evening to give the side of his administration about this incident tagged as the first in terms of casualties on the government side in one single armed encounter with the rebels.

So far, news reports claimed the highly-trained police commandos were in the area where the armed confrontation occurred to serve two warrants of arrests to two suspected terrorists, one a Filipino with a $2 million price tag on his head while the other one, a foreigner, had a $5 million price tag on his head.

multi-million pesos price tag that the two suspected terrorists command, speculations fanned by loose talks have it that the commando was dispatched by senior officials to effect the arrests motivated by the possibility of them getting the price tag on both suspects. Of course, these are just rumors and we all know how rumors fly in this country.

But what is glaring in the incident, and this is deducible from what had happened, is that the two suspected terrorists that the special forces of the police wanted to arrest must be enjoying the protection of those who thwarted their arrest.

Regardless of how many died in that so called encounter that others say was in truth and in fact an ambush, the indisputable fact is that the arrest was stifled by the incident. The stifling, of course, did not benefit the government or the police but those who were to be arrested.

At this point, no one could no longer tell where the two suspected terrorists are now. The incident gave them a good cover to get lost and be scarce again from the prying eyes of the authorities.

It is assumed since the police contingent was dispatched to the area that the authorities had verified intelligence reports as basis in making such move. They would not have gone there to have picnic with either the MILF combatants or the Bangsamoro Islamic Freedom Fighters.

They were ordered by their superiors to the place because they knew the suspected terrorists they were to arrest were there. And it is for certain that they knew the risk involved in having their targets arrested given the number of policemen

involved in the operation.

Another indisputable fact that the police forgot is to ascertain the extent of the danger posed by the combined MILF and BIFF forces in the area. This particular concern was clearly underestimated the fact that the events that turned out when the troops were already in the area was more likely of an ambush than an encounter.

The ordinary policemen could be likened to unsuspecting preys fed to the lion’s den by their superiors and I am sorry to say this. If there were only five casualties on the part of the police, the incident would have been normal.

The casualties ranged between 44 and 64 thus making it inconceivable.

The third point that is worth pondering on is the fact that the MILF, the Moro secessionist group that recently signed a peace agreement with the government, still maintains close collaboration with the BIFF, their successor in their secessionist agenda.

For three consecutive years, the school garnered the title and reached its peak in having the ultimate award in the exceptional category. DOST to hold business technology orientation in Zambo, Isabela Cities

AMBOANGA CITY -- The Department of Science and Technology (DOST) is inviting entrepreneurs to attend the 2015 Small Enterprise Technology Upgrading Program (SETUP) orientation in this city and in nearby Isabela City, Basilan.

of equipment to improve productivity; product development--better product quality ; manpower development--training on the operation and maintenance of equipment, basic sanitation and hygiene and good manufacturing practices; and, process improvement--technical consultancy on proper plant lay-outing.

Z AMBAONGA CIT Y -- Mayor Beng Climaco yesterday renewed her commitment to provide a safe haven for Zamboangueños in the city, citing security remains among her administration’s top priorities.

“Security is a priority of the local government,” the lady mayor told members of the local media after the State of the City Report yesterday.

“For as long as I am mayor of Zamboanga City with the help of our vice mayor, the Sanggunian and the two representatives and with God’s grace, I commit myself to ensuring that we will make Zamboanga City a safe haven for our children, a safe community for our families,” Climaco said.

as security is a shared responsibility.

DENR permit to retrieve Army, PNP in Region 13 fallen logs questioned on full alert

HE recent permits authorized by DENR Secretar y Ramon Paje to be issued to certain individuals in Agusan del Sur to retrieve and dispose of 28,000 cubic feet of logs that were felled by Typhoon Pablo two years ago need careful reevaluation.

The permits were issued to certain individuals in the three municipalities of Santa Josefa, Loreto and La Paz of the Agusan del Sur

SurNorte literacy rate improves due to 4Ps BUTUAN CITY – The literacy rate of some of the municipalities of Surigao del Norte has increased because of the Pantawid Pamilyang Pilipino Program (4Ps).

