CAGAYAN de Oro City–– With an insufficient equipment and undermanned Bureau of Customs (BOC), the lure of smuggling activities in Mindanao continue unabated, a lawmaker said Tuesday. Rep. Rufus Rodriguez, of Cagayan De Oro City,