This was the finding of the National Advisory Committee (NAC) Technical Working Group (TWG) during the four-day validation held recently to assess the implementation of the livelihood opportunities and other projects implemented by the different government agencies in the region under 4Ps. According to DSWD undersecretary Milo Gudmalin who presented the group’s evaluation findings, the TWG has found out that the literacy rate of elementary pupils and high school students have increased because the dropout rate has also decreased.

He added because of the 4Ps, the parents are now seriously sending their children to school because they already have allowance for their fares and even snacks during break time. “With this, DepEd is outstanding in providing education for all,” he added.

Gudmalin is confident that with the K-12 and Indigenous Peoples’ Education Program (IPED), the literacy rate of Filipino children including the Indigenous Peoples (IPs) and Children in Conflict (CIC) will also increase tremendously “hence this convergence initiative should be given policy support and funding,” he said.

In other developments, it was found out that the schools in some municipalities of Surigao del Norte are located far from the IP community.

The DENR is so ille qu ipp e d an d u n d e rmanned that it is too much to expect that they can prevent illegal logging from being resurrected in the area through the issuance of the said permits.

What can immediately be done is for the Secretary to suspend the effectivity of the permits; install the necessary, workable, and verifiable safeguards, and ensure that illegal logging activities are not revived in the province, and, of course, in the rest of the country, even if such practices could be a lucrative source of campaign funds for purposes of the 2016 elections. The “bayanIka!”awards according to Montaus, is an initiative of the national program management office (NPMO) of the Kapit-Bisig Laban Sa Kahirapan-Comprehensive and Integrated Delivery of Social Services-National Community Driven Development Program (KALAHICIDSS-NCDDP).

Such recognition, Montaus said, seeks not only to distinguish the contribution

of the program supporters but also to identify the programs champion who will help in promoting the gains of the Community Driven Development (CDD) implemented projects to their respective circles.

The nominations and validations for the field offices of the department ran from September to November 2014, Montaus said.

Recognized for advocating the CDD strategy and its participatory, transparency and accountability principles, the provincial local government unit (PLGU) of Surigao del Sur under the leadership of Governor Johnny T. Pimentel is the national awardee for the special award on improved local governance (PLGU Category).

The municipal local government unit (MLGU) of Tubod led by Mayor Cristina Hemady R. Arcillas was hailed as the national awardee for the Disaster Risk Reduction and Management (MLGU) category.

Both LGUs, Montaus said, received a plaque of recognition and a check amounting

to Php10,000.00 for the awards.

The event was graced by Hon. Secretary Corazon J. Soliman. It was also attended by the key DSWD officials, members of the NMPO of KALAHI-CIDSS-NCDDP, regional directors, assistant regional directors and the awardees. It also served as the culminating activity of the national unified regional program review and evaluation workshop.

With all these questions, no one would certainly want in the position of Interior and Local Governments Secretary Mar Roxas or even President Aquino.

He said the BOC Mindanao is undermanned considering that aside from the Zamboanga Port, there are 96 private wharves in Zamboanga that might be used as or have been used as entry points for smuggled goods.

Rodriguez said that the BOC anti-smuggling unit have no match to the sophisticated equipment of smugglers like “fast craft motor boats” that are used in the transport of smuggled goods in Southern Philippines.

He said that he has filed a House Resolution No. 1829 in Congress to address the problems of the BOC and the smuggling activities in Mindanao.

“I have filed the resolution urging the House Committee on Ways and Means to conduct an inquiry on the status of the BOC in Mindanao because the bureau cannot simply rely on the other law enforcement agencies in the fight against smuggling and other illicit trade in the area,” Rodriguez said.

Last January 27, 2014, Camaman Elementar y School benefited from the 13th building and classrooms turnover from the Local School Board (LSB). The building that

was newly inaugurated was a three- storey 10 classrooms building sporting a multipurpose hall in the third floor. The building can be used in times of emergency while at no disruption of classes within the said building. The initiative of the Schools Division Superintendent Elena M. mented to all agencies under executive branch of the government due to increasing challenges of the government such as globalization, increased demographic pressures, and scarce resources which need to define its proper role in the society and to focus efforts on its core governance functions and attain improved performance.

Accordingly, the new RP organization structure of DepED division of Cagayayan de Oro City shall only involve three major offices: The Office of the Schools Division Superintendent (OSDS),Curriculum Implementation Division (CID) and School Governance Operation Division (SGOD).

Parents sent their children to school for them to learn. Parents alone cannot provide educational needs of a child; thus, schools are assigned to take this responsibility of educating youngsters.

Education is more than just a word. It is a series of learning about various fields, even ones that could be gained outside the four corners. Learning, as the same, is more than reading a book, studying a material, or remembering facts, it is a process that require time-to-time assessment.

Teachers should be present to teach and guide the students, not just with the class lessons but also behaviours that should be kept and erased. There should be a someone to

observe the students, for values are important factors of learning.

Having education is also attaining a driving force to improve oneself.

Through it, he learned to take control over his intellect and actions, to boost his thinking skills and further bring opportunities that are helpful in improving him in numerous aspects.

On the other hand, Education has also played a major role in life of most individuals composing a society. Through education, these individuals are pushed to contribute and enable the society to prosper both socially and economically, developing common culture and values. Fact be told, it is of Education by which advancement has been realized that communication and production of cost-effective products and services made possible.

Education is an epitome that makes this world more sensible to live in, and so, makes a person sensible enough in living it.

Marawi marks World Hijab Day MARAWI CITY --- At least 1,000 women wearing hijab will walk the streets of Marawi City this Sunday, February 1, to mark the celebration of the 2015 World Hijab Day in the Autonomous Region in Muslim Mindanao (ARMM).

The event is being organized by ARMM’s Regional Commission on Bangsamoro Women (RCBW) to amplify the message of religious tolerance and understanding.

regional chairperson, said they expect women from all sectors to join the celebration and help “draw attention to the need for women to participate in the political and economic development of Bangsamoro.”

She said participants will come from different parts of the region, regardless of religion and social standing.

Mutin said this year’s celebration will carry the theme Hijab WALK (Women’s Access to Livelihood ay Karapatan), which is aimed at emphasizing women’s important role in society and promoting their right to decent livelihood, development, justice and empowerment.

TO address the problem on classroom backlog, Mayor Oscar Moreno led the turnover of a newly constructed tencl ass ro om , t h re e - store y Camaman-an Elementary School building last Tuesday.

With the strong support of the Local School Board and t he D ep ar t ment of Education (City Schools Division), the administration of Mayor Moreno has already constructed and turned over 78 classrooms for public elementary and secondary schools in Cagayan de Oro City.

To date, construction of more than 200 classrooms is on going.

As with the other schoolbuildings, the one at Camaman-an Elementary School is equipped with a multi-purpose hall on the third level which will double as an evacuation center in times of calamity.

Moreno said construction of new schoolbuildings in

Camaman-an Elementary School is significant since the populous barangay is destined to be a growth area.

The newly-inaugurated schoolbuilding will help address the shortage of classrooms for the first graders who are currently grouped in two class shifts – the morning ones and the afternoon ones. It will also decongest the burden of teachers who have to do the dual shifts. Camaman-an Elementary School has a total population of around 3,000 kids. Based on Department of Education (DepEd) ideal standard, it still lacks 76 classrooms.

The construction of the schoolbuilding was made

possible through the Special Education Fund of the city g ov e r n m e nt w h i c h w a s approved by the 15-person Local School Board who are mostly comprised from the private sector.

Earlier, Moreno turned over buildings in Man-ai Elementary School in Tignapoloan, Pedro Oloy Roa Elementary School in sitio Calaanan, barangay Canitoan; Balulang National High School; Tumpagon National High School; Pagatpat National High School; and Dansolihon National High School.

Currently constructed are Macasandig National High School, Pagatpat Elementary School, Tablon National High School, Gusa National High School, Fr. William Masterson Elementary School and Bugo National High School.
